The commissioning and blessing ceremonies for the Philippine Navy's (PN) first two anti-submarine helicopters, the AgustaWestland (now Leonardo) AW-159 "Wildcat" and four amphibious assault vehicles (AAVs) will formally take place at Naval Base Heracleo Alano, Sangley Point, Cavite on June 17.

This was bared by Navy spokesperson Captain Jonathan Zata when sought for updates on the status of the two aircraft and AAVs Friday.

"The AW-159s are still undergoing TIAC (Technical Inspection and Acceptance Committee) evaluations but inspections are (on) schedule for the commissioning and blessing during the 121st PN anniversary this June 17," he said in Filipino.

Meanwhile, the AAVs are also in similar status, Zata added. The PN's 121st anniversary was earlier scheduled for May 27 but this was moved to June 17 to accommodate the schedule of the Commander-in-Chief, President Rodrigo R. Duterte, who is the event's guest-of-honor.

The AW-159s arrived in the country last May 7 and will be based on the two missile-armed frigates Hyundai Heavy Industries is constructing in South Korea.

These aircraft were acquired for PHP5.4 billion including its munition, mission essential equipment and integrated logistic support. The AW-159 (previously called the Future Lynx and Lynx Wildcat) is an improved version of the Westland Super Lynx military helicopter, which was being used by the Royal Navy and British Army.

It is capable of speeds of 291 km/h (181 mph), range of 777 km (483 miles), ferry range of 963 km (598 miles) and an endurance of one and a-half hours (fours hours and 30 minutes if fitted with auxiliary fuel).

The AW-159s can also be armed with rockets, machine guns, missiles, torpedoes and depth charges.

Meanwhile, the four AAVs, eight of which were acquired for PHP2.42 billion from Hanwha Techwin, arrived in the Philippines via commercial ship in the first week of May.

The AAVs will be use by the Philippine Marine Corps (PMC) and will be based aboard the two strategic sealift vessels, the BRP Tarlac (LD-601) and BRP Davao Del Sur (LD-602), boosting the ships'"limited sea basing capabilities".

These vehicles are armed with .50 caliber machineguns, 40mm grenade launchers and smoke launchers.

"The PMC is essentially an amphibious ready force and part of our doctrine is that they can be embarked in our landing docks. Part of the doctrine is the so-called 'limited sea basing', which means that a battalion of Marines is always on board, at any one time, ready for any possible exigencies," Zata earlier said.

Officials of the Philippine Army in Panay and Negros led their troops in paying their last respects to the late Brig. Gen. Francisco Delfin, former commander of the 303rd Infantry Brigade in Negros Occidental, on Friday.

Delfin, 56, battled lymphoma and passed away in a hospital in Iloilo City on June 3.


The army officials attended the send-off honors at the Iloilo Airport at about 7 a.m., in the presence of Delfin’s wife Marites and other family members.

His remains were flown to the Philippine Army headquarters in Fort Bonifacio, Metro Manila on board a C-130 aircraft of the Philippine Air Force.

Those who paid their final respects were Major Gen. Dinoh Dolina and Brig. Gen. Eric Vinoya, commander and assistant commander, respectively, of the 3rd Infantry Division (ID) based in Jamindan, Capiz.

They were joined by Brig. Gen. Alberto Desoyo, commander of the 301st Infantry Brigade (IB) in Iloilo; Brig. Gen. Ignacio Madriaga, commander of 302IB in Negros Oriental; and Brig. Gen. Benedict Arevalo, commander of 303IB.

Delfin, who retired from military service in February, was the assistant division commander of 3ID from 2017 to 2018, and commanding officer of 303IB based in Murcia town between 2015 and 2017.

A member of the Philippine Military Academy Class 1985, Delfin, who hailed from Capiz, obtained a degree in Master of Science in Defense and Strategic Studies from the University of Madras in India.

He was also assigned as commander of the 1IB in Luzon, and received several medals, including the Distinguished Service Star.

Delfin’s interment will be held at the Libingan ng mga Bayani on June 11.

Local government units (LGUs) declaring Communist terrorist groups (CTGs) as persona non grata has a great impact not only in the security but, most importantly in the development of an area, a military official disclosed.

Maj. Gen. Lenard T. Agustin, the Army’s Seventh Infantry Division (7th ID) commander, made the remark in a conference that was held at the 7th ID headquarters in Fort Magsaysay, Nueva Ecija, on Wednesday, June 5.

The conference was also attended by the division staff and unit commanders of the 7th ID.

Agustin urged LGUs to declare the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Northern and Central Luzon as persona non grata as this was a necessary action that should be taken by LGUs as part of their commitment to the Whole of Nation Approach or Executive Order Number 70.

At present, the 7th ID said one province, eight municipalities, and 34 barangays have already declared CTGs persona non grata through their respective resolutions.

“Now that the election is done, I believe our elected local government officials, regardless if they were previously or newly elected, may now focus on their platforms and projects which they promised to their constituents,” Agustin said in a press statement.

“Rest assured that the Army is always ready to provide assistance in whatever programs that you will make for the people,” he added.

At the same time, Agustin encouraged the LGUs to look into the importance of the declaration of persona non grata against the CTGs and immediately take action on it.

He also encouraged LGUs to have localized peace negotiations with the CTGs within their jurisdiction to encourage those who want to have normal lives and return to the fold of the law.

The Armed Forces of the Philippines (AFP) said the conference was conducted to apprise the 7th ID commander, division staffs and other commanders about the operational situation and administrative requirements of the division and its units as they perform their duties in compliance with its campaign plan.

Talks on expanding U.S. aid for the Philippine fight against terrorism in its restive southland would help bring the two countries closer after a fractious period marked by Manila’s new friendship with Beijing, analysts said.

The U.S. Department of State sent a representative to Manila this week to discuss a three-year program that would help local officials pick out and solve problems that might spark extremist reactions among Muslims around the southern island of Mindanao.

U.S. officials held “productive meetings with our Philippines partners on countering violent extremism and supporting our enduring alliance,” tweeted Denise Natali, assistant secretary of state for conflict and stabilization.


Additional aid for countering extremists, including Islamic State backers, will bring the Philippines and the United States closer after three years of questions raised by Philippine President Rodrigo Duterte’s friendship with China and public condemnations of U.S. assistance.

