Troops under the Philippine Army’s 3rd Infantry (Spearhead) Division (3ID) based isn Jmindan, Capiz were told to serve the people using the development programs of the national government and be aggressive in the battlefront to an end to the insurgency.

“Focus on (the) main task, be mindful of (the) deadline set by the President, which is to defeat insurgency by June 2022,” said Army commanding general, Lieutenant General Castor Centino.

During the Sept. 21 change of command ceremony at Camp Peralta in Jamindan,Centino told the soldiers they have all the time and resources at their disposal because partner-government agencies are already on board as a result of the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

The task force is the government’s response to raise awareness on the long-running communist rebellion.

“Go where the enemies are by establishing forward operating bases, increase intelligence efforts to improve operational efficiency and instill the culture of discipline among yourselves. Take all these into account in serving the people of Central and Western Visayas because these will give us the edge to win,” he said.

Major General Benedict Arevalo is now the commander of the 3ID, replacing Brigadier General Noel Baluyan.

Baluyan served as acting division commander after the mandatory retirement of Major General Eric Vinoya on Sept. 6.

In his message, Arevalo said while they would continue to win the hearts and minds of people through their civil-military activities, they would be feared by their enemies through relentless, aggressive, and offensive operations.

“We should not be cowed or down-hearted because of the comments of our enemy and the friends and supporters of our enemy. We will continue to negate the lies and deception that our enemy is trying to propagate in our provinces, especially in the far-flung barangays,” he said.

He added that the division must not lag behind other divisions that continue to deliver victories on the battlefield to defeat the Communist Party of the Philippines – New People’s Army (CPP-NPA), which is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Arevalo also raised the importance of their commanders to continue engaging stakeholders, local government units, national government agencies, civil society organizations, academe, and different sectors to sustain their operational momentum and accomplishments.

“It might be difficult but with the trend nationwide, the CPP-NPA actually is collapsing. Hopefully, if we can sustain it, we can really see the time that they are not capable of engaging us in frontal combat operations. With our relentless operations, I’m sure we will be able to neutralize the threat they are posing not only to us but also to our countrymen,” he said.

Former National Task Force to End the Local Communist Armed Conflict (sic) NTF-ELCAC spokesperson and recently appointed National Security Council (NSC) vice-chair retired AFP general Antonio Parlade Jr., and NSC chair Hermogenes Esperon might be hatching a terrorist plot in Europe.

According to sources of the NDFP, Parlade was recently sighted in Milan, Italy going around talking and conducting meetings with former AFP and police personnel who have resided and worked in Italy.

This is not the first time that Parlade came to Europe to undertake terrorist activities against progressive forces based in Europe. Last year, the Duterte regime through its NTF-ELCAC traveled to several countries in Europe purportedly to set-up cells of the NTF-ELCAC.

These cells were to undertake surveillance and red-tagging of progressive compatriot organizations, foreign solidarity friends and entities, anti-Duterte individuals and personalities, especially open leaders of the NDFP and its peace panel, and possibly target them for neutralization and assassination.

Years ago, according to NDFP sources, the NDFP leaders based in Europe got hold of information that an assassination team has been formed in Milan and was ready to travel to the Netherlands to assassinate NDFP leaders.

During the Estrada regime, a member of an assassination team the regime organized and sent to kill NDFP chief political consultant Prof. Jose Ma. Sison, came forward to expose the plan after it failed, and after the Dutch police confirmed the plan’s existence.

Early last year, a similar plan to assassinate Professor Sison came to the attention of the NDFP leaders and was similarly confirmed by the Dutch police who adviced Professor Sison to take precautions.

Parlade and the NTF-ELCAC have been widely condemned by a cross section of Philippine society for conducting witch-hunting activities that victimize innocent civilians targeting them for red-tagging, arrest, torture and extra-judicial killing. Parlade is now retired but is recycled as vice chairman of the NSC by Duterte.

“Like earlier attempts of Parlade and Esperon to recruit OFWs to the NTF-ELCAC and possibly set-up a death squad or assassination team in Europe, their terrorist and fascist plan is sure to fail and will be foiled by freedom and democracy-loving overseas Filipinos and European friends,” according to a member of Compatriots, an organization of Filipino migrants, which is a member organization of the NDFP.

ARAKAN, COTABATO – The Agila Commander, MGEN ERNESTO C TORRES JR, PA gave his warmest support to the realization of Support to Barangay Development Program in Barangay Datu Ladayon, Arakan, North Cotabato earlier today, September 23, 2021

The Government thru the strong collaboration and commitment of the Provincial Government Unit of North Cotabato, Department of Interior and Local Government (DILG), NTF Ending Local Communist Armed Conflict (NTF-ELCAC), Local Government of Arakan, and Army’s 1002nd Infantry “Bagwis” Brigade and 72nd Infantry “Gabay” Battalion under 10th Infantry “Agila” Division successfully launched the fulfillment of support to Barangay Development Program; Ground Breaking Ceremony of 1.35 KM “Concreting of Farm-To-Market Road” at Barangay Datu Ladayon worth Php 14,935,670.98 that was funded from the Local Government Support Fund- Support to the Barangay Development Program (LGSF-SBDP) initiated by the National Government.

