The Armed Forces of the Philippines (AFP) maintained Tuesday the military report about the alleged robbing of relief goods by members of New People's Army (NPA) in Balangiga, Samar was factual.

In a press statement, AFP spokesman Brigadier General Edgard Arevalo said the report of the Philippine Army's 8th Infantry Division, led by Major General Pio Diñoso, about the incident was well-validated.


"He maintains that the incident happened and that the town chief executive Mayor Graza, in a recent development, admits that indeed the NPAs seized part of the relief goods intended for his constituents," he said.

Arevalo mentioned that the Sangguniang Bayan even passed a resolution denouncing the act of the communist rebels.

"The document will also attest to the truthfulness of military reports relating to the incident. Barangay officials, for their part, also confirm the detestable acts of these terrorists in taking away what their neighbors badly need as well," he said.

It was on April 13 when the resolution, condemning the New People's Army and their recent actions made against the residents of Barangay Guinmaayohan by way of relief goods confiscation, was adopted.

"The AFP officials stated that the word 'robbery' or 'forcibly taken' may have been too strong in describing what happened but the fact remains that the residents were forced to give portion of their relief to the NPA," the resolution read.

Last week, the Philippine Army's 8th Infantry Division claimed that more or less 30 suspected members of the NPA went to Sitio Bangon and forcibly took relief goods intended for residents in the area.

The military cited reports of witnesses saying that barangay officials were distributing relief packs to the affected families last April 7 when the communists had allegedly took some of the relief items.

However, the Communist Party of the Philippines (CPP) denied the incident, noting that the AFP has been resorting to outright lies and perverse propaganda amid the coronavirus disease 2019 pandemic.

"There is absolutely no truth to the false information irresponsibly being circulated by the AFP that members of the NPA took away distributed relief goods in some villages in Balangiga, Samar," CPP's chief information officer Marco Valbuena said in a separate statement.

"Even the local barangay captain and police officers interviewed by the media deny that there were such incidents in their areas," he added.

Valbuena claimed the military was just discrediting the NPA’s public health campaign to raise awareness among the public about COVID-19.

Meanwhile, Arevalo ensured that the AFP would be willing to assist local government units in the distribution of relief items, including communist members, provided that the latter will seek aid from the government.

He also said security during the distribution of assistance would be ensured by government forces.

"This is to ensure that the money intended for the people really gets to the beneficiaries and not to unscrupulous groups like the terrorists-extortionists NPA," Arevalo said.

From ABS-CBN (Apr 13, 2020): PLDT donating 30 vehicles to military's COVID-19 frontliners

PLDT said Monday it is donating 30 service vehicles to the Armed Forces of the Philippines for use in anti-COVID-19 operations.

The telco said 17 of the 30 vehicles have been assigned to the AFP health services – specifically the Health Service Command, the Office of the Surgeon General and the Military Treatment Facilities of the Army, Navy and Air Force.

The remaining 13 vehicles will be deployed to various senior offices such as the AFP Command Center, the Joint Task Force NCR, the Special Operations Command-AFP, the AFP Communications, Electronics and Information Systems Service, and the AFP Civil Relations Service, PLDT said.

“With more and more soldiers and policemen falling ill with the virus, we hope that these service vehicles will help the AFP Medical Corps to protect our men and women in uniform,” said PLDT chairman and CEO Manuel Pangilinan.

The company said it has been providing communications support to the AFP and the Philippine National Police for their COVID operations.

    (UPDATED) The military’s intelligence units can help frontliners in contact tracing possible COVID-19 cases through their expertise in link analysis systems, says Brigadier General Edgardo de Leon

    (UPDATED) – The defense department is at the helm of implementing the national government’s plan to address the coronavirus pandemic, and that largely involves the military.

    But what help can the Armed Forces of the Philippines (AFP) offer in combating the spread of a virus?

    In one of his first statements on the job, National Action Plan chief implementer Secretary Carlito Galvez Jr said the intelligence units of the military and police will be mobilized for contact tracing, a task that has officially been delegated to the Office of Civil Defense (OCD), which is under the Department of National Defense (DND).

