The Philippine Army’s 3rd Infantry Division reported that it has dismantled two New People’s Army guerilla fronts in Negros Island, with another soon to follow.

Maj. Cenon Pancito III, spokesperson of the 3rd Infantry Division, said yesterday that they were able to dismantle the South East and Northern Negros Fronts of the Komiteng Rehiyonal-Negros/Cebu/Bohol/Siquijor (KR-NCBS), in the past year.

Eighty-four far-flung communities in Western and Central Visayas have also been liberated from the influence of the CPP-NPA-NDF, Pancito said.

The KR-NCBS had earlier issued a statement strongly debunking military claims of having dismantled its South East Front guerilla unit.

Pancito said that 40 to 60 NPA fighters compose a guerilla front, but they were able to reduce their armed strength to less than 15 fighters.

While he admitted that there are still NPA remnants operating in the northern and southeast portions of Negros Island, Pancito said they are more focused on recovering their areas, and avoiding armed skirmishes with government troops.


They shift to political work, and building alliances again, and recruiting new fighters, based on documents recovered by Army troops, following encounters with the NPA, he added.

Maj. Gen. Eric Vinoya, 3ID commander, said they were able to induce numerous surrenders of both guerilla members and supporters of the CPP-NPA. From January to April 28 this year, the 3ID infantry units stationed in Negros, Panay, and Bohol had conducted 57 operations that resulted in the killing of 15 NPA rebels, capture of two others, and seizure of 24 high-powered firearms.

This coming month of June, Duterte will start his final lame-duck year in his office. He is expected to publicly decide what he wants beyond the constitutional limit of his term and make some crucial moves in the months of June to September before the registration of presidential and other candidates begins in October if elections would be held in 2022.

Since the time that he sabotaged and terminated the GRP-NDFP peace negotiations in 2017, Duterte has indicated so many times his intention to grab power like Marcos did through martial law proclamation and charter change. Since 2020, he has also indicated he could rig the 2022 presidential elections and install his stooge in the same way that he rigged the 2019 mid-term elections to gain a super-majority in Congress.

According to sources close to the national security cluster of the Duterte cabinet and the NTF-ELCAC, Duterte plans to carry out false-flag operations to scapegoat the CPP and NPA and order the mass arrest and mass murder of the red-tagged social activists, human rights defenders, critics and oppositionists in order to proclaim martial law, claim false victory over the revolutionary movement and intimidate the broad masses of the people.

At the same time, under conditions of martial law or otherwise, he keeps in reserve the option of holding and rigging the 2022 elections to install a stooge as president and himself as vice president. His overriding concern is to prevent the election of a new president that would allow his arrest and trial by the International Criminal Court for the grave human rights violations that he has committed Duterte keeps on overestimating his mental and physical staying power, despite the fact that he stays out of public view for long periods of time because of his frequent dialysis treatment and the increasing signs of dementia, forgetfulness, incoherence, slurred speech and abusive language during his public appearance and playing of his pre-recorded statements.

Whatever Duterte decides and succeeds in doing to control events in the short run of events, he like his paragon Marcos will eventually be overtaken by the consequences of his crimes of treason, state terrorism, mass murder, plunder and prevarication and by the accelerated worsening of the socio-economic and political crisis of the ruling system which he has aggravated.

Among the worst crimes of Duterte are the following:

  1. He has committed so many grave human rights violations, especially the mass murder of tens of thousands of people, including the victims in the bogus war on drugs and in the war against the people’s armed revolution.
  2. He has exposed himself as a traitor by repeatedly asserting that China possesses the West Philippine Sea and the abundant marine and mineral resources beneath. He is the puppet tool of China in violating the sovereign and maritime rights of the Philippines under UNCLOS and the 2016 judgment of the Permanent Court of Arbitration in favor of the Philippines against China.
  3. He pretends to be independent of US imperialism but has carried out his all-out war policy against the revolutionary movement upon the the diktat of the US and with its military assistance. He has served the continuing economic, political and military dominance of the US over the Philippines.
  4. He has become the supreme drug lord and head of the supreme crime family in the Philippines by using the mass murder of more than 30,000 people to grab control over the illegal drug trade in combination with Chinese criminal syndicates.
  5. He has corrupted military and police officers in order to make the reactionary armed forces and police his private army for counterrevolutionary as well as purely criminal purposes.
  6. He has plundered and bankrupted the Philippine economy through bureaucratic corruption, military overspending and other misappropriations of public funds for the benefit of his family, business cronies and favorite generals.
  7. He terminated the negotiation and drafting of the Comprehensive Agreement on Social and Economic Reforms in order to continue and aggravate the exploitation of the Filipino people by foreign monopolies, big compradors and landlords.
  8. He allowed the Covid-19 pandemic to spread in the Philippines by allowing 500,00 Chinese tourists and casino players from January 2020 onward despite warnings from WHO authorities.
  9. He promised health measures and economic assistance to help the people against the pandemic and the massive loss of jobs and other means of livelihood but instead he has betrayed them and used the pandemic as an opportunity to divert public funds in order to enrich himself, his family and cronies.
  10. He has pushed the public debt to the unsustainable level of Php 10.4 trillion (as of February 2021) by retaining a neocolonial and semifeudal economy dependent on raw-material extraction and cheap labor and wasting resources on bureaucratic corruption and military overspending.
Because the Duterte regime has committed all the above-mentioned crimes and more, it cannot achieve its vile objective of destroying the CPP, NPA, NDFP, revolutionary mass organizations and the organs of the people’s government because they thrive on the escalating conditions of oppression and exploitation and because they follow the general line of new democratic revolution through protracted people’s war.

It is of decisive importance for all the patriotic and progressive forces to build and strengthen a broad united front in order arouse, organize and mobilize the Filipino people in their millions and to isolate, weaken, fight and frustrate whatever scheme Duterte chooses to implement in order to prolong himself in power and delay his day of reckoning.