The said activity is one of the Government’s sustainment efforts in the implementation of Executive Order (EO) 70 in institutionalizing a “Whole of nation approach” in ending local communist armed conflict to cleared barangays from any affectation/influence of the Communist Terrorist Groups (CTGs).

This is the response of the Government to the issues being exploited by the CNTs which were found out during the immersion of the Community Support Program Teams (CSPTs) in those previously affected barangays. This aim is to provide sustainable development to conflict-prone communities especially those in the far-flung areas.

For how many years, Barangay Datu Ladayon was known as one of the Communist Terrorist Groups (CTGs) affected barangays in the Municipality of Arakan. It was later cleared after the immersion of Community Support Program Teams (CSPTs) and is now being assisted by the Local Government Unit of Arakan and Community Development Team (CDT). The leadership of the local officials and cooperation of the local populace made the previously CTGs affected barangay now one of the most visited tourist spots in Arakan and known as the “Strawberry Land” of North.

MGen Ernesto C Torres Jr PA has been very committed and dedicated to visiting and attending Ground Breaking Ceremonies to witness the fulfillment of support to Barangay Development Program projects under Executive Order (EO) 70.

On behalf of Hon. Rene Rubino, Municipal Mayor of Arakan, Hon. Reovoca expressed his gratitude to everyone who made the activity successful.

During his message, he said, “Barangay Datu Ladayon is one of the 36 barangays in North Cotabato who will witness and experience the sincere commitment of our Government in ending the insurgency. We have to be united in achieving our ultimate goal; that is to have a just and lasting peace in the whole Municipality.”

The Diwata ng Apo, Hon Catamco lauded and commended the local officials of the Barangay who worked hand-in-hand just to be one of the 36 barangays who will receive the 20M. “The men behind the success of this project are your barangay officials. Unity and Cooperation are the keys for us to achieve lasting peace and prosperity in our Province. This is the seventh Groundbreaking ceremony of BDP in North Cotabato and I will make sure that it will continue until all the barangays get the project intended for them. KUYOG TA! DUMAKI!”

In response, MGen Torres, PA said that the Army will assist in any way it can help and whatever time it is needed. “The peace and development that we are experiencing now are because of the strong desire of our Government to achieve lasting peace and sustainable development in our country. We cannot do it alone. Unity must prevail within ourselves. Rest assured that your Army units will do everything and anything in its best ability and capability to facilitate and deliver the best quality services to the people while doing our mandated duty to serve and protect our countrymen.” He ended.

North Cotabato is one of the provinces in the Philippines with a strong desire to fully implement the Barangay Development Programs in ELCAC barangays. The province vows that the pandemic will not hinder nor delay projects intended for the Cotabateños.

SANTO TOMAS, Davao del Norte- The 89th Infantry (MAKATAO) Battalion, NICA Region X, Philippine Information Agency (PIA), DILG Bukidnon, PNP Counterparts and the Local Government Unit of Kitaotao, Bukidnon enjoined during the Groundbreaking Ceremony of four (4) Local Access Farm-to-Market Road at Brgy Digongan under the Barangay Development Program (BDP) of the NTF-ELCAC held at Covered Court, Brgy Digongan, Kitaotao, Bukidnon on September 22, 2021.

It can be recalled that way back 2019, the Community Support Program Teams of this unit unearthed the CNTs Political Military Structure composed of a Komiteng Rebolusyonaryo sa Munisipalidad (KRM) with 13 Komiteng Rebolusyonaryo sa Barangay (KRBs) in the clustered Brgys of Digongan, Panganan and Kiulom all of Kitaotao, Bukidnon.

The significant discovery called for immediate interventions from various government agencies and stakeholders in which basic services, social and economic developmental packages were delivered.


The Farm-to-Market Road projects in the aforementioned barangays through the BDP of the NTF-ELCAC will address the issues and concerns of the community so that it will no longer be used by the CTGs and left leaning organizations as propaganda against the government in the area.

Primarily, said projects will provide convenience in transporting the farm produce of the community and accessibility in the delivery of basic services by the LGU and other agencies to the people.

MAKILALA, COTABATO – Former members of the Under Ground Mass Organization turned into Peace and Development Volunteers and Farmers Association by the 39th Infantry Battalion in the municipality of Tulunan, North Cotabato received 65 heads of goat from the Department of Agriculture (DA) XII.

The handover happened on September 23, 2021, at Banayal, Tulunan, North Cotabato an insurgency-cleared barangay formerly affected by CPP-NPA terrorist was witnessed by the Community Development Team of 39IB. It was received by Ms Ester France, President of Peace and Development Farmers Association, who in turn expressed appreciation to the assistance and intervention.

“We are grateful that the government provided our organization income-generating opportunities with these goats. This will sustain our daily needs and will eventually help us to become a self-sustaining PO.”

The dispersal is part of the Special Area for Agricultural Development (SAAD) Program of the Department of Agriculture, which is also being part of the convergence program of the National Task Force on Ending Local Communist Armed Conflict that aims to address the socio-economic issues of former local communist insurgency affected areas.

