Hindi napipigilan ng pasistang terorismo ng 20th Infantry Battalion, 803rd Infantry Brigade at PNP laban sa mamamayan ng Northern Samar ang sunud-sunod na mga opensiba ng Bagong Hukbong Bayan-Rodante Urtal Command (BHB-RUC) nitong Pebrero. Sa loob lang ng walong araw, walong pasistang tropa ang natamong kaswalti ng kaaway sa bayan ng Catubig.

Pebrero 16. Pinaputukan ng BHB-RUC ang mga tropa ng PNP-Special Action Force sa pagitan ng Barangay Roxas at Barangay San Jose (Hebobollao) bandang ala-1:30 ng hapon. Dalawang pasistang kaaway ang napatay at dalawa ang nasugatan, na dinala ng helikopter matapos ang opensiba. Narinig pang magsigawan sa takot ang apat sa mga pasistang tropa.

Ang nasabing kaaway ay nagsilbing pwersang pangseguridad sa kumander ng 20th IB na si Lt. Col. Joemar Buban na pumunta sa Barangay Roxas sa tangkang linlangin at magpakitang tao sa mga residente umaga ng araw ding iyon. Kasunod ito ng pamamaslang ng mga tropa ng 20th IB sa apat na residente ng Roxas, kabilang ang tatlong bata kung saan dalawa ang namatay.

Pebrero 21. Naunang paputukan ng BHB-RUC ang nasa 20 nag-ooperasyong pasistang tropa sa Barangay Tungodnon bandang alas-9 ng umaga. Sa inisyal na ulat, dalawang pasistang tropa ang napatay.

Pebrero 24. Muli na namang pinaputukan ng mga Pulang mandirigma ang mga nag-ooperasyong tropa sa CM Recto (Lobedico) bandang alas-2 ng hapon. Hindi man lang nakaganti ng putok ang kaaway.

Patunay ang matatagumpay na opensiba ng BHB na hinding-hindi magagawang pigilan ng karahasan ng estado ang armadong paglaban ng hukbong bayan upang depensahan ang mamamayan.

Nanunumpa ang BHB-RUC na tuluy-tuloy itong maglulunsad ng mga taktikal na opensiba upang ipaghiganti ang mga batang walang awang pinatay ng pasistang 20th IB, at ang lahat ng naging biktima ng pasistang AFP-PNP. (Larab)

Pitong sundalo ang napatay sa kontra-opensiba ng BHB-Bukidnon laban sa nag-ooperasyong mga tropa ng 1st Scout Rangers Battalion at 8th IB sa Sityo Kiito, Barangay Can-ayan, Malaybalay City tanghali noong Marso 3.

Bilang ganti, binweltahan ng mga sundalo ang mga sibilyan sa lugar. Inaresto nila ang isang datu at apat na magsasakang Lumad sa parehong araw, pinahirapan at pinalabas na mga Pulang mandirigma. Nakapiit ngayon sa Malaybalay City Jail sina Datu Elyurin Goaynon, isang IP chieftain at 37 taong gulang, Reboy Goaynon, 16, Giovani Licayan, 30, Michael Peraga, 20, at Andro Mahul, 33. Pinalalabas na mayroong mga nakumpiskang armas mula sa kanila.

Ayon sa mga ulat, ang limang inaresto ay nadatnan lamang nilang kumukuha ng mga punong kahoy para sa kanilang bahay sa Sityo Kilap-agan sa Barangay Can-ayan. Tinortyur ang lima. Inilinaw ng kanilang mga pamilya na pawang mga sibilyan ang lima at umaasang magkakaroon ng masusing imbestigasyon para kagyat silang mapalaya.

Naghabi pa ng kwento ang mga sundalo na nadampot ang mga sibilyan sa isang engkwentro kung saan nakasamsam umano ng mga armas, laptop at kagamitang militar.

Ilang araw matapos nito, muling nakauna ang BHB kontra sa reyd ng 88th IB noong Marso 9 sa Sityo Bendum, Barangay Busdi. Isang sundalo ang iniulat na napatay.

Para itago ang kanilang magkasunod na pagkatalo, nagpakana ang 8th IB ng bugso ng umano’y pagsuko ng mga Pulang mandirigma noong Marso 15. Sinundan pa ito ng “pagkadiskubre” ng isang “bangkay” ng isang alyas Prodo sa Sityo Kilap-agan na di umano’y napaslang sa labanan noong Marso 3. (Ang Kalihukan)

Much like its failed predecessors, the US-Duterte regime has once again declared that it will launch “decisive battles” to end the armed struggle once and for all. And yet in Central Negros, through the leadership of the Communist Party of the Philippines, the revolution has scored comprehensive victories amid the regime’s relentless attacks.

Since October 2021, brigade-led operations of the 303rd IBde (comprised of the 62nd, 79th, and 94th IB) along with troops of the 33rd DRC, 16th SRC, and PNP-SAF have consistently terrorized communities in Central Negros despite the worsening socioeconomic crisis amid the Covid-19 pandemic and the government’s militarist response, and the recent wrath of Supertyphoon Odette.

Since 2018, Central Negros has been the target of the regime’s brutal and dirty counterrevolutionary war through its sustained combat operations coupled with crimes that affect mostly civilians. Oplan Sauron 1 and 2 and other similar operations have killed innocent farmers, farm workers, leaders of legal organizations and even progressive politicians. International rules of war and humanitarian law are brazenly violated by the AFP, PNP, and NTF-ELCAC in blurring the distinction between the NPA combatants, civilians, and hors de combat. They see red everywhere in their desperate attempt to quell the movement. Military operations are marked by rampant human rights violation including intimidation, red-tagging, enforced surrenders, indiscriminate firing, illegal detention, torture, or murder.

These attacks have not prevented the CPP, NPA, and mass organizations in the guerrilla front to push through with tasks through creative and clandestine means, even with intensified military presence in the mass bases and expansion areas especially in the final months of 2021.
Comprehensive victories

Party members, Red fighters and revolutionary activists sharpened their understanding of Marxism-Leninism-Maoism through the study of the Basic Party Course, and other Party documents, publications & statements. Comrades have been armed with the revolutionary ideology of the proletariat to guide them in their daily tasks and learning from both positive and negative experiences. The 53rd anniversary celebration of the CPP was met with both victories and challenges in the upcoming year as the end of Duterte’s official term approaches.

