CAMP ELIAS ANGELES, Pili, Camarines Sur – Dalawang miyembro ng Communist NPA Terrorist (CNT) ang nasawi sa naitalang engkwentro sa pagitan ng pinagsanib na pwersa ng militar at pulis laban sa teroristang grupo sa Barangay San Vicente, Garchitorena, nitong 4:30 ng hapon araw ng Miyerkules, Ika-13 ng Abril 2022.

Magsasagawa sana ng negosasyon ang tropa ng 83rd Infantry (MATIKAS) Battalion at mga pulis sa naiulat na aktibong supporter ng Communist Terrorist Group (CTG) na kumukubkob sa teroristang grupo kasunod na rin ng sumbong at pakiusap ng mga residente sa lugar ngunit bigla silang pinaputukan ng anim (6) na armadong CNT habang papalapit sa lugar.

Layunin sana ng tropa na hikayatin ang nasabing supporter na putulin na ang suporta sa CTG at makipagtulungan sa gobyerno na himukin din ang mga miyembro nito na sumuko na lamang sa pamahalaan.

Nauwi sa halos limang (5) minuto ang palitan ng putok ng magkabilang panig na nagresulta sa agarang pagkasawi ng dalawang (2) miyembro ng CNT .

Samantala, nakuha naman sa mga kalaban ang isang (1) M16 rifle, isang (1) 9mm pistol, sari-saring mga kagamitang pang komunikasyon, at maka-terorista at personal na kagamitan.

Labis naman ang pasasalamat ni Lt. Col. Clark R. Dalumbar, Battalion Commander ng 83IB dahil walang nasugatan sa tropa gayundin sa mga taong barangay sa nangyaring sagupaan.

“Nagpapasalamat tayo at walang nasugatan sating mga tropa. Gayun din, taos puso rin po ang ating pasasalamat lalong lalo na sa mga residente ng barangay San Vicente, Garchitorena sa kanilang patuloy na pakikipagtulungan sa atin upang sugpuin ang mangilan-ngilan pang natitirang miyembo ng CTG. Nais sana nating idaan sa mapayapang pamamaraan ang lahat ngunit sa kasamaang palad ay dahas pa rin ang isinalubong sa atin ng mga kalaban,” ani Lt. Col. Dalumbar.

Binigyang diin naman muli ni Col. Edmundo Peralta, Commander of the 902nd Infantry (FIGHT AND SERVE) Brigade na kailanman ay walang maidudulot na mabuti ang impluwensiya ng terorista sa buhay ng bawat Pilipino.

“Dahil sa komunismong paniniwala ay dalawang buhay na naman ang nasayang, dalawang buhay na maari pa sanang nabago at nabigyan ng pag-asa. Patunay ang pagkamatay ng dalawang miyembro ng CNT na walang naidudulot na kabutihan sa buhay at maging sa mga pamilya nila ang maka-teroristang impluwensiya ng CTG,” ani Col. Peralta.

Bukod dito, binigyang diin ni Police Brigadier General Jonnel Estomo, Police Director Region 5 ang patuloy na pakikipag-ugnayan ng pulisya sa mga kasundaluhan sa pagpapatupad ng mas pinaigting na security at civil operations upang mas lalo pang mapahina ang teroristang grupo.

“Laging magkaagapay ang pulisya at ang kasundaluhan sa pagpapatupad ng mga operasyon kontra sa CTG. Mas pinaiigting natin ang pagbibigay impormasyon sa mga tao kung ano nga ba talaga ang imahe na meron ang teroristang grupong ito,” ani PBGen. Estomo.

Samantala, tiniyak ni Major General Alex Luna, Commander ng 9th Infantry (SPEAR) Division at ng Joint Task Force Bicolandia na patuloy na gagampanan ng Spear Division ang mandato nito upang mapanatili ang kapayapaan at mapigilan ang anumang banta ng terorista sa Bicolandia.

“Patuloy ang mandato ng JTF Bicolandia sa pagpapanatili ng kapayapaan at pagsalag sa anumang masasamang plano ng mga CTG sa rehiyong Bikol. Ang naganap na engkwentro ay malaking pinsala sa teroristang grupo dahil sinasalamin nito na patuloy ang pakikipagtulungan ng mga residente ng barangay sa pagbibigay impormasyon sa presensya ng mga kalaban. Sinasalamin din nito na well-informed na ang mga tao sa mga kamalian at karahasan na ginagawa ng CTG,” ani Maj. Gen. Luna.

Kung maalala, nitong Marso 10, ay nagkaroon din ng engkwentro sa pagitan ng 83IB kontra CTG sa Barangay JMA Alberto, Catanduanes sa tulong na rin ng impormasyon na nagmula sa mga residente.

Nagresulta ang nasabing engkwentro sa pagkasawi ng isang (1) miyembro ng CNT at pagkakarekober sa isang (1) M14 rifle, 17 anti-personnel mines, at ilan pang mga maka-teroristang kagamitan.

An unidentified male member of Communist Party of the Philippines-New People’s Army (CPP-NPA) was killed in an encounter at So. Tulong, Brgy Enrique Villanueva, Sibulan, Negros Oriental on April 14, 2022.

This after, the troops of 11th Infantry Battalion, immediately responded to the tip-off of local populace on the extortion activities of these NPAs. They encountered 12 members of CPP-NPA at around 8 a.m., which lasted for about 15-minutes.

At around 2 p.m., operating troops discovered a cadaver near the creek at the said place. The still, unidentified cadaver is wearing green NPA uniform and boots.

Based on information received, another two members of NPA were wounded in the encounter based on the blood stain seen in the widrawal route.

