Hon. Edwin Marino Ongchuan, Governor of Northern Samar Province remarked, “The dedication of uniformed men, on the face of this COVID-19 public health emergency is commendable. Province Govenor Bonifacio Lacwasan, in a statement said, “In view of these aimless killings, I enjoin everyone to pray for Divine Intervention that will not only heal and protect our people from the COVID-19 but will also provide strength to the weak and the suffering, especially to all families left behind and to those who were wounded in the latest armed battles.

SAN FERNANDO CITY, April 25 (PIA) – An official of the Philippine Army calls for the members of the New People’s Army (NPA) to surrender to the government amid the Coronavirus Disease 2019 (COVID-19) pandemic.

When he guested at the Kapihan sa Ilocos COVID-19 Special Edition of the Philippine Information Agency on Friday, Col. Audrey L. Pasia, commander of the 702nd Infantry Brigade of the Philippine Army, urged the rebels to abandon their armed struggle.

“Ang panawagan ko po, this is not the best time na mag-away away tayo. Ang atin pong kalaban hindi natin nakikita. Ang nahihirapan ang kapwa natin Pilipino. Magtulungan na lamang po tayo,” said Pasia.

Col. Audrey L. Pasia, commander of the 702nd Infantry Brigade of the Philippine Army, calls for the members of the New People's Army to surrender to the government amid the COVID-19 pandemic. (RMN/PIA La Union)

He recalled that on April 21, the military had encountered with NPA members in Sitio Inuman, Barangay Patiacan in Quirino, Ilocos Sur while some personnel of the Department of Social Welfare and Development (DSWD) were on their way to distribute cash assistance to the residents.

“We had to clear the area of insurgence para makapasok ang DSWD sa pagbibigay nila ng Social Amelioration Program pero nagkataon po na nandoon din ang mga NPA, so nagkaroon ng engkuwentro. Good enough na walang nangyari sa tropa natin,” the brigade commander informed.

He also said the communist rebels continue their propaganda against the government while the current health emergency exists.

“Sa halip po sana na magsama-sama ang mga Pilipino na bakahin ang COVID-19, ginagawa pang opportunity ng mga taga-kabila para magrecruit, pinapagalit po nila ang mga tao openly o discreetly, and they’re planning na mag-rally sa May 1,” Pasia said.

Instead of continuing their illegal activities, he urged the rebels and their supporters to return to the fold of the law and avail of the benefits from the government under the Enhanced Comprehensive Local Integration Program or E-CLIP.

E-CLIP offers various assistance to qualified former rebels such as financial, housing, livelihood, and access to government services.

“Handa pong tumulong ang gobyerno. Ang hinihiling lang po dito ay magbalik-loob kayo. Iwasan niyo na ang armadong pakikibaka kasi wala po tayong mararating,” he pressed.

He added: “Huwag na po tayong mag-isip na ibagsak pa ang gobyerno. Kapag bumagsak ito, lahat tayo babagsak.”

Further, he encouraged the rebels to lay down their arms and live normal lives with their family amid the coronavirus crisis.

“Sa atin pong mga kasamahan na nasa bundok po ngayon, sa mga kapwa ko Pilipino na naliligaw pa ng landas, huwag na kayong mag-atubili. This is the best time po na bumalik at makasama ang pamilya niyo,” he pushed.

Meanwhile, Pasia acknowledged the efforts and sacrifices of the frontline workers in the fight against COVID-19. (JCR/JND, PIA La Union)

From the Mindanao Times (Apr 25, 2020): Military: No truth to rumor on planned attacks (BY RHODA GRACE SARON)

The military has dismissed as bogus the supposed reports claiming that there was a group planning Islamic State-inspired attacks amid the coronavirus disease 2019 (COVID-19) pandemic.

“We are requesting everyone to be careful in what we are sharing,”
said Lt. Col. Ezra Balagtey, spokesperson of the Eastern Mindanao Command, as these reports were circulating in cyberspace.

Balagtey and other military authorities said these rumors were malicious and were intended to sow fear and confusion in the communities.“Let us not add to the anxiety of our people brought about by COVID-19,” he added.

He added that pieces of information concerning security will come from official spokespersons using information platforms.

One of the messages even identified several areas in Mindanao as subject of the attacks even as it warned the people to be alert.

