Nararapat na kondenahin, labanan at singilin ang pasista, kriminal at tiranong rehimeng US-Duterte at ang mga pasistang heneral sa kanilang krimen laban sa 126,000 Mindoreñong biktima ng paglabag sa karapatang pantao at internasyunal na makataong batas sa nakaraang tatlong taon.

Sa imbing layuning durugin ang rebolusyonaryong pwersa, ang mamamayan ang grabeng pinagmalupitan ng pasistang pwersa. Mula 2019 hanggang 2021 walang patid ang pananalasa nila sa 23 bayan o 92% ng kabuuang 25 bayan sa dalawang probinsya ng Mindoro: 14 sa Oriental Mindoro at siyam (9) sa Occidental Mindoro.

Pangunahing salarin ang berdugong 203rd Brigade at mga pangmaniobrang tropa nitong 76th IB, 4th IB, Division Reconnaisance Company (DRC), kasama ang Regional Mobile Force Battalion (RMFB) at Provincial Mobile Force Company (PMFC) ng PNP-MIMAROPA. Inaasahang titindi pa ito matapos ibalik sa isla nitong Enero2022 ang berdugong 68th IBPA at idagdag ang isang kumpanya ng 80th IBPA.

Ang mga atrosidad ng Focus Military Operations (FMO) at Retooled Community Support Operations (RCSPO)

Isinagawa ng FMO ang “shock and awe tactics” o mga taktika upang sindakin ang mamamayan. Bahagi nito ang pambobomba at istraping mula sa ere, panganganyon, walang habas na pamamaril at pagkontrol sa mga komunidad. Ipinailalim sa RCSPO ang 81 pamayanan sa 14 na bayan sa dalawang probinsya at hindi bababa sa 70,000 katao ang direktang apektado. Ginawang baraks ang mga bahay, eskwelahan, barrio hall at iba pang pampublikong pasilidad. Paulit-ulit na nagaganap ang pang-aabuso at paglalapastangan sa karapatang-tao na labag at hindi katanggap-tanggap sa makataong lipunan.

Ibayong pinatindi ang mga FMO at RCSPO na gumagamit ng 10 kolum na laking platun o higit pang pwersang AFP-PNP-CAFGU. Paulit-ulit nilang ginalugad at niligalig ang maraming pamayanan sa dalawang probinsya ng isla. Dahil bigong kamtin ang target noong 2019-2020, idineklara ng SOLCOM ang Mindoro na “eye of the storm” ng kampanyang supresyon sa TK noong Enero 2021.

Isinakatuparan ang makahayop na indiscriminate bombing, artillery shelling at indiscriminate firing na bumiktima sa 18,510 katao. Hanggang ngayon, hindi pa maalis ang trauma ng mga pagsabog at putok ng baril sa mga biktimang residente ng Brgy. Panaytayan ng Mansalay, Brgy San Vicente ng Roxas, Brgy. Monteclaro ng San Jose, Brgy. Lisap ng Bongabong, Brgy. San Cristobal at Loyal ng Victoria.

Pinairal ang batas militar at population control sa 81 pamayanan na nilunsaran ng RCSPO. Nililimitahan ng mga pasista ang mga bibilhing pagkain at iba pang pangangailangan ng mamamayan. Nilimitahan din ang oras ng pagpunta at pag-uwi mula sa mga kaingin. Idinidikta maging ang mga isusuot, dadalhing gamit at aktibidad ng masa. Pwersahang pinapagiya ang kalalakihan sa mga operasyong militar. Araw-araw silang sapilitang pinagbabantay, pinagpapatrolya, pinaghahakot ng bigas, kagamitan at suplay nang walang kumpensasyon.

Ipinaiilalim ang mga sibilyan sa hindi makatarungang mga interogasyon. Marami ang tinurtyor at pwersahang pinasusuko. Pinag-iinitan, tinitiktikan, tinatakot at ginigipit ang mga kilalang aktibista at lider-masang nagtataguyod sa mga lehitimong interes at nagtatanggol sa mga karapatan ng mamamayan. Umabot sa 1,079 ang sapilitang “napasuko” sa balangkas ng Enhanced Comprehensive Local Integration Program (E-CLIP).

Ginawang gatasang-baka ang E-CLIP ng mga korap na opisyal militar kasabwat ang mga tiwaling opisyal ng gobyerno. Ilang salop na bigas, ilang delata at nudels ang natanggap ng mga “sumuko” samantalang ipinangalandakang P65,000 ang matatanggap ng bawat isa sa E-CLIP. Iilan ang nakatanggap ng Ph 15,000 o kaya P65,000 bilang showcase na pang-akit lamang sa masa.