    The DND also supervises the military.

    “Contact tracing” means identifying people who have had close unprotected contact with confirmed COVID-19 cases. Formerly called “persons under monitoring” (PUM), they are now officially termed “close contacts” by the government. This is according to an April 9 administrative order from the Department of Health (DOH) adopted last week.

    On March 31, Galvez announced that the government was preparing to do “massive testing” of what were then called “patients under investigation” (PUI) for the novel coronavirus. The more tests are done, the more cases can be confirmed – and confirmed sooner – so that the National Task Force (NTF) against COVID-19 can immediately do contact tracing for PUMs, now called “close contacts.”

    Those close contacts would then be monitored by barangay health emergency response teams for whether they would develop symptoms. In such a situation, they would be considered COVID-19 cases under a new classification system by the DOH, patterned after World Health Organization guidelines.

    Galvez then said that “massive testing” would begin on Tuesday, April 14. A few days later, he said the DOH had, in fact, already begun massive testing – that is, testing more people for the coronavirus.

    PUIs now counted as COVID-19 cases

    The new classification considers any person with flu-like or severe respiratory symptoms – formerly PUIs – as cases of COVID-19, distinguishing them more sharply from close contacts – formerly PUMs – who are not considered coronavirus cases.

    Instead of just “PUI,” persons with flu-like or severe respiratory symptoms and who have had a history of exposure to people or places with the virus are now considered “suspect cases.” Those who have been tested by non-accredited laboratories or whose results are inconclusive are considered “probable cases.”

    People tested by DOH-accredited laboratories whose results are positive are called “confirmed cases” of COVID-19.

    “The beauty of the new classification is, a PUI is now already counted as a case [of COVID-19], which raises the level of intervention that can be done for them. Because they are considered coronavirus cases, they already warrant intervention,” AFP deputy chief of staff for Civil Military Operations, J7, Brigadier General Edgardo de Leon told Rappler.

    Suspect and probable coronavirus cases are to be brought to local or national quarantine facilities where medical teams are on hand to monitor or treat them.

    Where the military can help

    Everyone who has had direct physical contact, or lived, worked, transacted, or traveled in close proximity – less than one meter – for more than 15 minutes with a confirmed COVID-19 case is considered a close contact.

    All persons, including health workers, who provided direct care for a COVID-19 patient while not wearing personal protective equipment (PPE), are also considered close contacts.

    As part of the NTF, the military can help barangay health response teams identify and locate these close contacts, and this is where their intelligence units can step in once they are tapped to help, De Leon said.

    Military intelligence uses “link analysis” software applications to track down persons who are targets of security surveillance. This is to map out their relationships with fellow suspects and other relevant contacts.

    It is this technical capability that the military’s intelligence personnel can lend to the contact tracing effort. It’s a job they may share with the police’s investigation units, which also use the same link analysis applications, De Leon said.


    The OCD already deploys barangay health response teams to do the legwork in gathering information from their communities. What’s needed is a system to sort through all the data they gather, and the ones used by the military and police intel units would come in handy.

    “The barangay team comes back with tons of data. What to do with the data? How do we input this? That’s where we step in,” De Leon said.

    This “backend” work would enable the identification of other people’s vulnerability to infection based on their degree of contact with confirmed patients, he added.

    Existing system

    All this, including the military’s work in accepting, sorting out, and delivering donations, is well-rehearsed because it’s the same standard procedure during natural disasters, when the OCD with the military’s help, coordinates the national government’s response operations with local governments.

    “That mechanism of disaster response has already been established from the national to barangay levels in terms of providing a secretariat and facilities, and the systemic mechanism,” he added.

    The OCD now applies this template to the coronavirus pandemic, including the crucial task of contact tracing. Close contacts must be quarantined, even if just in their homes or neighborhoods, if the goal is to “flatten the curve” or curb the rate of the virus transmission.

    “The directive given to the local surveillance teams, associate health workers, even private practitioners…is to monitor close contacts and persons under quarantine,” and the military’s capabilities in link analysis can help them fulfill this task, De Leon said.

