The Communist Party of the Philippines-New People’s Army (CPP-NPA) has lost yet another squad leader in Negros Island after a clash with soldiers of the 15th Infantry Battalion (15IB) in Cauayan, Negros Occidental on Tuesday morning.

In a report on Wednesday, the 15IB identified the fatality as Celso Tribunalo, 62, a resident of Sitio Ulomhon in Barangay Yao-Yao of the same town in southern Negros.

Also known as “Larry,” “Jimlo” and “Greg”, he was the leader of Squad 2, Platoon 2, Sentro de Grabidad (SDG), and a member of Platoon 3 of the NPA’s South West Front.

Lt. Col. Michael Cuarteros, commanding officer of 15IB, said his men, who were conducting sustained community support program operations in Barangay Caliling, responded to the reported presence of fully armed men in the community.

The encounter led to a 15-minute firefight, leaving Tribunalo dead and his comrades fleeing for safety.

During the clearing operations, troops recovered an M4 rifle with magazines and ammunition, food items, and personal belongings.


“The support of civilians, by providing accurate information on the whereabouts of armed groups that resulted in an encounter, demonstrates their total trust and support in the government’s efforts to end local communist armed conflict,” Cuarteros said.

Tribunalo was among the NPA squad and platoon leaders neutralized during a series of encounters in Negros Island since March.

On April 14, alias Johnny, leader of Squad 1, SDG Platoon of the Central Negros Front 2, died after engaging the troops of 94IB in Barangay Caradio-an, Himamaylan City.

On the same day, Jonard Salo, leader of Team 2 of the South East Front remnants, was killed in a clash with 11IB soldiers in Barangay Enrique Villanueva, Sibulan town.

On April 1, Elbert Quillano, leader of SDG Platoon of Central Negros Front 2, died during an encounter with 94IB troops in Barangay Buenavista, Himamaylan City.

Virgilio “Kumander Bedam” Tamban, commanding officer of Sandatahang Yunit Pampropaganda Platoon Lenovo, lost his life while fighting troops of 62IB in Barangay Amin, Isabela town on March 9.


“We extend our condolences to the bereaved families of NPA terrorists who died fighting for a meaningless cause. May this latest incident serve as a wake-up call to all who still refuse to surrender,” Cuarteros said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF) has also been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

DATU ODIN SINSUAT, Maguindanao – Police authorities are validating reports indicating that the twin roadside explosions at the borders of two Maguindanao towns on Tuesday afternoon were intended to harm local candidates.

In an interview Wednesday, Capt. Fayeed Cana, speaking for the Maguindanao police, said the blasts occurred at past 5 p.m. while the convoy of Maguindanao reelectionist Gov. Bai Mariam Mangudadatu was en route toward North Upi from South Upi town.

The blasts left Abdulraof Usman, a supporter of provincial board candidate Nathaniel Midtimbang, slightly injured.


Nor-Eimman Balayman-Dalaten, a staff of the governor, said a brief exchange of gunfire also occurred after the blast when her police escorts noticed gunmen along the elevated portion of the highway.

Dalaten said two powerful IEDs were dangled on a yellow steel barrier beside the highway and set off as the convoy passed by.

“Gov. Mangudadatu was unharmed and is safe,” Cana said, citing police reports from Upi municipal police station.

Traffic along the two-lane provincial road was closed for about an hour and a half while bomb technicians conducted a post-blast investigation.

No one has claimed responsibility for the bomb attack that Cana said could be election-related.

“This is the impression, as it involves candidates, so it could be election-related but a regional police committee will officially determine that after a thorough investigation,” Cana said.

National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) spokesperson for sectoral concerns Lorraine Badoy on Thursday said the complaint filed by Rappler CEO Maria Ressa is nothing more than one more attempt by the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) to silence the task force.

"Because indeed, Rappler is a mouthpiece of this terrorist organization," Badoy read her statement during a press briefing held at Camp Aguinaldo, Quezon City after filing a counter-affidavit against the KABAG Bloc.


She added: "I submit that there can be no better conduct of a high government official than to uphold my oath of office to defend and protect the Constitution from all threats and to use the powers vested on me to defeat a terrorist organization that has destroyed our people and our bright promise as a nation," she added, answering Ressa's accusation of conduct unbecoming of a “high ranking government official.”

Ressa filed an administrative complaint before the Office of the Ombudsman against Badoy over “malicious and defamatory” posts and articles against the journalist, who is on bail on charges of cyber libel.

Badoy said she would gladly offer her life for her country like President Rodrigo Roa Duterte whose lead she follows and who has taught her and other public servants the true meaning of public service.

Nothing can stop the NTF-ELCAC from speaking the truth about the CPP-NPA-NDF, she said.

Meanwhile, former NPA cadre Jeffrey "Ka Eric" Celiz told the media why Ressa cannot accuse former rebels of red-tagging.

"Kapag kami ang nagsasalita, bakit kami hindi inaakusahan ni Maria Ressa, at ng mga dati namin mga kasama na nagrered-tag kami? Sapagkat direkta namin silang kilala at direkta naming alam ang aming sinasabi based on direct personal knowledge (If we are the one's speaking, why Maria cannot accuse us that we are red-tagging. It is because we know them directly and what we are saying is based on direct personal knowledge)," Celiz said.


