Nakahanda ang Melito Glor Command – New People’s Army Southern Tagalog at mga rebolusyonaryong mamamayan ng Timog Katagalugan na labanan at biguin ang saksakan ng kasinungalingan, berdugo at anti-mamamayan na bagong talagang hepe ng SOLCOM na si Maj. Gen. Antonio Parlade, Jr. Mabibigo ang SOLCOM na gapiin ang rebolusyonaryong kilusan sa Timog Katagalugan.

Isang pangarap na gising ang inaasam ni Parlade na madudurog niya ang CPP-NPA-NDFP sa TK ayon sa panibagong target ng rehimeng US-Duterte na lipulin ito sa loob ng 3 taon. Noong Commanding Officer pa lamang siya ng 203rd Brigade, nabigo siyang ubusin ang NPA sa isla ng Mindoro. Buong pagmamayabang pa niyang sinabing “kayang-kaya” puksain ang NPA sa isla sa loob ng 2 taon mula 2017. Subalit nilisan niya ang 203rd Brigade nang bigo, bagkus, nananatiling matatag na nakatayo ang rebolusyonaryong kilusan sa Mindoro.

Nanalasa si Parlade sa Mindoro mula 2015 hanggang 2018. Nagdulot ng ibayong hirap at siphayo ang mga inilulunsad nilang aerial bombardments at strafing sa mga komunidad at pananim ng mga katutubong Mangyan at magsasaka sa isla. Dinanas ng mamamayan ang matinding militarisasyon kung saan inokupa ng mga berdugong tropa ang mga pampublikong pasilidad at nagsasagawa ng hamletting sa interyor.

Samantala, bilang hepe ng civil-military operations ng AFP, pasimuno siya sa mga pag-atake sa mga ligal na organisasyong naggigiit at lumalaban para sa mga demokratikong karapatan ng mamamayan. Pasimuno siya ng pagpapalaganap ng kasinungalingan at pekeng balita sa bansa. Eksperto siya sa paglulubid ng kasinungalingan para malinlang at matakot ang mamamayan. Dahil dito, wala siyang ni katiting na kredibilidad sa hanay ng mamamayan.

Hindi natatakot ang rebolusyonaryong kilusan sa TK na harapin ang bangis ng atake ng AFP-PNP sa rehiyon sa ilalim ng pamumuno ni Parlade. Sa halip, si Parlade ang dapat manginig sa kanyang kinalalagyan ngayon. Ihanda niya ang kanyang sarili sa kabiguang makamit ang anumang plano na matatalo at mauubos ang NPA sa rehiyon. Sasalubungin ng matutunog na taktikal na opensiba ng NPA ang pagkakatalaga sa kanya bilang bagong hepe ng SOLCOM. Bibigwasan nito ang kanyang pasistang tropa at papatawan ng rebolusyonaryong hustisya bilang parusa sa kanilang mga krimen sa mamamayan.

Nakahanda ang lahat ng mga yunit ng NPA sa mga larangang gerilya na harapin ang papatinding atake ng AFP-PNP sa rehiyon sa ilalim ng pamumuno ni Parlade. Patuloy na magkakaisa ang NPA at mamamayan ng TK. Magkakapit-bisig ang mamamayan sa buong rehiyon para salagin at papurulin ang mga atake ng AFP-PNP. Gagawing bulag at bingi ng mga rebolusyonaryong pwersa at masa ang AFP-PNP sa pagkilos at atake ng NPA. Sa tulungan ng masa at Pulang hukbo, paiigtingin ang mga opensiba laban sa kaaway hanggang sa masaid ang kapasyahang lumaban ng mga tropa ng AFP-PNP at ilagay sa kahihiyan ang sagad-sa-butong anti-mamamayan at mersenaryong si Gen. Parlade.

Mariing kinokondena ng National Democratic Front of the Philippines-Southern Tagalog (NDFP-ST) ang pasistang rehimeng US-Duterte sa pagiging makupad, inutil at kawalan ng mapagpasyang hakbangin paano haharapin at maiwasang makapasok sa bansa ang nakamamatay na novel coronavirus (nCov). Ngayong kumpirmado nang nakapasok sa bansa ang kinakatakutang nCov, walang ibang dapat sisihin ang taumbayan kundi ang rehimeng Duterte dahil sa pagbabantulot nitong magpatupad ng mga drastikong hakbangin upang maiwasang makapasok sa bansa ang nCov. Maige lamang ang gubyernong Duterte sa pagyayabang at pagpapakitang-gilas subalit kapos at ampaw ang mga programa pagdating sa pagbibigay proteksyon at pagtugon sa kagalingan at pangangailangan ng taumbayan.

Sa pangyayaring ito, muling nalantad ang kriminal na kapabayaan at kainutilan ng gubyernong Duterte na harapin ang krisis sa pampublikong kalusugan ng mga Pilipino mula sa banta na maging lubos na epidemya ang nakamamatay na nCov na naunang sumiklap sa bansang China. Ang kawalan ng maagap, maingat at episyenteng sistema ng gubyernong Duterte sa pagmonitor, kontrol at pagkwarantina sa mga posibleng nagdadala ng nCov ang pangunahing dahilan kung bakit nakapasok sa bansa ang kinakatakutang nCov.

At ngayon, hilong talilong naman ang gubyerno sa kahahanap ng paraan kung paano maiiwasan ang posibleng pagkalat ng nakamamatay na virus sa iba pang Pilipino matapos madala ito sa bansa ng isang 38 taong gulang na turistang Chino na nanggaling sa Wuhan City. Ayon sa ulat ng Department of Health (DOH) mayroong 31 pasyente ang kasalukuyang sumasailalim sa pagsusuri sa posibilidad na nahawahan sila ng nCov.

Sa pagkapasok sa bansa ng nCov, pinatunayan muli ang walang kaparis na kainutilan at pagiging bangkarote ng gubyernong Duterte tulad sa mabagal at nakakadismayang pagtugon nito sa pangangailangan ng mga naging biktima ng mga sakuna at kalamidad dulot ng bagyo at lindol sa nakaraan at sa nangyaring pagputok ng bulkang Taal kamakailan.

Mariing kinokondena din ng NDFP-ST ang higit na pagpapahalaga ng rehimen sa ispesyal na relasyong umiiral sa pagitan ng gubyernong Duterte at ng gubyernong Chino kaysa sa kapakanan ng mga Pilipino sa panahong may nagbabadyang krisis sa pampublikong kalusugan sa bansa. Ang ispesyal na relasyong ito ay pangita hindi lamang sa tahasang pagkakaloob ni Duterte ng mga proyekto na makaisang-panig at pabor sa interes ng mga malalaking negosyong Chino kundi maging sa pagharap at pagtrato ni Duterte sa isyu ng nCov na mula sa China.

