MUNAI, Lanao del Norte, June 3 (PIA)--The Moro Islamic Liberation Front (MILF) North Western Mindanao Front based at Camp Bilal in the province of Lanao del Norte is seen to receive more livelihood facilities from the government through the Department of Trade and Industry (DTI).

DTI Special Concerns and Trade Promotions Group Usec. Abdulgani Macatoman shared that this effort is pursuant to the department’s mandate of initiating business and entrepreneurship for communities in addition to the government’s goal of providing livelihood to needing communities.

“Mayroon tayong mandato sa DTI paano tayo makacreate ng trabaho at makapagturo tayo ng negosyo para tayo ay magkaroon ng kabuhayan... Adhikain po ng ating pamahalaan, ang Duterte administration, na makapagbigay ng pangkabuhayan. Ito ay pinapattern natin sa shared service facility,” he stated.

[We have a mandate in DTI on how we will create employment and introduce business so that we will have livelihood… It is our government’s aim, the Duterte administration, to give livelihood. We pattern this with shared service facility.]

Macatoman bared that the DTI’s shared service facility (SSF)-Phase 2 will deliver the camp’s additional necessary equipment comprising machines to boost coconut, palapa and abaca production.

“Alam niyo po na ang Pilipinas ay isa sa mga malalaking exporters ng coconut so makakapagbigay din tayo ng highly mechanized na mga makina na pwede nating gamitin dito sa Camp Bilal... Kasama din po sa high value crop na tinitignan natin iyong palapa production, abaca extractor. Magkakasama po iyan,” he detailed.

[We all know that the Philippines is one of the big exporters of coconut so we can also give highly mechanized machines that we can use here in Camp Bilal… Along with the high-value crops that we also assess are the palapa production and abaca extractor. Those go together.]

Meanwhile, the DTI in partnership with the Office of the Presidential Adviser on the Peace Process (OPAPP) launched just today the rice mill project for five identified cooperatives of the community.

“Ito ay isa sa mga request ng ating pinakamamahal na si Commander Bravo, member of the parliament. Adhikain natin na madeliver lahat ng pinangako natin. Ito ay umpisa pa lamang doon sa ibibigay natin na pangkabuhayan,” said Macatoman.

MUNAI, LANAO DEL NORTE, June 3 (PIA)--The government, through the joint partnership of the Department of Trade and Industry (DTI) and the Office of the Presidential Adviser on the Peace Process (OPAPP), launched the mobile rice mill project in Camp Bilal, Sitio Kura-Kura in this municipality.

The project was launched through the Inter Cabinet Cluster Mechanism on Normalization-Peaceful Return and Aggressive Inclusion Social Entrepreneurship (ICCMN-PRAISE). It is a socio-economic project of DTI to create economic opportunities for decommissioned Moro Islamic Liberation Front (MILF) combatants and their families in Bangsamoro communities.

“Meron tayong mandato sa DTI na magcreate ng trabaho at tumulong sa negosyo para magkaroon ng kabuhayan,” said Usec. Abdulgani Macatoman of DTI Special Concerns and Trade Promotions Group.

[We have a mandate in DTI to create jobs and help create businesses to make a living.]

Macatoman also shared that they are committed to discuss other projects that can help boost the livelihood in the community.

Asec. Ameenah Fajardo of DTI Special Concerns also said that the livelihood project will be a big help to the community.

Each of the five established cooperatives in the community received a mobile rice mill namely a) 102nd Base Command: Tangisun Agriculture Cooperative, b) Ansar 126th Base Command: BIAF MILF Marketing Cooperative, c) 124th Base Command: Camp Abaga Agriculture Cooperative, d) 123rd Base Command: Al-Fajr Producers Cooperative, and e) Central Base Command (Main Camp): Al-Hajj Abdullah Bravo Macapaar Agriculture Cooperative.

Member of Parliament Abdullah “Commander Bravo” Macapaar conveyed gratitude to the government for the project implemented in their community.

“Maraming-maraming salamat sa tulong lalong-lalo na kay President Duterte dahil hindi niya pinabayaan ang mga Muslim,” he said.

[Thank you very much for the help, especially to President Duterte because he did not abandon the Muslims.]

Macapaar also expressed his commitment to support the development and to maintain peace and order.

“Ako rin ay kasamahan sa gobyerno para paunlarin ang ekonomiya. Kami ay tumutulong na mamaintain ang peace and order dahil kung walang peace and order, walang development,” he added.

MUNAI, Lanao del Norte, June 3 (PIA)--Moro Islamic Liberation Front (MILF) North Western Mindanao Front’s commander and Bangsamoro Parliament member Hadji Abdullah Macapaar, better known as Commander Bravo, reiterated his assurance of supporting the government’s continuous rollout of development in the country.

“Ako rin ay kasamahan ninyo sa gobyerno para paunlarin at panatilihin ang ating ekonomiya at ang ating mga programa sa BARMM at sa MILF,” he pronounced in his opening message during the launching of mobile rice mill projects spearheaded by the Department of Trade and Industry (DTI) and the Office of the Presidential Adviser on the Peace Process (OPAPP) at Camp Bilal in Lanao del Norte today. [I am also an ally of the government in improving and maintaining the economy and the programs for BARMM and MILF.]

Macapaar stressed that together with his entire camp, they will continue to secure the peace and order in the area to pave way for further development, which has already been noticed by the community.