In a text message, Major Arvin Encinas, spokesperson of Western Mindanao Command, said these messages were even recycled as he claimed that a supposed member of the military that was supposed to be the source of the message was not part of the roster of the Armed Forces of the Philippines.
Another video in social media has been circulating in social media since 2016. “We now implore the vigilance and cooperation of our fellow Filipinos. We entreat you to be prudent in using social media to prevent their becoming malicious platforms,” he said.

“The Western Mindanao Command is nevertheless on top of the situation. We will not let our guards down in putting an end to terrorism in the midst of this pandemic,” he added.

From the Mindanao Times (Apr 24, 2020): Army says Paquibato residents need not worry amid NPA clash (BY RHODA GRACE SARON)

Soldiers of the 16th Infantry battalion clashed with an undetermined number of the New People’s Army rebels in Sitio Kapehan, Barangay Malabog, Paquibato District at 3:20 p.m. on Wednesday.

1Lt. Jeffrey Paulo Alba, the civil-military operations officer of the 16th IB, said two soldiers were slightly wounded and now recovering in a hospital in Davao City after they encountered members of Guerrilla Front 55.
Accordingly, soldiers received information from a concerned citizen regarding the presence of an armed group in the area.

After a moment, as the blocking troops were occupying their position, an improvised explosive device (IED) was detonated to dissuade the government troops from pursuing the terrorists. The device exploded prematurely and only inflicted minor injuries.

Alba assures residents that they have nothing to fear because the soldiers are in pursuit of the rebels. “Our focused military operations continue,” he said, adding that there was no reported evacuation of families in the area.

He said the encounter site was quite a distance away from the barangay proper.

“These organized crime groups are trying to visit their former contacts in Paquibato as a prelude to recover Paquibato District, which was their former stronghold, ” Alba said.

He said the attempt to recover their mass bases in Paquibato was disrupted by the presence of the soldiers.

Lt. Col. Joel Salaguinto, the 16th IB commander, declared that “Paquibato District of Davao City is still a peaceful and conflict-resilient community.”

“This incident with the communist terrorist group is a clear manifestation that they are attempting to recover their mass bases for the reason that they are running out of space and can no longer acquire assistance from their mass supporters in the communities,” Salaguinto said.

“Needless to say, they cannot hide much longer. Thus, we need your continued full support to end the CTGs from disrupting peace and development in the whole city,” he added.

Sara statement

Meanwhile, Mayor Sara Duterte said in a statement that the NPA has once again exposed itself
“as the devil incarnate” when it attacked soldiers.

“The terroristic attack came days after it announced, along with the Communist Party of the Philippines, that it was extending its self-declared ceasefire to April 30 — that we can only say now as a total sham,” the statement read.

She said the attack only proved that the National Democratic Front of the Philippines and the NPA are truly the enemies of the people and the government.

“We condemn this attack as this happened at a time when we are supposed to be working together against COVID-19,” she said. “We can clearly expect nothing from the NPA terrorists — not even the slightest compassion for the people. It cannot even feign concern.”

Col. InocencioPasaporte, 303rd Infantry Brigade commander, said that the two Army soldiers were injured while they and troopers of the Special Action Force Battalion 8 of the PNP were in pursuit of NPA rebels they had encountered at about 8:30 a.m. yesterday.

The two injured soldiers, Cpl. Ramy Chiefe and Cpl. Louie Maghanoy, were airlifted from the encounter site by an Air Force UH-IH helicopter and are now in stable condition, Pasaporte said.

Lt. Col. Gerard Alvaran,79IB commander, said that the NPA rebels were about to explode two IEDs, as proven by their s recovery, which is a violation of the International Humanitarian Law.

Pasaporte said that NPA rebels, who fled after 30 minutes of gunbattle, also suffered four casualties as indicated by the bloodstains seen along their withdrawal route.

Two improvised landmines with blasting caps, two bandoleers of AK 47 and M-16 rifles, two Baofeng handheld radios with charger, five hammocks, eight blankets and five hammocks, assorted medicines, binoculars, two cellular phones, a compass, subversive documents and assorted personal belongings were left behind and recovered at the encounter site.

Pasaporte lambasted the CPP- NPA rebels for their “deliberate efforts to sabotage government’s campaign in disseminating health information to prevent the spread of COVID-19 in the communities.”