Within 3 months, the LPC-NPA carried out the three integrated tasks of base building, agrarian revolution, and armed struggle in around 70% of its mass base of over 150,000.

Despite additional deployment of fascist troops in the area, the LPC-NPA maintained its guerrilla base while also expanding to new municipalities. New sectoral organizations of the PKM, MAKIBAKA, and KM have also been established. Meanwhile, mass organizations in consolidated areas continued to increase and execute livelihood, medical, educational, rehabilitation for the victims of calamities and other programs of the People’s Democratic Government. Meetings are held secretly even with military presence in the area.

Contradictions among the ranks of the masses were also resolved. They consult with NPA units or leaders of mass organizations to resolve conflicts involving property boundaries, intrigues, and other issues. Some of these conflicts are due to the AFP’s divisive tactics to sow chaos among the masses. With the masses eager to listen and heed their army and local leaders, they are united further and they continue to act as a collective force, strengthening the revolution more than ever.

While fascist troops are busy hijacking cooperatives to convert them to military-led organizations, antifeudal campaigns guided by the CPP and aided by the NPA have benefited the masses. Farmers took over 54 hectares of land through the implementation of revolutionary and genuine land reform. Farm worker wages in two local haciendas also increased by ₱50.

During the focused military operation in the final quarter of 2021, the NPA mounted 18 military actions against the AFP, PNP, their network of spies, and lawless elements. Red fighters seized weapons and new recruits, mostly from the youth, added to the strength of the people’s army in the guerrilla front. The support of the broad masses through monitoring enemy activity and economic support have immensely helped the people’s army seize the initiative and wage offensives.

The Party also swore in new candidate and full members, and current members renewing their commitment to wholeheartedly serve the people and the revolution. New Party branches in expansion and recovery areas were also established. Aside from this, potential cadres were developed and tempered by the comprehensive tasks of the revolution.
The revolution flourishes in ceaseless and tireless struggle

In a span of three months, the ideological, political, and organizational gains of the CPP in the guerrilla front is a clear sign that the intensified attacks of the US-Duterte regime has not at all weakened the fighting spirit of Party cadres, Red commanders and fighters, and revolutionary masses. Instead, the forces of the revolution have been forged by ceaseless and tireless struggle and strengthened unity.

Revolutionary forces are prepared to face the challenges of the upcoming year. Mass organizations and the people’s army will continue to address the global pandemic through herbal treatment, medical orientation and assistance. Relief and rehabilitation efforts to help the masses whose livelihood and homes have been destroyed by Supertyphoon Odette will also continue.

The upcoming 2022 national elections primarily controlled by the alliance of proven plunderer families of the Marcoses, Arroyos, Estradas and Dutertes will compel the broad united front of progressive and patriotic forces to consolidate their strength to frustrate the looming threat of a Duterte extension and a similarly tyrannical Marcos regime. The unholy alliance’s local tenets in Central Negros are bound to resort to needless violence against the people.

The AFP’s aim to destroy the revolutionary movement by the end of Duterte’s official term will also indubitably result to more grave human rights violations. Like its fresh experience in the last quarter of 2021, the CPP, LPC-NPA, and all revolutionary forces in Central Negros are determined to face and overcome the attacks of the US-Duterte regime.

What the focused military operations and the offensive of the AFP, PNP, NTF-ELCAC combine have only proven is that the more they attempt to stop the revolution, the more the people are veered towards it. In the immortal words of Chairman Mao, the masses are the true makers of history. The revolution is a mass movement, and indeed the experience of the revolutionary forces in Central Negros is a proof of this. Despite the enemy’s focused military operation and overspending, the national democratic revolution advances wave upon wave to greater heights.

The more openly and tyrannically the ruling class oppresses the people, the more the masses are left with no choice but to support and join the armed revolution. The revolutionary forces’ fervor cannot be dampened by the shadow of a paper tiger like Duterte and his imperialist masters. In another year of struggle, the CPP, NPA and the broad masses in Central Negros are sure to frustrate the brutal counterrevolutionary war of the US-Duterte regime, and to overcome hurdles to carry forward the people’s war. Upisyal nang inendorso ng 1Sambayan kahapon, Marso 18, ang kanditura ng lider-manggagawa at kandidato sa pagkasenador ng Koalisyong Makabayan na si Elmer Labog sa kanilang hanay para sa pambansang halalan sa Mayo 2022. Kasabay ang pag-aanunsyo ng isang taong anibersaryo ng 1Sambayan. Una nang inendorso ng grupo ang kapwa kandidato ng Makabayan na si Atty. Neri Colmenares.

Ang 1Sambayan ay itinatag noong 2021 para buklurin ang boses ng oposisyon laban sa pangkating Duterte at Marcos. Dala ng grupo si Leni Robredo at Kiko Pangilinan bilang mga kandidato pagkapresidente at bise presidente. Inendorso rin nito ang orihinal na anim na mga kandidato pagkasenador sa ilalim ng tambalahang Leni-Kiko.

Si Labog ay naging unyonista noong kasagsagan ng batas militar ng rehimeng US-Marcos. Naging lider siya ng unyon sa pinagtatrabahuan niyang hotel noong 1977. Kalaunan ay gumampan siya ng mga susing tungkulin sa mga pederasyon ng Kilusang Mayo Uno (KMU). Kasalukuyang tagapangulo si Labog ng KMU na kumakatawan sa ilampung libong manggagawa at kanilang mga unyon.

“Maraming salamat sa 1Sambayan sa inyong pagpili at pag-endorso. Ang suporta at tiwala niyo ay lalong magpapasidhi sa akin para ihatid ang makabayang pagbabago sa mamamayan,” ayon kay Labog.

Pinalibutan ng mga residente ng Sityo Cabiti, Barangay Santol, Binalbagan ang bahay ng isa nilang kababaryo kaninang madaling araw para ipagtanggol siya laban sa mga sundalo at pulis.

Ayon sa ulat ng Panghimutad, alternatibong grupong midya sa Negros, alas-3 ng madaling araw nang pumasok ang 40 elemento ng AFP at Special Action Force ng PNP sa Sityo Cabiti, malapit sa bahay ni Lucia Sales. Si Sales ay isang magsasaka na kasapi ng Asosasyon para sa Kauswagan sang mga Mangunguma kag Mamumugon sa Uma, lokal na samahan ng magsasaka sa lugar.