He also undermined threats of the alleged CPP-NPA-NDF front organizations to file cases against Badoy, National Security Adviser Secretary Hermogenes Esperon Jr., and other NTF-ELCAC officials saying there is nothing new to it.

"Dati na naming ginagawa yan. I-harass at takutin ang government leaders para hindi nila magampanan ang kanilang gawain to use the instruments of the state and the instruments of the law against sa CPP-NPA-NDF, sa amin, sa aming urban operations (We have done that before. We harass and threaten government leaders so they cannot focus on working to use the instruments of the state and the instruments of the law against CPP-NPA-NDF)," Celiz said.


The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the ATC on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

The National Task Force for the Disbandment of Private Armed Groups (NTF-DPAGs) has neutralized some 15 private armed groups (PAGs) in Mindanao, the Office of the Presidential Adviser on the Peace, Reconciliation and Unity reported on Thursday.

In a social media post, the OPAPRU described the latest development as proof that the peacekeepers in Mindanao continue to sustain gains in their efforts within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and other areas in Mindanao.

Presidential peace adviser Secretary Carlito Galvez Jr. said the OPAPRU is committed to continuing to support the efforts of NTF-DPAGs member agencies.


“We believe that by complementing and boosting each other’s efforts, we will be able to realize our collective goal of achieving a just and lasting peace in the Bangsamoro,” Galvez said in his message during the recent NTF-DPAGs oversight committee meeting.

Police Lt. Gen. Jose Chiquito Malayo, commander of Task Force Western Mindanao, reported that the 15 disbanded PAGs were composed of 93 members having 85 firearms in total.

The task force was initially monitoring 18 PAGs and dismantled 15 of them operating within the BARMM.

Meanwhile, Task Force Eastern Mindanao Commander Lt. Gen. Manuel Abu reported that there are no more PAGs operating both in Region 10 (Northern Mindanao) and Region 11 (Davao region).

“The task force has been focusing more on non-partisan, proactive measures [by] continuously monitoring to neutralize armed conflict in the upcoming local and national elections through a series of Peace Covenant Signing of Political Candidates in the region,” Abu said.

During the meeting, the implementing rules and operational guidelines of the NTF-DPAGs were also amended to ensure the task force will further carry out more effective, responsive, and updated peace-keeping initiatives in Mindanao.

Interior and Local Government Secretary Eduardo Año thanked members of Task Force Western Mindanao, which led the disbandment of these 15 PAGs in the Bangsamoro region.

Año emphasized the need “to eliminate the private armed groups altogether and discourage political families” to create one for their personal interests, especially during elections.

The creation of the NTF-DPAGs is among the peacekeeping initiatives being implemented through the security component of the normalization track under the Comprehensive Agreement on the Bangsamoro.

It is also in charge of policy, planning, and implementation of the program for the disbandment of the PAGs, including coordination with the relevant bodies pursuant to the CAB and other entities as may be necessary, in accordance with the schedule provided in the Annex on Normalization.

Zamboanga del Norte is now insurgency-free after state forces successfully dismantled the last guerrilla front of the New People’s Army (NPA) operating in the area, officials said Thursday.

Brig. Gen. Leonel Nicolas, the Army’s 102nd Infantry Brigade commander, said the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) of Zamboanga del Norte declared the province as such through a resolution approved Wednesday.

Nicolas said
the last NPA guerrilla unit in the province, Guerrilla Front Big Beautiful Country, was officially dismantled on April 4.

“We have no more guerilla fronts or any entity in the province that is affecting our peace and security. The bulk of communist group forces had surrendered and are with us now,” Nicolas said.

“We are currently preparing them for their reintegration into mainstream society. Psychosocial and livelihood assistance are given to all the former rebels who are currently situated at the halfway houses,” he added.


In a statement, Zamboanga del Norte Governor Roberto Uy said the province was declared insurgency-free after the rigorous implementation of programs and projects in the 25 priority barangays of different municipalities in the province.

Maj. Gen. Generoso Ponio, Joint Task Force ZamPeLan commander, commended the troops under the 102Bde for their accomplishment.

“Zamboanga del Norte is now free from atrocities that hinder development,” he said.

Similarly, Lt. Gen. Alfredo Rosario Jr., commander of the Western Mindanao Command, attributed the success of the mission to good governance and a multi-sector alliance.

“This proves that convergence is the key to peace and progress. Let us maintain our good relationship and sustain the peace in the communities,” he said.

On Wednesday, a peace rally participated by former rebels was held here in support of the 44th and 97th Infantry Battalions (IBs) under the 102nd Infantry Brigade.

Highlights of the activity were the mass parade, burning of NPA flags, sharing of testimonies by selected former rebels, and a pledge of allegiance to the flag and country.

In her testimony, "Ka Ason", who served the NPA for 34 years, said she was indoctrinated with the false belief that she will be killed by government forces once she surrenders or gets apprehended.

Nicolas said the testimonies of the former rebels summed up the ill repute of the communist group.

