VARIOUS groups have called for the immediate release of the five young activists in Tacloban City following their arrest on Friday, February 7, for the alleged violation of Republic Act (RA) 10591 or the “Comprehensive Firearms and Ammunition Regulation Act."

The suspects were identified as Marissa Cabaljao, leader of the Coalition of Typhoon Yolanda victims People Surge; Frenchie Cumpio, community journalist from Eastern Vista; Alexander Abinguna of rights group Katungod-Sinirangan Bisayas; Mira Legion of Bagong Alyansang Makabayan-Eastern Visayas; and Marielle Domequil of Rural Missionaries of the Philippines (RMP).

The five activists, who all are members of progressive organizations, were arrested in two simultaneous operations by police and army operatives at around 2:30 a.m. Friday by virtue of search warrants dated February 3, 2020 and issued by Judge Eligio Petilla of Regional Trial Court (RTC) Branch 44 in Tacloban.

“We are calling on all advocates and communities to defend the rights of defenders against these attacks,” said human rights group Karapatan.

“How can high profile and visible people working in open legal organizations doing perfectly legal and constitutionally-protected advocacy commit or be committing patently criminal acts and yet not be in hiding? This is illegalizing otherwise legal acts, behavior, and individuals,” added National Union of People’s Lawyers (Nupl) in a statement.

However, Major General Pio Diñoso III, commander of 8th Infantry Division in the region, said the arrest of the five suspects “was the result of the cooperation from the community and security forces...to neutralize the members of communist terrorist group and end local communist armed conflict in the Eastern Visayas.”

Recovered and confiscated from Cumpio alyas “Pen”, alleged secretary of Regional White Area Committee (Rwac-Evrpc) and Domequil alyas “Maye”, alleged member of Rwac-Evrpc were one unit Taurus Caliber .45 pistol, one unit Colt Caliber .45 pistol, two magazine assembly for Caliber .45, 14 live ammunition for Caliber .45, two fragmentation grenades, one piece red flag with Communist Party of the Philippines-New People's Army (CPP-NPA) symbol, and cash amounting to P557,360.00.

Also recovered and confiscated from Legion, Cabaljo, and Abinguna were two Caliber .45 pistols, one KG9 rifle, one improvised claymore mine, two magazine assembly for Caliber .45, one magazine assembly for KG9, fifteen rounds live ammunition for Caliber .45 and 17 rounds live ammunitions for 9mm, police said.

“The five strongly denied the accusations and regarded the raid as part of the coordinated attacks to silence progressive groups in the Philippines under Duterte administration,” said the UP Vista, official student publication of the University of the Philippines-Visayas Tacloban College.

“Cumpio’s arrest is clearly part of government’s crackdown against not only these supposed communist fronts but the critical media, mainstream and alternative, as well,” added the National Union of Journalists of the Philippines (Nujp). (SunStar Philippines)

CAMP SIONGCO, Datu Odin Sinsuat, Maguindanao, Philippines –At least, three gunmen of the Islamic State (IS)-linked Bangsamoro Islamic Freedom Fighters (BIFF) were hurt in a clash with government forces in Cotabato province on Saturday.

The clash also led to the discovery of bomb-making components and “already-made” improvised explosive devices (IEDs) in the area, said Brig. Gen. Roberto Capulong, 602nd Infantry Brigade commander.

Capulong said troops of the 7th Infantry Battalion, led by Lt. Colonel Niel Roldan, clashed with the group of BIFF bomb makers known only as Daurin Manampan and his brother Katato while on combat operations in Barangay Manaulanan, Pikit town in Cotabato about 6 a.m. Saturday.

He said the soldiers first spotted the armed men in Sitio Blah of Barangay Manaulanan that triggered a brief firefight.

“Some of the gunmen scampered to different directions, leaving behind personal belongings, bullets, mobile phones and bomb-making components,” Roldan said in a report to Capulong.

“No casualty (was reported) on the government side,” Roldan added.

The Army official said the local Moro Islamic Liberation Front (MILF) took part in the operation.

Malacañang on Sunday denied that some Cabinet members have clashed over President Rodrigo Duterte’s stance on the termination of the Philippines’ Visiting Forces Agreement (VFA) with the United States (US).

Presidential Spokesperson Salvador Panelo made the clarification following news reports about the supposed inconsistencies regarding the revocation of the VFA.

In a press statement sent to Palace reporters on Sunday night, Panelo said it is “amusing” that some media outlets are claiming that Cabinet officials are contradicting one another about the President’s order to issue a notice of termination for the VFA.

“There is neither contradiction nor inconsistency among the statements made by this representation, Executive Secretary Salvador Medialdea and Secretary of National Defense Delfin Lorenzana concerning this matter,” he said.

“What is inaccurate and untrue are news articles saying that there is an internal clash within the President's Cabinet on the situation. There is none. We are always in unison with respect to the policies enunciated by the President,” Panelo added.

He was referring to Medialdea and Lorenzana’s remarks on Saturday that the President has no instruction yet to send a formal notification to the US about the Philippines’ decision to scrap the VFA.