Meanwhile, Lieutenant Colonel Ezra L Balagtey, Battalion Commander of 39IB, expressed his appreciation to the aggressive implementation of the Whole of Nation Approach in fighting insurgency.

“We feel that insurgency is now being fought by the whole nation. This activity which aims to support the former mass base by providing them sustainable livelihood is a way of insulating them from re-indoctrination from CPP-NPA terrorists. It will negate the propaganda of the terrorist that the government is negligent in its duties and responsibilities, especially in delivering programs and services to marginalized communities,” Balagtey said.

MAKILALA, COTABATO – Provincial Task Force in Ending Local Communist Armed Conflict (PTF-ELCAC) of Davao del Sur headed by PTF-ELCAC and Task Force Balik Loob Chairperson, Governor Marc Douglas C Cagas IV launched the 2nd Batch of Tupad Pangako Program (TPP) at Mindanao Baptist Rural Life Center, Bansalan, Davao del Sur, today September 24, 2021.

The TPP is a Whole of Nation Approach that follows simultaneous 13-week multi-tier-programmed activities namely, the Enhanced Comprehensive Local Integration Program (ECLIP), De-radicalization, Alternative Learning System, Skills Development Program and the Livelihood and Spiritual Program that aims to provide all-out government assistance and resources for former rebels (FRs) to create an impact on their lives by ensuring their complete reintegration and transformation into self-reliant, law-abiding, and productive members of the society, and formidable partners of the government in promoting just and lasting peace, national reconciliation and unity.

The TPP batch 2 will be catering 23 Former Rebels (four of them are lactating mothers) from Davao Del Sur who turned themselves to the Government during the first and second quarter of 2021.

Joining the program implementations are Department of Interior and Local Government, Department of Social Welfare and Development, Department of Agriculture, National Commission on Indigenous People, Department of Labor and Employment, Department of Trade and Industries, Commission on Human Rights, Department of Health, Department of Agrarian Reform, Department of Education, Technical Education and Skills Development Authority all of Region XI, Mindanao Rural Life Center, 1002nd Brigade, 39th Infantry Battalion, Davao del Sur Provincial Police Office and Youth for Peace Movement of Davao Del Sur.

Hon Marc Douglas C Cagas IV, Governor of Davao del Sur expressed his gratitude to FRs who return to the folds of the law and ensure the sustainability of the government efforts to help the FRs reintegrate back to their communities.

“The province of Davao del Sur appreciates your courage in laying down your arms and returning to the folds of the law. Keep in mind that the government is always here to fulfill its promises to help you start your new life in your respective communities together with your families,” Hon Cagas said.

“Rest assured that the government will continue to rehabilitate, reform and give hope to our friends rescued who were once deceived by the CPP-NPA terrorist,” the governor added.

On the other hand, Brigadier General Potenciano Camba, 1002nd Brigade Commander appreciates the peace effort of Davao del Sur.

“The effort of the province of Davao del Sur to address the mainstreaming of the FRs allow the victims of the CPP-NPA terrorist realized that armed struggle is irrelevant and indeed we have a caring government that is committed in helping them reintegrate back to their respective communities.”

This program is an emblem of local governance excellence ensuring convergence and synchronization of various efforts of different government agencies to continuously help transform the lives of former members of the Communist New People’s Army in securing a foothold in restarting their lives with their families.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Cadres and members of Squad Tres of East Front Committee of the Henry Abraham Command were killed during an encounter on September 21, 2021 at the mountainous part of Barangay Dungeg, Sta. Teresita, Cagayan.

Based on the assessment of the authorities led by BGen Steve D Crespillo, Commander of the 501st Infantry Brigade who personally checked the encounter site on September 22, it is possible that no members of the said squad survived when their make-shift factory of Anti-Personnel Mines (APMs) was hit by the airstrike that caused secondary explosions of the stocked APMs. The hide-out of the Communist NPA Terrorists (CNTs) is consists of one main bunker and five sub-bunkers that can accommodate up to 12 elements of the Communist Terrorist Group (CTG). Based on the survey of the site, the 12 CNTs were all possibly killed.

As of the moment, three cadavers were already identified after the Scene of the Crime Operatives (SOCO) conducted a thorough investigation. The three identified are all high-ranking CNT personalities known as alias Titan, Vice Commander of Front Operations Command, and leader of Squad Tres of East Front, Komiteng Probinsya Cagayan (KOMPROB), Komiteng Rehiyon-Cagayan Valley (KR-CV); his party wife alias Judel, Medical Officer; and alias Marlon, Political Guide, all of the same group. Meanwhile, some of the cadavers are yet to be identified due to the impact caused by the blast of their own APMs. The remains were properly turned-over to the PNP Sta. Teresita for proper disposition.

Further, several clothes stained with thick blood were also scattered in the area. Contraceptives such as pills and condoms were also recovered in the encounter site.