Such a broad united front can be instrumental not only for ending the traitorous, tyrannical, terrorist, genocidal, plundering and mendacious Duterte regime but also for opening the road to a just peace by resuming the peace negotiations that addresses the roots of the armed conflict through basic social, economic and political reforms.

The Communist Party of the Philippines, the party of the Filipino proletarian class, firmly salutes the working class across the world and Filipino workers this May One. We mark today the International Workers’ Day amid intense monopoly capitalist crisis around the world and intensifying oppression and exploitation of workers and the toiling masses. Let us strengthen our determination to advance the struggle to overthrow imperialism and carry forward socialist revolution to forge a new society.

Let us draw inspiration from the great victories of the Paris Commune 150 years ago, world history’s first victory of the working class in overthrowing the reactionary state of the bourgeoisie, establishing working class political power and democratic self-rule. The lessons of the Commune in waging socialist revolution and establishing a new society remain a beacon for the Philippine working class.

The current situation demands that the Filipino working class vigorously advance the people’s struggle for democracy and national freedom. Because of the intense socioeconomic difficulties and political crisis of the ruling system, the rotten core of the semicolonial and semifeudal system is further exposed, and underscores the necessity of waging revolutionary change to put an end to the hardships and oppression of the people.

The Covid-19 pandemic continues to rage as more and more Filipinos are becoming infected and denied of appropriate medical attention because of the failed response of the Duterte regime to the public health crisis. It has neglected the people’s welfare and scrimped funds for free mass testing and treatment, for effective contact tracing, strengthening public hospitals and laboratories, research and other essential measures for fighting the pandemic. Workers are among the most vulnerable to the pandemic, both in the factories and places of work that are not sufficiently safe, as well as in their congested communities.

While the pandemic causes grave damage and people are made to do with nothing, Duterte satiates his own family and minions with public funds. He has raised the budget for the military and police to buy the loyalty of generals and top officers, and use the AFP and PNP in his relentless campaign of suppression and crackdown against people who are raising their voices amid the widespread crisis and impoverishment.

The economic crisis the besets the people is unprecedented. Almost 11 million are without work and lost jobs. Workers’ wages are extremely low. State aid is slow and insufficient, especially in the face of rising prices of commodities. The Duterte regime is causing people to beg, go hungry and line up in long queues for food aid. The economic crisis was caused by the US-Duterte regime which has refused to increase wages, relies on borrowing, promotes corruption and squanders funds on the police and military. Amid the pandemic, it has railroaded the CREATE law that favors tax-cuts on big corporations, further liberalized importation of pork that further imperils local agriculture, and issued EO 130 that will pave the way for relentless plunder of the country’s mineral resources by Chinese and other foreign companies.

The crisis is dealing heavier blows against workers. Oppression and exploitation is intensified in the form of lower wages, contractualization and lack of protection in workplaces amid the pandemic. Attacks against organized labor are also worsening including attempts to disunite workers, surveillance on union organizing in enclaves, killing of their leaders and threats against their members.

These are part of the state armed forces’ relentless attacks against democratic people’s organizations under the guise of “counterinsurgency.” As the end of Duterte’s official term draws near, cases of killings, illegal arrests and red-tagging pile up. Wielding the Anti-Terror Law, the regime aims to silence anyone opposing his fascist reign, and pave the way to impose a fascist dictatorship or manipulate the 2022 elections to perpetuate in power his political dynasty.

Duterte mortally fears the people’s retribution for his national treachery, the rapid erosion of Philippine sovereignty due to his servility to China and for permitting to plunder of wide seas covered by the Philippine exclusive economic zone. Duterte crumpled and set aside the decision of the International Arbitral Tribunal which recognized the rights of the Philippines under the United Nations Convention on the Laws of the Seas (UNCLOS). In exchange for China’s promised loans and benefiting from his ties with Chinese drug syndicates, Duterte allowed China to loot Philippine marine resources at the expense of Filipino fishermen and the people.

The Filipino working class must stand at the forefront of the people’s democratic struggles, and serve as the most solid core of the mass movement to end the tyrannical reign of the US-Duterte fascist regime.

It must continue to build, expand and strengthen workers’ unions and associations and advance the militant workers’ movement. Workers must strengthen their unions to resolutely fight the onslaught of the fascist police and military against their ranks, and to effectively advance the workers’ outstanding demands for wage increase and job security. There is urgency in the demand for ₱100 emergency wage increase in the face of the rapid decrease of the value of peso and increasing prices of commodities. Let the flames of workers’ struggles engulf factories and entire enclaves across the country.

At the same time, Filipino workers must continuously strengthen their unity with democratic sectors in both the cities and countryside. They must support the democratic demands and struggles of the Filipino masses. They must continuously support the clamor of health workers for salary increases, hazard pay and greater subsidy for health services. They must also strengthen their support for peasants’ demand for land, lower rent, abolishing usury and other forms of exploitation in the countryside. At the same time, the demand of children and youth to safely reopen schools, increase teachers’ salary and additional state subsidy on education. The workers’ movement must also strongly oppose the government’s unending foreign-borrowing, and oppose the huge budget allocation for satiating the military and police.

Workers’ determination must be steeled by raising their class and political consciousness to fight for the Filipino people’s national and democratic aspirations. A widespread cultural and educational movement must be carried out to invigorate patriotism. Study Philippine history and the continuing struggle of the Filipino people for national liberation from the clutches of imperialism and its lackeys in the puppet state. Conduct widespread education on the situation of Philippine society and the need for a national democratic revolution.

Further deepen the roots of the Communist Party of the Philippines among workers. Continue the mass recruitment of workers for them to serve as proletarian cadres at the forefront and backbone of the class struggle of workers. Activists and cadres among workers must be resolutely recruited to the New People’s Army to serve as its Red fighters and commanders.

