The battle against the coronavirus disease 2019 (Covid-19) has further strengthened the government’s resolve against communist terrorist groups (CTGs) as the Department of the Interior and Local Government (DILG) calls on leftist groups to free Alice Jasper "AJ" Lucena and other recruited youth “from the virus of communist terrorism.”
DILG Secretary Eduardo Año renewed this call on Saturday as the Supreme Court (SC) en banc directed leftist leaders to respond to the Show Cause Order issued on May 19 against respondents Kabataan Party-list Rep. Sarah Elago, Anakbayan spokesperson Alex Danday, Anakbayan recruiters and members Chary delos Reyes, Bianca Gacos, and Jayroven Ballais Villafuerte, and lawyer Maria Kristina Conti.
The Show Cause Order was issued after the May 8 filing of petitions for the issuance of the writ of habeas corpus and amparo by Francis and Relissa Lucena, the parents of AJ, against the respondents.

AJ, now 18 years old, was a minor two years ago when she was recruited by leftist youth organizations and had been missing since July 2019. In August 2019, AJ spoke in a press conference held by leftist lawmakers in Congress, saying she voluntarily joined the CTGs.

“These CTGs cannot justify their recruitment of minors and child warriors which is a clear violation of international law. They cannot wash their hands of the brainwashing activities they do to mislead the youth towards communist terrorism,” Año said.

“Kayong CTGs ang limang dekada nang peste sa lipunan. Mas matindi pa kayo sa Covid-19. Pinapatay niyo ang kinabukasan ng kabataan at dinudurog ninyo ang puso ng mga magulang na nawawalan ng mga anak,” he said.

“You infect and contaminate our youth with your pretentious and false notion of nationalism. Kaya kayo hindi nagtatagumpay ay dahil hindi totoong para sa bayan ang inyong adhikain (You are not succeeding because you have a bogus cause). Stop spreading the virus of communist terrorism,” he added.

He also called on the youth to "maintain distancing, physically and online, from these leftist groups. Sanitize yourself of their polluted beliefs.”

He said that the DILG, a member of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), lauds the Lucena couple for filing the petitions before the Supreme Court.

“The DILG, together with the Philippine National Police (PNP), supports the Lucena couple in their unceasing efforts to get back their daughter from the custody of CTGs. As the law says, the family, being the foundation of the nation, is a basic social institution that public policy cherishes and protects. To the Lucena couple, we are behind you in our common fight against the recruitment of minors by the communist terrorist groups,” he said.

The lawyer of the Lucena couple contends that AJ’s life, liberty, and security were violated when she was a minor and is aggravated by the occurrence of the Covid-19 pandemic because she has no proper support, has become an out-of-school youth, and has no gainful employment.

The suit also sought a court order directing and ordering the immediate transfer of AJ to the care and custody of her parents in compliance with the Bayanihan to Heal as One Act, compelling everyone to stay at home with their families.

Año assured them that the DILG will help in getting AJ back to her parents in compliance with the law and Constitution which states that the natural and primary right and duty of parents in the rearing of the youth for civic efficiency and the development of moral character shall receive the support of the government.

The Constitution also mandates the State to promote and protect the youth’s physical, moral, spiritual, intellectual, and social well-being.

Three vehicles carrying wounded individuals, who are suspected members of the communist New People’s Army (NPA), were intercepted by authorities in a quarantine checkpoint in the Surigao del Sur town of Lianga around 10 a.m. Friday (May 29).

Col. James T. Goforth, Surigao del Sur Provincial Police Office (SDSPPO) director, said two of the vehicles are registered with the International Committee on Red Cross (ICRC) and one with the local Red Cross.

“We received information that wounded NPA members are being transported using ICRC vehicles. These NPA combatants were wounded during the series of encounters that took place in the province in the past weeks,” Goforth told the Philippine News Agency (PNA) Saturday (May 30).
Goforth said the quarantine checkpoints in the province manned by the Philippine National Police (PNP) and the military were immediately alerted after they received the information.

Goforth said the vehicles stopped at a quarantine checkpoint in Barangay Payasan, Lianga, included a white Toyota Hi-Ace van ambulance with Red Cross logo bearing plate number WOG 769 driven by Ian Dominguez Adlawan, 38, a resident of Nabunturan, Davao de Oro.

The white ambulance was carrying a wounded person identified as Noel Dadang, 30, with a gunshot wound on his left rib and parietal area.

Dadang, who refused to declare his address, was escorted in the said ambulance by Marjun G. Tagalog and Leo Haniff C. Ko, all residents of Zamboanga del Norte, police said.

Goforth said the second vehicle is a white Toyota Land Cruiser with ICRC logo and plate number 30613 driven by Marjun Velez Gabia, 46, a resident of Purok 4, Agro Compound, Barangay 76-A, Davao City.

The second vehicle was carrying Jea Angeles Perez, 22, a resident of Purok 4, Barangay Puyat, Carmen, Surigao del Sur.