“They indoctrinated the vulnerable groups of society with false ideologies and exploited them,” he said.

CITY OF SAN FERNANDO, Pampanga – At least 14 sympathizers of the Communist Party of the Philippines-New People’s Army (CPP-NPA) operating in Nueva Ecija on Thursday formally cut ties with the terrorist group to support the continuing peace and development program of the government.

Brig. Gen. Matthew P. Baccay, regional director of the Police Regional Office 3 (PRO-3), said
the 14 CPP-NPA supporters were members of the Liga ng Manggagawang Bukid (LMB) and Alyansang Mangbubukid sa Gitnang Luzon (AMGL) under the Kilusan ng Magsasaka ng Pilipinas (KMP).

He said the government's relentless anti-insurgency campaign had resulted in their voluntary withdrawal of support to the terrorist group and pledge of allegiance to the national government.

“The voluntary denouncement of the group was the product of the continuous joint efforts of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) and its persistent campaign on anti-terrorism,” Baccay said in a statement.


He said the local peace engagement activities of the Department of the Interior and Local Government that are being carried out by the Philippine National Police and the Philippine Army, including information dissemination and situational interview, have made the CPP-NPA sympathizers aware of the government’s various programs.

“They became aware of the various programs being offered by the Duterte administration which will give them the opportunity to change their lives and correct the mistakes they have committed due to deception,” Baccay said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the ATC on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

BALER, Aurora – The Philippine Army’s 91st Infantry “Sinagtala” Battalion (91IB) has warned students anew against the deceptive recruitment of communist terrorist groups.

In an interview on Thursday, Lt. Col. Julito B. Recto Jr., acting 91IB commanding officer, said the youth must take extra caution against the different strategies being used by the Communist Party of the Philippines-New People's Army (CPP-NPA) to lure them to join their organization.

Recto said the troops have been conducting lectures at different schools and universities in this province to boost the youth's awareness of the infiltration of the CPP-NPA in their sector.

“We will continue to intensify the information drive and dialogues with the youth to make them aware of the implementation of the goals of the National Task Force-Provincial Task Force-Municipal Task Force to End Local Communist Armed Conflict (NTF-PTF-MTF ELCAC). Also, we encourage the remnants of the Komiteng Larangang Guerrilla Sierra Madre (KLG-SM) to lay down their arms and surrender to the government,” Recto said.


Meanwhile, Capt. Roberto G. Apelado, acting civil-military operation officer of the 91IB, said it is their mandate to protect the students against the deceptive scheme of the CPP-NPA.

On Wednesday, Apelado led the conduct of lectures to some 350 Criminology students of the Wesleyan University-Philippines in Maria Aurora town, this province to avoid being recruited by the CPP-NPA.

He said the 91IB wants to create awareness among the youth and their parents regarding the indoctrination by the CTGs that tend to draw teenagers and young adults into activism and radicalism.

“Communist agents were showing videos of human rights atrocities to students in order to incite them to rebel against the government, including lectures on the issues of poverty, tuition fee increases, and among others, to agitate students and even those youth living in depressed and isolated areas who are vulnerable to false ideologies due to their innocence,” Apelado said.

He said the youth must not be swayed by the propaganda of the terrorists who only tell bunches of lies and deceptions.

“Beware of these devils in sheep’s clothing. We caution school administrations and parents about some members of the NPA infiltrating the schools and also churches,” Apelado said.

The Army’s 1st Infantry Division (1ID) has activated a provisional battalion to augment security forces that will be ensuring the honest and peaceful conduct of the forthcoming election within its area of responsibility in western Mindanao.

Maj. Gen. Generoso Ponio, 1ID commander, said Thursday that the battalion is composed of organic personnel and soldiers undergoing career and specialization courses at the 1st Division Training School.

“The battalion was activated Wednesday as additional troops are needed to provide the necessary security requirements for the incoming polls,” he said.

This, as the troops of the different infantry and mechanized brigades continued to accomplish their missions as mandated by the 1ID campaign plan.

Four infantry brigade units – the 101st, 102nd, 103rd, and the 2nd Mechanized Brigade – are operating under the 1ID command that has jurisdiction over the Zamboanga Peninsula, Basilan, Misamis Occidental, Lanao del Norte, and parts of Lanao del Sur.

Ponio said the functions of the provisional battalion are to assist, support, and establish Commission on Elections (Comelec)-led checkpoints, support the police in securing polling precincts, and help and support Comelec officials in performing its election mandate.

Ponio said they would also provide land, air, and watercraft assets, communication system, and other equipment in the least possible time to support the Comelec in the implementation of election laws, rules, and regulations.

He said personnel of the battalion will undergo a three-day election duty seminar to educate and capacitate them on their role during the elections.

He reminded the personnel of the battalion to always remain apolitical.

The Armed Forces of the Philippines and the Philippine National Police have been deputized through Comelec Resolution 10755 to ensure a free, orderly, honest, and peaceful conduct of the May 9 national and local elections.

An Army tracking working dog named as Ella was among the medal recipients honored on April 19 by the Army’s 3rd Infantry Division for their series of successful military operations against the New People’s Army remnants in Negros Island.

