ZAMBOANGA CITY, Camp Navarro, Apr 30 (PIA) - Troops of the 97th Infantry Battalion, Philippine Army recovered more firearms and war materiel of the New People's Army in Zamboanga del Norte on April 29, 2020.

While clearing and scouring the area at around five in the afternoon following a previous operation in Barangay Guibo, Siayan, soldiers recovered one AK47 rifle, one M16 rifle with one long magazine, one M14 rifle with magazine, three Improvised Explosive Devices (IED), 30 rounds of 50 caliber ammunition, 59 rounds 5.56mm ammunition, 10 rounds 7.62mm ammunition, one box medical kit, and one box assorted medicine.

"The recovered items were left behind by the fleeing communist terrorists during our follow-up operation against HQ Kalaw and Mindanao Regional Guerilla Unit in Barangay Guibo at dawn of April 28," 102nd Brigade Commander Col. Leonel Nicolas said.

Joint Task Force ZamPeLan Commander, Maj. Gen. Generoso Ponio, commended the troops for their series of accomplishments.

Troops continue to scour the area.

"We will not give these communist terrorists some time to rest and hide. We will continue to track them and stop them from creating havoc in the communities," WestMinCom Commander Lt. Gen. Cirilito Sobejana said. (PR)

LAS NAVAS, Northern Samar, Apr. 30 -- The unidentified CNT who was killed and abandoned by his comrades during an encounter with the elements of the 20th Infantry (WE LEAD) Battalion of the 8th Infantry (STORMTROOPERS) Division, Philippine Army in the hinterland of Brgy. P. Rebadulla, Catubig, Northern Samar was laid to his final resting place on Tuesday, April 28.

The slain CNT was airlifted by the Philippine Air Force helicopter from the encounter site to the town proper of Catubig, Northern Samar.



His remains was received by the local government unit of Catubig for post mortem examination and was accorded with appropriate religious rights by Reverend Father Cyril Paredes prior his interment to the public cemetery of said town.



Lieutenant Colonel Juan Gullem, 20th Infantry Battalion commander is saddened by the plight of the slain NPA who was carried by WE LEAD Troopers to the landing zone, after he was abandoned and neglected by his coward comrades.

“The situation only shows the real color of Communist Terrorist Groups (CTGs) where they manipulated the minds of their victims to wage war against the government but unable to protect them in times of trouble, he said. As professional soldiers, we have to respect the dignity of the dead, a humanely act that the CTGs failed and cannot do the same to their fallen comrade,” he added. (20th IB, 8ID)

Two members of the New People’s Army (NPA) were killed in a series of encounters in Sitio Mahayon-Hayon, Barangay Guibonon, Esperanza, Agusan Del Sur on April 30.

Lt. Col. Ezra Balagtey, spokesperson of EastMinCom, said the two bodies were left behind by their comrades while trying to escape from the 26th IB soldiers.

The first clash transpired on Thursday afternoon when soldiers responded to a report regarding the presence of an undetermined number of NPAs in the said area. It resulted in a seven-minute skirmish that wounded SSg. Joseph E. Hulibayan, who led the patrol.


However, despite the injury, Hulibayan led the pursuit and re-engaged the fleeing NPAs at about 10:30 p.m.

The 20-minute exchange of gunfire caused the NPAs to scamper to different directions leaving behind the two bodies. The troops also seized two M16 rifles, one AK-47 rifle, bandoliers, magazines, and ammunition.

The bodies were turned over to the local government of Esperanza for identification.

In a separate instance, patroling members of the 39th IB and Civilian Active Auxiliary (CAA) figured in a series of encounters against an undetermined number of NPAs in Barangay Tuburan, Tulunan, Cotabato on April 30.

There was no casualty reported on both sides.

Maj. Gen. Jose C. Faustino Jr., commander of Eastern Mindanao Command, directed the units to intensify their security operations.

“Let us continue with our relentless operations to deny the terrorists the opportunity to carry out coercion and intimidation so that the communities can continuously cope with the crisis brought about by COVID-19,” the EastMinCom commander said.

CAMP MONTECLARO, Miagao Iloilo– A CPP-NPA Terrorist (CNT) voluntarily surrendered to the Army’s 61ST Infantry (Hunter) Battalion, Saturday, May 02, 2020 at Camp Monteclaro, Barangay Igtuba, Miagao Iloilo.

Lieutenant Colonel Joel Benedict G Batara, the Commanding Officer of 61IB identified the surrenderee as alias KEN (not his true name), 20 years old, a resident of Miagao, Iloilo and was a member of Suyak(SDG) Platoon, Southern Front, KR-Panay.

KEN on his voluntary narration of events claimed that he was just fetching water when armed men approached him and offered scholarship and free education if he will join their group. He accepted the offer thinking he can continue his studies. Later did he know that he was already a full-time member of the NPA when he together with other recruits were forced to pledge for the armed revolution. They were shocked when they were forced to hold arms and ordered to conduct a tactical offensive against the government troops.

His world torn apart when the clash transpired between troops of 61IB and members of CTGs at So Anoy, Barangay Cabalaunan, Miagao, Iloilo on April 18, 2020, where many of his comrades were captured. After surviving the said encounter, KEN decided to run away and returned to their home.

The face of KEN’s mother cannot be drawn when he saw his child went home anxiously shaking. She then asked for help from their Barangay officials who assisted him in coming to the headquarters of 61IBn.

Ken on his voluntary narration of events claimed that he was already sick with the lies and promises of the armed group; he realized that he was deceived and the ideology he followed gave him nothing but trouble. All he wanted for now, is to clear his name and have a better future, a realization that gave him the courage to voluntarily return himself to the folds of the law.

“Nothing can beat the love of a mother for her child. I am glad that KEN chose to live with his family. Rest assured that we will help him in the best way that we can for him to live a peaceful and normal life.” LTC Batara said.

CAMP SIONGCO, Maguindanao – The Joint Task Force Central (JTFC) provided security assistance to the local government units (LGUs) and Department of Social Welfare and Development (DSWD) in the distribution of cash aid to the qualified beneficiaries of the government’s Social Amelioration Program (SAP) in Central Mindanao.

The distribution of the cash aid is in line with Republic Act 11469, known as “Bayanihan to Heal as One” enacted last March 2020 granting the President limited emergency powers to address Corona virus disease 2019 (COVID 19) outbreak in the country. The RA grants the President the authority to give low-income families with P5000 to P8000 emergency cash aid during the crisis.