Recovered from the encounter site were; One (1) M14 rifle; One (1) M16A1 rifle with scope; One (1) KG-9 rifle; Three (3) pcs. rifle grenade; Five (5) IED (anti-personnel mine); 10 pcs 12-gauge ammo shot gun; three (3) magazines of M16; One (1) M14 magazine; One (1) KG-9 magazine; Four (4) pcs M203 ammo; various subversive documents, and 12 back packs.

In his statement, Major General Benedict Arevalo, the 3rd Infantry (Spearhead) Division Commander, commended the boldness and bravery of the local populace by giving correct and accurate information.

Likewise, he also congaratulated the burning passion of the troops in serving and securing not only the Negrenses, but as well as the people and loving people of Western and Central Visayas.

“I hope that this encounter will serve as an eye-opener to those NPAs who are still hiding in the mountain to surrender to the folds of the law and enjoy government’s program through E-CLIP or else you they suffer the same fate with their comrade,” MGen Arevalo said.

Bangag, Lal-lo – Nakatanggap ng tig-10,000 pesos mula sa Commission on Human Rights (CHR) ang apat na mga dating tinaguring child warrior ngayong araw, ika-12 ng Abril taong kasalukuyan sa Headquarters ng 17th Infantry Battalion, Bangag, Lal-lo, Cagayan.

Personal na ipinagkaloob ni Atty. Jimmy Baliga, Regional Director ng CHR R02 ang nasabing halaga ng tulong pinansiyal kina alyas Rain, alyas Rhian, alyas Hanna, at alyas Victor.“May programa talaga ang CHR na nagbibigay ng tulong pinansyal sa mga biktima ng Violation of Human Rights. Ang apat na benepisyaryo natin ngayong araw ay mga biktima ng violations under the rights of a child. Hindi lamang sila ang makatatanggap ng financial assistance mula sa ating tanggapan. Mayroon pang mga susunod pero kinakailangan pa nating i-evaluate ng mabuti.”

“Nagpapasalamat ako sa CHR at 17IB dahil sa tulong na kanilang ipinagkaloob dahil magagamit ko ito sa aking pag-aaral. Sana ay matulungan din ang iba naming mga kasamahan lalo na ang mga kabataang minsan nang nalinlang ng NPA na nagbalik-loob sa pamahalaan upang maabot din nila ang kanilang mga pangarap,” ani alyas Rhian matapos matanggap ang tulong pinansyal.

Ang mga nabanggit na benepisyaryo ay nasagip ng kasundaluhan noong buwan ng Pebrero taong 2021 matapos gawing child warrior ng Communist Terrorist Group na kumikilos sa probinsya ng Apayao at Cagayan.

Samantala, nagpasalamat din si Lieutenant Colonel Oliver C Logan, Battalion Commander ng 17IB sa tulong na ipinagkaloob ng naturang tanggapan sa mga former rebels. “Sa ilalim ng Whole-of-Nation Approach marami tayong magagawa at marami tayong mga former rebels na mabibigyan ng tulong. Hangad natin ang positibong pagbabago sa ating mga former rebels lalo na sa mga kabataan. Kung kaya, lubos din ang ating pasasalamat sa tulong na ito ng CHR. Naway tuluy-tuloy ang ating pagkakapit-bisig para sa wakasan ang terorismo sa ating komunidad!”

Three high-value leaders of the Komiteng Probinsya (KOMPROB) Cagayan, Komiteng Rehiyon-Cagayan Valley (KR-CV) were neutralized in a five-minute firefight between the troops of the 17th Infantry Battalion and Communist Terrorist Group (CTG) on Maundy Thursday, April 14, 2022, in Barangay Virgina, Sto. Niño, Cagayan.

The CTG leaders were identified as Saturnino Agunoy alias Peping, Head of the Regional Operations Department of Komiteng Rehiyon-Cagayan Valley (KR-CV), Mark Canta alias Uno, Giyang Politikal, West Front Committee, and alias Val, medical officer of the West Front Committee all of KOMPROB Cagayan, KR-CV.

a. 12 cases of Qualified Assualt upon agent of person in authority w/ murder with bail of 120K each

b. 2 cases of Qualified Assault upon agent of person in authority w/ murder, no bail

MAWAB, Davao De Oro – Troops from the 66th Infantry Battalion under the 701st Infantry Brigade recovered one (1) M14 Rifle, one (1) Improvised Explosive Device (IED), and war materiel in the vicinity of Marangig Falls, New Albay, Maragusan, Davao De Oro on April 14, 2022.

Before the said recovery, 66IB clashed with the combined elements of the Regional Operations Command (ROC) and Guerilla Front 2 (GF2) on April 13 in the same vicinity that resulting in the capture of alias “Darwin”, 22 years old, Squad Medic of Primera, ROC of the Communist Terrorist Group (CTG). Alias Darwin said, they buried the said firearm and IED on April 11.

Lt. Col Julius M Munar, Commanding Officer of 66th Infantry (KABALIKAT) Battalion told that with their constant clash with the enemy, support from the local community, and the cooperation of the former rebels(FRs), they are confident that they can end the insurgency in Davao De Oro in due time.

Meanwhile, Agila Division Commander MGen Nolasco A Mempin congratulated 66IB troopers for their accomplishment and thanked alias “Darwin” for his cooperation with the government forces after his capture. “Your Agila Troopers will always abide by the Human Rights and Rules of Engagement just like what happened to alias Darwin wherein he was treated humanely. Our doors are always open to all remaining members of the CTG who will choose to cooperate with the government,” MGen Mempin added.

The Communist Party of the Philippines (CPP) condemns the Duterte regime and its military and police forces for the unlawful arrest earlier today of National Democratic Front of the Philippines (NDFP) peace consultant Ernesto Lorenzo, together with Maria Fe Serrano, Andrei Medina, Plinky Longhas and another companion. They were arrested as they were queueing up to receive Covid-19 shots at the Nayong Pilipino Vaccination Center in Parañaque City.

