ZAMBOANGA CITY – A member of the Abu Sayyaf Group (ASG) was arrested while another one surrendered to authorities here in the region, officials said Monday.

Brig. Gen. Froilan Quidilla, Police Regional Office-9 director, said
Barri Happil, 40, was arrested by joint police and military operatives in an operation at about 1:30 p.m. Saturday in Sitio Palo-Palo, Barangay Muti here.


Happil has a standing warrant of arrest for illegal possession of explosives, issued on May 7, 2016 by a local court, Quidilla said.

He added that Happil is a follower of Abu Sayyaf sub-leader Marzan Ajijul, whose group operates on the east coast.
Happil was placed under the custody of the Criminal Investigation and Detection Group Regional Field Unit-9 for documentation and proper disposition.

Lt. Col. Alex Ampati, Army’s 4th Special Forces Battalion commander, said Muhammad Basi of Basilan province surrendered on Sunday at the command’s headquarters in Barangay Cabunbata, Isabela City.

Ampati said Basih has turned over an improvised rocket-propelled grenade launcher and rifle grenade ammunition.

More than 200 ASG members have surrendered to the different military units in Basilan as the security situation in the province improves, Ampati said.

TACLOBAN CITY, Apr 13 (PIA) -- The troops of the 20th Infantry Battalion of the 8th Infantry Division, Philippine Army, while conducting community protection patrol in response to a report from concerned civilians on the presence of armed group, were fired upon by about ten (10) Communist NPA Terrorists (CNTs) at the vicinity of Brgy . Diit de Turag, Silvino Lubos, Northern Samar at 9:45 in the morning of April 11, 2020.

The 5-minute firefight resulted to the CNTs’ retreat taking the north direction of Brgy. Ynaguingayan, Pambujan, same province. The troops seized one (1) Huawei touch screen cellphone, one (1) backpack, 14 live ammunition of M16 rifle, one (1) live ammunition of M14 rifle, and subversive documents.

There is no reported casualty on the government side while that of the enemy’s side is still undetermined.

To recall, on April 6, 2020, four improvised explosive devices (IEDs) were uncovered in the vicinity of Brgy. Hubasan, Calbiga, Samar with the CNTs' intent to victimize frontliners conducting COVID-19 prevention efforts.

In the morning of April 7, 2020, about 30 CNTs swooped down on Sitio Bangon, Barangay Guinmaayohan, Balangiga, Eastern Samar and took some relief goods intended for the locals.

In the afternoon of same day, more or less fifteen (15) CNTs harassed and forcibly took foodstuffs from the populace of Brgy. Lakandula, Las Navas, Northern Samar resulting to an encounter where one soldier was wounded.

On March 19, 2020, President Rodrigo R. Duterte declared a unilateral ceasefire with the CPP-NPA-NDF as the Communist Party of the Philippines ordered its armed regulars on March 26, 2020 to observe a ceasefire with the government.

These willful series of attacks by the terrorists are violations of the unilateral ceasefire between the state and the CPP-NPA.

The terrorists are purposely casting the sufferings of the residents caused by the COVID-19 pandemic by orchestrating attacks that induce fear among the whole community.

Colonel Zosimo A. Oliveros, commander, 803rd Infantry (Peacemaker) Brigade, said that, “The violence orchestrated by the CNTs is causing tremendous effect on the community while the peace arms of the government are focused on alleviating the crisis brought about by the coronavirus.”

“Your army, assures the public that we will, at all times, defend the citizenry and will remain steadfast to grapple against the terroristic acts of our enemies,” he concluded.

“We convey our utmost gratitude to the concerned citizens for providing us information of the whereabouts of our enemies and we plea that you will continue to work with us to prevent the enemies from causing harm to the whole populace,” Oliveros added. (PIA8/8ID)

DUMAGUETE CITY, April 13 (PIA) — Philippine Army officials in Negros Oriental assured the public that security forces here are continuously monitoring the security situation in the province amid the COVID-19 crisis.

Col. Noel Baluyan, commander of the 302nd Infantry Brigade of the Philippine Army, said that while they are directed to provide support interventions to law enforcement officers in manning the borders of the province, they are also advised to not let their guards down for possible atrocities made by rebel groups.

“While we are on Covid mode, iyong AFP (Armed Forces of the Philippines), we are also advised not to let our guards down. Here in Negros Oriental, we continue to monitor iyong mga kanayunan natin. We just conduct community security patrol and the monitoring. Continuous naman yun,” Baluyan said.

