NFSA, Panacan, Davao City – A high-ranking leader of the Communist Terrorist Group (CTG) who was a former spokesperson of the CTG-linked alliance that trafficked Indigenous Peoples (IP) at the United Church of Christ in the Philippines (UCCP)-Haran in Davao City yielded to the troops of the Eastern Mindanao Command (EastMinCom), under the leadership of LtGen. Greg T. Almerol and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) of Davao Oriental headed by Governor Nelson L. Dayanghirang on March 8.

The said personality was identified as Cristony “Jun” Latiban Monzon, also known as Jong Monzon, former Secretary-General of “Pasakaday Salugpongan Kalimodan” (PASAKA) and subsequently the Political Instructor of the Regional Operational Command (ROC) of the Southern Mindanao Regional Committee (SMRC).

He was also accompanied by his comrades identified as Mentroso Tumagsa Malibato, Platoon Supply Officer of ROC, SMRC/Former Vice Chairman Internal Affairs of PASAKA, and Danny Tiklunay Malibato, Political Guide of SMRC.

LtGen. Almerol said that the three personalities’ surrender came after the series of encounters in Davao de Oro, with recently in Andap, New Bataan, between the troops of 1001st Brigade and ROC of the SMRC.

In a press conference held at the Headquarters of 701st Brigade in Mati City on March 15, Monzon, who was the spokesperson of Haran Bakwit from 2015 to 2021, revealed that the CTG was using the evacuees to project harassment of the military towards IP communities and gain funding from international organizations for the New People’s Army (NPA).

He said they were mandated by the Communist Party of the Philippines (CPP) to use the IPs as the “best defense” of the NPA if there is a presence of government troops in IP communities by crying for human rights violations, which are sometimes fabricated.

Monzon also added that the CTG took advantage of his identity as an IP and his popularity as an activist to show that their statements are true.

“Yung mga sinabi ko noon, siyempre may mga mandate. May mga statement na sasabihin ka…kahit na ayaw kong magsalita. Siyempre ginamit din nila yung popularity ko. Bilang naging known activist di lang dito sa Mindanao kundi sa buong Pilipinas, yun ang tine-take advantage. Hindi lang yung sa pagsasalita, kahit ano, ma-take advantage lang yung pangalan mo,” he said.

It can be recalled that on April 21 last year, the Davao City Regional Trial Court issued a warrant of arrest against the six administrators of Haran for two counts of violation of RA 7610 or Child Abuse Law, which include Jong Monzon, UCCP Bishop Hamuel Tequis, Rev. Daniel Palicte, Ephraim Malazarte, Lindy Trenilla, and Grace Avila.

He also divulged that he was forced to join the armed movement because of the case filed against him.

“Sabi nila ‘may mandate tayo na kayo dapat pupunta na sa countryside kasi may kaso na kayo.’ Kahit na sabihin kong ayaw kong pumunta sa countryside o doon sa NPA, eh command yan ng mga leaders ng CPP, papuntahin ka talaga,” Monzon said.

LtGen. Almerol recounted the same situation to Chad Booc who reportedly integrated into the armed movement after his release from the Cebu City Jail earlier in May 2021 due to the alleged kidnapping of IP children from Talaingod, Davao del Norte to a Bakwit School at the University of San Carlos – Talamban in Cebu.

The CTG leader, who was a close ally of Booc, also confirmed that the former volunteer teacher of CTG-linked schools was an armed member of the NPA as they were together in the ROC, SMRC. He also bellied the allegation of Save Our Schools Network that Chad was only in New Bataan to conduct research.

“Nakasama ko siya sa tatlong encounters. Two months siya sumama doon sa New People’s Army…naging member siya ng political section. Ginawa nila akong 2nd Political Instructor sa ROC kaya alam ko yung status ni Chad Booc doon,” he narrated.

“Narinig ko actually sa meeting (ng SMRC) na sabi ni Ka Ellian (Eric Casilao) ‘yan ang ipalabas niyo sa urban committee na nag research sila.’ Walang research na nangyari, kasi kasama ko sila. Marami ka pang dadaanan kapag nagsabi ka na may research kang pupuntahan. Punta ka pa ng barangay, punta ka pa kung saang mga (otoridad),” he added.

Monzon further cited that they decided to surrender due to the difficulties in the terrorist movement, including hunger and fear of dying in combat with EastMinCom’s relentless military operations.

On a separate incident, troops of 1001st Brigade’s 60th Infantry Battalion (IB) and intel units discovered arms caches in different locations through the revelation of former rebels (FR) that resulted in the recovery of 11 high-powered firearms on March 12.

The said FRs were former members of the Guerilla Front 3 (GF3), Sub-Regional Committee 4 (SRC4), SMRC who recently surrendered to the 60IB.

Two CTG members identified as alias Kristine and Wanwan who also yielded to the troops of 39IB and 56IB on March 7 and 9 respectively, bringing along two high-powered firearms composed of a Carbine Rifle and an M16A1 Rifle.