The arrest of Lorenzo violates his rights under the Joint Agreement on Safety and Immunity Guarantees (JASIG) which guarantees the security of personnel and consultants of the negotiating panels of the NDFP and the Philippine government against surveillance, arrest or any other form of reprisal.

We demand that Lorenzo and his companions be released immediately.

We demand the Duterte regime to end its policy of repression against the NDFP’s personnel and peace consultants. The arrest of Lorenzo comes at the heels of the recent arrests of Esteban Manuel in Samar, and Edwin Alcid in Northern Samar, and the abduction and killing of Ezequiel Daguman in Davao del Norte last month.

The heightening attacks of the Duterte regime against the NDFP as well as against activists and supporters of the political opposition are indicative of its increasing desperation to cling to power.

The Filipino people must remain on high alert to the regime’s schemes to resort to heightened suppression and extralegal means and vigorously oppose any attempts to perpetuate his tyrannical rule.

The New People’s Army-Central Negros (Leonardo Panaligan Command) punished Jeger Flores, a CAFGU element of the Barangay Sandayao Patrol Base of the 62nd Infantry Battalion in Guihulngan City, Negros Oriental last April 10.

Flores was directly involved in the brutal murder of Arnold Suerte last January, along with the 62nd IB. Retrieved from him was a cellular phone with pictures of red-tagged peasants in Guihulngan City. He is also involved in the series of operations in the area which have resulted to grave human rights violations in the area.

As a legitimate military target with blood debt, Flores was punished by the NPA.

This serves as a warning to military elements who continue to act under the whims of their bloodthirsty commanders. The NPA will continue to mete out revolutionary justice to persons who have committed crimes against the people. ###

The Communist Party of the Philippines (CPP) extends its deepest sympathies to the people of Baybay City and Abuyog towns in Leyte province after several scores of people in farming and coastal communities were killed in mudslides triggered by non-stop rainfall brought by typhoon Agaton over the past week. The calamity reminds us of the similar tragedy in 2006 when thousands were killed in landslides in St. Bernard town in Southern Leyte.

These tragedies are a result of the widespread destruction of the environment caused by decades of logging and forest clearing for commercial plantations. Communities in mountains, valleys and plains have been made vulnerable to landslides and flooding by deforestation and oversiltation of rivers. Across the country, people live constantly in precarious situations.

In the face of gross state of the environment in the Philippines, the present reactionary government and all those in the past have declared the policy of protecting the environment. However, beyond these lip service declarations and showcase and fake “reforestation” projects, no serious effort has actually been carried out to stop the ravaging of the mountains, forests and rivers. On the contrary, in connivance with government bureaucrats, operations of mining companies, plantations, ecotourism, energy and infrastructure projects continue to expand and cause widespread destruction of the environment and sources of the people’s livelihood, and the dislocation of thousands from their homes and communities.

We are keenly aware how the tragedies in Baybay and Abuyog are not the first, and will certainly not be the last. We call on the broad masses of the peasants, national minorities, workers and other toiling people, to unite, defend the environment and their livelihood, and demand an end to destructive commercial and plunderous operations of big capitalists.

Decisive steps to protect the environment can only be carried out by a people driven by the desire to free the country from imperialist oppression and the plunder of the country’s resources by foreign capitalists and their partners among the local big bourgeoisie and bureaucrat capitalists.

The revolutionary forces will continue to enforce the policy of the people’s democratic government prohibiting large scale commercial logging and plunderous mining operations. It aims to achieve greater successes in enforcing this policy as we look forward to preserving the country’s resources for the future use of the people and their truly democratic government.

As the brutal US-Duterte regime intensifies its bloody counterrevolution, it has dumped billions upon billions of pesos to amp up its war machinery, including the recruitment of civilians to join their intelligence network. By all means, you should refuse these kinds of offers.

While initially promising- a sack of rice and at least P10,000 pesos monthly with another reward if you can successfully ‘point’ a target- this is but a misdirection to the socioeconomic ills the Negrosanons and the entire Filipino people are facing. If the reactionary government is truly willing to aid its people, it would’ve long answered the problem of landlessness, job insecurity, poverty, hunger, and more, not merely misdirecting the needs of the many towards mere bounty hunting.

This serves as a warning to all families. To wives, make sure that your husbands do not fall prey to the offers of the AFP. Husbands should be on the lookout as well, as the philanderous practice of the military has exploited women several times just for their pleasure. Your children should also avoid being misled by the reactionary troops, as they have proven to be the source of bad influence among the youth.

While the socioeconomic crisis has gravely affected the people, all the AFP, PNP, NTF-ELCAC and the entire reactionary government can do is offer temporary unaudited ‘incentives’ that they think is the only stimulus required by the people to compensate for their corruption. Their offers are not jobs, nor can they be considered aid, as they will endanger your lives even more while they wallow safely with taxpayer money.

The only answer to the genuine problems of society is the resistance justly waged by the oppressed for more than 53 years. The most patriotic and nationalist thing to do is not to join the ranks of proven murderers, but to tread the path of the national democratic revolution. It is the only tool of the masses to unroot imperialism, feudalism, and bureaucrat capitalism. Should you wish to surmount the difficulties imposed to you by the ruling system, the best solution is to join mass organizations and collectively fight for our rights deprived to us by the very institution trying to lure you in.