Lieutenant Col. Ramir Redosendo, 11th Infantry Battalion Commander, said the security situation in their area of operation remains calm at the moment but they are continuously monitoring movements or presence of rebel groups in their area.

“So far, wala pa naman tayong atrocities na na-momonitor sa area. So far so good but it doesn’t mean na magre-relax ang security sector natin together with the PNP. Enhanced pa rin ang intelligence reports natin (So far, we haven’t monitored any atrocities that happened in our area. So far, so good but it doesn’t mean that the security sector together with the PNP will relax. We have enhanced our intelligence reporting),” said Redosendo.

He, however, warned the public about the scheme carried out by alleged members of rebel groups.

“I would like to warn everybody as to what has happened sa ibang lugar, they are instigating the people (against government). Sinasabihan iyong public doon sa barangay na mayroon binibigay na bigas iyong NFA o iyong province, o iyong municipality. Pupunta mga kapatid natin sa baba only to find out later na mayroon mag-rarally doon at sinasama sila sa ganoon (I would like to warn everybody as to what has happened in other places, they are instigating the people against government. They tell the people in the hinterland barangays that the NFA or the provincial, city, or the municipal government is distributing rice. These people will go down from the hinterlands only to find out there is a rally and they will be asked participate in this activity),” Redosendo said.

The Army official urged local chief executives and barangay leaders to verify information related to this matter.

He also instructed army personnel in the ground to verify first with the barangay official if they received information like this before making a move.

Meanwhile, Baluyan also announced that reservists from the Philippine Navy and the Philippine Air Force were placed under the supervision of the brigade to aid in other tasks such as relief operations in view of COVID-19. (ral/PIA7-Negros Oriental)

SAGUIARAN, Lanao del Sur, Apr. 13 (PIA) - Troopers from the 82nd Infantry Battalion (82IB) joined hands with various Local Government Units (LGUs) in Lanao del Sur province to intensify efforts in containing the spread of coronavirus disease 2019 (COVID-19) in the province.

Following the extension of the enhanced community quarantine in Lanao del Sur until April 30, 2020, the 82IB and LGUs doubled their efforts to flatten the coronavirus curve and control the spread of COVID-19 in their respective municipalities.

The troops of the 82IB were deployed in the different municipalities under its area of operations together with the personnel of the Provincial Disaster Risk Reduction Management Office, Integrated Provincial Health Office, and deputized frontliners of every municipality to ensure that all health-related protocols issued by the Inter-Agency Task Force on Emerging Infectious Disease are being followed in the localities.

Mandatory thermal scanning, as well as foot and hand sanitizing, are being conducted in all quarantine control points.

Aside from the conduct of conduct loudspeaker operations to raise awareness among the populace, the 82IB troopers are also patrolling to strictly implement the curfew hours in the area.

In alleviating the sufferings of the people brought by this pandemic, a total of 48,501 family food packs were already distributed by the joint elements of the Provincial Social Welfare Development Office, 82IB and 12th CMO Battalion.

Meanwhile, the 82IB troopers are encouraging everyone to do their share in the fight against COVID-19 by staying at home and cooperating with the authorities. (82nd IB/PIA ICIC)

Communist rebels attacked patrolling soldiers conducting anti-Covid (novel coronavirus) information drive in Zamboanga del Norte province in southern Philippines, officials said Monday.

Officials said the attack
sparked a firefight in the village called Pange in Siayan town over the weekend. The clash lasted over half an hour and stopped after rebels broke into smaller groups and fled.

No soldiers were wounded or killed in the fighting. It was unknown whether the New People’s Army suffered casualties.

Soldiers also recovered improvised explosives and a blasting cap, including a map showing locations of rebel targets in the town, left behind by the gunmen, according to Lt. Col. Manaros Boransing, commander of the 97th Infantry Battalion.


Last month, rebel forces torched heavy equipment owned by private contractor working on a road project in the village of Lower Liason in Tambulig town in the neighboring province of Zamboanga del Sur.

Col. Leonel Nicolas, commander of the 102nd Infantry Brigade, said there are at least 100 national and local government flagship projects in Zamboanga Peninsula (region) and in Misamis Occidental which they are now securing against the NPA.

Maj. Gen. Generoso Ponio, commander of the 1st Infantry Division, said the rebel group violated their own unilateral ceasefire and the attack just showed the treacherous action of the NPA. “Our troops will continue to perform our mandate in mitigating the spread of the Covid-19 in partnership with local government as we protect the constituents and ensure an unhampered implementation of government flagship projects,” he said.