Perez, who was accompanied inside the vehicle by Rogelio Idul, Jr. and Reynaline Esguerra, both residents of Davao City, has a bullet wound on her right leg.

The third vehicle was a Toyota Land Cruiser with ICRC logo bearing plate number 30614 driven by Jose Junrie Quisquis Lomoljo, 40, a resident of Tukananes, Cotabato City.

Goforth identified the passengers of the third vehicle as Tara Feodora Montgomery, 35, a British national, and Jaymore Rala. Both passengers of the third vehicle refused to provide their address to authorities.

“The wounded NPA members were from Janipaan, San Agustin, Surigao del Sur. Both were wounded during the series of encounters with government forces,” Goforth said.

He added that the Red Cross and ICRC vehicles were heading to Davao Region for the treatment of the wounded individuals in a medical facility in the area.

Goforth said the Red Cross and ICRC vehicles and the wounded individuals were turned over to Col. Ringo C. Zarzoso, the director of the Agusan del Sur Provincial Police Office (ADSPPO).

In turn, Zarzoso handed over the vehicles with the wounded individuals to proper authorities in Davao Region, particularly in the province of Davao de Oro.

BALER, Aurora – At least 15 supporters of the Komiteng Larangang Guerilla (KLG) Sierra Madre of the Communist Party of the Philippine-New People’s Army (CPP-NPA) surrendered on Saturday to government troops in Barangay Dianawan, Maria Aurora here.

The surrenderers are categorized as underground mass organization (UGMO) members and also members of the Panlalawigang Alyansang Magbubukid ng Aurora (Pamana).
Lt. Col. Reandrew Rubio, acting commanding officer of 91st Infantry “Sinagtala” Battalion Philippine Army, said the surrender was the result of the retooled community support program (RCSP) operation efforts by the Task Force to End Local Communist Armed Conflict (TF-ELCAC) with the special participation of local officials, other stakeholders, and the communities.

Rubio said the surrenderers disclosed they are dissatisfied with the false promises of their leaders and the pattern of deception being done by the communist terrorists.

“I am hoping that they are here honestly seeking for peace, that they are doing this by heart, mind, and soul,” he said.

“I am encouraging you (surrenderers) to inform other Pamana members about the government’s efforts toward peace and development and explained to them that our government is open for dialogue to end the local communist armed conflict in this province,” Rubio added.

During the simple ceremony, the 15 surrenderers pledged to withdraw their support to the Communist Party of the Philippines-New People’s Army-National Democratic Front of the Philippines (CPP-NPA-NDF) and took their oath of allegiance to the government.

Maj. Rhoderick Bagunu, chief of police of the Aurora Police Station, said he is thankful that the surrenderers are now on the side of the government.

“Makikita sa tinagal-tagal ngayon lang nangyari ang maraming nagbabalik-loob. Sana ay iparating din sa iba pang tao ang mabuting ginagawa ng gobyerno para sa ating bayan (We can see that for a longer period, it is only now that many returned to the fold of the law. I hope the good things that the government is doing to our town would be conveyed to other people),” Bagunu said.

Dianawan barangay chair Cresencio Mico also appreciated the immediate response of his constituents to end the local communist armed conflict.

“I am happy for their response and support to the government. Rest assured that we will continue to provide livelihood training and other development programs with the help of concerned government agencies and other stakeholders,” Mico said.

After the activity, the military troops distributed rice to the surrenderers and leaflets on the coronavirus disease 2019 (Covid-19) from UP Baler extension campus.

CAGAYAN DE ORO CITY, May 30 – The Communist Party of the Philippines – New People’s Army Terrorists (CNT) attacked and burned one Christian Church and four residential houses in Zone 2, Brgy Limonda, Opol, Misamis Oriental, around 3:50 a.m., May 28.

Based on the field reports, Edward Villarias, Kicy Tingcan, Edmar Burlat and Ambilino Sambuhay owned the residential houses burned by terrorist leader alias "Decoy" and several members of ACE Company, Sub-Regional Committee 5 (SRC 5), North Central Mindanao Regional Committee.

On the statement of one of the Barangay council member, he said, "Dako amo kahiubos sa ilaha kay nganu ila man hilabtan ang amo balay. Pobre kaayu amo pamuyo, naa pay COVID, dili mi ka panginabuhi ug normal, tapos karun in ani pa nahitabo."

(We feel very oppressed by what they've done to our houses. With poor life, then there's COVID, we can't work and earn for sustenance, now this happened).

He added, “Duha ka tao ang nakita namo nga nag sunog sa balay gamit ang gasolina ug naa clay dala nga armas."

Barangay Chairman Michael Sambulay said, "Amo na ge safety daan amo mga tao para ma protektahan laban sa mga NPA. Andam me makig away kung ila me hilabtan. Ila na gikuha mga pagkaon sa mga bahay pati mga binuhi nga manok."

(We already assured the safety of the residents to protect them against the NPA. We are ready to fight against them if they continue their oppressive acts. They already took foods from the households as well as the raised chickens).

