Two of the peasants were killed, the other three sustained severe wounds. The victims were later misrepresented as members of the New People’s Army and falsely charged with illegal possession of firearms.

The five individuals whom the 48th IB indiscriminately strafed are all civilians and unarmed. In fact, there was neither an NPA unit nor Red fighters in Brgy. Talisay or neighboring villages in San Isidro at the time of the incident (April 23). The trigger-happy murderers fired upon hapless civilians and subsequently carried out a cover-up PR spin in desperate attempt to sweep their crime under the rug.

Reports from the masses completely belie the ludicrous narrative of the AFP. Earlier that day, residents in the village center of Brgy. Talisay warned the five farmers to be wary of the presence of operating 48th IB soldiers. The farmers said that they were only checking on the snares that they put up a few kilometers away from the village several days prior.

At around 10am, residents reported that they heard a volley of gunfire from the forested areas of the village. Past noon time, soldiers descended from the area where the residents heard the gunfire, lugging the severely wounded bodies of three of the five farmers. Afterward, a convoy of PNP vehicles and army trucks arrived at the village and took the five peasants. The residents later learned that the two farmers died en route to the hospital and were surprised that the other three have been arrested and charged.

The day was barely over when the inveterate fascist liars released a statement claiming their troops engaged five Red fighters in an armed encounter, killing two of them and wounding the other three. They also claimed that the soldiers “recovered two high-powered rifles at the encounter site.” The statement said the three have been arrested and were facing criminal charges. The preposterous claim backfired when San Isidro residents called out the AFP in social media for misrepresenting the five civilian farmers as members of the NPA.

This engage-first-verify-later attitude, made worse by the policy to deny their civilian collateral damages, is by no means an isolated case for AFP troops in Southern Mindanao. On February 20, 2019 for instance, three civilians were also fired upon by 71st IB troops in Brgy. Napnapan, Pantukan. Mercifully, the farmers sustained no gunshot wounds but were forced to “surrender” as Red fighters, even as local government officials insisted the three victims were civilians. A month later, on March 28, two civilian youths were killed and another was severely wounded when 71st IB troops fired upon them in Brgy. Anitapan, Mabini. The victims were also misrepresented as NPA fighters. Similar other crimes and subsequent cover-up attempts were committed by AFP troops across the region.

Operationally, the San Isidro incident also shows how very isolated AFP troops truly are during their military operations. They fear every sudden movement, every creaking of trees, every crackle of twigs, and every civilian to be a sympathizer of the NPA in the base areas. They are deaf and blind in the countryside, and hence are wont to engage without confirming beforehand if the individuals they were training their weapons on were legitimate military targets.

On the other hand, this recent crime and the desperate attempt at a cover-up will further eat away at the tenuous unity among AFP troops, especially the foot soldiers, most of whom come from poor peasant families, as they are confronted with the rabid fascism and the nonchalant dismissal of an egregious crime by their organization against unarmed civilians. Overtired by the pressures and stress of their focused military operations, these foot soldiers are not only disgusted by the callous disregard for the lives of their fellow Lumad and peasants but are likewise disgusted by the naked corruption of their military leadership. More and more, they realize how incorrigibly unprincipled the AFP really is, which routinely opts to fabricate lies instead of admitting its transgressions.

Focused military operations by the AFP have not let-up across the region, despite its claims of “dismantling guerilla fronts.” Neither did it significantly reduce the number of deployed combat forces in the Southern Mindanao’s countryside. All forms of attacks against civilians continue unabated. The lies and misrepresentations pile up as they frantically whitewash their crimes against the masses. These facts debunk in every respect the Eastern Mindanao Command’s supposed “victories” against the revolutionary movement, especially against the NPA in the region.

As far as the AFP’s counterinsurgency is concerned, civilians and the unarmed are as much their targets for killings and worn-out cover-up storylines as much as Red fighters and revolutionaries are.

As the Cordillera People’s Democratic Front (CPDF) celebrates its 36th anniversary, it calls on the national minorities of the Cordillera to further strengthen the struggle towards self-determination through armed resistance, legal and extralegal opposition against devastating projects and tireless alliance-building.

The CPDF is the member organization of the National Democratic Front of the Philippines that advances the interests of the tribes and clans of Cordillera. Since its establishment in 1986, the CPDF has unfailingly merged the NM struggle with the national democratic struggle of the rest of the Filipino masses. In turn, allying with other organizations has added to the resolve of the peoples of this region to end the rule of a rotten government-landlord and their imperialist overlords.

So effective is the struggle of the national minorities that the Anti-Terror Council recently tagged the CPDF as terrorists, along with 15 other organizations. But how valid is the terror tag itself? It can be recalled that during the Spanish colonization, these foreign authorities demonized any group that resisted their rule. Imagine that period’s ‘terror tag’ against the Igorot people when they waged the most successful resistance against the invaders. Eventually defeating and banishing the Spanish government and subsequent colonizers signified that defending ancestral lands against imperialist greed is a just and noble cause. This is the same cause that the CPDF has consistently espoused throughout its existence. How then can a terror tag from a highly questionable ‘anti-terror’ council hold water when history itself has proven that this cause is legitimate?