The NPA has been fighting the democratic government for many decades now so it can put up its own communist state in the country. (Zamboanga Post)

THE PHILIPPINE Army’s 91st Infantry Battalion (91IB) provided livelihood assistance to eight rebel surrenderers in Barangay Calabuanan in this capital town on Saturday.

The livelihood assistance is part of the 91IB’s Enhanced Adopt-a-Barangay Program (Kapwa Ko, Sagot Ko) program.

Lt. Col. Reandrew P. Rubio, acting commanding officer of the 91IB, led the distribution of 40 broiler chicks and other poultry supplies to the former rebels as aid amid the health crisis brought by the threat of the coronavirus disease 2019 (Covid-19).

“In times of crisis, the act of giving we call 'bayanihan' is innate to us all Filipinos. Being able to extend even a little out of whatever we have to our less fortunate 'kababayans' give a feeling of joy in our hearts,” Rubio said.

Col. Andrew D. Costelo, commander of the 703rd Infantry Brigade, said the effort of the 91IB is not just finding a way to provide food for the needy people, including the former rebels, but to let them engage in livelihood activities that will open opportunities in the future.

“As we commemorate Black Saturday, let the undertaking be a reminder that it is our responsibility not just to give fish to the least of our brethren but to teach everyone as well how to fish,” Costelo said.

Brig. Gen. Alfredo Rosario, commander of the 7th Infantry "Kaugnay" Division, lauded the initiative of the 91IB in giving hope to people in dire need to make both ends meet.

He said that although small, the livelihood starter package lights the way for brighter days ahead “as we often hear and say that it is always better to light one small candle than to stumble in the dark,” Rosario said.

The 91IB launched the enhanced Adopt-a-Barangay program last April 4 by distributing 120 food packs to the indigents in Barangay Calabuanan here.

Rubio said the other company under the 91IB will also conduct the same activity at the soonest time to help the communities most affected by the Covid-19 pandemic. (By Jason De Asis)

THE LEADER of a farmers’ organization tagged as having links with the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA), was arrested
in a joint operation conducted by the Police Regional Office (PRO)-13 (Caraga) and the Armed Forces of the Philippines (AFP) on Saturday.

In a statement, PRO-13 director, Brig. Gen. Joselito T. Esquivel Jr.
identified the suspect as Proceso Torralba, the chair of Unyon sa mga Mag-uuma sa Agusan del Norte (UMAN).

Torralba was arrested in the manhunt operation conducted by the elements of PRO-13 Regional Intelligence Unit, Agusan del Norte Police Provincial Office Intelligence Branch, Butuan City Police Station 4, the Mobile Force Company, and operatives from the 42nd Military Intelligence Company of the AFP in Purok 3, Barangay Bobon here.

Esquivel said Torralba was arrested by virtue of a warrant of arrest issued by Judge Fernando R. Fudalan Jr. of the Regional Trial Court Branch 7 in Bayugan City, Agusan del Sur last January 30, 2020 for the crime of kidnapping and serious illegal detention.

UMAN, according to the military official, has links with the communist movement under the White Area Committee (Wacom).

“Torralba was among the NPA members who raided the New Tubigon 8th Special Force Company Patrol Base in Purok 1, Barangay New Tubigon, Sibagat, Agusan del Sur last December 19, 2018 and carted away assorted firearms and kidnapped the two AFP cadres,” Esquivel said in the statement.
He commended all the personnel involved in the successful law enforcement operation, saying the arrest was the result of the good relationship between the AFP and Philippine National Police (PNP) with the active support of the community.

Esquivel also urged the remaining NPA rebels in the area to surrender, avail of the programs being offered by the government and start renewed lives.

“Together, let us put an end to this local communist armed conflict to attain long and lasting peace in Caraga Region,” he said. (By Alexander Lopez)

Satan, Shariff Aguak, Maguindanao- The 601st Infantry Brigade joined the launching of relief goods distributions intended for the constituent of Maguindanao province who were affected by the current pandemic crisis COVID-19. The activity was orchestrated by PLGU-Maguindanao headed by Gov. Mariam Sangki-Magudadatu at the Old Capitol ground, Shariff Aguak on April 11, 2020.

Truckloads of relief goods were presented and to be dispatched to the different municipalities and barangays of Maguindanao which conjointly prepared early on the last week of March 2020 by PLGU-Maguindanao, AFP and PNP to further respond to the call of national government relative to the declaration of state of public health emergency throughout the entire country.

“My salute to our frontliners, the health workers, law enforcers as well as all volunteers who became part of this endeavors harnessing our efforts to contain the COVID-19 and be responsive to the needs of my constituent in the whole province”. Gov. Mariam Sangki-Mangudadatu stressed in her message during the conduct of launching ceremony.

