CAMP GEN. ALFREDO SANTOS, Calauag, Quezon -- A New People's Army (NPA) amazon whom human rights group Karapatan claimed to have been abducted by the military, surrendered to the authorities in General Luna town, Quezon on Sept. 15.

Lt. Col. Arnold L. Gasalatan, commanding officer of the Army’s 85th Infantry Brigade (85IB), on Monday said the 24-year-old student activist-turned-communist rebel, identified as Alexandria Padilla Pacalda alias “Cosette/Cris”, voluntarily turned herself in to combined Army and Philippine National Police (PNP) personnel.

Gasalatan denied allegations by leftist groups that Pacalda was abducted by the military.

“There is no abduction here. We understand that she has been fed with stories of torture if she goes to the military or the police that is why we immediately sought for her immediate relatives upon learning of her surrender because we want her to feel safe,” Gasatalan said.

He said Pacalda was a member of the Platoon Sol, Sub- Regional Military Area (SRMA) 4B, Southern Tagalog Regional Party Committee (STRPC).

He added that Pacalda also turned over her Smith and Wesson revolver (Serial Number 7288) with six live ammunition and other paraphernalia to government troops.

According to Pacalda's father, Arnulfo, his daughter Alexa, the eldest of three siblings, graduated with a degree in Mass Communications. He said their family had no knowledge of her whereabouts until her surrender.

Pacalda was reportedly a student of Enverga University in Lucena City, Quezon where she was an active member of the Gabriela Youth and the College Editor’s Guild of the Philippines (CEGP) before joining the NPA.

Col. George Joel N. Lalaquil, officer-in-charge of the 201st Brigade (201IB) which has operational jurisdiction over Quezon province’s 3rd and 4th Districts, said Pacalda could avail of the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) as she returns to mainstream society.

“We are winning the campaign and the NPAs are vastly losing people’s support. We will sustain our gains until they are defeated the soonest possible time. Rest assured that NPAs who desire to surrender will be processed to avail of the E-CLIP,” Lalaquil said.

Under the E-CLIP, a surrendered rebel can receive PHP15,000 immediate cash assistance, PHP50,000 livelihood assistance, firearms remuneration, and access to housing, medical and legal assistance, among others.

The program for surrendered and processed rebels also includes educational benefits which can even be extended to their immediate family members.

Meanwhile, the group behind “Hands Off Our Children”, on its Facebook post, said “it’s really heart-warming to see the parents reunited with their daughter after she surrendered to the troops in Quezon province. It's been a while that the family of Alexa doesn't have the idea of her whereabouts until she surfaced to the troops. This is a classic example of how the CPP-NPA-NDF (Communist Party of the Philippines-New People's Army-National Democratic Front) destroyed the family”.

On the posted photos of Pacalda’s reunion with her family, the group said, “ito yung pinakamasarap na pakiramdam, ang yakapin ka ng mahal mo sa buhay at handang kalimutan ang bangungot na nakaraan gawa ng mga organisasyon na mapaglinlang (This is the most heartwarming feeling of being embraced by your loved ones, ready to leave behind the nightmare caused by deceitful organizations)".

“Hands Off Our Children” dismissed the propaganda initiated by Karapatan, Kabataan party-list, Anakbayan, League of Filipino Students, and other militant organizations that Alexa Pacalda was kidnapped by the military.

“Simple lang ang hangarin ng #HandsOffOurChildren, ang mabuo ang pamilyang Pilipino. Kinakalat nila na si Alexa ay isang 'human rights advocate' na kinuha ng military (The objective of #HandsOffOurChildren is simple and that is to unite the Filipino family. They (leftist groups) spread that Alexa was a 'human rights advocate' and that she was abducted by the military),” the group added.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CEBU CITY – Netizens here defended the Army engineers who received criticism from left-leaning group Anakbayan for wrongfully interpreting their presence at the University of San Carlos (USC) Talamban Campus as “militarization of the university”.

Josnar Dionzon, a university professor and realtor, revealed in his social media blog that “when the uniformed military from the engineering division of the Armed Forces of the Philippines went to the University of San Carlos-Talamban Campus, the CPP-NPA affiliate groups like Anakbayan-USC became paranoid as they interpreted the military presence as a militarization of the university”.

Dionzon said the presence of the Army men turned out to be a “training on Geographic Information System (GIS) in the university”. The Army engineers belong to the 53rd Engineer Brigade of the Philippine Army based in Camp Lapu-Lapu here.

Dionzon explained that “GIS is a computer system for capturing, storing, checking, and displaying data related to positions on Earth's surface".

According to him, the USC shared its expertise in the GIS surveying by providing the Army engineers with the knowledge of the system.

“There's nothing extraordinary. The university's community extension service has been involved in community organizing in selected slum communities which includes transfer of knowledge and skills to the poor. This capability building exercise aims to upgrade the Army's knowledge in order to provide better public service to the Filipino people,” Dionzon said on his Facebook post on Sept. 13.

Dionzon also took swipe at the group for questioning the soldiers’ presence in the university while wearing their battle dress attire (BDA) as uniform while attending GIS classes.