LtGen. Almerol assessed that the recent surrender of Monzon, who is a top-ranking CTG personality and the other accomplishments of the Command, reveals the downgraded morale of the CTG’s leadership even at the Regional Committee level after they lost the support of the masses.

He also attributed this success to the continuing efforts of the Local Government Units under the TF-ELCAC, support of the communities and former rebels, and the intensified combat operations of EastMinCom troops to end the local communist armed conflict in the Region.

“The communities’ growing cooperation signifies that they have already developed an aversion to, and had grown tired of the CTG’s atrocities that had stunted the economic growth in their areas for many years. This is also a clear manifestation that the communities, especially the IPs, who were vulnerable to exploitation and recruitment of the CTG, no longer welcome them,” LtGen. Almerol added.

He also commended the troops and other involved units for the accomplishment, saying that this is a reflection of their hard work and the fruit of their continuous intensive military operations against CTG.

Meanwhile, EastMinCom Commander reiterated his call to the remaining members of the CTG to emulate the decision of their former comrades who are now living a free and peaceful life upon their surrender.

“Our government today is already giving you the chance to have a second life. Surrender now and become our partner in attaining peace and development in our country. We have already proven that wielding arms is not the real solution to the problems of society but only through our whole-of-nation approach,” the EastMinCom Commander said.

CAMP ELIAS ANGELES, Pili, Camarines Sur-Nakasagupa ng pinagsamang tropa ng 9th Infantry Batallion (9IB) at PNP ang di lalampas sa labinlimang miyembro ng Communist Terrorist Group (CTG) sa Barangay Kanapawan, Labo, Camarines Norte dakong alas-syete ng umaga nitong ika-16 ng Marso, taong kasalukuyan.

Ayon sa report, nakipagpalitan ng putok ang Scout Platoon ng 9th Infantry Battalion sa mga terorista matapos ang isinagawang combat at security operation sa lugar, kasunod ng sumbong ng mga residente ukol sa pananakot at extortion activites ng mga nagtatagong terorista sa kanilang barangay.

Ang engkwentro ay nagresulta sa pagkamatay ng isang hindi pa nakikilalang CTG member na basta na lamang iniwan ng kanyang mga kasamahan at nagsitakas matapos ang insidente.

Isang sundalo naman ang nag-buwis ng kanyang buhay sa ginawa nitong kabayanihan matapos bigyang proteksyon ang mga taong barangay sa gitna ng bakbakan.

Kaugnay nito, kinilala ni Lieutenant Colonel Clito R. Lelina, Commander ng 9th Infantry Battalion ang kabayanihang ginawa ng namayapang sundalo.

“Kabayanihan po ang ginawa ng ating tropa, isang patunay ito na hindi kami takot na harapin ang mga terorista kahit ano man ang kapalit nito. Lahat ng ito ay para sa pagtatanggol ng sambayanan. Hindi sana ito ang ating ninanais na mangyari, kaya hindi rin kami napapagod na manawagan sa mga miyembro ng CTG at mga pamilya nila na magbalik loob na lamang at mamuhay ng mapayapa para matapos na ang tunggaliang ito”, ani Lt. Col. Lelina.

Pinasalamatan naman ni Col. Edmund G. Peralta, Commander ng 902nd Infantry Brigade ang mga residente sa lugar sa pagpapaabot ng impormasyon.

“Pinapasalamatan ko ang mga taong barangay dahil sa patuloy na kooperasyon nila na maitaboy ang mga miyembro ng teroristang grupo na ito sa kanilang lugar. Isa itong malaking dagok sa mga kalaban na patuloy nang itinataboy ng sambayanan”, ani Col. Peralta.

Samantala, binigyang diin ni Police Brigadier General Jonnel Estomo, Police Regional Director ng PRO5 na patuloy ang kanilang suporta sa kampanya kontra insurhensiya.

“Hindi po titigil ang kapulisan na magbigay aksyon laban sa mga maling gawaing ito ng mga terorista at paglabag nila sa mga karapatang pantao at batas. Patuloy po naming tutugisin ang mga CTG lalo na at kumokonti na ang kanilang mga miyembro at patuloy ang pagkawasak ng kanilang mga pinagtataguan”, ani PBGen. Estomo.

Nagbigay naman ng pahayag si Major General Alex Luna, Commander ng 9th Infantry (SPEAR) Division at Joint Task Force Bicolandia matapos ang naganap na engkwentro.

“Isa itong pahiwatig na maliit na lamang ang pwestong ginagalawan ng mga terorista. Pinapakita nito na malaki ang implikasyon ng partnership ng Army sa mga lokal na komunidad gaya ng pakikipag-ugnayan natin sa kanila sa pamamagitan ng pagbibigay ng mga lokal na serbisyo at komunikasyon ukol sa mga problema na karaniwang ginagamit ng mga terorista sa mga mapanlinlang nilang propaganda”, ani Maj. Gen Luna.