It can be recalled that the said encounter resulted to the recovery of three high-powered firearms such as two 5.56 M16 rifles and one 5.56 Bushmaster, seven Anti-personnel Mines, one hand grenade, seven ammunitions of M79 Grenade Launcher, one roll detonating cord, assorted medicines and medical equipment, subversive documents, and CNT personal belongings.

On behalf of the 501st Infantry Brigade, BGen Crespillo extended his condolences to the bereaved families of the killed leaders and members of the CNTs. “It is unfortunate that we have to go this far to end the insurgency in our community to protect the innocent lives. On the other hand, we are now coordinating with the Local Government Units to help reach out to the families of the killed CNTs for their proper and decent burial.”

Further, MGen Laurence E Mina, Commander of 5th Infantry Division said that the government has been constantly appealing to the remaining CNTs to return to the folds of the law. He said that the campaign against insurgency is more intensified with a goal to finish the five decades of insurgency in the Cagayan Valley and Cordillera Regions. “Again, I am appealing to the remaining members of the CNTs to lay down your arms and start anew. We don’t want you to suffer the same fate but rather help you to live with your family and be back in your communities. We call on the relatives and love ones of the remaining CNTs to help us communicate with them and together do our share in achieving a true and long-lasting peace in every community.”

SAGAY CITY, Negros Occidental — The Commander of 303rd Infantry Brigade, Brigadier General Inocencio I Pasaporte PA and Party visited the men and women of the 79th Infantry “Masaligan” Battalion on September 23, 2021.

BGen. Pasaporte was warmly welcomed by the Masaligan troopers through a traditional military honors hosted by Lieutenant Colonel J-jay T Javines, Commanding Officer, 79IB. He was later briefed on the current security situation in Northern Negros.

During his traditional talk-to-troops, BGen. Pasaporte re-echoed to the troops the guidance of the newly installed Commander of the 3rd Infantry “Spearhead” Division.

Moreover, he encouraged the soldiers of 79IB to be more proactive and to remain vigilant in terms of security to counter the act of violence and retaliatory actions of the Communist Terrorist Group (CTG) following the death of their comrades in the recent encounters.

Likewise, BGen Pasaporte conferred Military Commendation Medals (MCM) to fifteen (15) Masaligan troopers in recognition of their meritorius service and gallantry in action during the successful encounter against more or less ten (10) members of Communist NPA Terrorists (CNTs) at Hacienda Raymunda, Brgy Kapitan Ramon, Silay City, Negros Occidental on August 20, 2021.

In his message, BGen Pasaporte congratulate the awardees and challenged the Masaligan troopers to maintain operational momentum in order to end the local communist armed in conflict in Northern Negros by end of President Duterts’s term.

“Congratulations to the awardees! May this serve as a motivation to other personnel to strive more as you continue to do your share in the accomplishment of the unit’s mission”

SAN JOSE DE BUENAVISTA, Antique – The Civilian Armed Force Geographical Unit (CAFGU) member who was killed by the Communist Party of the Philippines-New People's Army (CPP-NPA) rebels in Hamtic, Antique on Friday was the family’s breadwinner.

Michael Mariano, 20, of Barangay Osorio here, was taking a bath outside with his friends when five rebels opened fire at them at about 7 a.m.

Peter Glen Ocario and John Carlo Cabigunda, who are also members of the 4th Platoon of the CAFGU Active Auxiliary (CAA) Detachment, were injured in the incident in Barangay Igbucagay.

Herminia, the victim’s mother, said in an interview with the Philippine News Agency (PNA) on Saturday that his son joined the CAA a year ago to help maintain peace in the province and financially support the family after her husband died.

Mariano has three younger siblings.

“Michael was such a generous child that he would send us regularly his salary so that we would have some money to buy our food,” she said.

Mariano was particularly supporting an eight-year-old sibling who has learning difficulties and was not included in the Pantawid Pamilyang Pilipino Program (4Ps) that only covers a maximum of three children.

“Michael was a 4Ps beneficiary that’s why he was able to reach Grade 12,” Herminia said.

Now, she does not know how to rebuild their lives after her son was murdered by CPP-NPA rebels.

“Michael and his companions were taking a bath when it happened that they were really caught off guard,” she narrated in the vernacular.

On Saturday, Mariano’s family received PHP20,000 from the Provincial Social Welfare and Development Office while the two injured companions got PHP10,000 each.

They will also be provided with sacks of rice and other food items as initial help from the provincial government, which will also spend on the construction of his tomb as the Philippine Army already shouldered the expenses for the casket and embalmment.

Hamtic municipal police chief, Maj. Rex Farren, earlier said Mariano suffered gunshot wounds to the chest, Ocario was hit on his left leg, and Cabigunda was shot on his left arm.

Based on the initial investigation, the five rebels were about 100 meters away from the area where the CAFGU members were taking a bath.

Recovered at the crime scene were fired and unfired cartridge cases of M16 and M14 rifles.

The Philippines' Anti-Terrorism Council has designated the CPP-NPA and National Democratic Front as terrorist groups.

The European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines also listed the CPP-NPA-NDF as a terrorist organization.