As the 65IB and PNP personnel responded to the crime scene, GMA Kapuso bags with can goods , biscuits, jelly ace and toys for children were distributed to the affected residents.

According to their statements, they will file complaints for the violations of Article 320 of the Revised Penal Code known as Article 320 Destructive Arson and Violation Against IHL that caused severe damages to properties of non-combatants, the civilian residents.

Lt. Col. Benjamin Pajarito Jr, Commanding Officer of 65IB said, “Your army will support and assist the affected residents in filing criminal charges against the NPA Terrorists. On incidents like this, we are now working with the PNP and Local Government Units in tracking down these terrorists. We call on the people to help us in tracking these criminals. Let us help one another prevent such terrorists’ acts because they do not care nor respect Human Rights and the International Humanitarian Law. As of press time, our unit continues to conduct our operations against the terrorists.”

These actions of the Communist NPA terrorists, as a non-state armed group, violates the privisions of Additional Protocol 2 of International Humanitarian Law (IHL) which is being enforced by Philippine’s Republic Act 9851, otherwise known as an “Act Defining and Penalizing Crimes against International Humanitarian Law, Genocide, and other Crimes against Humanities” by attacking civilian population intentionally causing great suffering to the people especially in these times of the CoViD-19 pandemic.

The innocent people of Limonda are non-combatants, who should not be attacked and are, therefore, protected under existing laws. (65IB/PA)

BONTOC, Mountain Province, May 31(PIA)- - The provincial government joins the Sangguniang Bayan of the ten municipalities of the province in condemning the terroristic actions of the Communist Party of the Philippines-New People’s Army (CPP-NPA) and other lawless elements in their respective jurisdictions.

Sangguniang Panlalawigan Resolution No. 2020-182 declared the CPP-NPA and other lawless elements as "persona non-grata" in the province.

It stated that despite the sincerity of the provincial government to assist rebel returnees through its 'Livelihood Program for Rebel Returnees,' the CPP-NPA and other lawless elements continue to perpetrate atrocities which propagate fear to the peace-loving people and disturb the socio-economic status of the province and its aim of achieving peace and order.

The livelihood program is being implemented since 2011. It was started by the late Governor Leonard Mayaen and continued by Gov. Bonifacio Lacwasan, Jr.

Under the program, a former rebel is contracted to work as a forest guard, reforestation worker, road maintenance man, community worker and other jobs as maybe agreed and receives an honorarium of 5,000.00 per month based on the actual working days. These FRs are directly supervised by their respective punong barangay.

We strongly denounce the heinous act of the burning of four houses and a chapel, perpetrated by members of the New People's Army against some residents of Limonda in Opol, Misamis Oriental.

To destroy the properties and place of worship and to possibly endanger the lives of innocent people are dastardly acts by themselves, but to commit them at a time when many of our countrymen are already reeling from the effects of the COVID-19 pandemic is extraordinarily callous and inhumane.

It is disturbing and unforgivable that the CPP-NPA, which claims to champion the common people, are the ones who blatantly disregard and violate the human rights of the poor folk.

We assure the affected residents and the public in general, that the authorities under the Duterte administration will work hard and exhaust all means to capture those who committed this atrocity and punish them according to the law.

As the designated Cabinet Officer for Regional Development and Security for Northern Mindanao (CORDS X), we will help coordinate with the local government and the concerned government agencies to ensure that those affected are given the assistance that they need. We will also coordinate with the authorities in order to remain updated on the developments regarding the incident until the matter is resolved.

TACLOBAN CITY, May 31 (PIA) -- Two NPA members from Basey, Samar recently, voluntarily surrendered to the 63rd Infantry Battalion of the 8th Infantry Division of the Philippine Army.

The 63IB initiated the peace talks that led to the laying down of arms of @Del, a former member of FGU, FC-SS2, SRC SESAME.

On May 19, 2020, @Del surrendered at the 63IB Headquarters in Brgy. New San Agustin, Basey, Samar.

The former rebels opted to support government programs due to life hardships and realization of their illegal exploitation and extortion activities to the locals.

One homemade shotgun and a caliber .22 pistol was turned over to LTC Edgar Allan Orbito, the commanding officer of the 63IB.

Moreover, a former political officer of the same guerilla front, identified as @David also returned to the folds of the law after a series of interventions.

Lt Col. Orbito said the two NPA-deceived locals will be interviewed and assisted for them to avail of the government programs like E-CLIP and livelihood assistance as they undergo community reintegration.

E-CLIP is a government program that aims to help the rebel members of CPP-NPA-NDF and Militia ng Bayan to restore their allegiance to the Philippine government.

Through this program, they can be reintegrated back to the community, be with their families, and start over with their new, normal lives.

Orbito is hopeful that more members of this group realize that they are fighting for a lost cause. He called on those remaining members to avail of the E-CLIP and come back to their families to live a free and peaceful life away from violence.