Better yet, take up arms and join the NPA as the genuine army of the people committed to wage armed revolution to establish a society that does not depend on spare change from the rich (much like the AFP’s recruitment for their network of spies), but a society that can make use of its resources to provide for every citizen, where the wages we receive are enough to sustain our families, where peace is not simply the absence of war but also of hunger and poverty, where our rights are respected, where our needs are met- a democratic society that the CPP-NPA and the masses have been fighting for and slowly establishing in the countryside. #

THE Philippine National Police (PNP) has begun its integration of former Moro Islamic Liberation Front (MILF) and Moro National Liberation Front (MNLF) combatants in accordance with the Mindanao peace process, officials announced this week.

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has signed an agreement with the National Police Commission (Napolcom) for
the Special Qualifying Eligibility Examination for the ex-MILF and MNLF members.

"After three years of the transition period, we are happy that we are finally taking the first step into making this provision a reality," BARMM Chief Minister Ahod Balawag Ebrahim said.

In a videoconference Saturday last week, Ebrahim and Napolcom Vice Chairman and Executive Officer Alberto Bernardo signed a memorandum of agreement (MoA) on the integration process.


According to the agreement, the qualifying examinations for integration aspirants are set to be held on May 29 this year in the cities of Cotabato and Zamboanga.

Under the MoA, 5,060 successful examinees will be granted eligibility for temporary appointment as patrolman or patrolwoman of the PNP.

After signing the agreement, Ebrahim created an ad hoc office and designated Senior Minister Abdulraof Macacua as its head to facilitate administrative support in the application process set forth by Napolcom.

Ebrahim, also the MILF chairman, lauded the Intergovernmental Relations Body Technical Working Group for the realization of the provision in the Bangsamoro Organic Law (BOL) allowing qualified former MILF and MNLF members to join the PNP.

The BOL, as the enabling law that created BARMM, provided for the integration of ex-Moro rebels into the PNP.

Macacua said the MILF and MNLF are now working together to come up with a list of qualified members who could avail of the integration program.

Two suspected New People’s Army (NPA) rebels were killed in an encounter on Wednesday, April 13, with soldiers in Garchitorena town in Camarines Sur province, a report said Thursday.

Government soldiers were
conducting patrol around 4:30 p.m. when they encountered six communist rebels at San Vicente village, Colonel Edmundo Peralta, 902nd Infantry Brigade commander, said in a text message.

Before the five-minute firefight, villagers tipped the soldiers about the presence of the armed group around the area.


“The troop tried to talk to the Reds to surrender peacefully but unfortunately declined and opened fire,” Major John Paul Belleza, chief of the public affairs office of the 9th Infantry Division, said in a phone interview.

The government troops recovered an M16 rifle, a 9mm pistol, cellphones, and batteries at the clash site.

The soldiers brought the bodies of the unidentified rebels to the local police station, where they remained unclaimed as of Thursday.

The police in Mabalacat City on Thursday, April 14, reported the arrest of the supposed acting secretary of the national finance committee of the Communist Party of the Philippines and its New People’s Army in Central Luzon.

Evelyn Muñoz was held for murder and two other violations based on the warrant issued by Judge Francis William Espinola of Branch 68 in Camiling town in Tarlac, the Mabalacat police said in a report posted on social media.

Muñoz was arrested around 5:30 p.m. on Wednesday, with two women identified only by their aliases, Erlin and Marga, in Barangay Mawaque in Mabalacat City and detained at the police jail. It was not known if they contacted a legal counsel.


Identified as CTG [communist terrorist group] personalities, the three women also faced charges for violating Presidential Decree 1829 (Penalizing obstruction of apprehension and prosecution of criminal offenders) and Article 178 (use of the fictitious name) of the Revised Penal Code.

Lt. Col. Heryl Bruno, city police chief, said the arrest was done under Oplan Pagtugis, which involved 17 police, Army, and Air Force units.

The police reported confiscating from the suspects a .45 caliber, magazine and bullets, identification cards, 26 mobile phones, three laptops, documents, and about P400,000 in cash.

A still unidentified communist rebel was killed in an encounter with government troopers in Himamaylan City, Negros Occidental early morning on Thursday, April 14.

The Army’s 3rd Infantry Division reported that soldiers of the 94th Infantry Battalion met about 10 members of the New People’s Army (NPA) which led to a gunfight in Sitio San Juan, Barangay Caradio-an.


A soldier was slightly wounded and is now in stable condition.

Recovered from the encounter site were two magazines of a .45 caliber pistol, a hand grenade, short magazine of a M-16 rifle, a tablet, medical kit, and backpack.

Maj. Gen. Benedict Arevalo, 3rd Infantry Division commander, vowed to go after the NPA.

“There is a high possibility that they are trying to intensify their extortion schemes and to also stage attacks days before the May 9, election,” Arevalo said

“But we, together with the communities and government agencies will not stop to spoil their plans,” he added.

Terrorism in the region has plummeted amid the COVID-19 pandemic. Will reopened borders lead to a resurgence in terrorist networks?

COVID-19, the climate crisis, the coup d’état in Myanmar, the Russia-Ukraine war, and the China-U.S. competition have dwarfed the relative severity of terrorism. Many would struggle to recall a significant terrorist attack during the COVID-plagued years. In a way, terrorism seems out of sight, out of mind.

That is no surprise. In recent years, terrorism in Southeast Asia has been on the decline. Based on the Southeast Asia Militant Atlas developed by the International Centre for Political Violence and Terrorism Research (ICPVTR), S. Rajaratnam School of International Studies (RSIS), the number of violent terrorist incidents peaked in 2019 but experienced a steep decline after the onset of COVID-19 in 2020.



Moreover, terrorist groups in the region, particularly in the Philippines and Indonesia, experienced significant losses at the hands of local authorities. The Armed Forces of the Philippines (AFP) overran terrorist safe-havens, incapacitated terrorist leaders, and pressured many into submission. In Malaysia, the Eastern Sabah Security Command (ESSCOM) eliminated individuals attempting to create a safe haven in Sabah for Abu Sayyaf members fleeing from the AFP. In Indonesia, Densus 88 (D 88), the national counterterrorism squad, has actively disrupted plots, dismantled local terrorist cells, and significantly reduced the frequency of attacks. Overall, active enforcement efforts seemed to have paid off.