The two Cabinet officials’ statements came after Panelo announced on Friday that Duterte had instructed Medialdea to tell Foreign Affairs Secretary Teodoro Locsin Jr. to send the notice of termination to the US government.

Panelo attested to the accuracy of Medialdea and Lorenzana’s statements.

“Secretary Lorenzana said that the President has not given any instruction to Secretary Locsin to undertake steps on the termination yet. Meanwhile, Executive Secretary Medialdea confirmed that he has not received any instruction to relay the message to anyone yet,” he said.

“If the President has not given his instruction yet, then the statements of Executive Secretary Medialdea and Secretary Lorenzana are accurate. This, however, does not mean that the information I shared with the media on the President's decision with regard to the VFA is inaccurate or untrue. It simply means that the Executive Secretary has yet to receive the directive from the President,” Panelo added.

In an interview with dzIQ on Sunday morning, Panelo said the President is expected to transmit a formal written order to Medialdea on Monday with regard to the planned termination of VFA between Manila and Washington.

The VFA, signed in February 1998, sets conditions for the conduct of visit of US troops in the Philippines.

Under the agreement, American forces can visit the Philippines sans passport and visa regulations, and use their permits and licenses in the host country.

The agreement also provides that the Philippines will take primary jurisdiction over US military personnel who commit or are accused of a crime in the country, unless the offense is related to US security or is only punishable under US law.

On the other hand, the US takes primary jurisdiction over their personnel if they commit offenses against US property or security or against fellow US personnel and their property. They also have primary jurisdiction over their personnel in offenses committed in the performance of official duty.

Duterte decided to revoke the VFA after the US cancelled the visa of his long-time ally, Senator Ronald dela Rosa.

The VFA will be deemed terminated 180 days after the US receives formal notice of termination of the VFA from the Philippines.

Three villages in conflict-affected Datu Saudi Ampatuan (DSA) in Maguindanao declared Sunday “persona non grata” the Islamic State-linked Bangsamoro Islamic Freedom Fighters and Dawlah Islamiya terrorist (DITG).

During the gathering for Community Support Program on Preventing and Countering Violent Extremism (CSP-PCVE), local officials of Barangays Gawang, Kitapok, and Kitango of DSA approved a joint resolution denouncing the atrocities committed by the BIFF and DITG and declaring them “persona non grata” in their communities.

The remote areas of DSA and nearby areas near the Liguasan Marsh are frequently being harassed by the BIFF and DITG elements.

Meanwhile, Lt. Colonel Edwin Alburo, 57th Infantry Battalion (IB) commander, vowed to protect the residents under his area of assignment against "violent extremism espoused by the terrorist groups".

“Your 57IB is doing its best in serving and securing the constituents in the unit area of operation and will continue its work to attain lasting peace,” Alburo said.

The 57th IB initiated the gathering at the town gymnasium for the three adjoining villages of Gawang, Kitapok, and Kitango to educate residents on the dangers of violent extremism.

Alburo said the objective of the gathering was to support the Army’s Development Security and Support Plan (DSSP), more known as “Kapayapaan,” to insulate the populace from violent extremism and educate them on the evil effects of terrorism.

“It aims to prevent the locals from being persuaded or recruited by extremist and terror groups such as the BIFF and DITG,” Alburo said.

Colonel Jose Mamon, 601st deputy brigade commander, also spoke on the government’s overview of governance, development, and security during the gathering.

“There can be no sustainable development without peace and there can be no peace without development,” Mamon said.

Vice Mayor Rommel Agan said Monday it would be "a great loss" for this city if President Rodrigo Duterte scraps the Visiting Forces Agreement (VFA) with the United States.

Agan noted that the U.S. has been a long-time ally of the Philippines and the city has received numerous assistance such as equipment for the police and the military.

“We appreciate the assistance we received from our ally (America); we even benefited from them during the 2013 siege. For so long, we have very good relations with the US. It's going to be a great loss,” Agan said.

However, he said foreign relations and matters of national security should best be left to the concerned departments of the national government to address the issue.

Mayor Maria Isabelle Climaco-Salazar earlier noted that the US has also done more to improve the Zamboanga International Airport, specifically during the time of then US Ambassador Kristie Kenney.
Local officials noted that the US has provided the Armed Forces of the Philippines (AFP) with weapons and other war materiel and bomb suits, including robotic equipment to the Philippine National Police (PNP).

Capt. Edwin Duco, Zamboanga City Police Office (ZCPO) information officer, said they have also benefited from the US in terms of capability training.

However, Duco said they will submit to the "wisdom of the President" matters relating to foreign relations.

ZAMBOANGA CITY -- Joint police and military operatives have arrested a "financial conduit" of the Sulu-based Abu Sayyaf Group in a law enforcement operation in a remote area in this city, an official said Monday.

Capt. Edwin Duco, Zamboanga City Police Office (ZCPO) information officer, identified the arrested suspect as Abra Adian Marani also known as Abra Hamjari Marani, 45.

Marani was arrested through a search warrant in Barangay Buenavista, this city around 9:30 p.m. Sunday.