Bandang ala-5 ng umaga nang paalis na sana ang anak na lalaki na Sales papunta ng trabaho, nakita niya ang di bababa 15 tropa ng AFP at PNP ang papunta sa kanilang bakuran. Tinangka ng mga ito na pasukin ang kanilang bahay.

Upang pigilan ang mga ito, nagbuo ng barikada ang mga residente palibot ng bahay. Sa ulat ng Panghimutad ngayong tanghali, nakabarikada pa rin ang magkababaryo sa paligid ng bahay ni Sales.

Ayon pa grupo, hinahanap umano ng mga berdugo ang isang alyas “Juaning” sa lugar. “Nagbanta ang mga ito na aarestuhin ang mga residente na walang ipinakikitang warrant of arrest,” anito.

A MEMBER of the Abu Sayyaf Group (ASG) surrendered to government authorities in Basilan province, a top military official announced Sunday, March 20, 2022.

Brigadier General Domingo Gobway, 101st Infantry Brigade commander,
identified the ASG surrenderer as Mujib Hassan Maranding alias Abu Ohms, 27, a resident of Danapah village, Al-Barka, Basilan.

Gobway said Maranding surrendered and handed over a high-powered firearm on Thursday, March 17, to the Community Support Program (CSP) Team of the 18th Infantry Battalion (IB).

Maranding was a follower of former Basilan-based ASG leader Nurhassan Jamiri, who surrendered to the government along with 13 followers on March 28, 2018.

Maranding said he went on lie-low status after the surrender of his leader and comrades.


Maranding and the firearm he surrendered are currently under the custody of 18IB for proper disposition.

Since January, a total of 12 ASG members have surrendered to the military authorities in the Zamboanga-Basilan-Sulu-Tawi-Tawi (BaSulTa) areas.

“We welcome all those who wish to lay down their arms and return to the folds of the law. We assure you that we will give our full support to their reintegration into mainstream society,” said Lieutenant General Alfredo Rosario, Jr., commander of the Western Mindanao Command.

ASG man surrenders in Basilan, says military

An alleged member of the terrorist Abu Sayyaf Group (ASG) yielded to the Philippine Army’s 18th Infantry Battalion in Basilan, the military said Sunday, March 20.

Lt. Gen. Alfredo Rosario Jr., commander of the Western Mindanao command (WestMinCom), identified the surrendered ASG as Mujib Hassan Muranding, who proclaims to be a member of the terrorist group under the command of sub-leader Nurhassan Jamiri.

Rosario said that Muranding’s surrender came after Jamiri and 13 of his followers also voluntarily submitted themselves to authorities in March 2018.

Jamiri’s group was notorious for kidnapping locals in Basilan and in nearby provinces. One of their victims was Zamboanga native nurse Preciosa Feliciano who was abducted by the group in her house in 2008.

Apparently, the 27-year-old fighter went on lie low status after his former leader and comrades laid down their weapons and turned themselves in four years ago.


He told the military that he wanted to immediately join the footsteps of his comrades but he was afraid he would be harmed by the state forces, hence, it took him four years to finally muster the strength to surrender.

“We welcome all those who wish to lay down their arms and return to the folds of the law. We assure you that we will give our full support to their reintegration into mainstream society,” Rosario said as he assured Muranding that the military will extend all the necessary assistance to him.

Muranding also turned over an M16A1 rifle to the troops as he availed of government intervention programs that will help him recover and join his community in Al-Barka, Basilan.

A total of 80 surrenderers composed of thirty-nine (39) Former Violent Extremists (FVEs) and forty-one (41) Former Rebels (FRs) were presented by Major General Juvymax Uy, Commander of the Joint Task Force Central and the 6th Infantry Division during a Press Conference held at Camp Siongco, Awang, Datu Odin Sinsuat, Maguindanao on March 18, 2022.

The thirty-nine (39) FVEs are composed of twenty-one (21) FVEs from the Bangsamoro Islamic Freedom Fighters – Bungos Faction, twelve (12) from the BIFF – Karialan Faction, and six (6) from the Daulah-Islamiya Turaife Group which all surrendered
to 6th Infantry Battalion at Barangay Buayan, Datu Piang, Maguindanao. They were received and welcomed by Mr. Roger Dionisio, the AGILA-HAVEN Focal Person of the Province of Maguindanao during the presentation at 6ID Headquarters.




While the forty-one (41) FRs are composite NPA regulars and members of the underground mass organization (UGMO) of the Sub-Regional Committee Daguma, Far South Region Committee operating in Kalamansig, Sultan Kudarat Province which surrendered to 37th Infantry Battalion at Barangay Tibpuan, Lebak, Sultan Kudarat. They were likewise received and welcomed by Rep. Datu Yahiya Sinenggayan, the PTF ELCAC Focal Person of the Province of Sultan Kudarat at 6ID Headquarters during the presentation.

The FVEs and FRs also surrendered 65 various firearms and war materials which includes two (2) 60mm mortars with base plate, nine (9) M16A1 rifles, one (1) M203 Grenade Launcher, six (6) M14 rifles, three (3) M79 grenade launchers, two (2) M653 rifles, three (3) Cal.30 Spring Field rifles, two (2) Cal.50 sniper rifles, eleven (11) 7.62mm sniper rifles, one (1) R4 rifle, one (1) Garand rifle, two (2) RPGs, one (1) M1 Carbine rifle, seven (7) 12-gauge shotgun, one (1) 5.56mm pistols, one (1) 12-gauge pistol, one (1) 20-gauge pistol, four (4) 9mm sub-machinegun, one (1) Cal.38 revolver, and one (1) Cal.357 revolver. Also surrendered are four (4) RPG ammunition, one (1) 105mm Projectile, one (1) Rocket warhead, and two (2) IEDs.



The 80 surrenderers were given initial cash and food assistance coming from the Local Government Units of the Province of Maguindanao and Sultan Kudarat intended as preliminary incentives to help the FVEs and FRs start a new and peaceful life with their families.