Currently, the units under JTFC secures the distribution of the SAP by providing route and area security during the distribution of SAP in coordination with the PNP, LGUs, and DSWD. SAP distribution to qualified beneficiaries which started last April 19, 2020 are now in full swing in the provinces of Maguindanao, Sultan Kudarat, North Cotabato, Lanao del Sur, and cities of Cotabato and Tacurong.

Maj. Gen. Diosdado C Carreon, Commander of JTFC, directed all units under his command to guarantee the safe and complete distribution of the SAP cash aids assistance to the identified beneficiaries of the program. The military was tasked to ensure security, provide manpower and technical assistance, and provide land air, and sea assets to transport DSWD personnel and goods as needed in support to the distribution of the SAP.

It must be noted that in other areas of the country, there were reported cases that the Communist Terrorist Groups attacks the frontliners and seizes goods and other provisions intended for the people. These groups jump into every opportunity to disrupt any government programs in order to advance their twisted ideologies.

“SAP distribution involves large sums of money. JTFC cannot afford to let terrorist groups and other lawless armed groups in the JTFC Joint Area of Operation (JAO) to disrupt the SAP distribution as the cash assistance is intended to ease the plight of the people affected by the Enhanced Community Quarantine due the COVID-19 pandemic” Maj. Gen Carreon, Commander JTFC said. “More than guarding the money intended for the beneficiaries is ensuring that the frontliners involved in the distribution of the SAP assistance are secured and protected.” Maj. Gen Carreon added.

CAMP SIONGCO, Maguindanao – As had been projected by the leadership of Joint Task Force Central (JTFC), the surrenders of members of the BIFF terrorist group continue to manifest in the JTFC Joint Area of Operations (JAO).

Another 3 bandits of the Bangsamoro Islamic Freedom Fighters (BIFF) once again yielded to the 34th Infantry Battalion yesterday (April 29) at around 8:40 a.m. in Barangay Nabalawag, Midsayap, North Cotabato.The rebels were under Karialan faction under the command of late Mando Mamalumpong, the former Division Commander and spokesperson of the terror group.

The surrenderers were identified as Lanny Masaliday Salen a.k.a. Matyak, Rocky Kinal Paguital, and Abas Kambali Salem. The three also laid their arms and turned over one (1) Barret, one (1) M14, magazines and ammunition.

“The surrender of 3 BIFF members is the outcome of the effective collaboration between the military and the different stakeholders, coupled with intensified information dissemination that attracted these former rebels to embrace peace,” Lt. Col. Glenn Loreto T. Caballero, Commanding Officer of 34th IB under the 602nd Brigade said.

Maj. Gen Diosdado C Carreon, JTFC Commander, once again expressed his optimism that the latest surrenders of BIFF members will continue to entice others. “JTFC remains steadfast in its campaign to end terrorism in Central Mindanao while at the same time performing tasks to protect the community from COVID-19.

The surrenders are currently under the custody of 34th IB for debriefing and proper disposition.

CAMP EVANGELISTA, Cagayan de Oro City – Major General Franco Nemesio M Gacal, Commander of 4th Infantry (Diamond) Division, Philippine Army, lauded the troops deployed in Caraga region for the series of successful operations, both in the fight to end local communist armed conflict (ELCAC) and the coronavirus disease (COVID-19) pandemic.

It can be recalled that the 23rd Infantry Battalion foiled the communist New People’s Army terrorists’ (CNTs) plans in the province of Agusan del Norte on April 24, 2020, where a gunbattle has transpired and resulted in the recovery of an AK-47 rifle and
other war material.

Days after the said encounter, the 23IB had rescued a nine-month pregnant CNT on April 29, 2020 in the hinterlands of Butuan City, who admitted herself as one of the CNTs involved in the recent encounter against the troops.

With this development, MGen Gacal commended the hard work of the 23IB, as they never cease to pursue the CNTs who continue to harass innocent civilians in the AOR. This, he said is a manifestation that the troops are performing their duties and responsibilities albeit faced with different challenges.

“Your act of rescuing a 9-month pregnant CNT amazon abandoned by her comrades showed our great respect to human rights. This shows our professionalism in the performance of our duty,” bared Gacal.

Along this notable operation, the 4ID Chief also expressed his commendation to the troops serving in Agusan del Sur for pursuing peace in the province.

“To Ever Onward troopers, I commend you for your sincere dedication and commitment in serving the people of Agusan del Sur. You have immediately responded to the call for help by our beloved Agusanons who always put their trust and confidence to the Army. We will continue to safeguard our people from the threats posed by these CNTs,” Gacal underscored.

MGen Gacal was referring to the April 30, 2020 encounter involving troops of 26th Infantry Battalion in Esperanza, Agusan del Sur, where two (2) CNTs were killed and three (3) high powered firearms were recovered.

Meanwhile, on the fight against the spread of COVID-19, the Army General likewise lauded the troops under the Infantry Brigades operating in Caraga for their relentless effort in supporting the local government units and ensuring peace and order in all
parts of the region.

“Aside from our given mandate, let us also focus in beating this invisible and invincible enemy which is CoViD-19. Let us continue and intensify our information awareness campaign and ensure that everyone is equipped with the right information of fighting this deadly disease,” Gacal said.

CAMP SIONGCO, Maguindanao – An armed lawless group member was neutralized in an encounter with JTFC forces.

Lt. Col.Omar V Orozco , Commanding Officer of 2nd Mechanized Infantry Battalion, reported that while conducting security operations in Sitio Kamanga, Barangay Laguilayan in Isulan town, his troops encountered 5 heavily armed lawless elements on 30 April 2020 at around 5:00 a.m.

During the exchange of gun fires, the armed men withdrew and retreated leaving the remains of their fallen member. One M1 Garrand rifle, 2 hand grenade and 2 caliber .45 pistols were recovered in the encounter site.

JTFC Commander, Maj. Gen. Carreon said that “while our forces remains in the frontlines against COVID19, JTFC will not let its guards down against all groups that are threats to the safety and security of the people in Central Mindanao. Let the death of the member of the lawless armed group serves as a stern warning to those who will try to exploit the current COVID19 crisis in executing their evil intentions”

NSFA, Panacan, Davao City – Twelve high powered firearms (HPFA) of the New People’s Army stashed in different locations were discovered by the units of Joint Task Force Agila of Eastern Mindanao Command (EMC) in three separate instances on Saturday, May 2, 2020.

