U.S. Coast Guard watching Chinese militia in South China Sea

From Rappler (Jun 11, 2019): U.S. Coast Guard watching Chinese militia in South China Sea

The United States Coast Guard says it is 'following' the activity of the Chinese militia in the disputed waters

The United States Coast Guard is monitoring intrusions by the Chinese militia in the South China Sea, an official said on Tuesday, June 11.

"We have been following the militia and some of the activity," US Coast Guard Pacific Area Commander Vice Admiral Linda Fagan told reporters in a teleconference, calling from their headquarters in Alameda, California.

This comes after an increased frequency of sightings of Chinese militia off the coast of islands belonging to the Philippines, a longtime ally of the US.

(READ: China deploys militia as Philippines builds on Pag-asa Island)

Filipino fishermen have reported harassment during their encounters with Chinese ships. Just on Monday, the Philippine Coast Guard spotted a Chinese warship and paramilitary vessels in Scarborough Shoal.

According to Fagan, the operations of the US Coast Guard has been "consistent" in the decades that it has patrolled the Asia Pacific region. She noted, however, that their present deployment is a case of a "return to engagement."

The US Coast Guard, Fagan emphasized, has two natures: it operates with the US Armed Forces, but at the same time, it also enforces US and international laws.

"We are very much interested in engaging with partner nations and using our authorities and capacity-building in a way that is helpful and beneficial to particularly some of the small island nations who struggle with their own EEZ (exclusive economic zone) enforcement," Fagan said.

One of those vulnerable countries is the Philippines, which, despite the landmark Hague ruling declaring China's expansive claims in the South China Sea as invalid, has not been able to secure its islands in the West Philippine Sea.

Fagan said that they could help struggling countries by sending "a small team" to train the local coast patrollers.

The goal, she said, is to teach how to "guard against fishings incursions or other law enforcement capacity, to bolster the capacity and the authority and the ability to generate their own, protect their own sovereignty."

‘Returning 11th IB to bolster peace’

From the Visayan Daily Star (Jun 11, 2019): ‘Returning 11th IB to bolster peace’

Maj. Gen. Dinoh Dolina, 3rd Infantry Division commander, yesterday said that the return of 11th Infantry Battalion to Negros will boost the peace campaign of the government, and in fast-tracking their clearing efforts in Negros Island.

Dolina, who led the welcome ceremony yesterday for the returning 11IB troops at the port of Dumaguete City, said he anticipates the faster demise of the local terrorist organization in Negros island.

“ We will saturate Negros Island with more troops so we can fill up every inch of the island ,” he said, stressing that the bigger number of troops are not only for combat operations but also for peace and development activities.

The 11IB troops, who arrived Sunday morning in Dumaguete City, on board a Philippine Navy ship, have been reassigned to Mindanao for two years, to prevent the spillover of Abu Sayyaf terrorist group from Basilan and Jolo to Zamboanga City.

I” expect you to show these local terrorists that you are now wiser, deadlier and more dedicated than when you left. I expect you to immediately remind our enemies that the 11IB is here for serious business." Dolina stressed, in his welcome speech before the returning troops.

With the return of 11IB, there are now five Army infantry battalions assigned in Negros Island.

“Remember that like a hammer, 11IB does not only serve as a weapon against those who threaten the lives of our countrymen but is primarily a tool to bring progress and lasting peace,” Dolina said.

To the local enforcement units, chief executives and other stakeholders, Dolina stressed that 11IB will now be working with them once again, in bringing continues progress to the island of Negros.

He re iterated his call to the remaining NPA members in Negros to abandon the senseless armed struggle and to go back to the mainstream society, as their disillusioned comrades did.

Last week, nine former rebels availed of P485,000 financial and livelihood assistance from the national government.

Dolina said that the government is now mobilizing all concerned agencies to address the root causes of insurgency.

It’s about time for those who are already in doubt of their armed movement to return to the folds of law and avail of the Enhanced – Comprehensive Local Integration Program (E-CLIP), he added.

Posted to Kalinaw News (Jun 11, 2019): AFP, Department of Education honor Pangasinense hero

CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP), Department of Education, students, parents and other Pangasinense folks unveiled the memorabilia of late 2nd Lieutenant Jose Bandong Jr on Tuesday, June 11 in Urbiztondo Private High School in Pangasinan.

Bandong hailed from Brgy. Dalaguiring, Urbiztondo, Pangasinan, and is one of the five children of Jose and Edna Bandong. For his primary and secondary education, he attended Dalaguiring Integrated School and Urbiztondo Private High School.