Palibhasa’y takot na maantagonisa, mabahiran ng mantsa at masira ang “ispesyal” na relasyong mayroon si Duterte sa gubyernong China, bantulot, maingat at umiiwas na magpatupad ang rehimeng Duterte ng mga drastikong hakbang na maaaring makasira sa nabuong relasyon nito sa gubyernong China—dahilan para makapasok sa bansa ang nCov.

Sa katunayan, kahit matindi na ang balita sa dumaraming kaso ng mga namamatay at tinatamaan ng nCov sa probinsya ng Hubei, lalo na sa kapitolyo nitong Wuhan, patuloy pa rin ang pagpasok sa bansa ng mga turistang Chino na hindi mahigpit na nasasala at nasasansala sa mga paliparan at daungan ng bansa kahit ang mga ito’y nanggaling sa Hubei. Saka lamang gumawa ng hakbang ang gubyernong Duterte kung kailan may isang turistang Chino na nakapasok sa bansa na nakumpirmang may nakamamatay na nCov.

Tulak ng lumalaking presyur ng taumbayan, saka lamang naobliga si Duterte na ipag-utos ang pagpapatupad ng travel ban at pansamantalang pagsasara ng bansa sa pagpasok ng mga Chino at iba pang dayuhan na nagmula sa Hubei na pinagsimulan at naging sentro ng epidemya ng nakamamatay na virus. Subalit taliwas pa din ito sa panawagan ng taumbayan na ipagbawal na muna ang pagpasok sa bansa ng mga Chino at iba pang dayuhan mula sa iba pang panig ng bansang China na may mataas na insidente ng nCov infection at hindi na lamang mula sa probinsya ng Hubei.

Sa kasalukuyan, ayon sa mga balita, mahigit sa 250 ang namatay na sa nCov at nasa mahigit sa 11,600 ang tinamaan nito sa Wuhan City, iba pang panig ng probinsya ng Hubei at maging sa iba pang syudad sa China. Mahigit sa 9,800 naman ang kumpirmadong infected ng nCov sa 23 na bansa sa mundo kabilang ang Pilipinas. Nagdeklara na rin ang World Health Organization (WHO) ng global health emergency dahil sa mabilis na paglaganap ng nCov sa iba pang mga bansa. Nagsimula na ring ilikas ng mga gubyerno ang kanilang mga mamamayan na nasa probinsya ng Hubei, ang sentro ng epidemya, para iligtas na mahawaan ng nCov.

Samantala, ang gubyernong Duterte ay wala pang planong agarang ilikas ang 300 Pilipino na nasa probinsya ng Hubei kung saan 150 ang nasa Wuhan City na pinagsimulan ng novel coronavirus. Sa susunod na linggo pa binabalak ng gubyernong Duterte na ilikas at pabalikin sa bansa ang unang pangkat (batch) ng mga kababayan natin na naruon sa kabila na mayroong 50 nating kababayan ang gusto ng bumalik sa bansa.

Dapat kondenahin ng taumbayan ang mabagal at mababang pagtrato ng gubyernong Duterte sa banta ng nCov na siyang dahilan kung bakit nakapasok ito sa bansa. Dapat mariing tuligsain ng taumbayan ang gubyernong Duterte na mas inuuna pang protektahan at pangalagaan ang umiiral na “ispesyal” na relasyon nito sa gubyernong China kaysa ang kaligtasan at kapakanan ng mamamayang Pilipino. Inilagay ni Duterte ang sambayanang Pilipino sa mapanganib na kalagayan na maging epidemya ang pagkalat ng nakamamatay na nCov dahil sa ispesyal na pagtrato at pakikitungo nito sa gubyernong China.

Pinaalalahanan ng NDFP-ST ang taumbayan na huwag maging mapanlait at iwasang gumawa ng mga aksyon na nagdidiskrimina sa mga Chino na nasa bansa at maging sa ibang pang mga lahi na dumating sa bansa na nanggaling sa China. Wala silang kasalanan at hindi nila kagustuhan sakali man na maging carrier sila ng nakamamatay na nCov.

May matibay na dahilan para kumilos at manawagan ang sambayanang Pilipino sa pagpapatalsik sa pwesto kay Duterte. Ito ay isang makabayan at patriyotikong tungkulin ng sambayanang Pilipino laban sa inutil, traydor, korap, pasista at mamamatay taong si Duterte. Walang ibang dapat gawin ang mamamayang Pilipino kundi ang ibagsak ang pasistang rehimeng US-Duterte dahil sa kainutilan at kawalang malasakit nito sa bayan. Dapat lang itong patalsikin sa pwesto at palitan ng pinunong mayroong malasakit sa kapakanan ng taumbayan at handang ipagtanggol ang pambansang soberenya at teritoryal na integridad ng bansa mula sa imperyalistang panghihimasok at imposisyon.

Hanggang nasa katungkulan si Duterte patuloy na mababaon sa kumunoy ng kahirapan ang mamamayang Pilipino at makakaranas ito ng matinding kalupitan mula sa kanyang pasistang paghahari. Si Duterte ang pinakamalaking trahedya na dumating sa bansa na kailangang wakasan ng sambayanang Pilipino.###

Isang pampulitikang panggagantso at pag-aasta ang banta ni Duterte na tatapusin niya ang Visiting Forces Agreement (VFA) sa US. Sa balanse ng pwersa, di hamak na mas nakalalamang ang mga pwersang maka-US sa loob ng gubyernong Duterte at sa sangay ng lehislatibo at hudisyal, sa mga heneral ng AFP at PNP, sa hanay ng malalaking negosyo at mga burges na oposisyon.

Ang bantang pagbuwag sa VFA ay bahagi ng pakikipaglaro ni Duterte sa US at China. Nagdedemanda siya ng dagdag na konsesyon mula sa US habang ginagamit niya ang mga “anti-US” na pahayag upang makakuha ng suporta mula sa China at Russia laban sa US. Bahagi ito ng kanyang pangarap na gising na makapanatili sa poder ng estado lagpas sa 2022.

Sa kabilang banda, kataksilan sa bayan ang pagtatanggol nina Lorenzana, Esperon at Año (LEA) sa VFA. Nais tiyakin ng tatlong ito ang patuloy na dominasyon ng US sa bansa. Inaasahan ng US ang LEA, na pawang nasa tuktok ng AFP-PNP at gabinete, bilang instrumento upang hawakan si Duterte sa leeg at bayag. Tinitiyak ng LEA na anuman ang gawin ni Duterte, maidederehe pa rin ang reaksyunaryong estado ayon sa mga imbing pakana ng US na manatiling dominanteng kapangyarihan sa Asya-Pasipiko.