“Kami ay tumutulong. Imemaintain po namin ang peace and order dahil kung walang peace and order, walang development… Nandito ang peace and order, Alhamdulillah. MUNAI, Lanao del Norte, June 3 (PIA)--Despite the coronavirus diseases (COVID)-19 pandemic, the government remains steadfast to fulfill its commitment under the normalization track of the Comprehensive Agreement on the Bangsamoro (CAB).

This, as the Department of Trade and Industry (DTI) and Office of the Presidential Adviser on the Peace Process (OPAPP), started today the rollout of mobile rice mill projects for decommissioned Moro Islamic Liberation From (MILF) combatants and their families in major MILF camps.

Under the Inter-Cabinet Cluster Mechanism on Normalization - Peaceful Return and Aggressive Inclusion Social Entrepreneurship (ICCMN-PRAISE) program, DTI and OPAPP turned over five mobile rice mills to Camp Bilal in Brgy Tamparan, this municipality.

Undersecretary Abdulgani Macatoman of DTI Special Concerns and Trade Promotions Group said the mobile rice mill project is one of the requests of Member of Parliament (MP) Abdullah "Bravo" Macapaar.

Seeking to transform government-acknowledged MILF camps into show windows of peace and development, the ICCMN-PRAISE helps decommissioned MILF combatants reintegrate into mainstream society and become entrepreneurs through the provision of livelihood projects and services.

Macatoman said it also includes the equipment needs of the project supported under a “usufruct arrangement" patterned after the Shared Services Facilities (SSF) program of the Department.

Meanwhile, MP Macapaar expressed his gratitude for the implementation of the normalization projects.

"Kami ay nagpapasalamat sa inyong lahat. Alhamdullillah, nandito na ng ibat-ibang proyekto at programa ng goberyno para sa mga community ng dating combatant," he said.

CAGAYAN DE ORO CITY, June 3 (PIA)--Outgoing 4ID commander, MGen. Andres Centino, recently met with the members of the technical working group of the Regional Task Force to End Local Communist Armed Conflict (RTF ELCAC)-10, as he bade goodbye to assume as the new chief of the Philippine Army.

“I call for this special meeting for RTF TWG to discuss important matters, recommendations or suggestions, as I relinquish my post as chair of the TWG,” said outgoing RTF ELCAC-TWG chairperson MGen. Andres Centino.

Centino expressed his gratitude to each member for his/her contribution to the success of the ELCAC programs in the region during his term. He also calls for a continuous cooperation with whole-of-nation approach for human and economic development.

“The government is on the brink of ending insurgents. We have gained headway because we have done so much convergence efforts not just in the security sector. This is why we have become successful. But there is still so much to be done,” he maintained.

Under his chairmanship, Centino sustained the implementation of Convergence Areas for Peace and Development (CAPDev) and Support to Barangay Development Plan (SBDP), created a Special Task Group on Countering CTG Resource Generation (STG-CCRG), bolstered support on socioeconomic interventions in sitios within forward operating bases (FOBs), and the creation and launching of some Local Task Forces in the region, among others.

Although he is leaving the region, Centino assured of his continued support toward RTF-ELCAC 10’s programs.

“As I relinquish my post as the chair of the technical working group and leave you here in Cagayan de Oro please be assured that my distance will not prevent me from continuing my contribution to our efforts here in Northern Mindanao,” he said. (VPSBautista/PIA10)

DAVAO CITY, June 3 (PIA) – Three members of the Blaan tribe in Kiblawan town, Davao del Sur, have surrendered to authorities on Tuesday (June 1) along with loose firearms.

The surrenderees, who were allegedly involved in the “pangayaw” or tribal wars in the past, voluntarily submitted themselves to Kiblawan Mayor Carl Jason Rama and to Kiblawan PNP Chief PMaj. Rodante Varona.

They handed over two (2) homemade shotguns and M1 Garand rifle with two (2) live ammos to Varona.

Rama extended cash assistance in exchange for the surrendered firearms and to support the needs of their families.

The surrenderees promised to the mayor not to get involved again in the “pangayaw” or in any other illegal activities, and that they will instead help in the peace and order activities in their barangays.

The loose firearms were brought to the police station for proper disposition.

CAMP SIONGCO, Maguindanao, June 3 (PIA )– Twenty-one former fighters of the New People’s Army (NPA) surrendered to the government after a successful negotiation with the 6th Infantry Division and Lebak Municipal Task Force to End Local Communist Armed Conflict (Lebak MTF-ELCAC) Tuesday at the Municipal Hall of Lebak, Sultan Kudarat.

Colonel Eduardo Gubat, commander of the 603rd Infantry Brigade, said the NPA combatants, led by a certain Ariel Odas Apang alias Ka Tats, were members of the Dragon Fruit Platoon of the East Daguma Front. Upon surrender, they brought along 21 firearms, assorted ammunitions, and war materials.

“The mass surrender of the NPA rebels is a result of the relentless efforts of the 603rd Infantry Brigade in partnership with the Local Government Unit of Lebak, Sultan Kudarat; member agencies of the Lebak MTF-ELCAC; and the community itself,” Col. Gubat said.

Major General Juvymax Uy, commander of JTF Central and 6ID, noted that since January 2021, a total of 60 former NPA combatants in the area of the JTF Central Joint Area of Operation have surrendered to the government. Also a total of 60 firearms and explosives were turned over during this period.

MGen Uy said "the recent mass surrender of NPA members will surely have significant impact to weaken the communist terrorist group in Region 12."