    SENATORS expressed support for proposals to sell military property to provide additional funding for the coronavirus disease 2019 (COVID-19) response package, for which P1.171 trillion has so far been authorized.

    Senator Panfilo M. Lacson said he is open to any measures as long as they do not compromise the security of military facilities.

    “If we cut the golf courses inside the military camps and sell the same to private developers, I am all for it as well as other out-of-the-box ideas,” Mr. Lacson told reporters over the phone Monday.

    Finance Secretary Carlos G. Dominguez III has so far put together P1.171 trillion worth of various measures to address the national crisis resulting from the outbreak.

    This includes P830.47 billion for fiscal and monetary action, P305.218 billion for emergency support to the vulnerable, and P35.711 billion for medical expenses.

    “I agree with (the President) that all options should be considered because what is at stake is our people as well as the country’s survival,” Mr. Lacson said.

    The government has so far allowed adjustments to the 2019 and 2020 budgets to fund the P5,000-8,000 monthly subsidy for 18 million low-income households for two months.

    Senator Ronald M. dela Rosa is also in favor of land sales, but raised the need for transparency to avoid jeopardizing the modernization of the Armed Forces of the Philippines (AFP).

    “I am okay with that as long as there is transparency in every transaction, in order to avoid another failed promise of AFP modernization from the sale of Fort Bonifacio,” he said in a separate message.

    Senate Franklin M. Drilon has said he supports plans to sell government assets as a last resort. He proposed in particular privatizing the gaming industry, which is expected to generate P300 billion annually.

    Meanwhile, Senator Maria Imelda Josefa R. Marcos, who chairs the economic affairs committee, said the government should look into suspending payments on its debt.

    She said the 2020 national budget provided some P451 billion allocation for interest payments, which may be used instead as additional cash aid.

    “A debt moratorium is in line with the World Economic Forum’s call for international cooperation in handling the backlash of the COVID-19 crisis,” she said in a statement Monday.

    The Armed Forces of the Philippines (AFP) on Tuesday stood firm in its stand that communist terrorists have seized part of the relief goods intended for residents of Barangay Guinmaayohan, Balangiga, Eastern Samar last week.

    "The AFP stands firm with our account of the incident and earlier statements. This is validated by the report rendered by the commander of the Army’s 8th Infantry Division (Major General Pio Diñoso) that has Balangiga, Eastern Samar in its AOR (area-of-responsibility,” AFP spokesperson Marine Brig. Gen. Edgard Arevalo said in a press statement.

    He added that Balangiga Mayor Randy Graza recently admitted that indeed the NPAs seized part of the relief goods intended for his constituents.

    The town’s Sangguniang Bayan (Municipal Council) on Monday issued a resolution condemning this act earlier disowned by the NPA.


    Earlier reports by the Catbalogan-based 8th Infantry Division said NPA rebels took half a sack of rice from the relief goods given to some residents of Sitio Bangon in Barangay Guinmaayohan.

    "The document will also attest to the truthfulness of military reports relating to the incident. barangay officials, for their part, also confirm the detestable acts of these terrorists in taking away what their neighbors badly need as well," Arevalo said.

    He reiterated the AFP’s willingness to assist local government units in the distribution of relief packs, even to NPA members, if requested.

    "Meantime, AFP front-line units will provide security during the distribution of the amelioration program of government when so requested," Arevalo said, adding that this is to ensure that money intended for the people really gets to the beneficiaries and not stolen by communist terrorists.

    The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United Kingdom, the European Union, the United States, Canada, New Zealand, and the Philippines.

    The Philippine Navy (PN), through its Naval Special Operations Group (NAVSOG), helped in the distribution of rice to poor families living in slum areas at the Baseco Compound, Tondo, Manila on Easter Sunday.

    The area is considered one of Manila's largest slum areas and located near the Pasig River.

    In a statement Tuesday, PN public affairs office chief, Lt. Commander Maria Christina Roxas said NAVSOG utilized four inflatable boats to thread the Pasig River and distribute sacks of rice to 260 families settling in the area using 10-foot pole hooks to extend their reach.