“As public servants, it is our sole responsibility to instill awareness and enforce all guidelines toward my constituent in order to normalize our situation and as we joined together to prevent the spread of COVID-19”, the governor added.

Further, Col. Joel Q. Mamon, Officer-in-Charge, 601IBde in his message, “your Army is on top of the situation, rendering 24/7 duties to monitor, update and strictly enforce COVID-19 implementing guidelines on the ground to further ensure that the Maguindanao-IATFEID mandates are timely and totally impose. Further, the 601st Infantry Brigade as IATF support agency likewise optimize its capabilities and give full commitment in these endeavors as we go hand in hand to fight the spread of COVID-19”.

Meanwhile, an initial twenty-four vehicles were dispatched at around 10 o’clock this morning to distribute relief goods in the municipalities of Datu Anggal Midtimbang, Talayan, Talitay, Guindulungan and South Upi benefiting 9,909 households of the province.

Bancasi, Butuan City – Ten (10) CPP-NPA Terrorists (CNTs) belonging to the North Eastern Mindanao Regional Committee (NEMRC) and North Central Mindanao Regional Committee (NCMRC) yielded to government troops under the 402nd Infantry (Stingers) Brigade in a series of surrender in Caraga Region during the Holy Week.

Said surrenders composed of five (5) regular CNTs and three (3) Milisya ng Bayan (MB) under Guerilla Front (GF) 4A, NCMRC and two (2) regular CNTs under GF30 and Sentro De Gravidad (SDG), Sub Regional Command (SRC) 2130 under NEMRC surrendered to the elements of 23rd Infantry Battalion in Agusan del Norte and 36th Infantry Battalion in Surigao del Sur under the operation control of the 402nd Infantry Brigade.

The CNTs yielded one (1) M16 Rifle, one (1) M1 Carbine Rifle, one (1) M653 Rifle attached with M203 Grenade Launcher, three (3) caliber .45 Pistols, three (3) caliber .38 Pistols, and one (1) Anti-Personnel Mine (APM).

Alias Jack, Squad Leader, Squad Baking of Sandatahang Yunit Pampropaganda (SYP) KINGDOM of GF4A, NCMRC, and alias Jelan, MB of SYP KINGDOM, GF4A, NCMRC surrendered last April 6, 2020. They revealed that as they approached the communities for food, they took the opportunity to desert and decided to return to the folds of the law because they didn’t see any reason anymore to continue fighting as corruption and abuse became rampant in their organization.

In an effort to help his comrades who also wanted out of the CNT organization, Alias Jack facilitated the negotiation and surrender of alias Brando, Team Leader of Team Abe, Squad Uno, SYP KINGDOM, GF4A, NCMRC on April 8, 2020 and alias Windel, Political Instructor (PI) of SYP SIKOP, GF 4A, NCMRC on April 9, 2020 to 23IB under Lt Col Francisco L Molina, Battalion Commander.

Meanwhile, on April 07, 2020, four (4) female CNTs surrendered again to 23IB namely: alias Russel, 31 years old, former platoon medic, SDG CAOCAO, GF4A, NCMRC; alias Minchie, 31 years old, former squad medic, SYP SIKOP, GF4A, NCMRC; alias Darlyn, and alias Langlang, 24 years old, both members of Milisya ng Bayan (MB).

In Surigao del Sur, two (2) CNT leaders surrendered to the 36IB troopers led by Lt Col Jeezrel Diagmel, Battalion Commander. They were identified as alias EJ, Team Leader, TM 2, Squad 2, Platoon 2, GF 30, NEMRC, 25 y/o and alias Rex, PG, Sqd 1, By 2028, a world-class Army that is a source of national pride “Army Core Purpose: Serving the people, securing the land” SDG, SRC 2130, NEMRC, 23 y/o. They disclosed that their stay in the CNT organization became more miserable when the COVID19 struck the province since their supporters were quarantined.

Since January 2020, there are already a total of forty-eight (48) CNTs who surrendered to the government bringing along with their 21 assorted firearms.

In his statement, Brigadier General Maurito L Licudine, Commander of the 402nd Brigade said, “We are elated that these former CNTs have realized the futility of their armed struggle as we continuously confront the COVID19 pandemic. The continuous surrender of the ranking CNTs and its members proved that the rotten ideology that the CNT is desperately insisting to the Caraganons are irrelevant and unwelcome. These developments manifest the steady weakening and downfall of the Communist Terrorist Group (CTG) organization”.