“There will be no let up in our operations against the NPA rebels and at the same time we will continue supporting the different LGUs in addressing health concerns brought about by COVID-19,” Pasaporte said.

The communist terrorists once again demonstrated their anti-people and anti-poor color when they launched a terroristic attack against government officials who just came from distributing Social Amelioration Cash to Masbatenos in different barangays of Monreal who are severely affected by the COVID 19 Pandemic.

The dastardly act resulted in the injuries of a policeman who has endured a shrapnel from an explosion of anti-personel mine in the head and a civilian employee who sustained gunshot wound at his back.

JTFB Commander MGen Trinidad said that this is the Comunist Terrorists’ desperate attempt to show that they can still launch attacks despite the heavy casualties and losses they suffered during recent encounters with elements of the 2nd Infantry (Second to None) Battalion.

It can be recalled that the government forces dealt a decisive blow to the CTGs when they recovered a total of 16 high powered firearms, anti personel mines and different subversive equipment and supplies after the encounter in Brgy Salvacion on 19 April 2020. It is also believed that the CTG suffered huge casualties as attested by witnesses who saw the fleeing terrorists dragging with them their dead and wounded comrades.

He further urged the 2IB under LTC Siegfried Felipe F Awichen to continue protecting the people of Masbate from the scourge of Communist Terrorism and help the LGUs mitigate the effect of COVID 19 Pandemic.

JTFB Commander MGen Trinidad also encouraged his troops to continue assisting government agencies and the LGUs in dealing with the deadly COVID and addressing all threats in Bicol Region.

Posted to Kalinaw News (Apr 25, 2020): Army’s 91IB troopers recover 5 high-powered firearms from NPA bandits in Aurora (By 7th Infantry Division)

Fort Magsaysay, Nueva Ecija – As a result of pursuit operations against the fleeing NPA bandits that they clashed with on April 21, 2020, the 91st Infantry “Sinagtala” Battalion (91IB), recovered five (5) high-powered firearms and assorted ammunitions along the escape routes of the fleeing bandits at vicinity Barangay Diaat, Maria Aurora, Aurora on April 23, 2020.

The troops recovered four (4) M16 rifles & one (1) M653 rifle or baby armalite, 235 rounds of ammunition, seventeen (17) magazines for M16.

The recovery of firearms was a result of an information relayed by concerned civilians – where the NPA bandits left their firearms, while they were running for their lives and bringing with them their casualties as troops were hot on their trails. Lieutenant Colonel Reandrew P. Rubio, Acting Commanding Officer of 91IB, lauded the civilians for the crucial information provided them.

“It is evident that the enemy incurred casulties too; as the NPAs would not just leave behind their treasured firearms and ammunitions in their haste to escape, as it is their only defense. It is only a matter of time before the NPA bandits we are pursing will be cornered, arrested, and be made to answer for their crimes,” added Lieutenat Colonel Rubio.

The civilians, when asked why they tipped-off the locations of the NPA terrorists’ firearms, said that they want the NPA bandits out of their barangay as they want it peaceful as before, when the NPA bandits were not yet around.

With the attack of local terrorists to the 91IB troops, and with another encounter between the troops of the 81st Infantry “Spartan” Battalion and NPA bandits in Ilocos Sur on that same day (April 21), the 7th Infantry “Kaugnay” Division (7ID), gave order to intensify their combat operations.

Issuing the order is Brigadier General Alfredo V. Rosario, Jr., the 7ID Commander, who commended the troops for the result of the pursuit operations. Further, he said, “Amidst the Covid-19 crisis that the country is facing, we have to intensify our security and combat operations to protect the relief goods that the government and the private stakeholders are giving to the needy. Our people can be assured that your Army will do all necessary actions to keep everyone safe, and for the relief goods to be made available for them at whatever cost.”

CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) utilizes again its Mobile Kitchen to provide hot meals to homeless and street dwellers on its second location in Barangay Corazon de Jesus, San Juan City for two days until April 26, 2020.

The activity is under the “Kapwa Ko, Sagot Ko” Campaign that is implemented by the Civil Relations Service AFP in support of the overall government effort to assist citizens during the Enhanced Community Quarantine (ECQ) in Luzon.

This came after the successful distribution of meals to around 3,000 disadvantaged individuals and families on its pilot project site in Purok 1, 2 and 3, of Barangay Tatalon, Quezon City last April 20.