Duco said Marani yielded a .45-caliber pistol with seven rounds of live ammunition, a magazine assembly, and a grenade.

Marani is the father-in-law of a certain Abu Talha, who was arrested last year in Barangay Talabaan, this city.

Duco said the suspect is being utilized as "errand and financial conduit" by the Sulu-based ASG bandits.

Various groups have been bringing cheers to children in the remote town of Matuguinao, Samar as a strategy to keep away the young generation from the influence of the New People’s Army (NPA).
In the past three months, these groups held two outreach activities in Matuguinao, a town known for armed encounters between the Philippine Army and the communist terrorist group NPA.

Ma. Ivy Lorraine Morillo, a former town councilor of Matuguinao, said she has been inviting businessmen, private individuals, and other donors to donate goods to children.

The activity is also in partnership with the municipal government, provincial government, Philippine Army’s 63rd Infantry Battalion led by Lt. Col. Rizaldo Laurena, and members of the local lesbian, gay, bisexual, transgender, and questioning (LGBTQ) community.

“Through gift-giving and feeding, we hope to inspire children to study hard and help their families and our town in the future instead of joining insurgents,” Morillo said on Monday.

On Saturday, their group gathered children from Mahanud, Angyap, Deit, Libertad, and Nagpapacao villages for the distribution of 300 pairs of flip flops, toys, bags, slippers, balls, and shirts.

Donors held the outreach activity in Deit village, some nine kilometers away from the town center.

The community can be reached through a single motorcycle ride and a 30-minute hike crossing three rivers.

Businessmen from Tacloban City also brought the feeding program dubbed as “Duterte Kitchen” to Matuguinao town.

“Duterte’s Kitchen”, named after President Rodrigo Duterte, was started by a group of volunteers in Cubao, Quezon City in October 2016.

The advocates behind it seek to address hunger among Filipinos, as expressed in their tagline “Wala nang matutulog na gutom (No one will go to sleep hungry)".

Morillo said the initiative is in support of the local government’s anti-insurgency drive, a top priority of Mayor Aran Boller.

In earlier interviews, the mayor said development has been elusive for Matuguinao because of the NPA’s presence in the town's villages and their constant threat to residents.

The town is a fifth-class municipality with a population of almost 8,000 people from 20 villages and was only connected to the national road in 2018 after the completion of 21-kilometer Gandara-Matuguinao Road funded by the Office of the Presidential Adviser on the Peace Process.

KAPALONG, Davao del Norte -- Three hundred housing units and a multipurpose tribal center were turned over to residents of indigenous peoples communities in Barangay Gupitan here through the national government’s PAyapa at MAsaganang PamayaNAn (PAMANA) program.

With a total cost of PHP53 million, the PAMANA-funded infrastructure projects were built through the Department of Social Welfare and Development’s (DSWD) Modified Shelter Assistance Program and will benefit the people of Sitio Kapatagan and Sitio Kimataan in this municipality known for its thriving agriculture sector.

“Ang mga proyektong ating ibinahagi ngayon ay naglalayong mabigyan ng disenteng tahanan ang ating mga kapatid na lumad dito sa Kapalong. (The project we have turned over now aim to provide decent housing to our lumad brothers and sisters in Kapalong),” Office of the Presidential Adviser on the Peace Process (OPAPP) Director Andres S. Aguinaldo Jr. said, as he underscored the impact of the housing project on beneficiary communities during the turnover ceremony on February 4.

“Alam po natin ang kahalagahan ng tahanan sa isang pamilyang Pilipino. Ang pagkakaroon ng sariling tahanan ay hindi lamang nagbibigay ng seguridad ngunit, higit sa lahat, ay dignidad sa lahat ng nagmamay-ari nito (We know how valuable a house is to a Filipino family. Having a house you can call your own will not only give a greater sense of security, but more importantly, dignity to those who own them),” Aguinaldo said.

Together with local officials, Aguinaldo also witnessed the groundbreaking of the second phase of the shelter program worth more than PHP17 million.

PAMANA is among the national government’s multiagency convergence programs that provide much-needed development assistance to remote, conflict-affected communities throughout the country.

OPAPP is tasked to oversee all PAMANA projects with other line agencies as implementing partners. All of these projects are designed to ensure that no one is left behind in the development process, and everyone enjoys the benefits of economic growth.

According to Aguinaldo, the PAMANA program is highly effective because “it primarily seeks to reduce poverty, address the vulnerability of residents in conflict-affected areas, and strengthen their capacity to address challenges confronting them.”

Addressing roots of armed conflict

“The PAMANA program is in line with the national government’s whole-of-nation approach under Executive Order 70 which aims to create greater synergy in the delivery of services among national government agencies and local government units in underdeveloped, conflict-ridden communities,” he explained.

Through this approach, he said, the government seeks to address the root causes of the decades-long armed rebellion in the country such as poverty and the lack of access to basic services.