The former NPA rebels will temporarily be housed in halfway houses in the province while being processed to avail of the assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

Furthermore, immediate cash and livelihood assistance from Governor Suharto Teng T. Mangudadatu of the Province of Sultan Kudarat and Mayor Frederick Celestial of Lebak Municipality will be given to the 21 former NPA members to help them start a normal, peaceful, and sustainable life with their families. KORONADAL CITY (MindaNews / 03 June) – Seven years after signing their final peace deal, the Philippine government (GPH) and the Moro Islamic Liberation Front (MILF) are demonstrating “a high-level of commitment” to the Comprehensive Agreement on the Bangsamoro (CAB), according to an evaluation by the independent Third Party Monitoring Team (TPMT).

The TPMT, formed in 2013 to monitor, review and assess the agreements forged by the parties, gave the thumbs up to the GPH and the MILF for reaching this far even amid the challenges posed by the coronavirus disease (COVID-19) pandemic.

“It has taken many years of dedicated effort and intense negotiations, of setbacks and advances to arrive at where we are today. The Filipino people can be proud of what has been achieved,” the TPMT said in a statement issued late last month and obtained on Thursday, 3 June.

“The peace process is now at a critical juncture, as bringing an end to five decades of this conflict has come within close reach. Realizing those dreams will require all partners to the peace process to continue to demonstrate the commitment, perseverance and patience which has achieved so much to this point,” it added.

German economist Heino Marius chairs the TPMT and counts as members Karen Tañada of the Gaston Z. Ortigas Peace Institute, Rahib Kudto of the United Youth for Peace and Development, Inc., Huseyin Oruc of IHH Humanitarian Relief Foundation and Sam Chittick of The Asia Foundation.

The GPH and the MILF signed the CAB in 2014 after 17 years of negotiations. Its key component, the establishment of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), was achieved in 2019 following the ratification of Republic Act 11054 or the Organic Law for the BARMM, popularly called the Bangsamoro Organic Law (BOL).

The TPMT noted that the BARMM is faced with a complex task of establishing an autonomous political entity, which should not be underestimated.

The BARMM is governed by the interim MILF-led Bangsamoro Transition Authority, whose mandate will end on June 30, 2022. The BTA had sought the extension of the transition period, which gained the support of peace advocates in Mindanao. At least one million people have affixed their signatures backing extension of the transition period for three years to 2025.

To date, the 18th Congress, however, has yet to decide on the bid to extend the Bangsamoro transition period. It will adjourn its second regular session on Friday, 4 June.

The TPMT declined to make a stand on whether or not an extension of the transition period in the Bangsamoro region is justified, saying it is not within their mandate.

However, the body noted that Presidential Peace Adviser Carlito Galvez, Jr. and BARMM Interim Chief Minister Ahod Ebrahim, who is also MILF chair, had both made clear their strong advocacy to extend the transition period to 2025 to give more time for the BTA to deliver and for the implementation of the provisions of the peace agreement.

“It would be of benefit to the peace process if the issue of extension could be resolved swiftly in the coming days in the interest of predictability and clarity on the way ahead,” the TPMT said.

The BOL mandates the passage of six priority measures by the BTA, which so far passed the administrative, civil and education codes of the region.

The other measures needed to be approved are the electoral, local government and revenue codes.

Currently, the GPH and the MILF are implementing the Annex on Normalization of the CAB, which provides for the decommissioning of MILF fighters and putting their weapons beyond use, and transforming MILF camps into peaceful and productive zones. (Bong S. Sarmiento / MindaNews)

A 16-year-old recruit of the New People’s Army gave herself up to the 94th Infantry Battalion, and this is another proof that the CPP-NPA had long been violating the laws on recruiting minors, regional police spokesperson, Lt. Col. Joem Malong, said yesterday.

Missing her childhood life made alias Monica surrender to the government, Malong said.

Alias Monica said she was a member of Squad 1 under the Central Negros 2, led by alias Ka “Karding”, of the Southwest Front Committee Command that operates in the area of Himamaylan, Negros Occidental, Malong added.

The minor, who surrendered to the 94IB on June 2, also said that she and her childhood friend, alias Alyssa, were both recruited by a certain “Ka Prior”, on August 10 last year.

Being minors and as new members of the armed group, alias Monica admitted that she and Alyssa were not allowed to carry firearms, but were tasked to cook during the operations of the NPA, Malong said.

‘NO FUTURE’

After nine miserable months of hardship she experienced with the CPP-NPA, “Monica” told the 94IB that she realized she has no future in the communist insurgency movement.

“I am tired. Living in the mountains was hard,” Monica, who had asked permission from her commander to return home because she missed her family, said.

When she got home last month, Malong said that Monica was encouraged by her family to surrender.

They sought the help of the 94IB, who turned her over to the Kabankalan City Police Station, to avail of the government’s Enhanced Comprehensive Local Integration Program, Malong added. She is now under the care of the Kabankalan City Social Welfare and Development Office.

National Democratic Front (NDF) Negros through a statement was outraged on the brutal murders of its comrades Rustico Luna Tan and Reynaldo Bocala. It also saluted them for their contributions to the GRP-NDFP peace talks in their capacity as peace consultants.

On May 28 Tan and Bocala were simultaneously killed around 8:00 in in the evening in Cebu and Iloilo respectively. Tan was shot six times on his face and torso by yet unidentified assailants at his home in Camotes Island, Cebu. Meanwhile, Bocala was allegedly killed in a Philippine National Police – Crime Investigation and Detection Group (PNP-CIDG) raid in a subdivision at Pavia, Iloilo.