“The military and security relations with the U.S. continue despite the so-called turn of the administration to China, so our military and intelligence officials are still working closely with the U.S. military and security experts,” said Maria Ela Atienza, a University of the Philippines political science professor.

Testy US ties

The Philippines and former colonizer United States have lived by a mutual defense treaty since the 1950s. Duterte, upset over U.S. challenges of his deadly anti-drug campaign, threatened in late 2016 to cancel a visiting-forces pact with the United States and the following year scaled back annual joint U.S.-Philippine military exercises.

Also in 2016, the year Duterte took office, China, the chief U.S. rival in Asia, pledged $24 billion in aid and investment in the relatively impoverished Philippines. Manila in turn muted criticism of Beijing over a maritime sovereignty dispute that had the two nations at odds before 2016.

Joint anti-terrorism work

Despite his furor, Duterte did not challenge U.S. advisers stationed in Mindanao since 2002 to detect terrorist threats.

Violence involving Muslim rebels has killed about 120,000 in the south since the 1960s. Muslims who reached the Philippines some 500 years ago believe the government and Christian majority control an outsized share of resources.

U.S. technical aid particularly helped Philippine troops beat an IS-supported Muslim rebel group in a five-month civil war in 2017.

President Duterte, a native of Mindanao, vowed after his inauguration to seek peace in the south. He spearheaded a law last year giving limited autonomy to about 4.3 million people in part of Mindanao. But the law faces dissent in outlying islands controlled by the Abu Sayyaf rebel group, known for kidnapping and beheading tourists.

And in Marawi, a city partly destroyed in the civil war, displaced people are growing restless about reconstruction work, Atienza said. Too much discontent could give new rise to antigovernment extremists, said Enrico Cau, Southeast Asia-specialized associate researcher at the Taiwan Strategy Research Association.

The three-year program discussed this week in Manila follows an increase in U.S. funding and troops for the Philippines, Cau said. It also shows a new U.S. focus on socio-economic issues, such as lack of employment, that may drive people to extremism, he said.

“There is change of strategy,” Cau said. “From an entirely military effort, they are shifting towards a more civilian oriented effort. They are getting closer to the population.”

Duterte-Trump ties

Duterte’s friendly November 2017 meeting in Manila with U.S. President Donald Trump eased his earlier bristliness toward Washington, said Ramon Casiple, executive director with the Philippine advocacy organization Institute for Political and Electoral Reform in Metro Manila.

The Philippine leader also wants to craft a multicountry foreign policy rather than rely on a single power, he added. Around Southeast Asia, countries normally look to China for trade and investment aid and to the United States for military support.

“The key element of that policy is to be friends to all,” Casiple said. “I think President Duterte and President Trump have very good relations.

AFP to acquire Shoulder-Fired Anti-Drone Directional Jammers from Singapore

The Armed Forces of the Philippines (AFP) will be getting Anti-Drone Directional Jammers from Singapore, as the tender process for the AFP's Shoulder-Fired Direction Jammer Acquisition Project was completed after a successful public bidding.

The project is part of of the Horizon 2 phase of Revised AFP Modernization Program covering the years 2019 to 2023.

Overview:

The AFP included the requirement to acquire Shoulder-Fired Directional Jammers as part of the Horizon 2 phase of the RAFPMP after the experiences it gained during the Marawi City crisis in 2017.

Back then, the ISIS-inspired Maute Group terrorists used commercial off-the-shelf quadcopter drones to survey the battlefield, while also gathering intelligence on location of government forces that are after them.

This prompted the AFP to begin the acquisition of a limited number of anti-drone jammers that could help forces take down enemy drones, or even protect installations from drones.

In this instance, the AFP required the acquisition of 9 sets of directional jammers, enough to equip 9 teams of specialized personnel whose mission is to hunt or defend against enemy drones. The equipment as per the project's Schedule of Requirements FOR EACH SET are as follows:

A. Shoulder Fired Directional Jammers:
* 2 nos. of Jammer Modules (rifle and manpack)
* 4 nos. of Jammer Module Batteries

The Jammers will have the capability to jam GPS (US standard), GLONASS (Russian standard), Galileo L1 (European Union standard), and BeiDou B1 systems (Chinese standard) of global navigation satellite systems (GNSS), and has the modes to either drive out or force land drones.

Currently, the Presidential Security Group (PSG) which has AFP officers and personnel as its members, also operate rifle-type anti-drone directional jammers, although this new acquisition by the AFP is a more effective variant.


The Presidential Security Group (PSG) first showed this rifle-type directional jammer to the public in early 2018. The model appears to be a Chinese-made Hikvision UAV-D04JA jammer, which has been with the PSG for sometime. Photo shared exclusively to MaxDefense by one of our community member.

Bidding Outcome:

The project was approved by the DND via an Acquisition Decision Memorandum (ADM) dated 01 August 2018 to be procured Direct Contracting mode. But this mode of procurement was changed on 05 November 2018 to Public Bidding.

The project underwent four attempts before the tender became successful. The bid submission deadline and opening dates of the bidding attempts were on 25 October 2018, 29 November 2018, 15 January 2019, and 26 February 2019.

For the 4th attempt, only two bidders submitted their bids:

* Joint Venture of Southcoast Marketing Inc (Filipino company), and TRD Consulting Pte Ltd(Singapore);
* Joint Venture of Safer PH Innovations Inc. (Filipino) and NT Service UAB.

Of the two, only the Joint Venture of Southcoast Marketing Inc and TRD Consulting Pte Ltd was declared legible and the Single Calculated Bidder (SCB) with a bid amount of Php32,446,507.50.

According to a MaxDefense source from the AFP, the directional jammer offered by the winning bidder was the Singaporean-made Orion 7 MP rifle-type directional jammer.

The Joint Venture underwent and passed the Post Qualification Inspection, and was given the Notice of Award (NOA) from the DND on 10 May 2019. While there is no publicly available document, MaxDefense believes that a contract should have been signed before we wrote this blog entry.

For those who may have not noticed, TRD Consulting Pte Ltd has been actively marketing their Orion series of anti-drone jammers, and was also present during the ADAS 2018 defense exhibition in Manila last September 2018. Even the official media partner of ADAS 2018, Shephard Media did an exclusive on the Orion anti-drone system.

Being a small project that is probably already manufactured, the winning proponent is required to deliver within 120 days (4 months) from receiving the Notice to Proceed (NTP). So far no word has reached MaxDefense if the joint venture already got their NTP from the DND.

