Key Cabinet members as well as Senate leaders of both the majority and minority are speaking up, calling for caution in what appears to be a kneejerk rush to abrogate the Visiting Forces Agreement between the Philippines and its treaty ally the United States. A similar cautionary message has been aired even by Sen. Ronald dela Rosa, whose US visa cancellation ostensibly triggered President Duterte’s decision to abrogate the VFA.

The VFA was crafted during the administration of Fidel Ramos and ratified by the Senate during the presidency of Joseph Estrada. It was operationalized when then president Gloria Macapagal Arroyo invited American forces back in 2002, to help the Philippines fight the terrorist group Abu Sayyaf, which was on a ransom kidnapping spree that had scared away tourists and investors.

In the years between the bases shutdown and the US troops’ return, China began reclaiming Panganiban or Mischief Reef off Palawan, where Philippine and US troops used to conduct joint maritime exercises. From three huts that Beijing claimed were simply fishermen’s shelters, a multistory building now sits on an artificial island on the reef, over which an arbitral court in 2016 had awarded the Philippines sovereign rights. The Philippines, with its weak capability for external defense, could not get back Panganiban Reef.

A balance of power is needed to ensure freedom of navigation in the South China Sea and free airspace. The Philippines happens to be a treaty ally of the country that can provide that balance of power in the region. As Cabinet members and Senate leaders have pointed out, this alliance, under the Mutual Defense Treaty, needs the VFA.

Aside from external defense, the VFA is needed for US troops to provide rapid humanitarian assistance during emergencies such as killer typhoons and earthquakes. The VFA is also needed for bilateral military cooperation in fighting terrorism as well as drug trafficking, human trafficking and other cross-border crimes.

Alliances are built on shared goals, values and long-term national interests, and should transcend the short-term issues of individual administrations. As VFA defenders in the Cabinet have pointed out, any lopsided provision in the agreement can be corrected through negotiations. President Duterte has friendly ties with his US counterpart Donald Trump. They can discuss the VFA issue with friendship in mind, both on the personal and national levels.

US President Donald Trump is “trying to save” the Visiting Forces Agreement (VFA) between the US and Philippines from being terminated, President Rodrigo Duterte bared on Monday.

Despite Trump’s efforts, Duterte said he refused to change his position to scrap the agreement stressing that American lawmakers were “rude” for demanding the release of Senator Leila de Lima who is currently detained at the Philippine National Police Custodial Center at Camp Crame in Quezon City due to her involvement in illegal drugs.

“Si Trump pati yung (and the) others are trying to save the Visiting Forces Agreement. Sabi ko ayaw ko (I said I didn’t want to). One is that napaka bastos ng Amerikano. Talagang sobrang bastos (Americans are so rude. They’re really rude),”
Duterte said in a speech during an assembly with governors and mayors in Pasay City.


“Imagine demanding the release of de Lima and the threat that we will not receive the aid at may (and there’s a) collatila that all persons that had a hand in the imprisonment of De Lima will not be allowed to go to the United States. What is there in America?,” he said.

Duterte also slammed the American senators for criticizing his administration’s aggressive crackdown on illegal drugs and claiming that he killed thousands of innocent people.

“Tapos EJK. Wala man. Nagsabi pinatay ko daw. Sino man pinatay ko (And then extrajudicial killings. There’s none. They say I killed them. Who did I kill)?” Duterte said.

“Sinabi ko (I said) ‘do not destroy my country because if you destroy my country I will kill you’,” he added.

He lamented that the American lawmakers had gone too far in insulting the Philippine government saying it is “bordering the thrashing of our sovereignty”.

“Sumobra e (They went too far). So somebody has to remind them,” Duterte said.

He also lamented how the VFA failed to help local troops defeat communist insurgency in the Philippines.

“We’ve been fighting the communist for 53-years. Kung nakatulong talaga ang America, p*t*ng*n* naman hanggang ngayon (If they were really of help, why do we have this until now)? Duterte said.

He also stressed that he still lost police and soldiers to wars every day.

In an earlier Palace briefing, Presidential Spokesperson Salvador Panelo said Duterte is still firm in his decision to terminate the VFA emphasizing that he felt that the actions made by US lawmakers were as good as “assaulting” the country’s sovereignty.

Panelo said he could not tell what it would take for the President to change his mind.

Meanwhile, Duterte admitted that he did not know if nuclear arms were brought in by the US into the Philippines.

“We will be hit because the arms are here and I really do not know…walang (there’s no) accounting if there are already nuclear arms inside the Philippines brought in by the Americans,” Duterte said.

Last month, the US Undersecretary of Defense for Policy John Rood bared that the US military deployed a new submarine-launched low-yield nuclear weapon which several former high-ranking administration officials warned could increase the potential for nuclear conflict.

BALER, Aurora -- A three-day Retooled Community Support Program (RCSP) refresher training kicked off here on Monday as part of the government’s continuing effort to be more responsive to the needs of the communities.

Selected officers and enlisted personnel of the Philippine Coast Guard, Aurora Police Provincial Office, and the
Philippine Army’s 91st Infantry “Sinagtala” Battalion are among the participants in the refresher training being held at the 91st Headquarter’s Social Hall, Barangay Calabuanan in this capital town of Aurora.