    The initiative was in coordination with the Armed Forces of the Philippines Leadership and Development Center (AFPLDC) and in partnership with individual donors.

    "It also served as a test run for a possible means to help the poorest of the poor along littoral areas in this time of crisis using PN’s assets in support to the government’s National Action Plan (NAP) against (the coronavirus disease) Covid-19 led by chief implementor, retired Gen. Carlito Galvez Jr.," Roxas said.

    With this effort, Philippine Fleet commander, Rear Adm. Loumer Bernabe showed that “not only (the) NAVSOG but the whole PN assets are readily available to help aid the government in its effort to address the impact of this Covid-19 in the country".

    "We will continue to fight this unseen enemy and serve our kababayans in this crisis,” he added.

    The military has condemned the harassment on Agusan del Norte villagers by the communist New People's Army (NPA) rebels, who allegedly demanded food and money from residents.

    Major Francisco Garello, Jr., civil-military operations officer of the Army's 402nd Infantry Brigade (402Bde), noted that the rebels' harassment of the villagers in Barangay Cuyago, Jabonga town, on Monday came amid the NPA's declaration of a unilateral ceasefire and while villagers are struggling because of the ongoing community quarantine.

    “Our troopers, upon approaching Barangay Cuyago, were fired upon by the NPAs that resulted in a five-minute encounter,” Garello said.

    The NPA rebels, headed by a certain Samuel Batican of Guerrilla Front 16-A, withdrew to an area near the town's national highway where a second clash occurred, Garello said.


    No one was wounded on the government side following the clashes, he added.

    Garello said the Army's 29th Infantry Battalion recovered four rolls of detonating cord.

    Brig. Gen. Maurito Licudine, 402Bde commander, condemned the NPA for its "continued extortion activities and violating their own unilateral ceasefire declaration",

    “We call on the people of Caraga to condemn the treacherous and terroristic acts of CNTs (Communist NPA Terrorists) against unarmed civilians,” Licudine said.

    In recent weeks, he said NPA rebels continued to harass remote villages, especially the indigenous people (IP) communities in Caraga Region, despite the ceasefire.

    Licudine recalled the killing of an IP leader and a civilian in San Miguel, Surigao del Sur, last month by the NPA.

    Despite the attacks, the Army official assured Caraga residents of the continuing security operations of the Army and the Philippine National Police (PNP), while helping the different line agencies in the front lines of the fight against Covid-19.

    “We shall not let our guards down against these terrorists. The Army is constantly on alert to preempt the evil plans of the NPA against the civilians in this time of crisis,” Licudine said.

    The NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

    Six members of the Daesh-inspired Bangsamoro Islamic Freedom Fighters (BIFF) surrendered on Monday to the Army’s 33rd Infantry Battalion (33IB) in Barangay Zapakan, Rajah Buayan, Maguindanao.

    The six surrenderers under the faction of sub-commander Bungos turned in assorted high-powered firearms
    , said Lt. Col. Elmer Boongaling, 33IB commander, who identified the surrenderers as Naldo Babalay, Nashrudin Kanapia, Abil Kusain, Dok Adam, Alamansa Manampad and Antok Pendatun.

    Boongaling said the returnees told him that they decided to come out because their companions who surrendered earlier are now living normal and productive lives.


    “We envy them -- they are now happy with their families and they are now earning through the livelihood given by the government,” Babalay said in the vernacular.

    Boongaling said they expect a continuous influx of surrenderers in their unit area of operation in collaboration with the local government units.

    Col. Joel Q. Mamon, officer-in-charge of 601st Infantry Brigade, said: “With this challenging situation brought about by the pandemic crisis, it is our duty and responsibility to sustain the peace and order in the area while we work together to contain the spread of Covid-19 in Maguindanao province.”

    The surrenderers are set to undergo debriefing and processing before they are endorsed to the provincial government for appropriate livelihood assistance.

    Residents of a remote village in the Maguindanao town of Pagalungan have appealed to the leadership of the Moro Islamic Liberation Front (MILF) to put an end to the “infighting” among its field commanders that has already resulted in civilian injuries and the evacuation of about 200 families.