“Duterte’s ‘kill them all’ and ‘take no prisoners’ tirade has clearly roused his death squads within state forces to kill with impunity,” said Obrero.

Obrero added that the PNP and the Armed Forces of the Philippines (AFP) are quick to manufacture a semblance of victory over the revolutionary movement by going after defenseless civilians, killing on a rampage and exploiting the local government units and the courts.

In another statement, Ka Juanito Magbanua, spokesperson of the Apolinario Gatmaitan Command of the New People’s Army in Negros Island (AGC-NPA), said that the military’s claims of defeating the NPA is an overused publicity stunt to coverup the failure of its “counter-insurgency” campaign under Oplan Kapanatagan and the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

“In Negros’ revolutionary history, all brigade commanders assigned to Negros were unsuccessful in their declaration to destroy or weaken the revolutionary movement,” Magbanua added.

According to Magbanua, the revolutionary forces in Negros Island led by the Communist Party of the Philippines is in a strong position to face and defeat the plan of the tyrannical regime to decimate the revolutionary movement. It is ready to defend the political power it established in the countryside and the welfare of the people.

“The NPA will continue to launch tactical offensives to raise the level of the people’s war and punish those who have blood debts against the people and the revolutionary movement,” Magbanua said.

Also, Obrero called on all Negrosanons to shatter the culture of fear and impunity sown by Duterte and his goons and unite to overcome Duterte’s tyrannical rule in the country.###

Gen. Hermogenes Esperon, National Security Adviser and vice chairman of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is bloating the number of barangays that it claims to have “cleared” of the presence of the New People’s Army (NPA) to secure more funds to be used by the military to ensure control of next year’s elections.

Esperon made claims that there are now 2,220 “cleared barangays” without citing any basis. If he gets his way, Esperon will have control of ₱44 billion funds for the NTF-ELCAC under next year’s budget, following its ₱20 million per barangay program.

Esperon’s bloated number of “cleared barangays” contradicts his claims made the same day that the strength of the NPA now stands at 4,000, which is 300 more than what the Armed Forces of the Philippines (AFP) claimed was 3,700 in December last year. If Esperon were to be believed, that means the NPA grew by one battalion in the past six months, contrary to his own persistent claims that the NPA “is on a decline.”

Gen. Esperon has had a long history of false claims. In 2006, as AFP chief, he declared that the NPA will be crushed before 2010, the year that Gloria Arroyo’s term as president ended.
In truth, Gen. Esperon is merely plucking numbers out of thin air, depending on his political aims. If he wants a bigger budget for the military, he bloats his claims of the NPA’s strength, and if he wants to brag, he claims NPA numbers are on a decline.

Gen. Esperon is one of the key leaders of Duterte’s de facto martial law rule. He is one of Duterte’s key operator tasked to secure military support for Duterte and his ambition of controlling Malacañang beyond 2022.

The Filipino people must denounce Gen. Esperon and expose his farcical claims made to help perpetuate Duterte’s tyrannical regime.

Red fighters under the NPA’s Compostela Valley – Davao Gulf Subregional Command waylaid a squad of the 66th Infantry Battalion on board a KM450 truck in the national highway in Sitio Tagawisan, Brgy. Badas in Mati City, Davao Oriental, at around 8am, May 30. Masses report that at least two soldiers were killed while several others were wounded.

The enemy unit was in transit from Brgy. Taguibo in Mati City to nearby Banay-banay town. The ambush site is less than a kilometer away from a checkpoint of the PNP’s Task Force Mati. Red fighters were able to carry out the military action with firm grasp of guerilla tactics, mastery of terrain and a supportive mass base.

The tactical offensive is a big slap on the face of the 10th Infantry Division, which have repeatedly harped on its accomplishment of having expunged the influence of the revolutionary movement in its areas of operation, especially in Mati City. The fact that Red fighters were able to carry out an ambuscade in a national highway and in broad daylight against a legitimate enemy target proves that the NPA has not lost the support of the peasant masses in the area.

Both the AFP and the local reactionary government in Davao Oriental were quick to claim that the tactical offensive was an “isolated incident,” glossing over their fear that the hundreds of millions of public money spent on their counter-insurgency programs have amounted to nothing in the face of the masses’ continued love for the NPA. Davao Oriental in fact is slated to receive at least P640 million under the NTF-ELCAC’s Barangay Development Program, as reward for the string of civilian killings and other human rights violations, forcing civilians to surrender, strong-arming barangay officials to release so-called “persona non-grata declarations,” and many such antics. The masses know that the BDP funds are earmarked to line the pockets of the AFP leadership in Eastern Mindanao and warchest for Duterte’s bid to secure favorable local and national results in next year’s elections.

Meanhwile, the masses in Davao Oriental consider the tactical offensive as revolutionary justice for the many crimes perpetrated by the fascist 66th IB, whose troops have terrorized Lumad and peasant communities in the province and in neighboring towns of Davao de Oro. The 66th IB is responisble for many cases of psywar, harassments, abduction, physical abuse and forcing civilians to surrender as either NPA members or supporters.

NPA units in Davao Oriental and Davao de Oro will continue to delivery body and head blows against enemy targets in base areas and guerilla zones. With the masses’ support, Duterte’s foolish daydreams of defeating the revolutionary movement, especially the NPA, will be as worthless and ignominious as his fascist and corrupt regime.