After the training, the participants will serve as the retooled community support program (CSP) operators in anticipation of their immersion in the community.

Col. Andrew Costelo, commander of the 703rd Brigade, 7th ID of the Philippine Army, who served as the keynote speaker, said that through the training, the participants will understand the importance of RCSP as a tool to strengthen the initiatives of the Armed Forces of the Philippines (AFP).

“The mayor is in the frontline in their programs, projects, and activities that are geared towards institutionalizing sustainable peace and developments. And through the RCSP, it will address identified issues of the community by closing the governance and development gaps through the provision of needed government programs, projects, and activities while ensuring that development is sustained and peace is being promoted," he said.

Costelo said the training aims to activate and intensify the enforcement of peace and order situation and pave its way for the smooth implementation of government projects for the sustainable development of every community.

“I can do things you cannot do. You can do things that I cannot do, together we can do things to accomplish the mission in support of Executive Order no. 70 of President Rodrigo Duterte. The Aurora Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) will soon be in reality,” he said.

Costelo also urged the participants to help end insurgency in Central Luzon by the end of 2020.

“This training is the continuous collaboration and hand in hand efforts of the law enforcement agencies in pursuing lasting peace and sustainable development. Hopefully, by the end of the year 2020, the insurgency problem in Central Luzon will be ended or the Komiteng Larangang Guerilla (KLG) will be dismantled and manageable,” he said.

Present during the opening ceremony were Department of the Interior and Local Government (DILG) Aurora provincial director Ofelio Tactac Jr., Army’s Sinagtala commander Lt. Col. Reandrew Rubio, and Aurora Police Provincial Office Director Col. Raul Siriban.

The two alleged members of the Communist Terrorist Group-New People’s Army (CTG-NPA) arrested in Getafe, Bohol last Saturday.

CEBU CITY, Philippines — The Police Regional Office in Central Visayas (PRO-7) has filed illegal possession of firearms and explosives charges against the two alleged members of the Communist Terrorist Group-New People’s Army (CTG-NPA), who were arrested in Barangay Tulang, Getafe, Bohol on Saturday, February 8, 2020.

In a press briefing this afternoon, February 10, 2020, Police Brigadier General Albert Ignatius Ferro, director of PRO-7
identified the suspects as Reynaldo Luega Camacho , 50 and Carmelita Geraldez Cañeda, 48 both of Getafe.


The couple was arrested by the combined elements of the Bohol Provincial Police Office (BPPO) and the Armed Forces of the Philippines (AFP) in their rest house with several explosive devices, components, firearms, and subversive documents.

According to Ferro, the two were high ranking officials of their organization assigned in the finance group of the CTG and were responsible for extorting money from civilians to finance their operations.

Ferro said the arrest of the two would be a big loss for the communist movement in Bohol.

“The finance committee of the New People’s Army (NPA) holds a very critical role — it’s the lifeline or the bloodline of the communist terrorist group (CTG). Meaning to say kung wala kang pera, you cannot make a move,” said Ferro.

Police Colonel Jonathan Cabal, chief of BPPO, said they were monitoring the couple for a month before they served the warrant of arrest issued by the Regional Trial Court (RTC-7) of Bohol branch 47 issued by Honorable Suceso Arcamo for the ambush and murder of Second Lieutenant Cue and 12 other AFP members in Sagbayan town in 2000.

Ferro said that the arrest of the two terrorist members was the result of the community’s trust in the PNP and the AFP.

“The community trusted the AFP and the PNP that’s why the information about their whereabouts were easier to trace,” said Ferro.

Abu Sayyaf bandits kidnapped a doctor in Sulu last week to treat their leader, who is suffering from tuberculosis.

Lt. Gen. Cirilito Sobejana, Western Mindanao Command chief, said Abu Sayyaf leader Hatib Hajan Sawadjaan needs immediate medical assistance.

“It is very likely the doctor was taken because Sawadjaan is suffering from a lingering ailment and they have casualties as a result of our recent focused military operations,” Sobejana said.


Daniel Moreno, a doctor based in Jolo, was snatched by four men wearing police and military uniforms from his clinic in Barangay Walled City.

Sobejana said security video footage in Moreno’s clinic showed that the doctor went with the gunmen without resistance.

“He was surprised upon seeing the gunmen, but he followed them without being led or dragged from his clinic,” he said.

Sobejana said there is still no ransom demand from the kidnappers.

However, he said they are not ruling out the payment of ransom as the motive.

Government forces recovered the getaway vehicle, which the suspects burned, in Patikul town.

Sobejana said they are intensifying intelligence and operations to rescue the doctor and five Indonesian fishermen kidnapped in the waters off Lahad Datu on Jan. 17.

It has been 7 years since boats crossed the Sulu sea carrying a group of around 200 men who were determined to reclaim what they thought was part of their ancient kingdom.

They were the part of the Royal Army of Sulu, a group under the command of the late Jamalul Kiram III – a self-proclaimed monarch of a kingdom that used to be one of the largest in Southeast Asia.

The Sulu Sultanate has withered in power and influence and is now relegated to just a corner in the southwest of the Philippines in the Jolo island cluster – near Mindanao.

