CAMP EVANGELISTA, Cagayan de Oro City – with 4ID’s ‘no let-up’ campaign against the CPP-NPA-NDF or Communist Terrorist Group (CTG), various units of the 4ID continue to intensify its focused military operations resulting in three (3) separate clashes in Caraga region on September 21 and 22, 2021.

Troops of 23rd Infantry Battalion (23IB) under the operational control of the 402nd Infantry Brigade figured in a 5-minute encounter against more or less 10 CPP-NPA Terrorists (CNTs) believed to be remnants of the dismantled Guerilla Front 4A, North Central Mindanao Regional Committee (NCMRC) led by Jelan Pinakilid alias BAKING at Sitio Bugta, Barangay Guinabsan, Buenavista, Agusan del Norte around 6:45AM yesterday, September 22, 2021.

Said troops overran a temporary hideout and seized from the scampering CNTs 3 AK47 Rifles with 5 AK47 magazines and live ammunitions, 2 M203 Grenade Launchers, 1 Anti-Personnel Mine (APM) and 8 sacks of assorted supplies.

Meanwhile, in Surigao del Sur, focused military operations of the 75th Infantry Battalion and 36th Infantry Battalion under 401st Infantry Brigade and 901st Infantry Brigade, delivered another setback to the crumbling CTG in the area.

Major General Romeo S Brawner Jr, Commander of the 4ID, disclosed that 3 CNTs were killed and 5 high powered firearms were seized in 2 separate encounters on September 21, 2021 against more or less 10 CNTs of Platoon 2, Guerilla Front 30 (GF30) under Noel Tumarlas Alacre alias Megan at the hinterland of Sitio Agsam, Brgy Cabas-an, Cantilan and against more or less 5 CNTs of Sandatahang Yunit Pampropaganda (SYP) Platoon of GF19 in KM 22, Brgy Caras-an, Tago all of Surigao del Sur.

Seized also by the troops of 75IB in the Caras-an encounter site were 1 M16 Rifle, 1 Cal .22 Rifle, 1 APM, 50 meters electrical wire, 2 blasting caps, 2 meters connecting wire and 70 rounds of 7.56mm live ammunitions was also found at the encounter site. A cadaver of 1 CNT whose identity is yet to be determined as of press time.

On the other hand, troops of 36IB found 2 cadavers of unidentified CNTs and seized 1 M16A1 Rifle, 1 AR18 Rifle, 1 Carbine Rifle, 4 backpacks, 2 Nokia Cell phones, medical paraphernalia, personal belongings, and other subversive documents.

In his statement, MGen Brawner Jr commended the Diamond troopers on their continuous pursuit of the CTG. All line units will relentlessly hunt down CTG members and leaders as they must be held accountable for the injustice and suffering they brought upon the people.

“We will not give the CPP-NPA-NDF breathing space until they will be pushed to the edge and will have no other option but to abandon the armed struggle. We assure them that the long arm of justice will eventually caught up with them. Let these unfortunate deaths serve as stern warning to those remaining CNTs to stop pestering our communities and leave our people alone”, MGen Brawner Jr said.

“On the other hand, while we push for the total defeat of the CTG, your 4ID will continue to partner with different local government agencies and local government units for the implementation of peace and development initiatives in the geographically isolated and disadvantage areas. The government, thru its whole-of-nation approach, needs to continuously deliver basic services and development projects and continue to campaign against CTG recruitment and extortion activities in several fora to deter support of local town folks to the CTG”, MGen Brawner Jr added.

4ID launched a “no let-up” focused military operations to force the CTG to lay down their firearms and return to a peaceful path. For the month of September 2021 alone, a total of 17 government initiated encounters have already transpired in the 4ID AOR resulting in the neutralization of 43 CTG members and leaders and seizure of 63 high powered and low powered firearms with 8 CTG hideouts tracked and overran.

ARAKAN, COTABATO – The Agila Commander, MGEN ERNESTO C TORRES JR, PA gave his warmest support to the realization of Support to Barangay Development Program in Barangay Datu Ladayon, Arakan, North Cotabato earlier today, September 23, 2021.

The Government thru the strong collaboration and commitment of the Provincial Government Unit of North Cotabato, Department of Interior and Local Government (DILG), NTF Ending Local Communist Armed Conflict (NTF-ELCAC), Local Government of Arakan and Army’s 1002nd Infantry “Bagwis” Brigade and 72nd Infantry “Gabay” Battalion under 10th Infantry “Agila” Division successfully launched the fullfilment of support to Barangay Development Program; Ground Breaking Ceremony of 1.35 KM “Concreting of Farm-To-Market Road” at Barangay Datu Ladayon worth Php 14,935,670.98 that was funded from the Local Government Support Fund- Support to the Barangay Development Program (LGSF-SBDP) initiated by the National Government.

The said activity is one of the Government’s sustainment efforts in the implementation of Executive Order (EO) 70 in institutionalizing a “Whole of nation approach” in ending local communist armed conflict to cleared barangays from any affectation/influenced of the Communist Terrorist Groups (CTGs).

This is the response of the Government to the issues being exploited by the CNTs which were found out during the immersion of the Community Support Program Teams (CSPTs) in those previously affected barangays. This aim to provide sustainable development to conflict-prone communities especially those in the far-flung areas.

For how many years, Barangay Datu Ladayon was known as one of the Communist Terrorist Groups (CTGs) affected barangays in the Municipality of Arakan. It was later cleared after the immersion of Community Support Program Teams (CSPTs) and now being assisted by the Local Government Unit of Arakan and Community Development Team (CDT). The leadership of the local officials and cooperation of the local populace made the previously CTGs affected barangay now as one of the most visited tourist spot in Arakan and known as the “Strawberry Land” of North

MGen Ernesto C Torres Jr PA, has been very committed and dedicated in visiting and attending Ground Breaking Ceremonies to witness the fullfilment of support to Barangay Development Program projects under Executive Order (EO) 70.

Present during the activity were Hon. Nancy A Catamco, Governor, Province of North Cotabato; Hon. Gigi Anarna Pangilinan, Vice Mayor, Municipality of Arakan; Hon. Leonardo Reovoca, Municipal Administrator; Ms. Herminia S Ontay, DILG RFO XII, PDMV Chief; MGen Ernesto C Torres Jr PA, 10ID Commander; BGen Potenciano C Camba, PA, 1002BDE Commander; LTC Jose C Regonay Jr, 72IB Commander; PLTC Bernard Tayong, DPDA; Hon. Jonathan B Ramirez, Brgy Chairman, Brgy Datu Ladayon; Board Members, staff and personnel from the Office of the Governor; and other officers and troops from 10ID, 1002BDE and 72IB.