Meanwhile, the two former rebels called on their active comrades and fellows to lay down their arms to support government programs and initiatives leading to a peaceful and safe communities in Basey, Samar. (PIA-8)

CAGAYAN DE ORO CITY, May 30 – In a simple change of command ceremony, MGen. Andres Castor Centino AFP officially assumed command as the new Commander of the 4th Infantry “Diamond” Division, Philippine Army promising to sustain the government’s campaign to end the local communist armed conflict.

The ceremony was held at the 4ID’s Alcoseba Hall in Camp Evangelista, Patag, Cagayan de Oro City on Friday, May 29, 2020.

MGen Centino addressed his subordinate commanders to be up to the standard of excellence that 4ID is known for, and to work as a team with dedication and professionalism.

The 4ID has gained headway in the campaign against the communist armed group but cited that there is a need to do more to finish the task of serving the people and protecting our territory.

LtGen Gilbert I Gapay, the Commanding General of the Philippine Army, presided the turnover of leadership from the outgoing 4ID Commander, MGen Franco Nemesio M Gacal AFP, to the incoming 4ID Chief.

The ceremony was also attended by LtGen Jose Faustino Jr AFP, Commander of the Eastern Mindanao Command, brigade and battalion commanders under the 4ID.

According to MGen Centino, ending insurgency takes more than just confronting the armed component of the Communists Terrorist Group (CTG). It needs the collaboration among partner agencies.

“I enjoin our partners in the civilian bureaucracy to continue our collaborative efforts in harnessing our skills and capabilities to address the scourge of insurgency," Centino bared.

The new commander assures the people of Northern Mindanao and Caraga regions that under his leadership, as the newly installed 4ID chief, he will continue to be their reliable partner in the implementation of Executive Order 70.

“To our stakeholders in Northern Mindanao and Caraga region, inter-agency partners, local government executives, officials, and constituents, be assured that 4ID will continue to be your committed partner to serve our people and secure our community against the local communist threats, including the threat posed by the COVID-19 pandemic. We will be your reliable partner in nation building in times of peace and in times of calamities and we will exert more effort to empower people and our communities especially in areas affected by conflict,” Centino added.

Centino assures the outgoing 4ID Commander, “We will put premium in the improvement of training systems, leader’s development program, Non-Commissioned Officers empowerment, Reserve Force development, and Civilian Human Resource Component strengthening.”

“I will sustain your gains and ensure that what you have set out to do shall come into fruition,” addressed Centino to Gacal.

During the ceremony, accomplishment of the outgoing 4ID chief were presented.

Under MGen Gacal’s leadership for more than a year, the 4ID were able to clear 151 CNT affected barangays; recovery of 351 high-powered and 386 low-powered firearms; seizure of 205 enemy camps; neutralization of 93 NPA personalities thru encounters; surrender of 1,807 CNTs; withdrawal of support from the Communist Terrorist Group (CTG) of 4,754 Underground Mass Organization (UGMO) members; and the activation of 10 CAA companies that eventually led to the clearing of Guerilla Front 14.

“As the new division commander, we will engage the enemy hard and this will be my top operational priority. We will brace for the challenge ahead. Considering the limited time, we will be relentless in our pursuit against the insurgents. To the Diamond troopers, follow me, and I will lead you in winning the peace in the regions of Caraga and Northern Mindanao,” MGen Centino concluded. (4ID)

Joint Task Force COVID Shield (JTF CV Shield) commander Lt. Gen. Guillermo Eleazar on Sunday appealed for understanding as some “freedoms” will still be restricted to prevent the spread of the coronavirus disease 2019 (Covid-19) under more relaxed general community quarantine (GCQ).

“As President (Rodrigo) Duterte repeatedly said, our lives will never be normal again unless the Covid-19 vaccine is discovered and be made available to the public. While the Filipinos and the people around the world are waiting for that vaccine, we appeal for understanding if we still have to restrict some of the freedoms that our people enjoyed before,” Eleazar said.

Eleazar said the JTF CV Shield will implement set of rules on the people movement to make sure quarantine protocols against Covid-19 will still be followed during the GCQ.

“Lagi po nating tatandaan na ang GCQ ay inaprubahan para po sa ating ekonomiya, hindi po para tayo ay mag-lakwatsa (Let me remind you that GCQ was approved to reopen our economy and not for you to roam around),” Eleazar said.

Duterte earlier approved the downgrading of Metro Manila, Cagayan Valley, Central Luzon, Calabarzon, Central Visayas, Zamboanga City, Davao City, Cebu City and Mandaue City from modified enhanced community quarantine (MECQ) to more relaxed GCQ from June 1 to 15. The rest of the country will be under modified GCQ (MGCQ).

Eleazar said rules on movement of people were prepared under the guidance of Department of the Interior and Local Government (DILG) Secretary Eduardo Año.

He said health safety protocols must still be observed to prevent the spread of the dreaded Covid-19 which has already infected 17,224 people and killed 950 in the country.

He said indispensable travels related to medical and family emergencies do not require travel authority (TA) from the JTF CV Shield if the travel is within the province. Travels involving two provinces still require travel authority, he added.