Maj. Gen. Benedict Arevalo, 3ID commander, personally pinned the Military Merit Medal to the military working dog and his handler, PFC Dave Calumbres, at the 11th Infantry Battalion headquarters in Siaton, Negros Oriental.

An Army Scout platoon leader and 10 of his men, including Calumbres and the K9 dog, were cited by Arevalo for their role in a recent encounter with suspected New People’s Army rebels in Sibulan, Negros Oriental, that led to the killing of another NPA squad leader.

Arevalo disclosed that Ella and his handler helped a lot in tracking down fleeing rebels and the discovery of the NPA casualty who was left behind at the encounter site.

Army soldiered also recovered three high powered firearms, five improvised anti-personnel mines and other war materials, among other personal belongings left behind by the fleeing rebels.

Military Merit Medals were also conferred by Arevalo to 19 soldiers, including four officers of the 94th Infantry Battalion, as well as 12 CAFGU members, who were also involved in another encounter with communist rebels on April 14 in Brgy. Caradioan, Himamaylan City, that led to the death of another NPA leader.

A Wounded Personnel Medal was also given to a member of the 94IB, who was injured in the Himamaylan City encounter.

On the other hand, the 15th Infantry Battalion yesterday identified the suspected NPA member who died in an encounter on April 19 in Sitio Bajay, Brgy. Caliling, Cauayan, Negros Occidental, as Celso Tribunalo, with aliases of Larry, Jimlo and Greg.

Tribunalo, 62, served as the Sentro De Grabidad Platoon 2 squad leader of South West Front.

Army soldiers recovered an M4 assault rifle with two magazines containing ammunition, assorted war materials and personal belongings.

Arevalo lauded the unending support of the local populace for giving accurate information to the troops that led to the successful military operations against the armed groups, as well as the operating troops in preventing rebel atrocities.

“We are saddened by another life wasted because of senseless armed struggle of CPP-NPA terrorists. Thus, we are again calling to the other members of the terrorist group to surrender now, while they still have a chance,” Arevalo said.

A former combatant of the New People’s Army, who was injured in an encounter with 62nd Infantry Battalion soldiers and policemen last month in Isabela, Negros Occidental, thanked the Philippine Army for saving his life.

Robert Carillo Anceno, 23, alias “Ka Kits”, has fully recovered from his injuries after he was treated in a hospital and received at least four bags of blood from 62IB troopers.

“After what happened to me, I’m really thankful to the Army and the police. Even though I fought them, they still saved my life and helped me seek a new path,” Anceno said in Hiligaynon in a video, released by the 62IB on April 19.

He added that he has realized the government they were fighting against is the one that can help them.

“It was too much suffering. We had to walk at night with nothing in return. They would just tell you it’s normal. We were indoctrinated almost every day to fight the government,” Anceno said.

Anceno was among the fighters of Sandatahang Yunit Pampropaganda (SYP) Platoon Lenovo of the NPA’s Leonardo Panaligan Command who engaged the soldiers of 62IB in a gunbattle.

Two of his former comrades, including Virgilio Marco Tamban alias “Bedam” of Guihulngan City, Negros Oriental, commanding officer of Sandatahang Yunit Pampropaganda (SYP) Platoon, Central Negros (CN)1 – Komiteng Region – Negros, Cebu, Bohol at Siquijor (KR-NCBS), died in the gunbattle.


When he was wounded and left behind by his comrades, the 62IB said Anceno decided to surrender and the troops helped him get treatment for his injuries.

Anceno called on those still with the CPP-NPA to give up and lead a peaceful life as he also asked the civilians to stop supporting the NPA and to watch their children and prevent them from being recruited to join the armed struggle.

“If you’re poor, you will become even poorer because the NPA will still ask a portion of what you earn,” he added.

The Communist Party of the Philippines-New People’s Army (CPP-NPA) has lost yet another squad leader in Negros Island after a clash with soldiers of the 15th Infantry Battalion (15IB) in Cauayan, Negros Occidental on Tuesday morning.

In a report on Wednesday, the 15IB identified the fatality as Celso Tribunalo, 62, a resident of Sitio Ulomhon in Barangay Yao-Yao of the same town in southern Negros.

Also known as “Larry,” “Jimlo” and “Greg”, he was the leader of Squad 2, Platoon 2, Sentro de Grabidad (SDG), and a member of Platoon 3 of the NPA’s South West Front.

Lt. Col. Michael Cuarteros, commanding officer of 15IB, said his men, who were conducting sustained community support program operations in Barangay Caliling, responded to the reported presence of fully armed men in the community.

The encounter led to a 15-minute firefight, leaving Tribunalo dead and his comrades fleeing for safety.

During the clearing operations, troops recovered an M4 rifle with magazines and ammunition, food items, and personal belongings.


“The support of civilians, by providing accurate information on the whereabouts of armed groups that resulted in an encounter, demonstrates their total trust and support in the government’s efforts to end local communist armed conflict,” Cuarteros said.

Tribunalo was among the NPA squad and platoon leaders neutralized during a series of encounters in Negros Island since March.