Early morning, elements of 72nd Infantry Battalion (IB) under Ltc. Rey Alvarado discovered an arms cache at Sitio Camad, Brgy. Camutan, Antipas, North Cotabato. The troops seized one M16 Bushmaster Rifle, one M16 Norinco rifle, one M79 Grenade Launcher, one landmine, ammunitions and magazines.

Another arms cache of two M16 rifles was discovered on the same day by the same unit at Barangay Magsaysay, Antipas, North Cotabato.

The discovery was made possible through the revelation of a Political Leader of the NPA who surrendered to 72nd IB earlier.

At about noontime of the same day, elements of 67th IB under Ltc. Louie Dema-ala seized four AK47 rifles, one M14 rifle, one Garrand rifle, and one M79 Grenade Launcher at So. Alimot, Brgy. Salvacion, Trento, Agusan del Sur .

The location of the arms cache was revealed by a former rebel who surrendered to the 67th Infantry Battalion last month.

In separate reports made by Lt Cols Alvarado and Dema-ala, the former rebels revealed that the NPA groups are dwindling in numbers and are under pressure with the loss of their mass bases, which led them to stash their firearms in arms caches.

Meanwhile, MGen. Jose C. Faustino Jr., the Commander of Eastern Mindanao Command, urged all units under EMC to continuously support the implementation of peace initiatives of the different Local Government Units (LGUs) in their respective area.

“The way that the NPAs are stashing their firearms manifest the dwindling manpower of the armed group. Let us, therefore, continue to support the different LGUs in their peace initiatives and the implementation of Enhanced Local Integration Program to encourage other NPA members to return to the folds of the law,” MGen. Faustino Jr. said in his directive.

CAMP CAPINPIN, Tanay, Rizal – The Scout Ranger-trained Commandant of the 2nd Division Training School relinquished his post during a very simple ceremony here on Wednesday.

Colonel Ernest John Jadloc, reported “mission accomplished” to Major General Arnulfo Marcelo B Burgos Jr, Commander of the Army’s 2nd Infantry Division, after completing his tour of duty.

Col Jadloc received a military merit medal in recognition of his exemplary leadership during his remarkable stint as the school’s Commandant which placed him at the very center of soldier development in Southern Tagalog.

The award’s citation highlighted “his invaluable services rendered in a position of major responsibility through which he introduced various reforms on military trainings thereby increasing the quality of soldiers who are mandated to serve the people and secure this part of our land”.

In his speech, Colonel Jadloc expressed his gratitude to the 2nd Infantry Division’s leadership for the trust and confidence that they have bestowed upon him. He also recognized the collective efforts of the training committee, who in one way or another helped him accomplish his mission.

Maj Gen Burgos conveyed his felicitations to the former Commandant for his “commitment and dedication to develop battle-ready and thinking soldiers which we need as we apply the finishing touches against insurgency in this part of the country.”

He added that under Col Jadloc, 2DTS earned the highest rating in Candidate Soldiers’ Quality Assurance Evaluation which focused on marksmanship, survival and war fighting skills among all the Army Training Schools across the country.

During the ceremony, the mantle of leadership was transferred to Col Eric Guevarra, 2ID’s Assistant Chief of Staff for Education and Training, whom Maj Gen Burgos described as “an equally qualified and competent senior officer who will guide DTS to greater heights.”

Col Guevarra graduated from the Philippine Army’s Officer Candidate School in 1993 and has held various critical command and staff positions in 2ID as well as in the Presidential Security Group.

In his speech, Col Guevarra said that he is “humbled by the Command’s immense expression of trust and confidence” which, he added, shall serve as “my motivation to accomplish my new mission of producing quality soldiers who will be unrelenting in combat, compassionate to the people and will live up to our mandate as advocates of peace, servants of the people and defenders of Southern Tagalog.”

Maj Gen Burgos ended his speech by calling on his troops to “remain steadfast in our primary mission of defeating the few remaining terrorists which are now on the verge of irreversible collapse while ensuring our active participation in helping our country contain the deadly corona virus.”

Most of the thousands of face shields which 2ID recently distributed to the LGUs of Baras and Tanay as well as those which will be given to frontline hospitals in the NCR were manufactured by the candidate soldiers under Col Jadloc.

With the Philippines’ long history as a source of Islamist extremism in Southeast Asia, there are indications that the Islamic State is now seeking to extend its presence in the country. While the group has received pledges of support from certain local militant entities, none represents a viable vehicle for furthering sustained attacks outside of Mindanao. Arguably a more relevant threat relates to the large Filipino expatriate community in the Middle East that could either be co-opted as recruits or targeted in attacks.

The Philippines has long been a significant source of Islamist extremism in Southeast Asia. Although the largest and most prominent militant group, the Moro Islamic Liberation Front (MILF), appears set to sign a peace deal with Manila, two other established entities remain active and new ones have emerged. There are also disturbing indications that the so-called Islamic State is seeking to extend its presence in the country by co-opting elements in Mindanao and its surrounding islands. This article examines the current militant landscape in the Philippines and assesses the prospects that it will emerge as a new regional beachhead for Islamic State terrorism.

In May 2017, militants acting in the name of the Islamic State, or ISIS, seized a zone of 24 barangays in Marawi’s center (in the Mindanao province), holding the territory until that October. This “most affected area”, as the government calls it, was the epicenter of the Philippine military’s five-month battle to oust the insurgents. The military’s airstrikes and artillery barrages, as well as pitched battles with the militants, forced some 600,000 people to flee from Marawi and environs, including all the residents of South Madaya. Residents feel that the government has done too little to hasten their return to what they call “ground zero”.



Muslims are a minority in the Philippines, making up about 11 percent of the population. On Mindanao, however, that proportion rises to roughly 23 percent, concentrated mostly in five central and western provinces, where 90 percent of the population is Muslim. The island’s Muslims, or Moros, have long felt disenfranchised, voicing demands for autonomy or independence that were championed for decades first by the Moro National Liberation Front (MNLF), an armed insurgency, and later, after its leaders signed a peace deal with the government in 1976, by the Moro Islamic Liberation Front (MILF). After more than twenty years of talks with the government, the MILF itself reached an agreement with the government in 2014, which envisaged a new autonomous region, the Bangsamoro Autonomous Region in Muslim Mindanao, inaugurated in March 2019 (Bangsamoro means “Moro Nation” and refers both to the Moro people and the autonomous region). The ISIS-linked coalition of militant groups that captured parts of Marawi in 2017 included splinters of the MNLF and MILF that reject the peace deal and the new autonomous region.