FORT RAMON MAGSAYSAY, Palayan City, Nueva Ecija – A new hangar facility was inaugurated at the Philippine Army's Aviation Regiment here on Saturday.

Defense Secretary Delfin Lorenzana, who was represented by Northern Luzon Commander Lt. Gen. Arnulfo Marcelo B. Burgos, Jr., along with Department of Public Works and Highways (DPWH) Secretary Mark Villar and Regiment Commander Andre B. Santos, inaugurated the project by the Department of National Defense (DND), and the Department of Public Works and Highways (DPWH) under the so-called Tatag ng Imprastruktura para sa Kapayapaan at Seguridad (TIKAS).

The TIKAS program was initiated for the mutual benefit of the two agencies wherein the DND can mount projects with the DPWH while the soldiers shall safeguard infrastructure projects in conflict areas.

Santos said the new Army Aviation hangar will serve as quarterage for the new air assets of the Philippine Army.

He said this will enhance the command’s capabilities in safeguarding its equipment, assets and enable the regiment to conduct aircraft maintenance activities 24/7.

Aside from the PHP63.1-million Army Aviation hangar, a PHP39.2-million, two-story administration building of the Light Reaction Regiment was also inaugurated.

Villar said the completion of the military facilities is expected to boost military defense operations.

“This defense standard military hangar is capable of accommodating government aircraft for storage, maintenance, and rapid deployment when needed,” he said in an interview.

Meanwhile, Villar said the completion of the new Light Reaction Regiment administration building is expected to improve the working condition of personnel involved in administrative and support operations.

He the national government through the DPWH will continue to support the construction of modern military structures in the country.

“This year, our agency will also construct another hangar and the new headquarters building of the Army Aviation Regiment. Under the agency’s proposed FY 2022 National Expenditure Program, a total of 14 projects under the TIKAS program have been proposed with a total project cost of PHP210-million and I hope it will be approved by Congress,” he added.

Also present during the event were Armed Forces of the Philippines Deputy Chief of Staff for Logistics, J4., Maj. General Rene S. Diaz, who represented AFP chief, Lt. Gen. CAMP MELCHOR DELA CRUZ, Isabela – They were considered enemies of the State but the military will not deprive them of decent burials that all Filipinos deserve.

Five New People’s Army (NPA) rebels, who were found dead on Sept. 22 after an encounter with government forces the day before, were blessed by a priest and buried in a public cemetery in Santa Teresita, Cagayan on Friday.


Three were identified only as Titan, Dyosa, and Marlon, while two others were unidentified.

Maj. Jekyll Julian Dulawan, the Philippine Army 5th Infantry Division spokesperson, told the Philippine News Agency (PNA) on Friday night that no relatives claimed the bodies.

The clash between the communist rebels belonging to the NPA-East Front Komiteng Probinsiya Cagayan and soldiers from the 501st Infantry Brigade took place in Barangay Dungeg in Santa Teresita town.

If families would come forward later, the bodies would be exhumed, Dulawan said.

Army soldiers discovered the rebels’ lair with an improvised explosive device-manufacturing site during a reconnaissance patrol.

They asked the Philippine Air Force to launch an airstrike on the lair that lasted 20 minutes.

No military casualties were reported.

The Aklan State University (ASU) in the municipality of Banga made history as the first higher education institution in the Visayas to turn over subversive documents and textbooks to the government.

The reading materials were mostly donated to the ASU and have been in its library since 2012, before the term of current president, Dr. Emily Arangote, who was appointed last year.

“The APPO (Aklan Police Provincial Office), with the full support of RTF-ELCAC 6 (Regional Task Force to End Local Communist Armed Conflict 6 [Western Visayas]) reached out to ASU for them to turn over also books that are not mentally healthy for students,” task force spokesperson, Prosecutor Flosemer Chris Gonzales, said during the dialogue and turnover ceremony held at the university cafeteria on Friday.

The books and documents, which are now under the custody of the APPO - Provincial Investigation and Detection Management Unit, include one authored by Communist Party of the Philippines (CPP) founder Jose Ma. Sison titled Foundation for Resuming the Philippine Revolution.

In exchange, Gonzales donated a book from the RTF-ELCAC-6, The War Within.

He noted that turning over the books to the government is not a restriction of academic freedom.

“Academic freedom is always subject to control and supervision by the state when the welfare of the people or overriding public welfare calls for it. We are at war with terrorism and of course, our university officials exercising sound discretion and good judgment can always decide for the welfare of their students,” Gonzales said in his message.

In an interview on Saturday, APPO spokesperson, Staff Sgt. Ma. Jane Vega, said even if Aklan has been declared insurgency-free in December 2011, there are still sightings of insurgents as neighboring Antique and Capiz provinces are still infiltrated.

Vega said APPO Director, Col. Ramir Perlito Perlas, pursued the turnover so students would not be influenced by the communist ideologies.

“We are very active in our campaign. Col. Perlas pursued this initiative because he does not want to see atrocities that are happening in other provinces to happen here,” she said.

Vega also encouraged other schools in the province to “not hesitate to surrender” similar materials to the police.