Adding to the illogical accusations is the reactionary government’s vain efforts to invalidate the people’s democratic revolution. In social media platforms especially, there abounds disinformation attempting to paint revolutionary martyrs as ‘victims’ of the revolution. But words are wind; for instance, comrades like Mark ‘Ka Corel’ Yocogan and Jan Michael ‘Ka Simon’ Ayuste remain heroes to the Cordillera peoples. They were victims, indeed; but only of overkill by the 69th Infantry Battalion on October 30 last year in Mountain Province. That the Philippine Army opted to slay Red warriors rather than have them tried in legal battle only further stokes the revolutionary fury of the national minorities.

Nothing can dissuade the Cordillera peoples from advancing the people’s democratic revolution. Only through the path of war can minorities achieve democracy and self-determination, even genuine autonomy. The tribes and clans are in effect refusing to be treated as second class citizens of this country by taking up arms and marching onwards with the rest of the Filipino masses. Under the leadership of a Marxist-Leninist-Maoist Communist Party of the Philippines, the CPDF chooses to be comrades-in-arms with other oppressed, exploited and marginalized sectors. With such lofty cause and unfaltering alliance, victory is inevitable for the national democratic revolution. ###

On the 49th anniversary of the National Democratic Front of the Philippines (NDFP), the revolutionary united front organization of the Filipino people fighting for freedom and democratic rights, Kabataang Makabayan-Southern Mindanao Region offers the highest revolutionary salute to the martyrs of the people’s revolution and calls for justice for all the victims of state-perpetuated killings and violence.

We will always remember and greatly honor the lives of NDFP Peace Consultant Ezequiel Daguman who was abducted and murdered by the Armed Forces of the Philippines (AFP) last month while en route to New Corella, Davao del Norte for a consultation with a peasant community in the area, NDFP Peace Consultant Pedro Codaste who was also abducted and summarily executed by the AFP last January while recovering from various illnesses in Bukidnon, Randy Malayao, Randall Echanis, Reynaldo Bocala, and all martyrs who dedicated their lives and died in pursuit of unifying all progressive forces to advance the people’s struggle and end U.S. imperialism, landlords, big compradors, and oligarchs.

However, we must also go beyond remembering and honoring their lives. Now more than ever, we must embody their revolutionary spirits and continue the fight for national liberation, true democracy, genuine agrarian reform, national industrialization, and other social and economic reforms.

The common Filipino people bear the brunt of the country’s worsening economic situation coupled with the health crisis aggravated by the government’s inadequate pandemic response. The number of Filipino people suffering from poverty increased by around 3.8 million between 2018 and 2021, while the national government’s incurred debt is already at PHP 12.03 trillion which will be paid using the taxes of the masses. Worst, the people’s legitimate demands are met with fascism, injustice, and oppression.

These immensely dire conditions are the reasons why the revolution can never be deterred by the state and its forces. The people want a society where farmers till their own lands, workers have livable wage and are regularized, health care and social services are not privatized, and our education system is nationalistic, scientific, and mass-oriented.

It is for these same reasons that the people continue to wage the struggle unbowed and with fervent revolutionary optimism. Indeed, the revolution is for the people.

To our fellow Filipino youth, to the marginalized and oppressed masses, let us carry on with the national democratic revolution just like Daguman, Codaste, Malayao, Echanis, Bocala, and all martyrs before us. Let us become unceasing in doing political tasks to complete the struggle for national liberation and genuine democracy.

March onward to the victory of the people’s struggle! AMPLIFY THE REVOLUTION!

Marapat kundenahin at panagutin ang 1st at 80th IB sa ilalim ng 202nd Brigade ng Philippine Army sa garapalang pag-atake sa mga katutubong Dumagat at mamamayan ng Quezon para ipagtanggol ang interes ng mga ganid na dayuhang kapitalista’t lokal na burukrata sa likod ng mga mapanirang proyekto sa Sierra Madre.

Naglilingkod ang mga bayarang 202nd Brigade sa gubyernong China at rehimeng Duterte na promotor ng proyektong Kaliwa Dam na itatayo sa hangganan ng Rizal at Hilagang Quezon; sa kumpanyang Aboitiz at malalaking negosyanteng sina Lucio Tan at Atong Ang na nagtutulak sa proyektong hydropower sa saklaw ng UP Land Grant sa hangganan ng Laguna at Quezon; at sa Real Wind Energy Inc. na nais maglagay ng 58 wind turbine generators sa kabundukan ng Real, Quezon.

