ANG BAYAN | SEPTEMBER 24, 2021

Inianunsyo noong Setyembre 23 ni Neri Colmenares ng Makabayan ang intensyon niyang tumakbo pagka-Senador sa eleksyong 2022. Nagsilbing kinatawan ng Bayan Muna si Colmenares sa Kongreso. Kasalukuyan siyang tagapangulo ng National Union of People’s Lawyers.

Panata ni Colmenares, isang kilalang abugadong nagtatanggol sa mga karapatang-tao, na itutulak niya ang imbestigasyon sa “gera kontra-droga” ni Rodrigo Duterte at ipaglalaban ang hustisya para sa biktima nito sa International Criminal Court.    “Nagdesisyon ang mga lider at kasapi ng Makabayan na patakbuhin ako sa Senado,” aniya. “Tatakbo ako para sa Senado sa 2022 para maihatid ang pinakamatalas na kritisismo sa kandidatura ni Presidente Duterte.” Pangatlong pagkakataon na itong tatakbo siya sa Mataas na Kapulungan.

Dadalhin ni Colmenares ang mga ipinaglalaban ng blokeng Makabayan sa Kongreso. Kabilang dito ang pagpapanukala para sa dagdag na sahod, regularisasyon ng mga manggagawa, tunay na reporma sa lupa at iba pa. Pangako rin niyang magpanukala ng mga hakbang na nakatuon sa mas mahusay na pagharap sa pandemyang Covid-19.

“Ituturing natin na isang emergency sa pampublikong kalusugan ang Covid-19, at hindi bilang sitwasyon ng peace and order tulad ng pagtrato rito ni Duterte,” aniya.

Liban sa pagiging abugado sa karapatang-tao, kilala rin si Colmenares bilang isang konstitusyunalista at eksperto sa internasyunal na makataong batas. Isa siya sa pinakabatang bilanggong pulitikal noong panahon ng diktadurang Marcos. Nagsimula siya sa kanyang aktibismo noong estudyante sa San Beda College.

Nagbanta kahapon si Rodrigo Duterte na “mapipilitan” siya na gamitin ang miltiar para diumano tiyaking maging mapayapa at malaya ang eleksyong 2022. Ito anya ay dahil ayaw niya ng gulo at dayaan. Kunwa’y nakiusap pa siya sa mamamayan na sumunod sa batas at iwasan ang karahasan. Ngayon pa lamang, ipinahihiwatig at ipinatatanggap niya ang kanyang planong ipaiilalim ang pamamahala sa eleksyon — isang mahalagang gawain ng independyenteng ahensya ng burukrasyang sibil — sa kontrol ng militar. Tulad sa iba pang pasistang hakbang, gagawin niya ito kahit walang pormal na deklarasyon ng batas militar.

Ginawa ni Duterte ang pagbabanta sa harap ng mga panauhin sa inagurasyon ng Sultan Kudarat Provincial Hospital sa bayan ng Isulan, Sultan Kudarat noong Setyembre 24. (Kasama niya sa entablado ang kanyang katambal na kandidato na si Bong Go.) Ang ospital ay proyekto ng lokal na gubyerno ng dating gubernador na si Sultan Pax Mangundadatu. Una na itong napasinayaan noong Oktubre 2020.

Sa kanyang pahayag, ipinagpalagay na ni Duterte na magkakaroon ng gulo at dayaan sa eleksyon at gagawin ito ng mga “tao.” Ito ay sa gitna ng mga akusasyon na balak niya at ng kanyang pangkatin na mandaya, laluna matapos igawad sa kumpanyang F2 Logistics na pag-aari ng kanyang kroni na si Dennis Uy ang kontrata para sa transportasyon ng mga gamit sa eleksyon sa araw ng halalan.

Sa ilalim ni Duterte, tumaas ang bilang ng mga ekstrahudisyal na pamamaslang ng mga tradisyunal na pulitiko. Mula 2016 hanggang Marso ngayong taon, tinatayang mayroon nang 25 meyor at pangalawang meyor na pinaslang. (Ayon sa Philippine National Police, dumoble ang bilang na ito sa 2017-2019, bago ang eleksyong 2019.)  Indi iilan sa mga pinatay ang pinangalanan ni Duterte sa kanyang “narco list” at sa gayon ginawang target sa kanyang “gera kontra-droga.” Isa rito ang meyor ng Los Banos ng Laguna na si Ceasar Perez na pinaslang noong Disyembre 3, 2020. Pinakahuling pinatay na pinaghihinalaang may kinalaman sa eleksyon si  mor Trina Dait, isang duktor na tumakbo pagkameyor sa Pilar, Abra noong 2019.

Dagdag sa panggigipit at pamamaslang sa karibal niyang mga tradisyunal na pulitiko, aktibo rin si Duterte at kanyang mga alipures sa NTF-ELCAC sa paninira, pangrered-tag at pamamaslang sa mga kasapi at tagasuporta ng progresibong blokeng Makabayan. Isa rito si Atty. Juan Macababbad, isang human rights lawyer at myembro ng Bayan Muna, na pinatay ng pinaghihinalaang mga ahente ng estado sa harap ng kanyang bahay sa Surallah, South Cotabato noong Setyembre 15. ANG BAYAN | SEPTEMBER 25, 2021

Pinamunuan ng Youth Advocates for Climate Action Philippines (YACAP) ang lokal na protesta ng mga kabataan at mga grupong pangkalikasan kaugnay ng pandaigdigang koordinadong mga protestang Global Climate Strike noong Setyembre 24.

Inilunsad ang protesta sa harap ng Manila Bay kung saan matatagpuan ang na tinaguriang “dolomite beach” (bahagi ng baybayin na tinambakan ng giniling na dolomite para pagmukhaing white sand beach.) Bitbit ang panawagang #UprootTheSystem (o “bunutin ang ugat ng sistema”), iginiit nila sa gubyerno ng Pilipinas na tugunan ang krisis sa klima. Anila, dapat nang wakasan ang mga walang lamang pangako at magbigay ng makabuluhang aksyon para tugunan ang krisis.