When they first landed on shore and regrouped in Lahad Datu, demands were made against the Malaysian government to reclaim Sabah, a Malaysian state which used to be part of their territory.

The incident lasted a month with casualties from both sides before it subsided but from it came the creation of the Eastern Sabah Security Zone (ESSZone) and also Eastern Sabah Security Command (ESSCom) which is still around years after its inception.

Who are the Sulu and why were they interested in Sabah?

The Sulu invasion

On 11 February 2013, the followers of Jamalul Kiram III landed on Sabah shores in their bid to restore their former territory in Kampung Tanduo, Lahad Datu.

The invasion turned bloody when a shootout occurred between the insurgents and the police which prompted “Ops Daulat” to flush out invaders.

The conflict lasted for two months with multiple skirmishes occurring between Malaysia’s armed forces and both sides recorded casualties throughout the conflict.

In total, the Lahad Datu incident reportedly saw a total of 68 casualties – 56 rebels, 9 from the Malaysian authorities and 6 civilians.

9 Filipinos were charged with the death penalty for waging war against the Yang di-Pertuan Agong, including Basad Manuel, the son of the late Jamalul Kiram.

Why the Sulu were interested in Sabah

Although there are many pretenders to the Sulu throne, the Sultanate actually dates back to the 15th century and was recognised by the Brunei Sultanate as one of the oldest and largest in the world at the time.

The Sulu is an ethnic group that now primarily resides in Jolo, at the southeastern tip of the Philippines but they have settled in Indonesia and Malaysia, namely Sabah.

They are also known as the Moro – a named used to refer to Filipino Muslims coined by the Spanish, also used to refer to inhabitants of the ancient Roman province of Mauritania in northwest Africa.

Although Sabah was part of the Sulu dominion hundreds of years ago – which was given by Brunei for their help – there are three things that make it difficult for them to claim the state.

These are – the leasing or ceding of Sabah to the North Borneo Company, Spain relinquishing all Sulu territories in Borneo to the British, and the Cobbold Commission.

Sabah, previously known as North Borneo, was a territory of the Sulu before it was leased or ceded to the British after an agreement was made with the North Borneo Company in 1878.

Part of the agreement was a yearly payment of 5,000 Malaysian Dollars to the Sultanate – something which is allegedly still ongoing to this day.

During the time, many parts of the Philippines were already under Spanish rule which considered the Sulu Sultanate as a vassal that couldn’t dispose of territories without Spain’s consent.

Close to a decade after, a treaty in 1885 was signed between Spain, Britain and The United States where Spain relinquished all claims relating to northeastern Borneo to the British North Borneo Company in 1885 and it eventually became part of the British colony.

The territory governed by the British North Borneo Company had a coastline of over 600 miles and an area of more than 30,000 square miles.

The third issue is the Cobbold Commission in 1962 – a consensus that engaged Borneons on whether the locals were interested in joining Malaysia during which both Sabah and Sarawak agreed.

History of disputes

Although the 2013 insurgence centred around sovereignty claims, it’s not the first time that Sabah has been disputed.

In the early 1960s, a year before the state joined the Federation of Malaya along with Sarawak, the Philippines claimed the state as theirs but eventually withdrew.

In 1966, then president Ferdinand Marcos declared his recognition of Malaysia soon after he came to power which means recognition of Sabah as part of Malaysia and not the Philippines.

However, in 1967, the Republic Act 5446 was signed into law in the Philippines.

Also known as the Baseline Law, its wording includes “the territory of Sabah, situated in North Borneo, over which the Republic of the Philippines has acquired dominion and sovereignty” – but this was amended in 2009.

Also in 1973, the Philippine constitution said the national territory comprises the Philippine archipelago, with all the islands and waters embraced therein, and all the other territories belonging to the Philippines by historic right or legal title.

This didn’t sit well with Malaysia but eventually, it was amended in the 1987 Constitution where the phrase was removed.

In 1977, Marcos formally announced the withdrawal of the Philippine claim to Sabah in his speech at the Asean Summit in Kuala Lumpur.

It wasn’t until more than 40 years later that Jamalul Kiram III decided to try and take over Sabah via Lahad Datu in 2013 but was thwarted by authorities a month after.

He died a few months later due to organ failure.

This was the revelation of a certain alias Bart after he surrendered to Davao de Oro’s Provincial Task Force – Ending Local Communist Armed Conflict (PTF – ELCAC) headed by Hon. Jayvee Tyron L. Uy, MPA on February 10, 2020, at Barangay Cabinuangan, New Bataan, Davao De Oro.

In a report made by Lt. Col. Romman S. Mabborang, Commander of 66th Infantry Battalion to MGen. Jose C Faustino Jr, Commander of Eastern Mindanao Command, alias Bart, a former Vice Commander of the NPA previously being monitored in the northern boundary of Davao De Oro and Davao Oriental decided to leave the group because almost all of their members have surrendered or went into hiding because of hardship and always on the run as brought about by the loss o their former mass bases and contacts.

Accordingly, he further revealed that NPA formations are forced to merge because of the cascade of surrender.

He further confirmed that since 2019, he is the 26th member of their group who surrendered to the government. This came after the surrender of his wife identified as alias Joy/Andy/Tardy, former Deputy Commander of a Pulang Bagani Command to Governor Uy and Hon. Sote M. Matibay, Chairman of Brgy. Panansalan, Compostela, Davao De Oro on January 20, 2020.