Dagdag pa rito, binigyang diin din ng Division Commander sa mga natitirang miyembro ng CTG sa rehiyon na magbalik loob na lamang sa puder ng gobyerno at yakapin na ang pangmatagalan na kapayapaan sa pamamagitan ng Enhanced Comprehensive Local Integration Program (E-CLIP) at ng Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC).

Matatandaan, nitong ika-10 ng Marso, nagkaroon rin ng engkwentro sa pagitan ng tropa ng gobyerno at ng CTG sa Barangay JMA Alberto, San Miguel, Catanduanes na nagresulta sa pagkasawi ng isang hindi pa nakikilalang CTG member at pagkakarekober ng isang baril at sari-saring mga maka-teroristang kagamitan.

IMPASUGONG, BUKIDNON – Government troops have retrieved a decaying corpse of NPA member, on Tuesday, March 15, 2022, following a massive focused military operations in the hinterlands of Sitio Kilap-agan, Barangay Can-ayan, Malaybalay City, Bukidnon.

The troops from the 8th Infantry Battalion, Philippine Army were able to retrieve the decaying dead body, identified as “Prodo” (true name: unknown), a Communist-Terrorist Group (CTG) member, through the revelation of a certain Reb and two (2) others who recently surrendered to this Battalion.

As revealed by the former rebels, Prodo was hit on his lower abdomen during an encounter on March 3, 2022 between the government forces against the CTGs in Sitio Kilap-agan, Barangay Can-ayan, Malaybalay City, Bukidnon. The cadaver was eventually left behind in the area while the NPAs were on the run for withdrawal.

Meanwhile, six (6) more red fighters in Malaybalay joined the growing list of communist NPA terrosists defectors who chose to return to the folds of the law, following the mentioned encounter between the NPA and government forces. As revealed, the former rebels experienced hardships and hunger prompting them to surrender to live a normal and peaceful life.

Three (3) of these surrenderees were CTG Team Leaders; two (2) were CTG Medics; and one (1) used to be the CTG Squad Leader that operates around the area of 8th Infantry Battalion.

Lt. Col. Anthony A Bacus has welcomed the six (6) rebel returnees on March 15 and assured them to receive appropriate benefits that are due to them under the Enhanced Comprehensive Local Integration Program (ECLIP). On the contrary, the Commanding Officer was also saddened by the demise of Prodo who was left alone by his comrades to his death.

“Subo kaayo pamalandungon nga gipasagdan sa walhon nga grupo ang namatay nga lawas sa ilang kauban, apan ang atong gobyerno nagkahiusa aron tagaan ug disente nga kapahulayan, isip usa ka igsoon nga Pilipino.” (It is sad to note that the NPA left their dead comrade, however, our government jointly provided decent services towards his final destination, Lt. Col. Bacus said.)

Brigade Commander of the 403rd Infantry Brigade, Brigadier General Ferdinand T. Barandon said their decision to concede to the government is a response to the call of the President for the remnants of the rebel group to surrender through the Executive Order No. 70 which is currently being implemented by the Provincial Task Force to End Local Communist Armed Confilct (PTF-ELCAC) of the province of Bukidnon.

Iniexpect po natin na marami pang mga NPA leaders and members na bababa sa panawagan ng ating pangulo na bumalik na sa kapangyahiran ng ating batas.” (“We expect that more NPA leaders and members will heed the call of the president to return to the folds of the government,” Brig. Gen. Barandon said.”)

The National Democratic Front of the Philippines in Southern Mindanao Region vehemently condemns the abduction and continued disappearance of Ezequiel “Ka Rey” Cortes Daguman, 50, perpetrated by elements of the Armed Forces of the Philippines’ Eastern Mindanao Command.

Daguman is a peace consultant in the region and is therefore covered by the Joint Agreement on Safety Immunity Guarantees (JASIG) between the Government of the Republic of the Philippines and the NDFP. He was unarmed when he was taken by suspected elements of the AFP. The JASIG provides safe conduct passes for consultants, staff and personnel involved in the peace negotiations.

Daguman has been missing since the afternoon of March 7 while he was en route to a peasant community in one of the banana plantations in New Corella in Davao del Norte. He was supposed to meet with farmworkers to investigate the workers and peasant situation in the banana plantations of New Corella affected by the series of typhoons and heavy rains and the militaristic pandemic lockdowns.

Daguman was also looking into the expansion of plantations resulting in cases of landgrabbing and the labor flexibilization schemes employed in these plantations, especially those owned and controlled by the transnational Sumifru company.

As peace consultant, Daguman is assigned in the provinces of Davao del Norte and Davao de Oro. NDF consultants and staff around the region are organizing data and briefings to update the workers, peasants and other sectors’ situation to be used in future possible negotiations with the reactionary regime post-Duterte.

His abduction and continued disappearance is yet another serious violation by the tyrannical Duterte regime in the agreements achieved in the formal negotiations of the peace process. In continuing to target unarmed NDFP consultants for abduction, torture and even murder, Duterte and his fascist minions in the AFP are flaunting with impunity their anti-peace and anti-people predisposition.