It remains to be seen now how the AFP will manage this project, and how good will the JV of Southcoast Marketing and TRD Consulting Ltd. be in terms of cost, performance, robustness, reliability and compatibility with our AFP's existing electronics systems.

It also remains to be seen which unit of the AFP will be receiving these jammers and their respective equipment. Based on the need for motorcycles, it means the troops handling these jammers may need to move quickly and without too much issue on logistics.

Issues on the Air Surveillance Radar Project (Horizon 2) of the Philippine Air Force

MaxDefense has been requested by one of its reliable source to post this article regarding the ongoing proposed acquisition by the Philippine Air Force of what is Phase 2 of its Air Surveillance Radar (ASR) Project under Horizon 2 (H2) of the Revised AFP Modernization Program (RAFPMP).

As there has been very limited information about the status of this project after the successful delivery and deployment of the three (3) ELM-2288ER AD-STAR Radar Systems supplied by IAI/Elta Systems of Israel under the Horizon 1 phase of RAFPMP last March 2019, MaxDefense decided to allow the article to be posted on the basis of the contributor’s credibility and track record of access to first-hand information provided to MaxDefense for the past few years.

Overview:

Recent information has come to light about the ongoing acquisition for Phase 2 of the Air Surveillance Radar (ASR) by the Philippine Air Force (PAF), which like the choice of the AFP-GHQ to go for the non-military standard Motorola P25 handheld radios to replace the current Harris handheld radios of the AFP, appears to be equally disturbing, if not questionable.

The original objective for Phase 2 of the Air Surveillance Radar (ASR) Acquisition project as conceptualized and presented, is primarily, “To expand Air Surveillance and Aircraft Control capabilities in support of Air Defense Operations over Benham Rise / Philippine Rise, the southern areas of the country and other areas of the West Philippine Sea.”

The ASR project has an Approved Budget for Contract (ABC) of Php5.5 billion, or USD$100 million (at an exchange rate of Php55 to USD$1), as listed in the “Priority Project List of Second Horizon of the Revised AFP Modernization Program (RAFPMP), also recently identified to be sourced from BCDA Remittances Funds.

Given the complexity and sensitivity of the project, the mode of procurement, similar to that on Horizon 1, is to be undertaken through a Government-to-Government negotiated deal.

Under the original Horizon 2 project plan, the ASR Package consists of the following:

* Horizon 2 stipulates the acquisition of three (3) fixed ASRs and two (2) mobile ASRs.

* Horizon 1 ADSR platform performance (which is the IAI Elta Systems ELM-2288ER AD-STAR Extended Range) will be utilized as the minimum standard for the projected fixed ASRs of the Horizon 2 Project.

* An “Add-On Package,” in addition to the radar tower and radome, are the remaining radar operating facilities and equipment (Command and Control building; communication equipment and infrastructures; ELINT; etc.).


The PAF requires the acquisition of mobile radar systems aside from fixed radars. Above photo is an example from Thales.

These Fixed and Mobile ASRs are intended to augment and expand the air surveillance capability of the recently delivered ELM-2288ER AD-STAR Radar Systems supplied by IAI/Elta of Israel under the Horizon 1 phase and are planned to be deployed at Sta. Ana, Cagayan; Panganiban, Camarines Norte; Balut Island, Saranggani; Hill900B, Zamboanga; and Balabac, Palawan, which will effectively cover at least most of the critical areas of our country.

Requirements:

For the fixed ASRs, the project aimed to have the detection performance of the Horizon 1 Radars as the minimum standard for the Horizon 2 requirement:

* At least 300nmi Instrumented or Maximum Detection Range;

* At least 200nmi Effective Detection Range;

* At least 100,000 feet altitude;

For the mobile ASRs, due to the expected lower performance of the mobile platforms, the detection range requirement was hence reduced by 30nmi.

The project also places emphasis on the compatibility of the platform’s systems with those of Horizon 1.


The Thales Ground Master 400 was offered for the fixed radar requirements.

Original Proponents:

For the Fixed Radar requirements, only Elta Systems and Thales managed to meet the specifications and criteria set for the project. Among those that were considered and evaluated are:

* Elta Systems (Israel), which re-offered its ELM 2288ER;

* Lockheed Martin (USA) with the TPS-77;

* SAAB (Sweden) with the Giraffe 4A;

* Thales (France) with the Ground Master GM400;

* SPETS (Ukraine) with the 80K6T; and

* LIGNex1 (South Korea) with the LRS 180.

As with the Fixed Radar requirements, only IAI/Elta Systems and Thales made the grade for the Mobile Radar, with five (5) prospect proponents evaluated:

* Elta Systems (Israel), ELM 2288MR;

* Lockheed Martin (USA), TPS-77MRR;

* SAAB (Sweden), Giraffe 4A;

* Thales (France), GM 400;

* SPETS (Ukraine), 80K6T.


IAI Elta is again offering the ELM-2288ER AD-STAR for the fixed and mobile radar requirements.

Then came the Japanese Offer:

Sometime last December 2018, Defense Secretary Delfin N. Lorenzana announced that Japan is offering for the PAF’s Air Surveillance Radar (ASR) Acquisition Project, an “upgraded” model of its 1990s Mitsubishi Electric J/FPS-3 Air Defense Radar System, seven (7) of which are in used by the Japan Air Defense Ground Environment (JADGE), since the early 1990’s. This upgraded model offered by Japan was later identified as Mitsubishi's J/FPS-3ME.

It may be recalled that prior to the offer made by Japan to the Philippines of its J/FPS-3 radar system last December, Mitsubishi Electric Corp. has lost to Indra Systemas S.A., in a public tender held several months earlier by the Royal Thai Air Force for a similar project offering the same “updated” version of its J/FPS-3 radar system. This could have been the very first export of domestically produced defense equipment by Japan after its government lifted the ban on the export of arms and related technologies in 2014.

The Original PAF/DND Decision and the Israeli Offer:

To reiterate, prior to the entry into the evaluation and selection process for the ASR project of Mitsubishi Electric’s J/FPS-3 radar system, the Philippine Air Force has already completed the evaluation of at least six (6) prospect proponents for the project.