The two are now undergoing custodial and stress debriefing prior to their enrollment to E-CLIP Program.

Combined government troops of the 37th IB under the 603IBde of the JTF Central and police officers of the Kalamansig MPS arrested the top 2 of Most Wanted Persons in Sultan Kudarat in a Joint Law Enforcement Operation on Feb 7, 2020.

Troops serving a warrant of arrest for murder arrested Jobert Manongsong Damiles, 27 years old at Brgy Sangay, Kalamansig town of Sultan Kudarat Province.

MGen Diosdado C. Carreon commended the troops for their successful joint law enforcement operation. He also reiterated that the JTFC will always support other law enforcement agencies in the performance of their mandate.

The suspect was turned over to the Kalamansig MPS for proper disposition.

CAMP MONTECLARO, Igtuba, Miagao, Iloilo – The local government of Tubungan in Iloilo under the leadership of Mayor Roquito Tacsagon launched a reintegration program that will give new courage and hope to the former rebels to start a new and normal life.

The Project ROKIT (Reintegration Oplan Kabalaka for deserving Individuals in Tubungan) will provide livelihood and job opportunities to the rebel returnees.

These opportunities include formal employment both local and abroad through skills training, livelihood projects and values formation.

“The LGU-Tubungan is sincere in improving the lives of the former rebels by giving them financial assistance and sustainable source of livelihood for them to support their families. With this program, we are hoping that more rebels will return to the fold of law and seek a peaceful and productive life,” Mayor Roquito Tacsagon said.

Last February 09, 2020, three former members of the Communist Party of the Philippines – New People’s Army (CPP-NPA) who surrendered to the Philippine Army’s 61st Infantry Battalion (IB) on December 26, 2019, received worth PHP30,000 financial and livelihood assistance from the local government unit of Tubungan, Iloilo through Project ROKIT.

The said financial and livelihood assistance that includes Php5, 000 Cash and Php25, 000 worth of livestock (carabao and cattle) were received by the former rebels on top of the benefits they can avail of through the Enhanced Comprehensive Local Integration Program (E-CLIP).

Aside from these assistance, they will also undergo skills training and other employment opportunities that will be facilitated by the Tubungan Public Employment Service Office (PESO).

For his part, LTC Joel Benedict Batara, lauded the remarkable effort of the local government of Tubungan in addressing the root causes of insurgency that will surely help the concerted efforts of all government agencies in ending local communist armed conflict. “The Project ROKIT can be considered as one of the Best Practices of the town in terms of implementing the programs and services for the former rebels. With this project, I am renewing my call to the remaining members of the CPP-NPA especially Tubunganons who are still waging the armed struggle to avail this program. Your local government is sincere in helping you to start a new and productive life. Come down, go back to the folds of the government, and be the next beneficiaries of this project,” LTC Batara highlighted.

A government troop from 63rd Division Reconnaissance Company (DRC) was shot in Barangay Pura, Datu Blah Sinsuat (DBS) , Maguindanao this noontime (February 8, 2020).

The soldier was shot at his back while conducting road security for the town’s Grand ‘Kanduli’ activity hosted by the local government of DBS.

He was immediately brought to Datu Blah Sinsuat District Hospital of Upi but was declared dead on arrival by the attending physician

The slain soldier was identified as Cpl Jobert Saga, 33 years old, resident of Brgy Lawili, Aleosan, North Cotabato.

“I am extending my deepest condolences to the family left by our slain soldier, who died while doing his mandated task of securing the community from any threats,” said Joint Task Force Central Commander Maj. Gen. Diosdado C. Carreon.

The troops of 6th Infantry Battalion, are currently conducting pursuit operation against the perpetrators of the crime.

Camp Siongco, Maguindanao – Three members of the Communist NPA Terrorists (CNTs) belonging to the East Daguma Front of FSMRC under Commander Rayray were killed by troops of the 37IB of the 603rd Infantry Brigade under the Joint Task Force Central in an encounter with around 25 of its members at Sitio Sinuksok, Brgy. Bugso, Senator Ninoy Aquino town of the province of Sultan Kudarat at 8 o’clock in the evening of January 31, 2020.

The firefight lasted for 30 minutes which resulted to the death of the 3 CNT members. The rest of the terror group scampered to different directions and left behind the bodies of their slain comrades. The troops were able to recover one 7.62mm M14 rifle, one 5.56mm M16 rifle, one caliber .45 pistol, assorted magazines and ammunition, one icom handheld radio, medical kits, sacks of rice and subversive documents.

JTFC Commander Maj. Gen. Diosdado C. Carreon commended the troops for their heroism and bravery during the clash with the communist group.

“The Joint Task Force Central and 6ID will never cease to hunt these CNTs. We will pursue them and bring them to the folds of the law and stop their oppressive actions which continuously hinder the progress that the LGUs in JTFC AO are implementing.” Maj. Gen. Carreon said.

He also encouraged the other CNT members to stop fighting the government and return to the fold of the law so they will not experience the same thing that happened to their comrades.