The requirements for the travel authority issuance certification from the Punong Barangay that the person who wants to travel has not developed any Covid-19 symptoms at least 14 days before the travel request, and medical clearance certificate from the city or municipal health office.

Eleazar said help desks will be set up in every police station to assist locally stranded individuals (LSIs) who wish to go back to their hometowns.

He added that those who have no travel authority will be barred from passing the police and solider-manned quarantine control points (QCPs).

Workers and other people listed as Authorized Person Outside Residence (APOR) do not need travel authority. Their company identification cards and other proof of employment such as certificate of employment, or, identification cards issued by concerned government agencies are enough to pass the QCPs.

“Our Chief PNP has instructed the policemen manning the checkpoints to exercise maximum tolerance so we appeal to the people to respect them at least by obeying the quarantine rules,” Eleazar said.

Eleazar reminded the public that that the lifting of community quarantine restrictions was approved purposely to partially reopen the economy.

He warned that violators will still be immediately apprehended and charged, saying mobile checkpoints will be conducted by the Philippine National Police Highway Patrol Group.

“The threat of coronavirus is still there so this is really a challenge. On our part, based on the guidance of President Duterte, we will make sure that necessary measures will be implemented to protect those who would be allowed to go out," he said.

Police authorities in Gen. S. K. Pendatun in Maguindanao neutralized one of the most wanted persons in the province during a law enforcement operation on Saturday.

Col. Arnold Santiago, Maguindanao police director, identified the slain suspect as Ton Mohammad, 40, who has a standing warrant of arrest issued by Regional Trial Court Branch 15 in Cotabato City for murder and robbery charges.

Santiago, citing intelligence information, said Mohammad was earlier detained at the Amas provincial jail in Kidapawan City, North Cotabato for separate charges.

“Mohammad was one of the 158 inmates from Amas jail who escaped when about 100 gunmen stormed the jail facility and rescued a big-time drug lord in January 2017,” Santiago said.

He said the operation against Mohammad was successfully conducted with the help of Moro Islamic Liberation Front (MILF) members stationed in Gen. S. K. Pendatun.

Police intelligence operatives earlier received information that Mohammad, along with his cohorts, were seen roaming around the village of Midpandacan in the municipality.

Backed by soldiers, Maguindanao police personnel proceeded to the village but were fired upon by Mohammad and his group, triggering a brief firefight.

Mohammad tried to escape but was hit in the exchange of gunfire.

He was rushed to a nearby hospital but was declared dead on arrival.

Santiago said the investigation also revealed that Mohammad was a member of a kidnap-for-ransom gang who is also peddling illegal drugs.

His companions managed to escape but two were subsequently arrested.

They were Victor Sabar and Nano Mohammad who were armed with a pistol and a homemade 12-gauge shotgun.

The two, now detained at Gen. S. K. Pendatun municipal police detention facility are facing charges for violation of Republic Act 10591 or illegal possession of firearms and explosives.

Relatives of the slain wanted person took his remains for Islamic burial rites.

Philippine Marines personnel redeployed at the coastal town of Datu Blah Sinsuat in Maguindanao on Saturday vowed to continue their peace mission and environmental protection programs.

Datu Blah Sinsuat Mayor Marshall Sinsuat lauded Lt. Gen. Cirilito Sobejana, Western Mindanao Command (Westmincom) chief, for sending back the Marines in the coastal towns of Maguindanao.

Lt. Col. Alimudin Pola of the 2nd Marine Battalion met with Sinsuat and other town officials during a courtesy call where both parties vowed to maintain peace programs that the Marines implemented during their deployment in Lanao del Sur a year ago.

Brig. Gen. Jonas Lumawag, chief of 1st Marine Brigade, has assured local officials that the Marines will not only protect the people from lawless elements but also actively participate in environmental protection programs.

Datu Blah is known for its rich marine life and nesting place for sea turtles.

The town is composed of 13 coastal barangays and more known as the fishing capital of Maguindanao.

It is also known for its white beaches and as the most peaceful town in Maguindanao’s first district.

Sinsuat, meanwhile, urged the Marines to help the local government put an end to the smuggling of fake cigarettes from Sulu and Tawi-Tawi.

The smugglers have been using the coast of Datu Blah Sinsuat as its landing spot before bringing the smuggled stuff to Cotabato City and other parts of the region.

Lumawag said the Marines will also help the LGU as front-liners in the fight against the coronavirus disease 2019.

Another New People’s Army leader, who was recruited to join the rebel movement while he was still a minor, has abandoned the armed struggle and surrendered to the 15th Infantry Battalion in Cauayan, Negros Occidental, its commander, Lt. Col. Erwin Cariño, said yesterday.

Albert Yanong Alon, alias Ka Butsoy, squad leader of Sentro de Grabidad Platoon SYP of the South West Front, is the third NPA leader to surrender to the 15th IB since May 14, Cariño said.

Alon, 27, who is a resident of Hinobaan, Negros Occidental, claimed that he was recruited to join the NPA when he was 16 years old, Cariño said.