“"Why are they wearing the Army uniform?" the critics asked after knowing the noble purpose of the visit to the university. Why not? In the seminary, we used our religious uniform in attending classes in the diocesan seminary. Later, we put on our religious habit in attending mass with the laypeople,” he said.

“Should we insist that priests, nuns and seminarians must not wear their religious habits while attending political rallies and demonstrations? Why not?” Dionzon asked.

“These CPP-NPA affiliate groups are suffering from paranoia upon seeing the photos of uniformed personnel on the campus. Paranoia is an instinct or thought process believed to be heavily influenced by anxiety or fear, often to the point of delusion and irrationality,” he said.

He argued that uniform alone cannot transform the university campus into a military barracks, stressing that “when Muslim students wear their hijab, it does not follow that the university will turn into a mosque”.

The Student Alliance for Nationalism and Democracy (STAND) of USC in its post on Sept. 12 demanded for an explanation from the university administration why they allow uniformed military men inside the campus.

“Let us altogether uphold our university as peace zones and defend our school from human rights violators,” the student organization said in its Facebook post.

However, the USC Supreme Student Council defended the university’s program giving GIS training to Army engineers as part of the university’s community extension program.

“The USC, being part of the Philippine Army’s Multi-Sector Advisory Board, aids in enhancing the Army engineers’ navigation skills and spatial knowledge through the GIS training which will help soldiers to better respond during times of disasters and calamities, and threats of terrorism,” it said.

“Hence, the presence of soldiers in our university is solely for educational purposes,” it added.

Another netizen, Jec Gat Zitro, said there is nothing wrong with having soldiers inside the university undergoing training on GIS, “considering the school has one of the best facilities for GIS in the country, plus the campus terrain and physical set-up are perfect for such training”.

“GIS plays a pivotal role in military operations as they are essentially spatial in nature. The concept of command, control, communication and coordination in military operations are largely dependent on the availability of accurate information in order to arrive at quick decisions for operational orders,” he said, slamming Anakbayan’s criticism as mere sensationalization of the issue.

He advised students in the university not to worry about the presence of uniformed men, describing them as an addition to the peace and security in the campus.

Dianne Rallon, a member of the Multi-Stakeholder Advisory Board of the Central Command, said on her Facebook post that the Army engineers “are citizens of this country” and there is nothing wrong with them taking training from the USC.

7 NPA rebels surrender in Bukidnon

CAGAYAN DE ORO CITY -- Seven New People's Army (NPA) rebels surrendered to the Bukidnon Police Provincial Office, the spokesperson of the Philippine National Police (PNP) in Region 10 said Monday.

Lt. Col. Mardi Hortillosa said the surrenderers include the secretary of Guerilla Front 89, which operates in Malaybalay City, Cabanglasan, San Fernando and Impasug-ong towns in Bukidnon.

Hortillosa said the rest of the surrenderers served as logistics and camp lookouts of the NPA.

The surrenderers brought with them several firearms and ammunition when they surrendered on September 11, he said.

He said the youngest surrenderer is 28 years old and the oldest, 55.

The former rebels are now waiting for the processing of their documents to qualify for the government's financial assistance package, he added.

The City of San Carlos in Negros Occidental has formally declared the Communist Party of the Philippines-New People’s Army (CPP-NPA) as persona non grata.

On Monday, city officials, led by Mayor Renato Gustilo and Vice Mayor Christopher Carmona, initiated the ceremonial signing of the mounted copy of the resolution stating such declaration, which was unanimously adopted by the City Council on September 12.


Resolution No. 19-252 said that “(t)he Sangguniang Panlungsod as the legislative department of the local government hereby signifies its sentiment not to welcome nor accept any advocacies of the CPP-NPA, the members of the latter being an enemy of the state”.

It added that the Philippine Army’s 79th Infantry Battalion (79IB) endorsed to and coordinated with the City Council the passage of the resolution to declare members of the CPP-NPA persona non grata in the northern Negros city.

During the signing ceremony held after the flag-raising rites at the City Hall grounds, the city officials were joined by department heads, barangay officials, police, jail and military officials.

Lt. Col. Emelito Thaddeus Logan, commanding officer of 79IB, also signed the resolution.

“San Carlos City, Negros Occidental adheres to the principle of peace and order as an indispensable element to the development and progress of the city and thus, condemns any illegal and unlawful activities of the CPP-NPA as it threatens the economic, social and political stability of the city and its people,” the resolution further stated.

San Carlos City is the hometown of Governor Eugenio Jose Lacson, who also served as its mayor before he was elected provincial government official.

Copies of the resolution have been furnished to the city mayor, city legal officer, city director of the Department of the Interior and Local Government, officials of the city’s 18 barangays, and the 79IB troops for information.

Last May 30, the City Council of San Carlos initially passed Resolution No. 19-139, denouncing the atrocities of communist terrorist groups in the different areas of the country, and not allowing their presence in their city.