The two mobile kitchen trucks tagged as “Vessels of Blessings” are deployed with culinary trained soldiers and support personnel onboard to prepare and distribute the meals to designated drop-off points respectively.

The AFP will also be providing meals to the stranded workers or students receiving little or no support, informal settlers and families in depressed communities. The provision of meals through the AFP Mobile Kitchen complies with ECQ protocols that limit civilian movements and activities outside their residences.

The deployment of the mobile kitchen shows the continuous commitment of the AFP to protect the welfare of every Filipino as we face an unconventional enemy, the COVID19.

Posted to Kalinaw News (Apr 26, 2020): “No let-up on fights against two-pronged viral attacks” Army Commander says (By 3rd Infantry Division)

CAMP PERALTA, Jamindan Capiz – Efforts to fight two (2) of the most dreaded viruses that Filipinos ever faced is in full swing according to Major General Eric Vinoya, Commander of the Army’s 3rd Infantry Division in Western and Central Visayas, as he talked about the 3ID’s fight against a two-pronged enemy – the COVID-19 and the CPP-NPA virus.

As the 3rd Infantry Division performs its important role under the IATF MEID in preventing the local transmission of the Corona Virus, it had also stepped up its campaign against the threats posed by the CPP-NPA terrorists, after the latter perpetrated several atrocities against the troops who were conducting security operations and information dissemination in support to the government’s effort in mitigating the effects of the COVID-19 pandemic.

Recently, joint elements from the 79th Infantry Battalion and 6Th Special Action Battalion of the PNP’s Special Action Force who were conducting security patrol and information dissemination in connection with the COVID-19 pandemic clashed against suspected CPP-NPA terrorists near BRGY. Gawahon, Victorias City, Negros Occidental around 8:30 am on Friday, April 24, 2020

With the incident, Major General Vinoya asserted that the 3rd Infantry Division will continue to assist the Local Government Units in its area in pressing the fight against all threats to the well-being of the people and its peaceful communities.

“We have come to realize that even with the magnitude of our recent battle against COVID-19 pandemic, another persistent virus emerged which has plagued the Filipinos communities for so long a time – the CPP-NPA virus. While we wanted to focus our efforts to help out people in preventing the local transmission of COVID-19, we cannot just turn a blind eye on the banditry and bloodlust of the CPP-NPA terrorists. Hence, we have stepped up our efforts and we will stop at nothing. There will be no let-up in our fight against our two-pronged enemy, the Corona Virus and the CPP-NPA Virus.” said Major General Vinoya.

Posted to Kalinaw News (Apr 26, 2020): Army and PNP discover NPA hideout, recovers war materiel (By 7th Infantry Division)

Fort Magsaysay, Nueva Ecija – A newly abandoned New People’s Army (NPA) bandits’ hideout was discovered by joint elements of the Army’s 91st Infantry “Sinagtala” Battalion (91IB), 1st Provincial Mobile Force Company, Nueva Ecija Police Provincial Office (NEPPO) and the 3rd Regional Mobile Force Battalion while conducting combat operations at Sitio Dupinga, Brgy. Ligaya, Gabaldon, Nueva Ecija on April 22, 2020.

The NPA lair could accommodate around 50 persons. Buried and found within the premises are: one (1) M16 rifle upper receiver group, 400 rounds of ammunition for M14 rifle, three (3) water gallons containing rice, and one (1) large cooking pot.

According to Lieutenant Colonel Reandrew P. Rubio, Acting Commanding Officer of 91IB, the discovery of the bandits’ hideout is a result of the “intensified combat operations” of all 7th Infantry ‘Kaugnay’ Division (7ID) units, as ordered by Brigadier General Alfredo V. Rosario, Jr., the 7ID Commander.

The directive was given in light of the NPA bandits’ attack against government troops who were securing the local government unit of Maria Aurora’s relief activities, in relation to the COVID-19 pandemic in Barangay Diaat of said town on 21 April 2020, which resulted to the killing of two (2) soldiers and wounding of another three (3).

Commenting on the operational gains of 91IB, Colonel Andrew D. Costelo, Commander of the Army’s 703rd Brigade said that he expects “more positive results in the days to come, as the Army will not allow the NPA bandits to take advantage of the current health crisis the country is facing by collecting supplies and cash assistance intended for our needy people”.