Ang internasyunal na kampanyang climate strike ay pinamunuan ng Fridays For Future, isang samahan ng mga organisasyon para sa kagyat na pagtugon sa krisis sa klima. Pinasimulan ito ng kabataang si Greta Thunberg na kilala sa kanyang paglaban para sa kalikasan. Isinagawa ang mga protesta sa Brazil, Kenya, mga bansa sa Europe, Asia at iba pang mga bansa.

Sa Pilipinas, kinundena ng Kalikasan People’s Network for the Environment ang rehimeng Duterte dahil sa patuloy na pagpaslang ng mga armadong galamay ng rehimen sa mga tagapagtanggol ng kalikasan. Sa nakaraang ulat ng Global Witness na inilabas noong Setyembre 13, naitala ang Pilipinas bilang ikatlong pinakadelikadong bansa para sa mga aktibistang pangkalikasan. Umaabot sa 29 ang mga aktibistang pangkalikasan ang pinaslang sa bansa. Mas mababa lang ito sa Colombia at Mexico na may naitalang 65 at 30 na pagpaslang.

Dumalo rin sa protesta sa Manila Bay ang mga mangingisda sa baybayin ng Manila Bay para tutulan ang nakakasamang reklamasyon sa baybayin at pagsagasa ng proyekto sa kanilang kabuhayan. Kaparehong mga protesta rin ang inilunsad sa ibang bahagi ng bansa tulad ng Davao, Leyte, Pampanga at mga prubinsya sa South Luzon.

Kulang na kulang ang mga manggagawang pangkalusugan sa Pilipinas. Sa isang pagdinig sa Kongreso kaugnay sa nararapat na “cap” o bilang ng mga manggagawang pangkalusugan na papayagang lumabas ng bansa, sinabi ng isang upisyal ng Department of Health na nangangailangan ang bansa ng 92,000 duktor, 44,000 nars,14,000 pharmacist at 17,000 radiologic technician at radiologic technologist sa gitna ng pandemya.

Aniya, hindi lahat ng mga lisensyadong duktor at iba pang praktisyuner sa kalusugan ay nagtatrabaho bilang mga manggagawang pangkalusugan. Ipinaliliwanag noon ng nasabing upisyal sa Kongreso ang pagsang-ayon ng DOH sa ipinataw na “cap” o bilang ng mga manggagawang pangkalusugan na papayagang lumabas ng bansa. Sa ngayon, nasa 5,000 hanggang 6,000 lamang na mga manggagawang pangkalusugan ang pinapayagang lumabas ng bansa kada taon para magtrabaho.

HIndi sang-ayon ang mga manggagawang pangkalusugan sa paglimita sa bilang na nais magtrabaho sa labas ng bansa. Anila, may karapatan ang sinuman na pumili ng mapagtatrabahuan. Kung seryoso ang DOH at ang rehimen na paramihin ang nagseserbisyong mga duktor at nars sa loob ng bansa, dapat magbigay sila ng makatarungang sahod at nararapat na benepisyo.

Gayunpaman, hindi malinaw kung plano ang ahensya na punan ang pagkukulang na ito o kung may pondo para rito. Noong nakaraang taon, sinabi na rin ng DOH na kulang ng 15,000 duktor ang bansa para makaagapay sa pandemya. Nagkaroon ng programa ng pag-empleyo ng mga “boluntir” na duktor pero ilan sa mga ito ay umalis na sa serbisyo. (Kabilang dito ang 20 sa 25 boluntir na duktor sa Philippine General Hospital na umalis sa programa noong Setyembre 9.)

Liban sa kasalatan, nahaharap ngayon ang DOH sa maramihang pagresayn ng mga manggagawang pangkalusugan, laluna ng mga nars, dulot ng sobra-sobrang trabaho, paulit-ulit na pagkahawa sa sakit, pagbabarat sa sweldo at pinagkakait na mga benepisyo.

Inilalarawan ng dalawang magsasaka ng isang komunidad sa Negros ang kayod-kalabaw na proseso sa pagsasaka at mga problemang kinahaharap sa araw-araw dulot ng hindi mekanisadong pamamaraan ng produksyon at kawalan ng suporta mula sa estado.

Bagamat pag-aari nila ang lupa, lubha itong maliit at sapat lamang ang kanilang produksyon ng mais para sa konsumo ng kani-kanilang mga pamilya. Dagdag na pasakit pa sa kanila ang malawakang operasyong militar sa kani-kanilang komunidad dahil ipinagbabawal ng mga sundalo ang pagtatrabaho sa bukid tuwing inookupa ng mga sundalo ang kanilang mga baryo.

Isa ang 32-taong gulang na si Roger sa siyam na magkakapatid na nagsasaka ng mais. Pito sa kanila ang nakatira sa isang bahay at magkatuwang sa pagsasaka. Mayroon silang pagmamay-aring 12 ektaryang lupa at sangkapat nito ay nakalaan para sa mais na pangkonsumo ng kanilang pamilya. Mas malaking bahagi ng kanilang mga sakahan ay nakalaan sa mga pananim na ibinebenta para ipantustos sa iba pang mga pangangailangan. Hiwa-hiwalay na parsela ang kanilang mga sakahan sa isang liblib na komunidad na mararating lamang sa pamamagitan ng kabayo.