As the Local Government Unit (LGU) of Mabini continuously endeavors to bring services and reach out to the people to attain peace, the Office of Municipal Mayor headed by Hon Raynaldo L Dayanghirang supported the 48th Infantry (Guardians) Battalion that facilitated the conduct of the “Serbisyo Caravan” with the theme “Hiniusang Tunol Serbisyo Caravan” last September 23, 2021. This is one of the initiatives of the unit in the area where the Modified Community Support Program (MCSP) Teams are placed to bring government services closer to the people, particularly in Geographically Isolated and Disadvantaged Areas (GIDAs).

This inter-agency outreach program aimed to provide assistance to the communities and to make government services more accessible to the public and further enables the government to implement the whole of nation approach together with different line agencies and stakeholders to focus their programs, projects, and services to Communist Terrorist Groups (CTGs) affected communities to address the issues being exploited by the CTGs.

The one-day activity offered free medical check-ups, medicines and vitamins, distribution of vegetable seeds, civil registration assistance, food pack distribution, and COVID 19 vaccination, and free haircut which benefited more than 220 beneficiaries. Also highlighted in the activity is the conduct of Pulong-Pulong and peace rally to prove and showcase support of the community and denounce CPP-NPA-NDF atrocities including other left-leaning organizations all over the country.

A concerted effort of 48th Infantry (Guardians) Battalion, LGU, Mabini headed by Hon. Reynaldo Dayanghirang and Mr. Emilio O. Melecio Brgy Chairman of Brgy Del Pilar made the activity successful. Also present in the activity were Cong Ruwel Peter Gonzaga, Congressman of 2nd District, Davao de Oro, and Rev. Emerson L Luego of Sto Niño Parish Church to extend their invaluable support to the communities.

Lieutenant Colonel Enrique G Rafael, Commanding Officer, 48IB emphasized that the Philippines Army through the help of different stakeholders is always ready to support its constituents and encouraged the community to stop supporting those terrorist and left-leaning organizations. “Through the implementation of Executive Order 70 and with the convergence of efforts of all government agencies, issues linked to insurgency problem are now easily addressed. I hope that the remaining Communist NPA Terrorists (CNTs) members in Davao de Oro will be wakened up from being blinded by the false ideologies of their leaders and decide to go back to the folds of the law and enjoy the life in the mainstream society”.

“Development can only be achieved in a peaceful environment. The reds will not exist if you will continue to deny their presence in the community and stop supporting them. Let us help one another to attain peace and you will see the result later on.” said Cong. Ruwel Peter Gonzaga.

The conduct of Serbisyo Caravan is one of the culminating activities of the unit’s MCSP Team that is currently deployed within the focused areas particularly in the far-flung Sitios of Brgy Del Pilar, Mabini, Davao de Oro.

The intensified joint AFP-PNP checkpoint operation of Task Force Davao (TFD) in collaboration with the Davao City Police Office (DCPO) catches big on Saturday September 25, after around P48,000 worth of suspected shabu and 62 unlicensed firearms were seized from two travelers at the Lacson Checkpoint, Calinan, Davao City.

The authorities identified the suspects as Michael John Burias Lantoria, 40, a resident of 193 Max Suniel St, Carmen, Cagayan de Oro and Sebastian S. Quiblat, 61, from Igpit, Opol, Misamis Oriental onboard a white Mitsubishi Strada pick-up with plate number KAA 7618 traveling towards Calinan, Davao City.

The suspects yielded 5 sachets of suspected shabu weighing approximately 3 grams, drug paraphernalias, unlicensed firearms including 43 pcs of 9mm pistol, 18 pcs of 12 gauge shotguns, one (1) 380 pistol and assorted magazines and ammunitions.

Based on the report from Major Efren Tongya-en, the Officer-In-charge of Lacson Checkpoint Operations, the suspects were busted after authorities, composed of TFD and PNP personnel together with K-9 unit conducted a thorough search around the vehicle of the suspect and found out the concealed contrabands.

The suspects together with all the pieces of evidence were immediately placed under the custody of Calinan Police Station for proper disposition.

Task Force Davao Commander Colonel Darren Comia commended the efforts of the troops in busting illegal elements and contrabands entering Davao City.

“This is a testament of the vigilance and alertness of the TFD personnel in ensuring the safety and security of Davao City. With this catch, indeed, the Culture of Security is very much alive in Davao City”, Col Comia said.

Meanwhile, 10th Infantry “Agila” Division Commander MGen Ernesto C Torres Jr commends the troops of Task Force Davao under the leadership of COL Comia.

“This big catch in Davao City is a clear manifestation of 10th Infantry Division’s commitment to help provide lasting peace and order in the region. Indeed, our troops are committed and skillful in the performance of their duties. And for the peace-spoilers, you have no room in the area of 10ID.” MGen Torres said.

CAMP ELIAS ANGELES, Pili, Camarines Sur-Heeding the call of the government to abandon the useless cause of the Communist Terrorist Group (CTG), members and supporters of the terrorist group in Masbate continue to surrender in droves.

During the peace rallies being conducted in different parts of the island province, the surrenderers publicly denounced CTG’s terrorism along with their pledge of support to the government’s campaign to end the communist insurgency.