Gatasan din ng mga korap na opisyales ng gobyerno’t militar ang Barangay Development Program (BDP) na pinundohan ng Ph16.4 bilyon. Diumano’y may P20 milyon ang bawat isa sa 17 cleared barangay kung saan nadurog na raw ang rebolusyonaryong kilusan. Subalit nakapakong pangako ang ipinapangalandakang mga proyekto ng BDP at nananatiling sadlak sa kahirapan ang mga mamamayan dito.

Naitala ang anim na kaso ng extrajudicial killings; 20 kasong iligal na pang-aaresto at detensyon; 19 kasong paniniil at paninira ng mga pribadong pag-aari; 73 kasong pananakot, panghaharas, illegal search, pisikal na pang-aatake at pamumwersa; 3 kasong pagpapakamatay ng katutubo dahil sa hindi matiis na mental torture; 12 kasong paglapastangan sa bangkay ng mga Pulang mandirigma na nasawi sa mga labanan. Habang mahigit sa 100 kasong red-taggging sa mga karaniwang mamamayan.

Masahol ang ginawang pagdukot ng 203rd brigade sa apat na taong gulang na batang si Mj upang pasukuin ang mga magulang nitong pinaghinalaang miyembro ng NPA. Dalawang buntis naman ang naagasan dahil sa pwersahang paglikas at panghihimasok ng mga pasista sa kanilang bahay. Samantala, anim na bahay ang sinunog ng 76th IB dahil pinagdudahang nagpahimpil sa mga NPA sa Brgy. Tuban, Sablayan.

Paglaban sa maruming gera ng rehimeng US-Duterte

Sa tatlong taong delubyong dulot ng FMO at RCSPO itinulak ang mga Mindoreño na lumaban.

Naghuhumiyaw ang mga karaingan ng mamamayan na lumaya mula sa mga bilangguang kampo-militar ng RCSPO. Tinututulan ang sapilitang treyning at pagrerekrut sa CAFGU. Sama-samang hinaharap ng mamamayan ang interogasyon sa kanila ng kaaway. Dumulog sila sa mga institusyon, organisasyson at opisina ng gobyerno na may kakayahang tumulong sa kanilang paghahanap ng katarungan. Nagsagawa sila ng delegasyon, petisyon at paghahapag ng reklamo sa mga opisina ng kanilang barangay at munisipal na pamahalaan.

Kongkretong nailantad ng kanilang karanasan ang mabangis na katangian ng pasistang estado. Tumaas ang kamalayan nila sa pagtatanggol ng kanilang mga karapatan. Pinatalas ang pag-unawa nila sa pambansa-demokratikong rebolusyong bayan. Ipinaglaban nila ang mga kagalingang tinatamasa nila sa ilalim ng demokratikong gobyernong bayan.

Buong giting na tinugon ng LDGC-NPA-Mindoro ang panawagan ng mamamayan na parusahan ang mga pasista. Sa tatlong taong nakaraan, nailunsad ng LDGC-NPA-Mindoro ang 61 taktikal na opensiba at mga aksyong militar na puminsala sa 149 pasista, 58 sa mga ito ang killed in action (KIA), 87 ang wounded in action (WIA) at 4 ang naging prisoners of war (POW). Ang walang pakundangang karahasan at pananalasa sa kabuhayan at nakasisira sa kalikasan na mga proyekto ng rehimeng US-Duterte ang dahilan ng patuloy nitong pagkahiwalay sa masang Mindoreño. Ang namumuong galit ng mamamayan ay sasambulat sa kanilang mukha sa tamang panahon.###

Mariing kinukundena ng NDF-Mindoro at buong mamamayang Mindoreño ang walang patumanggang pambobomba, panganganyon at pang-iistraping mula sa ere ng SOLCOM at 203rd Infantry Bde. sa kabundukang bahagi ng Brgy. Lisap, Bongabong, Oriental Mindoro.

Noong Pebrero 26, 2022 sa pagitan ng ala una at alas dos ng madaling araw binomba ng dalawang (2) FA50 ang mga pamayanan ng pambansang minoryang Buhid sa pagitan ng Alyanon at Nalbong, mga sityong nasasakupan ng Brgy. Lisap. Sinundan ito ng artillery shelling ng hindi bababa sa 10 bala ng Howitzer pagsapit ng alas 5 hanggang alas 7 ng umaga. Nang umagang iyon, sumahimpapawid ang dalawang (2) Blackhawk helikopter na nangligalig, nang-istraping at nagbaba ng tropa ng dalawang beses.

Kinabukasan, Pebrero 27, dalawang beses pang binomba ng Howitzer at muling nang-istraping ang dalawang (2) Blackhawk helikopter sa So. Gaang, Brgy. Lisap bandang alas-12 ng tanghali at naglapag ng tropa.