Mariing tinututulan ng mamamayan ng TK ang mga nasabing proyekto dahil aagawin ng mga ito ang lupa ng mga katutubo’t magsasaka at sisirain ang kanilang kabuhayan. Malaki ang bantang dala ng dalawang proyektong dam sa kabuhayan ng mga Dumagat at sa kalikasan lalo’t kaakibat nito ang mabibigat na konstruksyon, dislokasyon ng mga pamayanan at pagbabago sa kapaligiran. Napakarami nang siyentista, grupong makakalikasan at taong simbahan ang umapelang hadlangan ang mga dam. Ang Sierra Madre ay susing kabundukan sa Luzon na may mahalagang papel bilang watershed at tahanan ng iba’t ibang halaman at hayop na kritikal sa balanse ng ekosistema.

Hindi iniintindi ng AFP ang malawakang pagkundena ng bayan sa mga mapangwasak na proyekto dahil nagpapasasa ito sa tinatanggap na suhol at pabuya mula sa mga burgesya kumprador at korap na burukrata. Tinutupad ng 202nd Brigade ang utos ng mga kapitalista na linisin ang kabundukan, kaya’t walang patlang ang mabagsik at masinsing operasyong militar hanggang sa interyor na bahagi ng kabundukan ng Sierra Madre. Pangunahin sa tinuturing nilang sagabal na dapat puksain ang NPA na malaon nang ipinagtatanggol laban sa pagkasira ang Sierra Madre at mga komunidad dito.

Sa pagtugis ng AFP sa NPA, hinahalihaw ng mga pasista ang lugar, tinatakot ang masang magsasaka at Dumagat, ginagambala ang matahimik na mga komunidad at pinipwersang palayasin ang lokal na populasyon. Kaya naman ang pagpasok ng mga naturang proyekto ay simula ng kalbaryo ng mamamayan sa hangganan ng Rizal, Laguna at Hilagang Quezon.

Sa bulubunduking tatayuan ng Kaliwa Dam, kasabay ng paggiba sa gubat ang pangwawasak sa mga komunidad. Matinding saywar ang inilunsad dito ng 80th IBPA upang hatiin ang mga pamayanan at tibagin ang kanilang pagkakaisa laban sa dam. Naging talamak ang maramihang pang-aaresto at pekeng pagpapasuko. Humantong ang militarisasyon sa ekstrahudisyal na pagpatay kina Randy at Puroy dela Cruz, mga residente ng Tanay, Rizal, sa Bloody Sunday noong Marso 2021. Ang mga biktima ng kampanyang suko, iligal na pang-aaresto at iba pang paglabag sa karapatang tao ay pilit iniuugnay ng mga militar sa NPA.

Samantala, sa bahaging Laguna-Quezon, pinangangambahan ng mga magsasaka na palayasin sila anumang oras ng mga tropa ng PNP Regional Public Safety Battalion, 1st IBPA at armadong tauhan na diumano’y mga bantay ng UP Land Grant. Ang totoo’y mga sugo sila ng kumpanyang Aboitiz at nina Ang at Tan para walisin ang mga komunidad. Kinukumpiska ng mga ito ang gamit pansaka at sinusunog ang mga panirikan at taniman ng mga residente.

Apektado rin ang kabuhayan ng mga magsasaka sa Real, Quezon dahil sa presensya ng 1st IBPA sa walong baryong sasaklawin ng Real Wind Energy. Sa malaking operasyong militar nitong Enero, grabeng perwisyo ang dinanas ng mga residente. Naghimpil ang mga sundalo sa barangay hall, nangharas ng mga tao at kinontrol ang kanilang pagkilos.

Ang pinatinding militarisasyon sa Quezon ay tanda ng pagkukumahog na maisakatuparan ang mga anti-mamamayang proyekto laluna ang Kaliwa Dam bago matapos ang termino ni Duterte. Sa harap nito, buong giting na lumalaban ang NPA-Quezon at nagpupunyaging patuloy na ipagtanggol ang interes ng mamamayan. Makailang serye na ng taktikal na opensiba (TO) ang inilunsad ng mga Pulang mandirigma upang pigilan ang konstruksyon ng mga dam at parusahan ang mga mersenaryong sundalo’t pulis na pahirap sa masa. Nitong Abril 18 lamang, isa na namang matagumpay na TO ang isinagawa ng NPA-Quezon laban sa 80th IBPA sa Umiray, Gen. Nakar kung saan dalawang sundalo ang nasawi.

Kinasusuklaman ng mamamayan ng TK ang AFP na instrumento ng pang-aapi ng naghaharing-uri. Marubdob nilang hinahangad na parusahan ang mga pasistang sundalo. Isinisigaw nila ang pagpapanagot sa 202nd Brigade at sa mga amo nito sa panliligalig sa mamamayan at pangwawasak sa kalikasan. Sinisingil din ang rehimeng Duterte na nagbasbas sa todo-largang pang-aatake ng AFP sa Hilagang Quezon at iba pang bahagi ng TK.