Islamic State in the Philippines

During the last several years, there has been growing concern over the Islamic State’s spreading ideological and operational influence in Southeast Asia. Thus far, most attention has centered on Muslim majority states such as Malaysia and especially Indonesia. While these two countries do warrant a cause for worry, there are indications that the group has also sought to extend its reach into the Philippines. In a 24-minute audio narration that the al-Furqan Media Foundation aired on December 26, 2015, for instance, al-Baghdadi specifically included the Bangsamoro struggle as one of several campaigns that Muslims from around the world should support.

The speech came on the heels of a purported Islamic State-produced video that featured militants performing physical exercises at a “boot camp” in the jungles of Mindanao. There has also been at least some speculation that the bomb attacks in Jakarta on January 14, 2016, were a response to the activities of pro-Islamic State Filipino supporters who were seen as competing with Indonesian jihadists as the recognized standard-bearers for al-Baghdadi’s group in Southeast Asia.

Since the emergence of Islamic State (ISIS), though there was no evidence that it had managed to establish a concerted operational presence in the Philippines, the presence of ISIS became clear since 2017-2018, and the jihadist outfit not only was considering this country as the next frontier of jihad, but it also has been recruiting soldiers with the help of Tablighi Jamaat. Tablighi’s activities appear to have been directed toward two ends: proselytism and recruitment for the jihadist outfit.

It is known that the Islamic State has used social media tools in an attempt to co-opt potential followers and sympathizers from schools and universities in Mindanao. In addition, elements widely suspected of being directly connected to the organization have purportedly tried to enlist fighters to join al-Baghdadi’s self-defined jihad in Syria and Iraq (allegedly offering US$147 as a joining bonus). These latter activities first came to light in July 2014 when Musa Ceratino—an Australian-born Christian convert to Islam and regular attendee of the radical al-Risalah Salafist center in Sydney, Australia—was arrested in Cebu City in the Philippines for inciting terrorism on the internet and exhorting Filipinos to go fight for the Islamic State in the Middle East.

In August 2014, leaked government documents claimed that as many as 200 nationals had infiltrated Iraq to undergo militant training with the Islamic State, further warning that many of these volunteers intended to return to the Philippines to wage a jihad war as hardened and experienced Islamists.

As part of my research works on radical Islam and jihad, I have personally studied the case of ISIS fighters entering the Philippines and the future of radical Islam and jihad in that country, interviewed a number of targeted individuals from Mindanao and finally had identified the following points:

Tablighi Jamaat has a significant presence in Mindanao, and this has already resulted in the extreme radicalization of the local Muslims. All most all of the Mindanao Muslim population are infected with the poison of religious hatred. They hate their fellow Christian Filipinos.

Local jihadist outfits in the Philippines have been sending male and female workers mostly from the Mindanao province to a number of countries in the Middle East, such as United Arab Emirates, Oman, Saudi Arabia, Kuwait, Qatar, Bahrain, etc. Under the disguise of domestic help of workers in various sectors in those countries, these Filipino nationals provide a part of their monthly income towards buying weapons and other logistics for the jihadist groups in their home country.

At the instructions from the leaders of the radical Islamic terror groups, mostly young Muslims from Mindanao are gradually moving to Manila and other cities and expanding their financial establishments, starting of owning the so-called tricycle to operating small massage parlors, street-side shops etcetera. They voluntarily send a portion of their income to Mindanao, which finally goes to the jihadist groups.

The way radical Islam and religious extremism are spreading throughout the Muslim populace in the Philippines, we should definitely feel extremely concerned as we do not want that beautiful country to go into the grips of radical Islam. Filipino government needs to initiate effective measures for checking the rise of radical Islam and jihadism. As the first step, activities of the Tablighi Jamaat should be banned forthwith while there should be restrictions on the sharing of ultra-Islamic propaganda materials through various apps and secret websites in the Philippines.

    ILIGAN CITY – Identification cards (IDs) supposedly belonging to members of the Moro Islamic Liberation Front (MILF) were recovered among the voluminous subversive Communist documents at the encounter site between military troops and New People’s Army (NPA) terrorists last April 25 in hinterlands of Lumba-Bayabao, Lanao del Sur.

    According to Colonel Josie Maria Cuerpo II, 103rd Infantry Brigade commander, the IDs showed that the NPAs were misrepresenting themselves in trying to dodge capture by government forces.

    “They use the MILF IDs to hide their identities and subsequently take advantage of the current peace agreement between the government and MILF to spoil the joint initiatives for peace and development in the province and to continue their selfish interests in the guise as farmers,”
    Cuerpo said.


    With the discovery of the IDs, Cuerpo called on the MILF leaders to “protect your ranks and organization from the NPA terrorists’ decades-long fakery and antics in projecting themselves as the poor man’s hero.”

    ” Don’t let them disgrace and use the name of MILF while promoting Communism in Lanao del Sur,” he said.

    Cuerpo appealed to Meranao brothers and sisters anew for cooperation, and asked them to report any suspicious individuals that they see in their communities.

    “Let us help one another to keep the peace and development in the province of Lanao del Sur,” Cuerpo added.

    KIDAPAWAN CITY, Cotabato, Philippines — Social workers called off on Friday the distribution aid under the Social Amelioration Program (SAP) to indigent families of a far-flung village in Cotabato province after armed men believed to be New People’s Army (NPA) rebels attempted to ambush them, police said.

    The social workers, escorted by police and soldiers, were heading to Barangay Tubaran of Tulunan town when tipped of an impending attack, said Maj. Jun Napat, Tulunan town police chief.

    The village is known to be rebel-infested with a strong mass support base, Napat added.

    Soldiers belonging to the Army’s 39th Infantry Battalion clashed with NPA rebels around 5:30 a.m. on Friday.


    The soldiers served as an advanced party to the team of social workers who were aboard police and Army vehicles.

    Napat said the guerrillas were positioned on both sides of the road leading to Tubaran when soldiers on foot patrol noticed them.

    A 30-minute gunfight ensued with no reported fatalities on either side.

    Napat said the communist rebels may have intended to rob the cash that the government social workers were bringing.

    According to Napat, the NPA rebels in the area is led by a certain Eusebio Cranzo of Guerrilla Front 72.

    Probers recovered empty shells from an AK-47 rifle, the rebels’ usual firearm; empty shells for an M-203 grenade launcher, and empty shells for M-16 assault rifles.

    Napat said government social workers were studying the possibility of conducting the aid distribution in a nearby safer village.