The ceremony was part of AFP’s project entitled “Medal for Valor Recognition.” It aims to highlight the heroism of Medal for Valor awardees and to instil patriotism and nationalism among the young people.

The activity was attended by Lieutenant General Salvador Melchor Mison Jr, AFP Vice Chief of Staff, Major General Bienvenido Datuin Jr, Civil Relations Service, AFP Commander, Mr Julius C Doria, Principal of Urbiztondo Private High School and Mrs Luisa Bandong, wife of the honoree.

The Pangasinense hero distinguished himself for his acts of conspicuous gallantry and intrepidity as the platoon leader under the 24th Infantry Battalion, Philippine Army who died saving his men from certain death on April 10, 1992, in the boundaries of Sagada and Bontoc.

Bandong and his men engaged guerrillas belonging to the New People’s Army’s Chadli Molintas Command and later forced the NPA fighters to withdraw. Bandong’s 35-man unit was preparing to leave the area when one of their teams which was sent ahead to secure the route was suddenly ambushed by NPA reinforcements.

No sooner had the unit linked up again when another group of NPA fighters also showed and began firing at them. In the six-hour gunfight, Bandong was hit with a bullet to the left shoulder.

Based on the accounts of the officers, Bandong later called his troops manning the artillery and gave his final orders: “Fire on my location” as his last resort to save his men and to wipe out the enemy.

His supreme sacrifice of which he earned a posthumous Medal of Valor no doubt saved the lives of his men.

NPA-Northern Samar propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Jun 11, 2019): NPA-Northern Samar strikes abusive “Marawi” battalion in May 21 raid

AMADO PESANTE
SPOKESPERSON
RODANTE URTAL COMMAND
NEW PEOPLE'S ARMY
JUNE 11, 2019

The Rodante Urtal Command (RUC) of the New People’s Army in Northern Samar today announced the successful raid of a detachment of the Alpha Company, 63rd Infantry Battalion-Philippine Army in Lao-ang last May 21, where three Army troops were killed including two corporals, while several rifles were confiscated. “This is a slap in the face of Maj. Gen. Raul Farnacio of the 8th Infantry Division-PA who boasted of redeploying the fascist 63rd IB from their terrorist siege of Marawi to Northern Samar only to serve as security force for a corruption-ridden road project under the Duterte regime,” said Ka Amado Pesante, spokesperson for the NPA-RUC.

Red fighters of the RUC strategically used command-detonated explosives and fire maneuver tactics to defeat one squad of enemy troops during 30 minutes of firefight in Little Lanubi, Brgy. Lanubi, in Lao-ang at around 4 in the morning, resulting to the death of Cpl. Alix Saliwan, Cpl. Mark Andrew Abunda and PFC Domingo. They likewise confiscated three R4 rifles, one super 38 caliber pistol, 26 magazines and 382 bullets for M4 rifles, one Harris radio, a pair of night vision goggles, military telescopes, cellphones and other important military equipment.

According to Pesante, the tactical offensive is in response to the people’s clamor after the latest slew of blood debts incurred by units under the 8th ID. “The 20th IB led by Lt. Daniel Salvador Sumawang is responsible for the killing of San Miguel barangay captain Apolinario ‘Kap Pening’ Lebico and the frustrated killing of his son-in-law, as well as the indiscriminate strafing of civilians in Sityo Inuman, Brgy. Tagab-iran, killing resident Melvin Obiado Cabe and seriously wounding his underage child.”

The RUC spokesperson condemned the military for turning to civilians to seek vengeance for their heavy losses, after their hot pursuit operation against the retreating Red fighters failed. “Residents reported that 20th IB soldiers fired a 105 Howitzer towards their barangay, and threatened and terrorized them after the clash.”

Pesante also exposed the lame cover-up by Gen. Ramil Bitong of the 803rd Brigade through fake news of “extortion” by the NPA on construction projects of the Duterte regime such as the Simora-Palapag road. “Meanwhile, Gen. Bitong and other high-ranking military and local government officials collude to rake in corruption money from such infrastructure projects, and to excuse their militarization of the countryside through the so-called ‘whole-of-nation approach’ of the US-Duterte regime.”