Said surrenderers will be validated and enrolled under the government’s reintegration program, the E-CLIP, to give them the opportunity to go back to their normal lives.

CAMP CAPINPIN, Tanay, Rizal – Almost two hectares of this Army camp will be converted to farmlands after soldiers turned to farming to prevent a looming food crisis as the nation battles the Covid-19 pandemic.

The Army Commander in Southern Tagalog said that the idea to support the needs of the community and the people under quarantine was in line with the guidance of Sec Dennis Hernandez, the Presidential Adviser for Southern Tagalog, that was coursed through the AFP’s Southern Luzon Commander, Lt Gen Antonio Parlade.

​The unprecedented response of soldiers from the 2nd Infantry Division is in partnership with DV Boer International Farms Corporation which has 20 farms located across Region 4A.

​According to Major General Arnulfo Marcelo B Burgos Jr, Commander of 2ID which covers Southern Tagalog, the initiative is a three-pronged approach designed to keep the people afloat during, and even beyond, the Enhanced Community Quarantine period being implemented by the government to prevent the spread of the deadly corona virus.

​“First, the idle lands of vast military reservations which are to be developed will be put to good use” while making sure that his “soldiers will be performing their mandate to serve the people, this time in the field of food security”, said Maj Gen Burgos.

​He added that through this program, his troops’ chances of being infected with Covid-19 will be lower because they will be exposed to the sun which is one of the recommended preventive tips by health experts.

​Mr Dexter Villamin, the President and CEO of DV Boer Farms which is also known as “The People’s Farm”, said that food security should be ensured so that greater problems such as hunger and civil disobedience can be prevented as those are the problems that might arise as a result of the measures which were set in place to contain the current global crisis.

​“If the situation drags on, people will be hungry and the government will have to deal with another problem”, said Mr Villamin who added that as a private company investing in agriculture, “we feel that it is our social responsibility to avert such problem not only by providing products to serve as food but also to give our people a means of living while most of the industries are on shut down.”

Mr Villamin is an AFP KAPAYAPAAN AWARDEE for 2018 and has long been advocating for food-security through a network of “sub-farms” across the country. His group is a great contributor in promoting peace in many communities thru the agricultural livelihood that they have given, thus, making employment available and local food affordable.

​Under the partnership, the farms will be providing technical assistance in livestock raising, crop production and food processing to the soldiers while volunteers from the community and paramilitary forces will be tapped to augment the manpower of the private farms that will be converted into “Quarantine Farm Camps” which is projected to produce 32 tons of farm-fresh food in just 8-10 months, 65% of which will be donated to the needy to serve as one of the local government units’ sources of relief for their constituents.

The group of farms will provide free board and lodging to the soldiers-trainees while they are being trained in actual food production until the time that they are ready to share the knowledge to their fellow soldiers.

​“Filipinos, coming from a country that is primarily agricultural, has a natural skill for farming, on top of our innate resiliency. What we are doing is merely going back to the basics, tapping our strengths and heritage to survive this very challenging phase of our lives”, ended Mr Villamin.

Initially, around 50 civilian volunteers and CAFGU Active Auxilliaries coming from Tanay will augment MDT Farm, a sprawling 7-hectare agri-business located in Brgy Sampaloc, to bolster its production from its current inventory of almost 500 high breed goats, more than 300 chickens, native swines and imported turkeys.

Hon Rex Manuel Tanjuatco, the Mayor of Tanay, expressed his appreciation for being selected as the host municipality of this maiden project.

“I am optimistic that this out of the box program will turn out to be the extraordinary action that will help ensure my constituents’ survival during these extraordinary times”, added Mayor Tanjuatco.

​On the part of the military, Maj Gen Burgos said that the project will make his camp self-sustaining thereby ensuring that his unit will be able to preserve their forces through a steady source of nutritious food for soldiers to eat.

​He emphasized that even the community around this military camp will benefit because the food supply in the market will be higher for the locals and, at the same time, the troops’ produce can be shared to the neighboring villages, should the need arise.

​ “Aside from deploying more than 3,000 soldiers to man 340 Quarantine Control Points or QCPs, this is one of your soldiers’ humble contributions and act of solidarity with the Filipino nation as we all pray for this crisis to finally pass”, Maj Gen Burgos said.

Per the programs’ concept, the Department of Agriculture and Department of Science and Technology will sanction the undertaking in line with President Rodrigo Duterte’s call for a whole of nation approach in addressing the various problems which the country is, and will be, facing.