    Earlier, the Communist Party of the Philippines warned agencies and organizations not to bring military escorts in delivering relief assistance into rebel stronghold areas.

    The NPA’s unilateral ceasefire expired on April 30.

    DAVAO CITY – Nine members of the communist movement have surrendered to the provincial government of Davao Oriental following a series of clashes between government troops recently.

    In a statement on Sunday, Karen Lou Deloso, provincial information officer, said members of the New People’s Army (NPA) who surrendered were involved in extortion of food from the poor families in the town of Baganga.

    She said the former rebels are being temporarily accommodated in a halfway house called “Happy Home,” a provincial government-run facility that helps rebels in transition to civilian life.

    Deloso also said the provincial government of Davao Oriental is set to give PHP7,000 each to the former rebels which served as immediate assistance, while the Enhanced Comprehensive Local Integration Program (E-CLIP) benefits are currently being processed.


    Governor Nelson Dayanghirang has called on the surrendered rebels to ask their comrades in the mountain lairs to go back to the folds of law and “to stop spreading fear and perpetrating atrocities against the hapless innocent civilians who are struggling to survive the 2019 coronavirus disease (Covid-19) pandemic.”

    For the month of April, a series of clashes occurred in various towns of Davao Oriental.

    Based on the report of the Army's 701st Infantry Brigade (701st IBde), the government troops engaged the rebels in the area on April 11, 12, 16, and 18, resulting in the death of two NPA fighters and in the confiscation of several high-powered firearms and three landmines.

    Capt. Maximo Trinidad Jr., civil-military operations officer of the Philippine Army’s 701st IBde, said the rebels wanted to seize the cash assistance being given by the government to the poor families through the Social Amelioration Program (SAP).

    He added that out of the nine surrenderers, only one had yielded with a firearm, a Garand rifle.

    “Most of the rebels here in Davao Oriental are Mandaya natives. They are being manipulated by the rebel group who exploit their extreme poverty as they live in geographically isolated and depressed areas,” Trinidad said.

    Meanwhile, Dayanghirang has condemned the “atrocities being committed by the communist rebels to innocent civilians at a time when everyone is living in fear and insecurity because of Covid-19 pandemic.”

    “Please stop terrorizing our people. Let us help each other instead for we are all Filipinos. No reason to kill each other,” he said.

    Thirteen New People’s Army (NPA) rebels, including four unit leaders, have voluntarily surrendered while two others were arrested by police and Army personnel in South Cotabato and Sarangani provinces, officials reported on Saturday.

    Lt. Col. Lino Capellan, spokesperson of the Police Regional Office in Soccsksargen (PRO-12), said 11 of the surrenderers formally yielded along with their firearms and presented to local officials on Friday in Sto. Niño town, South Cotabato.

    He said five of them were regular combatants while six were members of the Militia ng Bayan (MB) of the NPA’s Guerrilla Front 73 (Musa)-Far South Mindanao Region.
    They were initially received around 4 p.m. Thursday by joint elements from the PRO-12’s Regional Intelligence Unit (RIU-12) and other law enforcement personnel in Sitio Pine Tree, Barangay Manuel Roxas in Sto. Niño.


    “This was the result of our continuing efforts to reach out and encourage local members of the NPA to return to the folds of the law,” he said in a statement.

    The returnees were led by Arnel Sabarillo alias “Buddy,” a former commanding officer of Platoon Arabo who was later reassigned as vice commander of Platoon Myphone under the Daguma Sub-Regional Command of Front 73.

    He was joined by Hina Kim Belet alias “May,” a medic of Platoon Nokia; Bong Pendatun alias “Rogsy” of Platoon Myphone; John John Agang alias “John-John” of Platoon Myphone; Marlon Yto alias “Jinggoy” of the “Kilusang Larangang Guerilla” of Front 73; Edgar Permalino alias “Jomar,” a former Platoon political instructor and MB commanding officer in Poblacion, Sto. Niño; Lemuel Magudinog alias “Dino,” MB vice commander in Barangay South Sepaka, Surallah town; Ramil Bautista alias “Ome,” MB member in Barangay Rang-ay, Banga town; Dionedes Alberto alias “Kulot,” MB member in Barangay Rang-ay; Modesto Dading alias “Tonton,” MB member in Sitio Lower Lam Bukay, Barangay Lamba in Banga; and, Abner Hinggilio alias “Jacob,” MB member in Barangay South Sepaka, Surallah.

    They surrendered two KG9 rifles with 20 live ammunition, a .45-caliber pistol with 10 live ammunition, two .38-caliber revolvers, two 12-gauge shotguns with four live ammunition, two hand grenades, a landmine, and various subversive documents.

    Capellan said the surrenderers were brought to the RIU-12 office in Camp Fermin Lira here for debriefing and documentation.

    In Sarangani, two other NPA rebels also surrendered to the Army’s 73rd Infantry Battalion (IB) on Friday in Barangay Spring, Alabel town in coordination with village officials.

    Lt. Col. Ronaldo Valdez, 73IB commanding officer, identified the returnees as alias “Paul,” the vice commander of Platoon Tala of the NPA’s Guerrilla Front 71 (Tala), and alias “Dianne,” the medical officer of Platoon North.

    Alias “Dianne,” who was seven months pregnant, was from Barangay Lagao here while alias “Paul,” who surrendered a Garand rifle, hails from Barangay Upper Suyan, Malapatan town, Sarangani.

    Valdez said the two decided to surrender due to their difficult situation in the mountains and uncertainty of their cause.

    "They were among our residents who were brainwashed by the sweet talks and false promises by the NPA recruiters,” he said in an interview.

    In Maasim town, Sarangani, two suspected NPA rebels were arrested by police and Army personnel on Thursday afternoon in Purok 2, Barangay Poblacion.

    Capellan said the joint security team was conducting routine patrol when they noticed two males who were not wearing face masks while in public.

    He said the team immediately accosted the suspects, who were identified as Johnny Buguis and Jimmy Kitay, but they attempted to flee.

    They were eventually cornered and found inside their backpacks were a hand grenade, a .38-caliber handgun loaded with four live ammunition, two 12-gauge shotgun bullets and assorted documents, he said.

    During investigation, Capellan said the two were established as members of the Sandatahan Yunit Propaganda of Front 73’s Platoon Huawei, which was under the command of Jun-Jun Narvasa alias “Magaw,” the Front’s secretary.

    He added that Buguis served as liaison and recruitment officer while Kitay was a member of Platoon Huawei.