Noong Marso 1, pinulong ng mga berdugong militar ang mga pamayanang saklaw ng barangay at sapilitang pinasusuko ang mga minoryang Buhid. Tinakot na paliliparan ng kanyon ang mga sityo/pamayanan kapag hindi sumuko. Mala-batas militar ding kinontrol ang pamumuhay ng mga minorya nang takdaan sila ng curfew —maaari lang lumabas sa baryo tuwing alas-8 ng umaga hanggang alas-3 ng hapon. Napakalaking epekto nito sa buhay at kabuhayan ng mga katutubo.

Mahigit isang buwan na ang walang puknat na mga operasyong militar sa mga bayan sa Timog Mindoro laluna sa mga bayan ng Bongabong, Roxas, Mansalay, San Jose at Rizal. Upang kamtin ang ibayong pagsinsin at pagtindi ng mga operasyon, idinagdag ang berdugong batalyong 68th IBPA at isang bahagi ng 80th IBPA.

Nangangarap ng gising ang mga pasista na malilipol nila ang rebolusyonaryong kilusan sa isla ng Mindoro bago magtapos ang pasistang rehimeng US-Duterte. Napakalaki ng interes ng mga naghaharing uri na dambungin ang likas na kayamanan sa isla sa Mindoro. Nais nilang bigyang laya ang operasyon ng mapangwasak sa kabuhayan at kapaligirang malakihang pagmimina, pagtatayo ng mga dam sa tabing ng diumanong Tamaraw Reservation Expansion Project. Batid nilang napakalaking sagka ang rebolusyonaryong kilusan sa mapandambong at mapangwasak na malalaking proyektong ito sa kalikasan.

Karapatan ng mamamayang Mindoreño at pambansang minoryang Mangyan na mabuhay nang mapayapa at malaya. Hindi nararapat na magdusa sila sa terorismo ni Duterte, na gamitin laban sa kanila ang mga modernong armas at sasakyang pandigma ng AFP habang hinahayaan nitong agawin ng mga dayuhan ang teritoryo ng West Philippine Sea. Hindi makatarungan para sa mamamayan na patawan ng walang kapantay na pandarahas kung mayroon sa hanay nila ang namumulat at lumalaban para sa kanilang mga karapatan, kung mayroon sa hanay nila ang hindi na makatiis sa kahirapan, pag-aaglahi at pagpapabaya ng inutil, kriminal, magnanakaw, sinungaling, pasista at tiranong rehimeng US-Duterte.

Ang rebolusyonaryong kilusan sa pamamagitan ng CPP-NPA-NDFP ay nagsikap para sa isang makabuluhang usapan upang lutasin ang ugat ng armadong labanan sa pagitan ng GRP at CPP-NPA-NDFP. Subalit walang pakundangang sinabotahe ng tiranong rehimeng Duterte ang usapang pangkapayapaan at tinugis ang mga konsultant ng CPP-NPA-NDF sa “peace talks”. Sukdulang ipinataw ang EO 70 upang buuin ang Inter-Agency Task Force (IATF) na de facto umaaktong hunta militar para sa walang sagkang panlulupig at proteksyon sa pansariling interes ng imperyalistang amo nito at ng sariling pamilya at kroni ni Duterte.

Nananawagan ang NDF-Mindoro sa lahat ng mamamayan sa isla, kasama na ang mga makabayang lingkod ng bayan na buong lakas na labanan ang terorismo at pandarambong na isinasagawa ng rehimeng Duterte sa isla ng Mindoro sa pamamagitan ng SOLCOM, 203rd Bde. at PNP-MIMAROPA. Tinatawagan rin ang mga panggitnang pwersa at tagapagtanggol sa mga karapatang-tao—mga institusyon, organisasyon, propesyunal at indibidwal na makipagkaisa sa mamamayang Mindoreno laluna mga pambansang minoryang Mangyan upang ilantad, tutulan, itigil at panagutin ang mga salarin ng terorismo ng rehimen laban sa mamamayan. Kailangan na idagdag ang mga pandarahas na ito sa 126,000 biktimang Mindoreño sa mga paglabag sa karapatang pantao at internasyunal na makataong batas ng GRP-AFP-PNP sa nakaraang tatlong taong (2019-2021) pananalasa ng JCP-Kapanatagan.

Gawing inspirasyon ang makasaysayang pagkakaisa at sama-samang pag-aalsa ng mamamayan sa EDSA noong Pebrero 25, 1986 na nagwakas sa 14 na taong teroristang paghahari ng diktadurang Marcos.

Ang tumitinding terorismo ng rehimeng Duterte ay nagpapatibay lamang sa pagiging makatarungan ng pambansa-demokratikong rebolusyong bayan.

Police on Saturday night arrested the wife of an Abu Sayyaf leader over components for improvised bombs that were found in a search of their residence in Jolo, Sulu.

Nursita Mahalli Malud is also suspected to be a finance courier for the terrorist group, authorities said.

The 7th Special Action Battalion of the Philippine National Police (PNP) Special Action Force (SAF) and Criminal Investigation and Detection Group (CIDG) Field Unit 9 enforced the search warrant at Malud's residence in Barangay Tulay about 8:30 p.m.