The event was also attended by the Commanders of 601st, 602nd, 603rd, 1st Mechanized Brigades; Mr. Roger Dionisio, AGILA-HAVEN Focal Person of Maguindanao; Rep. Datu Yahiya Sinenggayan, PTF ELCAC Focal Person of Sultan Kudarat; Atty. Josefina Torreña, Maguindanao Legal Adviser; Ms. Elenita Saavedra, RSW PSWDO of Sultan Kudarat; and the Battalion Commanders under JTF Central.

Mr. Roger Dionisio, representing Governor Bai Mariam Sangki-Mangudadatu of Maguindanao said, “Panahon na tayo ay magkaisa at ito ay ipinapaintindi ng ating AGILA-HAVEN sa lahat. Hikayatin ninyo ang inyong mga kasama at kumbinsihin sila na makipag-usap sa ating gobyerno. Hindi pa huli ang lahat, nasa inyo rin ang paraan at solusyon kung paano natin ialis ang ating sarili sa kahirapan. Ang gobyerno po ay nandyan para tumulong.”

At the same time, Rep. Datu Yahiya Sinenggayan, said during the press conference, “Kami sa Probinsya ng Sultan Kudarat ay nagagalak sa inyong pagbalik-loob sa gobyerno. Kayo ay aming tutulangan sa inyong pagbabagong buhay.”



Major General Juvymax Uy congratulated the former violent extremists who decided to surrender and return to the mainstream society to live normal and decent lives. “I congratulate you dahil naintindihan ninyo na ang gobyerno ay hindi nagpapabaya sa inyo. Magandang kinabukasan ang naghihintay sa inyong lahat”, Maj. Gen. Uy said.

It can be recalled that on February 16, 2022, a total of 140 Former Violent Extremists from the Bangsamoro Islamic Freedom Fighters (BIFF) and Daulah Islamiya who surrendered to the government also received livelihood and farm assistance from the Maguindanao Province peace initiative program known as Anak Na May Ginintuang Layunin, Upang Hintuan Ang Violent Extremism Ngayon (AGILA-HAVEN) at the 6th Infantry Division Grounds, Camp Siongco, Awang, Datu Odin Sinsuat, Maguindanao.



The grant was composed of seven (7) Rotavators, fifteen (15) Hand Tractors or “Kuliglig”, seven (7) “Payong-payong”, grocery items and livelihood support to help these former violent extremists start their new and peaceful lives with their families.

THE Municipal Task Force to End the Local Communist Armed Conflict (MTF-Elcac) of Capas, Tarlac on Sunday distributed financial assistance to six former rebels during a Serbisyo Caravan held at Sitio Pisapungan, Barangay Sta. Juliana, in Capas held last March 15, 2022.

Maj. Gen. Andrew Costelo, commander of the 7th Infantry (Kaugnay) Division, Philippine Army, said the financial assistance was an initiative of the MTF-Elcac of Capas as a form of subsidy, while the ex-rebels await their benefits under the Enhanced Comprehensive Local Integration Program of the government.

The former insurgents from the New People's Army (NPA) surrendered to the 3rd Mechanized Infantry Battalion (3MIB) last June 2021 as a result of intensified community support program operations in the area.


"We are happy for the relentless support of our LGU (local government unit) for the former rebels," Costelo said.

The caravan also benefited at least 200 Indigenous Peoples (IPs).

During the activity, an information awareness drive focusing on the NPA's allegedly deceptive recruitment among the IPs was conducted by a representative from the Situational Awareness and Knowledge Management cluster of Elcac Region 3 (Central Luzon).

Food packs, shoes for children, vegetable seedlings, medicines and vaccination shots against Covid-19 were given to residents during the Serbisyo Caravan.


Capas Mayor Reynaldo Catacutan, MTF-Elcac chairman, commended the former rebels for their commitment to supporting the government.

"Sa mga nagbalik-loob, binabati ko kayo at saludo ako sa inyo. Walang ibang tutulong sa atin kundi ang ating gobyerno, kahit tayo'y nasa kapatagan o sa kabundukan, dapat tayo ay magkaisa dahil iisa lang tayo, Pilipino tungo sa asensadong gobyerno (To those who returned to the government side, I salute you. No other person will help you aside from the government even if you are on the mountains or plain land, we should unite, Filipinos, toward a better government)," Catacutan said.

Lt. Col. Eugene Henry Cabusao, commanding officer of the 3MIB, called on other rebels to also surrender and return to their normal lives together with their families.

President Rodrigo Roa Duterte on Monday expressed hope that the next administration will continue providing support to the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

This, as Duterte heaped praises on the NTF-ELCAC for its anti-insurgency initiatives that helped maintain peace and order in the country.


“I hope the next administration will continue with this ELCAC,” Duterte said in his prerecorded Talk to the People aired Tuesday morning on state-run PTV-4.

Duterte issued the statement, as he acknowledged the criticisms earned by the NTF-ELCAC.

He lamented that the opposition has been calling for the abolition of the NTF-ELCAC, despite the anti-insurgency task force’s efforts that led to the reintegration of many former rebels into mainstream society.

“Alam mo ‘yang ELCAC sinasaway ng mga kapartido sa labas sa aming grupo (You know, the ELCAC has been criticized by groups outside our party), I mean the opposition or the ones opposing us,” Duterte said. “Itong (This) ELCAC, it’s a very good program. It has helped a lot of the rebels find their way into the mainstream of society.”

Duterte also renewed his call for the communist rebels to surrender, reassuring them that a comfortable life awaits them.

“Mag-surrender na kayo kasi nandiyan ang ELCAC matulungan kayo mga rebelde (To rebels, surrender because ELCAC is there to help you),” he said.

Under Executive Order 70 inked by Duterte Dec. 4, 2018, the NTF-ELCAC is mandated to undertake a whole-of-nation approach to attain “inclusive and sustainable peace” in the country.

The NTF-ELCAC, according to its report released in July 2021, has so far dismantled 16 Guerrilla Fronts and six Regional Guerrilla Units.

It has also provided livelihood training to 194 and skills training to 710 villages.

The report also revealed that a total of 2,701 retooled community support program orientations from 2020 to 2021 have been undertaken in several rebel-infested villages nationwide.

The NTF-ELCAC has also earned the support of 1,715 local government units, with 84 percent of them or 1,436 of them passing a resolution declaring the Communist Party of the Philippines’ (CPP) armed wing, the New People’s Army (NPA), as persona non grata in their respective localities.