The democratic and anti-imperialist struggles being carried forward by Filipino workers are part of the rising global anti-imperialist and democratic movement. These indicate the decaying global capitalist system and its resulting sharp economic crisis, fascism, racism and other forms of oppression and attacks against workers and oppressed masses. It is the task of the revolutionary proletariat to rise up, arouse, lead and bring the broad movements towards the revolutionary path of class struggle.

Across the world, conditions are ripe to strengthen communist parties and lead the widespread struggles and bring the global socialist revolution unto the eve of a new resurgence.

Long live the working class and oppressed masses of the world!

Long live the Filipino working class!

Long live the Communist Party of the Philippines!

Advance the national democratic revolution!

By design, the country has been deprived of fortified defenses against any foreign invasion by the US imperialist. It goes against its interest to enable countries under its control to take the nationalist path. The current US-Duterte regime’s lack of decisiveness in defending the country’s sovereignty merely mirrors the US imperialist’s lack of desire to engage in military hostility against China.

In any conflict that demands for a show of strength, it is not sophiscated arms that dictate the outcome. It is the people’s valor, their determination, their unwavering sacrifice for victory, and their firm nationalist unity that allows a country to unyieldingly stand against any foreign invasion. The Filipino people has proven it has all this. Then why does Duterte have his tails between his legs?

He has sold his soul to his imperialist master. It is better for Duterte to let it appear that he is being browbeaten to submission than let it be known that his regime has no intention at all of protecting the country’s sovereignty in the first place. Under the neocolonial rule of US imperialism, this is an imperative for any regime to reign.

Duterte has repeatedly washed his hands of the regime’s paltry foreign relations policies. He is not forced and frightened by the might of China. The regime is bent on revising the Constitution, under many guises and ruses, to further open the public coffers for plundering no matter the cost to the Filipino people’s sovereignty. Throughout his leadership he has repeatedly let China stomp all over the country’s sovereignty to implement his hollow infrastructure projects and joint ventures. These have allowed him to amass wealth for his family and cronies.

His current bloodthirsty campaign against the Filipino people further weakens the country. Instead of bolstering the government’s capacity to face a more superior adversary, it has, under the imperialists’ urging, taken aim at the people’s nationalist unity. Trillions of pesos from the people’s taxes are poured into upgrading and strengthening an army and police force that will not stand with the people. Guns and a battery of expensive equipment are procured and stationed not at strategic places guarding the boundaries of the country’s territory but are placed near the headquarters of foreign corporations and its operations. Military and police and their detachments have been assigned to farflung areas to keep toiling masses in constant fearful subservience.

The regime trembles at the thought of fostering the people’s nationalist unity lest it turns against his fascist terrorist rule. He is biding his time for the China invasion issue to die down while he is desperately clinging to his post.

The country can only rely on a state that unites the people. A state that constantly celebrates the people’s strength and enforces policies that support this. A state that empowers the country’s economic self-reliance and fosters its people’s welfare and rights. A state that never reduces the importance of its historic struggle and extols the role of the masses in resisting against foreign invaders. As long as the current system continues to hinder the establishment of such a state, the ruling class will perpetually betray the Filipino people’s valiant struggle.

NDF-Bicol appeals to the Bicolanos oragon’s nationalist spirit and pride. The current generation has much to build on. The current rising revolutionary tide promises not only liberation from the current ruling class’ exploitation and oppression but also a powerful foundation that will enable the country to endure and withstand any foreign aggression.

The Communist Party of the Philippines (CPP) today joins all Filipino journalists and media workers as they mark today World Press Freedom Day. The Party stands in solidarity with the people in the fight against media repression and censorship which has worsened under Duterte’s tyrannical regime.

The past years under Duterte have seen a sharp rise in cases of brazen attacks against press freedom perpetrated by state forces and agents of the reactionary ruling classes. These attacks are part of the futile attempt to muffle the voices of those who criticize and expose corruption, ineptness, national treachery and fascist repression of the ruling regime.

The country is consistently ranked as among the most dangerous places in the world and worst in terms of prosecuting murders of journalists. Just yesterday, armed men gunned down John Heredia, a veteran journalist, in Roxas City, Capiz province. Heredia was a former officer of the National Union of Journalists of the Philippines (NUJP) and headed the union’s provincial chapter. The NUJP reports that at least 20 journalists have been killed under the Duterte regime. Some have been unjustly arrested and detained. Countless of other media workers have been intimidated, harassed and red-tagged by the regime’s counter-insurgency task force.

The 2021 World Press Freedom Index released by the Reporters Without Borders last Tuesday exposes the dire situation of press freedom in the Philippines. The country slipped two notches in the said index, ranking 138th of 180 countries. During the pandemic, the Philippines was among four countries in South East Asia to have “adopted extremely draconian laws or decrees criminalizing any criticism of the government’s actions.”

Last year, Duterte’s supermajority in Congress blocked the franchise renewal of ABS-CBN denying it access to free over-the-air broadcast, thus, denying the public of a major source of information amid the raging pandemic. The regime has also targeted news website Rappler and its editor Maria Ressa who has been issued at least ten warrants over the past years. Both media outlets have been targets of Duterte’s tirades. It has arrested independent journalists and maliciously branded alternative media sites as communist mouthpieces.

Media watchdogs also note that attacks against free press is accompanied by online harassment campaigns orchestrated by pro-Duterte troll armies which bombard social media with lies, threats and fake news and launch cyber-attacks against alternative media pages and websites. Last year, over 100 of these accounts were traced to the Philippine National Police and the Armed Forces of the Philippines and were shut down.

The Party will continue to support the fight to defend and uphold press freedom alongside the Filipino people’s struggle for freedom and democracy. We urge all media workers to stand on the side of the people and their struggle against tyranny and state repression.