Maj. William Maisog, CIDG 9 provincial officer, in his incident report, said a search warrant, issued by the Regional Trial Court 9th Judicial Region Patikul was enforced against Malud for alleged illegal possession of explosives.

The police alleged that Malud, who is the second wife of Abu Sayyaf sub-leader Mundi Sawadjaan, is an Abu Sayyaf group supporter and was responsible for her husband's finances as well as for funds channelled to the group.

According to the police, Malud was also allegedly in charge of finding medical supplies and bomb components for the group of Sawadjaan.

The police recovered bomb components, including a cartridge of 81-mm mortar, detonating cord, a blasting cap, stranded wires attached to blasting cap, a 9-volt battery with snap connector, a container with arming switch, and other personal belongings, including cellphones, SD cards, and notebook with intelligence value, and receipts of money remittances.

The suspect was temporarily detained in the Jolo Police Station while the seized bomb components and other evidence were placed under the custody of the CIDG.

A suspected bomber has been arrested in a joint operation carried out by the military and the Philippine National Police in Barangay Tulay in Jolo, Sulu, Joint Task Force Sulu said.

In a statement, JTF-Sulu said that law enforcement operatives including members of the 35th Infantry Battalion and the 7th Special Action Battalion of the PNP's Special Action Force (SAF) on Saturday
served a search warrant on Nursitta Mahalli Malud, also known as Kirsita Ismael, and found her in possession of explosive and bomb-making components.

These include one 81-mm mortar HE cartridge, a blasting cap and a detonation cord.

The military said that Malud is the second wife of ASG sub-leader and bomb maker Mundi Sawadjaan. She is currently in custody at the Jolo Municipal Police Station.

Philippine authorities said they arrested the second wife of Abu Sayyaf sub-leader Mundi Sawadjaan in a joint operation in Barangay Tulay in Jolo, Sulu Saturday.

In a statement, the Joint Task Force Sulu said it arrested a certain Nursitta Mahalli Malud, also known as Kirsita Ismael, by virtue of a search warrant for possession of illegal explosives.

Allegedly recovered from the suspect were several explosives and bomb-making components, including an 81mm mortar cartridge, a detonation cord, a blasting cap, a 9-volt battery, and other paraphernalia.

Authorities later confirmed that Kirsita Ismael is the second wife of bomb maker Sawadjaan. She is also in charge of his finances and the procurement of IED materials.


The suspect is currently in the custody of the Jolo Police, while the other pieces of evidence were turned over to the 9th Criminal Investigation and Detection Group (CIDG) Provincial Field Unit and the Provincial Explosive and Canine Unit (PECU).

Gains have been achieved so far in the Bangsamoro peace process, but independent observers noted that delays in some of its key areas could potentially get in the way to the attainment of sustainable peace.

According to the international Third Party Monitoring Team (TPMT), several dimensions of the peace process were still at an early implementation stage and that obstacles to realizing sustainable peace by 2025 remain and should not be underestimated.

“Peace is taking more time and we need to be patient,”
Huseyin Oruc of Turkey said in a press briefing on Thursday during the release of the team’s 7th Public Report in Pasig City.


Oruc, a member of the TPMT, cited the team’s projections in 2013 that all the mechanisms for lasting peace in Bangsamoro would already be finished by 2016.

Unfulfilled expectations

“Now, we are targeting 2025. These are very long delays, this country deserves peace and we need the support of everyone…for the full implementation of the peace agreement,” he said.

The unfulfilled expectations include the proposed transformation of the six recognized camps of the Moro Islamic Liberation Front (MILF) into peaceful and productive economic zones.

TMPT chair Heino Marius said finalizing the Camps Transformation Plan and the Camps Transformation Investment Plan had only been agreed very recently.

“We would expect that the Bangsamoro Normalization Trust Fund (BNTF), which is now in place and which has been operationalized (last year), could also hopefully play an important role in working toward turning these camps into peaceful, productive communities,”
he said.

Marius added that discussions about the BNTF could be found in documents many years back, but it was only last year that the fund was put in operation.


The six MILF enclaves recognized by both parties include camps Abubakar as-Sidique in Maguindanao, Bilal in Lanao del Norte and Lanao del Sur, Omar ibn al-Khattab in Maguindanao, Rajamuda in North Cotabato and Maguindanao, Badre in Maguindanao, and Busrah Somiorang in Lanao del Sur.

The BNTF was formally launched in May 2021 by the MILF-led Bangsamoro government, together with officials from the then Office of the Presidential Adviser on the Peace Process and the World Bank, chosen as fund administrator by the Philippine government and the MILF.

Steady progress

Last week, the TPMT, which was established in 2013 to monitor and review the implementation of the peace agreements between the Philippine government and the MILF, issued its 7th Public Report, covering the period from November 2020 to January 2022.