    The appeal was aired on Tuesday morning by Edris Lumambas of Barangay Bagoinged, Pagalungan, Maguindanao and one of the six civilians injured when a rifle grenade projectile was fired from a nearby village.


    “For our sake, and for the sake of our people who are already hurting from (the) enhanced community quarantine, please tell (the) MILF leaders to do something,” Lumambas said.

    The wife of Lumambas and his two children were also injured in the blast from the grenade projectile that landed on their home on Sunday.

    The rifle grenade came from the other side of the river of Bagoinged, particularly in Barangay Talitay, Pikit, North Cotabato where MILF commander Benjamin Mantol is located.

    Pagalungan Mayor Salik Mamasabulod said the hostilities involving MILF sub-commanders were triggered by a “rido” (family feud) over a land dispute.

    Mantol, currently the village chair of Talitay, Pikit, is reportedly locked in a “rido” with MILF commander Ricky Hussain who is based in Barangay Bagoinged.

    The two warring MILF commanders have been trading bullets since Sunday and accounts from residents said both groups have suffered two fatalities each.

    “Double whammy on our part: We cannot go out to buy food, there is a (community) quarantine that limits our movement and there is gunfire. We don’t know what to do,” Amang Zahab, a resident of Barangay Bagoinged, told reporters in an interview.

    Zahab appealed to Pikit Mayor Sumulong Sultan and Pagalungan Mayor Mamasabulod to intervene on their behalf.

    Mamasabulod said emissaries of the MILF were sent to both sides and are expected to come out with good results.

    The local government of Balangiga, Eastern Samar has condemned the New People’s Army (NPA) for “confiscating” relief goods from poor families in a far-flung village affected by the Coronavirus Disease 2019 (Covid-19) pandemic.

    Resolution No. 1 Series of 2020 dated April 13 reinforces the Municipal Council’s 2019 declaration of the Communist Party of the Philippines (CPP) – NPA – National Democratic Front (NDF) “persona non-grata”.

    “The AFP (Armed Forces of the Philippines) stated that the word robbery or forcibly taken may have been too strong in describing what happened but the fact remains that the residents were forced to give a portion of their relief (half sack rice) to the NPA,”
    the resolution read.

    It added that the Philippine Army, in a press release on April 7, said
    about 30 NPA rebels “robbed” the relief goods meant for residents of Barangay Guinmaayohan.


    A few days after, the local government issued a statement denying such an incident, saying the distribution of food assistance was orderly and not marred by any robbery.

    “During the municipal peace and order council meeting held on the 13th day of April 2020, AFP (Armed Forces of the Philippines) officials attended and clarified the press release made last week,” the resolution added.

    Maj. Gen. Pio Diñoso, Army’s 8th Infantry Division commander, in a text message to PNA late Monday, said rebels took some relief goods after and not during the distribution.

    He said there are efforts of anti-government groups to “create a wedge” between the local government and the military by posting on social media the conflicting reports.

    “This is distracting us from the real issue. I already talked to Balangiga Mayor Randy Graza to clarify the issue. Village officials and residents attest to the NPA acts. That should be our focus and has to condemn by all of us,” Diñoso told the Philippine News Agency (PNA).

    Also on April 7, about 15 rebels also forcibly took food items from residents of Lakandula village in Las Navas, Northern Samar triggering a firefight that resulted in the wounding of a soldier, he added.

    The military asked the communist terrorist group not to take away the food supply intended for the people. To avail of government assistance during a crisis, rebels are encouraged to return to their respective communities.

    Meanwhile, the Palace on Monday condemned in the strongest terms the reported robbing incidents initiated by NPA members in Northern Samar and Eastern Samar, causing a shortage of relief goods for intended beneficiaries.

    Presidential Spokesperson Salvador Panelo said they understand that NPA members may also be in need of food or basic commodities, but the same cannot be claimed through violence or threats.

    “Resorting to force or duress is unconscionable, especially given the national crisis we are in. We call on those operating outside of the law not to add burden to the people they professed to fight for,” he said.