The Duterte regime must be held solely accountable for the abduction and disappearance of Daguman, and the arrests of the three comrades in Tagum City two days later. Victor “Ka Pong” Rollon, Christine Joy “Ka Rye” Dula and Chargelyn “Ka Jillian” Casquejo were arrested in Brgy. La Filipina on March 9.

The NDF in Southern Mindanao strongly demands that the Duterte regime surface Daguman and respect his rights as peace consultant. The AFP must release him, along with the three comrades, immediately and without any condition.

Bisag unsaon og inat sa imong gamayng sweldo, dako ra gyud nga kulang sa panginahanglanon. Bugas, sud-an, tambal, hasta gani gasolina, nagkamahal na. Pero imong sweldo minus na, tanggong pa. Pakapinan pa’s Tanduay ug Kulafu, tari ug hantak, samot gyud ning mapobre ang kapobrehon. Wala gyud ka’y laing kapaingnan, utang sige kang Sir hangtod nga magkadako ug magkadako.

Pero si Sir, ug si Duterte, maayo ra man ang pahiyom. Kinsa pud ang dili malipay nga gawas sa daghan pa silang mabulsa nga pondo, dili man pud sila’y ihungit ug ipauna matag operation. Ikaw man. Ang ingon ana nga kinaiya sa AFP, lakip na ang NTF-ELCAC nga gipamunuan ni Mayor Gido Reyes sa Guihulngan, gapaklaro lang nga dili sila kasaligan ug wala’y pakialam sa imong kinabuhi. Samot na kung mahubas na ang ilang kwarta nga gihuthot, ug mawala na sa poder ang ilahang commander-in-chief nga Duterte.

Layo pa ka sa utang ug disgrasya, ug sigurado nga respetuhon pud ka sa imong palibot tungod kay wala ka nagpasakit sa ilaha.

Gani, mas maayo pa gyud nga kung tibuok imohang kasingkasing nga mualagad sa katawhan ug itukod ang tinuod nga kalinong, muapil na lang ka sa hukbo sa katawhan isip pulang sundalo nga sa kanunay, tibuok-kusog nga gipalangga ug gisuportahan sa lapad nga katawhan.

Nagmartsa ang mga progresibong grupo sa pangunguna ng Migrante International kaninang umaga, Marso 17, sa Mendiola sa lunsod ng Maynila para gunitain ang ika-27 taong anibersaryo ng pagkamatay ni Flor Contemplacion, isang migranteng manggagawa na pinarusahan ng kamatayan sa Singapore.

Si Contempacion ay namasukan noon na isang katulong sa Singapore na idinawit sa pagpaslang sa isang kapwa Pilipina na katulong at anak ng isang Singaporean at hinatulan ng kamatayan ng gubyerno ng Singapore noong 1995. Binitay siya noong umaga ng Marso 17, 1995.

Nagtulak ng malawakang mga protesta at demonstrasyon kapwa sa Pilipinas at Singapore ang kontrobersyal na pagbitay kay Contemplacion. Kinundena noon ng mga Pilipino ang rehimeng Ramos sa pagpapabaya nito sa mga migrante at pagtutulak sa mga Pilipino na dumayo sa ibayong-dagat para magtrabaho.

“Kinikilala at inaalala namin si Flor sa panahong ilampung libong Pilipino ang patuloy pa ring natutulak na lumisan sa bansa araw-araw para lamang matugunan ang kani-kanilang mga pamilya,” ayon sa Migrante International.

“(S)umasailalim sila sa hindi makataong mga kundisyon sa paggawa, diskriminasyon, pagsasamantala at pang-aabuso sa trabaho at hindi makatarungang detensyon o deportasyon, pagpupuslit at iligal na rekrutment,” dagdag ng grupo.

Matapos ang tatlong dekada, ayon sa Migrante, nagdurusa pa rin ang mga Pilipino sa parehong kapalaran ni Contemplacion. Binigyang-diin ng grupo na ang pagkamatay ni Contemplacion ay matingkad na paalala sa mamamayan ng malubhang kalagayan ng mga migranteng manggagwa.

“Sa ilalim ng rehimeng Duterte, dumami ang bilang ng mga migranteng namamatay, inaabuso, ikinukulong at nasa death row, biktima ng trafficking at paglabag sa karapatan sa paggawa. Marami sa kanila ang hindi nabigyan ng kagyat at kumprehensibong pagkalinga at ligal na tulong at buong proteksyon sa kanilang mga karapatan mula sa gubyerno,” ayon sa Migrante.

Sa kasalukuyan, 92 migranteng manggagawang Pilipino ang nasa death row sa iba’t ibang bansa.

Another ISIS Sub - Leader Surrenders Anew, Reveals Demoralized Terrorists Ranks

Kampo Ranao, Marawi City-Amid the continuing efforts of the government to end local terrorists group, Alinor Itak Ibrahim @Liya, sub - leader of DI-Maute Group, voluntarily surrendered and took his oath of allegiance to the folds of the government at the Headquarters 103rd Brigade today, March 15, 2022.
 