Despite efforts to keep terrorism down, terrorist groups continued to express the political will for violence. During the pandemic-plagued years, terrorist groups in Southeast Asia ceased combat operations and kept a lower profile in order to regroup. Analysts noted that this is the practice of i’dad (preparation for jihad), engagement in peripheral activities that strengthen operational capacity. Such activities may include physical training, martial arts, fundraising, weapons procurement and recruitment, inter alia.

Groups like Jemaah Islamiyah (JI) began infiltrating the Indonesian state apparatus, civil society, and academia to champion their political objectives. Notably, Anung Al-Hamat, who is a senior member of Partai Dakwah Rakyat Indonesia (PDRI), an Indonesian Islamist political party, doubled as JI’s top administrator. Anung was also engaged in academic circles and had published a book arguing for mandatory jihadi education in Indonesia.

In the Philippines, the Dawlah Islamiyah-Maute Group (DIMG) has ceased proactive offensive operations and prioritized recruitment. Conditions for recruitment are present. Due to ongoing skirmishes between the AFP and various militant groups, communities became more marginalized and poverty-stricken. While it is unlikely for militants to launch a major offensive in the foreseeable future, signs of regrouping and recuperating are present.

It is thereby evident that extremism will persist. Terrorist groups are doing whatever they can to survive and emerge stronger. Therefore, the momentary lull in attacks must not be misunderstood as the lack of a threat. As globalization is the engine for Singapore’s economy, it is also the lifeblood of terrorism. As such, Singapore Defence Minister Ng Eng Hen accurately assessed that there might be a resurgence of terrorism as global travel resumes. Therefore, while the gradual reopening of borders is celebrated, we must remain vigilant.

Transborder Terrorism in Southeast Asia

Foreign influence amplifies local terrorist attacks. The infamous 9/11 attack in 2001 was planned and coordinated in multiple countries. Khalid Sheikh Mohammed, mastermind of the attack, had communicated extensively with Riduan Isamuddin (alias Hambali), the operational leader of JI, to facilitate the transit of al-Qaida’s operatives through Kuala Lumpur International Airport (KLIA). Hambali continued to facilitate the 2002 Bali bombing, which killed more than 200 people. In Hambali’s confession, he shared that al-Qaida supported him with $30,000 for the attack and rewarded him with an additional $100,000 for the “satisfactory results.”

Organisationally, JI had ambitions to expand its network across the region. While JI was formed in Malaysia in 1993, it shifted its headquarters to Indonesia and created a JI-Singapore. In 1999, JI established the Rabitatul Mujahidin (Mujahidin Coalition) led by Abu Bakar Bashir to create a regional Islamist militant network. This network aimed to pool the resources and expertise of various militant groups. The alliance allowed JI members from Indonesia, Malaysia, and Singapore to train in terrorist safe havens in Southern Philippines.

Foreign Terrorist Fighters

Nonetheless, attacks on local soil are just the tip of the iceberg. The primary concern for the authorities is the migration of foreign terrorist fighters (FTFs).

Southeast Asia experienced three waves of foreign fighting. First, Southeast Asian militants were called to arms during to the Soviet-Afghan conflict. Political scientist Thomas Hegghammer estimated the presence of 5,000 – 20,000 foreign fighters supporting the Afghan mujahideen. Southeast Asians who returned became the “Afghan Alumni;” they leveraged their training and transnational network to organize militant cells and conducted terrorist attacks locally or regionally.

Second, Southeast Asians were drawn toward the Islamic State of Iraq and Syria (IS). After Abu Bakr al-Baghdadi declared the caliphate in July 2014, thousands of FTFs worldwide migrated to Syria to participate in the civil war. Based on the Soufan Center’s 2017 report, more than 53,000 FTFs from 146 countries joined IS in Syria. More than 1,000 were from Southeast Asia, including a Singaporean, Megat Shahdan Bin Abdul Samad alias Abu Uqayl.

Nonetheless, as IS lost ground in Iraq and Syria, it decentralized its organizational structure and created satellite wilayahs (provinces) globally. The Wilayat Sharq Asiyya (East Asia Province) is Islamic State’s easternmost province, which encompasses Southeast Asian countries such as the Philippines, Indonesia, Malaysia, Singapore, and Thailand. IS called for aspiring FTFs to gather in the southern Philippines to besiege the kafir government.

IS’ message was simple; if you cannot travel, take the fight to your backyard.

Ultimately, the mobilization of Islamist militants in 2016 led to the third wave of foreign fighting in May 2017, otherwise known as the Marawi Siege. The five-month siege marked the most devastating war in the Philippines since World War II. Although the Marawi Siege was fought only in the Philippines, it was a regional operation. Besides the combined arms of local terrorist groups like the Maute Group and Abu Sayyaf, another 100 foreigners, including minors, migrated to Marawi to support IS. These FTFs included significant commanders like Malaysians Dr Mahmud Ahmad and Amin Baco.

Returning Foreign Fighters

While foreign fighting occurs abroad, it could be a local problem. The genesis and resurrection of some of the deadliest terrorist groups in Southeast Asia, like the Abu Sayyaf and JI, were connected to al-Qaida through the shared experience of the Afghan mujahideen. The Afghan Alumni, for example, returned with the battle experience and international network to facilitate, organize and conduct attacks at home.