Ang pagkubabaw ng US sa bansa ang nagtakda ng pagiging malakolonyal at malapyudal ng Pilipinas. Ang VFA ay simbolo ng pangangayupapa ng mga lokal na papet sa imperyalistang interes at kapangyarihan. Sa tulong ng malalaking burgesya kumprador, panginoong mayupa at burukrata kapitalista, pinananatili ng US na atrasado at bansot ang industriya ng Pilipinas para maging tapunan ng sarplas na produkto at kapital at tagasuplay ng hilaw na materyal at mga bahagyang prinoseso at may mababang-dagdag-na-halagang kalakal ng mga sweatshops industry.

Sa aspetong militar, kailangan ng US ang VFA sa pagtupad sa geopulitikal na estratehiya nito sa Asya-Pasipiko. Pinahihintulutan nito ang maluwag na labas-pasok at walang-taning na pamamalagi ng mga pwersa at kagamitang militar ng US sa bansa. Dahil dito, nagiging lehitimo ang panghihimasok ng mga sundalong Amerikano sa mga panloob na usapin sa bansa.

Kamakailan, ginawa ng US ang East Asia pivot upang tapatan at pigilan ang paglakas ng imperyalistang China sa daigdig. Pinopostehan ng US ang mga bansa sa paligid ng China. Sa geopulitikal na estratehiya ng imperyalismong US, ang Palawan sa Timog Katagalugan ay bahagi ng ikalawang linya ng depensa nito laban sa China, lalo sa harap ng pagtatayo ng huli ng mga istrukturang pangmilitar sa mga pinag-aagawang isla sa West Philippine Sea. Ang kasalukuyang nagaganap na Balance Piston 20-01, isang ehersisyong militar sa pagitan ng AFP at mga tropa ng US sa Palawan laban sa China, ay patunay na nag-iilusyon lang si Duterte na kaya niyang ipawalambisa ang VFA.

Nagkakamali si Duterte na mapapayukod niya ang US sa kanyang kagustuhan; bagkus, mas mapapabilis nito ang pagbasura ng US sa kanya. Ang mga hakbang ng US para gipitin si Duterte ay upang paalalahanan si Duterte na hindi nasisiyahan ang US sa kabiguan nitong wasakin ang rebolusyonaryong kilusan.

Mabilis na nahihiwalay ang rehimeng Duterte dahil sa labis na brutalidad at mamamatay-tao. Kabi-kabila ang pagkondena ng mga bansa sa Europa at ng United Nations sa gera-kontra iligal na droga at lansakang paglapastangan sa karapatang-tao ng mga Pilipino. Kamakailan ay pinatawan ng sanctions ng Kongreso ng US ang mga alipores at kroni ni Duterte dahil sa ginawang pagkulong kay Senador de Lima at panggigipit sa burges na oposisyon at mga kritiko ng rehimen. Ang mga ito ay senyales na hindi natutuwa ang amo sa kanyang tuta. Hindi malayong sapitin ni Duterte ang kapalaran ng iniidolo niyang si Marcos. Sa malao’t madali, kung hindi maibabagsak ng mamamayan si Duterte, patatalsikin siya ng isang kudetang militar na suportado ng US.

Ang lumalalim na krisis sa bansa bunga ng imperyalistang paghahari ng US at ng desperasyon ni Duterte sa natitira niyang dalawang taon ay higit na magpapabilis sa pagsulong ng demokratikong rebolusyong bayan. Patuloy na lalakas ang armadong pakikibaka at lalawak ang kilusang anti-imperyalista, anti-pasista at antipyudal para labanan at ibagsak ang rehimeng US-Duterte at sa tamang panahon, ang buong naghaharing sistema. Sa pananagumpay ng pambansa-demokratikong rebolusyon na may sosyalistang perspektiba, makakamit ang demokratiko at pambansang minimithi ng mamamayan at ang paglaya ng Pilipinas sa kuko ng Imperyalismong US.

Mariing kinokondena ng National Democratic Front of the Philippines-Southern Tagalog (NDFP-ST) ang kainutilan at pagiging bangkarote ng gubyernong Duterte sa makupad pa sa pagong na paghahatid ng serbisyo sa puo-puong libong sinalanta at biktima ng pagputok ng bulkang Taal. Tinatayang aabot na sa 40,752 katao ang nadisloka sa pagsabog ng bulkang Taal at 38,203 ang nasa 198 na mga evacuation center sa Batangas at Cavite. Napipintong madisloka pa ang may 300,000 mamamayan kapag nangyari ang pinangangambahang kasunod na mas malakas na pagsabog.

Unang araw pa lamang ng pagsisimula ng pag-aalburoto hanggang sa aktwal na pagputok ng bulkang Taal, pangita na agad ang kapabayaan at kawalang kahandaan ng gubyerno sa pagtugon sa kalamidad. Hindi agad naiparating ng National Disaster Risk Reduction and Management Council (NDRRMC) sa lokal na katapat nito sa probinsya ng Batangas ang kautusan sa mga lokal na gubyerno na agaran nang palikasin ang mga tao na naninirahan sa isla ng bulkang Taal at mga nasa paligid ng Lawa ng Taal matapos itaas ng Philippine Institute of Volcanology and Seismology (Philvocs) ang alert level 4 mula sa dating alert level 2.

Sa kawalan ng maagap na abiso mula sa gubyerno maraming tao ang nalagay sa panganib habang ang iba ay nagkusa nang nagsilikas at nagkanya-kanya nang hanap ng mga lugar para sa kanilang kaligtasan. Ang ilang residente mula sa mga bayan ng Laurel at Agoncillo ay binagtas ang matarik at mapanganib na daan papuntang Alfonso, Cavite para iligtas ang sarili dahil sa kawalan ng dumarating na tulong mula sa gubyerno para sila ay agarang mailikas.

Ipinapakita ng mga pangyayari kung gaano kakupad, kainutil at dis-organisado ang pagtugon ng rehimeng Duterte at mga ahensya nito sa mga pangangailangan ng mga mamamayang nagbakwit.

Wala talaga sa interes ng gubyernong Duterte ang pagbibigay ng prayoridad at mabigat na pansin upang paghandaan ang darating na mga kalamidad sa bansa. Katunayan, imbis na dagdagan ang kakapiranggot na 20 bilyong piso na calamity fund noong 2019 binawasan pa ito ng 4 bilyong piso ngayong 2020 habang pinalaki tungong 9.3 bilyon ang confidential and intelligence funds ng Office of the President, Department of National Defence, DILG at iba pang ahensya ng reaksyunaryong gubyerno na gagamitin lamang sa pagsupil sa mamamayan.