The CPP-NPA is listed as a terror organization by the Philippines, the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand.

The Anti-Terrorism Council also formally designated the CPP's political wing, the National Democratic Front, as a terrorist group on June 23, 2021, citing it as "an integral and inseparable part" of the NPA that was created in April 1973.

The BRP Gregorio Del Pilar (PS-15), one of the largest vessels of the Philippine Navy (PN), has successfully completed two sea trials and is now nearing operational status, more than three years after a grounding incident in 2018.

"PN patrol ship under the Offshore Combat Force, BRP Gregorio Del Pilar, has successfully completed two sea trials that included the testing of the ship's main and auxiliary engines, propellers, and other related systems. The sea trials conducted are aimed at assessing the vessel's seaworthiness,"
Navy spokesperson Commander Benjo Negranza said in a message to reporters Tuesday.


These sea trials took place earlier this month in Subic Bay, Zambales.

"Currently, BRP Gregorio Del Pilar is not yet fully operational pending its endurance test. This is being conducted to test the overall performance of a vessel at maximum continuous rating at a given period usually from six to 24 hours to ensure the reliability of the ship's main propulsion and auxiliary engines," Negranza said.

He also added that the ship is also scheduled to have its Operational Readiness Evaluation (ORE).

In the ORE, Negranza said the ship's degree of readiness and its crew on various conditions such as standard drills and exercises required for a wide range of missions, is evaluated.

This is done prior to deployment to naval operating forces, he added.


"The area of deployment of BRP Gregorio Del Pilar will be determined by the higher headquarters based on several factors," Negranza said.

One of the ship's two variable pitch propellers was damaged, along with its propeller hub, after it ran aground off Hasa-Hasa Shoal in August 2018.

Difficulties in procuring parts and the pandemic moved the completion of the repairs of the BRP Gregorio Del Pilar to the latter part of 2021.

Earlier, the PN said no fire broke out aboard the offshore patrol vessel BRP Gregorio Del Pilar, amid reports of an unusual amount of smoke coming from the vessel during a recent sea trial.

"(The) BRP Gregorio Del Pilar conducted (a) sea trial in the waters at the vicinity of Subic in the morning of March 14, 2022. While the more-than-usual smoke was noted during the sea trial, there is no incident of fire aboard (the) ship as alleged. The ship's force, together with our engineers and contracted repair specialists, are looking at the possible cause of the unusual volume of smoke," Negranza said.

A former rebel has revealed that "red tagging" is a term concocted and being used by the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) to protect their so-called "legal fronts" such as Party-list groups Kabataan, Anak Bayan, Bayan Muna, Gabriela, Karapatan and ACT-Teachers from culpability.

“Red tagging is a word used by the communist group to cover and protect its legal fronts which the Commission on Election has unwittingly accredited via the party-list system. We can see them in Congress," Cristoni “Jong” Latiban Monzon alias Ka-Franco said during Monday’s virtual press briefing of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Monzon, who had just recently surrendered to government forces along with two other rebels, served as a former political instructor of the CPP-NPA-NDF’s Regional Operations Command, Southern Mindanao Regional Committee.


Recruited in 2009 when he was still a minor while studying Civil Engineering at Davao City's University of Mindanao, Monzon spent 13 years of his young life being part of the core group of the CPP-NPA-NDF in the region.

He said his ordeal with the communist terrorist groups (CTGs) should vouch for his revelations.

It was in 2009 that his father was killed and his recruiter from Karapatan brainwashed his young mind to believe that government soldiers were the ones responsible for his father's death, which is why he was enticed to join the CTGs, the former rebel said.

He confirmed that Kabataan, Anakbayan, Bayan Muna, Gabriela, Karapatan and ACT-Teachers are part and parcel of the CPP-NPA-NDF, and cautioned students and other young voters not to be swayed by the deceitful propaganda of the communist movement's so-called legal fronts.

Monzon said he became a volunteer for the Karapatan's allied organization called Hustisya (Justice) and called for justice over his father's death. He was then recruited by Anakbayan and became one of its youth leaders and eventually became a spokesperson for the group.

He then lived at the Kabataan party-list’s headquarters and was tasked to educate students of different campuses regionwide. Eventually, he became a member of one of the CTG’s underground movements, Kabataang Makabayan.

"Kukunin ang emotion mo. At dahil nga sa pagkamatay ng aking ama, curious na ako sa lahat na ng issues (They will use your emotion. And since my father has just died, I was curious then about all the issues). To be more active because agitated na and was told to recruit students to upsurge the movement," he explained.

Later on, Monson said he was deployed to teach those in the countryside and became the secretary-general of the "Pasakaday Salugpongan Kalimodan" (PASAKA), the CPP-NPA-NDF's front organization that exploits Indigenous Peoples (IPs) by offering them free education.

"It is based on a defense mechanism, to demonize the military in a public campaign using the IPs and to pressure government troops into abandoning hinterland areas under their influence" Monzon said, adding that IPs were also used to get international funding.

The issuance of warrants of arrests against him prompted him to hide in the mountains as instructed by the CPP-NPA-NDF command, as he was made to believe that the military was out to kill him.

But the hardships of living in the mountains along with firearm training took a toll on him, so he escaped along with two other IP rebels and turned themselves to local authorities led by Davao Oriental Governor Nelson Dayanghirang.

"Hindi naman pala totoo ang sinasabi nila sa kin na berdugo ang mga militar, in fact approachable sila. Nagpapasalamat ako sa binigay ng mga sundalo sa akin na second chance (Later I found that what they told me that the soldiers are executioners is not true. In fact, the are approachable. I would like to thank the military for giving me a chance),” Monzon said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The NDF has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

The military's FA-50 jet fighter pilots will train with their American counterparts, flying F-16s, specifically on the suppression of enemy air defenses (SEAD) exercises in the ongoing Bilateral Air Contingent Exchange.

Philippine Air Force (PAF) spokesperson Col. Maynard Mariano said Sunday the training, which started on March 14 and will end on March 25, would involve four American F-16s and four PAF FA-50s on the neutralization of "enemy anti-air assets and airfields."

"The area of engagement will be over IMTA (Intensive Military Training Area ) 2 – over the mountainous area of Zambales, Tarlac and Pangasinan,"
he said in a message to the Philippine News Agency (PNA). "This will be part of (this) week's activities but we (do) not know exactly what date."