Apat na sundalo ang napatay habang tatlo pa ang sugatan nang harasin ng Bagong Hukbong Bayan-Western Samar (Arnulfo Ortiz Command o BHB-AOC) ang mga tropa ng 43rd Infantry Battalion na nagsasagawa ng nakapokus na operasyong militar o FMO sa Oquendo District, Calbayog City noong Mayo 24 bandang alas-9:26 ng umaga.

Sa ulat ng BHB-AOC, gumamit ang isang iskwad nito ng command-detonated explosive (CDX) upang unang paputukan ang 14 na tropa ng 43rd IB na bahagi ng naglulunsad ng FMO sa pagitan ng Brgy. Dawo at Brgy. Bayo. Nakaatras nang walang kaswalti ang mga Pulang mandirigma.

Nagsisinungaling sa publiko ang Armed Forces of the Philippines (AFP) nang mag-ulat itong maraming kaswalti ang BHB-AOC. Pinagtatakpan nito ang sariling pinsala gayundin ang pagkagulantang at malinaw na pagkatalo sa sorpresang atake ng mga Pulang mandirigma. Nakapandidiri ang pagtanggi ng mga upisyal ng AFP sa kanilang pitong kaswalti, na pagyurak sa sarili nilang mga tauhan.

Nagpupugay ang NDFP-ST sa ipinamalas na katapangan at pagkakaisa ng mamamayan ng Quezon para patalsikin ang apat na kampo militar sa kanilang baryo. Sa pamamagitan ng mga petisyon, napalayas ng mga residente ng mga barangay Sta. Elena at Cawayan sa Lopez; at Vista Hermosa at P. Herrera sa Macalelon ang mga kampo ng sundalo sa kanilang lugar.

Inireklamo ng mga residente ng Brgy. Sta. Elena ang bandalismo ng mga sundalo sa kanilang barangay hall. Nag-iiwan dito ng mga kalat at dumi ang mga abusadong militar na pinalilinis sa mga taumbaryo. Bunsod nito, pinagbawalan ng mga residente na tumuloy dito ang mga pasista.

Sa Brgy. Cawayan naman, napilitang umalis ang mga sundalo dahil ayaw ng mga residente na malapit ang kampo sa baryo.

Pinalayas naman ng mga taga-barangay Vista Hermosa ang kampo sa kanilang lugar dahil sa kaguluhan at perwisyong inihahatid ng mga pasista. Noong Enero 31, namatay ang alagang kabayo ng isang residente matapos magpaputok ang mga lasing na CAFGU at militar dahilan para magpetisyon ang mga taumbaryo sa Sangguniang Barangay na palayasin ang militar. Noong Mayo 17, inilipat ng mga sundalo ang kampo sa P. Herrera, karatig na baryo, ngunit kagyat silang sinalubong ng nagrereklamong mamamayan.

Pinalayas ng mamamayan ng Quezon ang mga militar sa gitna ng nagpapatuloy na focused military operations ng 59th IBPA at 85th IBPA sa 34 barangay ng Lopez, Macalelon at Gumaca. Mahigit isang buwan nang nag-ooperasyon ang mga berdugong militar mula pa noong Abril. Aabot sa dalawang laking kumpanya ng AFP-PNP-CAFGU ang sumasaklaw sa mga naturang lugar. Nagsisilbi silang bantay sa konstruksyon ng dalawang mapanirang proyektong dam sa Brgy. Vista Hermosa.

Pinatunayan nitong hindi hadlang ang sandata at pananakot ng militar sa pagbubuklod ng bayan. Inspirasyon ang pagkilos ng mga Quezonin sa iba pang mamamayan ng TK na piniperwisyo rin ng mga kampo militar. Hinihikayat ang bawat baryo na may presensyang militar na maglunsad ng kilusang masa upang palayasin ang mga tampalasang AFP-PNP at pigilan ang pagtatayo ng mga kampo sa kanilang lugar. Ilantad ang mga paglabag sa karapatang pantao ng mga berdugong militar at magsampa ng kaso laban sa AFP-PNP-CAFGU ayon sa CARHRIHL.

Tutulan ang mga operasyong retooled community support program na tabing ng mga sundalo para makapanatili sa mga komunidad at wasakin ang pagkakaisa ng mga taumbaryo. Puspusang ilantad at batikusin ang mga teroristang krimen ng AFP at rehimeng Duterte. Kasabay nito, kailangang ipagpatuloy ng mamamayan ang kanilang panawagan para sa ayuda, serbisyong medikal at bakuna sa gitna ng lumalalang krisis ng pandemyang COVID-19.

Higit pang palawakin at patatagin ang mga organisasyong masa sa rehiyon upang bigkisin ang pagkakaisa at itaas ang diwa at kakayahan ng mamamayan na lumaban. Makipagtulungan at lalupang pahigpitin ang ugnayan sa NPA upang biguin at bigwasan ang palalong kaaway. Sa harap ng hagupit ng kampanyang panunupil ng rehimen, ibayo pang sumulong at makibaka sa landas ng pambansa demokratikong rebolusyon.###

Mariing kinokondena ng NDFP-ST ang terrorist listing ng Anti-Terrorism Council (ATC) sa 19 na diumano’y kasapi ng CPP, kabilang ang mga peace consultant ng NDFP. Hindi ito makatarungan at dapat itakwil ng mamamayan dahil humahadlang ito sa panunumbalik ng usapang pangkapayapaan sa bansa. Isinasapanganib din nito ang buhay ng mga peace consultant at iba pang personahe ng NDFP.