The recommendations thereafter submitted were as follows:

* Approval of the ASR Horizon 2 package for three (3) fixed and two (2) transportable/mobile systems to include the required “add-ons”

* Approval of the initial selection of proponents (IAI/Elta Systems and Thales) that qualified based on the project’s Radar Coverage / Detection Range Requirements

* Approval to validate the Japanese proponents’ ASR platforms for qualification to the Project’s Radar Coverage/Detection Range requirements once coordination has been made between our country’s respective Defense Department

* Approval for a Government-to-Government mode of procurement for the Project

* Approval of the conduct next Analysis pass for the selection of platforms for the three (3) fixed and two (2) transportable/mobile ASR Systems package

At that time, Israel's IAI Elta’s offer for the project stood at Php6.997B, which is way beyond the ABC, while France's Thales did not submit any price quotation.

Possibly realizing its imminent disqualification for going above the ABC, IAI Elta submitted a revised price proposal of US$97.1 million to the Department of National Defense on March 2019, significantly reducing its price offer compared to its original offer, and even improving their proposal by offering to accept only a fifteen percent (15%) Advance Payment, with the balance of eighty-five percent of the contract price spread over the years 2019 to 2022, but still maintaining the same delivery schedule as before.

This revised price proposal and Terms of Payment submitted by IAI/Elta Systems included the following:

* Three (3) Fixed Radar Systems – ELM-2288ER AD-STAR Extended Range,

* Two (2) Mobile Radar Systems – ELM-2288MR AD-STAR

* “Add-On” Package consisting of:
o Radar Tower and Radome
o Command and Control Building
o Communications Infrastructure
o Mobile/Transportable ADSR storage facilities
o Electrical Power Generators including Infrastructure
o Data Link and ELINT/SIGINT requirements
o Communications equipment: Microwave radios, VHF/UHF radios, multi-band and HF radios
o Transport vehicles for Radar platforms, Command and Control and Support (for Transportable/Mobile ASRs only)


The ELM-2288ER and MR variants both meet the requirements of the PAF for fixed and mobile radar systems.

Changes in PAF's Requirements:

Shortly thereafter, in a surprising and unexpected turn of events, and prior to the visit of DND Secretary Delfin N. Lorenzana to Japan last April 2019, the Procuring Entity - Philippine Air Force again made and submitted another presentation of the project, this time highlighting the offer made by Japan’s Mitsubishi Electric Corporation, of its modified version of the J/FPS-3, dubbed as the “J/FPS-3ME,” including what appears to be its own “Add-Ons” which are not originally included in the package proposal criteria asked of from the other proponents.

This latest presentation made by the Philippine Air Force listed the ASR project requirements to be as follows:

* At least 300nmi Instrumented or Maximum Detection Range;
* At least 200nmi Effective Detection Range;
* At least 100,000 feet altitude;
a.) Three (3) Fixed and One (1) Mobile Radar Platforms
b.) Radar Tower and Radome
c.) Command and Control Building
• Command and Control Operations equipment
• Communications equipment
• Data Link System interoperable with Link 16 Protocol
• ELINT/SIGINT Systems equipment
• Perimeter Fence
d.) Communications Infrastructure
e.) Electric generators and housing
f.) Mobile Radar requirements
• Transport vehicle
• Command and control vehicle
• Support vehicles (Security vehicles, Refueling truck, etc.)
g. Mobile Radar Training and Storage facilities

The Offer Changes:

We particularly took note that the above project requirements now lists only Three (3) Fixed and One (1) Mobile Radar Platforms, a reduction of one (1) Mobile Radar Platform from the original requirement of two (2).

Even more surprising in this latest presentation made by the PAF, is the re-inclusion of Lockheed Martin’s TPS-77, which was already declared as disqualified in its first evaluation for not having met the range requirements, and the exclusion of Thales, which made it during the “first pass.”

One very striking reality in the conduct of the evaluation of the proposed system of Mitsubishi Electric Corporation’s modified version of its 1991-model J/FPS-3, is that this specific model, presented as FPS-3ME has never seen actual deployment and operations in Japan's own Japan Air Defense Ground Environment (JADGE).

For the above “re-packaged” project requirements, the Philippine Air Force reported the following Comparative Costs vis-à-vis an ABC of Php5.5 billion:

* IAI Elta Systems – Php6.237 billion for 5 radars (3 fixed, 2 mobile). Apparently PAF still used the original offer in their comparison, when IAI Elta Systems already revised the offer to just US$97.1 million, which is approx. PHP5.34 billion based on US$1=Php55 exchange rate;

* Mitsubishi Electric – Php5.292 billion for 4 radars (3 fixed, 1 mobile);

* Lockheed Martin – Php5.238 billion for 4 radars (3 fixed, 1 mobile) and Php6.048 billion (3 fixed, 2 mobile).

Noteworthy in the above disclosures of the price offers by the three evaluated proponents is what followed as the conclusion thereto:

• Mitsubishi Electric’s price for their ASRS Package Proposal is Php208 million below the budget limit for four (4) radars.

• To get five (5) radars, Mitsubishi Electric will exceed the budget limit by Php702 million.

• Lockheed Martin will also exceed the ABC if it offers five (5) radar units.

Revised Recommendation by PAF:

The “Recommendation” given by the PAF in this latest evaluation presented as stated:

“The DASAT recommends Mitsubishi Electric as the most competitive proponent that can satisfy the capability requirements of the Second Horizon ASRS Project due to superior technical performance, most competitive price package, and for having the most advantageous maintenance and support package due to proximity.”


While the standard J/FPS-3 radar is in use by the Japan Air Defense Ground Equipment (JADGE), the variant offered for export to the Philippines is not.

As it is, there seems to be some major issues in this latest evaluation report submitted by the Philippine Air Force requiring some serious explanation.

1. Foremost, why was the TPS-77 of Lockheed Martin re-included in this latest Assessment Report when it was already declared as disqualified during the first pass?

2. If the “Recommendation” made primarily arose from the Assessment criteria as listed above, how is it that the Mitsubishi FPS-3ME was given a perfect 10 in the criteria “Ease of Integration” when this radar system has never been integrated with any other system produced by other foreign manufacturers of air defense systems? To reiterate, had Mitsubishi won the Thailand tender, it would have been its very first export of the FPS-3 Radar System outside Japan.

3. What was the basis or criteria used in determining the “Operational Effectiveness” of each system? How did the PAF scored the J/FPS-3 to make it ranked #1 on “Operational Effectiveness” by the PAF?