SEAD refers to operations conducted to neutralize enemy surface-based air defenses like anti-aircraft artillery (AAA) and surface-air missiles (SAM) and interrelated systems such as early-warning radar and command, control and communication.

Mariano said the exercises would be held at the Crow Valley, formally known as the Colonel Ernesto Rabina Air Base.

He added that this year's exercises would feature Subject Matter Expert Exchange (SMEE) on how to use and defend against SAM systems.

"This will be a SMEE -- more on a lecture type and procedures on what to do on how to defend against, (and) also to employ (SAM systems)," he said.

Twelve US F-16s will be participating in this year's exercises with 10 FA-50s from the PAF's 5th Fighter Wing. The American aircraft arrived in the country last March 12.


The exercises are held at Basa Air Base and Clark Air Base -- both in Pampanga; Colonel Ernesto Ravina Air Base in Capas, Tarlac; and in Wallace Air Station in San Fernando, La Union.

These exercises would focus on a wide range of mission sets such as air-to-air engagement, base defense; air traffic navigations and integration coordination; air battle management, air defense command, and control operations; radar and radio operations; and surface-to air-missile operation and deployment planning.

With the surrender of the face of the controversial UCCP-Haran "bakwit" (evacuee) group recently, a former rebel leader said the New People’s Army’s (NPA) "urban parliamentary struggle" is heading for collapse.

In an interview, Ariane Jane Ramos, former secretary of the NPA Guerrilla Front (GF) 55, Sub-Regional Committee 5 (SRC)-Southern Mindanao Regional Command (SMRC), said the surrender of Jong Monzon has caused a massive blow to the “bakwit” school.

Monzon is the former secretary-general of the "Pasakaday Salugpongan Kalimodan" (PASAKA), the Indigenous People's group behind the "bakwit" controversy that the military said was a front for the Communist Party of the Philippines-NPA (CPP-NPA).

“The Haran will now protect its legality. As we all know, Jong is the legal face of Haran. However, they are now exposed, and they are now left with two options: to surrender or become members of the NPA,” she told the Philippine News Agency Monday night.

Ramos said the collapse of the Haran group would create a domino effect on the entire SMRC.


“The stronghold of SMRC in the entire region is Haran. With what happens, they will find it hard to recruit and organize as other organizations are also affected,”she said.

The NPA’s urban parliamentary struggle, Ramos, is primarily conducted through protests and rallies involving members of the rebel group's unarmed legal fronts.

Meanwhile, Ramos said SMRC is losing its foothold as more NPA leaders like her have surrendered and pledged allegiance to the government.

“SMRC has weakened because there are no second liners that would train the cadres. If they replace Jong, it might not be someone as good and as expert as him,” Ramos said.

'Big catch'

Ramos recalled that when they were still in the armed struggle, Monzon was the representative of the IPs equipped "with high political consciousness guided by the doctrines of the CPP-NPA."

“He is a big catch. His surrender is indeed a big blow to the CPP-NPA-NDF. He exposed the mechanisms on how the CPP operates in the hinterlands and the cities,” she said.


Ramos also welcomed the possibility of Monzon to be part of the ‘peace champions,’ a group of ex-NPA leaders who now work hand in hand with the government.

This includes Ida Marie Montero alias Mandy, secretary and finance officer of the Komiteng Tagapagpaganap/Komiteng Kalihiman; and Lutenant Tausan Apoga alias Macky, former commanding officer of the Sub-Regional Guerrilla Unit (SRGU).

“I am hoping he will (Monzon) join us. We were batch mates actually when we started learning the intermediate party course. He was supposed to be in the armed struggle in 2013, but he did not follow the democratic centralism and joined the following year instead,” Ramos said.

A former New People’s Army (NPA) infiltrated village in Davao del Norte town has benefited from a solar lighting project extended by the government and a partner stakeholder.

Officials of the Army’s 1003rd Infantry Brigade (1003rd IBde), indigenous community leaders, local government officials, and representatives from Jamie V. Ongpin Foundation Inc. witnessed the ceremonial lighting of the newly-installed solar lights Monday evening
in Sitio Nasilaban, Barangay Palma Gil, Talaingod, Davao del Norte.

Dubbed as "Suga sa Katawhan," the 400 solar streetlight project will be distributed to 32 sub-communities of the barangay and is expected to illuminate the streets along the Panpan Road.


In an interview, Brig. Gen. Consolito Yecla, 1003rd IBde commander, said they will finish the installation of the 400 solar lights in a month.

“It will give you hope despite the adversities that come in your way,” Yecla said, adding that the project may not solve all the village’s problems, “but will somehow give residents hope for a better future, especially for their children.”

“They will now have a light for their modular classes. We hope it will inspire you to work and hope to inspire others [sector] to give more for the Indigenous People (IP),” he added.

Yecla underscored the fact that the former NPA-influenced area is now free from the vestiges of insurgency.

A total of 206 IPs in Talaingod town who were members of various NPA fronts had earlier surrendered and declared "pagsalikway" or rejection of the Communist Party of the Philippines (CPP)-NPA.

The surrenderers included eight members of the NPA Sub-Regional Guerrilla Unit (SRGU)/Sub-Regional Committee (SRC) 5; Bakwits -- five; Milisyang Bayan (MB) -- six; Komiteng Rebolusyonaryo sa Munisipal (KRM) -- four; Komiteng Rebolusyonaryo sa Baryo (KRB) -- 168; Salugpungan teachers and students -- 15.


The group also signed the oath of allegiance to the government and burned the replica of the NPA flag, signifying that they are abandoning the dismantled communist organization in the province.

“It [insurgency] has ended. We hope we will unite and encourage other members of the NPA to surrender,” Yecla said.

As a response, Lutenant Tausan Apoga alias Macky, former commanding officer of Sub-Regional Guerrilla Unit (SRGU), urged the IPs to support the project of the government.

“I joined the NPA believing that the government is not working for the people. But look now, they are doing everything to help us through various projects in our communities,” he said.

Macky admitted that when he knew that various projects were done in Talaingod town, he voluntarily surrendered and urged the IPs to support the government in its peace efforts.

Meanwhile, kagawad (village councilor) Intot Juan of Barangay Nasilaban thanked the military and the foundation for the donated solar lights.