Sa kabilang panig, higit na minamahal ang NPA na siyang tunay na tagapagtanggol at kakampi ng masang inaapi. Makakaasa ang bayan na patuloy na dedepensahan ng Pulang hukbo ang Sierra Madre at mga pamayanan dito. Ang Sierra Madre ay para sa mamamayang Pilipino at kanilang salinlahi, hindi sa mga gahamang kapitalista!

Tutulan, labanan, ‘wag pahintulutan ang mga mapangwasak na proyekto sa Sierra Madre!

No honor amongst thieves – last April 25, the 3rd ID, led by its commanding officer Maj. Gen. Benedict Arevalo distributed medals to 20 AFP troops for their so-called ‘successful encounter’ in Barangay Sandayao, Guihulngan City last April 21. This act is nothing more but a farce and an attempt to recover the mercenaries’ lost morale after Red fighters foiled their attack and managed to be on the offensive.

It can be remembered that the encounter resulted to 5 casualties in the side of the AFP’s combined troops of the 62nd IB and the 33rd DRC. As a cover-up for their loss, the enemy immediately planted fake evidences of ‘recovered arms and other paraphernalia’, while also systematically blocking statements of the NPA to reach the media and the public. What happened was not a victorious operation for the AFP, but a proof of the NPA’s mastery of guerilla warfare that can tactically gain an advantage against a more advanced and numerous foe.

Moreover, awarding troops of the 62nd IB is awarding an AFP unit with a bloody track record for murdering civilians. The 3rd ID is not awarding bravery or victory, but in truth a propagation of the culture of impunity, to inculcate into the minds of its personnel that the institution honors brutality. The AFP bestows cash grants and medals to elements and military units who have committed grave human rights violations, as if it is a notch on the belt to be uphold the mercenary and fascist tradition.

The 3rd ID scurried to raise the esprit de corps of their troops as successive encounters in Central Negros and even other guerilla fronts have effectively dismantled their propaganda of a weakening armed revolution. They are now even desperate enough to campaign for plunderers and murderers like Marcos and Duterte, showing their despair and fear for a growing united front against tyranny and oppression. Although, it is not at all surprising for birds of the same feather to flock together.

Ultimately, what needs to be honored is not the troops who have consistently executed atrocious crimes against the Negrosanons, but the masses and their revolutionary organizations, together with the NPA and led by the CPP who are collectively resisting through the protracted people’s war, to establish a society that respects their rights for land, jobs, social services, and genuine peace. The reward is not a measly medal, but a liberated society free from exploitation. ###

The Special Office for the Protection of Children condemns in the strongest terms the 941 IB trying to kidnap two month old, Inday and two year old Toto. That 30 soldiers would barge into four houses and threaten its residents in Malikliko, Carabalan, Himamaylan City, Negros Occidental, to look for the baby and the toddler because their parents are supposed to be members of the New People’s Army, shows how desperate the AFP is to crush the NPA.

Children, especially babies, belong to their parents and to the community. They have the right to be raised in a safe environment and protected from harm. What the 941 IB is trying to do is to destroy the lives of Baby Inday and toddler Toto.

Government troops seized bomb-making components following an encounter with communist New People’s Army (NPA) rebels in the Agusan del Norte town of Jabonga, the military’s 29th Infantry Battalion (IB) said Wednesday.

In a statement, the 29IB said
Monday's clash in Barangay Bangonay ensued after troops were deployed following reports of NPA presence in the area.

After a brief encounter, 28IB said the rebels abandoned their position and retreated, leaving several war matériel at the encounter site.

Troops recovered four kilograms of ammonium nitrate, 100 meters of solid hawk-up wire, two dynamos, a six-meter flat cord wire, five magnets, and 36 1.5-volt batteries.

Soldiers also seized assorted food supplies.


Col. Jason Saldua, 29IB commander, underscored the importance of real-time information supplied by the residents in the recovery of the bomb components.

"We are extending our gratitude to the peace-loving communities for their strong support in our campaign to end the local insurgency in Agusan del Norte,” Saldua said.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

A New People’s Army (NPA) rebel was killed in a predawn encounter Wednesday with government forces in Agusan del Norte's town of Buenavista, police said.

In a report, the Agusan del Norte Police Provincial Office (ADNPPO) said a platoon of the 12th Scout Ranger Company
was conducting combat operations in the vicinity of Barangay Macalang, Buenavista, at around 3:30 a.m. when they chanced upon some 20 NPA rebels.

“A 20-minute firefight immediately ensued, after which, the NPA rebels withdrew towards the south direction of Barangay Macalang,” ADNPPO said.

Government troops recovered from the encounter site the body of an NPA guerrilla and three AK-47 rifles.


Authorities are still trying to determine the identity of the slain rebel, the report said.

The insurgents belong to the NPA's Sub-Regional Committee 3, North Central Mindanao Regional Committee, it added.