“Alam po natin na ang ating mga kapatid na lumad ang mga pangunahing biktima kapag nagkakaroon ng armadong kaguluhan dito sa Mindanao. At ang mas masakit pa rito, sila ang ginagamit na instrumento ng rebeldeng group upang labanan ang kanilang kapwa lumad(We know that the lumads are among the main victims whenever there is an outbreak of armed conflict in Mindanao. What is more disheartening is that they are being used by the rebel groups as instruments to fight their fellow lumad),” Aguinaldo noted.

This is the reason, he said, why the Duterte administration is carrying out initiatives which aim “to give the Filipino people a better and more comfortable life.”

He added that through the PAMANA program, “people will have the capacity to uplift their lives, and consequently, follow the path of peace.”

“As they say, when people have the capacity to put food on the table and provide for the needs of their families, there is no reason for them to participate in armed struggle. And when people enjoy the dividends of progress, they, in turn, are encouraged to help others improve their well-being,” Aguinaldo said.

“As development planners say, peace and development should not be carried out separately but should be undertaken simultaneously. This is the lesson the PAMANA program would like to impart not only with its project beneficiaries but to all Filipinos,” he added.

Empowering communities

In 2019, PAMANA projects worth PHP387 million were implemented through the DSWD’s Community-Driven Development Program for Indigenous Peoples (IP-CDD); the National Commission on Indigenous Peoples (NCIP) for the provision of educational assistance programs for IP communities; and the Philippine Health Insurance Corporation for the awarding of health insurance coverage to lumad beneficiaries.

To provide greater assistance to more remote, underdeveloped communities across the country, particularly in conflict-ridden and vulnerable areas, OPAPP proposed to Congress a PHP3.8-billion PAMANA budget for the fiscal year 2020.

Presidential Peace Adviser Carlito G. Galvez Jr. is hopeful that the proposed PAMANA budget will be approved by the legislative body, as this will help bring sustainable development and long-lasting peace to the target communities.

“Projects such as farm-to-market roads, water supply systems, livelihood programs, and environmental protection initiatives are designed to be impact-driven, and will hugely contribute to boosting socio-economic development in the countryside, especially in last-mile communities,” Galvez said.

To date, the PAMANA program has benefitted communities in the Cordillera Administrative Region, Bicol-Quezon-Mindoro, Negros and Panay area, Davao-Compostella Valley-Caraga zones, Central Mindanao, and ZamBaSulTa (Zamboanga, Basilan, Sulu, and Tawi-Tawi).

TACLOBAN CITY, Feb. 10 (PIA)—Once more, security forces have warned the youth to stay away from the enticing ways of the leftist movement.

In a presscon on February 7, 802nd Brigade Commander Lope Dagoy talked extensively of how the leftists lure minors into their fold.

"Lolokohin nila or dadayain nila ang mga minors," Dagoy said in a presscon posted at the 802nd Infantry Bde. social media account.

This came after the arrest of some young members of the white party committee on February 7.

The joint forces through a warrant of arrest, apprehended Frenchie Mae Castro Cumpio, 20 years old, Secretary of the Regional Area White Committee-Eastern Visayas Regional Party Committee and four others in Tacloban City on February 7.

While the students and other left-leaning members decry the arrest, claiming they are merely student activists, Dagoy believes otherwise.

"Kadre ito, kadre, nag recruit ng kabataan including panlilinlang nila na kunwari may program para sa kabataan." (These are cadres, recruiting the youth, mostly minors, claiming they have programs for the youth.)

"Pinapalutang kasi nila na legal sila, hindi tutuo yun. Sila ay mga kadre." (They are claiming they are the legal front, but it is not true.)

Others arrested were identified as Marissa Abayare, 33, a member of the RWAC-EVRPC and Secretary General of the People Surge Alliance-Eastern Visayas, Mira Dalla Destura Legion , 21 years old, an EXECOM Member of KAGUMA-EV and Chairperson Anak-Bayan-Eastern Visayas.

Earlier, in another presscon at PIAs Panginsayod on February 5, Dagoy sternly warned the youth about the deceitful ways of the left.

"Sobra na yung panlilinlang nila, minors na isasali sa rally, once na mainvolve yung minors, ibang usapan nayan," (Their recruitment is too much, they drag along minors to mass protests, that is a different story, altogether.) Dagoy said.

The suspects have been under surveillance for sometime and that firearms, 14 live ammunitions, hand grenade and a red flag with CPP NPA symbol and over half a million pesos were recovered with their arrest.

"Hindi yan tutuong may planong kabutihan sa youth, hindi nila aaminin yan, nag report na community doon na ka duda duda gawain nila,"(It is not true that they have good plans for the youth, they will not admit it, but the community reported their suspicious acts.) Dagoy said.

CATBALOGAN City, Feb. 10 (PIA) – A total of 190 new candidate soldiers of the Philippine Army took their oath of duty on Friday, February 7, at the Army’s 8th Infantry Division Grandstand in Catbalogan City.

The oath taking ceremony was immediately followed by the opening of the Philippine Army Candidate Soldier Course Class 633 – 2020.

In his welcome message, Col. Perfecto P. Peñaredondo, chief of staff of 8ID said, “We were fair, firm and friendly in our selection so that as they embark in the next six months of training, they will be transformed from boys to men of honor, duty and patriotism.”