@Liya, 26 years old and a resident of Taporog, Piagapo, LDS joined the Terrorist Group in 2017 during Marawi Siege. Said surrenderee was responsible in the numerous skirmishes with the government most notably the ambush against government forces, who were then in civilian attire and on administrative mission, in 2020 in Poona Piagapo, LDN.

The surrender was made successfully thru the joint efforts of Local Government Unit of Piagapo and MILF Peace partners on the ground particularly Hon Abdullah Macapaar, Member of the Parliament, BARMM.
 
Moreover, @ Liya was motivated to surrender following the recent decisive operations launched by the JTG Haribon in the said province. @ Liya revealed that the Focus Military Operations of the military has demoralized the enemies’ ranks and weakened their will to fight. Further, to show his sincerity, @ Liya revealed the identities of his members operating in the boundaries of Piagapo – Madalum – Munai.
It is noted that earlier, the brother and father of @ Liya, both DI – MG members, including 30 supporters and couriers already surrendered last February 2022. Likewise, in the last two weeks, there were 9 enemies killed including the terorists’ leaders, 45 high-powered firearms, including crew - served weapons, shoulder-fired rockets and bombs, aside from packs of shabu weighing eight ( kilos were recovered during the encounter in Maguing, LDS last 02 March 2022.

The surrenderee turned over one (1) M16 Rifle with defaced serial number and one (1) magazine.
Brigadier General Jose Maria R Cuerpo II, Commander 103rd Infantry (Haribon) Brigade encouraged the remaining members to return to the folds of the law and avail the peace program of the government. “We extend our hands wide open to receive other members of the terrorist who wish to surrender and embrace peace. I also appeal to those members revealed by @Liya to avail this opportunity or face death as we will aggressively continue our mission to end terrorism here in our province” Cuerpo II said.

Kaagapay Troops Enhances Collaboration with Stakeholders, Reach Out Community through Medical Mission

Troops of 51st Mechanized Infantry (Mawarao) Company, 5th Mechanized Infantry (Kaagpay) Battalion under Captain Virgil Thomas Visabella (Cav) PA, Company Commander in partnership with the JCI Greenfields headed by Mr. Jeoffy M Fung, JCI Greenfields President conducted Medical Mission Project “Himsog” held at Multi-Purpose Gym, Brgy Lapinig, Kapatagan on March 11, 2022.
The Medical Mission benefited the 103 residents of said barangay with free medical consultation and hygiene kits received. Also, a free haircut was provided by the troops of the Mawarao Company.

The role of the Army personnel does not only solely focus in the furtherance of peace and order, but also to assist and help those socially responsible organization/stakeholders whose intentions and mandates are the same with the unit especially on the delivery of basic services to the people who are in dire need of support in the areas of operations.

The Filipinos' love for music could also play a major role in uniting and giving peace to the country.

This is the rationale behind the
"United in Music. One for Peace" held by the Philippine Army (PA) in its grandstand in Fort Bonifacio, Taguig Friday night.

"Music is a unifying factor among Filipinos as we are generally appreciative of the (performing) arts,"
Army spokesperson Col. Xerxes Trinidad said in interview with the Philippine News Agency.

He said the music is also a good medium for getting the public to know about the PA's efforts to achieve a just and lasting peace.


"Violence and fighting is no longer the way to get things done," Trinidad said.

Trinidad added that music also highlights the Filipinos' resiliency.

He cited as an example of a Filipino community, hard hit by a calamity or disaster, would often gather and huddle together and sing upon seeing the first convenient microphone and song or chord book.

Incidentally, the Army concert is part of its many activities to celebrate its 125th anniversary which is slated for March 22.

Present during the "United in Music. One for Peace" concert were various artists and military bands who gave renditions of various songs popular among Filipinos.

The highlight of the event was the lighting of the so-called peace torch, made out of decommissioned weapons captured or surrendered by rebel groups, which was done by PA commander Lt. Gen. Romeo Brawner Jr., actor and Army reservist 2nd Lt. Matteo Guidicelli, and other distinguished guests.

The event was hosted by Zarah Zaldua, Miss Philippines Earth Air 2018, who is also a PA reservist with the rank of first lieutenant.

The Army's 58th Infantry Battalion (58IB) on Saturday said three guerrillas of the Communist Party of the Philippines-New People's Army (CPP-NPA) were killed in an encounter with government soldiers in Claveria town, Misamis Oriental on March 18.

In a statement, Lt. Col. Ricky Canatoy, commanding officer of the 58IB, said the 10-minute firefight happened between government forces and around 10 armed rebels of GF Huawei of Sub-regional Committee 1 (SRC1) of the North Central Mindanao Regional Committee (NCMRC).

The 58th IB identified the slain NPA rebels as Agay Taquin alias Kerby, the vice commander of Platoon Falcon; Andrew Odiongan alias Dave, the political instructor of SR SDG Eagles; and Joan Pajardo alias Amirgo, team leader B of Squad 1, GF Huawei, all under the SRC 1, NCMRC.