Ignoring FTFs who travelled abroad would be a mistake. However, there is still no consensus among countries on the management of FTFs. Authorities struggle to balance human rights, national security, and government capacity. Today, approximately 700 Indonesians and 100 Malaysians are being detained at Al-Hol Camp or the Al-Hasakah Prison, northeastern Iraq. If the detainees remain unrehabilitated, they can pose a serious security challenge to Southeast Asia.

Regional Safeguards Against Terrorism

Southeast Asian governments recognize that the transnational threat requires a multilateral response. Beyond local enforcement efforts and bilateral intelligence and extradition arrangements, the Association for Southeast Asian Nations (ASEAN) created mechanisms to strengthen its response to transnational terrorism. Transborder terrorism has been a staple in the ASEAN Defense Minister’s Meeting Plus’s agenda.

Targeted subregional initiatives were also established to combat transnational terrorism. For example, the Trilateral Cooperative Arrangement (TCA) implemented in June 2017 aims to curtail violent maritime activities at the Sulu-Celebes Seas. The TCA also doubled as a border-hardening mechanism as the Sulu-Celebes Seas is the primary transit route for FTFs to travel from Malaysia to the Philippines.

The Our Eyes Initiative (OEI) was implemented in January 2018 in response to the 2017 Marawi Siege. Recognizing the role of FTFs in the conflict, several ASEAN member agreed to meet biweekly to exchange intelligence on militant groups and develop a shared database on terrorism. The Southeast Asia Counter-Terrorism Financing Working Group (SEA CTWFG) was launched in November 2019. This working group aims to address transborder terrorism financing by forging a partnership between law enforcement, industry, and academia. The working group comprised the financial intelligence units of the Philippines, Indonesia, and Australia.

What Next?

While other geopolitical events have certainly overshadowed the threat of terrorism, the threat should not be overlooked. As international travels resume, we can expect terrorists to rekindle the flames of war. International terrorist groups may seek to support local attacks, and FTFs with battle experience may seek to return home.

We are not defenseless. Enforcement agencies in the region are doing their part to curtail the rise and spread of terrorism. The region has taken steps to harden borders, enhance intelligence sharing, and curtail terrorism financing. Nonetheless, it is essential for policymakers to update, revitalize, and reboot these multilateral mechanisms to mitigate the risks of terrorism in the region.

The New People’s Army (NPA)-Rizal ambushed troops of the 80th IB near their camp at Maugraw, Sitio Quinao, Barangay Puray, Rodriguez, Rizal last March 26. Two soldiers were killed while two others were wounded.

According to the local NPA unit, the ambush was in response to the demands of the people to punish soldiers for their acts of terror in the province, including the most recent arrest of a Dumagat minority last March 23.

In Iloilo, Red fighters destroyed 14 motorcycles owned by CAFGU and regular soldiers guarding the Century Peak company in Sitio Insobrehan, Barangay Igcabugao, Igbaras last March 21. The company is a notorious workers’ rights violator and has denied its workers their sufficient wage and benefits.

Ka Ariston Remus, spokesperson of the NPA unit, belied claims of the 3rd IB that the motorcycles were owned by civilians.

Both the US and the Philippine governments boasted of the Balikatan 2022 as being the “largest” in the last seven years of annual joint exercises between their armed forces. This year’s exercises include aspects aimed at the US’ war preparations against China. There are also features that are geared towards heightening the brutal counterinsurgency war against the Filipino people.

Up to 5,100 American soldiers and 3,800 Filipino troopers are officially participating in the Balikatan 2022 which formally runs from March 28 to April 8. For the first time, the exercises will include the 3rd Marine Littoral Regiment (MLR), a team of around 90 personnel whose mission is to prepare an attack against China.

The 3rd MLR was organized just this March 3 at the US Marine Corps Base in Hawaii, USA. According to Marine Corps Assistant Commandant Gen. Eric Smith, the unit will be optimized for conducting expeditionary advance base operations (EABO) and is “specialized to deal with the rising threat of China.”

In US military language, EABO pertains to operations of relatively small and covert, highly mobile and easily movable units deployed to occupy naval or inland territories that are within range of enemy weapons, including missiles. These will serve as forward units to strike on the enemy’s surveillance and weapons systems and support a larger operation.

These units are primarily armed with radar systems and missiles. EABO missions include taking control of seas and shores and denying the enemy the capability to operate in these areas. Their mission also consist of putting up forward positions for arming and refueling, and conducting reconnaissance, surveillance and target acquisition.

Expectedly, the 3rd MLR took on the major role in the early days of Balikatan 2022 in Cagayan to train for said missions, which included a simulated invasion of the shores of Claveria in the province. In nearby town of Aparri last March 28, US troopers went through with the amphibious landing of the MIM-104 Patriot. This is the first time the US deployed said surface-to-air missile system in the Philippines. At the same time, the US Marines demonstrated their High Mobility Artillery Rocket Systems in a live-fire exercise in Capas, Tarlac.

During the Balikatan, the Marine Corps War Fighting Laboratory observed the exercises in order to come up with techniques, tactics and methods for the 3rd MLR. This unit is set to be augmented with up to 2,000 personnel, which will be divided into smaller units comprising 75-100 Marines. The regiment will reportedly join in the next Kamandag and Balikatan exercises, before reaching operating capability in 2023.
Interoperability: US command of the AFP

While the Balikatan intensifies war preparations against China and raises the prospect of war in East Asia, the Armed Forces of the Philippines (AFP) is dragged into defending US interests. This situation has remained in effect due to Rodrigo Duterte’s refusal to abrogate unequal military treaties with the US.

Under the pretext of “interoperability,” the US military tightens its command and control over the AFP. One of the highlights in the current Balikatan is a “command post operation” in order to supposedly enhance the joint capabilities of both militaries in planning, command and communication. This is no different from the command post operation in January 2015 in Mamasapano, Maguindanao where even generals of the AFP were being ordered around by US soldiers.