Despite Japan operating the J/FPS-3 as part of its integrated air defense system, the variant for export was not optimized for Ballistic Missile Defense (BMD), and is not the same variant used by Japan.

4. On the matter of supportability, one can hardly declare that proximity of the supplier is a major factor to be considered for a favorable determination. The latter can always be resolved and addressed by employing an efficient spare parts inventory system, local training and or maintenance of a local service facility by the prospect supplier.

Also, the world is so small in this era and physical distance of the manufacturer is never an issue anymore.

5. In fact, it also appears that the Assessment Team in the course of its evaluation totally disregarded the long accepted concept and advantage of maintaining commonality of parts and systems. It only follows that an acquisition of multiple platforms for the radars will eventually result in increased maintenance costs for the Philippine Air Force and the government.

Moreover, acquisition of multiple types of platform for a single purpose will also require training a separate team of operators and maintenance personnel, thus maximization of human resource cannot be employed;

6. Relative to Item No. 2, the primary objective of acquiring an Air Surveillance Radar System is to provide early detection of any intrusion or incursion in our airspace in order to effect a successful intercept of any threat. It is for this reason that the Philippine Air Force has also recently selected Rafael’s Ground Base Air Defense Missiles, which will eventually be integrated into the ASRs. It is also worthy to note that the radars currently installed in the PAF’s FA-50 fleet were also supplied by IAI/Elta.

7. On the matter of price offering, the revised price proposal submitted by IAI/Elta, was deemed to be the LOWEST price offering for this project. This is even made more advantageous to the government, by its offer of multi-year payment terms, without any change in the required delivery period. These conditions are essentially translated to be an interest free “USE NOW, PAY LATER” proposal.

As such, for 2019, it allows the DND/AFP to only allocate Php825 million instead of Php5.5 billion. The remaining Php4.675 billion can therefore be treated as savings for fiscal year 2019, and utilized by the DND/AFP for other priority projects, as opposed to any other alternative proposal submitted, the payment of Php5.5 billion is to be completely allocated and paid (via a Letter of Credit) for 2019;

8. What is rather odd and not clear in this latest assessment made is the fact that the original number of five (5) radars were suddenly reduced to four (4) units only.

9. And lastly, how did the J/FPS-3 meet the requirements on Effective Range and Maximum Instrument Range when based on the product specs, its Maximum Effective Range is only 200nmi, or 50nmi less than required by the PAF?

And as stated, had the original number of radars been retained, the offer made by Mitsubishi Electric would have exceeded the budget already, whereas the revised offer of IAI/Elta at USD$97.1 million, which was actually based upon the original five (5) radar units, but only disclosed as equivalent to four (4), would have resulted as the proponent with the lowest price offer.

Which begs the question of whether there was an “accommodation” extended to Mitsubishi Electric Corporation when this assessment was done for it to qualify and be Ranked as No. 1?

To summarize the issues:

1. Originally the PAF selected the IAI Elta Systems ELM-2288ER and ELM-2288MR for fixed and mobile radar requirements, respectively. While not selected, the only other shortlisted product was Thales' Ground Master GM400 radar.

2. To support the PAF's selection, the DND also approved the acquisition mode to be a G2G deal with Israel. But due to the sudden entry of Japan's Mitsubishi Electric J/FPS-3ME, the earlier decisions to go G2G with Israel for IAI Elta's radar came to a halt.

3. The DND and PAF suddenly decided to restart the selection process, with a reduced quantity from 3 Fixed and 2 Mobile radars to just 3 Fixed and 1 Mobile radar. This is questionable since the original selected product (IAI Elta Systems) was confirmed to meet the budget while still supplying 5 radar units.

4 The new selection process declared Mitsubishi Electric's J/FPS-3ME, despite being more expensive, possibly not meeting required range parameters, and being a product variant not used by Japan or any other country. In contrast, the previous selected product (IAI Elta Systems) improved its previous offer of still offering 5 radar units within the ABC while also improving the payment scheme.

5. Questions were also raised on J/FPS-3ME's interoperability and integration with the existing PAF Air Defense system that are mostly made up of products from IAI Elta Systems, including incoming products also made in Israel (e.g. GBADS from Rafael).

With this, the author only wants to ensure that this very important and essential project to secure our borders and air space, would not end up like most of the other inutile and failed endeavors entered into by the different government administrations.

The Commission on Audit (COA) has flagged supply and services transactions the Philippine Navy (PN) conducted with private and government firms, assailing, among others, the delay or non-implementation of procurement deals worth over P2.2 billion with the state-run Philippine International Trading Corporation (PITC).

COA noted in the 2018 annual audit report released recently that PN’s procurement outsourcing decision has been deemed “ineffective’ due to “non-implementation or delayed procurement procedures” that resulted in the accumulation of fund transfers with the PITC totaling P2,267,040,511.09.

The same report noted that the PN failed to get a refund of P2,399,822 from contractors that failed to deliver goods and services “after a considerable length of time.”


In its audit findings, COA also lamented the slow completion of a National Disaster Reduction Project in Zamboanga City that requires an allocation of P2,008,153.80.

Auditors asked PN officials to demand from the PITC the immediate delivery of all goods and equipment it has ordered, saying that a refund should be made immediately for non-compliance.

Audit examiners said the PN should stop transferring funds and avoid contracting the services of the PITC “unless in extreme circumstances,” particularly in cases where the Philippine Navy Bids and Awards Committee lacked proficiency to undertake the procurement.

COA disclosed that in 2014, the Armed Forces of the Philippines tapped the PITC to procure for goods, services, and infrastructure projects of the major military services under it.

“Review of the MOA (memorandum of agreement) revealed that it did not provide a timeline of delivery or completion of procurement procedures, which is disadvantageous to the AFP,” the state audit agency noted.

As a result, delivery of PN’s supply and equipment has been considerably delayed although it had already transferred to the PITC some P2.2 billion.

As of December 31, 2018, only equipment and supplies worth P81.84 million, representing a meager 3.5 percent of the total fund transfer, have been delivered to the PN.

“The inability of the PITC to deliver the goods and services is contrary to the very purpose of procurement outsourcing which is to hasten project implementation and had resulted in accumulated huge idle funds,” COA said.