Kayod-kalabaw ang pagsasaka ng mais mula sa paghahanda ng lupa hanggang sa pagpoproseso ng mais. Anim na araw kada linggo ang inilalaan ng magkakapatid sa maisan. Dalawa’t kalahating linggo ang iginugugol sa hagbas (paghawan sa sakahan), isa hanggang dalawang araw sa pag-aararo, isang araw sa pagpupunla, at isang linggo sa pagdadamo. Katumbas ito ng halos 30 araw sa kada siklo ng sakahan. Nagsisimula silang magtrabaho ng alas-7 sa umaga, at natatapos alas-4 sa hapon.

Tatlong beses kada taon ang kanilang pag-ani ng mais. Kadalasang dalawa hanggang tatlong gatang (tinatayang 2.25 kilo) ng butil ng mais ang kanilang napupunla kada anihan mula sa dalawang magkahiwalay na parsela ng lupa. Dahil lokal ang binhi, hindi sila nakasalalay sa komersyal na abono, pestisidyo at herbisidyo. Kalabaw at araro lamang ang gamit nila sa produksyon.

Sa abereyds, 34 sako ng butil ng mais ang naaani ng magkakapatid kada taon. Manu-mano nila itong ginigiling gamit ang bato at nakapoprodyus ng aabot sa 17 sako ng bigas-mais. Sapat lamang ito para sa kanilang konsumo. Hindi na nila ito ipinagigiling sa sentrong bayan na isang araw ang layo at gagastos ng ₱500 para sa transportasyon.

Umaabot sa tatlong sako at 15 gatang (33.75 kilo) ng bigas-mais ang kinokonsumo ng pamilya ni Roger kada buwan. Labas dito, aabot sa ₱2,400 ang kinakailangan ng pamilya para ipantustos sa araw-araw, at kinukuha mula sa pagbebenta ng iba pang mga pananim. Dahil hindi sapat ang kita, tuyo lamang ang madalas nilang inuulam lalo na ngayong pandemya dahil bumagsak ang presyo ng kanilang mga produkto habang sumisirit ang presyo ng mga bilihin. Wala siyang natanggap na anumang ayuda sa panahong ito.

Samantala, ang 19-taong gulang na si Darwin ay isa sa pitong magkakapatid na magkakatuwang sa pagsasaka ng mais sa dalawang ektaryang lupa. Magkakahiwalay na parsela ang binubungkal nilang magkakapatid. Maliban sa mais, nagtatanim sila ng palay, saging, luya at iba pang halamang ugat sa limang ektarya ng lupa na kanilang ibinebenta para ipantustos sa mga gastusin sa araw-araw. Malaking bahagi ng mais na kanilang naaani ay kinokonsumo ng pamilya, habang maliit na bahagi naman ay ibinebenta para ipambili ng mga sangkap sa produksyon.

Dalawang beses lamang silang nagtatanim ng mais kada taon dahil ang pangunahin nilang produkto ay palay. Ang kadalasang oras ng pagtatrabaho sa maisan ay nagsisimula ng alas-6 sa umaga at natatapos ng alas-5 sa hapon, mula Lunes hanggang Biyernes. Para sa 2-ektaryang lupa, dalawang linggo ang iginugugol sa paghahawan ng sakahan, dalawa hanggang tatlong araw sa pag-aararo, dalawang araw sa pagpupunla, apat na araw sa pagdadamo, at isang araw sa pag-aabono. Katumbas ito ng tinatayang halos 24 araw na trabaho sa kada parsela ng maisan sa kada siklo ng sakahan.

Umaabot sa 7 gatang (nasa 15.75 kilo) ng binhi ang kanilang naipupunla kada sakahan na nakakaprodyus ng 18 sako ng butil ng mais. Umaabot sa ₱728-₱942 ang presyo kada sako ng butil ng mais (katumbas ng 50 kilo) o ₱14.57-₱18.85 kada kilo. Ang isang sako ng butil ng mais ay nakakapagprodyus ng 25 kilo ng bigas-mais.

Para sa isang sakahan, bumibili ang magkakapatid ng anim na sako ng abono para sa kanilang palayan at maisan (apat na sako para sa palayan at dalawa para sa maisan). Ang pambili ng abono ay kinukuha mula sa kita sa benta ng butil ng mais mula mismo sa negosyanteng naggigiling nito. Ang pitong sako ng butil ng mais ay katumbas ng 6 sako ng abono. Sa abereyds, ang presyo ng abono ay umaabot sa ₱850-₱1,100 kada sako o katumbas ng ₱5,100-₱6,600 para sa anim na sako. Nasa lima at kalahating sako na lang ng bigas-mais ang natitira para pagkasyahin sa loob ng anim na buwan. Kulang na kulang ito dahil umaabot sa halos 2 sako ang kinukonsumo ng kanilang pamilya kada buwan. Dagdag pa rito ang ₱3,000 na kinakailangan nilang kitain para ipantustos sa iba pang mga gastusin sa bahay.

Nahaharap sa bantang pangangamkam ng lupa ang pamilya nina Darwin dahil saklaw ang kanilang mga sakahan ng programang Enhanced National Greening Program ng reaksyunaryong estado. Binago ang klasipikasyon ng kanilang lupain bilang isang watershed area at planong taniman ng mga mga komersyal na kahoy sa ngalan ng huwad na programang reporestasyon ng rehimen.

MILF: BARMM Project TABANG, Bringing the Bangsamoro Government Closer to the People

COTABATO CITY – With the implementation of Project TABANG or Tulong Alay sa Bangsamorong Nangangailangan, ordinary constituents of the autonomous region now receive the services of the Bangsamoro government right in their communities.

Project TABANG was launched on September 2, 2019 in hopes of bringing the Bangsamoro Government closer to the grassroots. This project is an initiative of the Office of the Chief Minister (OCM) Ahod ‘‘Al Haj Murad’’ Ebrahim aimed at facilitating the direct and immediate extension of basic services and assistance to the Bangsamoro people, specifically on relief assistance, livelihood, health and education services.