CAMP SIONGCO, Maguindanao – Several firearms were recovered at General Salipada K. Pendatun (GSKP), Maguindanao early this morning (February 6) after serving warrant of arrest against an individual with outstanding warrant of arrest.

The operating troops of 40th Infantry Battalion were serving arrest warrant against a certain Sukarno Buka a.k.a. Boba who is facing a charge for attempted murder. The suspect is also a Commander of the Bangsomoro Islamic Freedom Fighters (BIFF) terror group.

At around 6:00 a.m., arresting troops were about to approach the residence of alias Boba at Sitio Mamanen, Brgy. Midconding of GSKP, when a group of men fired at the government troops.

An exchange of fires ensued which lasted for about 5 minutes. Boba and the rest of the suspects managed to escape and flee to an unknown direction.

Recovered at his residence were one KG9 rifle, one M79 grenade launcher, one homemade shotgun, one caliber .40 pistol, one Butt Stock of M14 rifle, one riflescope, one gas cylinder of M60 machine gun, assorted magazines and several rounds of ammunition.

The arrest warrant was issued by Judge Melanio M. Guerrero of Regional Trial Court Branch 20 in Tacurong City last May 4, 2017.

The Commander of 6th Infantry Division and Joint Task Force Central, Maj. Gen. Diosdado C. Carreon, said that the JTFC troops will pursue those bandits involved in criminalities. He also commended the troops of 40th IB for their bravery in serving the warrant of arrest even if it means risking their lives in line of duty.

CAMP SIONGCO, Maguindanao –Sixteen members of the New People’s Army (Army) have surrendered to the military yesterday morning (February 6) in a ceremony at Municipal Hall of Palimbang in Sultan Kudarat.

The former rebels were convinced to surrender through the efforts of the 37th Infantry Battalion under 603rd Infantry Brigade as part of the unit’s intensified counter-insurgency program in partnership with the concerned local government unit.

During the program hosted by the local government of Palimbang, the rebels laid down their 6 firearms, namely: one caliber 7.62mm rifle, one caliber .30 Garand M1 rifle, two caliber .45 pistol, one 9mm pistol and one caliber .38 revolver.

The former rebels were members of Sub-Regional Command-Daguma of Far South Mindanao Region (FSMR).

According to Palimbang Mayor Hon Joenime Kapina, the surrender of the NPA rebels will contribute to the peace efforts of their municipality.

He encouraged the former rebels to convince their former comrades to return to the government fold to live peacefully and enjoy the livelihood benefits provided by the local government of Palimbang.

The firearms were received by Mayor Kapina, 603rd Deputy Brigade Commander Col. Jovencio F. Gonzales, and 37th Infantry Battalion Commanding Officer Lt. Col. Roberto C. Go.

One of the surrenderers said that they experienced hardships in the mountains trying to evade the military troops. They also said that they are willing to cooperate with the government and avail of the programs former rebels and become part of the development plans of the LGU.

Joint Task Force Central Commander Maj. Gen. Diosdado C. Carreon congratulated 37th IB for their efforts that led to the latest surrender of NPA members.

The Commander also vowed that the JTFC troops will ensure their safety in case their former comrades will retaliate against them.

Bancasi, Butuan City – The newly designated Commander of the Eastern Mindanao Command (EastMinCom/EMC), AFP visited the 402nd Infantry (Stingers) Brigade at Brgy Bancasi, Butuan City yesterday, February 8, 2020.

Major General Jose Calingasan Faustino Jr’s visit to the Stingers Brigade was his first field visit to a Brigade in the EMC AOR since his assumption as the 12th Commander of the EastMinCom last January 25, 2020.

Prior to his designation as the new EastMinCom Chief, MGen Faustino was the Commander of the 10th Infantry (Agila) Division where he led various operations which resulted in the dismantling of different New People’s Army (NPA) units in Regions 11 and 12. He also served as the former head of the 11th Intelligence Service Unit based in Davao City as well as led the 35th Infantry Battalion and 501st Infantry Brigade.

During his field visit yesterday, he was welcomed by the Officers, Men and Women of the 402nd Brigade with a Military Arrival Honors led by 402nd Brigade Commander, Brigadier General L Licudine together with Police Brigadier General Joselito S Esquivel Jr, Regional Director of the Police Regional Office 13 and the Commanding Officers of the OPCON Battalions and Commander’s from Tenant and Attached units.

MGen Faustino lauded the commendable accomplishments of the 402nd Brigade during the Campaign Updates provided by the unit from January – December 2019 where, a total of ninety – eight (98) combat operations were conducted resulting to eighty (80) encounters against the CPP-NPA Terrorist (CNT) in Guerilla Bases and Engagement Areas.

Part of the highlight during the visit was the traditional Signing of Guest Book and viewing of some of the Captured, Confiscated, Surrendered and Recovered (CCSR) Firearms of the Brigade during the successful combat operations that neutralized CPP-NPA Terrorists (CNTs) in the region.

Likewise, a ceremonial tree planting was also done by MGen Faustino along with PBGen Esquivel Jr with their names imprinted on the tree guard, followed by a Talk to Troops.