Garapalan ang pagiging kontra-kapayapaan ni Duterte. Imbing pakana ang terrorist-tagging sa mga peace consultant ng NDFP upang sagkaan ang mga pagsisikap ng mamamayan na lutasin sa pamamaraang pulitikal ang ugat ng limang dekadang armadong tunggalian sa bansa. Bago ito, arbitraryong iniutos ni Duterte sa GRP peace panel na itigil na ang usapang pangkapayapaan. Itinalaga niya pa ang militaristang heneral na si Carlito Galvez sa Office of the Presidential Adviser on the Peace Process (OPAPP). Hinayaan din niyang isabotahe ito ng mga kontra-kapayapaang sina Lorenzana, Esperon at Año at ipinagpatuloy ang mga operasyong militar at pulis ng AFP-PNP sa gitna ng umiiral na tigil-putukan sa pagitan ng GRP at CPP-NPA-NDFP. Nagpapatuloy pa ang pagpaslang at pang-aaresto sa mga consultant ng NDFP sa kabila ng proteksyong iginagawad sa kanila ng Joint Agreement on Safety and Immunity Guarantee (JASIG).

Ang terrorist listing sa mga peace consultant ng NDFP ay umaayon sa kumpas ng imperyalismong US. Hindi nanaisin ng imperyalismong US, kasabwat ang mga lokal na naghaharing uri na matuloy ang usapang pangkapayapaan at humantong sa pampulitikang pagkakasundo na papabor sa pambansa at demokratikong interes ng mamamayan. Ilang beses na nitong sinabotahe ang usapan sa katauhan ng tatlong ahente nito na sina Lorenzana, Esperon at Año. Nais nilang panatilihin ang paghahari ng US sa bansa at mga lokal na oligarko, pangalagaan ang kanilang makauring interes at ipagpatuloy ang kasalukuyang malakolonyal at malapyudal na lipunang Pilipino.

Walang batayan ang teroristang paratang ng ATC. Nilalayon lamang nitong pasamain ang imahe ng rebolusyonaryong kilusan sa mamamayan. Ang CPP-NPA-NDFP ay isang lehitimong pwersang belligerent, isang rebolusyonaryong organisasyong nagsusulong ng dakila at makatarungang pakikibaka para sa panlipunang pagbabago. Mahigpit din nitong itinataguyod ang mga umiiral na International Humanitarian Law (IHL) at iba pang internasyunal na makataong batas sa digma. Kinikilala at mahigpit na tumatalima ang CPP-NPA-NDFP sa 1977 Protocol I at II ng 1949 Geneva Convention at iba pang internasyunal na tuntuning nagbibigay ng proteksyon sa mga sibilyan at hindi kalahok sa digmaan at ang makataong pagtrato sa mga nakikidigmang pwersa ng estado na nabibihag at nasusugatan sa labanan.

Taliwas sa paratang ng rehimen, ang mga NDFP consultant ay mga peace advocate o nagsusulong ng kapayapaan sa pamamagitan ng pagtataguyod ng mga substantibong adyenda at programa na komprehensibong tumutugon sa sosyo-ekonomiko at pulitikal na adhikain ng sambayanang Pilipino upang wakasan ang ugat ng armadong labanan sa bansa. Sa usapang pangkapayapaan, naipagtagumpay ng NDFP ang Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHIHL) para pangalagaan ang karapatang tao ng mga kalahok at apektado ng digmaang sibil sa Pilipinas. Kinilala at pinagtibay ito ng dalawang panig. Bago mahinto ang usapang pangkapayapaan, iginigiit ng NDFP ang pagpirma sa Comprehensive Agreement on Social and Economic Reforms (CASER) na tutugon sa mga pang-ekonomiko at panlipunang pangangailangan ng mamamayan. Sa ganoon, dalisay ang hangarin ng CPP-NPA-NDFP na kamtin ang tunay, makatarungan at pangmatagalang kapayapaan para sa mamamayan.

Ang totoong terorista ay yaong gumagawa ng malawakan, sistematiko at karumal-dumal na mga krimen sa sangkatauhan tulad ng rehimeng US-Duterte. Katunayan, isinabatas nito Anti-Terror Law (ATL) upang balutan ng ligalidad ang terorismo ng estado at takasan ang pananagutan sa mga brutalidad at krimen nito laban sa mamamayan. Instrumento din ang ATL laban sa mga itinuturing ng rehimen na “kalaban ng estado” kagaya ng mga NDFP peace consultant, mga aktibista’t progresibo, kritiko at ligal na oposisyon.

Sa kasalukuyan, kinakaharap ng mamamayan ang laganap na impyunidad at kawalan ng respeto sa proseso, panuntunan at alituntunin alinsunod sa prinsipyo ng rule of law na ginagarantiyahan ng Konstitusyon ng GRP at internasyunal na makataong batas. Inaatasan at iniengganyo pa ni Duterte na pumatay ang AFP-PNP, ang pribadong death squad nito. Mahigit sa 30,000 ang biktima ng extrajudicial killings (EJK) kabilang ang mga pinaghihinalaang adik at tulak ng droga, mga lider-masa, aktibista at mga kritiko ng rehimen. Hindi rin mabilang ang iba pang mga paglabag ng rehimen sa karapatang tao gaya ng iligal na pang-aaresto, pagdukot, pagpapahirap, pananakot, panghaharas at intimidasyon, panggagahasa, sapilitang pagbabakwet, economic and food blockade at iba pa. Marami ring kaso ng pagpaslang sa mga hors de combat sa hanay ng rebolusyonaryo at nakikidigmang pwersa, malinaw na paglabag sa IHL at iba pang mga batas at tuntunin sa pakikidigma.