In behalf of Hon. Rene Rubino, Municipal Mayor of Arakan, Hon. Reovoca expressed his gratitude to everyone who made the activity successful. During his message, he said, “Barangay Datu Ladayon is one of the 36 barangays in North Cotabato who will witness and experience the sincere commitment of our Government in ending the insurgency. We have to be united in achieving our ultimate goal; that is to have a just and lasting peace in the whole Municipality.”

The Diwata ng Apo, Hon Catamco lauded and commended the local officials of the Barangay who really worked hand-in-hand just to be one of the 36 barangays who will receive the 20M. “The men behind the success of this project is your barangay officials. Unity and Cooperation are the key for us to achieve lasting peace and prosperity in our Province. This is the seventh Ground breaking ceremony of BDP in North Cotabato and I will make sure that it will continue until all the barangays get the project intended for them. KUYOG TA! DUMAKI!”

In response, MGen Torres, PA said that the Army will assist in any way it can help and whatever time it is needed. “The peace and development that we are experiencing now is because of the strong desire of our Government to achieve a lasting peace and sustainable development in our country. We cannot do it alone. Unity must prevail within ourselves. Rest assured that your Army units will do everything and anything in its best ability and capability to facilitate and deliver the best quality services to the people while doing our mandated duty to serve and protect our countrymen.” He ended.

North Cotabato is one of the provinces in the Philippines with a strong desire to fully implement the Barangay Development Programs in ELCAC barangays. The province vows that the pandemic will not hinder nor delay projects intended for the Cotabateños.

SANTO TOMAS, Davao del Norte- The 89th Infantry (MAKATAO) Battalion, NICA Region X, Philippine Information Agency (PIA), DILG Bukidnon, PNP Counterparts and the Local Government Unit of Kitaotao, Bukidnon enjoined during the Groundbreaking Ceremony of four (4) Local Access Farm-to-Market Road at Brgy Digongan under the Barangay Development Program (BDP) of the NTF-ELCAC held at Covered Court, Brgy Digongan, Kitaotao, Bukidnon on September 22, 2021.

It can be recalled that way back 2019, the Community Support Program Teams of this unit unearthed the CNTs Political Military Structure composed of a Komiteng Rebolusyonaryo sa Munisipalidad (KRM) with 13 Komiteng Rebolusyonaryo sa Barangay (KRBs) in the clustered Brgys of Digongan, Panganan and Kiulom all of Kitaotao, Bukidnon.

The significant discovery called for immediate interventions from various government agencies and stakeholders in which basic services, social and economic developmental packages were delivered.


The Farm-to-Market Road projects in the aforementioned barangays through the BDP of the NTF-ELCAC will address the issues and concerns of the community so that it will no longer be used by the CTGs and left leaning organizations as propaganda against the government in the area.

Primarily, said projects will provide convenience in transporting the farm produce of the community and accessibility in the delivery of basic services by the LGU and other agencies to the people.

Mataas na tantos ng disempleyo, pataas nang pataas na presyo ng bilihin at langis, talamak na korapsyon sa gobyerno, paglabag sa mga karapatan ng mamamayang lumalaban- ito ang kalagayan ng lipunan bago ideklara ang martial law noong Setyembre 21, 1972 at ito rin ang kalagayan ng lipunan hangang sa kasalukuyan, makalipas ang 49 na taon.

Ang tanging ipinagbago: mas lumala ngayon.

Idineklara ng Rehimeng US-Marcos ang martial law upang supilin ang paghihimagsik ng mamamayan laban sa tiranya at upang bigyang-katwiran ang paghahasik ng lagim ng Philippine Constabulary (PC) at iba pang armadong galamy ng diktadura laban sa mamamayan tulad ng panghaharas, pagdukot, pagpatay, panggagahasa, at pagsosona sa mga liblib na baryo. Hakbangin ito at makapangunyapit sa poder si Marcos at ang kanyang pangkatin.

Sa kasalukuyan, mala-martial law ang paghahari ng Rehimeng Duterte gamit ang mga anti-mamamayang patakaran tulad ng Oplan Tokhang, Oplan Kapanatagan, SACLEO, MO 32 , EO 7O at Anti-Terrorism Law. Nagpaplano pa si Duterte na manatili sa poder sa pamamagitn ng pagtakbo bilang bise presidente sa eleksyong 2022. Mga taktika ito upang makonsolida ang kanyang pampulitikang kapangyarihan, makontrol ang mamamayan at makaiwas sa mga kasong kahaharapin niya matapos ang kanyang termino.

Simula 2018, nagkumahog ang 31st IBPA at kalaunan ang 22nd IBPA at Sorsogon PNP na pwersahin ang mga barangay council sa probinsya ng Sorsogon na ideklarang persona non grata ang rebolusyonaryong kilusan at maglunsad ng malawakang sapilitang pagpapasurender sa mga baryong itinuturing nilang impluwensyado o sumusuporta sa rebolusyonaryong kilusan. Bagamat sinasabing ang target ng programang Enhanced-Comprehensive Local Interation Program o E-CLIP ay mga NPA, ang pinuntirya nito sa aktwal ay mga sibilyan upang palabasin na marami nang NPA ang sumuko. Isang porma din ng saywar ang pagpapasurender sa mamamayan upang mabuwag ang pagkakaisa at tiwala sa isa’t isa at higit pa silang takutin.

Lumang tugtugin na ang mga taktikang ito ng rehimeng Duterte. Noong 1970s, ilanlibo ring magsasaka ang sapilitang pinasurender at napakarami ring sibilyan ang pinagbitbit nila ng shotgun, browning automatic, carbine, at pistola at sinabing mga NPA na sumuko. Nagdeklara rin si Marcos noon ng general amnesty (o pagpapawalang sala) sa mga susuko umanong sibilyan at npa. Ganitong-ganito rin ang iskrip ng AFP at PNP ngayon sa ilalim ng eclip na nagsasabing ” malilinis” diumano ang pangalan ng mga “maiinit” na sibilyan kapag sumailalim sila sa programang ito. Sa probinsya, di kukulangin sa 2,850 sibilyan mula sa hindi bababa sa 97 na barangay ang napilitan at nalinlang upang “sumurender” at ngayo’y kabilang sa mga tinaguriang “rebel returnee.”

Kahit ang mga nalinlang na pumasok sa pekeng programang E-CLIP ay hindi ligtas sa kamatayan o pagkakakulong. Tampok na mga halimbawa ang nangyari kay Michael “Ka Teban” Bagasala na pinatay ng mga pulis nitong Enero 24 sa kabila ng pagsuko niya noong 2018; ang pagdakip kay Zaldy Balicoco alyas Sonny nitong Agosto 3 kahit na nangako siyang susuko upang makapamuhay na bilang sibilyan alinsunod sa ipinangako sa kanya ng 22nd IBPA; at ang pagdakip kay Salvador Fulgar, isang senior citizen mula sa Brgy. San Antonio, Barcelona noong 2019. Matapos siyang kumbinsihin ng ilang surenderi na pumailalim sa E-CLIP, inaresto si Fulgar at kasalukuyang nakadetine sa Albay batay sa gawa-gawang kaso.