PLACER, Surigao del Norte – The Philippine Army’s 30th Infantry Python Battalion (30IB) assisted the “Humanitarian Assistance Program” of the Provincial Local Government Unit of Surigao del Norte on April 12, 2020 at Purok 8 and 9, Brgy San Juan, Surigao City, SDN.

The troops of 30IB led by 1Lt. Wilfredo F Quilang, Civil Military Operations Officer, provided the assistance in the repacking, transporting, and distributing of relief goods in partnership with the personnel from the Philippine Coast Guard (PCG), Bureau of Fire Protection (BFP), Philippine National Police (PNP), and volunteer personnel from the provincial government of SDN.

The said activity was spearheaded by Mr Ramon M Gotinga, Assistant Provincial Administrator of SDN together with the Provincial Local Government Unit (LGU) personnel thru the leadership of the Provincial Governor, Hon. Francisco T. Matugas.

The house to house distribution of the 664 relief goods (RG) were distributed to the affected populace in the said barangay. 4,000 RGs were being repacked as volunteers still continuously repack in the Provincial Government Office. The provincial government will be extending its assistance to every affected municipalities in the whole province.

In a statement, Lt. Col. Jeffrey A Villarosa, Commanding Officer of 30IB said, “We appreciate the initiative of the LGU in SDN in reaching out to their constituents. The said distribution of relief goods is definitely a generous help to every household in the province during the implementation of the Enhanced Community Quarantine.”

“In this time of crisis, let us work together, regardless of our professions, to serve our fellow Surigaonon. The 30IB is continuously doing its COVID-19 response by closely coordinating with our stakeholders and having our capabilities available so that the needs of the people are delivered as soon as possible,” Villarosa ended.

SAGUIARAN, Lanao del Sur – The 82nd Infantry (BANTAY LAYA) Troopers in collaboration with the different Local Government Units (LGUs) intensifies its efforts to stop the spread of Corona Virus Disease 2019 (COVID-19) in Lanao del Sur.

Following the extension of the Enhanced Community Quarantine (ECQ) until April 30, 2020 in the whole province, the 82IB and LGUs doubled their efforts in flattening the curve and controlling the spread of COVID-19 in their respective municipalities.

The 82IB deployed its troops to different municipalities under its area of operations to help the personnel of the Provincial Disaster Risk Reduction Management Office (PDRRMO), Integrated Provincial Health Office (IPHO), and other deputized frontliners of every municipality in implementing the health-related protocols issued by the Inter-Agency Task Force on Emerging Infectious Disease (IATF-EID).

These frontliners are manning the Quarantine Control Points (QCPs) where health-related protocols like Mandatory Thermal Scanning, and foot and hand sanitizing are being implemented.

Aside from the conduct of loudspeaker operations to raise awareness on COVID-19 pandemic, 82IB troops also conduct regular patrolling to strictly implement the curfew hours in the area.

In alleviating the sufferings of the people brought by this pandemic, a total of 48,501 family food packs were already distributed by the joint elements of the Provincial Social Welfare Development Office (PSWDO) of Lanaodel Sur headed by Ms. Marian Balindong with the help of 82IB and 12th CMO Battalion.

The BantayLaya Troopers are always ready to serve wherever and whenever there is an urgent need, especially in times like this. Further, we encourage everyone to do their share in this fight by staying at their respective homes, and by cooperating with the authorities. By doing these, we can defeat COVID-19.

Bancasi, Butuan City – The CPP-NPA Terrorists (CNTs) have violated their own unilateral ceasefire after harassing and extorting from the residents of Brgy Cuyago Jabonga, Agusan del Norte resulting to a clash between the CNTs and troops of 29th Infantry (Matatag) Battalion under the operation control of 402nd Infantry (Stingers) Brigade this morning, 11:20AM, April 13, 2020.

Elements of 29IB stationed at a nearby barangay while supporting the DOH, PNP and other government agencies in the implementation of the Community Quarantine for COVID 19 responded to a report from the residents of Brgy Cuyago that NPA members are harassing them and forcing them to give money or food items. The troops of 29IB, upon arrival at the reported location, were fired upon by the NPAs of GF16A believed to be under Samuel Batican @ ALBREN prompting the troops to engage the NPAs.

The initial firefight lasting for about five (5) minutes forcing the CNTs to scamper away in different directions. At around 11:35AM, the withdrawing CNTs were again encountered by troops of 29IB who responded and conducted blocking position in the same Barangay approximately three (3) kilometers from the National Highway. The troops recovered four (4) rolls of detonating cord (250 meters each).