Personnel from the Buenavista municipal police are currently conducting checkpoints along the vicinity of Barangay Macalang.

The rebel who was killed in Wednesday's encounter in Agusan del Norte was among the top leaders of the dismantled Guerrilla Front 4A (GF-4A) of the New People's Army's (NPA) North Central Mindanao Regional Committee (NCMRC).

In a statement Thursday, the Army's 402nd Infantry Brigade (402Bde) said Peter Pinakilid was the finance and political officer of the GF-4A and a member of the Sub-Regional Committee 3 of the NCMRC.

Pinakilid was killed in Barangay Macalang, Buenavista town when his group of around 20 clashed with soldiers of the Army's 12th Scout Ranger Company under the 4th Scout Ranger Battalion.

“Peter Pinakilid is the biological father of the most notorious NPA rebel, Jelan Pinakilid, alias Baking, who died in an encounter with the troops of the 58th Infantry Battalion last 18 February 2022 in Misamis Oriental,” 402Bde said.

The identity of Pinakilid was confirmed by a former rebel, it added.

“The NPA rebels were in the area to conduct extortion activities and the imposition of permit-to-campaign and permit-to-win on candidates for the upcoming local and national elections,” 402Bde said.


Brig. Gen. Adonis Ariel Orio, 402Bde commander, expressed condolences to the family of the slain NPA rebel.

“We are saddened that another life had to be wasted as ensued from a long senseless armed struggle that these NPA terrorists are still fighting for,” Orio said.

Peter and Jelan Pinakilid's deaths are "a clear manifestation" of the NPA's move to generate funds and sustain the rebellion, the Army official said.

Orio also urged the remaining NPA rebels in the area to surrender and return to their families and give their children a better future.

“We will continue to hunt the enemies down, and we will always be true to our commitment of ending more than five decades of insurgency,” he said.

Officials of the Philippine Army assailed the Communist Party of the Philippines-New People’s Army (CPP-NPA) for recruiting a child combatant whose life was wasted in a clash with government troops in Candoni, Negros Occidental on May 3, 2022.

The fatality, 16-year-old alias “Kisap” and “Boyca”, served as a squad medical officer of the NPA’s South West Front.

Maj. Gen. Benedict Arevalo, commander of the 3rd Infantry Division, on Thursday reiterated that using minors in a senseless armed struggle is a clear violation of the International Humanitarian Law.

“We strongly condemn the continuous recruitment of innocent minors by the CPP-NPA terrorists. He was recruited and used by the NPA in their atrocities and hostilities,” Arevalo said in a statement.


Brig. Gen. Leonardo Peña, commander of the 302nd Infantry Brigade, called on parents anew to protect and watch over their children to keep them away from the dangers of society, particularly the false philosophy of the CPP-NPA and its political wing, the National Democratic Front (NDF).

“We are dismayed by the wasted life of a youth who was made a child soldier by the CPP-NPA-NDF. They poison the minds of their recruits in a godless organization and meaningless armed struggle to topple down our democratic form of government,” he added.

In the afternoon of May 3, troops of the 15th Infantry Battalion engaged communist rebels in a 15-minute firefight in Sitio Tigmaya, Barangay Gatuslao, resulting in the death of the teenager.

During the clearing operation, they found firearms, ammunition, an anti-personnel mine as well a hand-held commercial radio, a mobile phone, and personal items, among others.

“We will be relentless in our campaign to help and support the national government in its campaign to eradicate and totally end five decades of menace and terroristic activities of the CPP-NPA in the countryside,” Peña said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

SAN JOSE DE BUENAVISTA, Antique – Some 10 former rebels in Antique received a livelihood settlement grant from the Department of Social Welfare and Development (DSWD) on Thursday.

DSWD Antique provincial coordinator for the Sustainable Livelihood Program (SLP) Geralyn Flores, in her message, said the grant was given to the former rebels for them to come up with a livelihood as they start a new life.


“The grant is being given to let them feel that the government is concerned about their welfare,” Flores said in a short ceremony at the Productivity Skills Capability Building (PSCB) training center in the provincial capital.

Five of the recipients are from the Municipality of Sibalom, three from Culasi, and two from Sebaste and each received PHP20,000 as capital.

Antique provincial government Peace and Order and Public Safety (POPS) consultant Margie Gadian said the former rebels should strive to make their livelihood projects sustainable because these will be monitored by the DSWD.

Last year the provincial government extended PHP10,000 each as an aid to individuals in crisis situations (AICS) and as part of Executive Order No. 70 or the "whole-of- nation" approach.

One of the recipients, alias Jongjong, who was 16 when recruited in February 2020 by his friend alias Guiller, was lured by the New People’s Army (NPA) in Barangay Imparayan, Sibalom.

He stayed with the NPA for almost six months helping to recruit members.

“Since I was only a minor then, I only helped in the recruitment and also in collecting the goods such as rice among the community folks,” he said.