On April 14, alias Johnny, leader of Squad 1, SDG Platoon of the Central Negros Front 2, died after engaging the troops of 94IB in Barangay Caradio-an, Himamaylan City.

On the same day, Jonard Salo, leader of Team 2 of the South East Front remnants, was killed in a clash with 11IB soldiers in Barangay Enrique Villanueva, Sibulan town.

On April 1, Elbert Quillano, leader of SDG Platoon of Central Negros Front 2, died during an encounter with 94IB troops in Barangay Buenavista, Himamaylan City.

Virgilio “Kumander Bedam” Tamban, commanding officer of Sandatahang Yunit Pampropaganda Platoon Lenovo, lost his life while fighting troops of 62IB in Barangay Amin, Isabela town on March 9.


“We extend our condolences to the bereaved families of NPA terrorists who died fighting for a meaningless cause. May this latest incident serve as a wake-up call to all who still refuse to surrender,” Cuarteros said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF) has also been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973. (PNA)

A New People’s Army (NPA) rebel was killed in an armed encounter with soldiers from the Philippine Army’s 15th Infantry Battalion (15IB) in Sitio Bajay, Barangay Caliling, Cauayan, Negros Occidental early yesterday morning.

Authorities have yet to identify the dead surgent.

Government forces did not suffer any casualties in the fight.

Based on initial information released by Police Major Roberto Indiape Jr., chief of police of Cauayan, the encounter started at around 6:10 a.m.

The soldiers, belonging to 15IB’s Alpha Company, went to the area after having been tipped off by residents about armed individuals in the village.

The gun battle lasted for at least 10 minutes during which the government troops counted at least 15 NPA rebels.

The insurgents were believed to be part of the NPA’s Platoon 3, Southwest Front of the Komiteng Rehiyon-Negros Cebu Bohol Siquijor.

Following the gun fight, the 15IB recovered the remains of the NPA fighter, along with an M16 rifle.


The encounter was the third in less than a week following clashes in Himamaylan City and in the town of Sibulan in Negros Oriental on Holy Thursday.

Both encounters also resulted in fatalities among the NPA insurgents, while at least one soldier was wounded.

Major General Benedict Arevalo, commander of the Philippine Army’s 3rd Infantry Division, repeats his warning to the rebels: “You better choose the best option, which is to surrender and avail yourselves of the government’s reintegration program. Live a normal life with your families.”

The Philippine Army’s 3rd Infantry Division (3ID) took down 34 New People’s Army (NPA) rebels in Panay and Negros islands in over three months.

Eight were killed in 13 encounters, 11 were arrested and 15 voluntarily surrendered.

Of these 34 rebels, six were suspected top leaders of the NPA.


Among the notable feats of the Army were the deaths of two still unidentified rebels in separate encounters in Sitio San Juan, Barangay Caradio-an, Himamaylan City, Negros Occidental and in Barangay Enrique Villanueva, Sibulan, Negros Oriental just this April 14.

Also, couple Elbert Nicolas Quillano, suspected finance officer of the NPA’s SDG Platoon, and Jessa Luiso Quillano alias Clean, suspected medical officer of the same NPA unit, killed in an encounter with government troops in Sitio Kulihaw, Barangay Buenavista, Himamaylan City on April 1.

The 3ID also cited the death of suspected high-ranking NPA leader Virgilio Marco Tamban, commanding officer of SYP Platoon Lenovo. He was killed in an encounter in Barangay Amin, Isabela, Negros Occidental on March 9.


The 3ID commander, Major General Benedict Arevalo, thanked the local populace for their cooperation. He also commended various government agencies and local government units.

“I would also like to commend the dedication and courage of our troops in winning the fight against the terrorists and pursuing the fervent desire of the people for genuine peace and development,” Arevalo said.

He then repeated his warning to the rebels: “You better choose the best option, which is to surrender and avail yourselves of the government’s reintegration program. Live a normal life with your families.”

CAMP ELIAS ANGELES, Pili, Camarines Sur – Combined forces of 2nd Infantry (SECOND TO NONE) Battalion and Philippine National Police (PNP) clashed against more or less ten (10) Communist NPA Terrorist (CNT) members at Sitio Malapinggan, Barangay Sawmill, Mobo, Masbate, 6 o’clock in the morning, Wednesday, April 20.

According to the report, a fifteen (15) minute gun battle ensued as the government forces conducted combat and security operations after reports from enranged concerned citizens about the presence of several armed men near their community.

After the encounter, the troops captured high caliber weapons and several essential terroristic stuff to wit: one (1) M653 rifle, two (2) M16 rifles, one (1) grenade, several magazines and ammunition, communication devices, terroristic propaganda materials and CNTs’ personal belongings.

Lieutenant Colonel Siegfried Felipe Awichen, Commander of 2nd Infantry (SECOND TO NONE) Battalion, once again applauded the great contribution of the residents in the campaign against insurgency.

“Malaki ang aking pasasalamat sa mga taong barangay, dahil sa pakikipagtulungan ninyo ay matagumpay nating naitaboy muli ang kalaban at napigilan ang posibleng masamang plano ng mga teroristang ito,” Lt. Col. Awichen said.