It can be recalled that President Rodrigo Roa Duterte declared a Unilateral Ceasefire on March 19, 2020 so that the AFP and PNP can focus on implementing measures to help the concerned agencies and the LGUs prevent the spread of COVID 19. On March 28, 2020, the CNTs declared their own unilateral ceasefire allegedly after heeding the call of the UN for a worldwide ceasefire declaration and after implementing several attacks against the government forces.

However, despite their own ceasefire declaration, the CNTs continue their guerilla operations targeting our IP leaders and their former cadres who have gone back to the folds of the law in Surigao del Sur, recovery of their lost mass bases through coercion and intimidation and the expansion of their extortion and recruitment activities particularly in Surigao del Norte and Agusan del Norte. Truly, the declaration of a ceasefire for them is an opportunity to gain freedom of movement and exploit the COVID19 crisis for their own ends.

Brigadier General Maurito L Licudine, Commander of the 402nd Brigade, strongly condemns the lack of sincerity of the CNTs in their self-declared ceasefire as they continue the harassment of communities, extortion and recruitment activities while the people are already suffering from the COVID 19 pandemic. They are truly terrorists unmindful of the plight of the people and the country as long as they meet their ends by exploiting the situation to their advantage.

“We call on to all Caraganons to condemn these treacherous and terroristic acts against law abiding and unarmed civilians. We shall not let our guards down against these terrorists and constantly be on alert to pre-empt any evil plans that they are crafting in this time of crisis. Rest assured that your Army will be resolute in protecting the communities from these terrorist groups while combatting the COVID19 pandemic and Heal as One”, BGen Licudine ended.

The Communist Party of the Philippines (CPP) supports the humanitarian call for the immediate release of all elderly, ailing and political prisoners, as an urgent measure to decongest the overcrowded jails to help prevent the rapid spread of the Corona-19.

The call for the release of prisoners has been issued by the United Nations, various international agencies, as well as various local organizations and agencies.

The immediate release of at least 23 NDFP peace consultants and personnel, in particular, will be welcomed by the revolutionary forces as a measure in line with the UN Secretary General’s call for a global ceasefire and will be considered as a positive gesture of peace.

The Party calls for an end to the mass arrest and filing of charges against violators of the police-imposed curfew. To date, more than 75,000 have been accosted and close to 25,000 arrested. The Party denounces the police abuse against the thousands who have subjected to unjust punishment. There are also widespread reports of bribery.

The Party condemns the curtailment of the people’s right to voice their opinion online or in the streets. The Party also denounces the continued surveillance, red-tagging, harassment and intimidation against activists and critics of the regime.

ZAMBOANGA CITY: More than 1,000 former members of Sulu-based Moro National Liberation Front (MNLF) were recently offered by the national government, through the Office of the Presidential Adviser on the Peace Process (OPAPP), livelihood programs to help them improve their families’ living condition.

This was disclosed in a program held here early this month by MNLF Central Committee Chairman Yusop Jikiri, who reported that the former rebel combatants, led by their field commanders, earlier assembled at the MNLF main camp at coastal Barangay Pasil in Indanan town
to identify particular livelihood programs offered by OPAPP Secretary Carlito Galvez Jr. who had previously flown to the area through the assistance of the Western Mindanao Command.


Galvez explained to local media “the OPAPP is the government agency that handles peace talks and negotiations related to internal conflict and rebellion in the country.”

He recalled the MNLF, founded in 1972 by then-University of the Philippines professor Nur Misuari, has reconciled with President Rodrigo Duterte.

In 1996, the MNLF signed a landmark peace agreement with the Philippine government that brought about the creation of the Autonomous Region in Muslim Mindanao, which close to two years ago was renamed Bangsamoro Autonomous Region in Muslim Mindanao.

At least seven members of the New People’s Army (NPA) surrendered to local security officials in Maasim, Sarangani over the weekend.

Sarangani Police Director Colonel Lex Ephraim Gurat said the former NPA fighters used to belong to the Guerilla Front Musa under the NPA-Far South Mindanao region operating in the provinces of Sarangani and South Cotabato. They were formally turned over to Maasim Mayor Xyres Pacquiao, who welcomed the surrenderers in a simple turnover rite at the municipal hall.

Gurat said
 the NPA surrenderers also turned in an M-16 and a Garand rifles, a .45 caliber pistol, and 12 gauge shotgun.


Gurat said police and military intelligence operatives started negotiations for their surrender last month. One of them was identified as a certain Commande Esmael.

Esmael said they opted to surrender following the intensified military operations launched against the NPA rebels in Sarangani and adjacent provinces.