He admitted that there were two of them minors when he was with the group. The other one was a 17-year-old from Miagao, Iloilo.

The former rebel said he will use the amount to start a business.

Alias Guiller, on the other hand, said he thought he would have a better life when he joined the NPA when he was only 18 years old.

“I only later realized that life with the rebel group was more difficult than when we were with our families,” he said.

He added that they escaped from the rebel movement in July 2020 and went home to their families who facilitated their surrender to authorities.

The 16-year-old child warrior recruited by the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) would have been alive today if he was not recruited by the communist terrorist group (CTG).

This was the sentiment of the Western Visayas Regional Task Force to End Local Communist Armed Conflict (RTF6-ELCAC) on Thursday regarding the death of a young rebel fighter who also served as the medical officer of the CPP-NPA-NDF’s South West Front during an encounter with the 15th Infantry Battalion of the Philippine Army at Sitio Tigmaya, Barangay Gatuslao in Candoni Negros Occidental on May 3, 2022.

“We extend our prayers and sympathy to the family of the young man who was deprived of a bright and better future by the CPP-NPA-NDF, which deceived and recruited him to join the terrorist organization that has done nothing but ruin the lives of the children in Negros Island and in other parts of the country. Had the CPP-NPA-NDF kept their hands off, he would have been alive today,” said the task force through its spokesperson Prosecutor Flosemer Chris Gonzales in a statement furnished to the Philippine News Agency (PNA).

Gonzales said the boy should have been alive if the NPA rebels did not recruit and brought him to the mountains for “senseless armed struggles.”

“However, the CPP-NPA-NDF, being the terrorist organization that it is, can never take their filthy hands off our children. They take pride and a perverse sense of joy in deceiving and recruiting the youth. They target our children to be recruited to wage their war of terror against the government and the Filipino people,” Gonzales said.

He said those who “blindly support and enable” the NPA’s recruitment and series of attacks “are no better than these criminals and terrorists.”

“They deserve a 10th Circle of Hell for their crimes against the Filipino people, for their crimes against parents who lost a child to their perverted and evil cause,” he said.

“We cry out loud in anger at the CPP-NPA-NDF as we remember the horrors that they have committed against scores of Filipino youth that they have deceived and exploited, radicalized and weaponized,” he added.

Gonzales chided the rebel group “for robbing our youth of their innocence, and forcing them to live a life of hatred, of violence, of abuse, of fear, and of terror, for causing the pointless deaths of our children in furtherance of their godless and soulless ideology.”

He called on the people of Western Visayas and the entire nation to stand in solidarity against the CPP-NPA-NDF terrorist organization.

“Words cannot embrace the indignation that we feel against the CPP-NPA-NDF for their sins against our people. We call on the peace-loving people of Candoni, Sipalay, and the entire Negros Island to condemn the CPP-NPA-NDF and their allied front organizations,” Gonzales said. “Let us win the peace by ending the local communist armed conflict."

In a press statement released by the 3rd Division Public Affairs Office (DPAO) of the 3rd Infantry Division (3ID) of the Philippine Army on Wednesday, it said that the encounter was a result of the information relayed by people in the community regarding the presence of the CPP-NPA in the area.

After the encounter, the government troops recovered from the site one M16 rifle, one .45 caliber pistol, one anti-personnel mine, magazines, ammunition, radio, cellular phone, and personal belongings.

Maj. Gen. Benedict Arevalo, commander of the 3ID, called on the remaining NPA members to surrender and avail of the Enhanced Comprehensive Local Integration Program (E-CLIP) as he also condemned the recruitment of minors and turning them into combatants.

“We strongly condemn the continuous recruitment of innocent minors by the CPP-NPA terrorists. Using them in their senseless armed struggle is a clear violation of the International Humanitarian Law,” Arevalo said in a statement.

A top official of the Philippine Army has asked the public to be vigilant against possible distractions and intimidation of voters on Election Day.

Army’s 8th Infantry Division commander Maj. Gen. Edgardo de Leon on Thursday urged the public to report possible election-related violence or disturbance in the voting process.

“If you notice that someone will attempt to distract voting, just inform our police and soldiers at checkpoints and we will immediately respond. We cannot cover all areas in Eastern Visayas that’s why we need reports from concerned citizens,” De Leon told reporters.

The official believes that local private armed groups and the New People’s Army cannot fight with government forces.

“We will run after those who will disturb peace and order up to the mountains. That’s our mandate. We just need information about their presence from the communities. If your information are delayed, it would be too late for us to respond,” De Leon said.

Nearly 6,000 soldiers are deployed for election duties in Eastern Visayas, most will secure polling precincts in remote communities where there are threats from private armed groups and rebels.

A platoon of soldiers (about 20 to 50 personnel) is assigned to each precinct or checkpoint in conflict-stricken areas.

From the Philippine National Police, there are about 10,000 personnel deployed for election duties.