In his message during the Talk, MGen Faustino stressed the importance of properly performing every task and emphasized the participation of the AFP units in the TF-ELCAC under the EO70 as the solution to end the more than five (5) decades of the insurgency problem. “We have a positive outlook of the security situation. We have gained significant headways but the challenge is how we can sustain our efforts. Hence, we need to perform our tasks 100 percent and contribute to our campaign in our own little ways. Our job is to protect the people, secure the land”.

Meanwhile, in his statement, BGen Licudine said that the visit of the top commander of the whole Eastern Mindanao Command is a big boost to the morale of the troops particularly in relentlessly combating the insurgency problem in Caraga, “We will perform in accordance with the guidance of the Commander of the EMC particularly in our participation to the Task Force ELCAC in sustaining the peace and security in Caraga region.”

FLORIDABLANCA, Pampanga — As the future of the country’s Visiting Forces Agreement (VFA) with the United States hangs, Philippine and American forces have been discreetly training at a military base northwest of Manila, striving to keep their alliance afloat despite threats to sink it.

On Friday (Feb. 7), Inquirer witnessed Air Force jets buzz the skies overhead in this small rural town — their engines’ roar an all-too-familiar sound to residents living near Cesar Basa Air Base, home of the Philippine Air Force’s (PAF) mainstay fighters.


The sight and sound of jets ripping the skies may be now ordinary here that most residents outside their home are no longer drawn to look up the sky, but unaware of the display of American air power and the decades of security alliance this has come to represent.

A distinct louder-than-usual rumble betrays its source—the US Air Force’s F-16 fighter jets, flying in pairs with FA-50 lead-in fighter trainers of the PAF.

Sources familiar with this training say it is part of the Bilateral Air Contingent Exchange – Philippines (BACE-P) — a week-long joint military exercise aimed at improving interoperability and boosting the air defense capabilities of the two long-time security allies.

The US Air Force was said to have flown in six of their supersonic F-16 fighter jets, known as Vipers, from the 35th Fighter Wing in Misawa Air Base, Japan.

Defense Secretary Delfin Lorenzana confirmed that joint training between the Philippine and US air forces was ongoing.

“The first exercise was held in Fernando Air Base in Lipa last week between the Philippine Air Force and US Air Force. They are also using the Basa Air Base in Pampanga,” he told Inquirer over the weekend.

The bilateral engagement in Lipa, Batangas focused on humanitarian assistance and disaster response, a training that seemed timely following the eruption of Taal Volcano and crucial because of the lessons it would impart for disaster response.

A small contingent of Philippine Army soldiers is also taking part in a three-week exercise with their American counterparts in Palawan, the province at the doorstep of territorial conflict between China and the Philippines in the West Philippine Sea.

Balance Piston 20-1, which runs from Jan. 26 to Feb 23, aims to enhance the counterterrorism capabilities of the Philippine Army and strengthen the cooperation of both countries.


The joint military drills are being conducted amid the possible termination of the VFA, an accord that covers the conduct of US troops who take part in military exercises in the Philippines, which included the likes of BACE-P and Balance Piston.

President Rodrigo Duterte has reportedly instructed the government to send the notice of termination of the VFA to the US, but Lorenzana said he has yet to see it in black and white form.

In case a notice was sent to the US, it will take effect after 180 days, which means all the scheduled activities of the two countries within that period will continue, Lorenzana said.

“All the set engagements for this year until June will go on,” he said.

There are 319 joint military exercises between the Philippines and US lined up for 2020, an increase from 281 in 2019. These included the Balikatan, the biggest military exercise between the two countries involving thousands of troops and the participation of Australian and Japanese forces, slated this summer.

All these are seen to enhance the joint defense cooperation of the two countries in preparation for future challenges. These engagements largely benefit the Philippines, as it remains to have one of the weakest militaries in the region.

VFA a deterrent to China

Duterte is proceeding with his threats to end the VFA despite government officials citing its benefits to national security and observers saying that the absence of a defense agreement with the United States was beneficial to China.

At a Senate hearing on Thursday (Feb. 6), foreign and security officials led by Foreign Affairs Secretary Teodoro Locsin Jr. pushed for a “vigorous review” of the agreement, not for its outright abrogation.

“While the Philippines has prerogative to terminate the VFA anytime, the continuance of the agreement is deemed to be more beneficial to the Philippines, compared to any benefits were it to be terminated,” Locsin told senators.

The VFA allows the two countries to accomplish its obligations under the Mutual Defense Treaty (MDT), which mandates the two allies to support each other in case of an armed attack.

“For the MDT, the VFA is the substance that makes it real and makes it work…Without them, the MDT is just a piece of paper,” Locsin said.

The country’s top diplomat also acknowledged that regular American presence serves as a deterrent to China from taking more aggressive actions in the West Philippine Sea.

“The MDT is a deterrent to any attack from any power. The termination of the VFA will very likely dilute the US commitment to the MDT,” he said.

The Philippines, he pointed out, stands to lose significant defense assistance programs if the VFA was scrapped.

For 2020 to 2021, the US planned to spend over $200 million on aircraft, training, equipment and construction for the Philippine military, and more than $45 million in foreign military financing (FMF).

“Without the VFA, the US departments of State and Defense will be hard put to get funds from the US Congress for FMF and other defense assistance programs to the Philippines,” Locsin said.

The US may also no longer see the use for the Enhanced Defense Cooperation Agreement (EDCA), which allows them to set up military facilities and preposition assets in the country.