The RUC likewise gives the highest salute to Ka Yulo/Lysan, farmer-youth and provincial cadre, who selflessly gave his life for the victory of the tactical offensive and for the cause of the national-democratic revolution. “From his years as a local youth organizer to his service as a Red commander until his death, his example inspired both young and old revolutionaries to do their best in the work. In his memory, the RUC vows to carry forward the people’s war, achieve victory for the Filipino people and attain national and social liberation,” Pesante ended.

Propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Jun 11, 2019): Harassment of journalist Valle among cases Duterte fears will be exposed in international probe

The Communist Party of the Philippines (CPP) adds its voice to the widespread condemnation of the police and military over the harassment of Davao-based veteran journalist and social worker Fidelina Margarita Valle, who was arrested, held incommunicado and denied counsel for several hours last June 9. She was later released only after news of her arrest sparked public outrage.

The police now say her arrest was a case of mistaken identity. The police claim the information was fed from military intelligence. Valle’s family, however, is correct to point out that her arrest was a clear case of harassment and aims to send a message to people like her who are involved in human rights advocacy, progressive journalism, supporting Lumad community schools and other social involvements that are invariably critical of the Duterte government.

The police and military harassment against Valle is one of the rising number of cases of human rights violations in the Philippines, targeting journalists as well as peasants, workers, teachers, students, urban poor, women, church workers, social workers, lawyers and so on.

The stark case of police and military abuse of power in the harassment against Valle is one of the real reasons why Duterte has rejected the call of international human rights stalwarts for the United Nations to conduct an inquiry into the growing number of killings and rights abuses perpetrated under his terror regime.

In addition to Valle’s harassment case are the unabated killings in Duterte’s drug war, the successive killings of peasants in the Bicol region, Negros and Samar, militarization of rural communities across the country, rampant cases of illegal arrests, trumped-up charges, Red-tagging and threats against social activists.

As a signatory to the International Declaration of Human Rights, the Philippine government is accountable to the international community over the question of rights violations and abuse of power by the police, military and other state security forces. Duterte, however, is fear-stricken that an independent investigation into cases of rights abuses will thoroughly expose him as a tyrant with blood-stained hands.

NPA to launch attacks to stop Kaliwa Dam project

From the Philippine Daily Inquirer (Jun 11, 2019): NPA to launch attacks to stop Kaliwa Dam project

Communist New People’s Army (NPA) rebels vowed to stage attacks to stop the construction of the controversial P18.7-billion Kaliwa Dam project in the Sierra Madre mountain ranges in north Quezon province.

“The Apolonio Mendoza Command (AMC-NPA-Quezon), with the support of the people, vows to launch tactical offensives to stop the construction of Kaliwa Dam and all anti-people projects of the reactionary government posing as ‘development projects,’” Eliza “Ka Eli” de la Guerra, deputy spokesperson of the NPA’s Apolonio Mendoza Command, said in a statement Tuesday.

“The Kaliwa Dam project will be stopped and the ancestral lands of the Dumagat and Remontado tribe will be free from environmental destruction,” she said.

The Metropolitan Waterworks Sewerage System has long been pushing for the construction of the Kaliwa dam as a major component of its New Centennial Water Source Project to address a projected water crisis in Metro Manila.

The project is funded by China’s Official Development Assistance to the Philippines.

Environmental groups, religious, militant groups, and concerned local government officials in northern Quezon have been waging a vigorous campaign to stop the dam project.

Posted to the pro-Communist Party of the Philippines (CPP) online propaganda publication Bulatlat (Jun 11, 2019): NPA-Northern Samar raids ‘abusive Marawi battalion’

NOrthern Samar

MANILA — Last May 21, before daybreak, the New People’s Army in Northern Samar raided a detachment of the Philippine Army in Lao-Ang, Northern Samar, in response, they said, to the people’s clamor after government troops committed a “slew of blood debts” against the people. The red fighters used command-detonated explosives and engaged the government troops in a firefight in Little Lanubi, Brgy. Lanubi, in Lao-ang. The firefight resulted in the death of three from the Philippine Army troops and one from the New People’s Army.

In an emailed statement to the media today, the Rodante Urtal Command (RUC) of the New People’s Army in Northern Samar said they confiscated several rifles, a 38 caliber pistol, 26 magazines and hundreds of bullets for M4 rifles, one Harris radio, a pair of night vision goggles, military telescopes, cellphones and other military equipment.