Meanwhile, Brigadier General Aldwine I. Almase, Commander of 903rd Infantry (PATRIOT) Brigade, emphasized the great defeat of the CNT after the seizure of their terroristic war materials and the continued repulsion to them by the people.

“Malaking dagok ito sa mga terorista, dahil patuloy na nababawasan ang kanilang mga armas na ginagamit sa pagsasagawa ng karahasan. Patuloy din ang pagsikip ng kanilang ginagalawan dahil itinatakwil na sila ng mga tao sa mga barangay,” Brig. Gen. Almase said.

Moreover, Police Brigadier General Jonnel Estomo, Police Regional Director of Bicol, also highlighted the readiness of the PNP and its unwavering support to the government to end local insurgency.

“Laging handa ang kapulisan upang magbigay ng suporta sa gobyerno sa pagpapaigting ng seguridad kontra sa mga komunistang terorista,” PBGen. Estomo said.

At the same time, Major General Alex Luna, Commander of 9th Infantry (SPEAR) Division, reminded the public to be more vigilant and continue to give timely information regarding the presence and activities of the CNTs especially this election season.

“Huwag po sanang makalimot ang ating mga kababayan na tayo ay nasa Election Period ngayon, kung kailan sinasamantala ng mga makakaliwang grupo ang pagkakataon upang makapangikil sa pamamagitan ng permit to campaign at permit to win sa mga kandidato, ito ang kanilang pamamaraan upang makapanglikom ng pundo para sa kanilang mga terroristic activities. Ang panahon na ito ay paalala sa ating lahat na kailangan natin na mas maging alerto at maingat upang mapigilan ang kanilang pagsasamantala at pagsasagawa ng kaguluhan na pwedeng makaapekto hindi lamang sa eleksyon kundi sa kapayapaan ng ating bayan. Kaya napakaimportante talaga ng inyong agarang impormasyon patungkol sa kinaruruonan at mga aktibidad ng CNT.” Maj. Gen. Luna said.

Last Monday, April 18, an encounter also occurred between the government forces against more or less fifteen (15) CNT members at the boundary of Barangay Buenasuerte and Barangay Lampuyang of Pio V Corpuz, of the same province which resulted in the capture of one (1) M16 rifle, several terroristic propaganda materials and personal belongings of the NPA.

The revolutionary movement in Negros Island regarded the decision of the Bacolod Regional Trial Court (BRTC) on the murder of activist Benjamin Bayles by state forces as a win against state fascism, although many familes of victims of political killings alongside thousands of victims of human rights violations (HRV) in Negros and the entire country continue to demand justice.

In a verdict dated March 31, 2022, Acting Presiding Judge Ana Celeste Bernad found then soldiers of the 61st Infantry Battalion of the Philippine Army, Rafael Cordova alias Roger Bajon and Reygine Laus alias Ronnie Caurino, guilty of the murder of Bayles in June 14, 2010 and sentenced them to suffer the penalty of reclusion perpetua and ordered payment of P300,00 for indemnity and damages.

National Democratic Front (NDF) – Negros spokesperson Ka Bayani Obrero welcomed the verdict as a motivation for the anti-fascist movement to press on until justice is achieved for all HRV victims since the Martial Law period of dictator Ferdinand Marcos Sr. up to the present strongman rule of Duterte while stepping up the fight to end tyranny and state terror.

Human-rights groups have documented state perpetrated killings through the regimes since Marcos Sr where more than 3,000 were murdered under the late dictator’s rule; 1,064 fell to summary executions during Cory Aquino’s presidency; 218 summary executions and 144 were victims of massacres under the Ramos regime; there were 1,206 political killings in Gloria Arroyo’s nine-year rule; and 334 victims of extrajudicial killings under the BS Aquino regime.

Meanwhile, under the Duterte regime, 427 cases of political killings (as of December 2021) have been documented excluding the almost 30,000 victims of the regime’s so-called “war on drugs.”

“Of the 427 extrajudicial killings, 121 occurred in Negros Island and a majority of which were farmers and activists killed and massacred after the implementation of Memorandum Order 32 on November 2018,” Obrero noted.

According to him the gruesome massacre of the Sagay 9, the merciless Oplan Sauron 1 and 2 and Oplan Branstark in Negros Oriental and the killing of peasant leaders, activists and human rights defenders such as Alexander Ceballos, Atty. Ben Ramos, Bernardino “Toto” Patigas and Zara Alvarez remain wanting of justice.

Obrero said the resounding call for justice will not end until the status quo of class oppression and exploitation persists, adding that Duterte’s obsession of crushing the New People’s Army (NPA) before his term ends have alarmingly targetted civilians to further sow fear

Based on reports received by NDF-Negros, in Central Negros alone since the start of 2022, there are already more than 30 cases of HRVs affecting at least 300 victims. The recent abduction of urban poor community organizer Iver Larit has heightened the already seething unrest in Negros that is known as a social volcano.

“Reports continue to come in from other areas in the island and the HRV figures are worrying,” Obrero said. “However, contrary to the tyrant’s intent of destroying the revolutionary movement, revolutionary ranks are swelling. More are encouraged to engage in armed struggle, or at the very least, find their courage to resist Duterte’s reign of terror.”