Meanwhile, Gov. Reynolds Michael T. Tan, in his inspirational message said, “I am one with you in all the endeavors of the Philippine Army. We have always been and we will always be one with you especially now that EO 70 is in place. We should work together - the local leadership, the local government unit and the Army.

“We should all strive to end communist insurgency here in Samar,” Tan added.

On the other hand, Brig. Gen. Ramil M. Bitong AFP, Assistant Division Commander of 8ID and keynote speaker said that being enrolled in the Philippine Army Candidate Soldier Course is a once in a lifetime event.

“Today you are to leave your previous lifestyle, your comfort zones and learn to live with the level of discipline and courtesy expected from a soldier,” BGen Bitong added.

He also reminded them that the process won’t be easy and far from the life they have been accustomed to. He also stressed that one must be bold, courageous and persistent in joining the Philippine Army.

The 190 candidate soldiers came from different provinces all over the country, 135-Samar; 43-Leyte; 1-Iloilo; 2-Cebu; 1-Negros Oriental; 2-Luzon and 6 from Mindanao.

TACLOBAN CITY, Feb.10 (PIA) -- The two separate and simultaneous raids at the two CTG safe houses in Tacloban were legal, the PNP-AFP joint task force informed.

The joint task force said the raids were covered by search warrants issued on February 3, 2020 by Hon. Judge Eligio P. Petilla, Executive Judge of Regional Trial Court Branch 44, Tacloban City.

The raiding teams composed of CIDG RFU8, PNP PRO-8 and AFP were also accompanied by two barangay kagawad in each location where search warrants were served.

The two barangay officials in each raid signed as witnesses and attested to the orderly conduct of the search, the joint task force teams added.

To recall, two simultaneous raids were conducted around 2:30 a.m. of February 7 in Tacloban City.

One was conducted at Calanipawan Road, Barangay 96, while the other one was conducted at Bañezville, Fatima Village, Barangay 77.

The searched houses are located in Gumamela St., Bañezville II, Fatima Village, Brgy. 77, Tacloban City, Leyte (SW1 # 2020-02-02) and Calanipawan St., Brgy. 96 (Calanipawan), Tacloban City, Leyte (SW2 # 2020-02-02).

Reports disclosed that these houses were being maintained by the CTGs of Eastern Visayas as their safe houses in Tacloban City.

Incidental to the lawful search, the government security forces arrested the CTG personalities who were found to have an actual and/or constructive control and possession of illegal firearms, ammunitions and other contraband items inside the searched houses.

Arrested was Frenchie Mae Cumpio@PEN, 20 years old, Secretary, Regional White Area Command- Eastern Visayas Regional Party Committee (RWAC EVRPC).

Aside from Cumpio, the simultaneous implementation of the said Search Warrant at Calanipawan street, Brgy. 96, Calanipawan, Tacloban City, Leyte (SW1 # 2020-02-02) also resulted to the arrest of Marielle Alvez Domequil @Maye, 22 years old, a member of RWAC-EVRPC and Finance Officer of Rural Missionaries of the Philippines-Eastern Visayas (RMP-EV).

Meanwhile, the implementation of the search warrant in Gumamela St, Bañezville II, Fatima Village, Brgy 77, Tacloban City, Leyte (SW2 # 2020-02-02) resulted to the arrest of Alexander Philip Dizon Abinguna @Chakoy, 24 years old, a member of RWAC-EVRPC and Secretary General of Alyansa han Pagpanalipud han Tawhanon nga Katungod-Sinirangan Bisayas (KATUNGOD-SB); Marissa Abayare Cabaljao @Harupay, 33 years old, a member of RWAC-EVRPC and Secretary General of People Surge Alliance-Eastern Visayas (PSA-EV); and Mira Dalla Destura Legion @Lira, 21 years old, an EXECOM Member of KAGUMA-EV and Chairperson, Anak Bayan – Eastern Visayas.

Seized items during the search and seizure operation conducted in the safe house in Calanipawan street, Brgy. 96, Calanipawan, Tacloban City, Leyte were one (1) unit cal 45 pistol, Taurus with Serial Number 125373; one (1) unit cal 45 pistol, Colt with Serial Number 825631; two (2) magazine assembly for cal 45; fourteen (14) live ammo for cal 45; two (2) fragmentation hand grenades; one (1) pc colored red flag with CPP-NPA symbol; and cash amounting to Php557,360 for safekeeping as witnessed by barangay officials.

On the other hand, seized items during the search and seizure operation conducted in the safe house in Gumamela St, Bañezville II, Fatima Village, Brgy. 77, Tacloban City, Leyte yielded two (2) Cal 45 pistols; one (1) KG9 rifle; one (1) improvised claymore mine; two (2) mag assay for cal 45; one (1) mag assay for kg9; 15 rounds live ammos for cal 45; and 17 round live ammos for 9mm.

The CTG personalities were arrested for violation of RA 10591 or otherwise known as “An Act Providing for a Comprehensive Law on Firearms and Ammunitions,” and for violation of RA 9516 for illegally possessing explosives.