Ang mga intelligence and confidential fund ay hindi sumasailalim sa pagsusuri ng Commission on Audit (COA) kaya malayang nagagawa ng mga tiwaling opisyal ng gubyerno tulad ni Duterte na waldasin at kurakutin ang pondo ng bayan. Bukod pa dito ang mga isiningit sa badyet na bilyon-bilyong pork barrel ng mga gahamang Kongresista at Senador.

Katulad ito sa patuloy na pagliit ng pondo na inilalaan ng gubyerno sa mga serbisyong panlipunan. Ang maliit na ngang nakalaan para sa calamity fund ng mga lokal na gubyerno ay lalo pang nababawasan nang malaki dahil sa talamak na korupsyon ng matataas na opisyal ng gubyerno. Samantala, patuloy namang naglalakihan ang mga pondo ng AFP at PNP lalo na ang kanilang intelligence fund at budget sa madugong gyera sa iligal na droga at kontra insurehensya. Halos doble din ang inilaki ng pondong nakalaan sa intelligence and confidential fund ng Office of the President na umabot sa 4.5 bilyong piso mula sa dating 2.5 bilyong piso noong 2019.

Walang kahihiyan pang nanawagan si Año sa mga pribadong donasyon para sa mga bakwit ng pagsabog ng bulkang Taal habang iniipit at ibinubulsa ng DILG at mga tiwaling opisyal ng reaksyunaryong gubyerno ang bilyon-bilyong calamity fund.

Kung tutuusin mula sa mga pribadong entidad ang dumadagsang donasyon at tulong. Aktibo ding ibinubukas ng simbahan at mga pribadong mapagkawang-gawa ang kanilang rekurso at pasilidad para sa mga bakwit. Mula sa mga organisasyon ng mamamayan at mga estudyante nagmumula ang maraming mga boluntaryo sa mga relief operation na inoorganisa ng mga progresibo.

Sa harap ng malaking sakunang ito, nakuha pa ng mga ahensya ng reaksyunaryong gubyerno na gamitin ang kalamidad para makakuha ng publisidad at magpabango sa tao. Ipinapakita lamang ito ang pagiging manhid, hiwalay sa reyalidad at kawalan ng malasakit ng pasistang rehimeng US-Duterte sa kinasasadlakang kalagayan ng mga mamamayang nasalanta at naapektuhan ng pagsabog ng bulkang Taal.

Wala sa lugar at manhid ang pahayag ni Secretary William Dar ng Department of Agriculture (DA) na handa nilang pautangin ng halagang 25 libong piso, na walang interes at babayaran sa loob ng 3 taon, ang mga magsasaka at mangingisdang napinsala ng pagsabog ng bulkang Taal. Malaking insulto ito para sa mga magsasaka at mangingisda na nadisloka ng pagsabog ng bulkang Taal. Kagyat na tulong at hindi pautang ang kailangan nila sa kasalukuyan. Kailangan din nila ang malinaw, komprehensibo at pangmatagalang plano mula sa gubyerno kung paano sila matutulungan para ibangon ang nawasak nilang tahanan at kabuhayan. Sa inihahaing pautang ng DA, hindi pa man nakakabangon ang mga magsasaka at mangingisda sa pinsala ng pagputok ng bulkang Taal, gusto pa silang ibaon ng DA sa panibagong pagkakautang.

Isa pa itong garapal at pasistang Secretary Eduardo Año ng DILG na walang kahihiyang ipinababalikat sa mga pribadong entidad ang paghahatid ng tulong sa mga nasalanta ng pagputok ng bulkang Taal habang ang kanyang ahensya, na limpak limpak ang hawak na intelligence fund, ay ni wala o kakarampot ang halagang inilaan sa pagtulong sa mga nasalanta ng pagputok ng bulkang Taal. Sila ang unang nakatugon at nakasagip sa mga kababayan nating nalagay sa panganib ang buhay dahil sa pagputok ng bulkang Taal. Mabilis ilang nangalap ng mga donasyon at tulong para agarang ipantawid-gutom ng mga nasalanta. Ibinukas nila ang kanilang mga tahanan para kupkupin ang mga nagsilikas bilang alternatibo sa kakulangan ng mga lugar para gawing evacaution center ng mga lokal na gubyerno.

Kabaligtaran ito sa mga ginawa at naging performance ng mga ahensya ng gubyernong Duterte. Ang tanging ipinamamalaki ng NDRRMC na ayuda ay ang ga-mumong humigit-kumulang sa dalawang (2) milyong panagip na tulong. Samantala, si Duterte ay 2 milyong face mask lamang ang naipadalang tulong sa mga sinalanta ng pagputok ng bulkan.

Lalo lamang nahubad sa publiko ang pagiging inutil, pabaya at walang malasakit ng pasistang rehimeng US-Duterte sa pangangailangan at kapakanan ng taumbayan. Ang pagbisita niya sa evacuation center sa Bauan, Batangas ay bahagi ng kanyang media publicity—pagpapakitang-tao at pagkukunwaring nakikiramay sa sinapit ng mga kababayan nating Batangueño. Hindi na nito kaya pang tabunan o pagtakpan ang kanyang mga kapabayaan, kawalan ng kahandaan at pagiging inutil sa pagtugon sa mga kalamidad na dumarating sa bansa. Ang gubyernong Duterte mismo ang pinakamalaking kalamidad na tumama sa mamamayan.

Ang NDFP-ST ay laging kaisa at maaasahan ng taumbayan sa paghahatid ng tulong sa mga kababayan nating sinalanta ng pagputok ng bulkang Taal tulad sa naging tulong nito sa mga biktima ng mga bagyo at lindol sa nakaraan. Mahigpit ding kaisa at laging kasama ng taumbayan ang rebolusyonaryong kilusan sa patuloy na paglaban sa mga anti-mamamayang patakaran at programa ng korap, traydor, pabaya, kriminal at pusakal na mamamatay tao na pasistang rehimeng US-Duterte. ###

Ipinakikita ng largadong focused military operation (FMO) ng AFP-PNP sa rehiyon ng TK ngayong Enero na sila ang pangunahing terorista at tagalabag ng karapatang tao sa bansa. Higit nitong pinag-aalab ang hangarin ng mamamayan na kamtin ang hustisya para sa lahat ng biktima ng mga krimen ng mersenaryong hukbo at ibagsak sa pinakamaagang panahon ang pasista at teroristang rehimeng US-Duterte.