Because of his experience as a seasoned combatant, Cariño said, Alon told them that he was appointed by their leadership as platoon leader operating in northern and southern Negros.

On May 14, Hermosilla Villamor, alias Aya, a Front Committee member of the South West Front in Negros and Teody Manorte alias Koko, Squad Leader of SYP Platoon of the South West Front, also surrendered to the 15IB in Cauayan, as a result of the Community Support Program of the Philippine Army.

Cariño said that Alon called on his comrades to abandon the meaningless armed struggle.

Hinobaan Mayor Ernesto Estrao said he welcomed the decision of his town mates, who are fighting against the government, to abandon the armed struggle, stressing that the municipal government is ready to help them in their re-integration to society.

Cariño assured Alon of benefits due to him under the Enhanced Comprehensive Local Integration Program of the government.

Against the odds, the Philippines has successfully built a new sheltered port on Pag-asa Island in the West Philippine Sea, while other new structures near completion.

It's small compared to the 7 artificial islands China reclaimed in the area, but it is a concrete step forward in the Philippines' bit to assert its sovereign rights in the West Philippine Sea.

China has overwhelmed the region with the presence of its vessels and aircraft, many belonging to its military. The new structures on Pag-asa will make traveling to and staying on the island easier for both the Philippine military and civilians, thus helping to establish a more constant Filipino presence in the West Philippine Sea.

The sheltered port will be operational by June 12, Independence Day, Transportation Secretary Art Tugade said in a televised briefing on Thursday night, May 29. With a safe harbor for vessels, visitors may frequent the island and stay longer.

The waters around Pag-asa are too shallow for large vessels, and without a port, ships are forced to drop anchor kilometers away, requiring transfers to smaller boats that present a logistical challenge.

Pag-asa, internationally known as Thitu, is the second largest island in the Spratlys Group, and the largest in the Philippine-held Kalayaan Island Group (KIG). It is the only one of the Philippines' 9 islets in the KIG inhabited by a civilian community. The rest are small military outposts.

All in all, Pag-asa Island is home to around 250 people, including a military contingent.

The Philippine Army announced the recent appointment of Colonel Jose Augusto V. Villareal as the new commander of the 203 rd Brigade of PA based in Bansud, Oriental Mindoro.

Villareal replaced Brigadier General Antonio Lastimado who was appointed as deputy commander of the Southern Luzon Command (SOLCOM), which directs and orchestrates all military operations in Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon), Mimaropa (Oriental Mindoro, Occidental Mindoro, Marinduque, Romblon, Palawan) and Bicol regions.

Villareal, a native of Lanao del Sur and a graduate of Philippine Military Academy “Bigkis Lahi” Class of 1990, was the Second Infantry Division’s chief of staff for more than a year prior to his designation as 203rd brigade commander.

He was assigned as company commander of 58 th Infantry Batallion in Mindanao, and commanding officer of the First Infantry Battalion based in Laguna.

Major Gen. Arnulfo Marcelo B. Burgos Jr., commander of the Second Infantry Division, presided over the formal transfer of authority, responsibility and accountability from Lastimado to Villareal in a simple ceremony held at the brigade headquarters in Barangay Pag-asa in Bansud town.

“I assure you that my soldiers will be a friend, a sibling and a partner of our constituents, partner agencies and the general public as we pursue the goals of every peace-loving citizen while we call upon the few remaining New People’s Army (NPA) in the island to speak with the government and heed the nation’s call for unity and reconciliation or suffer the tragic end which peace spoilers are destined to meet,” Villareal said.

A Military Merit Medal Interim to Distinguished Service Star was conferred on Lastimado for his meritorious achievements when he was the 203 rd Brigade Commander, among them the creation of Task Forces to End Local Communist Armed Conflict (TF ELCAC) at all levels, and the unprecedented giving of consent by the local leaders for the creation of local peace coordinating councils.

ARMED Forces of the Philippines (AFP) Chief of Staff Gen. Felimon Santos Jr. inspected the Nido and Matinloc platforms in Palawan, which are pegged to expand the awareness for the country’s maritime domain.

Santos visited the platforms on May 28, which are part of the Nido and Matinloc oil fields in Northwest Palawan.

“This is a very good development for the Armed Forces as it will increase our maritime domain awareness and our operational reach,” said the chief of staff.

After over four decades of operations, the said platforms stopped production in November last year. The two oil fields produced a total of 31 million barrels of oil.

Santos said that the facility can serve as a shelter for fisherfolk and researchers from the national government agencies.

Moreover, Santos also visited the headquarters of the Joint Task Force Malampaya meeting its Commander, Navy Captain Donn Anthony Miraflor.

JTF Malampaya, which is under the AFP’s Western Command (WESCom), is tasked to secure the Malampaya Natural Gas Project from terrorist attacks and other security threats.

Furthermore, said inspection of vital sites was part of the Chief of Staff’s tour in Palawan that also included the Change of Command Ceremony for the Western Command.