The arrested personalities and the seized illegal items are now under the custody of PNP Regional Office, Palo, Leyte for documentation and proper disposition. Inquest proceedings were conducted late afternoon of Friday, it was learned. (PIA8/RTF-ELCAC Stratcom Cluster)

TALACOGON, Agusan del Sur, Feb. 10 - Prior to their deployment, the Community Support Program (CSP) Team of the Philippine Army has undergone series of lectures regarding the native’s customs and traditions in the area of operation, held recently at the 26th Infantry “Ever Onward” Battalion (26IB) Headquarters.

Carlos M. Otacan, alias Datu Balobagyo, the Indigenous Peoples Mandatory Representative (IPMR) of Esperanza, Agusan del Sur, together with other IP leaders actively joined in the said activity. Otacan discussed briefly the Indigenous People's Rights Act (IPRA) laws while the other tribal leaders discussed the different customs and traditions of their respective tribes namely Manobo, Higaonon, and Banwaon, among others.

“Respect begets respect. If you respect the natives' way of life and beliefs, surely you will earn their respect too,” Otacan said.

According to Lt. Col. Romeo C. Jimenea, the commanding officer of 26th IB, the said lecture was part of the retraining program for the CSP teams before their immersion in the community, to serve as their diplomatic weapon in dealing with the IP communities. He further said that the knowledge that they will acquire from the lectures is very necessary for winning the trust and confidence of the populace.



“Respect the IP members, be kind and set good examples because you will represent the government. If you learn to adapt their customs and traditions, you will win the hearts and minds of the IP community,” said Jimenea.

“We belie all issues of the leftist group that the CSP is part of militarization in the countryside. The objective of the CSP is to serve as a bridge between the community and concerned government agencies, to deliver basic services and address the community’s concerns. If we accomplish all of these, for sure, there will be no more victims of the Communist Party of the Philippines - New People’s Army (CPP-NPA’s) deception and propaganda,” Jimenea added. (1Lt. Ayon kay 91st IB Commander Lieutenant Colonel Reandrew Rubio, ang mga naturang indibidwal ay titiyaking maayos na pakikitunguhan at dadaan sa mga pagsusuri upang makakuha ng tulong pinansiyal at kabuhayan mula sa Enhanced Comprehensive Local Integration Program o E-CLIP.

Kabilang sa mga sumuko ay sina alyas BM/Diane/Pil at alyas Jay/Uri na mga miyembro ng Platoon Dos ng Kilusang Larangang Sierra Madre.

Katuwang ng mga kasundaluhan sa matagumpay pagsuko ng mga dating rebelde ang Nueva Ecija Police Provincial Office at Criminal Investigation and Detection Group – Nueva Ecija.

Samantala, isang supporter o contact ng NPA din ang sumuko sa mga kasundaluhan ng 84th Infantry Battalion at mga kapulisan sa bayan ng Aliaga.

WHOLE-OF-NATION APPROACH. Tumauni Police Station succesfully conducted its Kapihan on January 30, 2020 at the Sierra Madre range Barangay Camasi in Tumauini, Isabela.

TUGUEGARAO CITY, Cagayan, Feb. 10 (PIA) – It’s literally a ‘Kapihan’ between the police station personnel and the community members after all!

The Project Kapihan is a one stop shop activity of the Tumauni Police Station dubbed as “Talakayan ng Mamamayan at kaPulisan para sa Seguridad ng Bayan.”

During 'Kapihan', personnel of the Tumauni Police Station thru the leadership of Police Major Eugenio L. Mallillin go to the community early in the morning to have a coffee date literally with the members of the community particularly barangay officials, purok leaders, Sangguniang Kabataan (SK) officials and barangay tanods while having casual dialogue.

Unlike other dialogues, the Kapihan is conducted either under trees, in an open space in front of one of the attendees, or any area that would not require complicated logistical concerns.

Major Mallillin said during Kapihan, Tumauini PS personnel initiate a conversation on issues and concerns with the residents in a certain barangay empowering them to get involved in providing services for a better community.

Among the topics discussed during Kapihan are: the intentions of the Executive Order 70 and Retooled Community Support Program of the Department of the Interior and Local Government in Ending the Local Communist Armed Conflicts; RA 9262 or the Anti-Violence Against Women and their Children Act of 2004; RA 9165 or the Comprehensive Dangerous Drugs Act of 2002) and its salient provisions; DO’s and DON’T’s of First Responders; Citizen’s Arrest; Crime Scene Preservation; CATA (Community Anti-Terrorism Awareness; and Barangay Justice System.

“We also currently amplifying yung EO 70 or the ELCAC and the RCSP, in a casual manner of explaining yung root causes and how the PNP and LGU can provide basic services for better appreciation sa purpose nito [project],” said Mallillin.

The activity was also a venue for the police station to inform the attendees on the different activities and programs of the PNP in their community such as Tumauini Batang Henyo, 2nd Henyong Basketball League for a Cause, and "Bola Kontra Droga at Terorismo."

For his part, Police Colonel Mariano C. rodriguez, Isabela Police Provincial Office Director said thsi initiative of the Tumauini Police Station should be replicated by all COPs.