The first encounter occurred at around 7 a.m. in the hinterlands of Barangay Plaridel, Claveria town, as the troops were conducting military operations while following the traces of a rebel hideout discovered in the area.

The government troops recovered one KG9, one M16 rifle, one Carbine rifle, five makeshift tents, one long magazine for M16 loaded with ammunition, one magazine for carbine loaded with ammunition, personal belongings, and subversive documents.


Canatoy also confirmed that no casualty was reported on the government side.

He also assured the public that government forces are on full alert against the rebel group ahead of the upcoming national and local elections on May 9, 2022.

"Even during election season, we will remain vigilant against this terrorist group and anyone else planning to incite violence in MisOr (Misamis Oriental). We will not hesitate to use force against peacebreakers and other threat groups that continue to use terrorism because we do not tolerate it," he said.

Canatoy said the government will continue to protect the people and encourage NPA rebels to return to the folds of the law.

"The Army has been merciful to the armed rebels in recent months, urging them to return to the folds of the law and live a peaceful and normal life, thus avoiding unnecessary death. Because it is our duty as soldiers to protect and secure the lives of the innocent and the progress of the province," he said.

The retrieved cadavers were turned over to the Barangay Council and to the Municipal Disaster Risk Reduction and Management Office in Balingasag where they will be given a decent and proper turnover to their families.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front (NDF) has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

COTABATO CITY – Gunmen shot and killed a city official and wounded his police escort on Saturday morning along Sinsuat Avenue here.

Police identified the slain victim as retried police Colonel Rolen Balquin, the city public safety office chief, and the wounded escort as Chief Master Sgt. Arial Gutang, 47, of the local police force.


Initial police investigation showed that Balquin was about to alight from their vehicle around 9 a.m. to check on minimum public health protocols at a newly-opened food establishment here when they were shot by gunmen aboard a separate vehicle along a busy road in Barangay Rosary Heights Mother.

The victims sustained multiple gunshot wounds in their bodies.

Responding policemen rushed the victims to the hospital where Balquin was declared dead on arrival by doctors.

Recovered from the crime scene were spent shells from .45 caliber pistols.

A pursuit operation is still ongoing against the perpetrators whom witnesses said sped off toward the southern part of the city.

In a statement, mayor Cynthia Frances Guiani-Sayadi strongly condemned the incident, vowing to give justice for the death of Balquin.

“We may lay Colonel Balquin to rest but we will not rest until you are captured. Tandaan niyo yan (You remember that),” she said.

" To all our fellow Cotabateños, let us fight against all this lawlessness. Let us fight for Cotabato City,” the mayor added.

Balquin, a former city police director, belonged to the Philippine National Police Academy Class of 1987.

A leader of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Negros Island and his two comrades were arrested during a joint military and police operation in Barangay Su-ay, Himamaylan City in southern Negros Occidental on Friday.

The Philippine Army identified the suspect as Ramon “Using” Patriarca, deputy secretary and finance officer of Komiteng Rehiyon-Negros. He is facing 10 counts of murder before the Regional Trial Court Branch 47 in Tagbilaran City, Bohol, with a warrant of arrest issued by Presiding Judge Suseco Arcam.

The two others were Carmen “Loisa/Avon” Jonahville Matarlo, of the Regional Communication of Central Negros Front 2; and John Michael Baldonado Tecson, also known as Calvin/Clent/Harold/Getic, of the Regional Communication of Central Negros Front 1.

Matarlo is from Poblacion Argao in Cebu province while Tecson hails from Barangay Bulado, Guihulngan City in Negros Oriental.

In a statement on Saturday, Maj. Gen. Benedict Arevalo, commander of the 3rd Infantry Division, said the neutralization of Patriarca and his two comrades is another huge blow to the CPP-NPA.

“They may have been very quick to release propaganda denying their losses and setbacks, but with this development, they can no longer deny the weakening of their forces in Negros Island,” he said.

Personnel of Himamaylan City Police Station served the arrest warrant to Patriarca during a law enforcement operation supported by troops of 94th Infantry Battalion (94IB) in Sitio Tondo at around 4 a.m.

His two companions were brought along and are now under police custody.

In a report, the 94IB said government forces responded to the information provided by village residents, who have been complaining about the CPP-NPA’s extortion and recruitment activities in their community.

The communist rebels yielded hand grenades, short firearms, a KG-9 submachine gun with magazines, 310 pieces of AK47 live ammunition, several mobile phones, subversive documents, and a National Democratic Front (NDF) flag, among others.

Both Brig. Gen. Inocencio Pasaporte, commander of 303rd Infantry Brigade, and Lt. Col. Van Donald Almonte, commander of 94IB, thanked the residents of Barangay Suay for cooperating with the government troops by providing them accurate information on the activities of the CPP-NPA.

“We commend the dedication to duty rendered by the troops of 94IB and Himamaylan City police,” Pasaporte said.