“The US may see no need to continue EDCA without the VFA because its military capability depends on human operators whose behavior needs to be regulated,” Locsin said.

“There would essentially be no practical use for an EDCA in the absence of the VFA, which is the legal framework for the presence of US military personnel in military exercises and actual military responses under the MDT,” he said.

Duterte’s prerogative

Duterte had threatened to throw out the military pact on Jan. 23 in retaliation for the US revocation of the visa of Sen. Ronald “Bato” dela Rosa, his close political ally and former police chief.

The US did not cite a reason for the visa cancellation but it was likely because of Dela Rosa’s role in Duterte’s bloody campaign against drugs.

But even as officials have listed all the benefits of the VFA to national security, Duterte, who claims to be a big supporter of the armed forces, appeared bent on setting aside what his security officials reported. His men, and ultimately the entire nation, would have to bear the consequences of his choice.

“That is his prerogative as president. We laid out the facts, he decides,” Lorenzana said.

CAMP SIONGCO, Maguindanao – Soldiers stumbled upon a house with assorted high-powered firearms while pursuing a wanted person in Gen. SK Pendatun, Maguindanao on Tuesday.

Elements of the 40th Infantry Battalion were serving a search warrant for attempted murder charges against a certain
Sukarno Buka, alias “Boba”, in Barangay Midconding at 5 a.m. when gunmen believed to be members of the outlawed Bangsamoro Islamic Freedom Fighters (BIFF) fired at them.

Maj. Gen. Diosdado Carreon, 6th Infantry Division commander, said Buka is a sub-commander of the BIFF terror group.


“As the troops were approaching a safe house, they were fired at by the gunmen, triggering a five-minute exchange of gunfire,” Carreon said, adding that Buka and his men managed to escape.

Recovered inside Buka’s safe house were one KG9 rifle, an M79 grenade launcher, a homemade shotgun, a caliber .40 pistol, an M14 rifle, one riflescope, a gas cylinder of an M60 machine gun, assorted magazines, and ammunition.

The arrest warrant against Buka was issued by Judge Melanio M. Guerrero of Regional Trial Court Branch 20 in Tacurong City on May 4, 2017.

Carreon, concurrent head of Joint Task Force Central, vowed to "relentlessly pursue" wanted persons and lawless elements in its area of assignment. He also commended the troops for the recovery of high-powered guns and ammunition.

Pinabubulaanan ng LdGC-NPA-Mindoro ang ipinakalat na fake news ng 4th IBPA, 203rd Brigade na nagkaroon ng engkwentro sa pagitan ng yunit ng NPA-Mindoro at tropa ng 4th IBPA sa Brgy. Cambunang noong Enero 26, at ang diumano’y pagkakapatay rito ng isang kadre ng NPA na si “Ka Sander”.

Walang presensya ng yunit ng NPA sa Cambunang, Bulalacao ng araw at oras na iyon. Ang tinuturong namatay na kadre ng NPA na si Ka Sander ay isang sibilyan na si JR Mercado na hinuli, tinortyur at sinalbeyds ng 4th IBPA.

Kabaligtaran sa pahayag ni Lt.Colonel Connie Salas ng Oriental Mindoro-Provincial Police Office, hindi namatay si JR Mercado sa isang engkwentrong labanan bagkus ay hinuli siya ng mga nag-ooperasyong 4th IB sa pamumuno ni Captain Ruben L. Gadut. Ayon sa salaysay ng mga saksi, matapos siyang hulihin, tinortyur siya hanggang sa sinalbeyds. Hindi pa nasapatan, ibinaon si JR Mercado nang walang kabaong sa libingang hukay lang ng backhoe.

Nananawagan ang LdGC-NPA-Mindoro na dapat mabigyan ng katarungan ang sinapit ni JR Mercado at dapat na mapanagot ang mga opisyal at pwersa ng 203rd Brigade, 4th IBPA at PNP-MIMAROPA na nagsagawa at nagkutsabahan sa nasabing krimen.

Ganito din ang ginawa ng mga pwersa ng 76th IBPA, 203rd Brigade at PNP-MIMAROPA kay Mark Ederson Valencia delos Santos. Si Mark Ederson ay walang awang pinaslang ng pwersa 76th IB noong Enero 31 sa barangay Happy Valley, Socorro, Oriental Mindoro.

Dahil bigo ang 203rd Brigade sa mga inilunsad nitong atake laban sa LdGC-NPA-Mindoro nitong Enero, ibinabaling nito ang labis na galit sa mamamayan. Labis-labis na pagpapapahirap hanggang sa mamatay ang dinanas ng mga biktima sa kamay ng malulupit na pwersa ng AFP-PNP. Malinaw ito na pagpapakita ng kanilang desperasyon at pagiging berdugo.