“The objective of this humanitarian project is to reach out to the Bangsamoro people and give them the basic services their government can provide, because we believe the governance and public service is not about us, the officials, rather, it is always about the people,” Ebrahim said.

“Demonstration ito nung pledge natin na talagang tutulong tayo sa mga tao mismo sa grassroot [It’s a demonstration of our pledge that we will really help the people in the grassroots]. We’ll keep up this commitment In shaa Allah,” the chief minister added.

BARMM Spokesperson and Interior and Local Government Minister Atty. Naguib Sinarimbo re-echoed the Chief Minister’s message that the program’s main goal is “to bring the government to the people and assure that the services needed are all present once the conduct of TABANG takes place.”

The same statement was echoed by its Project Development Officer, Mohamad Asnur K. Pendatun during his guesting at Bangsamoro Multimedia Network (BMN) Inc. Kaunlaran sa Bangsamoro.

“There are three (3) major components they will be offering to the Bangsamoro people, these are Humanitarian, lLivelihood and Health Services,” he said.

Pendatun further said that there is other project component being conducted in the ground under their office, “… aside from that, meron ding program which is PAG-ASA o Pagsuporta sa Bangsamoro. They will give a financial assistance to the beneficiaries of the family of martyred, Ustadz na volunteers lamang, all senior combatants and persons with disabilities (PWDs).”

Pendatun disclosed that the budget of Project TABANG is coming from the OCM. “Ang Project TABANG ay under the budget of the Office of the Chief Minister nag allocate po ng 1.4 million through the General Aappropriation Act of Bangsamoro or GAAB.”

Project TABANG has also reached as far as Luzon delivering assistance to the victims of the Taal Volcano eruption, especially the Bangsamoro communities living in the area. A proof that TABANG is truly flexible in responding to the needs that would arise from the communities.

Moreover, after its kick off at Cotabato City and Maguindanao, Marawi City, Lanao del Sur and Bongao in Tawi-Tawi, the project continues in its distribution in the BARMM Special Geographic Area comprised of 63 barangays who opted to join the Bangsamoro in the concluded 2019 Bangsamoro plebiscite of North Cotabato.

Pendatun shared a positive feedback they received from the beneficiaries during distributions of Project TABANG, citing, “Laking pasalamat nila sa ating Chief Minister Ahod Balawag Ebrahim, kung makikita nyo lang, words can’t explain their happinessss when we gave the assistance.”

COTABATO CITY – The Bangsamoro Government has allocated four (4) billion pesos for the Kapayapaan sa Pamayanan (KAPYANAN) Project of the Bangsamoro Autonomous Region in Muslim Mindanao.

This was disclosed by Spalansane K. Mago, Project Development Officer of KAPYANAN Project, in an interview by Bangsamoro Multimedia Network (BMN), Inc. during the “Kaunlaran sa Bangsamoro” program.

According to Mago, from 2020, there are P4 Billion allocated budget and 10,000 houses were built all over the Bangsamoro region.

“Ang housing project po ay hindi lang nakatuon sa Bangsamoro region. Even outside BARMM ay target na po natin sa KAPYANAN Project. Nakita natin na kahit sila ay outside the region ay kailangan ng assistance (tulong) mula sa BARMM,” he said. (This housing project is not only focused in the Bangsamoro region. Even outside BARMM is our target for KAPYANAN Project. We saw that even if they were outside the region they needed assistance from BARMM.)

“The decent housing projects include solar-powered lighting facilities and water connection,” he explained.

Fatima Mohamad, Project Development Officer of KAPYANAN Project, said that this project is one of the special projects under the Office of the Chief Minister Ahod Balawag Ebrahim.

“Isang special project from the Office of the Chief Minister kung saan we provided the basic needs ng Bangsamoro people. This program aims to bring the government closer to the citizen,” Mohamad said. (It’s a special project from the Office of the Chief Minister where we provided the basic needs of the Bangsamoro people.)

“This is also to reduce the poverty incidents sa region. Pangalawa, it is relevant to the provision under Bangsamoro Organic Law of BARMM or R.A 11054 na tugunan ang pangunahing pangangailangan ng Bangsamoro through the services we provided,” Mohammad stressed. (This is also to reduce poverty incidents in the region. Secondly, it is relevant to the provision under Bangsamoro Organic Law of BARMM or R.A 11054 to address the basic needs of the Bangsamoro through the services we provided.)

Mohamad added that aside from the provision of housing project, the KAPYANAN has micro finance and livelihood, electrification through solar light and water project.

The KAPYANAN Project Development Officer disclosed that the Office of the Chief Minister is closely monitoring the implementation of the project.

Meanwhile, Mago said that Chief Minister Ebrahim can directly recommend on where the houses will be built and who will be the beneficiaries that need immediate assistance upon thorough assessment.

“...Even the Office of the Chief Minister will recommend. Ang project management office will automatically assess or evaluate the area dahil mayron kaming ginagawang assessment both sa areas and community before po namin na ipa-finalize na itong mga tao na ito ay kailangan nating i-target,” he further said.

“The project management office will automatically assess or evaluate the area because we are doing an assessment both in the areas and the community before we finalize that these people are what we need to target,” he further said.

Mago added that “Dahil sa giyera maraming Bangsamoro ang naapektuhan na until now ay hindi parin naka’ recover dahil sa conflict na iyon. Nayon na nandito na si BARMM, panahon na para maramdaman nila na hindi sila pinapabayaan ng Bangsamoro government through providing them decent house and livelihood.”

(Due to the war many Bangsamoro were affected and until now have not recovered due to that conflict. Now that BARMM is here, it is time for them to feel that the Bangsamoro government is not neglecting them by providing them decent house and livelihood.)