Hindi rin totoong tutulungan ng reaksyunaryong gobyerno na mamuhay nang tahimik ang mga sumukong NPA . Karamihan sa kanila ay inoobligang sumama sa mga operasyong kombat at operasyong paniktik kung kaya’t nagiging target din sila kalaunan ng rebolusyonaryong kilusan tulad sa kaso ng mga dating kasamang sina Antonio Benzon Jr. alyas Hazel, Michael Donaire alyas Abe, Norbert Bandojo Jr. alyas Patrick at Jonathan Escolano alays Marvin. Kung tatanggi naman sila ay nanganganib naman silang matulad sa masaklap na sinapit ni Michael Bagasala.

Ginagamit naman ang SACLEO sa ibang hindi napipilit sumurender. Pinararatangang miyembro ng NPA o Milisyang Bayan (MB) ang ilang indibidwal na nahuhuli ng PNP na may kasong murder, frustrated murder o attempted murder. Ngayong taon lamang (Enero hanggang Agosto) ay umabot na sa 16 sibilyan ang pinaratangan na nilang NPA o MB, 8 dito ay tinaniman ng baril at granada, habang 7 naman na sibilyan ang kanilang pinatay at pinaratangang NPA noong 2020. Upang bigyang katwiran ang kanilang madugong operasyon, umabot sa 6 pekeng engkwentro o senaryong nanlaban ang kanilang pinalabas mula 2020 hangang kasalukuyan, kabilang dito ang pagmasaker sa 5 magsasaka sa brgy. Dolos, Bulan (tingnan ang tala).

Makalipas ang 49 taon, lumang tugtugin at sayaw pa rin ang gamit ng Rehimeng US-China-Duterte sa desperadong hangaringng madurog ang rebolusyonaryong kilusan. Binanggit na noon ni Marcos na madudurog niya agad ang kilusan habang umuusbong pa lamang ito, ngunit hanggang ngayon ay taunang iniuusog ang deadline at lalong lumilinaw na pangarap lamang ito.

Napatunayan na ng kasaysayan na hindi batayan ang dami ng napilitang sumurender o ang bilang ng mga baryong napwersang magdeklara na persona non grata ang rebolusyonaryong kilusan, o kung ilang sibilyang pinagbibintangang NPA ang nadakip para masabing humihina na ang rebolusyonaryong kilusan. Ang tanging pinatutunayan ng mga ito ay ang kaduwagan ng rehimen at ang kabiguan nitong sawatain ang pag-abante ng rebolusyon.

Ang pagsandig sa pasismo at tiraniya ng alinmang rehimen ay pagpapakita lamang ng kawalan nito ng kakayahang tugunan kahit ang pinakabatayang pangangailangan ng mamamayan tulad ng lupa, trabaho, pagkain, serbisyong medikal at iba pa.

Hindi dapat magpalinlang ang mamamayang Sorsoganon sa mga pekeng balitang ipinalalaganap ng AFP at PNP. Kailangang magkaisa ang sambayanan upang mailantad ang karahasan na kanilang nararanasan mula sa rekasyunaryong estado at mailantad ang kainutilan nito sa pagtugon sa batayang pangangailangan ng mamamayan. Kailangang labanan at gapiin ang nakasusuklam na Rehimeng duterte at ipaglaban ng mamamayan ang kanilang mga karapatan sa harap ng tumitinding krisis. Tiyak na titindi pa ang mga kaso ng mga paglabag sa karapatang-tao sa probinsya habang papalapit ang eleksyong 2022 bunsod ng desperasyon ng rehimen na makamit ang ipinangakong pagdurog sa kilsan bago matapos ang termino ni Duterte.

Hangga’t nanatiling malakolonyal at mapalapyudal ang bansa tiyak na lagi’t laging magagapi anumang anti-rebolusyonaryo at anti-mamamayang taktika o programa ang gamitin ng mga magdadaan pang rehimen. Hanggat may masang inaapi, nagugutom, inaalipin at pinapatay, hindi mawawala ang masang magnanais na magrebolusyon at sumampa sa bagong hukbong bayan.

Kinukundena namin ang paulit-ulit na paggamit ng PNP-Sorsogon sa rebolusyonaryong kilusan bilang kumbinyenteng sangkalan sa mga kasong ayaw nilang gawan ng totohanang pagresolba. Noong Enero 21 ay buong-pagmamalaking idineklara ng PNP-Sorsogon na resolbado na ang kaso ng pagpaslang sa mamamahayag na si Jobert Bercasio at ang itinuturong salarin ay ang NPA. Hindi nakumbinsi ang reaksyunaryong piskalya sa gawa-gawang ebidensya at kwento ng pulisya kaya ibinasura nito ang kaso noong Marso 5.

Gayunman, hanggang ngayon ay ang NPA pa rin ang pilit na itinuturong salarin ng inutil na pulisya sa pangunguna ni Police Major Jeric Don P. Sadia, OIC ng PNP-Sorsogon City.

Introduction

In 1952, U.S. officials approved the establishment of an international anticommunist movement for rural reconstruction in the Philippines. Central to this project was the issue of land reform. After a perceived success of development programs and subsequent surrender of the Hukbalahap insurgents, the U.S. abandoned its commitment to land reform.[1] However, land reform and its security implications have not been forgotten and are at work today.

Land reform is a challenging program particularly in remote areas threatened by communist insurgents. In 2015, farmer beneficiaries monitored by FIAN International in Hacienda Matias in Bondoc Peninsula, Quezon, Philippines finally harvest their crops peacefully.[2] Another observer from the Norwegian Center for Conflict Resolution said that it was the most impressive showcase of land reform of the administration.[3] There are other detailed publications about the Hacienda Matias land reform journey. As the Army Battalion Commander on the ground, I can say that the Armed Forces has a significant role in land distribution and the success of the land reform program contributes to military counter-insurgency campaign. In this article I will discuss the military contribution to the program. My analysis will start from the security situation with regards to land reform, then explore the complexity of the problem, and finally explain the contribution of the military to its resolution.