In a statement, the TPMT noted steady progress in advancing the peace process in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), which was created in 2019 following the ratification of Republic Act No. 11054, or the Organic Law for the BARMM.

The key achievements during the reporting period included the adoption of two more priority codes (Civil Service Code and the Education Code), the transfer of Cotabato City into the BARMM administrative structure, regular interaction between the national and Bangsamoro governments through the Intergovernmental Relations Body (IGRB), the issuance of an amnesty proclamation (including for members of the MILF) and the launch of the third round of decommissioning of MILF forces, the TPMT said.

Marius also noted that the government and the MILF showed a high level of commitment to the peace process and the ceasefire agreement between the parties remained intact.


“We believe that this is the right time to look at the peace agreements from a broader perspective, to assess what has been achieved and what remains to be done, also in view of the new administration taking over later this year,” Marius said.

SUPPORTERS of the Dawlah Islamiya-Maute in Piagapo town have cut ties with the Islamic State-affiliated group following last week’s government operations in another town where at least seven members of the extremist organization were killed, according to the military.

In a statement over the weekend, the 103rd Infantry Brigade based in southern Philippines said
30 supporters, including those acting as couriers for the Dawlah Islamiya, turned themselves in to the military headquarters in Madalum, Lanao del Sur.

“The activity can be attributed to the recent successful encounter at… Maguing Lanao del Sur on March 01, 2022 that brought fear to all other members and supporters of the DI-MG (Dawlah Islamiya-Maute Group),” the 103rd Infantry Brigade Team, also known as the Haribon Team, said.


Government forces launched a land and air offensive in Maguing on March 1, where seven Dawlah Islamiya members and one soldier were, based on the military’s report as of Friday.

Five other soldiers were wounded during the encounter.

The military’s Western Mindanao Command (WestMinCom) said troops have also recovered a significant weapons cache at the camp, where the group was conducting training operations and planning for sabotage activities.

WestMinCom Spokesperson Andrew M. Linao, in a statement Friday, asserted that the “real target is the Daulah Islamiya Maute group,” and that reports of civilian casualties in surrounding communities were still being verified.

“From the ground to the spot and progress reports, there was no indication that there were involved civilian casualties,” he said in a mix of English and Filipino, noting that evacuation was conducted in coordination with the local government and police.

WestMinCom commander Alfredo Rosario, Jr., in a press conference Friday, also clarified that the confusion over the attack with Maguing-based members of the Moro Islamic Liberation Front, which has signed a peace deal with the government, has been settled.

The province of Lanao del Sur includes Marawi City, which was taken siege by the Maute group in 2017.

THE government, through the Task Force to End Local Communist Armed Conflict (TF-Elcac) has inaugurated a mini hospital in a former New People’s Army (NPA)-influenced village in Sindangan, Zamboanga del Norte.

The mini hospital, which held its soft opening last week, is located in Titik village, Sindangan.

Sindangan Mayor Rosendo Labadlabad, head of the Municipal Task Force-Elcac; Zamboanga del Norte Second District Representative Glona Labadlabad; Lieutenant Colonel Filven Noche, 44th Infantry Battalion (IB) commander; and Police Lieutenant Colonel Mario Manipon, Sindangan police chief, inaugurated the Titik Mini Hospital.

The 44IB said in a statement that the Titik Min Hospital, which is now finally operational, is manned by a physician, two midwives and one nurse.

At the same time, the four officials also held a groundbreaking ceremony signaling the start of a road project in Titik village.

Recently, Titik village received a completed road project that extends from Purok 1 to Sitio Mati.

Titik Village Chairperson Teresita Silang expressed her utmost gratitude for long-sought healthcare and infrastructure developmental projects needed by her constituents.

The Titik village, which was previously an NPA-infested area, was recently cleared and is a beneficiary of the Barangay Development Program (BDP) for calendar year 2022.

The BDP is a flagship project of the National TF-Elcac, which is a whole-of-nation approach in defeating the NPA and obtaining sustainable and inclusive peace throughout the country.

Noche said they will sustain the support to the Zamboanga del Norte second congressional district and Municipal TF-Elcac programs to uplift the living condition and quality of life of previously NPA-infested villages amid the health pandemic.

BUKIDNON, Philippines – Bishops from various Christian denominations and a group of lawmakers called for separate official investigations into the February 24 deaths of Lumad rights activist and volunteer teacher Chad Booc and four others in Davao de Oro province.

The calls were made as an offshoot of a controversy surrounding what the military claimed was an encounter in New Bataan town that killed the five activists on February 24.

All five were accused by the military of being New People’s Army (NPA) rebels,
an allegation disputed by Booc’s family and the Save Our Schools Network (SOS Network).


In a March 4 statement, the Ecumenical Bishops’ Forum (EBF) sought separate investigations into the deaths by the Department of Justice (DOJ), the National Bureau of Investigation (NBI), and the Commission on Human Rights (CHR).