Mago has relayed the feedbacks of people in the community and said: “Sila mismo ang nagsasabi na nagbago yung pamumuhay nila, nagiging confident na sila dahil alam nila na nandyan ang Bangsamoro Government para tulungan sila. Binigyan ng bahay at may kasama pang livelihood.” (They themselves say that their lifestyle has changed, they are becoming confident because they know that the Bangsamoro Government is there to help them. They were given houses with livelihood.)

Asked about what is the advantage in the KAPAYANAN Program if the Bangsamoro transition period is extended until 2025, “Ang tatlong taon ay mahaba-habang panahon para makita at maidentify yung areas na higit na nangangailangan na kailangan natin e serve,” Mago said. (Three years is a long period to see and identify the areas that are most in need that we need to serve.)

CLAVERIA, Misamis Oriental – Three Local Access Road Projects in the Municipality of Malitbog were officially presented in a groundbreaking ceremony of Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP) at a covered court in Barangay Kiabo, Malitbog, Bukidnon, September 23, 2021.

Barangays Kiabo, San Luis, and Siloo are among the 71 SBDP 2021 recipient barangays in Bukidnon which will each receive Php20 million. The LGDF-SBDP funding will be used to construct a 1.3-kilometer road from Brgy Kiabo proper to Liropan cave and the Sitio Larapan junction; a 1.3-kilometer road from Sitio Logdeck-Uyunan junction to Sitio Victory; and a 1.3-kilometer road from Sitio Bayawa junction to Sitio Alangilan.

The Barangay beneficiaries recalled and applauded the Army’s efforts in conducting Community Support Operations (CSP) in their areas over the years, which paved the way for the road projects’ eventual realization. They also commended the national government and the local administration through the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and the Local government for bringing about the construction of road projects that are essentially needed by the residents; as these road projects would undoubtedly help them in making their farm outputs more accessible to the market, thus improving their livelihoods and the economic stability of their barangays.

Hon. Osmundo N Dela Rosa, Municipal Mayor, said, “First and foremost, if we want to thrive in the countryside, we need decent roads. My people are mostly farmers, so having paved roads is crucial because it helps them to access their farm outputs. And I credit the implementation of Executive Order No. 70, also known as the Whole of Nation Approach, for the completion of these road projects. Our government is now truly committed to fulfilling its mandate of providing genuine service to its citizens, and let us all work together to convince the communist terrorist groups that they are mistaken about the government. I hope they would have the eyes and heart to see that our government is eager to assist them in transforming their current condition and lives.”

Meanwhile, PD Carmelo Enrique B. Libot, Provincial Director of DILG Bukindon, relayed his message, “The national government is true and dedicated on its mandate to deliver services to the people through the implementation of Whole of Nation Approach and ensures to conceptualize to finally address insurgency by bringing sustainable solutions and basic services to communities in need. We are privileged that the province of Bukidnon, as the second highest communist-terrorists-cleared barangays, was included as beneficiaries of the LGSF-SBDP. I strongly believe that the projects serve the important part for the peace and development of the conflict-affected and geographically isolated and disadvantaged areas. It is my fervent hope that this will allow the target beneficiaries to overcome their challenges and will open more doors for them to progress and boost their economic livelihood. When this project is completed, we will be one step closer to fulfilling the economic development. I for one, is looking forward to seeing the communities thrive and prosper through the years. Furthermore, Lt. Col. Ricky L Canatoy, Commanding Officer 58IB, is pleased about the implementation of the stated road projects, believing that it will have a significant impact on the unit’s overall mission accomplishment. “Insurgency is about governance, who governs best, wins the war. The commitment of the local government units, national and local government agencies and other stakeholders is crucial in the intensification of sustaining this program. And I am positive this project will be a success, with the help and cooperation from the residents.”

Philippine National Police (PNP) chief Gen. Guillermo Eleazar on Sunday directed the PNP Academy (PNPA) management to review its existing rules and regulations and academic policies following the death of a cadet allegedly punched by his upperclassman as punishment for violating rules.

“I have already directed the Director, PNPA Maj. Gen. Rhoderick Armamento, and Director, DHRDD (Directorate for Human Resources and Doctrine Development) Brig. Gen. Arthur Bisnar, to conduct the necessary review and adjustments on the existing rules, regulations and academic policies to further strengthen the moral foundation of our cadets in the PNPA,” Eleazar said in a statement.


Armamento earlier reported that Cadet 3rd Class George Carl Magsayo collapsed inside a dormitory room after he was repeatedly punched in the body by Cadet 2nd Class Steven Ceasar Maingat on September 23.

Magsayo was immediately brought to a nearby hospital but was pronounced dead by the attending physician.

Armamento assured Eleazar that extensive investigation is being conducted to ferret out the truth about what happened, adding that a Special Task Group Magsayo was created to investigate the incident.

“We are assuring the public that the Philippine National Police Academy maintains its strict ‘No To Hazing Policy’ and that the highest values of respect for human life and rights is inculcated among our cadets,” Armamento said.

Magsayo was also subjected to Covid-19 testing that showed negative result.

On Saturday, Eleazar said charges are expected to be filed against Maingat on Monday.

He said similar incidents happened in the PNPA in the past and charges were filed against the violators of the Anti-Hazing Law.

“May mga nasawi na noon at marami na rin ang naparusahan at na-kick out sa Philippine National Police Academy dahil sa pananakit ng kapwa kadete. Kaya nakakalungkot na may ganito na namang trahedyang naganap dahil may mga iilan pa ring kadete na matitigas ang ulo at tila hindi pa rin naiitindihan ang mga patakaran at batas lalo na sa Anti-Hazing Law (There have been casualties before and many have been punished and kicked out of the PNPA for assaulting fellow cadets. So, it is unfortunate that this tragedy happened again because there are still few cadets who are stubborn and do not seem to understand the rules and law especially the Anti-Hazing Law),” he said.