The City Council then stated that they want to maintain the situation in their city where there are no reports of such acts of the communist-terrorist group.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

KABACAN, North Cotabato -- Police are hot on the trail of a motorcycle riding-in-tandem who shot dead a village official here, who was heading to his farm on Sunday.

Mayor Herlo Guzman Jr. has condemned the murder of Ben Candanganan, the village chief of Barangay Lower Paatan, whom he described as a mild-mannered leader and friend.


Citing a report from the Kabacan police office, Col. Maximo Layugan, North Cotabato police director, said Candanganan, 43, was riding his motorbike by himself and heading to his farm when the gunmen, onboard a separate motorbike, shot him.

“Candanganan sustained two gunshot wounds in the head and body,” Layugan said.

Police found two empty shells from .45 caliber pistol at the crime scene.

Guzman urged the local police office to solve the case immediately.

“Bring the perpetrators behind bars and give justice to the fallen village official,” he told the town police force.

Candanganan is the third village executive murdered in this town since 2016.

Army soldiers in Maguindanao confiscated some 35 firearms from members of the Moro National Liberation Front (MNLF)-Nur Misuari faction as they marched toward the town of Buluan, Maguindanao, on Sunday.

“They (MNLF) did not resist when the Army asked them to turn in their guns to authorities,”
said Lt. Colonel Edwin Alburo, speaking for the Army’s 6th Infantry Division, based in Datu Odin Sinsuat, Maguindanao.

The MNLF group, numbering about 50 men, were from North Cotabato and Davao Region and were heading to the town of Buluan, where an MNLF peace rally was being held starting Saturday.


Alburo said the MNLF fighters--clad in fatigue uniform--peacefully handed over their guns to the Army’s 40th Infantry Battalion at about 12:30 p.m.

This, after soldiers backed by armored personnel carriers, surrounded the Buluan gymnasium where the MNLF gathered.


The surrendered guns include 21 M16 rifles, three M14 rifles, one Ultimax rifle, three M4A1 Carbine rifle, two M30 Garand rifle, one Browning automatic rifle, three cal. 45 pistol, one M203 rifle, and one Springfield rifle. Also seized were bandoliers and several fully loaded ammunition clips.

Alburo said soldiers were sent to Buluan Poblacion after residents reported the presence of the heavily armed men, led by a certain Ustadz Jamaluddin Abdullah, chief of the MNLF's Dragon Border Command.
After a brief negotiation with authorities, Abdullah agreed to surrender their firearms.

Alburo said the MNLF men were neither arrested nor investigated and they were allowed to go home at past 2 p.m.


Under the 1996 GPH-MNLF peace agreement, MNLF members are not allowed to carry firearms outside of their government recognized territories.

“Most of the firearms they (MNLF) carried were unlicensed,” Alburo said, noting that the entire island of Mindanao remains under martial law where only law enforcement units are allowed to carry weapons.

Alburo declined to comment if charges will be filed against the MNLF members.

Contrary to claims made by Communist Party of the Philippines-New People's Army (CPP-NPA) and its allies, the Philippine government is not the enemy of the country's Indigenous Peoples (IPs) but their staunchest partner and protector.

This, according to Secretary Allen Capuyan, National Commission on Indigenous Peoples (NCIP) chairperson, in his speech during a side event of the 42nd session of the United Nations Human Right Council (UNHRC) in Geneva, Switzerland on Monday.

Efforts to demonize the Philippines, Capuyan said, is part of the ongoing efforts of "certain interest groups" who are working to overthrow the country's democratic institutions and using alleged abuses committed against IPs as one of their weapons.


"In every UNHRC session, they have waged massive heavily funded disinformation campaigns that purvey falsehoods on alleged human rights violations by the Philippine government against indigenous peoples, with the sole objective of shaming our country before the eyes of the world," he said.

Capuyan added that it high time that the Philippines do something about the lies and deception being perpetrated by the CPP-NPA concerning the government's alleged ill-treatment of IPs.

The government is combating these lies by telling the truth, he added.

"The Philippine government is a promoter, protector, and fulfiller of the rights of every Filipino citizen, especially its indigenous peoples. And it does so guided by a clear normative framework on indigenous peoples rights," he said.

This is proven by the country's adherence to the Universal Declaration of Human Rights’ especially on its inclusivity provision on the coverage of rights and freedoms, principles which Philippine commitment remains firm and unwavering, Capuyan said.

"We are a State party to the eight-core human rights instruments, foremost in this regard is the International Convention on the Elimination of Racial Discrimination as it applies to indigenous Filipino peoples," he said.

This, he said, is very important as these are the foundations that define the 1987 Philippine Constitution as a human rights and freedom instrument.

"In 1997, from out of these directions emerged the Indigenous People’s Rights Act, predating the UN Declaration on the Rights of Indigenous Peoples by 10 years," he added.

IPs protection

Capuyan is also pleased to note the country has set appropriate mechanisms to protect its IPs.

Part of this effort is the creation of the NCIP which is mandated as the Philippines' lead agency to recognize, promote and protect the well-being of IP with due regard to their customs and traditions, he said.