“We’re tired of running away from the pursuing government forces,” Esmael said.

Pacquiao said the surrenderers will be provided with livelihood and cash assistance under the Comprehensive Local Integration Program.

He urged other NPA rebels operating in his municipality to lay down their arms and avail the government’s localized peace initiatives under the CLIP program.

Suspected members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) attacked the community security patrol of the 29th Infantry (Matatag) Battalion of the 4th Infantry (Diamond) Division in Barangay Cuyago, Jabonga, Agusan del Norte, Monday morning April 13, 2020.

The first encounter happened 11:20 this morning between the two forces which lasted for about five minutes.

At around 11:35 a 15-minute encounter ensued between the government forces and more or less 18 rebels believed to be members of Samahang Yunit Pampropaganda-16A (SYP16A), Guerilla Front-16 (GF16), North Eastern Mindanao Regional Committee (NEMRC) under Samuel Batikan a.k.a. “Albren” a military report said.


The government troops were in the area as they were responding to reports regarding the alleged extortion activities of the communist terrorists in the said barangay when they encountered the rebels.

The encounter resulted in the recovery of four (4) rolls of detonating cords, three (3) magazines for AK-47 with 30 serviceable ammunition, and assorted empty shells for AK-47 and M-16 rifles.

The report added the CNTs suffered heavy losses as evidenced by the bloodstains in the encounter site and withdrawal route.

No casualties were recorded on the government side.

Major General Franco Nemesio Gacal, 4th Infantry Division commander urged everyone to be vigilant against the rebel group amid the coronavirus disease 2019 (COVID-19) scare.

“We urge everyone to remain vigilant against the treacherous actions of the CNTs. Despite the call for solidarity in addressing a common enemy, COVID-19, the CNTs remain a threat to our communities. Support your government to put an end to the more than 5-decade long senseless killings and heinous crimes of the CNTs against humanity,” Gacal said.

DAVAO ORIENTAL, Philippines — Suspected New People’s Army guerrillas reportedly took away relief goods given to residents of Baganga town in Davao Oriental over the weekend.

Five rebels reportedly opened fire at troopers
of the Army’s 67th Infantry Battalion led by 2/Lt. Joseph de Leon, who responded to reports about the incident in Barangay Mahan-ub on Saturday.

No one among the troopers was wounded in the firefight that lasted 10 minutes.


Residents told authorities they were forced by the armed men to hand over the relief goods distributed by the government.

Gov. Nelson Dayanghirang denounced the incident, saying it is proof that the communists are terrorists and anti-people.

“What they did was a clear violation of the ceasefire agreement. While the government is busy looking for ways to contain the coronavirus disease 2019, the communists are robbing the people,” Dayanghirang said, adding the government should no longer engage in peace talks with the communists.

He gave assurance the local government would strive to maintain the momentum gained in the fight against the disease.

An Abu Sayyaf bandit surrendered to the Army Special Forces in Basilan over the weekend.

The bandit, who turned himself in to the Army’s 4th Special Forces Battalion (SFB) in Barangay Cabunbata in Isabela City,
yielded a grenade launcher and a projectile.


Lt. Col. Alex Ampati, commander of the 4th SFB, led his men in a ceremony marking the bandit’s surrender.

The surrenderee, whose name was withheld, told authorities he learned about how his former comrades were reintegrated into the civilian life and the community.

Members of the Basilan provincial peace and order council said there are only 12 to 15 Abu Sayyaf bandits remaining in Basilan.
More than 200 bandits surrendered to authorities in the past three years after the provincial government launched the Program Against Violent Extremism.

The 4th SFB, the Basilan provincial government and the office of the congressional representatives in the province are facilitating the return of the bandits to mainstream society.

Operatives of the Criminal Investigation and Detection Group (CIDG) have arrested a suspected member of the Abu Sayyaf Group (ASG) in a raid in Zamboanga city.
CIDG director Maj. Gen. Joel Napoleon Coronel said they immediately launched the operation after learning of the whereabouts of the 40-year-old Abu Sayyaf member Barri Happil.


Happil is facing a case of illegal possession of explosives, which is currently under the sala of Judge Vera Vergada of the Regional Trial Court, Branch 14, in Zamboanga City.

Coronel said CIDG operatives were backed by Marine commandos during the operation on April 11, Saturday, in Barangay Muti.

Happil, the official said, is reportedly a member of the Abu Sayaff Group under ASG Sub Leader Marzan Ajijul.

The suspect is currently detained at the CIDG office in Zamboanga City.