NDF-Bicol condemns the reign of the law of terror in the land. The US-Duterte regime celebrates historical moments for the advancement of people’s rights and welfare with delightful fascist terrorist splendor. This May 1, RTF-ELCAC has again sicced SACLEO on civil rights and welfare advocates of the Bicolanos. In cahoots with the judiciary, fabricated search warrants were released enabling police to plant evidences and illegaly arrest Pastor Dan Belucio, Secretary-General of BAYAN-Bicol and Maria Jesusa Sta. Rosa, spokesperson of Jovenes-Anakbayan. Sychronized operations by the RTF-ELCAC boiled down to Tokhang-styled harassments and killings, fake encounters and mock battles against Bicolano civilians in different parts of the region.

Time after time, the regime has proven its blatant scorn for respecting people’s democratic rights. Instead of joining the masses in their celebration, the regime marks commemorative days with full faced attacks against civil rights advocates.

Consecutive Decembers, a month for commemorating International Human Rights, the regime feasted on disrespecting human rights and murdering Bicolanos. March 8, International Women’s day was a bloody Sunday for Southern Tagalog. Last Holy Week, another round of SACLEO was unleashed upon the masses.

It is easy for several members of the judiciary to collude with the military junta because they know they will be protected by reactionary laws and its criminal enforcers. Hordes of of SACLEO personnel have the guts for they know that they are attacking defenseless individual civilians. This spate of new attacks against the progressive forces is but another kindling to the blaze that will exact revolutionary justice.

NTF-ELCAC and RTF-ELCAC is desperate to save itself from being abolished. Not to be outshined by police’s fabricated charges and illegal arrests, the military also showed the region over the weekend just how rewarding it is to allow the military junta ruled over the populace. Friends and relatives of the Marka couple from San Antonio, Capalonga grieve while residents of Oma-Oma, Ligao are shaken. Blood shed and ammunitions wasted, fabricated encounters and mock battles, mission accomplished! Do they expect a standing ovation for that?

It becomes the Bicolano people’s obligation to stand against state brutality especially because the scales of the reactionary justice system are rigged. The revolutionary movement offers refuge to staunch servants of the people hunted down by the dictatorship. The countryside and the cities pulse with the revolution that will destroy any dictatorship and savagery. The people will be united so that through the class motivated and just armed struggle they can raze to the ground any tyrannical regime and withstand any foreign invasion!

The National Democratic Front-Eastern Visayas reiterates that the fascist and anti-people National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) does not deserve a cent of the people’s money, and revolutionary forces share the growing public opinion that the task force must be immediately defunded. Contrary to recent statements by Matuguinao mayor Aran Boller and Silvino Lobos mayor Leo Jarito, the NTF-ELCAC can never address under-development in the countryside or solve the roots of the armed conflict. The task force is Duterte’s civil-military junta which he uses to destroy his critics by red-tagging, and as milking cow for him and his pet generals and politicos. Its P19-billion budget could be better used for mass testing, vaccine procurement, economic aid for the poor, hazard pay for health workers, and other immediate needs of the people.

The Barangay Development Program (BDP) under the NTF-ELCAC is the military’s pork barrel. The town of Matuguinao is an example of how the BDP can be abused. Not one of its villages were included in the initial list of “beneficiaries” of the BDP in the region, but after Boller colluded with the military for combat-intelligence-psychological warfare operations for several months, 12 barangays are now declared as “cleared” of the NPA and are slated to receive P20 million each. How is this legal? Why does the military get to dictate which barangay should receive additional projects or funding? If local officials refuse to copperate in their counter-insurgency campaign, will they never get funding? The BDP is clearly being used by the military to bribe local officials into cooperation. It violates the supremacy of civilian government over military rule.

If the Duterte regime were to take seriously under-development in the countryside, it would have continued the more productive and meaningful peace talks between the GRP and the NDFP. The people’s issues, agrarian reform among others, could have been put to fore. But the regime sabotaged the negotiations, set up a bogus civilian counter-insurgency task force composed of retired military generals, and waged a relentless, costly and bloody counter-insurgency campaign. State agents killed activists, progressives, critics, and even retired and ailing cadres of the CPP-NPA. Duterte has no intent to address the demands of the peasants for land, of the workers for decent employment and wages, of the youth for education, for health care, for scientific development, and other democratic interests of the people. What he wants is for the rotten semicolonial and semifeudal system to remain, from where he and a few others benefit.

It is the Filipino people who suffer from Duterte giving budget priority to his counter-insurgency campaign instead of the government’s anti-Covid response and meaningful economic aid. More Filipinos are dying not only by getting infected by the virus but even more because of the increasingly overwhelmed public health care system, widespread hunger and irrecoverable loss of livelihood. Duterte is fanning the flames of the people’s hatred as well as the calls for his ouster.

The NDF-EV calls upon the mayors in Samar and other local government officials in the region to join the people in condemning and calling to defund the NTF-ELCAC. We believe there are still local officials who are concerned for the people’s welfare and wish to implement reforms for the benefit of their constituents. They must heed the people’s urgent demands and not cow in the face of threats and intimidation by the military.

They must reject the example set by the butcher mayor Aran Bolller who merely acts as the military’s puppet and is probably feasting his eyes on pocketing at least P240 million of public funds. The people shall hold Boller and his ilk accountable for their banditry and grave abuses.#

Pagdating sa paglulubid ng kasinungalingan, hinding hindi matutumbasan ang kadalubhasaan dito ng mga sundalo ni Duterte, isa na diyan ang 49th IB Philippine Army (49thIBPA) na may punong hedkwarter sa Barangay Tastas, Ligao City, Albay. Ang yunit na ito ang patuloy na naghahasik ng takot sa komunidad at berdugo ng mamamayang Albayano.

Kinukundena ng Santos Binamera Command – NPA Albay (SBC – NPA Albay) , ang ginawang paghahasik ng teror ng 49th IB sa komunidad ng Barangay Oma-oma.