"The State-led Indigenous People’s Participation Framework sustains the active involvement of Indigenous Peoples in government decision-making, especially in self and community development," he added.

With these mechanisms in place, Capuyan said significant milestones for the IPs have been obtained like recognition of the indigenous right to native titles, the sustainability of development and protection of ancestral domains, mandatory representation of indigenous peoples in local governments, recognition of indigenous governance structures and systems, and improved access to education.

"These milestones are reflected in the Philippines’ periodic reports to the UN, specifically to the UNHRC under its Universal Periodic Review, as well as in State compliance reports that are regularly submitted to the relevant treaty bodies. And we are proud that the Philippines is now in its fifth term as a member of the UNHRC," he added.

CPP-NPA threats destroying PH gains

While the Philippine government can be commended for its sterling achievements in promoting and protecting IP rights, its human rights obligations are being threatened by the CPP-NPA-National Democratic Front (NDF).

"However, as the Philippines takes pride in what it has done and achieved thus far in promoting, protecting and fulfilling the rights of its indigenous peoples, it continues to confront threats that disrupt the State’s effective compliance with its human rights obligations. And these threats come from local terrorism perpetrated by the CPP-NPA-NDF. This triumvirate is referred with disdain as the Communist Terrorist Groups or CTGs," he said.

Capuyan added that atrocities committed by communist rebels and their allies have resulted in the summary execution, enforced disappearance and thousands of IP leaders and members over the past 50 years.

"There has been a genocide of members of indigenous communities, including beheading/ mutilation even inside places of worship," he added.

Aside from these, there is an ongoing effort to indoctrinate IP children to terrorism through hate speech, exploitation, including sexual abuse by the CPP-NPA and its allies.

"Our IP children have been taken away from their families and communities and trained as armed combatants and as makers of bombs/explosives. Our IP children have been trafficked and sexually abused; with so-called human rights defenders being caught red-handed. Our IP children and youth with high scholastic marks have especially been targeted for recruitment," Capuyan disclosed.

He added that IP leaders are being forcibly replaced and even killed so that their posts can be given to communist lackeys and sympathizers.

"They have also been used in kangaroo courts to sentence fellow IPs for execution. And IPs have also been deprived of their right to suffrage," he revealed.

Aside from efforts to eradicate and replace legitimate IP leaderships with their supporters, he said communist rebels have also established camps and strongholds inside sacred ancestral domains.

"Our ancestral lands have been converted as detention farms for indigenous peoples who oppose terrorists. Our policy of Free and Prior Informed Consent has been totally disregarded. And labor and safety equipment in indigenous communities have been destroyed," said Capuyan who is also an IP by blood as he comes from the Manobo Tribe of Agusan del Sur,

Aside from these encroachments, communist rebels and their sympathizers have been hard at work coercing IP youths and students into joining violent political and terrorist actions against the government, he said.

"IP groups have been mobilized in support of terrorist cells. And our revered indigenous term 'Bagani' has been misused to refer to terrorist death squads," he added.

The CPP-NPA is also destroying IPs means of livelihood by extortion and by destroying their properties if they refused to give in to the rebels' illegal demands, he lamented.

Reds misrepresenting IPs

What is much worse, he said, is the misrepresentation of IP as anti-state supporters of the communist groups in international forums.

"IP issues have been falsely used to vilify government in international forums, such as the UNHRC, resulting in weakening the integrity of the same as a human rights institution," Capuyan said.

He added that all these abuses can be confirmed voluntarily by the IP themselves.

"I wish to emphasize that the CTGs which are behind the human rights abuses and atrocities against our Indigenous Peoples are unwittingly supported by funds from international donors," he said.

Deep respect

Capuyan said the Philippine government deeply respects the important role of the IPs.

"We highlight the importance of protecting the civil society space from abuse by those who purport to be human rights defenders but who actually perpetrate these atrocities against our indigenous peoples," he said as he appealed to the UN to listen and appreciate all of the country's efforts in promoting and protecting IP rights.

"I call on the various Permanent Missions, the UN Special Rapporteurs and Independent Experts, and especially no less than the High Commissioner on Human Rights to listen and appreciate the truth regarding the Philippines’ efforts to promote, protect and fulfill of the rights of IP in the Philippines," he added.

He also called on all Permanent Missions to tell their capitals not to support the front organizations of the CPP-NPA-NDF.

"And I make a special call for Permanent Missions to convey this truth to their capitals not to support the front organizations of the Communist terrorist groups," he said.

"We need you in this human rights campaign. Thank you for having the time to listen, and the heart to act with resolve," Capuyan said.

The CPP-NPA is listed as a terrorist organization by the United Kingdom, European Union, United Kingdom, Australia, New Zealand, and the Philippines.

The Armed Forces of the Philippines (AFP) is open to any investigation that will look into its co-location memorandum agreement (MOA) with Dito Telecommunity (formerly Mindanao Islamic Telephone Company or Mislatel).

This was emphasized by AFP public affairs office chief Col. Noel Detoyato in an interview with reporters Monday.