    Labor group Defend Coca-Cola Workers reported cases of harassment against as early as January of this year, when Coca-Cola management brought workers to Fort Sto. Domingo, Santa Rosa, and Camp Vicente Lim, Calamba, for anti-union seminars.

    STA. ROSA, Laguna – Labor groups and progressive organizations condemned the presentation of 16 workers as “rebel returnees” on Labor Day, May 1, citing it as staged and a clear case of harassment.

    The Philippine National Police (PNP) Police Regional Office 4A and the 202nd Infantry Brigade of the Philippine Army launched a press conference at Camp Vicente Lim presenting 16 workers from Coca-Cola Sta. Rosa as “rebel returnees.” Brig. Gen. Vicente Danao of the PNP PRO4A stated that “New People’s Army rebels are infiltrating industrial areas through labor unions to force the companies to shut down their operations so that innocent employees will be agitated to go against the government.”

    The press conference confirmed suspicions by labor center Pagkakaisa ng Manggagawa sa Timog Katagalugan (Pamantik-KMU), who stated in an alert April 30 that 16 Coca-Cola workers were picked up after the end of their shift for an alleged “Labor Day program,” and suspected that they would be presented as fake surrenderees.

    In an interview with Bulatlat, Dandy Miguel, vice chairperson of Pamantik-KMU, flat out called the “surrender” a lie, stating that the “surrenderees” were all legitimate workers of Coca-Cola Sta. Rosa.

    “They were targeted by the capitalists at Coke in order to stop them from organizing,” he said. Miguel also pointed out that one of the workers was Rafael Baylosis, a union leader who led the Coca-Cola strike in 2018.

    Bayan Muna Rep. Ferdinand Gaite also condemned the press conference, calling it “atrocious” that the fake surrender was conducted on Labor Day, “on the day that we are supposedly giving honor to our workers.”

    He also pointed out that the surrender violated prohibitions on mass gatherings. “On top of the political harassment, the military is putting in danger the health and lives of the workers,” said Gaite.

    “If not for red-tagging and harassment, the military officials behind this show should at the very least be sanctioned for violating quarantine protocols,” he added. “An investigation should also be launched to look into these accusations of using civilians as fake rebel returnees, and the military officials behind these modus operandi punished.”

    Continuing series of harassments

    The press conference was only the latest in a series of harassments by the police, military, and intelligence assets against Coca-Cola workers.

    Labor group Defend Coca-Cola Workers reported cases of harassment against as early as January of this year, when Coca-Cola management brought workers to Fort Sto. Domingo, Santa Rosa, and Camp Vicente Lim, Calamba, for anti-union seminars.

    The group also called out former labor leader turned police asset Rey Medellin as instrumental to the continuing harassment faced by the workers.

    On March 29, Medellin posed as “Rebo,” a “rebel returnee” who “surrendered” in a similar staged ceremony in Camp Vicente Lim. On April 1 and 2, Medellin was reported to be involved with the PNP in visiting union leaders’ houses and coercing them to surrender as members of the NPA.

    Nine workers were brought to Camp Macario Sakay, April 23, and interrogated as well, before being coerced into not participating in union matters.

    The May 1 “surrender”, Defend Coca-Cola Workers said, was “another attack brought about by the National Task Force to End the Local Communist Armed Conflict in order to discredit legitimate organizations and unions.”

    Gaite also noted that the attacks played into the military’s scheme of cashing in on their Enhanced Comprehensive Local Integration Program (E-CLIP), where each “rebel returnee” was set to receive as much as P160,000 on surrender.

    ‘Abysmal performance’

    Gaite contrasted government harassment of workers with the aid being given to them, concluding that “while the government’s performance is outstanding in harassing workers, it is, as expected, abysmal in helping them.”

    He noted that the Department of Labor and Employment’s (DOLE) Covid-19 Adjustment Measures Program (CAMP), Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD), and DOLE-AKAP for OFW’s have only covered 721,023 workers out of the two million estimated by DOLE to have been displaced and need help due to the ongoing pandemic.

    “We are experiencing the worst jobs crisis in history with over 23 million unemployed Filipinos,” Gaite said. “Instead of wasting time and precious resources in attacking workers, the government should focus its energies into abating the adverse impacts of the health crisis.”

    The Bayan Muna representative stated that government must “re-channel funds allocated for irrelevant programs,” and called for E-CLIP to be defunded and its P260 million budget be “re-channeled towards relief and aid.”

    ILOILO CITY, May 3 -- The Regional Task Force on Ending Local Communist Armed Conflict (RTF-ELCAC) 6 is all out in its commitment in the fight against the illegal activities of the CPP-NPA in Western Visayas.

    The Task Force has pledged anew to be one in addressing the illegal activities of the communist-terrorist groups in the Region “even if the resources of its member-agencies were significantly committed in fighting the corona virus disease 2019 (COVID-19).”

    The Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) personnel of the Peace, Law Enforcement and Development Support (PLEDS) Cluster of RTF-ELCAC 6 actively form part of IATF in ensuring that the delivery of the basic services will reach the community and its populace.

    Records show that despite the pandemic, there were four deliberate attacks on government forces in Region 6.

    “These atrocities clearly show their callousness on the sufferings of our people. They intentionally derail the government assistance to fuel their propaganda that the government is allegedly inept, uncompassionate and irresponsible,” the RTF-ELCAC 6 said.

    The evidence and personal accounts of residents easily confirm the evil intention of taking advantage of the current situation by the CPP-NPA for them to extort money and goods, recruit more locals to rebel against the government, and plan to conduct tactical offensives against the government forces and vital installations, the Task Force noted.

    The RTF-ELCAC 6, with the 12 Clusters under it, will never be unfazed with CPP-NPA's declaration to resume offensive operations as their force is merely composed of coward leaders and misguided ranks.

    “What we are more concerned with and determined to prevent are their attacks on non-combatants and defenseless civilians as well as government workers who day and night are exhausting everything to perform their duty of serving the people,” the Task Force added.

    Amidst the multifarious task that the government agencies are doing to cope with the pandemic, survive the crisis, and prepare for the so-called “new normal,” the RTF-ELCAC 6 vows to pursue its initiatives to make these terrorists irrelevant with the support of every Filipino people.