Again in Dimasalang, 13 Sangay ng Partido sa Lokalidad (SPL) members and nine supporters surrendered on September 18 while on September 19, another 42 SPL members, six Militiang Bayan (MB) members and 12 supporters yielded.

In Uson, 13 SPL members and 11 supporters surrendered on September 20 while on September 21, one regular NPA member, seven SPL members and 12 supporters also surrendered.

Meanwhile, a whopping 120 surrenderers composed of five regular NPA members, 13 Militiang Bayan (MB) members, 90 Sangay ng Partido sa Lokalidad members and 12 supporters withdrew their membership and support from the CPP-NPA-NDF in Barangay Mapuyo, Mobo on September 24.

The group also took part in the burning of the replica of CTG’s flag and the effigy of Jose Maria Sison which was initiated by the Barangay officials headed by Barangay Chairman Alfonso Arellano, tanods and the residents of Mapuyo.

Lt. Col. Siegfried Felipe Awichen, Battalion Commander of 2nd Infantry Battalion (2IB) considered the continuous surrender of CTG members and supporters to the Community Support Program (CSP) Teams and PNP in the province as one of the major breakthroughs of the Army’s CSP operations.

Col. Aldwine Almase, Brigade Commander of 903rd Infantry Brigade, lauded the unyielding efforts of the military and police which contributed significantly to the unstoppable gains of the government in Masbate.

“Maliban sa CSP, tuloy-tuloy din ang Retooled Community Support Program (RCSP) ng DILG sa iba’t ibang bahagi ng Masbate kaya naniniwala tayong marami pa ang susuko. Idagdag pa natin ang pagdodoble-kayod ng ating mga LGUs at local chief executives upang kondenahin at itaboy ang CTG sa kanilang lalawigan. Bunsod nito, naniniwala tayong hindi lang hihina kundi tuluyan ng maglalaho ang communist insurgency sa Masbate,” Col. Almase said.

Moreover, Police Regional Office-5 (PRO-5) under PBGEN JONNEL C ESTOMO thanked the surrenderers for abandoning the useless cause of the CTG along with their pledge to help the anti-insurgency campaign of the government.

“Itong panibagong grupo ng mga CTG members at supporters na nagbalik-loob sa pamahalaan ay magiging mga buhay na patunay na ang pagbabago ay nakasalalay sa pagkakaisa at hindi sa paghahasik ng karahasan at terorismo,” PBGen. Estomo said.

Meanwhile, for MGEN HENRY A ROBINSON JR PA, Commander of Joint Task Force (JTF) Bicolandia, the continuous mass surrenders in Masbate creates a ripple effect that is why even in the mainland Bicol, more and more members and supporters of CTG are returning to the folds of the law.

“Nagpapasalamat tayong muli sa mga Masbateño sapagkat kung wala ang kanilang buong suporta sa ating mithiing tapusin ang communist insurgency, hindi magbubunga ang ating mga pagsisikap. Lahat ng ating mga nakakamit na tagumpay ay nagsisilbing inspirasyon upang lalo pa nating pag-ibayuhin ang ating kampanya laban sa terorismo at insurhensya,” MGen. Robinson said.

In total, 1,065 CTG members and supporters returned to the folds of the law for this year alone in the entire Bicol region, including these series of mass surrenders and the 113 surrenderers last September 14-17 in Dimasalang.

Ka Juanito Magbanua, spokesperson of the Apolinario Gatmaitan Command of the New People’s Army – Negros Island (AGC-NPA), slammed newly-installed 3rd Infantry Division commander’s slogan, “loved by the people, feared by the enemy.”

Major Gen. Benedict Arevalo, previously 303rd Infantry Brigade commander in last quarter 2018 up to December 2019, replaced Major Gen. Eric Vinoya who retired on September 6.

“The Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) are hated by the people because of its mercenary, fascist and butcher character,” Magbanua said.

On the other hand, he claimed that the NPA is confident in confronting the sustained, intensified and massive military operations as it continues to launch armed struggle, deepens and widens its mass base, guides anti-feudal struggles of peasants to raise their economic conditions and conducts health campaigns amid the COVID-19 problem that is neglected by the reactionary government.

According to Magbanua, the 3ID is better dubbed as the “butcher of the people, hated by the oppressed masses.”

He added that “whatever effort of the fascist Duterte regime to destroy the strength built by the revolutionary movement will only reap failure” and this have already been proven from the period of the US-Marcos dictatorship until US-Aquino 2.

These did not succeed because it did not carry the people’s interest thus they lacked the people’s support and, in contrast, the revolutionary movement enjoys the deep and broad support of the people and they consider the NPA as their true fighters, he said.

Magbanua concluded that the NPA is in the best position to defend the interest of the people against the tyrannical Duterte regime and butcher AFP/PNP and the five guerrilla fronts of Negros Island is determined to advance the armed struggle to defeat Oplan Kapanatagan and overthrow the criminal, fascist and tyrant Duterte.