Most of them will secure precincts near highways and urban centers.

The region has 3,166,262 registered voters who will troop to 6,271 clustered precincts established in 4,390 villages.

Authorities have not identified any election hotspots in Eastern Visayas for the May 9 national and local elections.

PARANG, Maguindanao – More than 9,000 police and military personnel have been deployed to various provinces in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to help ensure peace during the May 9 elections.

Brig. Gen. Arthur Cabalona, BARMM police director, said Thursday at least 6,347 police and 2,846 military personnel are assigned to the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu, and Tawi-Tawi to secure the polling areas ahead of election day.

Cabalona said police personnel alone will secure1,195 polling centers, five provincial treasurer’s offices, 119 city and municipal treasurer’s offices where election paraphernalia are stored, 120 Commission on Elections (Comelec) field offices, and 86 canvassing areas.

Cabalona said the deployment includes 706 Reactionary Standby Support Force (RSSF) personnel for Lanao del Sur and Maguindanao.

“Another 405-strong Quick Reactionary Force (QRF) personnel will be on standby and ready to be deployed anytime in case of emergency,” he added.

Additional police from regional mobile force battalion (RMFB) will augment personnel in Lanao Del Sur, Maguindanao, and Cotabato City while personnel from the RMFB–BASULTA will be deployed in the island provinces of Basilan, Sulu, and Tawi-Tawi.

Cabalona said there are also 2,516 police personnel trained as electoral board of inspectors as requested by the Comelec and are ready to serve as replacements in case some teachers back out on the day of the election.

“We need to ensure that the registered voters are free to vote for their candidates that during the process, they feel safe, secure, and protected,” Cabalona said.

Lawyer Ray F. Sumalipao, the Comelec-BARMM director, said the police have two vital roles during the elections—to serve as security personnel and to act as special members of the electoral board if the need arises.

The Bases Conversion and Development Authority (BCDA) and the 7th Infantry (Kaugnay) Division of the Philippine Army have partnered to enhance security cooperation in the 9,450-hectare New Clark City in Capas, Tarlac.

Maj. Gen. Andrew D. Costelo, commander of the Philippine Army's 7th Infantry Division, and Lawyer Aristotle B. Batuhan, officer-in-charge, president, and chief executive officer of BCDA, signed the partnership agreement on Wednesday for the augmentation of military troops to help ensure continuous and unhampered development within the metropolis.

Augmenting the security of the New Clark City is the Citizens Armed Forces Geographical Unit Active Auxiliary Company II (CAA-II) of the 7ID.

The 7ID has been instrumental in sustaining peace within its area of responsibility in Central and Northern Luzon, successfully weakening insurgency within its areas of responsibility covering the seven provinces of Tarlac, Bulacan, Bataan, Nueva Ecija, Pampanga, Zambales, and Aurora.

Costelo cited the importance of Build, Build, Build projects in boosting economic activity in the region.

“The security and protection of these vital infrastructures are our responsibility as the protector of peace in the community. With our collective commitment to serving the Filipino people, together we can do more," Costelo said in a statement.

Among the vital infrastructures in New Clark City are the National Government Administrative Center (NGAC), the country’s backup government operations center, and the world-class sports facilities, where events of the 2019 South East Asian Games were held.

Batuhan, for his part, cited CAA-II of the 7ID for continuously augmenting the security needs of the metropolis.

"While we recognize the existence of insurgents in our country, we give great honor to the reliability and strength of your company to deliver on the necessary peaceful force that can prevent any delays to this project,” he said.

Troopers from the Army's 58th Infantry Battalion (58IB) exhumed the skeletal remains of a communist New People’s Army (NPA) combatant buried in the hinterlands of Gingoog City, Misamis Oriental, a military official said Wednesday.

In a statement, Lt. Col. Ricky Canatoy, 58IB commander, said they
recovered the remains in Barangay Mimbuntong Monday together with provincial police counterparts.

Canatoy said village officials
first discovered the gravesite after a former rebel revealed its location.

According to the former rebel, NPA regular Romy Ayuma was killed in an encounter in December 2019.

The surrenderer disclosed that Ayuma is a member of Pia, Paking, Hari, NPA Guerrilla Front 4B, Sub-Regional Committee 1, North Central Mindanao Regional Committee.

He added that Ayuma was buried in a shallow grave by his comrades before fleeing the encounter site.


Canatoy, the 58IB commander, said they also discovered that the shirt on the skeletal remains had been hit by a bullet on the abdominal part.

Ayuma "could be one of many NPA members abandoned by the armed group to die alone in the hinterlands," Canatoy said.

He said it was typical for NPA rebels to have no regard for human life, as evidenced by their practice of leaving wounded comrades to die in the hinterlands.

A minor combatant of the Communist Party of the Philippines-New People’s Army (CPP-NPA) died following a series of clashes with troops of the Philippine Army’s 15th Infantry Battalion (IB) in the hinterlands of Candoni, Negros Occidental on Tuesday afternoon.