Kinatatangian ang mga FMO sa TK ng panghahalihaw sa mga komunidad sa interyor, pagtatayo ng mga iligal na checkpoint at paglapastangan sa karapatang tao ng mga katutubo at magsasakang residente ng mga eryang saklaw ng operasyon. Dinidirehe ng Southern Luzon Command sa ilalim ng bantog na berdugong si Gen. Antonio Parlade ang lakas-dibisyong tropa na ginagamit sa mga FMO sa iba’t ibang probinsya ng TK.

Sa Quezon, tuluy-tuloy ang operasyon ng 201st Brigade ng Philippine Army at PNP-CALABARZON sa mga barangay ng Villa Espina, Pisipis, at Vergania sa bayan ng Lopez mula Enero 10 hanggang Enero 30. Mula Enero 13 naman ay hindi nilubayan ng halos isang batalyong pwersa ng 85th IB at PNP ang ilang barangay sa Gumaca, Quezon. Nagtayo rin ang 85th IB at PNP ng mga checkpoint sa Gumaca at iba pang bayan sa Timog Quezon simula ng ikatlong linggo ng Enero.

Isang batalyon naman ng 1st IB ng Philippine Army, PNP at CAFGU ang nag-ooperasyon sa mga bayan ng Real, Sampaloc at Mauban sa Quezon at mga bayan ng Kalayaan at Luisiana sa Laguna mula pa noong ikalawang linggo ng Enero hanggang sa kasalukuyan.

Samantala, ginalugad ng mga pwersa ng 203rd Brigade at PNP-MIMAROPA ang mga interyor at piling barangay sa kapatagan sa bayan ng Rizal at San Jose sa Occidental Mindoro at Bulalacao, Mansalay, Victoria at Socorro sa Oriental Mindoro mula Enero 8 hanggang ngayon. Gumagamit ang kaaway ng dalawang kumpanya ng tropa nito sa bawat cluster na saklaw ng FMO.

Target naman ng kasalukuyang bugso ng FMO sa isla ng Palawan ang 32 baryong ipinipilit ng Western Command ng AFP at Provincial Task Force to End Local Communist Armed Conflict na diumano’y mga base ng NPA. Ang mga baryong ito ay pawang nasa timog ng isla, partikular sa mga bayan ng Quezon, Rizal, Bataraza, Brooke’s Point at Sofronio Española kung saan ipinuwesto ang 1st Police Mobile Company ng Palawan PNP.

Katambal ng mga FMO ang lansakang paglabag sa karapatan ng mamamayan at panggugulo sa pamumuhay ng mga apektadong komunidad. Mga halimbawa nito ang iligal na paghahalughog at pagbibinbin sa isang dyip sa isang checkpoint sa Gumaca, Quezon at ang walang habas na pamumutok ng mga sundalo na nagresulta sa pagkapatay ng kalabaw ng isang magsasaka sa Rizal, Occidental Mindoro.

Tampok din ang panghaharas sa tatlong kabataang Tadyawan mula sa Barangay Happy Valley, Socorro, Oriental Mindoro noong Enero 12, kung saan sinakal ng mga sundalo ang tatlong kabataan at pinaghukay ng kanilang sariling libingan. Dahil sa FMO, sapilitang pinalikas ang mga residente mula sa anim na sityo sa tatlong barangay ng Socorro at apat na sityo sa tatlong barangay ng Victoria simula Enero 15.

Pangitang-pangita rin ang pagiging berdugo ng 203rd Brigade sa pagpatay nito sa dalawang sibilyan na sina Mark Ederson Valencia delos Santos, 21, at JR Mercado, 26, kapwa sa Oriental Mindoro. Hanggang ngayon hindi pa rin ibinibigay ng walang-pusong AFP sa mga kaanak ni Mercado ang kanyang katawan na nagtataglay ng ebidensya ng pagtortyur sa kanya.

Ang tumitinding FMO ng AFP-PNP sa TK ay palatandaan ng kabiguan nitong lipulin ang NPA sa rehiyon. Dahil hindi sumasapat ang dati nitong mga pamamaraan, nagbubuhos ito ng dagdag na rekurso, nagmomobilisa ng mas maraming tropa, at nagwawaldas ng mas maraming pondo maitulak lamang ang imbing pakana nitong durugin ang rebolusyonaryong kilusan. Upang pagtakpan ang kabiguan nito, binabalingan ng mga pasistang tropa ang mamamayan at nag-iimbento ito ng mga pekeng balita at paninira hinggil sa rebolusyonaryong kilusan.

Tulad ng nangyari sa mga naunang rehimen, tiyak na mabibigo ang rehimeng Duterte at ang AFP-PNP sa layunin nitong gapiin ang rebolusyon, kahit pa patindihin ng ilampung beses ang mga FMO. Hindi ito magtatagumpay dahil superyor ang digmang bayan sa reaksyunaryong pasistang todong-gera at dahil sa patuloy na pagtutulungan ng NPA at mamamayan. Ang matatagumpay na opensiba at aktibong depensa ng mga yunit ng MGC-NPA ST ngayong Enero ang kongkretong pruweba nito. Tatapatan ng NPA-ST ng ibayong tapang at sakripisyo ang higit na bangis ng kaaway, at paulit-ulit nitong palalasapin ng pagkatalo ang pasista at mersenaryong hukbong kinasusuklaman ng mamamayan.###

Mariing kinukundena ng ARMAS-Bikol ang rehimeng US-Duterte sa lumalalang pang-aatake sa hanay ng mga mamamahayag. Pilit na sinasagkaan ni Duterte ang malayang pamamahayag ng mga kagawad ng midyang nagsisiwalat ng kabulukan ng kanyang rehimen. Binubusalan niya ng kamay na bakal ang progresibo at makabayang hanay sa pagsisikap na pigilan ang pagbulwak ng kilusang-talsik laban sa kanya.

Nitong nakaraang linggo, iligal na inaresto ang Altermidya Network correspondent at Executive Director ng Eastern Vista, isang progresibong media outfit sa Eastern Visayas, na si Frenchiemae Cumpio, kasama ang apat na progresibong lider ng pinagsanib na pwersa ng Philippine Army at PNP. Nangangati ang kamay ng mga berdugong huliin ang lima kapalit ng duguang pabuyang iniaalok ni Duterte sa bawat masasakoteng kritiko ng kanyang gubyerno. Ang masahol pa, isinabay sa kulungan kahit ang isang taong gulang na anak ng isa sa mga hinuli.

Tumitindi rin ang panggigipit at censorship sa sektor ng midya. Pinagbabantaan ni Duterte na hindi bibigyan ng prangkisa ang ABS-CBN, isa sa pinakamalalaking kumpanya sa brodkas sa bansa matapos niyang mapikon sa ilang mga palabas ng naturang istasyon. Kahapon lamang ay hinain ni Solicitor General Jose Calida ang petisyon ng quo warranto upang hamunin ang ABS-CBN na patunayan ang karapatan nitong magkaroon ng prangkisa. Nakaamba ang pagkapaso ng prangkisa nito ngayong Marso 30. Bago pa ito, pinanghimasukan na ng PNP noong nakaraang taon ang paggawa sa palabas na Ang Probinsyano dahil umano sa pagpapakita nito ng kabulukan ng mga pulis.