Eleazar reminded all the cadets to stick to the core values of the PNPA.

“Hindi sa sakitan at sa bugbugan nahuhubog ang pagkatao ng isang kadete o kahit ninuman kung hindi sa magagandang aral, matalinong palitan ng ideya at tamang pagpapasunod ng kabutihang asal) It is not through physical punishment and beating that the character of a cadet or anyone else is molded but through good teachings, wise exchange of ideas and proper adherence to good manners,” Eleazar said.

“Those are the essence of learning process especially in an academic institution that trains future leaders of the BJMP (Bureau of Jail Management and Penology), the BFP (Bureau of Fire Protection), and the Philippine National Police. We cannot claim to be products of an institution that puts premium on integrity, service and justice if we cannot practice them on ourselves,” he added.

Eleazar also extended his condolences to the family of Magsayo, assuring them of thorough investigation “in the name of truth and justice.”

Three villages in Malitbog, Bukidnon will soon have paved roads and livelihood projects under the Local Government Support Fund–Support to Barangay Development Program (LGSF-SBDP).

Kiabo, San Luis, and Siloo are among the 71 SBDP beneficiaries and will receive PHP20 million each.

The Philippine Army's 58th Infantry Battalion (58IB), a partner of the project, said in a statement on Sunday that three local access roads with a projected length of 1.3 kilometers each will be constructed.

Lt. Col. Ricky Canatoy, commanding officer of the 58IB, said the LGSF-SBDP complements the fight against communist terrorist groups (CTGs).

“Insurgency is about governance. Who governs best, wins the war. The commitment of the local government units, national and local government agencies, and other stakeholders is crucial in the intensification of sustaining this program. And I am positive this project will be a success, with the help and cooperation from the residents," he stated.

Mayor Osmundo dela Rosa said that in order to thrive in the countryside, the communities need decent roads as most of his constituents are farmers.

"We are privileged that the province of Bukidnon was included as beneficiary of the LGSF-SBDP. I strongly believe that the projects serve an important part of the peace and development of the conflict-affected and geographically isolated and disadvantaged areas. It is my fervent hope that this will allow the target beneficiaries to overcome their challenges and will open more doors for them to progress and boost their economic livelihood," he said during Thursday’s groundbreaking rites in Baragay Kiabo, attended by residents of the barangay beneficiaries, including those from indigenous peoples communities.

The DILG said PHP16.24 billion or 99 percent of the funds for the Barangay Development Program targeting 822 villages cleared of CTGs have been released to recipient local government units as of June 30.

CAMP SIONGCO, Maguindanao – Military and police forces have been placed on heightened alert here as they brace for possible retaliatory attacks from the outlawed Bangsamoro Islamic Freedom Fighters (BIFF).

Maj. Gen. Juvymax Uy, commander of the Army’s 6th Infantry Division (6ID) and concurrent chief of Joint Task Force Central (JTFC), alerted all field units in the province on Sunday to prevent anticipated attacks by BIFF terrorists, who lost three men in twin clashes with the military in Barangay Dasawao, Shariff Saydona Mustapha town this week.

On Thursday, two BIFF radicals and an Army soldier were killed after an encounter while another BIFF combatant was killed at a 2 p.m. clash on Saturday, Uy said.


The slain soldier, identified as Sgt. Jungie Dizon of the Army Scout Rangers Battalion, was among the members of JTFC deployed to check on the presence of BIFF men.

“Residents of Dasawao village told military and police officials that the fleeing BIFF terrorists carried away their slain comrades,” Uy said.

He said remnants of the BIFF were trying to show that the surrender of their more than 300 comrades since late last year will not prevent them from continuing their Daesh-inspired struggle.

Daesh is the Arabic name of terrorist group Islamic State/Islamic State of Iraq and the Levant/Islamic State of Iraq and Syria.

“They are few and we are not letting our guards down as we continue to intensify our campaign. In due time, they will be finished,” Uy said.

The 6ID sent off Sunday morning the remains of Dizon to his hometown in Silos Murcia in Negros Occidental via a Philippine Air Force plane.

More military checkpoints have been set up along major roads going to Maguindanao to thwart any attempt by the BIFF.

A former sympathizer of the leftist group New People’s Army (NPA) surrendered Friday several high-powered firearms, ammunition, and other paraphernalia to military troops in northern Palawan.

The Marine Battalion Landing Team-3 (MBLT-3) operating under the Joint Task Group North (JTG North) said in an issued statement Sunday that the former sympathizer surrendered on September 24 a Colt M16A1 rifle, one long magazine, 28 rounds of 5.56 ammo, and two black chest rig bandoliers.

The MBLT-3 said they were surrendered following the conduct of focused military operations (FMOs) by other military units in coordination with the Kapatiran ng mga Dating Rebelde or KADRE in the northern part of Puerto Princesa City.


Major Ryan F. Lacuesta, commanding officer of MBLT-3, said in the statement that they are confident that the few remaining armed NPA members would soon surrender and take advantage of various government incentives to reintegrate.

“We are confident enough that the remaining CNT (CPP-NPA-Terrorists) members will lay down their arms and will embrace a new life, and avail the different services of the government for surrendering insurgents under the Enhanced Comprehensive Local Integration Program (E-CLIP),” Lacuesta said.

Lacuesta added that the Armed Forces of the Philippines’ (AFP) leadership in Palawan, particularly their battalion and the Western Command (WESCOM), as well as the local government, will help NPA members in the province who will voluntarily surrender as it is the goal of the “Whole-of-Nation Approach” under Executive Order No. 70 series of 2018.

Two Army troopers were injured in an armed encounter with suspected members of the New People’s Army (NPA) in Tapaz, Capiz on Sunday morning, Sept. 26.

Elements of the Army’s 12th Infantry Battalion (12IB) clashed with 10 suspected NPAs who were allegedly extorting residents in Barangay Siya around 6 a.m., said Lt. Col. Joseph Jason Estrada.