The statement was signed by EBF chairperson and United Methodist Church Bishop Ciriaco Francisco, United Church of Christ in the Philippines Bishop Joel Tendero, Caloocan Catholic Bishop Emeritus Deogracias Iniguez Jr., and The Right Reverend Emelyn Gasco-Dacuycuy and Dindo Ranojo of the Iglesia Filipina Independiente.

The EBF said the government’s iron-handed approach in dealing with the longest-running communist insurgency in Southeast Asia resulted in the vilification, red-tagging, frame-ups, detentions, murders, and policies and programs against human rights and environmental activists, sectoral leaders, and even church people.

“Its appetite to hunt groups for speaking out has remained insatiable even in its remaining few months in power,” read part of the bishops’ statement.

At the House of Representatives, six lawmakers under the Makabayan bloc filed House Resolution No. 2500 to urge the CHR to start an investigation into the alleged Davao de Oro encounter.

The resolution noted that Booc, the most prominent member of the group, was subjected to intense red-tagging, threats, and harassment long before his killing.

The legislators also cited conflicting accounts about their deaths.

The resolution was jointly authored by representatives Carlos Zarate, Ferdinand Gaite and Eufemia Cullamat of Bayan Muna, Sarah Elago of the Kabataan party-list, Arlyn Brosas of Gabriela Women’s Party, and France Castro of ACT Teachers.

The authors and their groups themselves, incidentally, have been subjected to years of red-tagging.

The College of Engineering of the University of the Philippines-Diliman also released a strongly worded statement against the rise in the number of killings which it said were attributed to “encounters with the NPA.”

“We demand punitive measures… We believe in the rule of law and justice for all; even in war, there are laws to be followed. Instead of killing our youth, the government should be addressing the causes of their respective decisions to leave their comfortable lives to serve the underserved,” the group said.

Brigadier General Jesus Durante III, commander of the Army’s 1001st Brigade, told a news conference that the encounter in New Bataan came after villagers informed the military that food supplies were en route for delivery to NPA rebels operating in the area.

Davao de Oro Governor Jayvee Tyrone Uy has corroborated the military claims of an encounter in New Bataan on February 24, contrary to allegations made by the NPA and SOS Network that there was none that day.


Booc, according to Durante, was an NPA recruiter, an allegation SOS Network has challenged.

SOS Network said Booc and the other activists were sent to Davao de Oro to do research work because the group anticipated the reopening of Lumad schools.

Meanwhile, the NPA in Southern Mindanao threatened to punish those behind the deaths of activists.

Marco Valbuena, chief information officer of the Communist Party of the Philippines (CPP), alleged that Booc, Gelejurain Ngujo II, Elgyn Balonga, and drivers Roberto Aragon and Tirso Añar were in the custody of the military on the evening of February 23, hours before the alleged encounter took place.

“The victims were accosted at a military checkpoint in Barangay Poblacion, New Bataan in Davao de Oro. On February 24, the bodies of the five were found sprawled on a dirt road in Purok 8, Barangay Andap,” Valbuena alleged.

Rigoberto Sanchez, spokesperson of the NPA in Southern Mindanao, warned of “revolutionary justice.”

The Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA) said it would “punish” those responsible for the deaths of two volunteer school teachers in Davao de Oro in February.

“The NPA in Southern Mindanao shall ensure that revolutionary justice in the conduct of the people’s war is thoroughly meted out,” Rigoberto Sanchez, spokesperson for the NPA-Southern Mindanao, said in a statement.


The Army’s 10th Infantry Division (ID) last week claimed the five — “lumad” teachers Chad Booc and Gelejurain Ngujo II, community health worker Elgyn Balonga, and their two other companions Tirso Añar and Robert Aragon — were NPA rebels who were killed in a “series of armed encounters” in Barangay Andap, New Bataan, early on Feb. 24.

The military, in their report, found one M653 rifle, one .45-caliber pistol, one hand grenade, one antipersonnel mine, assorted food supplies and personal belongings from them.

The NPA denied the military’s narrative, claiming the five — referred to as “New Bataan 5” were “massacred.”

“The NPA command revealed that based on its investigation, the five victims were in the custody of the soldiers under the 10th ID since the night of Feb. 23, before they were presented as ‘killed in an encounter’ the following day,” it said.


The group alleged the five were accosted in a military checkpoint in Barangay Poblacion in New Bataan, which is only a few kilometers from the headquarters of the 66th Infantry Battalion.

On Feb. 24, the lifeless bodies of the five were found sprawled on a dirt road in Purok 8, Barangay Andap.

The Inquirer tried to reach 10th ID spokesperson Capt. Mark Anthony Tito for comment, but he did not respond.