Amado Pesante, spokesperson for the NPA-RUC, called the attention of Maj. Gen. Raul Farnacio of the 8th Infantry Division-PA who “boasted of redeploying the 63rd IB from their terrorist siege of Marawi to Northern Samar only to serve as security force for a corruption-ridden road project under the Duterte regime.” He also cited the “blood debts” of the Philippine Army, specifically of the 20th IB led by Lt. Daniel Salvador Sumawang, such as the killing of San Miguel barangay captain Apolinario ‘Kap Pening’ Lebico and the frustrated killing of his son-in-law, as well as the indiscriminate strafing of civilians in Sityo Inuman, Brgy. Tagab-iran, killing resident Melvin Obiado Cabe and seriously wounding his underage child.

The successful NPA raid followed a foiled NPA raid in Viktoria last March where Gen. Ramil Bitong of the 803rd Brigade was quoted in reports as saying the NPA rebels were into extortion activities. Pesante of the NPA-Northern Samar dismissed Bitong’s claim as “fake news.” Pesante countered that Gen. Bitong and other high-ranking military and local government officials are colluding to rake in corruption money from such infrastructure projects (as the Simora-Palapag road) in Samar. He also condemned the military for punishing the civilians for their losses and failure to pursue the Red fighters. “Residents reported that 20th IB soldiers fired a 105 Howitzer towards their barangay, and threatened and terrorized them after the clash.”

Last April in Eastern Visayas, another NPA command criticized the military’s “smear campaigns” against the NPA use of command-detonated bomb, a weapon commonly used by the poor and considered as legitimate weapon under the international humanitarian law.

“Not once has the 8th Infantry Division of the Philippine Army acknowledged the human rights violations committed by its troops, which include the use of artillery and the encampment of at least 8 barangays in Northern Samar last October by elements of the 20th IB, the aerial bombings and helicopter overflights in Brgy. Bay-ang, San Jorge, Samar last January, and the most recent forced surrenders and election-related harassment in several barrios in San Jose de Buan,” the NPA in Eastern Visayas said.

Militarization in Samar has disrupted work in farms, prompting peasant women in other parts of the Philippines to seek donations of school supplies for affected children. “This is significant to poor peasant families whose children usually go to school without any supply, due to lack of sources of livelihood, surging prices and worse, disrupted farm work due to mass military operations,” said Zenaida Soriano, Amihan National Chairperson, in a statement calling for donations early this month.

Since the declaration of Martial Law in Mindanao in March 2017 and Memorandum 32 (placing Negros, Bicol and Eastern Visayas under state of lawless violence since November 2018) peasants and peasant women in Northern Samar have complained of worsening extra-judicial killings, military encampment in public schools and in barangays, forcible mass evacuation affecting 2,423 victims, illegal arrest and detention, series of aerial bombing, psywar and surveillance, destruction of properties, sexual harassment and others.

Peasant and and children support groups have called for the pullout of military troops in the villages and civilian structures saying it is the civilian population, especially those calling for reforms, who are reeling from the stepped up military operation.

NPA vows to launch attacks to stop Kaliwa Dam project

From CNN Philippines (Jun 11, 2019): NPA vows to launch attacks to stop Kaliwa Dam project

The communist rebels' armed unit on Tuesday said it will stage attacks to stop the construction of the controversial Kaliwa Dam project for Metro Manila's water supply.

The New People's Army in Quezon province under the Apolonio Mendoza Command said it will "launch tactical offensives to stop the construction of Kaliwa Dam and all anti-people project of the reactionary government posing as 'development projects.'"

"The Kaliwa Dam project will be stopped and the ancestral lands of the Dumagat and Remontado tribe will be free from environmental destruction," according to the statement of deputy spokesperson Eliza “Ka Eli” de la Guerra.

Various groups earlier launched a nationwide campaign targeting 10 million signatures to urge President Rodrigo Duterte to stop the project, noting that the dam will only negatively impact the environment and indigenous people in the area. Under the project, a 27-kilometer tunnel will connect the water source from General Nakar-Infanta in Quezon province to a water treatment plant in Antipolo-Teresa in Rizal province to supply water to Metro Manila and nearby areas.

Of the $231.59-billion project, $211.215 billion in loans will come from China. There’s a pending petition before the Supreme Court to strike down the government’s loan deal with China, citing the track record of Chinese contractors and their alleged fraudulent and substandard work.

The Duterte government has pushed for the construction of Kaliwa Dam since the water interruptions that affected thousands of residents in some portions of Metro Manila and Rizal last March.

The Communist Party of the Philippines has been waging a five-decade insurgency, the longest-running in Asia.