Kahapon, Mayo 3 ng taong kasalukuyan, gumawa ng sarswela ang 49th IB. Nagkaroon diumano ng pagkubkob sa mga kasapi ng New Peoples Army (NPA) ganap na 5:30 hanggang 6:00 ng umaga sa Sityo Caropag, Barangay Oma-oma, Ligao City ang kanilang tropa. Ayon sa mga nakasaksi, ilang minutong nagpaputok sa iba’t ibang direksyon ganundin sa ere ang mga artistang sundalo upang ipadinig sa buong barangay at mga karatig baryo ang nilubid na kasinungalingan ng pagkubkob. Dahil sa nangyari, maraming taumbaryo ang hindi nakapunta sa kanilang mga sakahan na dapat sana’y magtatanim at tyempong katatapos lamang umulan. Naglagay din ng mga checkpoint sa mga karatig na barangay at bawat dumaang mga sasakyan ay hinahalughog.

Sa pinalabas na sarswela, wala pakialam ang 49th IB kung ano ang magiging epekto nito sa mga nakatira sa komunidad. Sila man ay hindi makapagtanim o di kaya’y magkaroon ng matinding trauma dahil sa pekeng labanan. Ang importante sa 49thIB ay magkapaghasik ng takot sa mamamayang Albayano.

Matatandaang nahaharap sa malaking disgusto ng mamamayan at malakas ang panawagan na buwagin na ang NTF-ELCAC/RTF-ELCAC dahil ang mismong tagapagpatupad nito na si Antonio Parlade ay tagapagkalat ng mga disimpormasyon at malalang red tagging at ang pondo nito ay malinaw na nagagamit lamang sa korupsyon sa hanay ng mga militar at mga heneral nito. Kaya ganun na lamang kadesperado ang 49th IB na gumawa ng mga katulad na pekeng engkwentro upang isalba ang nanganganib na pagbuwag sa NTF-ELCAC/RTF-ELCAC.

Kailangan nilang palabasin na marami silang nakakaengkwentrong NPA upang hindi matigil ang pagpopondo sa RTF-ELCAC. Samantalang sa kanila din mismo nanggagaling na halos naubos na ang NPA. Sa ganitong magkasalungat na sinasabi, alin kaya ang totoo?

Walang naiambag na tulong sa mamamayang Albayano ang inilaang pondo sa NTF-ELCAC/RTF-ELCAC bagkus, ang nangyari, pagtuntong pa lamang ng 49th IB sa Albay, unang ipinagmalaki nila ang pagpatay sa kapitan at barangay treasurer nito ng Barangay Batbat, Guinobatan, Albay. Hinuli nila ang isang nagngangalang Reynaldo Ogama, 72 ng parehong barangay at pinalabas na sumurender upang kopoin ang kaakibat na makukuhang diumano’y tulong pinansyal upang may pagsimulan sa kabuhayan ang nabanggit na sibilyan. Sa maraming kaso na kanilang pinasurender, bawat isa sa mga ito ay hindi nakatanggap ng sinasabi nilang halaga na nakalaan batay sa isinasaad sa E-CLIP. Karamihan sa mga ito ay nakatanggap lamang ng aabot sa P2,000 hanggang P5,000 lamang. Malinaw na korupsyon ang tawag dito.

Malayong malayo sa hinahangad ng mamamayang Albayano na kahit simpleng karapatan sa buhay at kabuhayan ang layunin ng NTF-ELCAC/RTF-ELCAC. Ang NTF-ELCAC/RTF-ELCAC ay pangil ng rehimeng US-Duterte kasapakat ang AFP-PNP-CAFGU upang sikilin ang karapatan ng mamamayan na malayang makakilos ayon sa kanilang kagustuhan, makapaghapag ng hinaing kapag ang kanilang karapatan ay niyuyurakan.

Pero sa kabilang banda, ang NTF-ELCAC/RTF-ELCAC ay apoy na nagpapaliyab ng damdaming lumaban ng mamamayan. Kaya panawagan ng Santos Binamera Command – NPA Albay (SBC – NPA Albay) sa mamayang Albayano, huwag magpasindak sa teror na hatid ng 49thIB, kapag kumilos ang daang libong Albayano, makikita ninyong bahag ang kanilang buntot at magtatago sa saya ng kanilang among si Duterte.

The Communist Party of the Philippines (CPP) enjoins all democratic forces in the country to unite and demand the abolition of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). It is the command-center of red-tagging and the mastermind of the wave of killings and arrests. It is a cesspool of corruption.

Its structure and powers, as stipulated by Duterte’s Executive Order 70, make it practically a civil-military junta, with Duterte as head and military officers taking over the helm of the civilian functions of the Philippine government. Promoting the military shibboleth of “whole of nation approach,” the NTF-ELCAC aims to put the entire country under its powers.

The Party supports the call of a number of sectors and democratic-minded individuals and parties for the defunding of the NTF-ELCAC. Under Duterte’s 2021 budget, it was allotted a ₱19.6 billion fund, a veritable military pork barrel. Amid the worsening crisis and demand for bigger economic aid, more than ₱10 billion was released to the NTF-ELCAC last April, putting to question the spending priorities of the Duterte government.

The NTF-ELCAC’s so-called “Barangay Development Program” (BDP) reeks of corruption. More than one fourth of the BDP’s ₱16.4 billion budget has been allotted to Region XI, with close to 40% going to barangays in Davao City, Duterte’s hometown. Funds are allotted to barangays “cleared of NPA” but the list include barangays which are not at all NPA areas. The NTF-ELCAC distributes funds to its select barangays to fund unprogrammed projects without proposals or feasibility studies as is the typical practice.

The demand for defunding the NTF-ELCAC is instigated by its wanton red-tagging against various individuals and personalities engaged in social action. It has red-tagged even the organizers of community pantries, which have recently sprouted across the country in the face of widespread loss of income and hunger and failure of the Duterte government to sufficiently address the needs of the people.