“The government forces are working together to end the local communist armed conflict in central Negros. Surrender now, before your time runs out,” Almonte told the CPP-NPA rebels.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Philippine Army's 8th Infantry Battalion (8IB) and indigenous peoples (IP) leaders collaborated to resolve the long-standing feud among IP clans in Malaybalay City in Bukidnon province to protect and ensure the survival of their community.

In a statement released on Friday afternoon, 8IB Commander, Lt. Col. Anthony Bacus, said resolving the feud between IP clans is a priority as conflicts among them could be exploited by the Communist Party of the Philippines - New People’s Army - National Democratic Front (CPP-NPA-NDF).

“The IP leaders play a significant role in their communities. They serve as the first responders against natural calamities and, more importantly, against the deception and exploitation of (the) CPP-NPA-NDF. So it is important to strengthen and build conflict-resilient IP communities,”
Bacus said.


On March 16, two prominent IP clans in Bukidnon – the Dela Mance and Daluniag clans – set aside their differences and agreed to sit down and talk during the “Panastas” held at the Old City Hall in Malaybalay.

Both clans signed the peace agreement as stipulated under Republic Act 8371, or “The Indigenous Peoples’ Rights Act of 1997."

According to the 8IB, both families thanked the government for its efforts to end the feud through the “Panastas”, the IP tradition and custom used as a medium to achieve just and lasting peace in the IP community.

The term “Panastas” comes from the vernacular words “Panas”, which means to erase, and “Tas”, which means to cut off.

The Indigenous Peoples Mandatory Representative (IPMR) of Malaybalay City, Renato “Datu Makayuba” Sumbungan, and the 403rd Infantry Brigade, the 8IB, and other members of the City Task Force to End Local Communist Armed Conflict (CTF-ELCAC), facilitated the customary “Panastas."

Based on the oral history among IP communities, the two clans have fought each other for decades, which sometimes resulted in fatalities on both sides.

The warring clans' respective leaders said the historic settlement provided them a respite and signals new hope for a better future.

Also present were the Datus of Malaybalay City and Cabanglasan, along with their Balyans who performed the rituals during the "Panastas."

A total of 74 former members and supporters of the Communist Party of the Philippines-New People’s Army (CPP-NPA) on Friday dissociated from the communist terrorist group and pledged allegiance to the national government.

The withdrawal of support was made during the conduct of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Situational Awareness and Knowledge Management (SAKM) Cluster Region 3 (Central Luzon) convergence for local peace engagement and community consultation held at the covered court in Barangay Dinadiawan in Dipaculao town, this province.

As proof of their sincerity, the former rebels and supporters burned the CPP-NPA flag.


Maria Luisa F. De Guzman, regional director of the National Intelligence Coordinating Agency (NICA), in her message, cited the importance of community consultation in promoting peace and stability in the province.

De Guzman said it is part of the whole-of-nation approach to End Local Communist Armed Conflict (ELCAC) under Executive Order No. 70 series of 2018 issued by President Rodrigo Roa Duterte.

She urged the former rebels and supporters to take part in the government’s peacebuilding initiatives.

Retired Army Major General Abraham Claro Casis, the representative of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU), underscored the importance of preventive measures so that people in the communities will not be deceived by the false advocacies of the communist group.

“Kami po ay sama-sama ngayon na lumalapit sa inyo upang mabigyan ng solusyon ang problema sa inyong mga lugar (We are here today to give a solution to the problem in your area),” Casis said.

“We are here to plan, mobilize and organize the group into people’s organization and local government units will come in for appropriate intervention programs in your locality. We are here to help for peace and development,” he added.

He also asked the former rebels to convince their comrades still in the mountains to come down.

Lt. Col. Julito B. Recto, Officer-In-Charge (OIC) of 91st Infantry “Sinagtala” Battalion, Philippine Army, asked the former rebels to give importance to the support and programs offered by the government that could help change their lives.

One of the former CPP-NPA commanders, who requested anonymity, expressed belief in the government’s sincere efforts to help them.

“As your commander and political officer before, I am encouraging you to listen to our government. They are sincere to help us. Let us unite to be with them. They are seeking peace and development for us,” the former commander said.

At least 69 communist and Muslim rebels have surrendered to the military in the southern Philippine province of Maguindanao where security forces are fighting to win hearts and minds in the restive region, officials announced Sunday.





Photos released by the Western Mindanao Command show the surrendered rebels and their weapons.

Maj. Gen. Juvymax Uy, commander of the 6th Infantry Division and the anti-terror Joint Task Force Central (Mindanao), said at least 30 New People’s Army rebels have yielded on Friday and surrendered their weapons.

He said 33 members of the Bangsamoro Islamic Freedom Fighters and six from Dawlah Islamiya also yielded the same day, adding that various units from 601st and 603rd Infantry Brigades were involved in the mass surrender of rebel forces.

Among those who surrendered were field commanders and high-ranking rebel leaders of the three armed groups. “We are happy that they finally decided to come out and surrender together with their followers. They will receive livelihood assistance,” Uy said.