The Apolinario Gatmaitan Command – New People’s Army Negros Island (AGC-NPA) issued a statement forewarning the public that the return of Major Gen. Benedict Arevalo, whom it called “butcher general of the Armed Forces of the Philippines,” as 3rd infantry Division head indicates the escalation of human rights violations in Central and Western Visayas.

Arevalo was former commanding officer of the 303rd Infantry Brigade based in Barangay Minoyan, Murcia, Negros Occidental from last quarter of 2018 to December 2019.

Ka Juanito Magbanua, AGC-NPA spokesperson, noted that during Arevalo’s stint [as 303rd Brigade commander], the heinous Sagay 9 massacre happened. Also, there were rampant killings of prominent human rights defenders. peasant advocates and activists like Atty. Ben Ramos and Bernardino “Toto” Pagtigas.

“To date, extrajudicial killings in Negros Island have reached 106 and most happened under the reign of butcher Arevalo,” he said.

According to Magbanua, there were widespread illegal arrests based on trumped-up charges such as the capture of the Buenavista 7, seven residents of Buenavista, Himamaylan City including a pastor of the United Church of Christ of the Philippines (UCCP) suspected as members of the New People’s Army, and the Bacolod 57 wherein the offices of the Kilusang Mayo Uno (KMU), Gabriela and National Federation of Sugar Workers (NFSW) were simultaneously raided and many activists were imprisoned due to fabricated cases.

Arevalo was likewise the mastermind of fake surrenders, in which the most notorious was the fake surrender of 1,510 so-called NPA members and supporters of the revolutionary movement in Escalante City, where he pocketed millions in the name of “counter-insurgency,” Magbanua said.

Furthermore, he said that the 303rd Brigade under Arevalo was the number one violator of the ceasefire between two governments, the Government of the Republic of the Philippines (GRP) and the people’s democratic government represented by the National Democratic Front of the Philippines.

“The return of the Butcher will not give justice to the victims of human rights violations instead terror and suffering of the Negrosanons will worsen,” Magbanua said.

The Communist Party of the Philippines (CPP) denounces the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to pressure and compel school officials to remove and ban from their libraries books and other literature authored or published by the National Democratic Front of the Philippines (NDFP) and Prof. Jose Ma. Sison.

At least three universities have bowed to the diktat of the AFP and PNP over the past week, namely the Kalinga State University, the Isabela State University and the Aklan State University. In Isabela, the books were “turned over” to the National Intelligence Coordinating Agency (NICA). In Aklan, the books were replaced by materials provided by the AFP.

Most of the books banned from these public school libraries pertain to peace negotiations and the views taken by the NDFP and the revolutionary movement on the matter of just and lasting peace and outstanding socioeconomic, political, cultural and military issues in the country.

These military-incited book ban are barefaced acts of censorship and suppression. This outrightly tramples on the right to academic freedom which students and teachers are supposed to enjoy inside their colleges and universities. It is reminiscent of the Nazi book burning of the 1930s when literature deemed subversive and opposed to Nazism were publicly burned, an act often repeated in AFP-organized spectacles across the country.

Acting under the direction of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and using “counterinsurgency” as pretext, the military and police are brazenly stepping beyond their territory and trampling on the freedom of thought and freedom of expression. They make the stupid and condescending claim of “protecting the youth” as if students and their teachers have no critical faculties of thinking.

The NTF-ELCAC is taking advantage of the pandemic when students are not in the campuses. They also first targeted the small isolated universities in the provinces thinking they can get away with these acts of suppression with less public attention. They likely won’t be succeed in this censorship campaign in the big university campuses as this would generate more critical resistance.

Weapons in hand, they are acting like the old Nazi ideological and cultural gods—zealots with one-sided brains. The military and police have totally no business dictating what people should and should not read or study. Their intervention in the academe stifles learning and critical thinking and should be vigorously rejected.

The Filipino people should denounce these acts of censorship by the AFP and PNP in the academe. If unchallenged, this will set a dangerous precedent and bolster the AFP and PNP to step on more educational and cultural territories, possibly including the media, the church and others.

The zealots in the NTF-ELCAC have no sense of history. Censorship and banning of books and reading materials will not stop the people from adhering to the truth that the fascists seek to hide and bury through their tactics of mass mind manipulation. The censorship of Noli Me Tangere and El Filibusterisimo failed to stop the people from taking up arms against Spanish colonialism. Marcos controlled all that was taught in schools and broadcasted over radio and television, but failed to stop the growth of the people’s democratic revolution.

Similarly, Duterte’s non-stop bamboozling of the people and military red-tagging and current attempts to ban books critical of the regime in the guise of counterinsurgency will fail. They are succeeding only in sparking the youth’s interest in progressive and revolutionary thought and inciting more and more people to seek the truth and expose its crimes, corruption and national treachery.

We are certain that the banning of books of the revolutionary movement from public school libraries will not stop students and teachers from studying what the CPP, the NDFP and the NPA really stand for, and expose the military’s “terrorist-labeling” as a complete farce. These censorship schemes will not prevent more and more people, including the intellectuals, to join the revolutionary cause that represents the broad democratic ideals of the oppressed and exploited masses.