    The CPP-NPA, which has has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

    TARLAC CITY, April 14 (PIA) -- Northern Luzon Command (NOLCOM) and 3rd Mechanized Infantry Battalion (3rd MIB) provided aid to approximately 200 Magsasaka ng Asyenda Luisita (MALAYA) members who are severely affected by the Enhanced Community Quarantine.

    Each MALAYA member received a food pack consisting of three kilos of rice, one loaf of bread, nine eggs, two packs of instant noodles, three canned goods and five sachets of peanut butter.

    TARLAC CITY, April 14 (PIA) -- 3rd Mechanized Infantry Battalion (3rd MIB) conducted house-to-house relief operations in barangay Sula in San Jose town.

    3rd MIB Commanding Officer Lieutenant Colonel Norberto Aromin Jr. said the activity, done in partnership with the municipal government of San Jose and Bounty Fresh Corporation, aims to extend support to residents severely affected by Enhanced Community Quarantine and prevent communist terrorist groups from taking advantage of the crisis.

    “The whole country is affected by this crisis. We must ensure that wage earners who depend only on a daily income, the physically disabled, the ill, and senior citizens do not go hungry. Hence, we prioritize aid for them,” Aromin said.

    Relative to Executive Order No. 70, a Loudspeaker Operation and distribution of leaflets on Enhance Comprehensive Local Integration Program was held simultaneously during the giving of food packs.

    For his part, 7th Infantry Division Assistant Division Commander and Disaster Response Task Group Commander of Region 1 and Region 3 Brigadier General Manuel V. Sequitin emphasized the significance of Bayanihan spirit in the midst of the coronavirus disease (COVID-19) pandemic.

    SAN JOSE, Tarlac, April 14 (PIA) -- About 250 Aeta families of Sitio Derita, Barangay Maamot in San Jose town received relief packs from the Northern Luzon Command (NOLCOM) and 3rd Mechanized Infantry Battalion (3rd MIB).

    3rd MIB Commanding Officer Lieutenant Colonel Norberto Aromin Jr. explained that the relief goods came from the two-meal subsistence allowance of the NOLCOM officers and personnel.

    Each family pack distributed contains three kilos of rice, eggs, noodles, canned goods and dried fish.

    The remains of a suspected New People’s Army member was recovered on April 9 in Pantukan, Davao de Oro.

    2Lt. Kim Carlos, the civil-military operations officer of the 71st Infantry Battalion, identified the slain rebel as Benjamin Olvis, the regional medical staff of the Southern Mindanao Regional Committee (SMRC), who was reported wounded during the encounter last April 7.

    Carlos said they received a tip from a concerned citizen about a body that was discovered on the cliff in Sitio Ibuan, Barangay Tagdangua, Pantukan.


    Acting on the information, joint forces of the 71st IB and 1101st Regional Mobile Force Battalion (RMFB) of the police and barangay officials checked the information.

    The body was brought to Delta Company headquarters in Sitio Upper Lahi, Barnagay Magnaga, Pantukan.

    An alias Dodong, a former rebel, positively identified Olvis.

    On the same day at 5:25 p.m., the body was turned over to the PNP Pantukan for proper disposition.

    The sister of Olvis said, “He served the movement for 30 years, why did they just abandon him?”

    Olvis was the second body recovered from the April 7 clash between the troops and the New People’s Army. The other one was recovered on the day of the encounter, and he was identified as Julius Aquiatan, 20, resident of Barangay Cadunan, Mabini, in Davao de Oro.

    H601IBde, Brgy Satan, Shariff Aguak, Maguindanao- Amidst with the occurrence of COVID-19 pandemic crisis in the 601st Infantry Brigade area of responsibility, the unit continue its intensified collaboration among the local leaders in the area to entice lawless terror armed groups to lay down their firearms and return to the folds of the law in order to contribute to the efforts of the government in fighting the spread of COVID-19 in the whole province.