The NTF-ELCAC has blood on its hands. Under its authority, the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) have carried out bloody campaigns of killings and mass arrests against democratic organizations. The NTF-ELCAC itself is behind the coordinated killings such as those in Negros since end of 2018, in Panay, Bicol and Southern Tagalog. The NTF-ELCAC has also implemented a policy of “take no prisoners” against CPP leaders and NDFP consultants as it carried out the abduction, torture and bloody liquidation of active and retired revolutionaries.

The NTF-ELCAC is not only engaged in red-tagging, corruption and bloody suppression, it has, in fact, usurped the authority of the entire government with its system of government clusters that are overseen by assigned military or ex-military officers. Local government units are especially peeved over how they are being dictated upon by the NTF and RTF-ELCACs and their priorities distorted by the aims of the military.

The NTF-ELCAC is the antithesis of the democratic tenet of civilian authority over the military. This principle is undermined by the NTF-ELCAC as the military is extended extraordinary bureaucratic privilege and political power to determine policy and programs.

Pinarusahan ng kamatayan kagabi, Mayo 4, si Angeline Hinga alyas Salapi sa tirahan ng kanyang kinakasama sa Barangay Catanusan, Juban. Si Hinga, na taga-Dolos, Bulan, ang nagsuplong sa limang magsasakang aktibista na pinagbintangang NPA at minasaker ng mga tropa ng 31st IBPA, 96th MICO at 2nd PPMFC sa naturang baryo noong Mayo 8, 2020.

Agad lumayas si Hinga sa Dolos matapos ang kalunus-lunos na krimeng kinasangkutan niya. Mula noong nakaraang Hulyo, kinanlong siya ng 22nd IBPA sa headquarters nito sa Barangay Calomagon, Bulan. Noon din siya nagsimulang maging aktibong ahente ng militar para sa pwersahang “pagpapasuko” sa ilan niyang kaanak at kababaryo.

Ang pagpaparusa kay Hinga ay una sa serye ng mga kautusang inilabas ng Probinsyal Hukumang Bayan sa pagsapit ng unang anibersaryo ng Dolos Massacre. Idinidetalye ng mga kautusan ang kriminal na pananagutan at kaukulang parusang kahaharapin ng bawat indibidwal na sundalo at pulis na natukoy na kalahok sa operasyong humantong sa masaker. Tinukoy din ng rebolusyonaryong hukuman na ang naturang masaker ay isang war crime at iniutos nito ang pagpaparusa sa sangkot na mga yunit ng AFP at PNP.

Alinsunod sa utos ng Hukumang Bayan, inatasan ng Celso Minguez Command ang lahat ng yunit ng NPA sa Sorsogon na ipatupad ang mga hatol hanggang ganap na mabigyang-hustisya ang mga biktima ng Dolos Massacre.

With the 2022 elections just a year away, Duterte’s favorite generals in the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) are determined to keep the anomalous funds of the Barangay Development Program in their aim to impose the military’s political influence in several hundred barangays.

Officers of the NTF-ELCAC are making up all sort of justifications to keep the BDP funds despite questions over corruption in the disbursement of their ₱16.4 billion lump-sum fund.

It is also highly irregular that more than ₱10 billion or 60% of these funds were released by the Department of Budget and Management (DBM) in a span of a few weeks. This also reveals the Duterte regime’s perverted priorities amid the pandemic.

The NTF-ELCAC generals want to use these funds to more effectively control different agencies of government as well as local government units. These funds are being used by the NTF-ELCAC to expand the role of the military in civilian life in the guise of “counterinsurgency” and the “whole of nation approach.”

The NTF-ELCAC’s use of the BDP as pork barrel funds are clearly exposed by its release of funds without coordination with local government officials and despite having no specific projects or feasibility studies. This is a hallmark of corruption.

In truth, some of the barangays listed in the NTF-ELCAC’s “beneficiaries” are not at all NPA areas. These non-NPA barangays include Barangay Baluarte (Salcedo, Ilocos Sur) and Barangay Nagbettedan (Santo Domingo, Ilocos Sur).

Its BDP only aims to conceal the deep-seated socioeconomic problems of the peasants and minority people with road projects that do not resolve the oppressive and exploitative system that pushes them to join the armed resistance.

The NTF-ELCAC will surely fail in its declared aims of putting an end to the revolutionary armed struggle before the end of Duterte’s term or even beyond.

Patuloy na bumubulusok ang ekonomiya ng bansa dahil sa palpak na pagtugon ng rehimeng US-Duterte sa pandemiyang COVID-19 at sa patuloy na pagsisilbi nito sa interes ng mga lokal at dayuhang naghaharing-uri. Bunsod nito ang pagkawala ng trabaho ng humigit-kumulang 9.1 milyong Pilipino, at 1.2 milyon sa mga ito ang hindi pa nakakabalik sa trabaho, kabilang na ang 600,000 OFWs.

Sa Davao City ay naging mas dama ng mga drayber at opereytor ng PUJs, PUVs, at FilCabs ang krisis sa kabuhayan dahil sa pagratsada ni Mayor Sara Duterte sa kanyang huwad at di-makataong “modernization projects”. Isa dito ay ang High Priority Bus System kung saan humigit kumulang 40,000 drayber at opereytors sa siyudad ang nasa peligrong mawalan ng kanilang kabuhayan. Sa pagratsada sa HPBS, tanging nasa limang kumpanya lamang ng mga bus ang pwedeng bumyahe sa syudad.

Naging dahilan rin sa sunod sunod na mga demolisyon sa siyudad ang implementasyon ng Build, Build, Build. Maraming mamamayan ang nawalan ng tahanan na mas nagpahirap pa sa kanilang dati’y mahirap na na sitwasyon. Sa isang komunidad sa Brgy. Matina, humigit kumulang 300 ka pamilya ang nawalan ng tahanan at 170 sa mga ito ang naghihintay pa rin ng relokasyon. 30 sa 170 na pamilya ay nakatira sa mga barong barong sa gilid ng ilog. Na displace rin mula sa kanilang tahanan ang mga residente sa itinatayong coastal road – na ang pondo ay inutang mula Tsina – at nilayo ang mga tao sa kanilang pangunahing kabuhayan, ang pangingisda.