Bondoc Peninsula, Quezon, Philippines is composed of vast haciendas owned by few families.[4] It is a serious issue that for many years has agitated the local people to join the communist armed struggle. This part of the country is considered as the first laboratory of communism in the Philippines. The insurgents call it ina ng mga larangan (mother of all guerilla fronts), and balon ng pulang mandirigma (well of red fighters). When I assumed command of the 74th Infantry (Unbeatable) Battalion in April 2015, land reform efforts in Hacienda Matias were one of the major concerns. Land reform in Bondoc Peninsula was literally deadly. A 2003, fact-finding report from FIAN International reads:

…since 1996 the families in San Vicente had filed various petitions for inclusion in the CARP but had so far not been recognized as beneficiaries. Since then, they are facing systematic harassments; for instance, ambush, verbal threats, firing at a farmer’s house, burning down a farmer’s house and even frustrated murder. Up to today three peasants have been brutally murdered. The last murder happened in October 2003. The actors responsible for the harassments and killings are goons of landlords and members of the New People Army (NPA).[5]



Hacienda Matias is located in the municipality of San Francisco. This town including its neighboring municipalities had experienced harassments from communist insurgents. In December 2009, the Municipal Police Station of San Narciso was raided. All policemen were disarmed.[6] In October 2010, policemen from San Andres municipality incurred casualties from an ambush.[7] On May 10, 2015, a few weeks after I assumed command, we had our first firefight with the communist insurgents in Catanauan, two municipalities away from San Francisco. The rebels withdrew leaving two of their dead comrades with firearms. There were no casualties on our side. That same week, there was a land distribution ceremony to Agrarian Reform Beneficiaries (ARB) in Hacienda Matias.

The land reform journey of Hacienda Matias has its own stories. In a typical land reform program, all farmers wanted to have their own piece of land and the legal process does not take a decade to finish. But Hacienda Matias is different. At that time in 2015, the ongoing legal battle has been running for ten years. Aside from court hearings, there were two complicated issues. First, there were locals who said that the Matias property was originally a ranch. In obedience to the government’s campaign for dual agricultural products, the ranch was planted with coconuts. Now the government was subjecting the property to land reform because it appears to be agricultural land. The Matias Family who owns the land felt betrayed. The second story was about various groups of farmers. One group applied to be Agrarian Reform Beneficiaries (ARB) while another group did not. I call the latter group as internal non-ARB. These farmers have been in the hacienda for a long period of time. The status quo provides them a more secured income hence they did not apply to be an ARB. But there was a third group of farmers that emerged. I call them external ARB. According to land reform program, any able-bodied person willing to farm can apply to be an ARB. They need not be from the locality. And it came to pass that these external farmers were granted land. The coverage of their land titles includes the homes and plantation of the internal non-ARB farmers.

“Installation” is the official ceremony of handing over the land to the beneficiaries. On May 15, 2015, the first batch of ARB were installed in their respective lands. The landless finally had their own land. After a momentous celebration of handshakes and patting of backs, the key personalities of the event started their seven hours drive to their main offices in Metro Manila. Only three were left in the area—the farmers, the land, and the Philippine Army. A new tension had just begun. The newly installed external ARB farmers and the occupying internal non-ARB farmers came face-to-face with each other. There were stories that they threatened each other with bolos and farming tools. Eventually, home court advantage prevailed. The external ARB backed off.

The external ARBs need to be installed again. During the planning phase spearheaded by the Department of Agrarian Reform, I requested that after the Installation of ARB, all concerned government agencies need to stay onsite in a sustained manner. A police force should stay at least one month to address arrests, investigation, and criminality. Civilian services from the Department of Justice, Social Welfare, Human Rights Commission and many others need to be extended this time. I also requested to build a simple onsite inter-agency action center. It will be a venue for coordination and delivery of various mandated government services as the situation arise. All of these requests were granted.

The Matias family and the internal non-ARB farmers were also an important part of the equation. For the Matias family, only their legal team attends meetings and dialogues. It was understandable because these sessions were sometimes full of emotions and heated arguments. By the help of some local leaders, I was able to meet the Matias brothers in person and listened to their sentiments. On the other hand, the internal non-ARB situation got more complex. I discovered that some of our civilian paramilitary forces from the locality known as CAA were in a dilemma.[8] These CAAs help secure the area from communist insurgents so that the external ARBs will be installed in their new land. However, some CAAs have families and relatives aligned with the internal non-ARB group of farmers. It appears that the CAAs were like rendering service to a sheriff’s team that will evict the CAAs own families in order for the external ARBs to be installed.

The provisions of the law and the services of the government need to be explained more to all farmers especially the internal non-ARB group of farmers. I started an information and education campaign with the theme, Sa lupang agraryo, gobyerno lamang ang nagbibigay ng titulo (in agricultural lands, only the government grants land title). My first audience were the soldiers and CAA because they were my troops. The soldiers needed to know what was going on. On the other hand, the CAAs are the head of family and influencers of their clan that are aligned with the internal non-ARB group. I explained to them that according to the land reform program, its procedures continue even there are pending legal battle. Only the Supreme Court can temporarily restrain the program if needed. I continued to explain to the CAAs that the farmers from the locality are the priority land beneficiaries. However, some did not avail of the program. Meanwhile, there was another group of farmers not from the locality, but they applied to be land beneficiaries. Eventually this group was granted land titles because they were qualified. In this situation the local farmers who want to be land beneficiaries have two options. One, is to contest the granting of land to the external ARB. For sure the local farmers will win because they are supposed to be the priority according to the land reform program. But the local farmers have to be patient with the procedures. Second option is for local farmers to apply as an ARB in the other portions of the hacienda that were subject to land distribution. In both options, all government assistance were in place.

On July 2, 2015, the ARBs were installed again. This time it was successful. Everything worked as planned. The farmers indeed owned and farmed their land. For this accomplishment, the Secretary of the Department of Agrarian Reform gave us a plaque of recognition.[9] Various news came out about the Hacienda Matias incident. If there is something that can be added to the narrative is that there was a certain degree of cooperation from the Matias Family and the internal non-ARB that contributed to the overall success of ARB Installation. Unlike in the past events where a lot of agitated people crowded the entrance of the hacienda, this time there was no resistance when the gate was removed. Moreover, there were no more life-threatening confrontations among farmers especially in isolated areas of the farmland.

Our information and education campaign continued. With the permission of the ARB, I recorded a video of their personal testimonies as a means of educating other communities. Their success story penetrated the hinterlands of Bondoc Peninsula telling the landless that it is possible to have their own land apart from armed struggle. Months went by and more farmers applied in the land reform program.

As we worked to build more partnership with the farmers, another call of duty came in. My battalion left Bondoc Peninsula.

In August 2016, we arrived in Basilan Province and immediately joined the intense combat operations against the ISIS-inspired Abu Sayyaf Group. In June 2018, after my stint as battalion commander, I received an award during the 30th Anniversary of the Comprehensive Agrarian Reform Program in Quezon Province.[10] The event showcased various agricultural products from land reform beneficiaries such as buko (young coconut), fruits, vegetables, delicacies, and fruit preserves that were commercially available in shopping centers. They were literally sweet fruits of public service.