Estrada, commanding officer of the 12th IB, said they received reports from the residents about the presence of heavily armed men in their community so the military immediately responded. The soldiers were met with gunfire as they were approaching the alleged rebels.

One soldier was reportedly hit in the arm while the other one sustained a bullet wound in the leg. Both of them were already in a stable condition.

The communist rebels only withdrew when the troops returned fire.

Estrada believes there were casualties on the side of the enemies as there were traces of blood at the encounter site.

Meanwhile, Major Gen. Benedict Arevalo, commander of 3rd Infantry Division (3ID), lauded the troops for thwarting the extortion try of the NPA in Barangay Siya.

“Having casualty sometimes cannot be avoided. This is part of our job and the risk we have to face to sustain the peace and security in the hinterland barangays,” he said.

Pursuit operations were on-going to arrest the rebels.

Seized at the encounter site were a rifle grenade; four ammunition of M203 grenade launcher; ten cellphones; six hard disk drives; a handheld radio, and various documents.

Four inmates were killed while one was wounded in a foiled jailbreak at the Bureau of Jail Management and Penology (BJMP) in Lianga, Surigao del Sur on Sunday morning.

Col. James Goforth, Director of the Surigao del Sur Police Provincial Office (SDSPPO), told Philippine News Agency that at least 11 inmates of Lianga BJMP, located in Purok 1, Barangay Poblacion, rushed to the second perimeter gate at around 6:35 a.m.

He said they were members of the communist New People’s Army.


“BJMP personnel on duty were prompted to fire warning shots,” Goforth said in an interview.

The inmates ignored the warning shots and pushed themselves towards the main gate of the BJMP compound.

“As the inmates disregarded the warning shots, the BJMP personnel were forced to fire at the fleeing inmates,” Godorth said.

Three of the escaping inmates were killed on the spot while one of two who were brought to the Lianga District Hospital was declared dead on arrival.

Goforth identified those killed as Saudi Tejero; Daniel Atigan, 37; Crisanto Eladia, 47; and April Jun Rasol, all of Lianga town.

Another inmate, Joebert Ramos, is still recuperating in a hospital.

The BJMP, Lianga Municipal Police Station, and Surigao del Sur Provincial Crime Laboratory are conducting a follow-up investigation.

AN ALLEGED member of the New People’s Army (NPA), who is wanted for murder charges, was arrested in Sitio Taclongan, Barangay Linantuyan in Guihulngan City, Negros Oriental on Saturday, September 25, 2021.

Robert Estorco, alias “Janggo,” was arrested in a joint operation of Intensified Intel Operations, the 62nd Infantry “Unifier” Battalion of the Philippine Army, Guihulngan City Police, and the 704th Regional Mobile Force Battalion 7 and 2nd Provincial Mobile Force Company.


He was arrested by virtue of a warrant of arrest issued by Regional Trial Court Branch 64 Judge Arville Delgado of Guihulngan City, who denied him bail.

Recovered from Estorco upon his arrest were a homemade STI .45 caliber pistol with three magazines loaded with 21 serviceable ammunition and suspected dried marijuana leaves with an estimated weight of 1.3 grams, the authorities said.

Estorco is believed to be a member of Regional Striking Force (RSF), Komiteng Rehiyon (KR)-Negros, Cebu, Bohol and Siquijor.

Police and military records showed that Estorco is the primary suspect in the killing of a Citizen Armed Force Geographical Unit (Cafgu) member in January 2019 and of a certain Gretchel Navara Perolino, who was shot dead at Sito Taclongan on May 14, 2021.

The NPA’s RSF-KR operates in Central Negros specifically at the First District of Negros Oriental and Fifth District of Negros Occidental, the military said.

They are in charge of the assassinations through their Special Partisan Units (Sparu), extortion activities, and recruitment of minors among others, the military added.

Lieutenant Colonel Melvin Flores, commander of the 62nd Infantry Battalion of the 3rd Infantry Division of the Philippine Army, said they sincerely appreciated the residents of Brgy Linantoyan which led to the arrest of Estorco.

“(It) is a clear manifestation that the leadership of the NPA in Negros is already weakened because they can no longer control their personnel even (from) the use of illegal drugs,” Flores said.

“This has resulted in committing heinous crimes, human rights, and international humanitarian law violations of the NPA,” he said.

Flores reiterated their call for the remaining rebels to surrender, lay down their arms, and avail government programs, like the Enhanced Comprehensive Local Integration Program or E-Clip, and be reunited with their families.

The army official stressed that together “we should bring peace and development in Central Negros.”

FORMER insurgents turned peace and development volunteers and organized farmers association by the Army’s 39th Infantry Battalion (IB) benefited from the animal dispersal program of the Department of Agriculture (DA) in Soccsksargen.

The recipients of the program are members of the Peace and Development Farmers Association based in Banayal, an insurgency-cleared village in Tulunan, North Cotabato.

The association, headed by Ester France, received 65 heads of goats on Thursday, September 23. The Community Development Team of the 39IB witnessed the handover of the livestock.

“We are grateful that the government provided our organization income-generating opportunities with these goats. This will sustain our daily needs and will eventually help us to become a self-sustaining PO (People’s Organization),” France said.

Lieutenant Colonel Ezra Balagtey, 39IB commander, said the animal dispersal is part of the Department of Agriculture’s Special Area for Agricultural Development (DA-Saad) program, which is part of the convergence program of the National Task Force on Ending Local Communist Armed Conflict (NTF-Elcac) that aims to address the socio-economic issues of former local communist insurgency affected areas.

Balagtey expressed his appreciation for the aggressive implementation of the Whole of Nation Approach in fighting insurgency.