The rebels also surrendered various firearms, mostly high caliber automatic weapons and even grenades, anti-tank rocket launchers and sniper rifles.

All those who surrendered were brought to the 6th Infantry Division headquarters in the town of Datu Odin Sinsuat, according to Uy. “They will all be processed as a routine measure,” he said.

Lt. Gen. Alfredo Rosario, Jr., chief of the Western Mindanao Command, commended the soldiers under Uy and branded the mass surrender of rebels as a “laudable accomplishment.”

“I commend the troops of Joint Task Force Central led by Maj. Gen. Juvymax Uy for this laudable accomplishment. We also attribute this success to our partners, the local chief executives, and our stakeholders,” he said.

“This massive surrender of former combatants proves that we are winning the war against terrorism and insurgency in our area of operation. If this will continue, we will soon be able to dismantle the terror groups and put an end to the threats posed by these menaces of society,” he added.

Rosario also called on other rebels in the South to surrender peacefully and avail of various government programs, including livelihood aid and financial assistance for them to be able to live peacefully with their families. “All of us are hoping that those who are still hiding will decide to surrender and join us as we walk the path towards peace and development here in Mindanao,” he said. Cotabato City chief security officer killed

COTABATO – Unidentified gunmen shot dead Cotabato City’s chief public officer and wounded his police escort in a dating attack Friday morning.

The assailants escaped after shooting Rolen Balquin, the city’s former police chief; and his escort, Chief Master Sergeant Ariel Gutang. Balquin was supposed to inspect commercial establishments in the area to see if they follow public health protocols. He was shot while about to step out of his car.

Police investigators recovered bullet shells fired from a .45-caliber pistol.


Mayor Frances Cynthia Sayadi condemned the killing and ordered police to find the killers. “I condemn, to the highest degree of condemnation, the shooting and killing of our City Public Officer Retired Colonel Rolen Balquin,” she said.

“Sa totoo lang, I am writing this message with anger sa mga taong may gawa nito sa kanya. He was a good friend and a dependable colleague. Kaya sa mga taong may gawa nito sa kanya, sisiguruhin ko na hahanapin kayo ng ating mga awtoridad. Hindi kami titigil hanggang hindi kayo napapapanagot sa karumal dumal na krimen na inyong ginawa,” she added.

Gun attacks and killings are not uncommon in Cotabato City where guns for hire are actively operating.

“Sobra na ang ginagawa niyong pambabastos sa ating batas at sa ating mga opisyal. Kung sa tingin niyo ay nanghina kami dahil sa inyong ginawa, diyan kayo nagkakamali. Lalo niyo lang pinapalakas ang aming mga loob at ang aming paniniwala na talagang wala kayong ibang gusto kung hindi ang sirain ang city government at ang Cotabato City. Mga wala kayong respeto. Wala kayong pananampalataya,” Sayadi said without identifying any suspects in the murder.

“We may lay Col. Balquin to rest but we will not rest until you are captured. Tandaan niyo yan. To all our fellow Cotabateños, let us fight against all this lawlessness. Huwag natin hayaan na kumakalat dito sa ating lungsod ang mga taong halang ang kaluluwa. Let us fight for Cotabato City,” she added.

No individual or group claimed responsibility for the attack and police are still investigating the motive of the killing.

The city’s Public Safety chief was gunned down along Sinsuat Avenue corner Macapagal Road at around 9:15 a.m. on Saturday.

Police said Rolin Balquin, a retired chief of police who worked as City Public Safety chief after his retirement from the police service, had just returned to his car after gracing the opening of a store, when shot.


He was rushed to a hospital along with his police escort, Master Sgt. Ariel Gutang. Balquin did not survive the head and torso wounds.

Mayor Cynthia Guiani-Sayadi condemned the attack against her friend and trusted official, who, she said, was doing routine rounds in the different establishments as head (of the) Composite Quarantine Team.

“To those behind this attack, I assure you that authorities will hunt you,” she said, adding they will not stop until the perpetrators are prosecuted.

“This is too much of disrespect to our law and to our officials,” she said.

Initial reports received said the gunmen used .45 caliber pistol.

The family of Balquin said they were not aware of any threat on his life.

“If you think we are weakened” because of the attack, “you are wrong, you just make us stronger and that fuels our belief that you just wanted to destroy our city,” the mayor added.

Two years ago, on May 25 2020, Sayadi’s executive secretary and spokesperson, Anecito Rasalan was shot, also in the head and torso, while having breakfast in an eatery along Notre Dame Avenue at around 7:30 a.m.

Balquin, then already the city’s chief of the Public Safety Office, said two-motorcyle riding men shot the victim who was rushed to the Cotabato Regional and Medical Centec but did not survive.

During the Peace and Council Meeting last week, police announced an increase of crime rate in Cotabato City in the first quarter of the year.

City Police Director Rommel Javier said 125 crimes were recorded, higher than the 114 cases monitored last year.