Wounds, bruises

Save Our Schools Network, which assisted the family of Booc in claiming his body, said his cadaver “bore wounds and bruises, indicating possible signs of torture while under military custody.” The family plans to send Booc’s family to their hometown in Cebu where he would undergo an autopsy.

The nongovernmental organization said the five were on their way back to Davao City from New Bataan when they were killed. The unarmed group came from research work to prepare for the possible reopening of schools, when they were killed.

The NPA also denied the five were their members.

The administration of the University of the Philippnes (UP) Diliman College of Engineering, Booc’s alma mater, condemned the killing, and called for “an immediate, unbiased investigation of the incident to establish the facts to explain what really happened, and bring justice” to Booc and the others killed.

Booc finished his computer science degree cum laude at UP Diliman in 2016.

He was among the seven arrested individuals during the so-called interagency “rescue operation” on Feb. 15, 2021, in one of the universities in Cebu City.

They were arrested for allegedly holding several lumad, specifically 19 minors from Talaingod in Mindanao.

A lawless element was arrested and several explosive components were seized in a joint law enforcement operation conducted at Zone 3, Barangay Tulay, Jolo, Sulu Saturday evening, March 5, 2022.

Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command said combined elements from the 35th Infantry Battalion, 37th Explosive Ordnance Disposal Team, K9 Team, 7th Special Action Battalion, 9th Criminal Investigation and Detection Group, and Jolo Municipal Police Station conducted a joint operation
to implement Search Warrant Nr. 2022-08-03 for violation of RA 9516 (Illegal Possession of Explosives) against Nursitta Mahalli Malud.
 
According to Lt. Col. Domingo Robles, Jr., Commanding Officer of 35IB, operating troops successfully apprehended the target and
seized explosive components including one 81mm Cartridge, nine inches detonating cord, one blasting cap, 23 inches #16 stranded wire attached to the blasting cap, one 9-volt battery with snap connector, one plastic container with arming switch (15 inches #16 stranded wire loop type switch), one roll electric tape, one lighter, 15 meters nylon string, and one shoulder bag.
 
Also seized were assorted identification cards, green notebook, one black analog Samsung phone, two android Samsung phones, four sim cards, three SD cards, and assorted money remittance receipts.
 
“This exemplifies that if an operation is well-coordinated, it will definitely be successful. My commendations to the members of the operating teams for this laudable accomplishment,” Brig. Gen. Ignatius Patrimonio, Commander of Joint Task Force Sulu expressed.
 
The arrested person was placed under the custody of Jolo MPS while the seized pieces of evidence were turned over to CIDG PFU9 and PECU Sulu for proper documentation and disposition.

“Law enforcement support operations, in collaboration with the police, will continuously be conducted by the Joint Task Force Sulu to contain lawless elements operating in the area. This significant accomplishment is a testament to the strengthened relationship we have established with our partners. It is with pride that I congratulate the soldiers of the Joint Task Force Sulu headed by Brig. Gen. Patrimonio and the policemen of the different police units in Sulu.

According to Brig. Gen. Domingo Gobway, Commander of Joint Task Force Basilan, troops were conducting combat operation when they received information of
the presence of alias Buloy Parang in the vicinity of Barangay Mangal, Sumisip, Basilan. “Alias Buloy Parang served as a courier and planter of anti-personnel mine (APM) used for extortion by the ASG under Pasil Bayali in Sumisip area,” Brig. Gen. Gobway said.

While operating troops were approaching the reported location, the target opened fire which prompted the government forces to return fire. Short exchange of fires ensued which resulted in the death of Alias Buloy and the recovery of one cal. 45 pistol and one anti-personnel mine.
 
Brig. Gen. Gobway stated that the slain ASG supporter together with Pasil Bayali and Tawakal Bayali were involved in the series of APM bombings targeting a batching plant and the road construction projects in Barangays Limbo Candis, Central Sumisip, Lower Benembengan, and Mangal, all of Sumisip that killed two innocent civilians and one Barangay Peacekeeping Action Team (BPAT) member.
 
“We remain steadfast in fighting against terrorism and neutralizing not only terror group members but even their supporters with the hopes of achieving our ultimate goal. All our achievements are attributed to our dedicated soldiers, our partners, stakeholders, and the populace,” Brig. Gen. Gobway emphasized.

Salaknib—which means “shield” in Ilocano—is an annual bilateral combined exercise that aims to enhance the defense readiness of Filipino and American troops by developing tactical interoperability. The 2022 edition of Salaknib focuses on the capability development of 1BCT, the Army’s primary combined arms, and rapid deployment unit.

The large-scale exercise will be participated by US soldiers and Philippine Army troops from 1BCT, Training and Doctrine Command, Army Support Command, 51st Engineering Brigade, Civil-Military Operations Regiment, Army Artillery Regiment, Army Aviation Regiment, Armor Division, Light Reaction Regiment, Special Forces Regiment (Airborne), and First Scout Ranger Regiment.