Hindi mapipigilan ng terrorist-tagging at iba pang mga panggigipit ng rehimen ang NDFP na tupdin ang tungkulin nitong buklurin ang sambayanan laban sa teroristang estado. Patuloy na lalaban ang mamamayan para sa kanilang mga demokratikong karapatan. Suklam na suklam na ang mamamayan sa hibang na anti-komunistang panunugis ng rehimen. Kinokondena nila ang malawakang red-tagging at terrorist-tagging sa kanilang hanay. Lumalakas ang panawagang ibasura ang ATL at tanggalan ng pondo ang NTF-ELCAC.

Nananawagan ang NDFP-ST sa mga mapagmahal sa kapayapaan na labanan at kondenahin ang terrorist-listing sa mga peace consultants at iba pang kasapi ng CPP-NPA-NDFP. Iginigiit din ng NDFP-ST na dapat tanggalin ng US, New Zealand, Australia, UK at European Union ang CPP-NPA-NDFP sa listahan nito ng mga teroristang organisasyon.

Lalong lumilinaw ang pagiging makatarungan ng paglulunsad ng rebolusyon ng mamamayan. Ang tunay na kapayapaan ay makakamit lamang sa pagtatagumpay ng pambansa demokratikong rebolusyon. Kailangang paigtingin ng mamamayan ang kanilang pakikibaka para ipagwagi ang digmang bayan. Sa pagbagsak ng teroristang rehimen, itatayo ang tunay na gubyerno ng mamamayan na magtatanggol sa interes ng bayan at magtataguyod sa kapayapaang nakabatay sa hustisyang panlipunan.###

Mariing kinukundena ng NDFP-ST ang pagdukot ng AFP-PNP noong Mayo 12 sa apat (4) na taong gulang na si MJ, anak ng isang detenidong pulitikal sa Oriental Mindoro. Marapat na panagutin ang mersenaryong tropa ng 203rd Brigade sa ilalim ni Col. Augusto Villareal na nagsagawa ng marahas na pagdukot sa bata. Sa kanilang ginawa, pinatotohanang walang ligtas, maging bata, sa terorismo ng rehimeng Duterte.

Malinaw ang mga paglabag sa karapatang tao sa operasyon ng AFP-PNP noong alas-7 ng gabi ng Mayo 12 sa Rizal, Occidental Mindoro. Nilusob ng mga pasista ang tirahan ng mga tagapangalaga ni MJ na pamilyang Fernandez at sapilitang kinuha ang bata. Tinutukan ng baril ang mag-asawa at tinakot ang kanilang mga anak na panay mga menor de edad. Halos sagasaan ng sasakyan ng 203rd Brigade ang mga naghahabol na mag-asawa. Nilabag nila maging ang batas ng GRP na RA 9262 o Anti-Violence Against Women and Children Act of 2004.

Dinamay rin ang buong komunidad sa pandarahas. Pinatay ang ilaw sa mga bahay habang nag-iikot sa baryo ang mga sundalo. Walang kahihiyang nagkunwari ang mga pasistang sundalo na NPA para mahanap at mapasok ang tirahan ni MJ.

Nakasusuklam ang pangyayari lalupa’t may kaugnayan sa kontra-rebolusyonaryong kampanya ng rehimen ang pagdukot kay MJ. Si MJ ay anak ni Emilia Marquez, isang health worker na inakusahan ng rehimeng Duterte na kasapi ng NPA kahit na wala namang katibayan, at sa bisa ng gawa-gawang kaso at mga tanim na ebidensya ay ipiniit sa loob ng apat na taon. Pati ama ni MJ ay ginawang wanted ng AFP-PNP kaya’t naiwan ang bata sa pangangalaga ng mga Fernandez.

Ngayon, gusto ng AFP-PNP na gamitin si MJ para ipresyur si Marquez na sumuko o maging bahagi ng kanilang itim na propaganda laban sa CPP-NPA-NDFP. Napakarumi, napakababa at napakawalanghiya ng rehimen sa paggamit ng ganitong mga iskema laban sa mga detenidong pulitikal at mga aktibista na nais nilang bitagin.

Ipinapakita nito ang patakaran ng estado na pag-atake sa mga walang kalaban-laban, inosente at musmos tulad ni MJ. Wala ring armas ang mga Fernandez, subalit sa kanilang pagmamahal sa bata ay matapang na hinarap ang mga sundalong animo’y may kaharap na mga kriminal sa tindi ng kanilang kondukta. Malinaw ang intensyon ng 203rd Brigade na magtanim ng teror sa komunidad.

Ang kalupitan kay MJ ay hindi isang hiwalay o bagong insidente ng paglapastangan sa karapatan ng mga bata ng reaksyunaryong estado. Isa rito ang pagkidnap ni Gen. Alejandro Galido ng SOLCOM sa limang taong gulang na si Andrea, panganay na anak ni Gregorio “Ka Roger” Rosal noong 1988. Desperado si Galido na patahimikin si Ka Roger na noo’y tagapagsalita ng NPA-Southern Tagalog.

Maging ang anak ni Andrea ay naging biktima din ng kalupitan ng estado. Dinakip si Andrea nong 2014 habang nagbubuntis at pinagkaitan ng atensyong medikal nang ikulong, dahilan para mamatay ang kanyang anak isang araw matapos isilang. Sa ilalim naman ni Duterte, namatay ang sanggol na si Baby River matapos siyang ihiwalay sa kanyang ina na si Reina Nasino na iligal ding inaresto at ikinulong.