Pinapakita lamang ng mga ito ang kriminal na kapabayaan ng rehimeng US-Duterte at ng Davao LGU sa pagtugon sa mandatong paglingkuran ang mamamayang Pilipino. Ang ipinangakong “change is coming” ay hindi isang tunay na pagbabago kundi intensipikasyon lamang ng mga nagdaang kontra-mamamayang mga programa. Mas isinarlak lamang ng mga ito sa kahirapan ang mamamayang Pilipino at mas ipinatili ang mga gahaman sa kanilang kapangyarihan.

Ang krisis sa ekonomiya, kakulangan sa serbisyong sosyal at disempleyo ay masosolusyonan lamang sa pamamagitan ng pambansang industriyalisasyon at tunay na repormang agraryo. Tunay na agraryo ang magsisigurong ang sambayanang Pilipino, partikular ang mga magsasaka, ang makikinabang sa ating malulusog na mga sakahan at lupain. Pambasang industriyalisasyon ang magsisigurong tayo ang makikinabang sa ating mga hilaw na materyales, magsisigurong nakabubuhay ang sahod ng uring manggagawa, at na tayo’y makakapagbuo ng mga processed goods. Magkakaroon ng trabaho ang lahat ng mga Pilipino, at mula sa ating kolektibong lakas-paggawa ay bibigyang pondo ang mga batayang serbisyong sosyal gaya ng edukasyon, healthcare at pabahay. Ang mga ito ay magiging posible lamang sa tagumpay ng Pambansa Demokratikong Rebolusyon.

Ang rehimeng US-Duterte ay isa lamang manipestasyon sa mas mabibigat pang mga ugat ng pananamantala sa bansa: ang imperyalismo, pyudalismo, at burukrata kapitalismo. Ang tatlong salot na ito ay patuloy na iiral sa ating lipunan hangga’t nananatiling hindi sapat ang bilang ng mga taong handang magbalikwas. Kaya’t sa bawat manggagawa sa loob ng mga pagawaan, sa mga magsasakang dugo’t-pawis ang iniaalay tumubo lang ang ani sa lupang hindi kailanman magiging kanya, sa bawat komunidad, paaralan at lupang ninuno, paiigtingin ng Kabataang Makabayan SMR ang pag-alab ng Pambansa Demokratikong Rebolusyon hanggang sa tagumpay!

Idinidiin ng Kabataang Makabayan – Southern Mindanao Region ang mandato bilang pangunahing taliba sa pagsulong ng pambansang demokratikong rebolusyon sa bansa, kasama ng mga manggagawa at magsasaka. Hindi natatapos sa paggunita kasama ng uring manggagawa sa kanilang araw ang pakikipaglaban para sa kanilang kalayaan, bagkus ito ay hamon sa mga kabataan na makipamuhay sa mga manggagawa sa kanilang mga pagawaan at mga plantasyon para sa mas konkreto at matulis na pagsipat sa kanilang tunay na demanda at pangangailangan. Lubos na nakikiisa ang Celso Minguez Command ng NPA sa pagdedeklara ng Pambansang Katipunan ng mga Magbubukid (PKM)-Sorsogon sa araw na ito, Mayo 8, bilang Araw ng mga Bayani ng Kilusang Magsasaka sa Sorsogon. Ginawa ng PKM-Sorsogon ang deklarasyon bilang paggunita ngayong araw sa unang anibersaryo ng pagmasaker ng mga militar at pulis sa limang magsasakang aktibista sa Dolos, Bulan.

Anang PKM-Sorsogon, bayani ng kilusang magsasaka ang Dolos 5–sina Jeric Vuno, Jerry Palanca, Robert Villafuerte, Raymundo Tañada at Jaime Tañada–at taunang gugunitain ng mga rebolusyonaryong pwersa sa probinsya ang araw ng masaker para magbalik-tanaw sa kanilang buhay at pakikibaka at ipagbunyi ang kanilang dakilang sakripisyo. Okasyon din ito para patuloy na pagtibayin ng rebolusyonaryong kilusan ang kapasyahan nitong kamtin ang hustisya para sa limang martir at lahat ng magsasakang Sorsoganon na nagbuwis ng buhay sa pagsusulong ng pambansa at demokratikong adhikain ng sambayanan.

Taimtim na binabalikat ng NPA-Sorsogon ang susing papel sa pagsisikap na bigyang-katarungan ang mga biktima ng Dolos Massacre. Ngayong tapos na ang mga paglilitis ng Probisyal na Hukumang Bayan sa kaso, nakaatang sa Pulang Hukbo ang tungkuling tugisin at parusahan ang mga yunit ng AFP at PNP at ang mga indibidwal na sundalo, pulis at ahenteng paniktik na may kagagawan ng naturang karumaldumal na krimen.

Kasama ng lahat ng mga rebolusyonaryong pwersa at masang magsasaka sa probinsya, sumusumpa kami na hindi namin kailanman lilimutin ang limang bayani ng Dolos at pananagutin namin ang mga berdugong pumaslang sa kanila.

CARAVAN FOR JORY PORQUIA. Various progressive organizations and relatives of Jory Porquia held a mass and caravan in Iloilo City on April 30 to commemorate the first year of his murder and demand justice. Porquia served as an organizer for Bayan Muna in the city. He was among those who first put up community kitchens in the city to feed poor residents who were affected by the pandemic.

JUSTICE FOR JOHN FAROCHILIN. Members of Pamanggas and relatives of John Farochilin gathered in front of the Jaro Cathedral in Iloilo City to demand justice. Farochilin was killed by AFP elements on April 18, 2020.