    “We will not hesitate to put our lives on the line – against the unseen enemy which is the COVID-19 or the lingering CPP-NPA virus. We will defeat them as one,” the Task Force said. (JBG/CCPIII/STRATCOM Cluster)

    CAMP SIONGCO, Maguindanao – The Municipality of Sultan Sa Barongis and Radjah Buayan in the Province of Maguindanao declared the Bangsamoro Islamic Freedom Fighters (BIFF) and Dawlah Islamiya-Terror Group (DITG) as Persona Non Grata.

    The declaration in Sultan Sa Barongis was approved in a Municipal Peace and Order Council (MPOC) resolution last November 25, 2019. In a similar note, Radjah Buayan town also crafted a similar declaration in resolution approved by the Sangguniang Bayan during the regular session meeting last January 27, 2020.

    The two municipalities openly condemed the atrocities and all forms of criminalities perpetrated by the BIFF and the DITG. The declarations remains in effect.

    Col. Joel Q Mamon, OIC, 601st Infantry Brigade and 33rd Infantry Battalion Commander Lt. Col. Boongaling whose area of operations covers Sultan Sa Barongis and Radja Buayan, expressed their strong support to the initiatives of the two municipalities.

    They also expressed their optimism that other towns will follow in declaring the terrorist groups as persona non grata in their respective municipalities.

    The Commander of Joint Task Force Central, Maj. Gen. Diosdado C. Carreon, commends the LGUs of Sultan Sa Barongis and Radjah Buayan. He said that “openly declaring the BIFF and DITG as persona non grata is a robust manifestation that terrorism is unwelcomed and unacceptable in the community.     Sa unang Mayo Uno ng bagong dekada, binabati ng Partido Komunista ng Pilipinas at lahat ng rebolusyonaryong pwersa ang uring manggagawa at masang anakpawis sa Pilipinas at sa buong mundo. Bilang partido ng proletaryong Pilipino, ang Partido Komunista ang nangunguna sa pagsusulong ng dalawang-yugtong rebolusyon sa Pilipinas para sa pambansang demokrasya at para sa sosyalismo.

    Nakikiisa ang Partido sa mga panawagan ng mga manggagawang Pilipino para sa kagyat at sapat na ayuda para sa milyun-milyong mga Pilipinong labis na nagdurusa sa ilalim ng militarista at mapaniil na pagharap ng rehimeng Duterte sa pandemyang Covid-19. Nakikiisa rin ang Partido sa panawagang kagyat na ipatupad ang kinakailangang mga hakbanging medikal kabilang ang malaganap na testing at isagawa ang mas demokratikong paraan ng pamamalakad sa krisis, sa halip na paraang batas militar.

    Ginagamit ng rehimeng Duterte ang kasalukuyang krisis pangkalusugan para iabante ang kanyang iskema para ipataw ang pasistang diktadura. Sa ngalan ng “kaayusan,” ginagamit niya ang brutal na pwersa para pasunurin at payukuin ang lahat, patahimikin ang kritisismo at reklamo, at supilin ang lahat ng lumalaban at nagpoprotesta. Sa ngalan ng pag-iwas na kumalat ang Covid-19, nais niyang ipatupad na “bagong normal” ang mga patakarang mapaniil (curfew, checkpoint, presensyang militar, pagbabawal sa pagrarali) at mga neoliberal na hakbanging kontra-mamamayan (pagbuwag sa mga komunidad ng maralitang lungsod, pagpigil sa pagtaas ng sahod, pagbabawal sa mga dyip).

    Ginagamit ni Duterte at kanyang mga kroni para pagkakitaan nang malaki ang krisis. Milyun-milyong pisong pondo ng bayan ang kinakamkam ngayon ni Dennis Uy, mga Villar at iba pang malalaking burgesyang kumprador. Kasuka-suka na ang dalawang barkong “ipinahiram” ni Uy para gamiting “quarantine center” ay inupahan ng gubyerno sa halagang P35 milyon bawat isa. Walang kahihiyan din ang kaliwa’t kanan mga konstruksyon para sa Covid-19 na kinontrata ng gubyerno sa pamilyang Villar. Batbat ng korapsyon ang pagbili ng mga kagamitan, pamamahagi ng ayuda atbp.

    Kasabay ng paggigiit na ipatupad ang pangkalahatang mga hakbanging pangkalusugan, at pagsingil sa ipinangakong ayuda para sa lahat ng pamilyang naghihirap, dapat itulak ng mga manggagawa ang pagpapatupad ng mga patakaran sa mga pagawaan at lugar ng pagtatrabaho na magtitiyak na ligtas sa paghahahawaan sa Covid-19, kabilang ang pabibigay sa kanila ng mga face mask at iba pang mga kagamitan, lugar para regular na makapaghugas ng kamay, at angkop na distansya sa pagitan ng mga manggagawa. Gayundin, dapat nilang igiit ang panawagan para sa umento sa sahod para makaagapay sa arawang gastos, regular na trabaho at pagwawakas sa kontraktwalisasyon.

    Sa ilalim ng mga paghihigpit at paniniil ng rehimeng Duterte, dapat patuloy na magsalita at lakasan ng mga manggagawa ang kanilang boses. Dapat patuloy silang mag-organisa ng kanilang mga unyon at asosasyon para ipagtanggol ang kanilang interes at ang kagalingan ng masang anakpawis. Dapat patuloy nilang isulong ang kanilang mga kahilingan at mga karapatan at tuluy-tuloy na itulak ang karapatan sa demokratikong pagkilos na may pagsasaalang-alang sa kinakailangang distansyang pisikal bilang pag-iwas sa pagkalat ng sakit.

    Kasabay nito, dapat patuloy na palakasin ang Partido Komunista sa hanay ng mga manggagawang Pilipino upang magsilbing gulugod at gabay sa kanilang mga pagkilos at paglaban. Itinuturo ng Partido na ang mga demokratikong pakikibaka sa araw-araw ay nakaugnay sa mas malaking pakikibaka para sa rebolusyonaryong pagbabago ng lipunan.

    Ang lumulubhang pagsasamantala at pang-aapi sa mga manggagawa ay bunga ng lumalalang krisis ng malakolonyal at malapyudal na sistema sa Pilipinas na nakaugnay sa nagpapatuloy na krisis ng pandaigdigang sistemang kapitalismo. Ang bigat ng krisis ng naghaharing sistema ay ipinababalikat sa mga manggagawa at masang anakpawis sa pamamagitan ng lalong matitinding anyo ng pagsasamantala at pang-aapi, mga pabigat na na buwis at iba pang mga patakaran neoliberal na nagbibigay ng buong laya sa mga monopolyong kapitalista at malalaking burukrata na todong-pigain ang mga manggagawa at mamamayan para kamkamin ang maksimum na tubo.