"We're open to any investigation (on the MOA with Dito Telecommunity) and we're open to show them other details of the MOA," he said in Filipino.

Detoyato added the military has nothing to hide, noting that the AFP made public its MOA signing with Dito Telecommunity last week.

Also, he clarified that the co-location MOA does not automatically mean that the telecommunication firm will set up its equipment inside military camps and bases but on mountain tops or high areas near these facilities, which are the traditional sites for relay stations and other communications equipment to ensure the efficient propagation of signals.

Meanwhile, Defense Secretary Delfin Lorenzana said he will scrutinize the MOA upon his arrival on Sept. 20 from an official overseas trip.

"I am traveling when this came out. When I inquired, the CSAFP (Chief of Staff, AFP Gen. Benjamin Madrigal Jr.) said the MOA is going to my office for my approval. So now I am aware of it and I will scrutinize it carefully before giving my approval. I’ll be back in Manila on the 20th," he added in a message to reporters.

In Malacañang, Presidential Spokesperson Salvador Panelo said Lorenzana told him that DND will look into the agreement.

“So we will wait for his findings. I’m sure the DND Secretary and Mr. (National Security Adviser Hermogenes) Esperon will be undertaking measures to respond to that concerns,” Panelo said in a Palace media briefing.

Dito Telecommunity is composed of Chelsea Logistics and Infrastructure Holdings Corp., Udenna Corp, and China Telecom.

It was conferred with the status of New Major Player in the telecommunications industry by the National Telecommunications Commission on November 19, 2019.

The AFP and Dito signed the co-location MOA last September 11.

Earlier, Madrigal said there are ongoing efforts and activities to secure all military communications from espionage. Also, the AFP chief bared that partnering with Mislatel is nothing new as similar MOAs have been entered with Smart and Globe.

Based on the agreement, the AFP will determine specific locations, with its rental value, for use by Mislatel in the installation and management of its communications sites without undermining the operations of affected AFP units.

The telecommunication firm is also required to “furnish all equipment, labor, and materials necessary to effect the co-location of its facilities and shoulders all expenses in connection with or incidental to the co-location” and payment of all taxes, permits, licenses, and other charges.

House appropriations committee chairman Isidro Ungab on Monday defended the PHP4.5 billion worth of confidential and intelligence funds in the budget of the Office of the President (OP) for 2020.

During the plenary deliberation on the OP’s proposed PHP8.2-billion budget for 2020, Ungab stressed that President Rodrigo Duterte, as commander-in-chief of the Armed Forces of the Philippines, needs the resources to adapt to the ever-changing threats to national security.

Ungab said the confidential and intelligence funds will be used for the administration’s intensified war against drugs, criminality, insurgency, and terrorism, among others.


“The President, as commander-in-chief of the Armed Forces of the Philippines, needs intelligence and confidential information in the performance of his duty in order to effectively, efficiently, and precisely plan all intensified efforts to suppress threats against national security, terrorism, campaign against illegal drugs, insurgency and transnational crimes,” Ungab said.

“I think it is only proper and fitting that we provide the amount as requested by the Office of the President in order for the OP to be able to deliver effectively and efficiently the needs of the country,” he added.

Bayan Muna Party-list Rep. Ferdinand Gaite questioned the “unprecedented” 400-percent increase in the intelligence and confidential funds, which he said comprised more than half of the entire OP 2020 budget.

Ungab, however, disagreed that the magnitude of the increase is “unprecedented”, considering that the confidential and intelligence requirements are based on the “coordinated and integrated intelligence estimates” of local and foreign situations for the formulation of the national policies of the President.

He noted that there are complicated situations now in the field that would require “gargantuan tasks” in order to prevent such threats from arising.

“There are a lot of developments and we believe that we have to give the much-needed resources to the Office of the President in order to meet these present exigencies,” Ungab said.

“As the government plans ahead with its foresight and with its proper military police planning, the insidious forces are also planning another kind of approach. So the President must be updated, abreast, and I believe we should grant this request,” he added.

The plenary debates on the OP’s budget were terminated after almost an hour of interpellation from members of the Makabayan bloc.

The OP’s 2020 budget increased by PHP1.5 billion compared to the PHP6.7 billion allocated for this year.

In its proposed PHP4.1-trillion national budget for 2020, the OP gets a PHP8.2-billion budget which consists of PHP6.7 billion for maintenance and other operating expenses (MOOE), PHP1.1 billion for personnel services and PHP427 million for capital outlay.

Of the OP’s PHP6.7 billion MOOE budget, the office allocated PHP4.5 billion for confidential and intelligence funds.

The Armed Forces of the Philippines (AFP) on Monday formally opened its joint exercise titled "DAGIT PA" at the AFP Education Training and Doctrine Command (AFPETDCOM).

"DAGIT-PA", which stands for “Dagat-Langit-Lupa (Sea-Air-Land)”, is an AFP-wide exercise aimed at enhancing interoperability during joint operations of the Navy, Air Force and Army.