Gen. Santos presided over the ceremony installing Lt. Gen. Erickson Gloria as the new WESCom Commander in place of retiring Adm. Rene Medina.

Garcia replaced Vice Admiral Rene Medina, who led the unified command for almost 14 months in securing and sustaining peace in the Joint Area of Operation (JAO), including the other mission areas – Territorial Defense Operations (TDO), Humanitarian and Disaster Response (HADR) and Support to National Development, covering the Province of Palawan and the West Philippine Sea (WPS).

Gloria is a member of the Philippine Military Academy (PMA) “Maringal” Class of 1988. Before taking his post in WesCom, he was AFP deputy chief of staff.

He was also a tactical and rescue pilot, and holds a command pilot rating in the Philippine Air Force (PAF).

During his stint as WesCom chief, Medina was able to degrade the Communist Terrorist Group, and adversely affected their terroristic activities in the province. Likewise, his dynamic leadership brought about the effective, and active collaboration of local government units and other law enforcement agencies.

“All of us here share a moral involvement in sustaining peace and protection of Palawan. As I held the commandership of this unique unified command, it was my hope that WesCom will remain steadfast. Alam ko na ang ating mga nasimulan ay magpapatuloy. Of course our accomplishments, maraming salamat sa inyong lahat,” Medina said.

The communist New People’s Army (NPA) denied involvement in the burning of four houses and a small chapel in Opol town, Misamis Oriental on Thursday.

NPA spokesperson Maybelle Guerrero in a statement on Sunday also said it was not true that villagers heard the shout, “Mabuhay ang NPA” as suspects left the village of Zone 2, Barangay Limonda in Opol.

“The NPA has nothing to do with the said torching,” Guerrero said in a statement sent to media organizations. “If this were true, then it raises the suspicion that the arson was the handiwork of AFP (Armed Forces of the Philippines) soldiers in the area.”
“(T)he NPA does not, and will not, destroy civilian infrastructure, especially places of worship,” Guerrero assured the people of Opol and Misamis Oriental.

The military and the police blamed the communist rebels for burning the houses and chapel after residents reportedly refused to give in to the rebels’ demands for food.

Army 403rd Infantry Brigade spokesperson Capt. Rene Belmonte Jr. said the perpetrators were NPA rebels led by a certain “Decoy” of the Guerilla Front 12 that operated near the border of Misamis Oriental and Iligan City.
Guerrero also belied military claims that Ka Maria Malaya, spokesperson of the NDFP in Northeast Mindanao, and Ka Joaquin Jacinto, NDFP-Mindanao spokesperson, were among those killed in the series of military and rebel encounters in Surigao del Sur.
She showed undated photos of Malaya and Jacinto on the rebel website, Philippine Revolution Web Central, as proof that the two communist leaders were still alive.

“This is contrary to military reports and social media propaganda claiming that they were killed in a firefight in Surigao del Sur,” Guerrero said.

CAMP EVANGELISTA, Cagayan de Oro City – In a simple Change of Command Ceremony, Major General Andres Castor Centino AFP officially assumed command as the new Commander of the 4th Infantry “Diamond” Division, Philippine Army promising to sustain the government’s campaign to end the local communist armed conflict. The ceremony was held at the 4ID’s Alcoseba Hall in Camp Evangelista, Patag, Cagayan de Oro City on Friday, May 29, 2020.

MGen Centino addressed his subordinate commanders to be up to the standard of excellence that 4ID is known for, and to work as a team with dedication and professionalism. The 4ID has gained headway in the campaign against the communists armed group but cited that there is a need to do more to finish the task of serving the people and protecting our territory.

LtGen Gilbert I Gapay, the Commanding General of the Philippine Army, presided the turnover of leadership from the outgoing 4ID Commander, MGen Franco Nemesio M Gacal AFP, to the incoming 4ID Chief. The ceremony was also attended by LtGen Jose Faustino Jr AFP, Commander of the Eastern Mindanao Command, brigade and battalion commanders under the 4ID.

According to MGen Centino, ending insurgency takes more than just confronting the armed component of the Communists Terrorist Group (CTG). It needs the collaboration among partner agencies. “I enjoin our partners in the civilian bureaucracy to continue our collaborative efforts in harnessing our skills and capabilities to address the scourge of insurgency,” Centino bared.

The new commander assures the people of Northern Mindanao and Caraga regions that under his leadership, as the newly installed 4ID chief, he will continue to be their reliable partner in the implementation of Executive Order Number 70.

“To our stakeholders in Northern Mindanao and Caraga region, inter-agency partners, local government executives, officials, and constituents, be assured that 4ID will continue to be your committed partner to serve our people and secure our community against the local communist threats, including the threat posed by the COVID-19 pandemic. We will be your reliable partner in nation building in times of peace and in times of calamities and we will exert more effort to empower people and our communities especially in areas affected by conflict,” Centino added.