Known as “Kisap” and “Boyca,” the 16-year-old resident of neighboring Sipalay City, was a squad medical officer of the NPA’s South West Front.


Lt. Col. Michael Cuarteros, commanding officer of 15IB, said on Wednesday the troops are saddened by the young man's death as he was just used by the NPA to participate in hostilities.

“That is clearly a violation of both local and international laws,” he said.

The International Humanitarian Law (IHL) outlaws the recruitment of minors as child fighters. Rule 136 states that “Children must not be recruited into the armed forces or armed groups”.

According to the 15IB report, the troops, who were checking on a previously cleared village for the conduct of the retooled community support program, responded to reports of the presence of armed men, leading to a 15-minute firefight in Sitio Tigmaya, Barangay Gatuslao.

A soldier, who was slightly injured in his left arm, is now recuperating in a hospital.

After the encounter, government troops recovered an M-16 rifle, a .45-caliber pistol, an anti-personnel mine, five aluminum magazines of caliber 5.56mm rifle, more than 50 rounds of various types of ammunition, 22 bullet shells, and three kilos of ammonium nitrate composition.

They also found a hand-held commercial radio, a mobile phone, personal belongings, and subversive documents.


Cuarteros urged the remaining CPP-NPA members in southern Negros to “lay down their arms and stop sacrificing their lives for a pointless ideology”.

“Government assistance awaits your return to start a new life. Otherwise, we will continue to hunt you down,” he said.

The Eastern Mindanao Command (Eastmincom) assured Wednesday its forces are on high-alert status against possible New People's Army's (NPA) atrocities, especially in areas identified with security concerns in the May 9 elections.

Lt. Gen. Greg Almerol, Eastmincom commander, said security preparations and contingency measures are in place in areas identified as election hotspots in Caraga and Davao regions.

"Preparations include intensified random checkpoints and ensuring that available resources are ready for deployment, especially during the transport of election materials to polling centers," Almerol said in a statement.

Likewise, he said the series of surrenders among the communist NPA members and the collapse of its units have undermined the group—enough to prevent it from conducting atrocities.

Almerol said the troops conducting security operations recently figured in a series of encounters with the NPA in the Caraga and Davao regions that led to the neutralization of six personalities.

The latest encounter on April 29 in the Surigao del Sur town of Lanuza resulted in the death of two unidentified NPA combatants.

Almerol said the rebels were planning to extort local candidates who were holding campaign rallies in Barangay Nurcia, Lanuza.

On April 28, a clash also transpired between the troops of the 901st Brigade's 30IB and NPA in the hinterlands of Bacuag, Surigao del Norte.

A day before, four NPA members, two of whom were minors, surrendered to the troops of 701st Brigade's 66IB in the Davao de Oro town of Maragusan.

"We condemn the NPA's incessant use of children in their terrorist activities," Almerol said.

Government forces arrested an alleged recruiter and firearms supplier of a locally-based Islamic State for Iraq and Syria (ISIS) terror group in Zamboanga Sibugay province, a top police official said Wednesday.

Brig. Gen. Franco Simborio, Police Regional Office - Zamboanga Peninsula (PRO-9) director, said
the alleged terrorist recruiter, Abdul Salikala, was arrested by a police and military team around 4:30 p.m. Tuesday in Barangay Libertad, Tungawan.

Salikala, 32, of Tungawan town in Zamboanga Sibugay, is also a member of the Hassan criminal gang and has a standing warrant of arrest for murder issued in 2011, Simborio said.

He said the suspect was monitored recruiting persons in Siocon, Zamboanga del Norte, to be part of the locally-based ISIS.

Salikala was also monitored to have transported high-powered firearms from Alicia, Zamboanga Sibugay to Barangays Latabon and Malambuhangin in Siocon, Zamboanga del Norte, he added.


The suspect was placed under the custody of the Criminal Investigation and Detection Group.

CAMP SIONGCO, Maguindanao – More than 100 soldiers have been deployed in the Lanao del Sur town of Malabang due to intense political rivalries, the Army’s 6th Infantry Division (6ID) here said Wednesday.

Malabang, one of the six coastal towns in Lanao del Sur’s first district, was placed under Commission on Elections (Comelec) control due to political tensions among several candidates.

“The Army’s 62nd Reconnaissance Company (62RC), a rapid deployment unit of the 6ID, was sent to Malabang Tuesday,” Maj. Gen. Juvymax Uy, the 6ID chief and concurrent head of Joint Task Force Central, said in a statement.

The 62RC will augment the local police and the two Marine companies earlier sent by the First Marine Brigade to the area, Uy added.

The town of Tubaran, also in Lanao del Sur, was also placed under Comelec control due to long-standing rivalry among local political clans.

The town is under the Army’s 102nd Infantry Brigade of the 1st Infantry “Tabak” Division.