It is geared to level up existing exercises by integrating the AFP’s Special Operations Forces, Cyber Group, and Reservists. Brig. Gen. Francisco Mendoza, Assistant Deputy Chief-of-Staff for Education and Training, represented Major General Erickson Gloria, the AFP Deputy Chief-of-Staff, as the guest of honor and speaker during the opening.


Also present were top military leaders, officers and enlisted personnel of the AFP.

“This year’s reiteration of the AFP Joint Exercise will help us strengthen our territorial defense capabilities and our conduct of internal security operations. The AFP Chief-of-Staff (Gen. Benjamin Madrigal, Jr.) wants to ensure that we have the capability to apply the unilateral defense plan and AFP joint operating concept, among many others, to ensure the effectiveness of our troops when operating in a joint operations environment,” Mendoza said.

More than 1,500 soldiers including reservists and selected AFP Wide Support and Separate Units will participate in the exercises.

Among which are the Air/Maritime Interdiction Operation in Palawan; Amphibious Landing in Zambales; Airfield Seizure and Military Operations in Urban Terrain in Nueva Ecija; and Combined Arms Live Fire Exercise in Tarlac.

These events will focus on capabilities development in maritime security, military operations in urban terrain, and amphibious operations. Commodore Adeluis Bordado, AFPETDCOM Commander, will serve as the Exercise Director.

The exercise was officially conceptualized and executed in 2017 under the auspices of the newly-activated AFPETDCOM.

The exercise traces its roots to the Navy-Air Force interoperability exercise dubbed as “DAGIT”, which features air-sea battle concept training, that started in the early 2000s.

The Philippine Air Force (PAF), is allocating the sum of PHP15.745 million for the acquisition of spare parts needed for the repair and maintenance of one of the eight AgustaWestland (now Leonardo) AW-109 attack helicopters in its service.

Parts are intended for the AgustaWestland attack helicopter with tail number 820, according to the Bids and Awards Committee (BAC) bulletin posted at the Philippine Government Electronic Procurement System.


Deadline for the submission of bids and its opening is slated for September 30, 9:15 a.m. at the PAF Procurement Center Conference Room in Villamor Air Base, Pasay City.

"Prospective bidders should have an experience in (a) similar project within the last five years," said PAF BAC chair, Brig. Gen. Carlo Bueno N. Buena, in the bid bulletin.

The first two PAF attack AW-109s were commissioned on August 17, 2015 while the remaining six were formally accepted for service on December 5 of that same year.

The Philippines signed an eight-unit attack AW-109E order with AgustaWestland in 2013 for PHP3.44 billion.

MARAWI CITY, Lanao del Sur -- The Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) continues to deliver livelihood assistance to farmers in conflict-affected areas of Lanao del Sur.

Ammal D. Solaiman, MAFAR - BARMM Assistant to the Minister for Policy Planning, Monitoring and Evaluation (PME), led the distribution of 458 heads of goats to 46 farmers from Piagapo (25) and Marawi City (21).

Each of the beneficiaries received 10 heads of upgraded goats.

The distribution is part of the first batch of the livestock dispersal activity, funded under the Task Force Bangon Marawi (TFBM) Recovery and Rehabilitation Program. The fund was coursed through the DA-Regional Field Office 10, and the delivery of animals was facilitated by TFBM DA-Region10 Focal – Engr. Harris Paporo.

Another batch of goats will also be distributed to 25 pre-identified and validated farmer-beneficiaries in the municipality of Butig.

CAGAYAN DE ORO CITY -- Per initiative of the Provincial Government of Misamis Oriental, 16 of its 24 cities and municipalities and 200 out of 424 barangays have rejected the Communist Party of the Philippines - New People's Army (CPP-NPA) and declared the communist terrorist group and its affiliated organizations "persona-non-grata.”

The 16 Municipal and City Local Government Units (LGUs) include: Alubijid, Balingasag, Binuangan, Claveria, El Salvador City, Initao, Jasaan, Lagonglong, Libertad, Magsaysay, Manticao, Medina, Opol, Tagoloan, Talisayan, and Laguindingan. 

The denunciation came as President Duterte renewed his call for the entire citizenry to end the local communist instigated armed conflict that has stymied economic growth for the past 50 years.

The LGUs are fed up with the incessant atrocities perpetrated by the CPP-NPA against civilians and destruction of civilian properties.

Despite the call of the Regional Peace and Order Council - X to stop attacking civilians and civilian compounds, recently an NPA spokesperson even bragged over radio stations their attack of an undefended compound of Minergy Corporation in Misamis Oriental taking with them company properties.

The local chief executives are one in rejecting the entry of CPP-NPA terrorists in their respective localities for they are the ones creating instability that drives away potential investors. (DILG MisOr)

BUTUAN CITY -- The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Caraga spearheaded recently the first Barangay Summit on Executive Order No. 70, wherein some 80 punong barangays of this city, Agusan del Norte and Agusan del Sur were given an opportunity to raise their issues and concerns with the presence of national officials and other stakeholders.