The US also makes the AFP drool over arms and military equipment which will be used in the counterinsurgency war and in future wars of the US. The Balikatan is used as an event for the US to showcase surplus war machinery (including the costly F-16) which it intends to sell to the AFP under the Foreign Military Financing which favors American defense corporations.

The US has long been directing the AFP’s counterinsurgency war with the particular aim of using US weaponry, including combat helicopters, jet fighters and bombs in its counterrevolutionary war against the people.

More than 30 vehicles and hundreds of peasants and their supporters launched the Caravan of the Landless for Land, Food and Justice from March 25 to March 30 in 40 towns and five cities in Bicol. The activity was led by the Kilusang Magbubukid ng Bicol (Bicol Peasant Movement).

Protesters called for free land distribution; food, livelihood and rights for all; sufficient aid, dismantling of the NTF-Elcac, and more. For their main activity, they held the Global Day of the Landless on March 29. Similar protests were held in Cavite and Pangasinan, as well as in front of the Department of Agrarian Reform in Quezon City on that day.

The Global Day of the Landless was first observed on 1995 on the initiative of the Asian Peasant Coalition to unite various landless movements and struggles in the countryside. This year, 110 peasant alliances, institutes and organizations, mostly from Asia and Africa, participated in the event.

In the past decades, widespread landgrabbing by big corporations and capitalist governments has accelerated, according to the Pesticide Action Network (PAN) Asia Pacific. In the Philippines, this is seen in the expansion of capitalist plantations growing bananas, pineapples, corn and oil palm, as well as destructive mining. This has resulted in the dislocation of entire peasant and indigenous communities from their farms and ancestral lands.

There is also the push for landgrabbing in the guise of “climate change investments,” according to the group. This include investments in farms and natural resources (including forests, seas, minerals, land, biodiversity), obsession with biofuel and environmental protection purportedly to balance carbon emissions. These schemes have resulted in a culture of impunity, and plunder by and bigger profits for aggressors.

The Philippine Army First Scout Ranger Regiment’s commanding officer recently went to visit Indonesia from March 29 to April 1 to plan out the scheduled military exercises between the Philippines and Indonesia in June 2022. The exercises supposedly aim to share knowledge, tactics and techniques, and methods of conducting counterinsurgency operations.

While it appears that the neighboring countries are independently planning out their actions, their counterinsurgency campaigns are being conducted within the US “global war against terrorism.” The series of training by the militaries of these nations such as “Balikatan” in the Philippines and “Gandura Shield” in Indonesia, make these armies appendages of the US military in fighting revolutionaries and rival imperialist nations.

In the Philippines, even as ruling regimes change, the Armed Forces of the Philippines’ remains obeisant, following the baton of the US counterinsurgency doctrine. Even as Rodrigo Duterte’s term ends in June, the brutal counterinsurgency war designed by him and the US will continue to terrorize peasant and tribal communities. This poses a challenge to the guerrilla warfare being waged by the New People’s Army in defense of the people.
Increased forces against a “weakened enemy”

Despite repeatedly bragging that the NPA will be crushed before the end of Duterte’s term, the AFP and the Philippine National Police (PNP) added new combat units against the people’s army in 2021. Currently, there are 166 combat battalions of the Army, Air Force, Marines, Scout Rangers, PNP Special Action Force and other police and military units deployed against the NPA.

This superfluity has enabled the AFP and PNP to deploy five to six battalions in their priority subregional areas or guerrilla fronts of the NPA. Also, two to three battalions are assigned to non-focused subregions and guerrilla fronts.

An estimated 60% of the total number of combat units against the NPA are deployed in the regions of Southern Tagalog, Eastern Visayas, Southern Mindanao, Bicol and North Central Mindanao. There is also a marked increase in reactionary forces deployed in Far South Mindanao and Negros.

Meanwhile, the newly-created 102nd IB is currently in Cagayan, bringing the number of battalions in the province to five, aside from the PNP’s combat forces. The move aims to defeat the NPA in the area in order for the US and the AFP to focus on China, which is only around 840 kilometers from the province. It was in the shores of Claveria, Cagayan that the US 3rd Marine Littoral Regiment recently trained for the specific mission of attacking China. Shock-and-awe forces

Since 2017, the enemy has been carrying out Joint Operations in line with the US Army’s Combined Armed Operations. This purports to overcome the lack of coordination between different military branches for a sustained attack.

The commands of combat units, artillery and tanks, attack planes and helicopters and naval forces are unified for a coordinated shock-and-awe attack against the guerrilla forces. Correspondingly, Joint Task Forces headed by the generals of the infantry divisions were organized in the regions. The US also provides support to the AFP’s cyberwarfare capability in order to enhance the latter’s internal communications system in commanding battles.

They deploy more forces to lay siege on communities by integrating the police forces in the operations.

It is also under this principle that the Brigade Combat Team was created with its own combined arms and continuous training by the US. This unit was deployed to the 11th ID which was formed in 2018 with a funding of at least ₱900 million. The 11th ID’s operations cover the provinces of Sulu and Tawi-Tawi, where US military forces maintain their base.

The seemingly overwhelming military superiority, including hundreds of billions of funds poured by Duterte, is not a sign of strength but an indication of the ruling system relying on armed suppression to perpetuate themselves in power.

“Brothers/sisters and comrades, take whatever you need.” Posted on a hut, the invitation greeted Red fighters of the New People’s Army inside a guerilla zone in North Central Mindanao. They were overjoyed amid the banana trees which surrounded the hut. After having their fill, they cleared the farm from weeds and planted more banana trees.