Hindi nakapagtatakang ang pananakot na ito sa ABS-CBN ay kasabay naman ng pagbubuo ng bagong media group na Udenna Communications Media and Entertainment Holdings Corp. ni Dennis Uy, isang malapit na kaibigan ni Duterte.

Malinaw na nais kontrolin ni Duterte ang lahat ng tipo ng midya – mula sa mainstream hanggang sa midyang bayan bilang bahagi ng kanyang paghahabol na mahawakan nang buung-buo ang pampulitikang kapangyarihan sa bansa. Kasabay nito, tinitiyak niyang mapagbibigyan ang interes ng malalaking burgesya kumprador at negosyanteng kadikit ng kanyang rehimen. Sa gayon, natitiyak niya ang suporta ng mga ito para sa kanyang pangkatin sa panahon ng nalalapit na eleksyon.

Sa lumalalang atake sa midya at malawak na hanay ng masang lumalaban, dapat lamang magkaisa ang lahat ng mamamahayag na nagtataguyod ng makabayan at patriyotikong paninindigan. Nananawagan ang ARMAS-BIKOL sa lahat ng artista at manunulat na lumaban para sa pagpapalaya ng lahat ng bilanggong pulitikal, pag-atake sa sektor ng midya at pagtatakwil sa kontramamamayang gera ng rehimeng US-Duterte.

The VFA notice of termination takes effect after 180 days. The people cannot be sure that Duterte will not change his mind within that lengthy period. Previously, Duterte postured about terminating the Visiting Forces Agreement but after a few months allowed Balikatan exercises under VFA.

In the meantime, there are other military treaties with the US: Mutual Defense Treaty, Mutual Logistics Support Agreement and Enhanced Defense Cooperation Agreement. The EDCA allows the US military to rotate more of its troops in the Philippines and build facilities in Philippine military camps, using the Filipino puppet troops as security guards.

Duterte is beggarly dependent on US military supplies and advice. One telephone call from Trump can fix Duterte. His own pro-US military officers trained in US military forts and organized as assets of the US DIA and CIA will tell him to comply with US orders or else.

7 IP members of the NPA surrender

Seven members of the Banwaon tribe from Agusan del Sur who were alleged members of the New People’s Army (NPA) surrendered to the authorities in Nueva Ecija.

In a press briefing yesterday held at the Sandiwa hall in Camp Quintin Merecido, Brig. Gen. Filmore Escobal, the PRO XI director identified the three as alias Alan, Paopao, and Princess.

“The surrender of these NPAs is consistent with our intention to rescue all IPs who are easy victims of the deception of Joma Sison’s coalition of criminal groups,” he said.

Alan was arrested at the checkpoint in Nueva Ejica. When questioned, he admitted to be part of the NPA. Authorities also learned from Alan that he has companions coming from Agusan del Sur who also want to surrender.

The Police Regional Office III conducted an operation to rescue the other members of the Banwaon tribe.

“They were now returning to the folds of the law and the government will be helping them,” he added.

When asked during the press conference, Paopao claimed that they were part of the Manilakbayan in 2015, the main reason why they were in Luzon.

He revealed that his role in the organization is to organize communities to join the NPA.“I was recruited to be part of (Guerrilla) Front 88, then was transferred after two months,” he said.

According to the report, Jan. 29, a composite team from the Regional Mobile Force Battalion,Davao del Norte Police Provincial Office and Davao del Sur PPO conducted a joint operation with the 1st Provincial Mobile Force Company, Nueva Ecija PPO, Police Regional Office 3 with operatives from 26th Infantry Battalion and 401st Infantry Brigade under 4th Infantry Division of Eastern Mindanao Command in facilitating the surrender of three active NPA members of the Front Committee 88 in Agusan del Sur.

As a follow-up, last Feb. 6, Col. Edgar Alan Okubo, the deputy regional director for operations, spearheaded the composite team to facilitate the surrender of four NPAs from Front Committee 88 based in Agusan del Sur. They were identified as alias CJ, Tiger, Fine, and Claire.

Government troops have arrested three New People’s Army (NPA) rebels in a law enforcement operation in the province of Zamboanga Sibugay, military officials said Wednesday.

Brig. Gen. Generoso Ponio, Army’s 1st Infantry Division commander, identified the arrested NPA rebels as Amado Quilicot, Darwin Petralba, and Delfin Petralba.

Ponio said the three were arrested during the serving of a search warrant around 5:40 a.m. Monday in Barangay Sandayong, Naga, Zamboanga Sibugay.

The suspects yielded two .38-caliber revolvers, a homemade handgun, two fragmentation grenades, and ammunition. They were turned over to the provincial office of the Criminal Investigation and Detection Group (CIDG) in Ipil, Zamboanga Sibugay, Ponio said.

“We can sustain the gains of peace and progress in Western Mindanao if government forces, local chief executives, and constituents continuously work together as a team,” he said.

Earlier, an alleged member of the Barahama Ali group identified as Ben-Ben Bahari was killed in a shootout with government troops during an anti-drug operation in Barangay Lapaz, Naga.

Police said shootout ensued when Bahari opened fire prompting the troops to return fire during an anti-drug operation over the weekend.

Bahar was rushed to the hospital but was declared dead on arrival by the attending physician.

The troops recovered some PHP34,000 worth of suspected shabu, a .45-caliber pistol, magazines, ammunition, and marked bills.

The Barahama Ali’s group gained notoriety for its kidnap for ransom and illegal drug activities in Zamboanga Sibugay province.

Lt. Gen. Cirilito Sobejana, Western Mindanao Command (Westmincom) chief, vowed that government troops will continue the intensive campaign against terrorists and private armed groups in Zamboanga Sibugay.

“The key to achieving peace and progress is sustenance. The military relentlessly operates in critical areas to pound down terrorists that they may be dissuaded from fighting government troops,” Sobejana said.

BALER, Aurora -- A former member of the Communist Party of the Philippines-New People’s Army (CPP-NPA) operating in this province surrendered and yielded his firearm and a hand grenade Tuesday as authorities intensified their focused military operation against the terrorist organization.

Lt. Col. Reandrew Rubio, commander of the 91st Infantry “Sinagtala” Battalion, Philippine Army, identified the former rebel as Ka Benny, 45, a resident of Barangay Gupa, Dipaculao, this province.