    Bago pa man sumiklab ang krisis bunsod ng pandemyang Covid-19, ang pandaigdigang sistemang kapitalista ay nasa bingit na ng pagsiklab ng isang krisis sa pinansya at ekonomya. Ang ibinubunga nitong di mabatang kalagayang panlipunang ay nagtutulak sa milyun-milyong mga manggagawa at mamamayan na lumaban. Sa nagdaang taon, sumiklab sa iba’t ibang bansa ang galit ng mga manggagawa at mamamayan sa malalaking protesta laban sa pagkakaltas ng subsidyo sa mga serbisyong panlipunan, laban sa korapsyon, paniniil sa mga migrante, minorya at kababaihan, at para sa permanenteng trabaho, umento sa sahod, paggalang sa mga karapatan at iba pang mga demokratikong reporma at kahilingan.

    Sa nagdaang mga taon, sumisiklab ang mga welga at pakikibakang manggagawa sa Pilipinas para igiit ang umento sa sahod at regularisasyon sa trabaho. Lalo pa ngayong kailangan na palakasin ang mga pakikibakang ito sa harap ng banta ng lalong pang-aapi at pagsasamantala.

    Ang lalo pang paglala ng krisis dulot ng pandemyang Covid-19 ay tiyak na militante at matapang na haharapin ng uring manggagawang Pilipino.

    Pinatutunayan ng bantang Batas Militar ni Duterte ang palpak, pabaya at kriminal na pagharap ng rehimen sa krisis pangkalusugang hatid ng COVID-19. Sa halip na itigil, ginagamit ni Duterte ang walang habas na operasyong militar ng AFP at PNP laban sa Bagong Hukbong Bayan bilang tuntungan para isakatuparan ang kanyang ambisyong pasistang diktadura para patahimikin at supilin ang mamamayang nag-aalsa sa lumulubhang krisis.

    Sa halip na maghanap ng solusyon para pigilan ang papalubha pang krisis, walang ibang inaatupag si Duterte at ang mga payaso nito sa AFP-PNP kundi patindihin pa ang pananalakay sa BHB sa kabila ng unilateral na tigil-putukang idineklara ng Partido Komunista ng Pilipinas. Sa gitna ng krisis na hatid ng COVID 19, patuloy ang walang habas na pang-aatake ng AFP at PNP sa masang Bikolano gamit ang mga operasyong Retooled Community Support Program (RCSP) at focused military operations (FMO) sa ilalim ng EO 70. Ang AFP ang numero unong lumalabag sa lockdown sa pambubulabog nito sa mga komunidad para ipagpatuloy ang kampanyang pagpapasurender, panunupil at pandarahas laban sa masang magsasaka.

    Sa Masbate, tuluy-tuloy pa ang mala-Negros na istilo ng pandarahas sa pangunguna ng 2nd Infantry Battallion, 96th MICO at 91st at 93rd Division Reconnaisance Companies at PNP-Masbate. Sa bayan ng Monreal, apat na magsasaka ang pinaslang ng militar sa gitna ng paglaganap ng COVID-19. Kabilang rito ang mag-amang sina Dionisio De La Cruz, 47 taong gulang at Jerome dela Cruz, 25 taong gulang na pinatay ng militar noong Abril 30 sa Sityo Dalaquit, Brgy. Macarthur, bayan ng Monreal, isla ng Ticao sa Masbate. Pinalabas ng 9th IDPA na napaslang ang mag-ama sa isang engkwentro.

    Masahol, isinasangkalan nila ang pamimigay ng ayuda para sa kontra-insurhensyang pakana. Ipinalalabas nilang sinasabotahe ng NPA ang pamimigay ng mga ayuda at relief para patindihin pa ang operasyong militar nito sa mga komunidad at masahol, upang kontrolin at nakawin ang pondo. Sa Libon, Albay, inambus ng bandidong grupong Concepcion sa basbas ng AFP ang tim na namimigay ng Social Amelioration at ipinalabas na kagagawan ng NPA. Sa ilan pang mga bayan sa prubinsya, kasabay sa pamamahagi ng amelioration, namamahagi rin ang PNP ng mga polyeto kaugnay sa ECLIP. Sa loob na rin ng ditatsment at kampo namimigay ng mga ayuda.

    Sa kabila nito, hindi mapagtatakpan ng bantang Martial Law ang pananagutan ng rehimen sa paglaganap ng COVID-19. Hindi matatakasan ni Duterte ang paniningil ng taumbayang gutom, nawalan ng trabaho at yinurakan ng karapatan. Walang poder si Duterte na igiit ang Batas Militar sa ngalan ng “pagpataw ng kaayusan” sa harap ng magulo, bulagsak at burara nitong pagtugon sa krisis. Nakailang ekstensyon na lamang ng lockdown, hindi pa rin naisasagawa ang mass testing, screening at malawakang contact tracing kaya patuloy pa rin ang paglaganap ng virus. Sa Albay, muling ibinalik sa enhanced community quarantine ang prubinsya subalit hindi pa rin nakukumpleto ang pamimigay ng ayuda. Nagresulta lamang ang libu-libong ipinakat na militar at pulis sa mga tsekpoynt sa libu-libo ring kaso ng paglabag sa karapatang-tao. Ang nalantad na direktiba ng AFP kaugnay sa pagpapatupad ng Martial Law ay patunay ng kawalang-intensyon at kawalang-sinseridad ng rehimen na tugunan ang tunay na pangangailangan ng mamamayan.

    Kaisa ang mamamayang Pilipino, dapat paghandaan ng masang Albayano ang patraydor at pinalupit pang hakbangin ng rehimeng US-Duterte para makapanatili sa kapangyarihan. Dapat nating ikasa, sa pinakamapanlikhang mga paraan, ang pinakamalawak na kilusang masa upang labanan ang paglaganap ng virus at gapiin ang batas militar ni Duterte at ng AFP. Handang-handa ang BHB-Albay na ipagtanggol ang masang Albayano sa anumang pananalasa at pananalakay ng berdugong pwersang AFP at PNP. Patuloy ang kanilang pagtulong at pag-agapay sa masa sa pagharap at paglaban sa krisis na hatid ng COVID-19. Walang social distancing at lockdown ang makahahadlang sa pagnanais ng mamamayang gapiin ang COVID-19 at ihiwalay at pabagsakin ang pinakamasahol na virus sa bansa-ang Duterte virus.#