“We feel that insurgency is now being fought by the whole nation. This activity which aims to support the former mass base by providing them sustainable livelihood is a way of insulating them from re-indoctrination from CPP-NPA (Communist Party of the Philippines-New People's Army) terrorists. It will negate the propaganda of the terrorist that the government is negligent in its duties and responsibilities, especially in delivering programs and services to marginalized communities,” he added.

Philippine National Police (PNP) chief Gen. Guillermo Eleazar has designated Maj. Gen. Alex Sampaga as the new director of the PNP Academy (PNPA) following the death of another cadet.

The appointment of Sampaga, who replaces Maj. Gen. Rhoderick Armamento, takes effect Sept. 29. Armamento takes over the post vacated by Sampaga as director of the PNP Directorate for Information and Communications Technology.

“As a PNPA alumnus himself, I expect Maj. Gen. Sampaga to bring in innovative ideas and fresh perspective that would effectively implement the necessary adjustments in further improving the institution for each cadet to live up to its core values of Justice, Integrity and Service,” Eleazar said in a video message Monday.

The top cop personally visited Sunday in the wake of PNPA cadet George Karl Magsayo, who reportedly died of hazing-related injuries, at the PNPA compound in Silang, Cavite.

“I am disheartened that the very institution which he considered as a second home and fully trusted for protection, for learning, and for honing of skills to be an officer of the law in the future had failed him,” Eleazar said. “This method of inflicting physical pain and other twisted concepts of instituting discipline and imposing punishment on cadets must stop, and it starts now.”

Eleazar said a criminal case would be filed against Cadet 2nd Class Steven Ceasar Maingat on Monday in connection with the death of Magsayo. A separate administrative case would be filed against Maingat, which Eleazar said would assure his dismissal from the PNPA.

Cadets are warned that misbehavior and "serious breach of discipline and moral values" will never be tolerated.

“Hindi sa sakitan at sa bugbugan nahuhubog ang pagkatao ng isang kadete o kahit ninuman kung hindi sa magagandang aral, matalinong palitan ng ideya at tamang pagpapasunod ng kabutihang asal (It is not through physical punishment and beating that the character of a cadet or anyone else is molded but through good teachings, wise exchange of ideas and proper adherence to good manners),” Eleazar said.

Navy ships of the Philippines and Australia over the weekend held maritime exercises aimed at "promoting peace and stability" in the region.

The Philippine Navy (PN)'s second missile-frigate, the BRP Antonio Luna (FF-151), participated at-sea phase of Exercise Lumbas 2021 with two Royal Australian Navy (RAN) vessels on Saturday for the "maneuver exercise, division tactics, and formations in column and abreast using NATO coded messages".


"BRP Antonio Luna (FF-151) participates in the at-sea phase of Exercise Lumbas 2021 to strengthen cooperation and to promote peace and stability within the region together with HMAS Canberra and HMAS Anzac on Sept. 26," a post on the BRP Antonio Luna's Facebook page said Monday.

Exercise Lumbas is a bilateral Australia-Philippines exercise.

The exercise focused on high-end training and interoperability that will benefit both nations in increased maritime domain awareness and force generation.

After the series of maneuvers at sea, the two RAN ships, along with tanker HMAS Sirius, docked in Manila for a three-day visit which is part of Indo Pacific Endeavour 2021 (IPE21).

In a news release, Australian Ambassador Steven Robinson AO said Australia was "very pleased" to have IPE21 in the Philippines.

"This visit reflects the spirit of mateship and bayanihan during our 75th Anniversary of diplomatic relations. It also demonstrates the increasing mutual trust and cooperation between the Australian Defence Force and the Armed Forces of the Philippines,” he said. “It is part of our robust and longstanding engagement with the Philippines to promote a secure, open, prosperous, and resilient region.”

IPE21 is Australia's flagship regional engagement activity and a demonstration of Australia's support for a peaceful, inclusive and resilient Indo-Pacific region, with Asean at its core.

Since late-August, the IPE21 task group has engaged in a program of at-sea activities, training programs and capacity building with Australia's partners in the region.

The three-month deployment involves around 700 people, including Australian defense and civilian personnel and participants from partner nations.

These include PN Captain Constancio Reyes who is serving as IPE21's deputy commander.

IPE21 in the Philippines will run from Sept. 26 to 29.

Three New People’s Army (NPA) rebels have surrendered to policemen in Dolores, Eastern Samar, more than a month after an intense firefight that killed 19 of them in the town.

Lt. Col. Joy Leanza, company commander of the 1st Eastern Samar police mobile force company, said the rebels identified by their aliases as "Omel", "Dondon", and "Posong" showed up Sunday afternoon at their headquarters in Barangay Lunang. They are all residents of Dolores town.

They turned over their firearms and ammunition, including a .357-caliber pistol with three live ammunition, an improvised 5.56 single-shot handgun with one short magazine and seven live ammunition, and a .38-caliber pistol with four live ammunition.

They belonged to the Front- 3, sub-regional committee, Eastern Visayas Regional Party Committee operating in the province.


"Through our relentless internal security operations and intensified police community relations endeavors that include information operation and outreach drives in the suburb barangays, our communist terrorist brothers and sisters are cautiously realizing that staying in the NPA organization do more harm than good to them and their families,” Leanza said in a statement on Monday.

On August 16, at least 19 rebels died when soldiers launched an attack against 50 rebels hiding in Barangay Osmeña.

Soldiers also recovered 32 weapons after the clash.

The encounter was considered one of the most successful operations of government forces against the NPA.

The military used its air assets as rebels set up anti-personnel mines near their hideout, located just about three kilometers away from the community.

The Philippines' Anti-Terrorism Council has tagged the Communist Party of the Philippines (CPP), NPA, and National Democratic Front as terrorist groups.

The European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines also listed the CPP-NPA as a terrorist organization.