Rubio, in an interview, said that Ka Benny had left the communist group for some time already before deciding to properly surrender to the authorities in order to have his name removed from the battle list of both the police and the military.

He added that the former rebel, who served in the underground movement for three years, decided to return to the fold of the law after realizing that there is no hope nor future in the terrorist group.

The former rebel likewise surrendered his hand grenade and .38-caliber revolver to the Bravo Company of the 91IB in Barangay Dibaraybay, Dinalungan, this province.

Rubio commended Ka Benny for voluntarily surrendering his war materials.

He urged the remaining members of the communist terrorist group, including the Militia ng Bayan, to surrender to the government and avail of the Enhanced Comprehensive Local Integration Program (E-CLIP).

TACLOBAN CITY – Parents who grouped together to fight the “deceptive recruitment” of the New People’s Army (NPA) on Wednesday denounced the left-leaning groups’ misleading information related to the recent arrest of five young suspected rebels in this city.

The group Hands Off Our Children, in a press briefing, said leftists should not label the arrest as a crackdown against the government’s staunch critics because those detained are former student activists who eventually joined the armed struggle of the NPA in Eastern Visayas.

The group was in the city to talk to the parents of some of the five young activists nabbed in a pre-dawn raid on Feb. 7 for illegal possession of firearms and explosives.

“The death of 14 teens who were killed in an encounter between the military and NPA in recent years is proof that there is deceptive campus-based recruitment. It all started with student activism that leads to armed rebellion. Their victims are as young as 16 years old,” said Gemma Labsan, Hands Off Our Children founder.

She was referring to the number of documented deaths of young rebels from 2002 to 2019 based on the record of Hands Off nationwide.

Labsan asked militant groups to stop labeling those arrested as human rights advocates or journalists since they are actively engaged in “deceptive recruitment” on campuses and online.

This was their reaction to various social media campaigns by left-leaning groups to free the so-called “Tacloban 5”, which they identified as “political prisoners.”

Anabelle Sabado, the organization’s secretary questioned the militant group’s fundraising drive every time a young NPA member is arrested.

“Why are they asking for donations? They never helped the family of young recruits. Their intention is to raise funds for the communist terrorist group,” said Anabelle, the mother of Christian Sabado, 22, who was captured by government troops in Northern Samar last year while conducting extortion activities for the NPA.

Christian was an accounting student at the Polytechnic University of the Philippines in Manila when he joined the communist terrorist group through student activism.

“They never care about the feeling of a mother whose child’s mind is poisoned by NPA. It’s hard to see my child in jail, but it is better to see him behind bars than to see him die fighting the government,” Anabelle told reporters.

Government forces arrested Frenchie Mae Cumpio, Marielle Domequil, Alexander Philip Abinguna, Marissa Cabaljao, and Mira Legion at the alleged communist terrorist group’s safe houses here.

The suspects yielded two .45-caliber pistols, two magazine assemblies and 14 live ammunitions for .45-caliber, two fragmentation grenades, a red flag with Communist Party of the Philippines-NPA symbol, and PHP557,360 in cash.

Those arrested are active members of militant groups linked to the NPA.

On Tuesday, the Tacloban City Prosecutor's Office found probable cause in filing charges against those arrested. Two of those arrested were charged for violation of Republic Act 10591 or “An Act Providing for a Comprehensive Law on Firearms and Ammunition.”

The three other activists are now facing raps for violating Republic Act 9516, the “Unlawful Manufacture, Sales, Acquisition, Disposition, Importation or Possession of an Explosive or Incendiary Device.”

TACLOBAN CITY -- The arrest of five young activists in this city over possession of firearms and explosives is not a “triumph on the part of the government” but a reminder to do more to protect youthfrom the influence of the communist terrorist group.

Lawyer Marlon Bosantog of the national task force to end the local communist armed conflict (ELCAC) said the arrest of the five suspected rebels is proof that they are being used by the New People’s Army (NPA) in their armed struggle.

“It is heartbreaking that we have young people being charged for illegal possession of firearms and explosives. These are very serious charges,” Bosantog told reporters on Monday.

The legal head of the national task force ELCAC was in the city to make sure that due process is followed and there is no human rights violation in handling the case.

Maj. Gen. Pio Diñoso III, commander of the Philippine Army’s 8th Infantry Battalion, said the military is saddened to see these young people being manipulated by rebels.

“Their parents are sad that their children were arrested. They are not aware of the extent of participation of their children in NPA. The NPA ruined their future since they’re the ones who recruited them and give them firearms and explosives. This is the fault of the NPA,” Diñoso said.

Their arrest, the military official said is an eye-opener to those who are inclined to embrace the NPA’s ideology.

“Prior to their arrest for the illegal possession of firearms and explosives, we have found that these young activists go around schools to teach students about radicalization. Their activities would continue if no one informed us,” Diñoso added.

Cumpio is the secretary of Eastern Visayas regional white area committee (RWAC) and anchor of the left-leaning funded radio program “Lingganay han Kamatuuran".

Domequil, a RWAC member, is the finance officer of Rural Missionaries of the Philippines-Eastern Visayas. Legion is a member of Bayan-Eastern Visayas, Cabaljao is the spokesperson of People Surge Network, while Abinguna is affiliated with Katungod Sinirangan Bisayas.

On Tuesday, the Tacloban City Prosecutor's Office found probable cause in filing charges against those arrested.

Two Dawlah Islamiya fighters have surrendered amid the pressure of continuous military offensive against them in Lanao del Sur, military officials said Wednesday.

Brig. Gen. Generoso Ponio, Army’s 1st Infantry Division commander, identified the Dawlah Islamiya surrenderers as Metalicop Ambayan Bembang and Sabidra Sisomnong Panulong, who yielded Monday to the troops of the Army’s 49th Infantry Battalion in Barangay Sandab, Butig, Lanao del Sur.

The surrenderers turned over one M-203 grenade launcher, ammunition, and a bandolier. The two were placed under custodial debriefing.

Ponio said Bembang and Panulong bared that they were recruited by Mando Panulong, a militant under a certain Commander Langco and have participated in the series of clashes with government troops.

He said the troops remain "steadfast" in their campaign against terrorism and proliferation of loose firearms in the area of Lanao del Sur.

Lt. Gen. Cirilito Sobejana, commander of the Western Mindanao Command (Westmincom), said the military’s "ensuing offensives and encompassing initiatives for peace and development debilitated the Dawlah Islamiya in Lanao, compelling more fighters to abandon their cause and join the government’s cause to purge terrorism in Mindanao."

“We are inclined to welcome and assist fighters who want to cross the line. Let us work together for genuine peace and progress,” Sobejana added.