COA also noted the delay in the construction of the Pencairan detachment in Rio Hondo, Zamboanga City, site of the 21-day siege staged by Moro National Liberation Front terrorists in 2013.

PN officials blamed the presence of informal settlers in the project site for causing the delay.


In the 2018 audit report, COA also urged the PN to take legal action in order to recover some P2.39 million in mobilization fund that contractors received despite the “non delivery of goods and services after a considerable length of time.”

The audit findings revealed that three contractors, the RC Tagal Construction, DCCD Engineering, and Solar Surveying Corporation, availed of the 15 percent mobilization fund to start the projects assigned to them.

“To date, after more than three years of inaction, still no collection suit was filed in court against the above defaulting contractors and no action was commenced to enforce the performance guarantee,” auditors stressed.

Responding to the audit report, the PN management said the projects assigned to DCCDE and SSC were suspended due to issues on the ownership of project site.

Still, COA said the management must “terminate the contracts and demand for the refund of advances” it gave the contractors.

The Department of National Defense (DND) on Tuesday joined other government agencies during the signing in Quezon City of the Implementing Rules and Regulations (IRR) of Republic Act (RA) 11888 or the Special Protection of Children in Situations of Armed Conflict Act.

The law, which was signed on January 10, 2019, covers all children below 18 who are involved in, affected by, or displaced by armed conflicts.

The law, it was recalled, seeks to protect children in situations of armed conflict (CSAC) from all forms of abuse, violence, cruelty, and discrimination.

Director Arsenio Andolong, the chief of the DND’s Public Affairs Office, said Defense Undersecretary for Defense Policy Ricardo A. David, Jr. was on hand during the signing, representing Defense Secretary Delfin N. Lorenzana.

The signing was held at Novotel, Cubao, Quezon City.

He said the signing of the IRR for the law is a powerful or strong tool to help protect children in situations of armed conflict, particularly in Mindanao.

Chaired by the Council for the Welfare of Children (CWC), the other members of the Inter-Agency Committee on Children in Situations of Armed Conflict (IAC-CSAC), include the DND, Department of Social Welfare and Development (DSWD), Department of Interior and Local Government (DILG), Department of Education (DepEd), Department of Health (DOH), Department of Justice (DOJ), Office of the Presidential Adviser on the Peace Process (OPAPP), Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Office of Civil Defense (OCD), National Commission on Indigenous Peoples (NCIP), Philippine Commission on Women (PCW), and National Commission on Muslim Filipinos (NCMF).

Children who are members of displaced families, physically weakened, orphaned or disabled, combatants and those mobilized for other armed conflict-related activities and disrupted from schooling, due to armed conflict, are considered Children in Situations of Armed Conflict.

Children are recruited and forced to become soldiers due to the fact that they can be easily manipulated and that their innocence are being abused.

The United Nations International Children’s Emergency Fund or UNICEF estimated that in the Philippines alone, some 30,000 to 50,000 children are displaced every year as a result of armed conflict.

UNICEF, it was recalled, was established on December 11, 1946 by the United Nations to meet the emergency needs of children in post-war Europe and China.

Tago, Surigao del Sur – the 36th Infantry (Valor) Battalion, Philippine Army in closed collaboration with the Local Government Unit of Surigao del Sur holds poverty reduction, livelihood and employment cluster dialogue to the Former Rebels and the locals held at Sitio Ibuan, Brgy Mampi, Lanuza, Surigao del Sur yesterday, June 6, 2019 at 9 o’clock in the morning.

An estimated total of 150 participants from Sitio Ibuan, Brgy Mampi including the former rebels, local officials, tribal leaders, teachers and CAFGU’s who attended and actively participated to raise their concerns to the right agencies.

The said activity aims to capacitate and elevate the knowledge of information of the former rebels and the locals on the different programs of the different line agencies of the government and to alleviate poverty thru introducing livelihood and sustainable projects and programs that will suit to the needs of the locals.

The event is line with the operationalization of President Rodrigo Duterte’s EO 70 that institutionalizes a “whole-of-nation approach and creating a task force in ending local communist armed conflict and to address the root causes of insurgency through focused, coordinated and sustained delivery of basic services and social development packages by the government in poor, conflict-affected and Geographically Isolated and Disadvantaged Areas (GIDAs).

The activity was spearheaded by Mr Rey M Cueva, PD, Tesda SDS, as the chairman of the cluster and LTC Xerxes A Trinidad, CO, 36IB with different line agencies representatives from Provincial Police Office (PPO) SDS, DAR, DOLE, PCA, DILG, NCIP, DA and DSWD-SDS.

In his statement, LTC Xerxes A Trinidad INF (GSC) PA said, “I am deeply impressed with the commitment of the different agencies in responding the call of the local community in 36 VALOR

ending insurgency. Thru this activity, our intent is to give hope and show to them that the government and other stakeholders are looking after them and committed to pursue peace and development efforts in their community”

“If this kind of convergence shall be focused targeting those conflict affected areas and can be sustained, people will be satisfied and would never think of joining any groups that destabilizes the peace and development for their communities. A community that is a conflict
resilient and ready to accept the challenge to the attainment of just and lasting peace in the province”, Lt Col Trinidad added.

NEW BATAAN, Compostela Valley Province – The Philippine National Anthem was played once again as the School Year of 2019 opens in the newly established Mangayon Elementary School, Side Four Extension at Sitio Side Four, Brgy Mangayon, Compostela, CVP. The momentous event transpired during the Turn Over of the DepEd school building spearheaded by the Local Government of Compostela Valley Province together with the 10th Infantry Agila Division, Gawad Kalinga (GK) Foundation and Sumitomo Fruit Corporation (SUMIFRU) last June 03, 2019.

The newly constructed school building has two (2) classrooms with one (1) washing area and comfort rooms for male and female. SUMIFRU and GK Foundation provided books and school supplies for the students. In addition, two (2) licensed teachers took oath to comprise the number of teachers committed to teach in the said area. This is to accommodate the 70 Lumad children who are enrolled for primary and secondary education.

They also opened the “Gulayan sa Paaralan” as a DepEd requisite to promote the feeding program of the local government among students. Caravan of free services were also showcased for the community to enjoy that includes free haircut, free medical and dental check-up and distribution of food packs and clothing package.

Mr. Reynante Solitario, Superintendent of Division of School in Compostela Valley Province hopes that the school will be an independent institution with its own allocated budget to facilitate its expansion in accordance with the increasing number of enrollees from the community.