Philippine soldiers and the US Army Pacific (USARPAC) contingent kicked off a 20-day Salaknib Exercise that seeks to deepen interoperability of troops of both nations at the 1st Brigade Combat Team (BCT) headquarters in Fort Magsaysay, Nueva Ecija.

FORT MAGSAYSAY, Philippines -- U.S. Army Pacific Soldiers kicked off the start of Salaknib 2022 alongside the Philippine Army's 1st Brigade Combat Team at an opening ceremony March 5, 2022, at Fort Magsaysay, Nueva Ecija, Philippines.

Salaknib is an annual Philippine Army-led, U.S. Army Pacific sponsored bilateral exercise designed to enhance U.S. and Philippine Army capacity and interoperability across the spectrum of military operations, while also strengthening the ties between the two long-standing partner nations.

U.S. Army Pacific Deputy Commanding General Maj. Gen. Matthew W. McFarlane and the Philippine Army Exercise Director, Brig. Gen. Alvin B. Flores presided over the ceremony.

“The United States just published an Indo-Pacific strategy,” said McFarlane. “Two key aspects of that strategy are to build connections in the region and to bolster security in pursuit of a free and open Pacific. This exercise is a demonstration not only to each other, but to all those around the world with inclinations of not abiding by a free and open Pacific.”

Approximately 1,100 U.S. Army Soldiers and their Philippine Army counterparts are scheduled to participate in Salaknib 2022 until the last week of March, with training exercises occurring at Fort Magsaysay and Colonel Ernesto Rabina Air Base.

Participating U.S. units include the 25th Infantry Division, 3rd Infantry Brigade Combat Team, 25th Combat Aviation Brigade, 25th Division Sustainment Brigade, 17th Field Artillery Brigade, the 5th Security Force Assistance Brigade, 413th Contracting Command, 130th Engineer Brigade and more.

Soldiers from both nations will participate in a range of field training and live fire exercises and receive instruction and share best practices in multiple functional areas, including fire support, communications, engineering, counter-improvised explosive devices, and military intelligence.

This year’s Salaknib will also feature the first ever U.S. validated Jungle Operations Training Course taught by the 25th Infantry Division Lightning Academy and Soldiers from 2-27th Infantry Regiment, 3rd Infantry Brigade Combat Team.

“Bringing the Lightning Academy’s jungle course to the Philippines is something we really wanted to do,” said Col. Josh Bookout, 3rd Infantry Brigade Combat Team commander. “When you experience tough training together you form a closer bond, and that’s what Salaknib is all about, building relationships.”

McFarlane concluded his opening remarks with a final reminder to all the participants.

"Just remember, together we are one team, and this one team is prepared for one fight if it ever comes to that, and this exercise demonstrates that capability.”

MARAWI CITY, Lanao del Sur (PIA)--As the city was drastically marked with a historical firefight between the government troops and Dawlah-Islamiyah inspired terrorist group years back, the Australian government delivered its solid support to the Philippines as it now gears to battle against terrorism.

Australian Ambassador to the Philippines Steven Robinsons emphasized in his latest visit Thursday, February 24, that the mission of conquering violence will require a unified effort, thus, the initiative of his country to support and be one with the Philippines.

“Australia stands for the Philippines for fighting against terrorism. It will have lots of cooperation to defeat terrorism and we stand for the people of Marawi as they recover,” he said.

With Australia likewise contributing significantly to the rehabilitation of the city, Robinson reiterated that they will continue its aid for the good of the affected citizens.

“Australia has been here for the last five years and it is going to be here for the foreseeable future to support the city to return to its former glory and the people who have been placed in a difficult status that is a result of the siege and the fight against terrorism,” he said. DAVAO DEL NORTE, Feb. 28 (PIA)---- More than 200 former officers and members of the Southern Regional Committee of the Southern Mindanao Regional Command of the CPP-NPA-NDF this afternoon renounced their allegiance to the communist terrorist group and committed their full support to the national and local government.

They marked their declaration to abandon the CTG with a ceremony done at the Balimba Hills Activity Center, Sitio JBL, Baarangay Sto Nino, in the municipality of Talaingod.
 
An indigenous peoples ritual known in their dialect as “Panubag-tubag” was made, killing a white pig and a white chicken as offerings to the spirits. The combined blood of which, was made to stamp through a thumbmark, their renewed commitment to work for peace and development in their respective communities.

Meanwhile, the EastMinCom Commander reiterated his call to the remaining leaders and members of the CTG to surrender, emulating the right decision of their comrades who capitulated peacefully, before it’s too late.

“To the remaining CTG out there come and lay down your arms. The government’s door is always open to accept and help you to start a new life with your family through the Enhanced Comprehensive Local Integration Program. However, if you refuse to heed our call, we will not think twice in using our force to neutralize you for the greater good of the Filipino people who desire nothing but peace,” he also warned.