MARAMAG, Bukidnon, Feb. 11 (PIA) -- The 33-year struggle of the Bukidnon Free Farmers Agricultural Laborers Organization (BUFFALO), Tribe Agricultural Movers Association of Rural Active Workers (TAMARAW), Land Tiller Inhabitants of Musuan (LIMUS) collectively known as BTL formally ended today with the signing of a Memorandum of Agreement (MOA) between Central Mindanao University (CMU) and the officers and members of the said organization.

Since 1990, the BTL with a membership of more or less 800 farmers fought their rights to own a piece of land within the 3,401 hectares reserved by the government for the Mindanao Agricultural College (now CMU) under Presidential Proclamation No.476.

Through false promises and exploitation of land issues, this peasant organization was deceived by the Kahugpong sa Mag-uuma-Bukidnon (KASAMA-Bukidnon), a Communist Terrorists Group – affiliated farmers’ organization. They were mobilized during protests, rallies and mass demonstrations both at the local and national arena for the past 33 years.


Col. Ferdinand Barandon, commander of the 403rd Infantry Brigade, tells BTL members to live peacefully and work closely with the government to fulfill their dreams.

Fortunately, this exploitation ended with a localized peace initiative jointly undertaken by CMU, Provincial Government of Bukidnon, Local Governments of Valencia City and Maramag, 403rd Infantry Brigade and 88th Infantry Battalion, together with other stakeholders that brilliantly created ways and means to answer social issues through formalized partnership.

Inked down in the MOA are answers to the clamor of BTL members such as free scholarship for their sons and daughters in CMU; tilling of 517 hectares of land owned by CMU for free provided they will voluntarily share to CMU 400 sacks of palay every harvest; free utilization of farm equipment and facilities owned by CMU; putting up of BTL office upon the completion of the CMU Farmers Techno-Hub; and to allow the National Irrigation Administration (NIA), Department of Agriculture (DA) and other government agencies to provide technical assistance, services, and other support to the farmers.

Both parties also agreed that the BTL shall withdraw its support and affiliation from KASAMA-Bukidnon and other CPP-NPA-NDF affiliated groups and promote strong partnership with law enforcers, local government units, and other government agencies.

“The Central Mindanao University is once again opening its doors to the BTL farmers. As an academic institution, it is our duty and mission to help our constituents to have a better social condition. The relationship between CMU and BTL had been very bitter for the past years and the only way to heal it is to have peaceful dialogue and engagement. As the President of CMU and as my advocacy, I will help my constituents especially the BTL to get what they are longing for," said CMU President Dr. Jesus Antonio G Derije

Col. Ferdinand Barandon, commander of the 403rd Infantry Brigade, said they are expecting full cooperation from the BTL members to follow the provisions of the MOA and to denounce and withdraw their support to KASAMA-Bukidnon who have exploited them for the past 33 years.

"They were not able to help you resolve the problems and social issues that exist. This is now the time for you to live peacefully and work closely with the government to fulfill your dreams and the dreams of your children," Barandon told BTL members.

Brgy Dologon in the municipality of Maramag in Bukidnon is the birthplace of the BTL. It is now undergoing CSP immersion through the 88th Infantry Battalion. Likewise, before the MOA signing, series of dialogues and consultations involving members of the BTL and CMU were jointly undertaken by 4the 03rd Brigade and PLGU-Bukidnon. (403rd Inf. Bde)

ILOILO CITY, Feb. 12 (PIA) – The Cooperative Development Authority (CDA) - 6 provided assistance to 42 rebel returnees in Negros Occidental to establish their own cooperative.

According to Vincent Unarce, CDA-6 acting senior cooperative specialist, their agency conducted a pre-registration seminar to rebel returnees coming from barangays Washington, Malasibog, Pinapugaran, Alimango, Paitan, Jonob-jonob in Escalante City, last month.

CDA-6 also provided technical assistance on the preparation of registration documents and eventual registration of the proposed cooperative.

The agency recommended for the group to form an agriculture cooperative.

“Ang ginbutang naton nga kooperatiba amo ang agriculture cooperative since ang aton nga site upland (We suggested to put up an agriculture cooperative since the site is an upland area),” said Unarce.

The said cooperative will focus on culturing high-value crops like lettuce, cabbage, carrots, and cauliflowers, among others.

It can also facilitate the procurement of fertilizer and farm implements to be used by members for their crops.

Once the cooperative performs well, it may get net surplus or surplus income.

This comes in the form of interest and share capital or patronage refund, said Unarce.

While CDA-6 suggested for them to have an agriculture cooperative, they may also opt to choose a different cooperative.

Among those that may choose are marketing, consumer, agrarian reform, and producers.

The activity is one of the initiatives of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Regional Task Force to End Local Communist Armed Conflict (ELCAC). (LTP/CBA/PIA-6)

LACUB, Abra, Feb. 12 (PIA) -- The Abra Police Provincial Office headed by Provincial Director PCol. Alfredo K. Dangani employs musical strategies to lure and attract young people from being recruited by the rebels.

Dangani said making songs for the community to sing is an effective way of promoting government programs to redirect the attention of the youth from the propaganda of the communist terrorist groups(CTGs). He is currently introducing an Ilokano song entitled “KADAbra” in the municipalities during his visits.

“While they usually use songs to pollute the minds of our young people, we will do the same by introducing the KADAbra to counter their ideologies and we want every young person in Abra to learn this song,” Dangani said in his message at the Monday morning flag raising ceremony here.

The KADAbra song was written by Dangani himself, who got inspiration from Abra PPO’s best practice called KAD-Abra which stands for “Kagimongan Agdidinnangay para ti Dur-as iti Abra”.


Abra PPO Director PCol. Alfredo K. Dangani is currently introducing their best practice KADAbra song to all municipalities as a strategy to lure and attract young people from being recruited by CTGs.

The KADAbra is the “Whole-of-Province” version of President Rodrigo Duterte’s Executive No. 70 institutionalizing a “Whole-of-Nation” approach in ending local communist armed conflict in the country.

The KADAbra aims to establish a closer and more solid police-community relations by extending their services concentrating on anti-criminality, anti-insurgency, internal cleansing and good governance.

The practice also promotes police activism which encompasses knowledge, ability and discipline as its foundation.

Dangani shared that he was surprised when students of Our Lady of Guadalupe School in Lacub performed the KADAbra song translated in their own local dialect during the recent Municipal Peace and Order Council in Brgy. Poblacion. The municipality of Lacub is one of the top three priority conflict-affected municipalities of Abra.

For now, almost all the municipalities are familiar with the KADAbra song which lyrics also promotes community togetherness against insurgency and illegal drugs. (JDP/CAGT-PIA CAR,Abra)