“The AFP is here to ensure our security; the PNP is here to help resolve our daily challenges; the Department of Education is here to provide what we need for our children to enjoy their rights to education; and the private sector is here to support those endeavors through logistics and voluntary service. The different agencies though with different advocacies conspire to contribute to give our children a good future,” Hon. Jayvee Tyron Uy, Governor of Compostela Valley Province said during the Turn-Over Ceremony.

He added, “Thank you for giving us the opportunity to serve you (the community). Let us support our teachers sacrificed to be away from their own families and risk their lives to serve in the far flung community in order to provide education.”

The ICRC President Peter Maurer said in his visit to Marawi City, Philippines this week, that he saw a community dealing with the physical and psychological impact of conflict. He met a family of a missing person that hasn’t lost hope that news about their relative will arrive soon.

“I also saw how people we are assisting are making the most of that support, for instance a mother that has opened a small business selling food. I observed firsthand a people that will not let the conflict of 2017 defeat their spirit. Local Red Cross volunteers I met have been unrelenting in their support to the displaced people,” Maurer said.

“In my discussions with high-ranking officials, I felt a commitment and resolve to find effective, long-term solutions to humanitarian issues of concern, despite considerable constraints they deal with. The people need to be able to count on the authorities to be responsive to their needs,” he added.

Maurer said despite of the devastation brought about by war had saw indicators of hope, fortitude, and of shared determination to rise from the ravages of the conflict in Marawi and other areas in Mindanao still affected by sporadic armed fighting.

However, Maurer said “in talking to victims, responders and authorities, I can see that the work is not yet done. Though responding to humanitarian needs due to conflict is the work of the International Committee of the Red Cross, I believe equally that all members of society have a shared responsibility to provide reprieve to those affected by fighting.”

“We all need to do more in our respective roles. We need to do better at addressing the consequences of conflict, but also, we need to do better in preventing or reducing those consequences,” Maurer stressed.

The first visit of Maurer to the Philippines was during the Typhoon Haiyan in 2013 and his second visit caught his attention to the plight of Internally Displaced Persons (IDPs) in Marawi City, Lanao del Sur.

“This second visit affirms my view that the suffering people endure in natural and manmade disasters is universal. People lose loved ones. People lose their homes. Individuals and whole communities face an uncertain future,” he pointed out.

Maurer said “In my interactions with conflict-affected people around the globe, their questions are strikingly similar: When are we going to be safe from fighting? When can I rebuild my house? How can I earn a more stable income? Where can I get clean water today? When can I be reunited with my loved one?”

The 2017 devastation of Marawi City brought the Philippines’ armed conflicts to the global forefront. But for decades, many more communities in Maguindanao, Basilan, Sulu and portions of eastern Mindanao have been forced to flee their homes multiple times. Sporadic clashes deeply affect these families’ livelihoods, their ability to put food on the table, and their ability to send their children to school. It is a life of instability and uncertainty, and many people are living it daily, often long after the news headlines move on to another crisis or emergency.

The ICRC has long experience in dealing with conflict situations, as an impartial and neutral organization. ICRC offer varied expertise and support. With the ICRC partners like the Red Cross, they said it will strive to reach and assist those affected by conflict, no matter who or how far they are.

The ICRC will continue to promote principles of humanity and maintain its positive collaboration with the Philippine authorities at national and local levels, as they have the primary responsibility to address humanitarian concerns of their people.

MUNAI, Lanao del Norte – Residents of the Moro Islamic Liberation Front’s (MILF) Camp Bilal shared a meal with Christian visitors in the spirit of interfaith unity as they celebrate Eid’l Fitr, the culmination of the month-long observance of Ramadan Wednesday.

“This is the first time we are celebrating the Eid’l Fitr with our Christian brothers and sisters here at Camp Bilal,” Abdullah “Commander Bravo” Macapaar, an MILF commander and now a member of the Bangsamoro Transition Authority (BTA) said.

Part of the Duyog Ramadan program initiated by the Office of the Presidential Adviser on the Peace Process (OPAPP) and the Armed Forces of the Philippines, the celebration was participated in by Catholic priest, soldiers, and OPAPP personnel led by OPAPP Chief of Staff David Diciano, Director Andres Aguinaldo of PAyapa at MAsaganang PamayaNAn, Father Chito Suganob and Director Scheherazade Ruivivar of the GPH-MILF Implementing Panel Secretariat.

Duyog Ramadan is a multi-stakeholder effort spearheaded by OPAPP that aims to promote social healing and reconciliation among residents affected by armed conflict.

“This occasion signify unity between Muslims and Christians,” Macapaar emphasized.

“My heart is for peace. We are determined to bring back the peace in Mindanao and strengthen the relationship between Muslims and Christians,” he said in the vernacular.

Once a feared Moro commander, Macapaar talked about the need to use the government resources not for internal armed conflict but to the upliftment of the people particularly those in the countryside.

“We spent billions of pesos during armed conflict. Let’s not use our funds for war but instead use it to help our people,” he added.

Macapaar led the fighting during the so-called 2000’s “All-out War” campaign under the presidency of Joseph Estrada, and the fighting during the failure of the 2008’s MOA-AD (Memorandum of Agreement-Ancestral Domains) under the Arroyo Administration.

As a member of the parliament, Macapaar, along with the leadership of the MILF, Moro National Liberation Front and other stakeholders in the BTA, is now actively involved in implementing reforms in the Bangsamoro region.

Also during the event, Father Teresito “Chito” Soganub, who was a hostage victim at the height of the Marawi siege, said that the new chapter for peace in Mindanao is already here.

Soganub pointed out the need to strengthen interfaith dialogue, saying it is one of the effective ways to prevent the repetition of what had happened in Marawi.

“One of the reasons why we are here is because we support the development here in Camp Bilal although the area wasn’t included in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM),” Soganub said.

“We support the interventions of the OPAPP because the government will not leave you,” he told the residents.

For his part, Diciano said Presidential Peace Adviser Carlito G. Galvez Jr. is in solidarity with the people of Camp Bilal as they celebrate the Eid’l Fitr.

In his message released earlier, Galvez said, “We are one with our Muslim brothers and sisters in prayers and reflection as we celebrate Eid al-Fitr.”