In his acceptance message, Col. Ferdinand Barandon, newly installed 403rd Brigade commander, urges all stakeholders and partners to collaborate and continuously fuel their enthusiasm and trailblazing efforts on ending local communist armed conflict (PIA-10)

Col. Barandon replaced Brigadier-General Edgardo de Leon, who was assigned at the General Headquarters of the Armed Forces of the Philippines (AFP) as deputy chief-of-staff for civil-military operations.

In his acceptance message, Col. Barandon urged members of the Peacemaker team to continue to press on with the fight to end local communist armed conflict while leaving the door for reconciliation open for more rebels to rejoin the mainstream society

"We shall continue the momentum of our campaign and bring the fight in the guerilla bases,... we shall also protect our gains by continuously and steadfastly shielding the people and their communities who were previously radicalized by CTG (communist terrorist group)," he said.

Admitting that the army cannot do the fight against insurgency alone, Col. Barandon implored all 403rd Brigade stakeholders and partners to collaborate and continuously fuel their enthusiasm and trailblazing efforts on ending local communist armed conflict through the regional and local task forces.

Meanwhile, BGen. De Leon expressed gratitude to all the partners of the Brigade for making the convergence efforts against the CTG in his area of operations a success. "Your trust and confidence have driven me to persevere against the many challenges of a brigade commander," he said.

The turnover ceremony was presided by Major General Franco Nemesio Gacal, commander of the 4th Infantry Division, Philippine Army, based in Cagayan de Oro.

In his message, Gacal instructed Col. Barandon to sustain the gains, especially in the whole-of-nation campaign.

"Continue to be responsive on the peace and security needs of our constituents, I want you to lead all efforts to ensure physically and psychologically safe and secure environment conducive to economic development," he said.

He also directed Col. Barandon to maximize utilizing all the ground units under the 403rd Brigade to pursue peace and development initiatives and address the root causes of conflict in their area of operations.

Moreover, he told him to support the implementation of the Enhanced Comprehensive Integration Program (E-CLIP) and other integration mechanisms available so that those who wish to surrender will be given a chance. MACO, Davao de Oro, Feb. 10 -- After around 15 days of focused military operations and dialogues, six regular New Peoples Army (NPA) members, and nine Militia ng Bayan (MB) members have surrendered on Monday, February 3, 2020 in La Paz town, Agusan del Sur.

The communist combatants submitted with them 17 high and low powered firearms, and other war materiels during their surrender to La Paz Mayor Michael Lim.

Also present during the surrender were 1001st Infantry Brigade Deputy Brigade Commander Colonel Glenn Jun Calambuhay, and 60th Infantry Battalion Commanding Officer Lieutenant Colonel Ronaldo Sarmiento.

According to reports, one of the surrenderers approached the municipal and army officials during the Pulong-pulong at Barangay Kasapa 2, La Paz town at around 9:00 a.m., tipping them that he and his comrades wanted to lay down their arms.

Around an hour later, some 15 men came and surrendered, bringing with them 10 garand and homemade rifles, one shotgun, six pistols, and assorted magazines.

With such action, Brigade Commander Colonel John Oberio of the 1001st Infantry Brigade stressed that the group will be processed and eventually, receive the cash benefits under Enhanced Comprehensive Local Integration Program (ECLIP).

He said that skills enhancement and livelihood programs from government agencies will also be provided to the surrenderers in the implementation of Executive Order No 70 or utilizing the whole of government and whole of nation approach to end local communist armed conflict (ELCAC).

During the interview, the surrenderers bared that they are among the surviving elements of the last encounter in the area on January 26, 2020.

The military operations in the province of Agusan del Sur was triggered by an information from a concerned citizen last December 2019.

The information said that around 100 armed men started to converge at the hillside of the province, probably to celebrate the anniversary of the Communist Party of the Philippines on December 26.

However, the army was curtailed to pursue the communist group back then due to ceasefire implemented by the Republic of the Philippines last December 23, 2019 to January 7, 2020. It was just on the middle of January 2020 that the military started a focused military operation.

Brigade Commander Colonel Oberio appreciated the the bold actions of the residents, which contributed to the significant development of peace and security in the municipality.

“This turn of events is a clear manifestation that the residents are already tired and exhausted of the intimidation and coercion conducted by the communist group,” Col. Oberio said.

He added that the army troops are still pursuing the remaining elements of the communist group on the ground.

“The 1001st brigade continues to execute its mandate to uplift the peace and security situation in our area while remain relentless in our efforts to crash down this communist terrorist group up to its last member,” he said. (1001st Infantry Brigade/mlu/PIA-Agusan del Sur)

BAYUGAN CITY, Agusan del Sur, Feb. 10 – Department of the Interior and Local Government (DILG) Assistant Secretary for Security Operations Alexander L. Macario, together with Bayugan City Mayor Kirk A. Asis led the inauguration and blessing of the Kalinaw Building held on February 6, 2019 at the 3rd Special Forces “Arrowhead” Battalion headquarters in Barangay Noli, this city.