The barangay summit is aimed to present the RTF-ELCAC initiatives and opportunities of alignment to the barangay level and increase buy-in of stakeholders in localizing the whole-of-nation approach to the grassroots level.

According to Jhonryll Denuro, punong barangay of Manila de Bugabos, Butuan City, the conduct of barangay summit is of great help so that concerned government agencies, not only in the regional but also in the national level could respond and give immediate action.

He said the residents in their barangay wished that a farm-to-market road be constructed for more convenient and easy delivery of their products to the market.

“At least we could have the most needed programs of our constituents if not all of our concerns that we raised will be provided by the government,” he added.

This was also the main concern among the residents in Barangay Maliwanag – one of the remote areas of Esperanza, Agusan del Sur. Aside from cheaper transportation cost, the farm-to-market road could cut the long travel time that greatly affects the quality of products.

Farmers also asked for a machinery to be used for rice milling.

Also, the participants were delighted with the presence of National Security Adviser Secretary Hermogenes Esperon Jr., who have heard all their sentiments.



Cabinet secretary Karlo Nograles, cabinet officer for the Regional Development and Security (CORDS) in Caraga region, bared that the Caraga RTF-ELCAC was the first to conduct the barangay summit among all other regions nationwide.

He said that proposals from the barangays on how to end the insurgency in their areas of concern were presented.

The official further assured that needed programs and projects would be funded and would reach the concerned barangays.

Meanwhile, a covenant signing was also conducted, wherein all the barangay officials, employees of government agencies, together with the private sector and media unite and expressed their commitment to support all the activities of the RTF-ELCAC in the region.

TALACOGON, Agusan del Sur – Two towns in the province of Agusan de Sur, together with the 26th Infantry (Ever Onward) Battalion of the Philippine Army have recently launched their Community Support Program (CSP) in two separate send-off ceremonies conducted in Lapaz and Talacogon.

The said ceremonies were initiated to signify the start of the CSP that aims to build a developed and resilient community especially in Geographically Isolated and Disadvantaged Area (GIDA) and Conflict-Affected Areas (ConAAs).


Through the collective and collaborative efforts of the CSP teams composed of the local government units (LGUs), line agencies and 26th IB, the program will be integrated to spur economic growth and address the fundamental issues being confronted and used by the CPP-NPA in polluting the minds of the populace thus arousing hatred against the government.



Michael Lim, Municipal Mayor of Lapaz, expressed his full trust and confidence to the soldiers from whom he expects to work hand in hand as their partner in community development and peacebuilding. “As the newly installed chief executive of this municipality, this CSP is very timely for my goals and objectives in enforcing progress, development and sustainment of economic growth and peace for my constituents especially for those far-flung communities,” Lim said.

Meanwhile, Talacogon Mayor Pauline Masendo, likewise received and sent-off the CSP teams and gave assurance that the local government will fully support the soldiers' activities in assisting her constituents towards maintaining peace and development in the area.

Recognizing the importance of delivery of basic services, the 26th IB and other line agencies are geared to uplift economic conditions and achieve sustainable peace in the said towns by utilizing available programs of the government, as the CSP creates significant headway in reaching out to communities.

Meanwhile, Lt. Col. Romeo Jimenea, Commanding Officer of 26th IB said, “CSP deployments are designed to expedite government’s development programs by unveiling issues and concerns within the communities that need to be addressed. This is also the answer to strongly enforce EO 70 as it will highlight the whole-of-nation approach in addressing issues and concerns within the localities.”

“That’s why the different government agencies take part in this send-off ceremony. It doesn’t mean that you will also be deployed in the community but anytime of the day you will be called to address the identified issues by our troops,” added Lt. Col. Jimenea.

“Organized by the MBLT-11 led by LtCol. Joel Atienza, the over an hour drill formed part of the government’s target hardening measures and to make sure that government agencies involved in responding to terror threats know what to do,” the city government said.

The exercise was held after the recent suicide bombing incident in Sulu.

Local government officials in Butig, Lanao del Sur have turned over to the military three high-powered firearms and pieces of ammunition.

The ceremonial handover was held at the Barangay Hall of Sundig in Butig town.

Brig. Gen. Romeo Brawner Jr., commander of the 103rd Brigade, said the surrendered firearms include an M14 rifle with scope, an M79, and one M203 Grenade Launcher, as well as 40mm and three pieces of 7.62mm ammunition, and one 40mm bandolier.

The yielding of the weapons was facilitated by Charlie Company of 49th Infantry Battalion, officials of Butig led by Councilor Saiben Panolong and Barangay Sundig chairman Abolan Macatbar.

“This activity highlights the support of the local government unit of Butig town in the AFP’s (Armed Forces of the Philippines) campaign against loose firearms,” Brawner said.

There was no problem with the Armed Forces of the Philippines (AFP) signing an agreement without the knowledge of the Department of National Defense (DND), but the deal must pass the defense chief's scrutiny, said DND spokesperson Director Arsenio Andolong.