CARAVAN VS. JEEPNEY PHASE­OUT. Drivers mounted a caravan in Baguio city last April 30 to condemn the Duterte regime for continuously railroading its “modernization” program and the phaseout of traditional jeepneys. Operators and drivers demand to continue to allow the operation of old jeepney models in order to save their livelihood.

Nine soldiers were killed while nine others were wounded in tactical offensives mounted by the New People’s Army (NPA) in the provinces of Abra, Camarines Sur, Sorsogon, Bohol and Bukidnon in the past weeks. In addition, 16 other soldiers were reportedly killed in NPA operations in the island of Negros last March.

The NPA-Bohol ambushed CAFGU elements under the command of the 47th IB in Barangay Aloja, Batuan last April 26. Two paramilitary elements were reportedly killed.

In Abra, a CAFGU element was killed in Barangay Poblacion, Lacub last April 24. In Sorsogon, another CAFGU element who serves as intelligence agent for the 31st IB was killed in Barangay Sta. Cruz, Barcelona on April 23.

In Bukidnon, the NPA launched a harassment operation against the 8th IB troopers securing the construction company UBI at Purok 6, Barangay San Roque, Quezon on April 20. One soldier was killed and three were wounded.

Four elements of the 96th IB were killed and five others were wounded in a counter-attack moun­ted by the NPA-Camarines Sur in Barangay Del Carmen in Lagonoy last April 5. After this, the NPA also blasted a military truck carrying enemy reinforcement.

IN NEGROS ORIENTAL, Red fighters ambushed operating troops of the 62nd IB in Mabanga, Barangay Bagtik, La Libertad in the morning of March 15. Fifteen soldiers were killed and nine others were wounded during the 30-minute firefight. In Negros Occidental, a soldier was killed during an NPA attack against a CAFGU detachment in Barangay Sikatuna, Isabela on March 7.

Two mass leaders were simultaneously arrested by the police in Bicol in the early morning of May 2. The victims were identified as Dan Balucio, secretary general of Bayan-Bicol and pastor of the National Council of Churches in the Philippines, who was arrested in his home in Sto. Domingo, Albay; and Sasah Sta. Rosa, spokesperson of Jovenes Anakbayan, who was arrested in Villa Obiedo, Cararayan, Naga City.

To legitimize the arrests, the police planted firearms and explosives in the houses of the victims and accused them of being members of the New People’s Army (NPA). The police also raided the house of Justine Mesias, spokesperson of Youth Act Now Against Tyranny Bicol, who was not around during the operation. The search warrants used in these raid operations were issued by Judge Edgar Armes of the Legazpi City Regional Trial Court.

In Antipolo City, the 80th IB and Philippine National Police-Rizal arrested 30 Dumagats in Barangay Calawis on April 13. They were duped into going to the barangay hall to receive aid where they were arrested. They were accused of having links with the NPA.

Before this during the second week of March, 30 Dumagats from Barangay Puray, Rodriguez, Rizal were also arrested and slapped with charges of rebellion. In the same town, state forces also arrested Benito Lucido, chairperson of the Integrated Association of Agrarian Reform Beneficiaries, along with his wife last May 6. They were brought to a police station and it is still unclear what charges will be slapped against them.

On the same day, state forces also arrested Garry Doroteo in his house in Tanay. Doroteo is a Dumagat who opposed to the Kaliwa Dam.

In General Nakar, the military arrested Loreto Miranda Bolino, councilor of Barangay Lumutan. He was made to ride a helicopter and his whereabouts are still unknown.

In Bohol, police elements arrested farmer Alfie Sarsale in Barangay Rizal, Batuan on April 30. The police raided his house and that of his parents. The police also stole ₱23,000 cash earned by the family from selling their carabao.

Killing. The 15th IB killed Frederico Rivera, resident of Barangay Pinggot, Ilog, Negros Occidental on April 24. Soldiers made it appear that the victims was killed in an encounter.

Fake surrender. The 2nd ID forced residents of Barangay San Jose, Antipolo City to surrender as supporters of the NPA on April 23.

The 15th IB and 11th IB coerced the residents of Sitio Taya-o, Barangay Narra and Sitio Malabago in Barangay Tambad, Cauayan, Negros Occidental to surrender in the same month. The forced surrender campaign is part of the focused military operation of the said units in the area.

Militarization. The 1st and 80th IB have been imposing a blockade in the communities of Dumagats and Remontados in Ba­rangay Puray, Rodriguez Rizal and Barangay Umiray, General Nakar, Quezon for a month now.

In Negros Occidental, the 15th IB cordoned Barangay Pinggot, Ilog since April 24. Soldiers strictly control the entry and exit of resident in the said communities.

Harassment. The 62nd IB raided four houses in Himamaylan, Negros Occidental on March 22. Some of the residents were mauled and held at gunpoint while being interrogated.

Two unidentified men gunned down John Heredia, former director of the National Union of Journalist of the Philippines, in Barangay Lawa-an, Roxas City, Capiz on May 2. The attack was perpetrated a day before the commemoration of the World Press Freedom Day.

Heredia was the 21st journalist killed under the Duterte regime. Altermidya, a network of alternative news outfits, also reported 68 cases of attacks against press freedom under Duterte.

The Philippines also ranked 138th out of 180 countries in the 2021 World Press Freedom Index released by the Reporters Without Borders on April 27.

Meanwhile, journalists commemorated on May 5 the first year anniversary since the Duterte regime the Duterte regime refused to renew the franchise of ABS-CBN forcing it shutdown its broadcast on TV and radio.

CPP/Ang Bayan: UCCP bishop, 5 others face charges

Bishop Hamuel Tequis of the United Church of Christ in the Philippines (UCCP), along with Rev. Daniel Palicte, Ephraim Malazarte, Grace Avila, Lindy Trenilla and Jong Monzon once again faced the court after the regime revived the trumped-up charges against them.

They were accused of child abuse for providing sanctuary to Lumad children in UCCP Haran sa Davao. The court already junked these cases in the past due to lack of evidence.