In celebration of the 49th founding anniversary of the NDF on Sunday, April 24, Ka Bayani Obrero called on the revolutionary forces, the Negrosanons, and peace-loving individuals and groups in the island to further expand the people’s movement to end Duterte’s strongman rule and resist any move that may prevent him and his cohorts from answering their multiple high crimes.

“Like the murderers of Benjie Bayles, all perpetrators of human rights abuses through the years must be brought to justice. This path maybe a difficult one but the people’s democratic revolution will persevere until genuine justice and social change is achieved,” Obrero concluded.###

Red fighters of the Leonardo Panaligan Command of the New People’s Army successfully foiled the attack of combined troops of the 62nd Infantry Battalion and the 33rd Division Reconnaissance Company (DRC, the 3rd Infantry Division’s elite troops), with enemy casualties suffering 5 killed-in-action (KIA). The counteroffensive was mounted earlier today at around 6 AM in Sitio Halog, Barangay Sandayao, Guihulngan City, Negros Oriental. After the 5-minute firefight, the NPA unit successfully retreated, unharmed.

The military action also serves as response to the masses’ call for justice as intense militarization in the area has resulted to grave human rights violations, including the 62nd IB’s cold-blooded murder of farmer Arnold Suerte in the same barangay last January 15.

The LPC-NPA vows to continue waging tactical offensives against fascist troops, most especially units of the AFP with crimes against the people in Central Negros. ###

It took PROMDI standard-bearer Sen. Manny Pacquiao two hours of land travel from Tagbilaran City, to meet the leaders of the Philippines Visayas for Federalism Movement in Pundokan, Anonang, Buenavista town, Bohol.

The group is affiliated with Moro National Liberation Front founding Chairman Nur Misuari, who also met with Pacquiao in Manila last April 18.


PVFM, according to Pacquiao's camp, was instrumental in the senator's meeting with Misuari, who in the photo provided to the media by Team Pacquiao was seen raising the hands of the retired boxing champion.

Pacquiao's camp said Misuari "supports" the senator's presidential bid.


The information, however, has yet to be validated, since Misuari, who was originally scheduled to attend the PVFM event, failed to make it due to his strict observance of the Ramadan.

In an earlier interview, Pacquiao pointed out the value of having Misuari's support.

"Sa akin napaka-importante ’yung suporta ng grupo ni Nur Misuari dahil sila ’yung taga-Mindanao, at higit sa lahat nakakaintindi sa problema ng Mindanao ... Thats impossible na ma-resolve ’yung problema ng Mindanao tapos ’yung nag-reresolba nag-uusap taga-Luzon," he told reporters.

At the PVFM event, meanwhile, Pacquiao again outlined his plans to elevate the plight of poor Filipino families by providing free housing, decent employment opportunities, educational assistance and low-interest loans for micro, small and medium entrepreneurs.

Pacquiao also underlined a thorough fight against corruption should he become president.

Attendees in the event listened intently to Pacquiao's speech.

The event ended with PVFM leader Rolando Asis "Bong" Alamit and another group leader raising Pacquiao’s hands.

Hours before the event, Pacquiao stressed his plans for the Muslim community and Mindanao.

And with an already established open communication with Misuari, Pacquiao has expressed his wish to see a more active Moro Islamic Liberation Front when it comes to promoting peace in Mindanao.

"I am hoping na ang MILF magka-isa na rin sa isang adhikain, sa isang adbokasiya na magkaroon ng kaunlaran ang Mindanao. ’Yan ’yung problema sa kaguluhan sa Mindanao na hindi matigil-tigil, dahil sa nangyayari laging napag-iiwanan ang Mindanao," Pacquiao said.

"S’yempre kung ako ang taga-Mindanao, tapos may napag-usapan na pang-kapayapaan ito gawin natin, tapos walang nangyayari sino ba naman ang hindi sasama ang loob?"

Pacquiao said he will exhaust the remaining campaign days period by going directly and talking to the people.

He did that at a food court in Tubigan municipality where he reminisced his poverty years as a young boy, coupled by his dreams to help the poor.

Pacquiao's speech, meanwhile, brought supporters to tears.

"Naiyak ako du’n sa wala s’yang makain, tubig lang," a woman named Ester said while wiping her tears.

Pacquiao also appealed to his fellow candidates to elevate the level of political discourse and stop mudslinging.

"At the end of the day ang taumbayan ang pipili kung sino ang iboboto nila. Di natin kailangan mag-away. Dapat magka-isa tayo being an example, maging halimbawa tayo na leader na ang isang leader ginagawa unity at pagkakaisa," he said.

The presidential candidate later on reiterated his reminder to voters not to be easily swayed by candidates who are only good at making promises.

"Napakalaking tanga naman talaga ng isang tao na ninakawan ka na iboboto mo pa ’yun. I’m talking about generally ah, national down to local. Kasi ’yan ang cancer ng bansa, ’yang korapsyon. ’Yan ang kanser na nagpapahirap sa taumbayan na nagpapahirap sa bansa natin tapos di tayo magising," Pacquiao added.