The invitation was a relief to the comrades who have been dealing with intensified military operations of the Armed Forces of the Philippines for several months. The operation involved troops from at least two battalions with close air support of helicopters and jet fighters. The operations brought terror to the masses, dislocated them from their communities and livelihoods, and destroyed the forests. Throughout this period, Red fighters endured great challenges, including months of food shortages.

As expected, the enemy was unable to sustain such large-scale focused operations. When the situation decelerated, a team of Red fighters was immediately dispatched to link up with the local people.

They encountered abandoned huts and farms, evidence of massive dislocation. It was clear that residents hastily fled their communities. They left behind their things and some jobs were clearly unfinished. Even domesticated animals were left behind.

A few days later, the Red fighters came across the peasant who owned the hut with the bananas. He told the comrades that it has been six years since an NPA unit operated in his area but he still prepared his farm for the comrades should they find themselves there. This deep concern for the comrades’ well-being is the kind of support the NPA receives even in areas battered by militarization.

The organized masses are deeply worried during times of intense operations. Once, a peasant tearfully recounted his sadness, believing in the enemy’s boast that a series of bombings using FA-50 jet fighters wiped out a unit of Red fighters. A week after the incident, he plucked up the courage to visit the site of the bombings. He couldn’t imagine leaving the comrades’ remains to the wild pigs. He was overjoyed when he saw that his beloved Red fighters were all alive and well.

There was also the time when the comrades lost their way and found themselves in a farm owned by brothers who never encountered the people’s army before. In a short time, the comrades explained the revolution and secured the brothers’ support. The brothers did not find it hard to comprehend the cause of the Red fighters as they found themselves talking with fellow farmers who shared similar hardships and problems. Aside from giving immediate support, the younger brother decided to join the people’s army.

These experiences show the masses’ unwavering willingness to support and directly participate in the people’s war.

While the Red army is engaged in intensive war with the enemy, they ensure that the comrades avoid surprise attacks. They readily pass information if they notice tracks or telltale signs of the presence of fascist soldiers. They go on patrols to secure their surroundings.

They ensure that the Red fighters’ health are well taken cared of to maintain their high capacity to fight. They offer their crops and other food as support. They also help in storing food in between operations.

In the midst of enemy attacks on their livelihoods and communities, they continue to wage revolution. They don’t stop in expanding and strengthening their organizations. They avoid the enemy’s indiscriminate and forcible campaign of “surrenders.” If they have been coerced to surrender, they make themselves scarce so that the soldiers cannot use them in combat operations. They carefully hide the things that the people’s army leave to them for safekeeping. Above all, they wholeheartedly allow and support their children to join and stay in the people’s army.

The youth, especially young intellectuals, can contribute greatly to advancing the people’s war, according to Ka Amihan Guerrero, New People’s Army (NPA)-Agusan del Sur spokesperson. Ka Amihan was among the Red fighters who wrote to members of the Kabataang Makabayan (KM) on the occasion of the NPA’s 53rd anniversary last March 29.

“I know that you have sufficient knowledge why the NPA and armed struggle are needed. I know that you are also aware of KM’s important role in strengthening and advancing the armed struggle to a higher level,” Ka Amihan wrote in her letter.

She described the urgent need of their platoon to reinforce the two members who came from the petty bourgeois class who handle up to three key tasks. Because they are overburdened, some duties are forgotten or left behind. Hence, there are many “vacant” positions for “youth applicants.”

There are tasks for organizational consolidation such as political education, she says. “The comrades need to maintain and sharpen their thinking … so that they are alert and can immediately counter the enemy’s strategic and planned psywar.”

Medical officers are also needed so that health services, something that is in such a short supply in the countryside, will reach more people. Also needed are comrades who can teach Red fighters who have low or no capacity to read, write and count, and comrades who can undertake widespread education campaigns among the masses, especially about their rights.

One of those who heeded the call is Ka Elyan, who left his campus and street activist life for the countryside. In his letter, he related that his first years in the people’s army were not easy. “In the process of becoming a Red fighter, I went through many sacrifices and hardships … including learning the language, each fighter and the masses’ particular characteristics, the work that is needed and how to adapt to the culture.” He embraced the process as someone once told him, “there is nothing easy in waging revolution.”

Ka Lisa agrees that becoming a Red fighter is not easy. “Inherent to army life is intense self-remoulding,” she narrated in her letter. But as she has seen the deep roots of inequality and societal poverty, she is steadfast in waging the people’s war. “This is the only way … to change everything—not just to paint over the rotten society with happy colors, but to change its core.”

This is also the topic of Ka Kreto’s letter. “Leaving the life we were born into is complicated. But we need to persevere in remoulding ourselves and forge our revolutionary outlook, stand and methods.” He challenged the youth to dare uphold the interests of the majority in the midst of so many bourgeois reasons—doubts, fears and indecision. “Instead of being chained to the life we know, we should choose the life of relevance.”

In Ka Ani’s letter, she narrated that Red fighters are aware of the situation of the youth in the cities during the time of pandemic and school closures. The fighters experienced firsthand the youth’s hardships in blended learning and the problems it brought to parents and children. Worse, a calamity is looming in the horizon—the restoration of the Marcoses and perpetuation of a Duterte in state power.

“The future is bleak,” she said. “The people face the enormous challenge of decisively stopping this calamity. We, the youth, have a big role in winning this struggle.”

Ka Ani recalled how the youth started arousing, organizing and mobilizing thousands under the Marcos dictatorship. “It is in our hands as heirs of the revolution to advance the people’s war to victory,” she said. “If those who came before us succeeded in sacrificing and meeting the call to bear arms to fight for genuine justice and peace, we should be more able to do so now.”

Together with scores of the oppressed, Ka Ani and the comrade fighters has this to say: “See you! We and the people in the countryside are waiting for you!”