“We see the real light now. Thank you for the support you have given to our barangays,” he said.

The Army’s 30th Infantry Battalion (IB) has reported the surrender of 271 members of underground mass organizations (UGMOs) in Surigao del Norte.

In a phone interview Monday, 1Lt. Christian Elpedes, the 30 IB acting civil-military operations officer, said the surrender of the UGMO members took place during the separate assemblies in five barangays in Surigao del Norte, the latest of which was on Saturday.

“These UGMO members came from five barangays in five towns in the province. The latest assembly and withdrawal of support activity was held last March 19,” Elpedes said.

Of the UGMO surrenderers, 17 were members of the Milisya ng Bayan; seven from the Sangay ng Partido sa Lokalidad; and the rest were members of the different support organizations of the Communist Party of the Philippines (CPP), the National Democratic Front (NDF), and its armed wing, the New People’s Army (NPA).


“They voluntarily withdrew and officially pledged their oath of allegiance to the government during the separate assemblies,” Elpedes said.

In a statement Monday, the 30IB said the UGMO members were identified by the community support teams (CSTs) of the Philippine Army’s 30IB, 58IB, 26IB, and 23IB.

The CSTs were deployed from January to March this year in Barangays Tapian in the town of Maninit; Karihatag in Malimono; and also Magtangale, Macopa, and Balite in the town of San Francisco.

The CSTs deployment was supported by former rebels in Surigao del Norte, the statement said.

“As a manifestation of withdrawal of support, UGMO members signed the wall of commitment showing their full support in declaring the CPP-NPA-NDF as persona non grata, and was followed by the ceremonial burning of the CPP-NPA flag as they denounced the futile struggle of the communist groups,” the 30IB said.

They also surrendered during the separate activities war materials that included an M16 rifle, an M79 grenade launcher, two anti-tank improvised explosive devices, and subversive documents.

Lt. Col. Ryan Charles G Callanta, the Army’s 30IB commander, welcomed the 271 UGMO members back to the fold of the law, even as he recognized their courage to renounce the communist organization.

“We are thankful that these people, previously deceived by the CPP-NPA-NDF, heeded our call for peace and enabled the government machinery to facilitate the delivery of basic services as a catalyst for progress and development,” Callanta said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

SAN JOSE DE BUENAVISTA, Antique – Some six former New People's Army (NPA) rebels from this province received financial assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP) on Monday.

Three former New People’s Army regular members received PHP65,000 each while PHP15,000 each went to three other Militia ng Bayan or NPA supporters.


Boboy, 51, said in an interview that he was only 15 years old when he joined the rebel group after he was promised an escape from poverty. He admitted his lack of education easily lured him into the movement.

He served as team leader and recalled his encounter with the military in Barangay Magsaysay, Culasi in 1988 when two of his comrades were heavily wounded.


He said lack of permanent shelter and a place to sleep and a tiresome life on the run convinced him to surrender in 2020.

“I have a cousin who surrendered first and he convinced me to also do so,” he said.

Antique Governor Rhodora Cadiao is hoping the beneficiaries will use the assistance well as they start their new lives.

“Don’t waste the opportunity being given by the national government to be able to return to the mainstream of society because you already know how difficult it is to live as rebels,” she said during the E-CLIP ceremony.

She added she sympathized with those driven to join the NPA because of poverty and lack of access to government support programs.

E-CLIP, under Administrative Order No. 10 signed by President Rodrigo Duterte in 2018, is a complete package of assistance to help former rebels and Militia ng Bayan members lead productive lives and restore their allegiance to the Philippine government.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

Some 325 residents from two barangays in the Misamis Oriental town of Jasaan have returned to their homes after an encounter between government troops and communist rebels has ceased.

In a statement released Monday, 1Lt. Vincent Mark Maddul, Army’s 58th Infantry Battalion (58IB) civil-military operations officer, said the residents came from Sitios Cogon and Alangit of Barangays Natubo and San Nicolas, respectively.

"The local government unit (LGU) of Jasaan provided food packs to 140 residents from Sitio Cogon and Sitio Alangit, as well as 185 residents from Barangay San Nicolas, who have all safely returned to their respective homes,"Maddul said.

On March 18, the residents fled their homes when 58IB troopers clashed with New People’s Army (NPA) guerrillas in Barangay Plaridel, Claveria town, which was adjacent to Barangays Natubo and San Nicolas in Jasaan.


Residents started returning to their homes last Sunday after the LGU, together with the 58IB, declared the area as cleared.

Lt. Col. Ricky Canatoy, 58IB commander, assured residents that no harm will happen in their communities after their return.

"You have nothing to worry about. As your Philippine Army will continue to uphold its duty to ensure the safety and protection of every individual in the communities," he said.

3 NPA fighters killed

During the March 18 encounter, the 58IB soldiers, under the operational control of the 402nd Infantry Brigade, were tracking down NPA fighters when an encounter erupted around 7 a.m.

The running gun battles left three NPA fighters dead, identified during follow-up operations as Agay Taquin, Andrew Odiongan, and Joan Pajardo.


The cadavers were turned over to the LGU of Balingasag, Misamis Oriental, the place where their families reside.

Seized by 58IB troopers during the series of clashes were a KG9 rifle, an M16 rifle, a Carbine rifle, assorted personal belongings, and documents.

The troops also seized five makeshift tents from NPA hideouts.

Maj. Gen. Wilbur C Mamawag, Army’s 4th Infantry Division commander, vowed they will press the fight against the NPA while ensuring troops' safety to sustain the campaign to end the local communist armed conflict.

Since January this year, the Army-led Joint Task Force Diamond has neutralized 86 NPA fighters and seized 62 high-powered firearms during combat operations and a series of surrenders.

The Communist Party of the Philippines - NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF) has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

JOLO, Sulu – The security situation in this island province has significantly improved over the years, creating an environment where all sectors can closely work together to help transform Moro combatants, their families, and communities, according to Presidential Adviser on Peace, Reconciliation and Unity Secretary Carlito Galvez Jr.

President Rodrigo Duterte likewise commended the good relationship between the national government and the Moro rebels in Mindanao.

“This harmonious relationship paved the way for the implementation of the signed peace agreements with the Moro rebel organizations, and this led to the prevailing improved peace and order conditions in Mindanao,” Galvez said in a news release over the weekend.