Posted to Kalinaw News (Jun 12, 2019): Illegal firearms factory in Maguindanao raided

President Quirino, Sultan Kudarat – A gun repair shop and factory was discovered in a law enforcement operation conducted by the joint elements of 33rd IB, CIDG-BARMM, 4th Special Action Battalion and 2nd Mechanized Infantry Battalion in Brgy Midconding, GSKP, Maguindanao on June 09, 2019, 8:00 am.

The combined troops were serving warrant of arrest against certain Sukarno Buka @Buba, a BIFF sub-commander with criminal case No. 5255 PQ (17) for attempted murder.

Concerned citizens and barangay officials testified that the suspect was manufacturing firearms and involved in illegal drug activities in GSKP. It is worth noting that Buba and his cohorts were able to do their nefarious activities despite being situated in the midst of MILF communities.

Meanwhile, with the aid of the local populace and barangay officials and detailed coordination with the MILF Ad hoc Joint Action Group, the government troops launched the operation. However, the suspect managed to slip away from the raiding troops.

“The operation was initiated due to several reports of concerned citizens in the community regarding the presence of wanted BIFF members who were engaged in manufacturing illegal firearms and drug dealing activities,” said Ltc. Elmer M. Boongaling, Commanding Officer of 33IB. The government forces seized several unfinished firearms, equipment and ammunitions.

“The seizure of Sukarno Buka’s gunsmithing factory along with the unfinished firearms, equipment and ammunitions greatly degrade the BIFF group’s fighting capability and will serve as a stern warning on the government’s effort to eradicate terrorism and illegal drugs” Col. Efren F. Baluyot, Commander of the 1st Mechanized Infantry Brigade said.

Meanwhile, Maj. Gen. Cirilito E. Sobejana, Commander of the 6th Infantry Kampilan Division lauded the effort of 33IB, CIDG BARMM, 4th SAB and 2nd Mechanized Battalion. “Persistent efforts of the combined troops of the AFP and PNP, and the local residents have resulted to the destruction of gunsmithing, that manifest our dedication to protect the people from armed lawless groups to sustain peace and development in our area of responsibility,” Maj. Gen. Sobejana added.

TALAINGOD, Davao del Norte—The outgoing commander of the 56th Infantry Battalion takes pride of having won the hearts of the Ata-Manobo elders of Talaingod.

In his farewell address, Lt. Col Edwin M. Paredes took note of the good points that the 56th IB had made under his watch, taking special mention of the support that it gained from community leaders whom he and his troopers befriended.

In less than one year, the 56th IB with the operational assistance of the 1003rd Infantry Brigade, was able to convince Datu Guibang Apoga to turn back from the New People’s Army and join the mainstream after going against the government for about 30 years.

The one year and a half stint of Paredes in Talaingod yielded the arrest of two high ranking personalities from alleged guerilla fronts for kidnapping and child-trafficking. The influence of the 56th IB led to closure of most of the salugpungan schools in Talaingod.

Stationed in Talaingod, Davao del Norte early last year, the 56th Infantry Battalion is under the 7th Infantry “Kaugnay” Division of the Philippine Army based in Fort Ramon Magsaysay, Nueva Ecija.

Paredes also expressed satisfaction that the command under his watch was free of any human rights complaints.

In her message during the turnover ceremony to the newly designated 56th IB commander, Lt Col. Norman E. Valdez, Talaingod Indigenous Peoples Mandatory Representative (IPMR) Pilar Libayao relayed the melancholic reaction of fellow community leaders as they learned of Paredes’ relief of duty as commander of the 56th Inf Bat.

“Hawiran unta sa mga lumad. Nakita nila nga walay abuso, mao kini ang maka peaceful,” (They would not let go of Col. Paredes. They saw no cases of abuse. This brings peace) she said.

Libayao also appealed to high ranking military officials present during the event to “help Talaingod” saying some of its community leaders had died referring to long years of reported encroachment of New People’s Army (NPA) operation falling prey on Ata Manobo members as recruits.

On the other hand, incoming 56th IB commander, Lt Col Norman Valdez congratulated outgoing commander Paredes “for changing the landscape of Talaingod communities by winning support of the Ata-Manobos and by driving away the armed rebels.

To sustain the relative peace, Valdez asked for continued support of stakeholders, community leaders, local government officials saying “he cannot do this alone” without the collaborative effort of everyone in Talaingod.

Addressing the 56th IB troopers, Valdez challenged them “to keep our torch burning exercising high standards of excellence”. (PIA XI/ Jeanevive Duron Abangan)