Wala ring pakundangan ang AFP-PNP sa paglapastangan sa kapakanan ng mga batang anak ng mga lider ng mga organisasyong masa na tinatakan nilang “terorista”. Nitong Marso lamang, natrauma ang 10-taong gulang na anak ng mag-asawang Chai at Ariel Evangelista na mga biktima ng Bloody Sunday nang masaksihan niyang paslangin ang mga magulang sa loob ng kanilang bahay sa Batangas. Ganito rin ang nangyari sa magkakapatid na Albarillo na saksi sa pagpatay sa kanilang ama at ina sa Oriental Mindoro noong Oplan Bayanihan ng rehimeng US-Arroyo.

Lahat ng ito’y pruweba na hindi tumatalima ang GRP sa pinirmahang 1990 Convention on the Rights of the Child ng United Nations. Taliwas din ito sa kasunduan ng NDFP at GRP na pangangalaga sa karapatang tao ng lahat kabilang ang mga bata sa ilalim ng CARHRIHL. Sa kabilang banda, kinikilala at ginagalang ng NDFP ang 1990 Convention on the Rights of the Child ng United Nations. Higit pa rito, sa sariling Declaration and Program of Action for the Rights, Protection and Welfare of Children ng NDFP na inilabas noong 2012, nakasaad ang pinakamataas na pagpapahalaga ng rebolusyonaryong kilusan sa kapakanan at kagalingan ng mga bata.

Kailangang ilantad ang kalupitan at kawalang respeto ng GRP sa karapatan ng mga bata sa harap ng pagkukunwa nitong pinangangalagaan ang mga kabataan. Kailangang punitin ang mga kasinungalingan nito at pagbabaliktad sa katotohanan—sa kaso ni MJ, ang pagpapalabas ng AFP-PNP na sila ang nagbalik sa bata sa kanyang ina gayong sila nga ang naglayo sa dalawa nang ikulong nila si Marquez.

Dapat ding singilin ang GRP sa pagpapabaya sa mga kabataan at pagsira sa kanilang kinabukasan. Inutil ito sa paglutas sa lumalalang kagutuman na tiyak na nagpapahirap sa mga bata. Pati mga community pantry na takbuhan ng mga nagugutom na maralita ay ginigipit. Niyuyurakan din ang kagustuhan at karapatan ng mga batang makapag-aral sa pagtanggi nitong muling buksan ang mga paaralan. Dagdag pahirap ang ipinalit nitong blended learning sa face to face classes na humantong pa nga sa ilang kaso ng nagpakamatay na mga estudyanteng hindi makaangkop sa bagong moda ng pag-aaral. Wala rin itong pagsasaalang-alang sa mga batang nagbabakwit dahil sa walang tigil na pambobomba, panganganyon at panghahalihaw ng AFP-PNP sa ngalan ng kontra-rebolusyonaryong gera.

Kung mananatiling ganito ang takbo ng lipunan, hindi maiiwasang maaga pa lang ay mamulat na ang mga kabataan sa pangangailangan ng armadong rebolusyon. Hindi rin sila masisisi kung matutong lumaban at kamuhian ang AFP-PNP bunsod ng mga atrosidad. Si Andrea Rosal, na bata pa nang maranasan ang kalupitan ng militar, ay nag-armas at sumapi sa NPA. Dito, nag-ambag siya sa pagtatatag ng isang lipunang tunay na kakalinga sa mga bata at maghahanda ng maaliwalas na hinaharap para sa kanila.

Sa harap ng kapalaluan ng GRP, makakaasa ang mamamayan na itataguyod ng rebolusyonaryong kilusan ang karapatan ng mga bata. Nangangako rin ang NDFP-ST na walang pagod nitong ipagtatanggol ang karapatan ng mga bata laban sa pang-aabuso ng GRP. Iimbestigahan nito at ilalantad ang mga kaso ng paglabag sa karapatan ng mga bata. Gagawin nito ang buong makakaya upang panagutin ang mga salarin kabilang ang mga pasistang sundalo at mga heneral na sangkot sa pagdukot kay MJ.###

Tin-aw sa bidyong nakuha sa usa ka bata na gikuha ni Zinampan ang iyang baril gikan sa bag, gitago ang gunit na baril sa iyahang likod, ug kalit na mipadulong sa usa ka tigulang na babayeng nagpalit og sigarilyo sa tindahan. Gipaduol ni Zinampan ang biktima, ug kalit nga gibira ang buhok niini ug gipusil.

Hugot nga ginakundena sa Kabataang Makabayan Southern Mindanao Region ang brutal nga pagpatay kang Lilibeth Valdez. Grabe ka makasubo ang kanhing panghitabo. Gani, daghan na kaayong nalagas nga kinabuhi sa kamot sa mga pulis ug militar.

Imbes nga alagaran ug protektahan ang katawhan, mas nahimo pa hinoong delikado ang kinabuhi sa mga Pilipino sa ilahang mga kamot. Kung kinsa pa ang naay responsibilidad mahimong dangpanan sa katawhan, mao pa sila ang numero unong tigpamatay sa yanong Pilipino.

Kinsa na lang man ang angay tawagon ug duolan sa mga tawo? Kini nga disiplina ug tinuod nga paghigugma alang sa katawhang kabos ug mga kaubanan wala sa Philippine National Police ug sa Philippine Army kay nahimong pondasyon sa ilahang mga institusyon ang kultura nga brutal, pasista, berdugo, macho, ug pyudal.