The Kalinaw Buidling is the first inter-agency facility to support the initiatives of the whole-of-nation approach to End Local Communist Armed Conflict (ELCAC), as it will house the conduct of deradicalization and reintegration programs for Former Rebels (FRs) in the Caraga region.

“Tama na, sobra na. (We had enough, this is too much.) We need to end insurgency, especially here in Bayugan City. Before the deployment of the 3rd Special “Arrowhead” Battalion in our city, we ranked 113th among the competitive cities in the Philippines. After the conduct of Bayanihan Team Activity (BTA) and Community Support Program (CSP) from 2016-2018 by the Special Forces, our ranking significantly increased making us number 12 as of this date. We are grateful for our partnership with the 3rd SF Battalion to bring the basic and social services to the farthest barangays, as we continue to address the root causes of insurgency. That is why, we supported and approved this project,” said Mayor Asis.

“This, I think, is the first of its kind, in the Philippines and I will bring this to the attention of the National Task Force-ELCAC so that they can challenge the local chief executives and local government units (LGUs) nationwide to do the same,“ underscored Asec. Macario.



“Kung gugustuhin ng LGU na tapusin ang insurgency, magagawa ito. Political will talaga and commitment ang kailangan para umunlad pa lalo ang bawat lugar sa Pilipinas. (Should the LGU wants to end the insurgency, it is possible and doable. With great political will and sincere commitment, every region in the country will progress). I commend the City of Bayugan for this peace and development project, which was borne out of the collective ideas of the members of the Bayugan City Peace and Order Council, the Sangguniang Bayan Members and the Mayor,” Macario added.

The Kalinaw Building is a fully furnished three-storey facility that also aims to promote inter-agency collaborations to produce developmental and synergistic ideas that can greatly contribute in building lasting and genuine peace not only in Bayugan City but in the whole Caraga region.


This will also be an instrument of good governance as this will house the conduct of various stakeholders’ capability and capacity building through training and education such as the Retooled Community Support Program orientation to further implement the Executive Order (EO) 70 in the city.

QUEZON CITY, Feb. 10 (PIA) – The Department of National Defense (DND) received some 200 biohazard suits, protective booths and goggles.

Defense Secretary Delfin N. Lorenzana personally received the donation from LT Group and its affiliate PMFTC, Inc. last Friday, February 7 at Camp Aguinaldo, Quezon City.

According to DND, the protective gear will be turned over to the Armed Forces of the Philippines (AFP) for use of emergency responders and medical teams who will handle hazardous and contaminating materials.

The donation will enhance efforts to continuously strengthen the readiness of the AFP as first responders during disaster and crisis situations.

Earlier, Secretary Lorenzana assured that the DND and its attached agencies are more than ready for any task to be given by the Department of Health as part of the ongoing efforts to contain the 2019 novel coronavirus acute respiratory disease (2019-nCoV ARD).

"I will have to rely on the DOH to tell us what they want us to do," Lorenzana said in a PNA interview on Monday.

He was responding to question on what types of assistance the agency can provide aside from volunteering large military camps as possible quarantine zones for people being observed for possible infection of the virus.

Lorenzana earlier said the DOH is looking at the possibility of using the naval station at Caballo Island off Cavite and the Fort Magsaysay Drug Rehabilitation Center in Nueva Ecija as a possible quarantine area for returning overseas Filipino workers from Wuhan, China. (DND/PIA-NCR)

An arms cache of the New People’s Army was recovered by the Army and PNP joint operation led by the 71st Infantry Battalion in Sitio Kidaraan Barangay Anitapan, Mabini, Davao de Oro last week.

Lt. Col. Sonny Gonzales, the commander of 71st IB, said the recovery came after the apprehension of suspect Sales L. Dumaungan, 48, an alleged member of the Milisya ng Bayan under the Guerrilla Front 2 and the surrender of courier Reyboy Cambarijan, alias Boy, in the last week of January.

They allegedly pointed to the location of the hidden contraband.

Authorities recovered one US M14 rifle, two M14 magazines loaded with 29 bullets, two cal. 38 revolvers, and two improvised explosive devices.

SARANGANI PROVINCE – In the mountainous area of Alabel, particularly at Sitio Talifara, Brgy Alegria, Alabel, Sarangani Province, an armed encounter occurred between the section of Alpha Company troops led by 2Lt Val Dulag (MI) PA and Communist terrorist Group under David Sabella @Jerry. The fire fight lasted for 15 minutes that took place at 8:00 in the morning of Feb 07, 2020.

After the encounter, the troops recovered one M16, one M653 rifles, four magazines , one bandoleer, four cellular phones, four flash drives, four memory cards, 23 simcards, and one LBP ATM card.

It was indeed a successful pursuit operation against the Communist Terrorist Group who terrorize, extortionate, disobey the law, and disturb the lives of the affected civilian community. It is unfortunate that fellow Filipinos are being killed because of the propaganda, lies, and deception of the communist terrorist groups.

The 73 Infantry Battalion also enjoined the stakeholders and civilian partners to continue working hand in hand towards the attainment of lasting peace, and sustainable development in Sarangani Province.