"Of course, we have a concern about that. As with any proponent or entity that wishes to put up any infrastructure inside camp, we have a concern always,"
Andolong said in an interview on the sidelines of the plenary hearing for the DND's 2020 budget at the House of Representatives in Quezon City on Monday, September 16.

Last Wednesday, September 11, the AFP signed an agreement with Dito Telecommunity, formerly Mislatel, allowing the telco "to build facilities in military camps and installations," according to an official statement.

Dito Telecommunity includes the Chinese government-controlled China Telecom in a consortium, drawing worries and criticism that the deal may compromise the security of military installations and communications – that is, that China may use them for espionage.

Defense Secretary Delfin Lorenzanasaid on Monday that he had not been aware of the agreement at the time it was signed, and that he will now "carefully scrutinize" it.

The AFP is "usually authorized" to enter into agreements which are later submitted to the secretary of national defense (SND) for evaluation, so the deal with Dito Telecommunity followed the regular process, according to Andolong.

"Whether they like it or not, dadaan kay SND 'yan (it will pass through SND)…. The buck stops with the SND. It's up to him whether he will approve this or not," Andolong said.

Lorenzana in August flagged the threat of espionage from the high numbers of Chinese employees of Philippine offshore gaming operator (POGO) hubs near military camps.

Senator Francis Pangilinan pointed this out when he criticized the deal on Thursday, September 12.

In Monday's budget hearing, Gabriela Women's Party Representative Arlene Brosas questioned DND and AFP representatives on the deal's national security implications, noting the danger of having a Chinese-backed telco gaining access to Philippine military facilities.

The AFP dismissed these concerns, saying Dito Telecommunity's facilities would be "physically separate" from the military's own communication lines, and that they would be built in military reservations, not necessarily "within camps."

AFP public affairs chief Colonel Noel Detoyato said they are open to Lorenzana scrutinizing the agreement, and to calling it off should he find anything that compromises national security.

However, the military insisted that the deal was "no cause for concern."

"I think the AFP knows what it's doing. They had their own vetting and evaluation of the deal. So we're pretty confident that they did that," Andolong said.

The Efren Martires Command (New People’s Army-Eastern Visayas) today said it is the Armed Forces of the Philippines that is on the losing course and along with Gen. These people were not NPA members but innocent civilians who were tricked or coerced by the military into ‘surrendering’.”

“Moreover, those who surrendered are supposed to receive tens of millions of pesos in benefits under the Enhanced Community Livelihood Integration Program (E-CLIP). But the people themselves inform the NPA most of them received nothing. We thus believe this and other propaganda shows of surrender are also enriching Gen. Dagoy and other high and civilian and military officials through the enhanced corruption of E-CLIP.”

The Efren Martires Command concluded the countryside of Leyte and the rest of the country will be the graveyard of the AFP. “The NPA will grow ever stronger because the Duterte regime is turning into the best recruiter of the NPA due to its fascist tyranny, corruption and puppetry to foreign interests. A massive people’s uprising can overthrow the Duterte regime in the near future. But the NPA can go on further than regime change. It can accumulate strength and launch offensives targeting the worst human rights violators and plunderers to avenge the people. It can persevere in the countryside in carrying out the people’s war until the cities can be won and the reactionary ruling system overthrown. History is thus not on the side of Gen. Dagoy, who will be digging his own grave in Leyte like the rest of the blowhard AFP generals since the Marcos dictatorship.” #

The slated privatization of the Leyte Metropolitan Water District (LMWD) under the guise of a public-private partnership (PPP) with a Villar-owned corporation reeks of old school cronyism typical of the corrupt Duterte regime, the National Democratic Front said today in a statement.

“The Duterte regime’s favoring of former senator Manny Villar, its known crony and beneficiary of billions of pesos worth of the government’s infrastructure projects, is not missed by the 37,000 consumers who will shoulder the increased cost of water services. Aside from this, Villar also has other projects under the Build, Build, Build program for the benefit of his construction empire.”

NDF-EV spokesperson Fr. Santiago “Ka Sanny” Salas said that the clarification by LMWD that it will only undergo a joint agreement holds no water as in the same breath it relegates management over to Villar’s Prime Water Corporation. “Previous PPPs are proof that whenever management of a government-owned corporation is passed on to a private entity, the latter is given license to pass on increased costs to consumers whensoever it pleases; we expect to see this as current charges by LMWD are set to increase from the current rate P148 per cubic meter.”

He added, “PPPs are a method by bureaucrat capitalists to turn neglected public services into income-generating cash cows. They take advantage of the high demand for basic services and utilities like water, electricity, health and others. They offer to ‘rehabilitate’ the worn-down infrastructure and then make consumers shoulder the costs. In Tacloban, big foreign and local companies took advantage of the Yolanda rehabilitation, essentially a massive PPT enterprise, to set up their business interests in cahoots with the government.”

Salas asserted that quality public services for the people will thus be impossible under the swindler Duterte and his gang of cronies. “Safe, accessible and affordable water resources can only be guaranteed by putting forward the public interest over the interests of local and foreign big businesses. We urge the water consumers and the people to be critical and resist the privatization of LMWD.