President Duterte earlier said he will be leaving the presidency with a relatively peaceful Mindanao.

“We have a good rapport with the Moros of Mindanao. And I think that just allow them in the governance of our country and give them enough elbowroom to, you know, just govern without interference from armed groups,” the President said during a recent television interview.

The Duterte administration has
pushed for the full implementation of the peace agreements with the Moro National Liberation Front (MNLF) and Moro Islamic Liberation Front (MILF), which is a realization of the Chief Executive’s commitment to “implement all signed peace agreements in step with constitutional and legal reforms.”


The President shepherded the passage of the Bangsamoro Organic Law that created a more powerful autonomous region with a parliamentary form of government in the Bangsamoro.

In parallel, the national government implemented the Normalization Track of the Comprehensive Agreement on the Bangsamoro to help in the transformation of former MILF combatants into peaceful and productive citizens.

Under the peace process with the MNLF, the government crafted a Transformation Program to aid members of the group who were not included in the integration program following the signing of the 1996 Final Peace Agreement.

Galvez flew to Sulu on Thursday and held a series of meetings with the top brass of the Armed Forces of the Philippines’ 11th Infantry Division (ID) to secure several peace engagements with the military.

He also met separately with Albakil Tong Jikiri, a member of the Bangsamoro Transition Authority and recently appointed by Chief Minister Ahod Ebrahim of the Bangsamoro Autonomous Region in Muslim Mindanao as Deputy Chief Minister for Island Provinces, and with local officials of Sulu led by Governor Abdusakur Tan to discuss the transformation programs for members of the MNLF and MILF, as well as a rehabilitation program for former members of the Abu Sayyaf.

The peace and security situation in Sulu, which has been considered as the hotbed of several armed groups, has turned around. There have been no bombings and kidnapping incidents in recent years, according to the military.

“I congratulate the military and the local government of Sulu led by Governor Tan. With the improved security condition in the island province, there is more reason for us to carry out our mandate to transform Moro combatants and their communities. In this way, we are laying down the foundation of enduring and sustainable peace not just in Sulu but also across Mindanao,” Galvez said.

The national government will implement a Transformation Program worth PHP430 million for 3,000 MNLF members, their families and communities in Sulu this year.

The intervention is on top of the PHP130 million worth of socioeconomic assistance that will be provided to MNLF members in Sulu within this year.

The national government is utilizing the same approach under the Normalization Program for former MILF combatants.

The Office of the Presidential Adviser on Peace, Reconciliation and Unity’s (OPAPRU) Social Healing and Peacebuilding Program will help in the rehabilitation of former Abu Sayyaf members.

The military has committed to help implement the MNLF Transformation Program, especially in the verification and profiling process, according to Brig. Gen. Benjamin Batara, Jr., commander of the 1103rd Brigade and who represented Maj. Gen. Ignatius Patrimonio, commander of the 11ID and Joint Task Force Sulu.

“MNLF communities have a role to maintain peace in Sulu since they are also part of the stakeholders. Achieving peace is always a shared responsibility,” Batara said.

The departments of Social Welfare, Education and Environment, Technical Education and Skills Development Authority, and Commission on Higher Education, among others, are also involved in the implementation of the Transformation Program in partnership with the military and provincial government of Sulu.

Galvez was accompanied by Undersecretary Arthur Tabaquero, chair of the Government of the Philippines Coordinating Committee with the MNLF-Sema Group; OPAPRU Assistant Secretary Andres Aguinaldo Jr., chair of the Coordinating Committee’s socio-economic sub-committee; Director Jana Jill Gallardo, head of OPAPRU’s MNLF Concerns Department; Brig. Gen Antonio Nafarrete, Western Mindanao Command Deputy Commander for Administration; and Col. Giovanni Franza, 1102nd Brigade commander.

A recent news release by the Presidential Communications Operations Office (PCOO) that only the Bangsamoro Islamic Freedom Fighters (BIFF) is sowing mayhem in Mindanao is misleading and lacks context.

The misleading claim was contained in the report entitled “Mindanao now relatively peaceful – President Duterte.” The news release was based on President Rodrigo Duterte’s interview with fugitive Pastor Apollo Quiboloy, who is wanted in the United States for alleged labor and sex trafficking cases, on March 12.

The news release, issued on March 13, stated:

“We have a good rapport with the Moro of Mindanao. The BIFF is a splinter group of the Moro Islamic Liberation Front (MILF) founded in 2010 by the late Ustadz Ameril Umbra Kato, then commander of the Bangsamoro Islamic Armed Forces 105th Base Command who waged attacks against the military in Maguindanao and North Cotabato in 2008 after the Supreme Court declared as unconstitutional the Memorandum of Agreement on Ancestral Domain between the government and the MILF.

While the conflict between the Philippine government and the MILF had ceased with the signing of the Comprehensive Agreement on the Bangsamoro (CAB), security threats from other Moro groups remain on the island, which the PCOO report failed to acknowledge or elaborate on.

The CAB, the final peace agreement between the government and the MILF signed in 2014 after 17 years of negotiations, provides for the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), which was realized in 2019 following the ratification of Republic Act 11054 or the Organic Law for the BARMM.

The International Crisis Group (ICG), an independent global peace advocacy group, noted in its latest report for Asia, entitled “Addressing Islamist Militancy in the Southern Philippines” released on March 18, that while militant groups outside the Bangsamoro peace process are weakened, they are not yet defeated. https://www.crisisgroup.org/asia/south-east-asia/philippines/323-addressing-islamist-militancy-southern-philippines

Apart from the BIFF, the ICG pointed out the threats posed by the remnants of the Islamic State-aligned Maute Group in the Lanao provinces and the Abu Sayyaf Group in the Sulu archipelago.

“While military operations have clearly weakened the militants, the armed forces have not managed to defeat them,” the ICG reported.

Combined forces of the Maute and Abu Sayyaf groups seized the Islamic City of Marawi in May 2017, displacing at least 350,000 civilians. Some 1,100 individuals, mostly Islamic militants, were killed during the five-month urban warfare that left the core of Marawi in rubble. Various media outlets recently reported some headways made by state security forces against the Maute and the Abu Sayyaf groups in the south.

On March 1, the military launched air strikes and ground assault in Maguing, Lanao del Sur that left seven members of the Maute group and a soldier killed.