Mabibigo ang AFP-PNP at ang rehimeng Duterte kung iniisip niyang sa pamamagitan ng pamamaslang at pananakot sa mamamayan ay mapapatigil ang rebolusyonaryong paglaban. Kabaliktaran, lalong mamumulat ang mamamayan sa pangangailangan ng armadong pakikibaka at sa kahalagahan ng NPA sa buhay nila. Lalong dadami ang sasampa sa NPA at hahawak ng armas. Inutil ang gubyernong Duterte sa pagbibigay ng serbisyong sosyal at tulong sa mga biktima ng pagsabog ng bulkang Taal. Hindi handa ang reaksyunaryong gubyerno sa pagsaklolo sa mamamayang biktima at apektado ng sakuna sa kabila ng abiso ng PhilVolcs walong buwan bago ang insidente. Lantaran ang pagpapabaya ng rehimen sa mga Batangueño at palpak ang mga programa nito para ipagkaloob ang kanilang mga pangangailangan.

Kulang na kulang ang inilalaang serbisyong sosyal at pondo ng rehimen para sa tinatayang aabot sa 300,000 na apektado ng sakuna. Nagmula ang kalakhan ng mga biktima sa Batangas, at ang iba pa’y mula sa ilang bayan ng Cavite, Laguna, Quezon at Mindoro na abot ng buga ng abo ng bulkan.

Sa unang linggo ng sakuna, sa Batangas pa lamang, aabot ng P17.2 milyon ang pondong inilaan ng gubyernong Duterte para sa 16,000 pamilya 0 70,000 indibidwal na nasa 300 evacuation centers. Katumbas ito ng P152 kada pamilya o P35 bawat indibidwal sa loob ng 7 araw. Labas pa rito ang may 6,000 pamilya na wala sa mga evacuation centers. Dumami pa ito sa pagtagal ng pagsabog ng bulkan.

Walang ginawang paghahanda ang rehimen. Ni hindi naglunsad ng drills ang lokal na ahensya para sa nakaambang sakuna. Nagtuturuan ang mga ahensya sa kakulangan ng paghahanda at abiso sa mamamayan. Kulang na kulang ang mga evacuation centers at ngayon pa lamang pinag-uusapan sa kongreso ang pagpapagawa ng panibago. Hindi rin naihanda ng rehimen ang mga N-95 face mask na kinakailangan ng mamamayan para hindi malanghap ang nakakalasong usok ng bulkan. Ginawang katatawanan na lamang ng gubyernong Duterte ang kakulangan nito kung saan ipinanawagan nilang gumamit na lamang ang mga apektado ng mga improvised face mask tulad ng bimpo, panty at bra.

Samantala, sa harap ng dinaranas na paghihirap ng mamamayan sa sakuna, ginamit pang oportunidad ng mga lokal at tradisyunal na pulitiko ang sakuna para magpakitang-gilas sa susunod na eleksyon. Kanya-kanya sila sa paghahambog sa mga nagawang ambag sa mamamayan gayong ga-mumo lamang ang tulong na ibinibigay nila. Sa kabilang banda, ni hindi bumisita si Duterte sa kalagayan ng mga biktima, bagkus, ipinaubaya na lamang sa mga lokal na yunit ng gubyerno para makaiwas sa sisi. Hindi man lang magawa ni Duterte na personal na makiramay sa mga biktima

Kulang na kulang ang pondo para sa Calamity Fund ng Batangas. Inamin ito mismo ni Gov. Mandanas. Aabot lamang ng P50 bilyon ang pinangako ng reaksyunaryong gubyerno, gayong P200 bilyon ang kailangan para sa sapat na suporta sa pangangailangan ng mga biktima.

Wasak na wasak ang sektor ng agrikultura sa Batangas kung saan pumalo sa P3.06 bilyon ang kabuuang pinsala. Sa halip na tulungan ang mamamayan na isalba ang kanilang kabuhayan, tahasang pinagbabawalan ang mga magsasaka at mangingisda na isalba ang kakarampot ng natitira nilang ari-arian at mga hayop. Sa halip, mas ipinauuna pa ni Duterte ang interes ng mga dayuhang negosyante at burgesya kumprador. Ibinukas niya ang Tagaytay City upang mag-opereyt ang mga negosyo doon at pagbigyan ang mga turistang gustong manood ng pagsabog ng bulkan.

Sa harap ng kainutilan at kapabayaan ng gubyernong Duterte, nananawagan kami sa mamamayan na magkaisa upang makamit ang kanilang mga karapatan at pangangailangan. Magkapit-bisig silang kalampagin ang gubyernong Duterte para ibigay ang kanilang mga batayang pangangailangan at hinihinging suporta sa muling pagbangon.

Samantala, sa mga eryang saklaw ng gubyernong bayan, patuloy ang pagmomobilisa at pagbibigay tulong at serbisyo ng mga kaalyadong organisasyon ng NDFP sa ilalim ng programang relief and rehabilitation. Maaasahan din ng mamamayan ang NPA sa pagbibigay ng mga serbisyong medikal at psycho-social sa mga nangangailangan.

Ang pagbangon ng mamamayan sa mga sakuna at kalamidad ay magmumula sa sama-samang pagsisikap ng bayan. Hindi ito kayang isakatuparan sa ilalim ng malakolonyal at malapyudal na lipunan, kung saan pinagsasamantalahan ng mga naghaharing-uri ang kalagayan ng mga biktima ng mga sakuna. Kailangan ang tuluy-tuloy na pagkilos ng mamamayan para ibagsak ang rehimeng US-Duterte at maitayo ang tunay na gubyernong maglilingkod sa kanilang interes.###