Land reform is the duty of the government. The Hacienda Matias story is a testament that the landless can have their own land apart from armed struggle. Implementing this program in areas threatened by communist insurgents requires sustained availability of government services. An onsite inter-agency action center is ideal to cater this need. Information and education initiatives should be in a reaching out mediation manner to all concerned parties, particularly those who have negative impressions about the program. In all of these efforts, the responsibility of the Armed Forces is to ensure that communist insurgents unable to disrupt the collaborative works of the farmers and the civilian government agencies.

Three communist rebels were killed while seven others surrendered as the military’s stepped up its anti-insurgency operations in Eastern Mindanao. 

Lt. Gen. Greg Almerol said military offensives in Surigao del Sur resulted in the death of three guerillas of the communist New People’s Army. 

Seven communist rebels surrendered due to exhaustion and hunger in Davao del Norte and Cotabato, and security forces there discovered two minors, aged 15 and 16, with the surrenderers. 

Almerol, in a statement, condemned the communist rebels’ disregard for international humanitarian law in recruiting minors as combatants and using land mines. 

The Eastern Mindanao Command commander said his unit would coordinate with the Department of Social Welfare Development regarding the care of the two teenagers.

The Armed Forces of the Philippines (AFP) will deploy five medical teams to augment the manpower of hospitals in the National Capital Region that are dealing with a surge in coronavirus disease 2019 (Covid-19) patients.

AFP Surgeon General, Col. Fatima Claire Navarro, said Friday two teams will come from the Philippine Army, and one each from the AFP Health Services Command, Philippine Navy, and Philippine Air Force.

"Each team will be composed of one doctor, one nurse, and three airmen," Navarro said in a statement.

The Inter-Agency Task Force for the Management of Emerging Infectious Disease (IATF-EID) will determine which medical facilities in the NCR will be augmented by the AFP’s medical contingent.

The deployment, which is similar to the AFP’s past missions in Cebu and Davao in 2020, is over and above its current distribution of medical front-liners in mega-swabbing and quarantine facilities in Metro Manila, she added.

The AFP, meanwhile, is expediting the processing of appointments for newly-recruited military doctors and nurses to beef up its medical corps.

Meanwhile, Philippine National Police (PNP) chief Gen. Guillermo Eleazar has committed the PNP’s Medical Reserve Force (MRF) for the purpose.

“In compliance with President Rodrigo Duterte’s order to assist in the government’s response on Covid-19, the Philippine National Police is committing its medical reserve force for augmentation to both public and private medical facilities amid reports of full capacity in hospitals and shortage of medical personnel. I have ordered our Administrative Support for Covid-19 Task Force led by Lt. Gen. Joselito Vera Cruz to coordinate with the Department of Health regarding this matter," Eleazar said in a statement.

To date, there are around 150 members of the MRF.

Eleazar said they will also do an accounting of PNP personnel with a medical background to augment the MRF.

The Philippine Navy (PN)'s second guided-missile frigate, the BRP Antonio Luna, has demonstrated its capability to protect its crewmen from chemical attack.

"As the newest and the most capable asset in the Philippine Navy, BRP Antonio Luna (FF-151) conducts regular training and exercise so that it can respond to chemical, biological, radiological and nuclear (CBRN) attacks," a post from the ship's Facebook page said Thursday night.


Also posted was a video clip showing BRP Antonio Luna's response to a simulated chemical weapon attack where crewmen were seen locking down all access points of the ship to prevent deadly gases from seeping in.

The video also showed the ship's crewmen donning protective gear and going outside the weather decks to doubly ensure that all hatches are properly sealed.

"Pre-wetting" or spraying water all over the ship's weather was also done to prevent chemical agents from sticking.

The BRP Antonio Luna and the BRP Jose Rizal (FF-150) have the capability to detect chemical, biological, radiological, nuclear, and explosives (CBRNE) attacks.

The PN earlier said these ships would automatically seal themselves once its sensors detect that it is being subjected to CBRNE attacks.

Once the ship is sealed, all possible contaminants are prevented from entering the ship's spaces, it added.

Both ships are also capable of surface, sub-surface, air, and electronic warfare using state-of-the-art electronic sensors, long-range missiles, acoustic-guided torpedoes, and an embarked anti-submarine helicopter.

The BRP Jose Rizal was commissioned on July 10, 2020, while BRP Antonio Luna's commissioning date was on March 19 this year.

The contract for the two ships was placed at PHP16 billion, with PHP2 billion for weapon systems and munitions.

A former top-ranking leader of the New People’s Army (NPA) who was once deceived by the communist terrorist group (CTG) expressed full support on Friday to the government’s efforts for peace and good governance, as she advised the public against being recruited into the armed conflict.

At a virtual press briefing dubbed “Reveal the Truth”,
Ariane Jane Ramos, alias Marikit, former secretary of Guerrilla Front (GF) 55, Sub-Regional Committee 5 (SRC)-Southern Mindanao Regional Command (SMRC), urged parents to protect their children from getting recruited by left-leaning organizations.


“Being one of the witnesses inside the Communist Party of the Philippines (CPP)-NPA, I am very agitated on the issue of sexual abuse. It is one of the reasons why I joined Gabriela Youth, and any woman who will join in such group will eventually be persuaded by the organizers,” she said.

Gabriela Youth is an arm of communist-linked Gabriela, militant national alliance of women’s organizations supporting women and children who became victims of violence and fighting for basic socio-economic, cultural rights of citizens.

Apart from that, Ramos claimed that other organizations backed by the NPA are Kilusang Mayo Uno (KMU), Anakbayan, League of Filipino Student (LFS), Kilusang Magbubukid ng Pilipinas (KMP) among others.

“That is true, they are not red-tagged but not all of their members knew that they are run by the NPA,” she said, as she urged women and the youth not to get involved in these organizations.

“It does not mean that we will lose our principles and we will not criticize the government, we have a democratic country. However, let us put it in a right venue and platform where no lives will be wasted,” Ramos added.

“Since we knew that they are left-leaning groups, there is no reason for you to join them. We make our own organization where our children will not be exposed to the ideologies injected by the NPA,” she said.

She also urged the public to stay away from these organizations and instead create a group recognized by the government where real and valid issues in society will be addressed.

“I was one of the women leaders who marched on streets fearlessly chanting and shouting our rights in the public for us to be heard and for us to be recognized in a patriarchal society. But I realized that it was no good. If we want a good future for our children, we will lead them to a place where they will be happy and they recognize us as good mothers,” Ramos added.