Centino assures the outgoing 4ID Commander, “we will put premium in the improvement of training systems, leader’s development program, Non-Commissioned Officers empowerment, Reserve Force development, and Civilian Human Resource Component strengthening.” “I will sustain your gains and ensure that what you have set out to do shall come into fruition,” addressed Centino to Gacal.

During the ceremony, accomplishment of the outgoing 4ID chief were presented. Under MGen Gacal’s leadership for more than a year, the 4ID were able to clear 151 CNT affected barangays; recovery of 351 high-powered and 386 low-powered firearms; seizure of 205 enemy camps; neutralization of 93 NPA personalities thru encounters; surrender of 1,807 CNTs; withdrawal of support from the Communist Terrorist Group (CTG) of 4,754 Underground Mass Organization (UGMO) members; and the activation of 10 CAA companies that eventually led to the clearing of Guerilla Front 14.

“As the new division commander, we will engage the enemy hard and this will be my top operational priority. We will brace for the challenge ahead. Considering the limited time, we will be relentless in our pursuit against the insurgents. To the Diamond troopers, follow me, and I will lead you in winning the peace in the regions of Caraga and Northern Mindanao,” MGen Centino concluded.

Jolo, Sulu – Ninety-four (94) families safely returned home after three years of being displaced in its own municipality during the Balik Barangay Program held at Brgy. Tugas, Patikul, Sulu on May 28, 2020.

Among the 197 families who were pre-emptively evacuated last 2017, the said 94 households were initially brought back to Brgy. Tugas with the help of the Provincial Task Force on Ending Local Armed Conflict (PTF-ELAC), Municipal Task Force on Ending Local Armed Conflict (MTF-ELAC) and 1101st “Gagandilan” Brigade of the 11th Infantry Division.

6,005 persons were forcedly evacuated due to the rampant harassment and atrocities inflicted by the terrorist Abu Sayaff Group such as burning the community’s schools, ransacking its local produce, and making its structures lair for kidnap victims and other lawless activities. The untimely evacuation badly affected the lives of its residents forcing them to leave their homes and relocate to nearby barangays.

In a testimony, Kathlene Mae Sabtula said that her family had no choice but to leave for safety. With the Balik Barangay Program, she was thankful that they can live a normal life again.

Brigadier General Antonio Nafarrete, Commander of 1101st Brigade said it facilitated the rehabilitation and organization of the barangay’s school, cooperatives and livelihood programs in coordination with the local government of Patikul and stakeholders. The 45th Infantry Battalion of the 1st Brigade Combat Team also facilitated series of clean-up drive in the area.

Meanwhile, the MTF-ELAC granted food assistance to the internally displaced persons along with other non-food items such as blankets, pillows, seedlings, and Php 3,000 cash for each families.

Major General Corleto S. Vinluan Jr., Commander of 11th Infantry Division and Joint Task Force Sulu (JTFS) together with Sulu Governor Abdusakur M. Tan, Patikul Mayor Kabir E. Hayudini and other LGU officials and military officers pledged their commitment “to support the peace efforts of the community; to contribute intellect, time, and resources; and to support the community’s persistent call to denounce violence, lawlessness and criminality.”

“Real war happens inside our community so I encourage you to help our armed forces and local government by reporting all terroristic activities in Patikul. Entering the military profession is also one of the best ways to help your community and family start a new life,” said Governor Tan.

Major General Vinluan also lauded the government of Patikul for encouraging Tausugs to enter the military and appreciated the collaborative efforts rendered by JTFS. “With the presence of Tausug soldiers, we can easily apprehend ASG bandits in Sulu. The government has more plans for the future of your children so let us not waste each one’s efforts for making the Balik Barangay Program possible. Help one another in bringing genuine peace in this province,” he said.

BALER, Aurora – The livelihood programs that have been given to Former Rebels (FRs) and even other marginalized sectors should be sustained especially in this time of COVID-19 pandemic.

With this, the 91st Infantry (SINAGTALA) Battalion, 7ID, PA under the leadership of LTC REANDREW P RUBIO INF (GSC) PA gave sixty (60) broiler chicks and its supplies as second round of livelihood project intended for eight (8) FRs at 91st Infantry Battalion Headquarters Barangay Calabuanan, Baler, Aurora on May 26, 2020.

The program is also in line with the continuing Enhanced Adopt-A-Brgy Program of the unit by extending help and assistance to the less-fortunate individuals or groups.

The FRs really appreciated and expressed their gratitude to the SINAGTALA troopers for the latter’s generosity and unwavering support to them without hesitation.

LTC RUBIO is optimistic that his unit will continue to support the FRs in one way or another in order to alleviate the living condition of the FRs.

“Rest assured that we will continuously capacitate our FRs through livelihood opportunities for them to effectively mainstream in the society,” RUBIO said.

Meanwhile, COL ANDREW D COSTELO INF (GSC) PA, Commander, 703rd Infantry Brigade, 71D, PA commended the troops for being very active and supportive in such endeavor.

“Our intervention to FRs is very important not just by availing the ECLIP benefits but also giving them opportunities which will benefit their future,” COSTELO said.