    Relative to this, another six (6) members of Bangsamoro Islamic Freedom Fighter (BIFF) under Bungos faction submitted themselves to 33rd Infantry Battalion and abandoned their worthless struggle under the extremist terrorist ideology on April 13, 2020 at about 10 o’clock this morning. Among the surrenderees were identified as Naldo Babalay, Nashrudin Kanapia, Abil Kusain, Dok Adam, Alamansa Manampad and Antok Pendatun bringing along with them the following high powered firearms: two (2) M14 rifles, one (1) cal .30 sniper rifle, one cal .50 sniper rifle, and two (2) M79 grenade launchers.

    It was learned that through genuine commitment and comprehensive livelihood programs that were extended by the government to the previous surrenderees within the 601st Infantry Brigade area of operation, said individuals were convinced to laid their firearms and live a normal life together with their families.

    “We expect continuous influx of surrenderees in the unit area of operation as we sustain our campaign against the terror armed groups in collaboration with the different stakeholders in the area especially our local leaders in this period of crisis”, said by Lt. Col. Elmer M. Boongaling, the commanding officer of 33rd Infantry battalion.

    It has been perceived that incessant numbers of terror armed groups from Bangsamoro Islamic Freedom Fighter and Dawlah Islamiah Turaiffe Group surrendered in 601st Infantry Brigade during the period of 1st quarter CY 2020 as the brigade continue to carry out its mandated mission in the unit area of responsibility.

    Col. Joel Q. Mamon, OIC, 601IBde said, “With this challenging and unrest situation brought about by the pandemic crisis, it is our duties and responsibilities to sustain the peace and order in the area while we work together to contain the spread of COVID-19 in Maguindanao province”.

    “Our desire is to persuade the BIFF members in the area, change their perspective and ideology in accordance with the true Islamic beliefs as we harness our efforts among the local officials and religious leaders”, he added.

    Meanwhile, said surrenderees will undergo the custodial debriefing and processing and further endorse to the provincial government of Maguindanao for appropriate livelihood assistance while the mentioned firearms were at the Headquarters 33IB for safekeeping and proper disposition.

    BALER, Aurora – As part of the unit’s Enhanced Adopt-A-Brgy Program “Kapwa Ko, Sagot Ko” implementation by way of giving assistance to the less-fortunate populace and sectors in this time of corona virus disease-2019 (COVID-19) crisis, the 91st Infantry (SINAGTALA) Battalion, 7th Infantry Division, Philippine Army under LTC REANDREW P RUBIO INF (GSC) PA donated forty (40) broiler chicks and its supplies to eight (8) Former Rebels (FRs) here at Headquarters 91IB, 7ID, PA Barangay Calabuanan, Baler, Aurora on 11 April 2020.

    It can be recalled that on 04 April 2020, SINAGTALA troopers launched its Enhanced-A-Brgy Program at said Brgy by giving of 120 food packs to the poorest of the poor as beneficiaries.

    This program is also in support to the ongoing implementation of Enhanced Community Quarantine (ECQ) that prompted the SINAGTALA troopers to help those people who are in need.

    The SINAGTALA troopers also actively assisted the LGUs in the conduct of relief mission such as repacking of goods, transport and hauling of goods, and distribution of food packs to the residents including the Indigenous People (IP) in the coastal Barangays.

    The FRs likewise expressed its gratitude to the SINAGTALA troopers who assisted them to start and manage their livelihood project.

    On the other hand, LTC RUBIO is thankful because the FRs have shown its interest in livelihood programs and activities.

    “This is a good start and an effective way of transforming the FRs from holding “Guns” to raising “Chicken”. Also capacitating them to engage in a worthwhile livelihood activities,” RUBIO said.

    Meanwhile, COL ANDREW D COSTELO INF (GSC) PA, Commander, 703rd Infantry Brigade, 7ID, PA lauded the initiative of the troops in helping the FRs through livelihood aside from the ECLIP immediate and cash assistance of surfacing rebels.

    “Providing basic needs to our FRs will surely make them confident and effectively mainstreaming them through livelihood opportunities. This is a big factor in sustaining the daily needs of our FRs,” COSTELO said.

    SIATON, Negros Oriental – Personnel of the 11th Infantry (Lapu-Lapu) Battalion, Philippine Army together with other law enforcement agencies assisted the Department of Social Welfare and Development (DSWD) – Region 7 in repacking assorted relief goods for families affected by COVID-19 pandemic.