Five days after Manila Mayor Isko Moreno Domagoso released his so-called manifesto signed by Senator Panfilo Lacson and former National Security Adviser Norberto Gonzales, Pacquiap said he has yet to read the document and study it carefully.

"S’yempre kahit sino naman kailangan mo muna aralin ’yung ano bago ka mag-commit na pipirma ka. Baka mamaya madami nakalagay doon na di maganda," Pacquiao said.

He added: "Hindi ako nagdadalawang isip (mag-sign) kung ang intensyon ay du’n pa rin sa pinag-usapan namin na unity, pagkakaisa para magtutulungan, para labanan kumbaga. Ipakita sa taumbayan ang malinis at maayos na halalan. Walang dayaan, di kailangan pag-isipan ’yun."

PROMDI Party standard-bearer Sen. Manny Pacquiao underscored the need for utmost sincerity among parties involved in the negotiations with the Moro Islamic Liberation Front and Moro National Liberation Front in carrying out provisions of the peace agreement.

Pacquiao had recently discussed his platform of government with former MILF spokesman Eid Kabalu and other key leaders of the former secessionist group.

He was scheduled to also present his pro-poor, anti-corruption program to MNLF chairman Nur Misuari or his representative.


The dates of the MILF and MNLF meetings were not revealed during a press conference held in Tagbilaran City, Bohol.

“I am hoping na ang MILF magka-isa na rin sa isang adhikain, sa isang adbokasya na magkaroon ng kaunlaran ang Mindanao,” Pacquiao said (I am hoping the MILF will join us in pursuing the advocacy of ensuring progress in Mindanao.)

The country’s boxing icon said agreements reached during peace negotiations should be implemented swiftly to ensure success.

He lamented that a number of peace negotiations with various rebel groups have failed mainly because of the lack of sincere effort to execute what has been agreed upon.

“Pag sinabing pag-uusap pangkapayapaan, alam mo ang problem doon, lagi na lang pag-uusap pero walang nangyayaring aksyon,” he noted. (When we talk about peace, the problem is that it is all talk but no action is taken.)

He pointed out that successful peace negotiations should be gauged by concrete proof such as the drastic reduction of impoverished Filipinos.

“Nabawasan ba iyong mga mahihirap? O lalo pang dumami ang mahihirap? Lalo pang lumubog sa kahirapan ang bansa natin. Bakit? Kasi puro lang pangako. Katulad din ng peace talks na ginagawa nila, ilang beses na, tapos walang nangyayari, hindi ginagawa (ang napagusapan),” Pacquiao said. (Have the poor been lessened or have they grown in number? Why? Because it's just mere promises. Like the peace talks that have been held, some were not fruitful, some agreements were not implemented.)

“Kailangan kung may pag-uusap, gawin. Hindi iyong pamumulitika lang. Hindi iyong pa-pogi lang sa social media o sa mga tao,” he stressed. (If there are talks, do it. Do not allow politics to come in play and do not just make yourself look good on social media and the public).

In his discussions with Kabalu and the MILF, Pacquiao declared that he will pursue a shift to a federal form of government should he win the presidency.

The senator, meanwhile, underscored the need for support from Misuari’s group, as he also acknowledged his sincerity in resolving the problems of Mindanao.

Assorted high-powered firearms and war materials were recovered by Army soldiers, following an encounter yesterday with suspected New People’s Army rebels in Sitio Halog in Brgy. Sandayao, Guihulngan City, Negros Oriental.

Soldiers of the 62nd Infantry Battalion and 33rd Division Reconnaissance Company were responding to complaints of rebel extortion activities in the place when they encountered about 15 suspected NPA rebels, believed to be members of Central Negros Front 1 Sentro De Grabidad Platoon, according to Brig. Gen. Inocencio Pasaporte, 303rd Infantry Brigade commander.

After 15 minutes of gunbattle, Pasaporte saidthe group of armed rebels scampered in various directions and left behind one R4 automatic assault rifle with a short magazine containing seven ammunition, a KG-9 sub machine gun with a magazine containing five ammunition, assorted food stuff, a back pack containing personal belongings, a sack of charcoal, a solar panel, two hammocks, a CPP-NPA flag, two pairs of rain boots and subversive documents.

No Army soldiers were injured and they are still scouring the encounter site as of press time.

It was not yet determined if the fleeing rebels suffered casualties.

A 62-year-old man – a former member of the New People’s Army – was shot in Sitio Mainit, Barangay San Isidro, Toboso, Negros Occidental on Tuesday morning.

Bienvinido Montejar, a farm laborer and Sitio Mainit resident, died.

There were three suspects, according to Police Captain Paul Kenneth Magan, Toboso municipal police chief.


The shooting happened while Montejar was having breakfast in his house. The three men, still unidentified as of this writing, came over.

A heated argument preceded the shooting.

Montejar died instantly

The three men walked away.

Police received information from the Philippine Army that Montejar surrendered to the government years back.

Magan said the three men could be rebels and Montejar may have been suspected of giving information about the NPA to the authorities.