“The CAFGUs, who were assigned at Igbucagay Patrol Base, were conducting security patrol when the incident happened,” said Captain Kim Apitong, officer-in-charge of the 3rd Infantry Division (3ID) Public Affairs Office, in a virtual press conference.

He said the three CAFGU Active Auxiliary (CAA) personnel were some 80 meters away from the detachment when five rebels opened fire at them.


Apitong said they could not yet divulge the name and whereabouts of the CAA personnel because they are still in the process of contacting their families.

“We are assuring the families of these CAFGUs that we are taking good care of them,” he said.

In a separate interview, Hamtic Municipal Police Station (MPS) chief of police, Major Rex Farren, said the dead CAA personnel suffered bullet wounds on his right and left chest while the two others sustained gunshot wounds on their left leg and left arm.

They were shot by the NPAs situated around 100 meters away from the communal water system where the victims were standing.

Investigators recovered eight empty shells of the M16 Armalite rifle and three empty shells of M14.

The cadaver of the CAFGU was brought to the Butiong Funeral Homes in Sibalom town awaiting autopsy while the wounded were brought to the Antique provincial hospital for treatment.

The San Remigio municipal government, in an official statement, said they are saddened by the death of the CAFGU.

One of the two who were injured is from their municipality.

The municipality of San Remigio, together with the provincial government, vowed to do everything to help the affected families of the victims through any means of assistance and support.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

At least 15 soldiers of the Philippine Army’s 79th Infantry Battalion (IB) based in northern Negros Occidental have been awarded the Military Commendation Medals (MCM) in recognition of their meritorious service and gallantry in action.

The medals were bestowed by Brig. Gen. Inocencio Pasaporte, commander of the 303rd Infantry Brigade, during his visit to the battalion headquarters in Barangay Bato, Sagay City on Thursday.

In a statement on Friday, Pasaporte commended the efforts of the 79IB troops for its many accomplishments in its area of operations,
including Silay City, where the 15 soldiers fought the Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels on Aug. 20.


“I encourage you to keep up the good work and continue the high standard of professionalism in performing your duties, particularly in accomplishing the unit’s mission in northern Negros,” Pasaported told the troops led by Lt. Col. J-Jay Javines.

The encounter in the hinterlands of Barangay Kapitan Ramon claimed the lives of their comrade, Pfc. Christopher Alada, and two communist terrorists identified as Kerima Lorena Tariman, secretary of the NPA’s Northern Negros Front, and combatant, Joery “Pabling” Dato-on Cocuba.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

BACOLOD CITY – Residents of Banago village in this city are availing of various benefits from the government after receiving a funding of PHP20 million under the Local Government Support Fund - Support to Barangay Development Program (LGSF-SBDP) of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Data from the Department of the Interior and Local Government (DILG) showed that Banago is now cleared of insurgency after being once a hotbed of the Communist Party of the Philippines - New People’s Army (CPP-NPA) movement in this city.

As of Friday, the barangay has lined up six projects for the use of the BDP funding.

Banago village chief Ricky Mijares said the status of Banago as an insurgency-cleared barangay has opened many opportunities for its residents.

These include such projects as the construction of a multi-purpose evacuation center, burial assistance, medical assistance, educational or scholarship program, livelihood program, and training assistance.

“Out of the 61 barangays in Bacolod City, only Barangay Banago has been awarded the PHP20 million. I would like to thank the national government, especially President Rodrigo Roa Duterte. This is a big help for us since almost 80 percent of our population is poor or indigent, particularly those living in the coastal area,” he added.

On September 22, about 111 marginalized residents received financial aid amounting to PHP511,000 in rites led by Mayor Evelio Leonardia and DILG-Bacolod Director Ma. Joy Maredith Madayag at the Banago Elementary School I Gym.

Of the number, 77 received medical assistance while 34 got burial aid.

Last June, 25 residents of Barangay Banago have been chosen as beneficiaries of the Project Banago Alternative and Sustainable Livelihood Initiatives for Development or BASLID under the Technical Education and Skills Development Authority (TESDA).

The trainees attended the Cookery National Certificate or NC II training at the TESDA Regional Training Center in Talisay City.

Among the beneficiaries are alias “Bebing”, who became a messenger of the CPP-NPA when she was only 19, and was married to a combatant who died in an encounter, and alias “Ed”, once a sakristan (acolyte), who became a communist rebel in northern Negros.

“Now, I realize that the government was there – even before – helping the people. Government assistance is really accessible now. The local government unit is reachable. People should seek help from the barangay if they are in need,” Bebing, a beneficiary of livelihood training, said in an interview.

“These training (courses) are a big help to enhance my skills, ideas, and be refreshed again because it’s been a long time since (I learned something new).”

She realized the years spent with the CPP-NPA were wasted years and she doesn’t want her children to be lured into it.

“Even with my second husband, who also has a background in the movement, I told him we wasted our time. We could have contributed more to the community. But it is not too late,” she added. “I have kids and I guard them so they will not be recruited by the movement.”

Ed, a beneficiary of medical and burial assistance, said the root cause of the armed revolution is economic crisis and this could be addressed by providing the people with basic needs.

“We would like to thank President (Rodrigo) Duterte who intensified the campaign to counter the insurgency in the Philippines by providing the basic needs of the people. During the Duterte administration, he addressed these problems, especially here in Banago. Before the revolutionary forces were really present and felt here,” he added.

Some students in the village also received educational assistance, including college student JJ Tauban.

“This is one step for me and a big help towards achieving my dreams. It’s an honor and a privilege to receive such help from the government,” she added.

Each insurgency-cleared barangay has been allocated an assistance of PHP20 million under the BDP, a hallmark program of the NTF-ELCAC with the end goal of bringing development to former conflict-prone communities.

The BDP is directed to rehabilitate and develop 822 barangays formerly established as guerilla fronts of the CPP-NPA-National Democratic Front (NDF) in several parts of the countryside.

Each barangay is allotted PHP20 million for their respective projects, for a total of PHP16.44 billion allocated funding.

The BDP budget goes directly to local government units from the Department of Budget and Management.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA created in April 1973.

The surrender of over 2,000 members and supporters of the New People’s Army (NPA) in Northern Samar in the past three months has further weakened the communist terrorist group in Samar Island, a military official said on Friday.

These NPA fighters and staunch allies are from the nine towns in Northern Samar province and nearby Calbayog City in Samar.

They are identified as residents of 79 villages tagged as influenced by the NPA, said Philippine Army 43rd Infantry Battalion spokesperson 1st Lt. Benigno Lopez.

“From July to Sept. 21, 2021, a total of 2,241 Politico-Military members organized by the Communist Party of the Philippines (CPP)-NPA (surrendered). This is the result of 'whole-of-nation approach' (by the National Task Force) to End Local Communist Armed Conflict,” Lopez said in an interview.