    Aside from conducting joint mobile patrols with the PNP and manning of different Quarantine Control Points (QCPs) in the province, the 11IB also sent troops to assist the different LGUs in hauling, repacking, and distributing of relief goods to various municipalities and cities in the unit’s Area of Operation.

    Mr. John Marc M Salatandre, Manager/Warehouseman VI of DSWD – Field Office VII said, the DSWD lacks manpower as of the moment, without the help of the different law enforcement agencies that personally offered their helping hands, the repacking and distribution process of the relief goods to different cities and municipalities might get delayed.

    “We want to express our heartfelt gratitude to the 11th Infantry Battalion, Philippine Army and other Inter-Agency Task Force members in helping us to speed up the repacking of relief goods,” Mr.Salatandre added.

    For his part, 11IB Commanding Officer, LTC Ramir Redosendo said, “Extending help and support to all government’s relief efforts especially in times of crisis is part of our mandate of serving the people and securing the land. Rest assured that your 11th Infantry Battalion will continue to help you fight COVID-19 and will make our unit available for you at any time of the day.

    The joint effort of the Army, Coast Guard, PNP, and other volunteers in fast tracking relief efforts only shows that the spirit of Bayanihan is still present to every Filipino during this trying times.

    Relief goods from the DSWD will soon be distributed to the families affected by the Enhanced Community Quarantine period being implemented by the Provincial Government of Negros Oriental.

    Combined military and MILF forces recovered Monday two improvised explosive devices in a clearing operation in Maguindanao.

    Troops recovered two explosives and several components at Sitios Dungguan and Dama Kayo in Barangay Kalumamis, Guindulungan at 4am on April 13.


    Soldiers of the 7th Infantry Battalion brought the improvised explosives to the battalion's tactical command post at 11:40am yesterday.

    Said troops subsequently coordinated with the Explosive Ordnance Battalion for proper identification, evaluation, and disposal of the recovered explosives.

    Maj. Gen Diosdado Carreon, Joint Task Force Central commander, said military troops continue to secure the area against lawless groups in the midst of the implemented community quarantine in Mindanao.

    "Security forces keep guard against hostile groups who may threaten and take advantage of the situation to disrupt the security in the area," said Lt. Gen. Cirilito Sobejana, commander of the Western Mindanao Command.

    "We sustain security operations as measures to preempt terror ploys and neutralize implements of hostilities in the area," he added.

    Six more members of the Bangsamoro Islamic Freedom Fighters laid down their arms in Maguindanao on April 13, 2020.

    Naldo Babalay; Nashrudin Kanapia; Abil Kusain; Dok Adam; Alamansa Manampad; and Antok Pendatun, members of the Bungos Faction surrendered to soldiers of 33rd Infantry Battalion at the Alpha Company Base in Barangay Mileb, Rajah Buayan, Maguindanao.

    "Our mounting offensives at their strongholds as well as our increased community engagements to counter terrorism are gaining positive results," said Col. Joel Mamon, Officer-in-Charge 601st Infantry Brigade.

    Said surrenderors yielded to military troops two Cal .30 M1 Garand rifles (converted to M14), one improvised Cal. 30 Sniper Rifle, one improvised Cal. 50 Sniper Rifle, and two improvised 40mm M79 Grenade Launchers.

    "Our series of accomplishments are attributed to our soldiers, partners, stakeholders, and to the peace-loving people of Maguindanao," said Maj. Gen. Diosdado Carreon, JTF Central commander.

    Subject personalities were brought to 33IB headquarters for custodial debriefing.

    "As I always say, convergence is the key to long-lasting peace and sustainable development in the island of Mindanao," said Lt. Gen. Cirilito Sobejana, WestMinCom commander.

    "Our sincerest gratitude to all our partners and to the communities who provide utmost support in all our endeavors," Lt. Gen. Sobejana added.

    "We operate to win peace but best of all to win the hearts of our enemies and allow them to return to the loving arms of their families," the commander concluded.