Surrenderers include 214 Batakang Organisasyon ng Pampartido, 436 Yunit Milisya members, 160 underground mass organization members, and 1,431 mass supporters, which are all under the Politico-Military group.

About 30 of them have carried firearms and had armed encounters with government forces, according to Lopez.

They are from the towns of San Roque, Pambujan, Bobon, Lavezares, Victoria, San Isidro, Lope de Vega and Catarman in Northern Samar; and Calbayog City in Samar.

Several communities are listed as places of operations of the retooled Community Support Program (CSP) designed to bring peace and development in conflict-affected areas.


CSP is the Army's people-centered program to bring the government closer to the people through an immediate delivery of basic services especially to grassroots communities.

“This is a big blow to the NPA because they are their mass supporters. They brought supplies to NPA, extorted money for rebels, and organized CPP-NPA activities. Because of these supporters, the NPA were strong in Northern Samar,” Lopez told the Philippine News Agency (PNA).

“Once the process is completed, the clearing of villages in the towns in Northern Samar and Samar that were formerly affected by the CPP-NPA is a resounding victory for the people here. Without the support of their former mass bases, the communist NPA terrorists are now weak,” he added.

Northern Samar is considered an NPA lair in Eastern Visayas due to its poor road network, thick forests, high poverty incidence, and low level of education among residents.

The CPP-NPA, which has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP AGUINALDO, Quezon City — The Philippine Navy reservists under the Naval Reserve Command recently captured several major awards during the Armed Forces of the Philippines’ (AFP) closing ceremony of the 42nd National Reservist Week, held last 17 September 2021.

With this year’s theme: “Laang Kawal: Sulong Tungo sa Matatag na Sandatahang Lakas, Katuwang sa Seguridad at Pag-unlad ng Bansa”, the awarding recognized outstanding men and women who exemplified the AFP’s leadership and long-standing role in actively supporting the country’s humanitarian services, providing security and nation-building—most especially amid the ongoing raging pandemic.

Leading the list of awardees from the Philippine Navy was Naval Forces Reserve– West Commander and newly-sworn Executive Vice President of the National Defense College of the Philippines (NDCP), Navy Captain Aldrin C. Cuña Reserve as he received the coveted AFP Reservist Officer of the Year award for field-grade level.



Navy Chief Petty Officer Edna Rhea S. Cañero, meanwhile, bagged the AFP Enlisted Reservist of the Year. Currently, Cañero is detailed at the 22nd Naval Group Reserve NFR NCR as Chief Master at Arms.

The 246th NROTC Unit – Adamson University under its Commandant, Lieutenant Commander Reimon T Retaga, on the other hand, was awarded as the AFP’s ROTC Unit of the Year.

Also, topping all other entries in this year’s national essay writing contest was Petty Officer Second Class Ronald de los Reyes. In his award-winning piece, he emphasized the value of the government’s reservist program in self-development, protection and nation-building.

Other representatives from the Philippine Navy were likewise recognized, such as: Petty Officer First Class JL Moralde and Seaman Second Class Michael Sy for their first- runner up finish at the photo exhibit contest; as well as finalists: Lieutenant Junior Grade Christian Chua for AFP officers of the Year, Company Grade Level and Master Sargent Dennis Gabasa for his essay writing entry.

“Despite the devastating impact of the pandemic, we were able to push through with this year’s National Reservist Week, an event that promotes the essence of the Presidential Proclamation Number 627 which underscores the importance of reservists in the country,” Marine Major General Eugenio Hernandez, the AFP’s Deputy Chief of Staff for Reservists and Retirees Affairs, J9, shared.

“We had lesser activities this year. But with the activities that we had like the essay-writing contests and others, we were able to encapsulate the essence of being reservists,” he added.

Meanwhile, Department of Public Works and Highways (DPWH) Assistant Secretary Mel John Versoza, who represented Secretary Mark Villar, graced the event as its guest of honor. In his speech, he highlighted the department’s continued support of the AFP, particularly the reserve force development.



“We will give our best effort to provide what is needed to perform the reservists’ duties. We are dedicated to create a link between the military and the public that’s why we need to exert extra effort to innovate for a better Philippines,” Versoza shared.

Moreover, Hernandez emphasized on the AFP’s burning desire to uphold and sustain the military’s ethos despite learning to live with brunt of the pandemic.

“We all drive toward a single purpose. One thing remains constant, that is the desire to make the country a safe place,” he stated.

PCG mulls airbase in Negros

The Philippine Coast Guard (PCG) will setup its own airbase in Cadiz City, Negros Occidental.

The Coast Guard Station (CGS) in Negros Occidental made the announcement after PCG District Western Visayas deputy commander Captain Ludovico Librilla and Unifed president Manuel Lamata signed a deed of usufruct on Sept. 23.

Lamata donated a 30,000-square meter land property located in Cadiz City’s Barangay Luna directly to the PCG.

According to Librilla, the airbase will allow the PCG to conduct aircraft landing, refueling, and restocking of materials for logistical missions, such as search and rescue operations, reconnaissance, aerial surveys, and aerial domain awareness.

They were grateful to Lamata for donating a portion of his lot to support PCG’s mission to serve the nation with patriotism, compassion, and fear of God, he stressed.

A senior Malaysian counterterrorism official has warned that religious and ethnically motivated violent extremism is the most significant terrorism -related danger the country faces, while Indonesia, the Philippines and Singapore are most concerned by groups linked to al-Qaeda and Islamic State (Isis) .

The comments from officials and analysts came as This Week in Asia asked security agencies in the region about the most serious terror threats they faced 20 years after Sept 11.More from AsiaOneRead the condensed version of this story, and other top stories with NewsLite.

The response from Malaysia was starkly different, and drew attention to the sensitive issues of race and religion that in recent years have been increasingly prominent in the country’s political rhetoric.

“The biggest terror threat in Malaysia can be categorised under religious and ethnically motivated violent extremism which eventually sparks ethno-nationalistic division that may lead to violent incidents,” said the counterterrorism official, who declined to be named.

“It is not recommended for political leaders to play to their galleries along religious and ethnic lines, even if that is what their constituents want so much to listen to.”

The echo chamber effect created by these politicians radicalised their audience and created more far-right extremists, the official said, which did not augur well for the multireligious and multiracial country. “If left untreated, this will be cancerous to national unity and much-needed nation building in Malaysia.”

From al-Qaeda-linked Jemaah Islamiah (JI) to Isis affiliates in Malaysia, Indonesia, and southern Philippines, the issues of race and religion have been exploited by militant groups in the region to radicalise and recruit disaffected individuals.

“What terrorist groups do so effectively is exploit pre-existing societal and sectarian wedges. They create crises, then when the state fails to act, they can then justify their vigilante actions in the name of defending the religion,” said Zachary Abuza, professor of Southeast Asia studies at the Washington-based National War College.

He said these schisms were often created by politicians, government policies, and laws, adding that there were a host of organisations in Indonesia and Malaysia that engaged in provocative and highly divisive practices.

Playing into militants' hands

According to Abuza, terrorist groups try to provoke a heavy-handed response from the state.

“The United States is the poster child of overreaction,” he said, praising Indonesia as a country that had maintained a level course in the wake of the 2002 Bali bombings, which killed 202 people from more than 20 countries.

“Indonesia deserves a tonne of credit for not overreacting since 2002. They have shown considerable restraint, knowing that any overreaction plays into the hands of militants.”

However, Abuza expressed concerns over Malaysia. He said that while the country had been spared most terrorist attacks, any successful mass casualty attack there, “which would invariably be designed to provoke ethnic tensions”, might spark such an over-the-top response.

Among the analyst community, there are worries that Malaysia is at risk of attacks from Isis. Mohamed Faizal, a visiting fellow at the ISEAS-Yusof Ishak Institute in Singapore, said the Taliban’s return to power in Afghanistan, which won praise from the Pan-Malaysian Islamic Party (PAS), had exposed Malaysia to Isis as the terror group was a sworn enemy of the Taliban.

“This open support of PAS for Taliban will surely be observed by Isis-K. This might drag [Malaysia] into unnecessary fight between the Taliban and Isis-K,” he said, referring to Islamic State Khorasan, the group behind the deadly August 26 attacks on the Kabul airport.

PAS is currently a member of Malaysia’s ruling coalition led by Prime Minister Ismail Sabri Yaakob.

Colin Clarke, director of policy and research at The Soufan Group intelligence and security consultancy, said Isis-K was a Salafist group, while the Taliban adhered to Deobandi Islam – but while the former was ideologically rigid, it did not mean the latter was moderate in any way.

“They are just two different variations of extreme, fundamentalist Islam. They are sworn enemies, and Isis-K has been accusing the Taliban of being sell-outs because they coordinated with the US and engaged in political negotiations,” he said.

Faran Jeffery, deputy director and head of the South Asia desk on terrorism at the Britain-based Islamic Theology of Counter Terrorism think tank, expects to see Isis-K carry out more attacks on the Taliban now that the US forces have completed their withdrawal.

“Currently, Isis-K is operating mainly in the form of cells in Afghanistan. It doesn’t have the capability at the moment to carry out conventional military attacks against the Taliban, but it can wage guerilla warfare,” he said.

“With foreign forces and the previous regime in Kabul gone, Isis-K has only one target left to attack, and that’s the Taliban.”

Clarke estimates Isis-K has between 1500 and 2200 fighters for now, though he expects the group’s numbers to rise “given the level of interest in Afghanistan by foreign fighters, especially now that the US military has withdrawn”.

The threat of JI

Analysts see the resurgent JI, the Southeast Asian branch of al-Qaeda, as the biggest terror threat in Indonesia. JI staged its last attack in 2011, when a suicide bomber detonated an explosive device at a mosque attended by police officers in Cirebon, West Java.

Iwa Maulana, a researcher at the Centre for Detention Studies in Jakarta, said while the group was not actively planning terror acts – unlike Jamaah Ansharut Daulah, the Indonesian affiliate of Isis – JI’s capacity in terms of experience, qualifications, organisation, and the skill of its members far exceeded those of pro-Isis groups.

“The more capable a group, the greater its ability to carry out attacks which cause great destruction,” Maulana said of JI, which has in recent years also sent members to Syria to train with the al-Qaeda-linked Nusra Front.

Over the past two years, Indonesian special counterterrorism squad Detachment 88 (Densus 88) has arrested 242 suspected JI members, and the number of those taken into custody “keeps increasing year by year”, according to Aswin Siregar, the unit’s operations chief.

He estimated there were now more than 6,000 JI members, some of which were in sleeper cells.

Sofyan Tsauri, a former senior member of al-Qaeda Southeast Asia, said JI was more dangerous than Indonesian pro-Isis groups as it was well organised, highly adaptable and blended easily into society.

“The more capable a group, the greater its ability to carry out attacks which cause great destruction,” Maulana said of JI, which has in recent years also sent members to Syria to train with the al-Qaeda-linked Nusra Front.

“[JI] likes to exploit chaos, poverty, political and economic turmoil, rally the opposition, and approach vulnerable groups,” said Sofyan, who spent five years in an Indonesian prison for helping to arm terror groups. He was released in 2015 and now helps the country’s efforts in countering violent extremism by sharing his knowledge at seminars.

Indonesian police arrested JI’s leader Para Wijayanto in 2019 and discovered he had transformed it from a group funded by donations and robberies into an organisation with business interests in palm oil plantations, hotels, gyms, and more.

Maulana of the Centre for Detention Studies in Jakarta said a new candidate to lead JI had been named by the organisation, but his identity was still unknown.
'Weak link to regional security'

Abuza from the National War College said the southern Philippines remained the weak link to regional security in Southeast Asia.

It was a less permissive environment for militants than it was a few years ago, in part because of the peace process with the insurgent Moro Islamic Liberation Front (MILF), he said, but governance remained weak, and too much of the region was poorly governed space beyond the control of security forces, despite billions of dollars in US assistance to Philippine forces.

“Sadly, the Philippines will continue to be a draw for foreign fighters,” said Abuza, adding that corruption within the Philippine security forces remained a problem.

Rommel Banlaoi, chairman of the Philippine Institute for Peace, Violence and Terrorism Research, said the greatest threats were from pro-Isis groups, particularly the Abu Sayyaf Group in Sulu, which was committed to mounting suicide attacks, apart from roadside bombings and assassinations.

A new threat is also rising in Central Mindanao, according to Banlaoi, particularly in the Sultan Kudarat province, through the Hassan Salahuddin Group that has pledged allegiance to Isis. The group is part of the Bangsamoro Islamic Freedom Fighters, a breakaway group of the MILF.

He also warned of threats from remnants of the pro-Isis Maute group that took over Marawi city on Mindanao island in 2017, sparking a five-month armed conflict. It was Isis’ most serious assault in Southeast Asia, unsettling governments across the region.

Meanwhile, Singapore’s Internal Security Department (ISD) expects social media to continue to play a key role in the radicalisation and recruitment of individuals to overseas conflict zones, including Afghanistan.

In an emailed response, the ISD said the island nation would not hesitate to take action against anyone engaging in, inciting, or condoning terrorism and armed violence.