“This sacred occasion marks the culmination of the Holy Month of Ramadan, where Muslims fast to attain not only spiritual enlightenment but also lessons of tolerance and peace. The celebration of Eid al-Fitr brings us compassion, and love in our land, and strengthen our resolve to continue our pursuit of reconciliation and unity in the Philippines,” Galvez said.

Diciano said the visit in Camp Bilal is part of the Normalization process that is under the Comprehensive Agreement on the Bangsamoro (CAB) signed by the government and the MILF in 2014.

“Even if it will rain or we walk just to reach Camp Bilal, we will do it and be with the residents for the Eid’l Fitr celebration,” he said.

According to Diciano, Galvez said that Camp Bilal will be “showcased” as one of the success stories in the normalization process.

“We will focus on the development of Camp Bilal,” Diciano said.Normalization process has four major components: the security aspect, socio-economic development program, confidence-building measures, and transitional justice and reconciliation.

Aguinaldo said the construction of the roads from the main highway in the town of Munai towards Camp Bilal will continue.

He said the government will bring the same development to other recognized camps as identified in the peace agreement.

Other camps include Camp Bushra, Camp Rajamuda, Camp Abubakar, Camp Bad’r, and Camp Omar.

Ruivivar affirmed that OPAPP and the leadership of the BARMM will continue to support those Moro-dominated areas outside of the territory of the BARMM.

“OPAPP will continue to engage the six towns of Lanao del Norte even if you’re not part of the BARMM,” she told residents here.

Aside from sharing of a meal, OPAPP also distributed 480 food packages, with three slaughtered cattles, to the residents of the camp as part of the Eid’l Fitr celebration.

1. Ano po ang inyong pangkalahatang pagsusuri sa katatapos lang na mid-term national and local elections? Masasabi niyo po ba na patas, malaya, malinis, at mapayapa ang halalan?

JMS: Garapal na pananakot at pandaraya ang ginawa ng rehimeng Duterte at mga kasangkapan nitong Comelec, militar, pulis at iba pang alipores ni Duterte. Nangyari ang aking prediksyon na imanipula ni Duterte ang kondukta at resulta ng halalan para sa labis-labis na pakinabang niya dahil may kapangyariham, may kriminal na pag-iisip at may motibasyon para gumawa ng pandaraya.

Hindi patas ang eleksyon para sa mga kandidato ng rehimen at oposisyon. Hindi malaya at mapayapa, laluna sa kalakhan ng Mindanao at iba pang tinaguriang trouble spot sa Luson at Mindanao kung saan mga militar at pulis gumawa ng red tagging, banta at ilang pagpatay sa mga nasa oposisyon. Labis-labis na marumi ang eleksyon dahil sa mga pananakot, vote buying, pre-shading ng mga balota at paggamit ng dagdag-bawas sa pamamagitan ng mga computer ng Comelec automated electoral system,

2. Kapansin-pansin po na walang kandidatong independyente at oposisyonista na mananalo sa pagka-senador. Naniniwala po ba kayo na may kinalaman ang mataas na antas umano ng popularidad ng kasalukuyang administrasyon at ang masama pa rin umanong imahe ng Liberal Party? O baka planado na po ang magiging resulta ng halalan kung ang pagbabatayan ay ang babala ni Atty. Glenn Chong noong Nobyembre 2018 hinggil sa posibilidad ng malawakang dayaan?

JMS: Tinuunan ni Duterte ang pandaraya sa antas ng mga kandidatong senatoryal dahil gusto niyang matiyak na makuha niya ang two-thirds o mas malaki pang mayorya sa Senado para maisakatuparan niya nang lubusan ang kanyang pasistang diktadura sa pamamagitan ng chacha para sa pakunwaring pederalismo, maipatupad niya ang syento porsyentong pagmamay-ari ng dayuhan sa mga likas yaman at lahat ng negosyo sa Pilipinas at maiwasan niya ang pag-aresto sa kanya dahil sa mga krimen ng maramihang pagpaslang sa mga suspek sa Oplan Tokhang at Oplan Kapayapaan.

Hindi totoo na napakapopular si Duterte. Naging mabaho na siya dahil sa pagtaas ng buwis at paglipad ng presyo ng mga batayang bilihin at nasusuklam na ang masa sa mga maramihang pagpaslang sa mga suspek sa adik at tulak ng droga at sa mga suspek na rebolusyonaryo, sa pagiging supremong protektor ng illegal drugs si Duterte mismo, sa pataksil na pagbebenta ng West Philippine Sea at pambansang soberanya at patrimonya sa Tsina, sa mabilis at malakihang kurakot ng pamilyang Duterte at sabwatan nila sa mga kapwa nilang mandarambong tulad ng mga Marcos, Arroyo at iba pa.

Ang “high popularity” ni Duterte ay gawa-gawa lamang ng mga bayarang poll survey firm, mga kolumnista, brodkaster, mga troll at bot. Totoong may nananatiling pagkabaho pa ng mga dilawan. Pero malayong mas mabaho na si Duterte. At magagaling naman yong karamihan ng kandidatong Otso Deretso at iba pang oposisyonista. Ni isa walang nanalo dahil sa garapal na pandaraya. Pati ang pinamahusay na kandidatong senatoryal na si Neri Colmenares dinaya nang malakihan.

Planado ang pandaraya. Maliwanag ang katotohanan. Yan ang sinasabi ng napakaraming tao. Hindi lamang sina Chong at Gadon na nalaglag mula sa grupo ng mga paboritong kandidato ni Dueterte. Masakit ang loob nila dahil pati mga boto nila malamang na naidagdag sa mga paborito ni Duterte o kaya hindi nabahaginan ng dambuhalang pekeng boto. Hindi porke sipsip ang mga ito kay Duterte mapapasali na sila sa Senado ni Duterte.

3. Gaano po kaya katindi sa inyong pagtataya at paniniwala ang malawakang dayaan at manipulasyon at ang marumi, maanomalya, at kuwestiyonableng pagsasagawa ng halalan ngayong taong ito? Mas matindi po ba ito kaysa sa malawakang dayaan at sa pagsasagawa at resulta ng mga halalan noong 2010, 2013, at 2016 sa ilalim ng automated election system?

JMS: Sa aking pagtataya at sa kaalaman ng sambayanan, sistematiko, malawakan at napakatindi ang dayaan at manipulasyon ng halalan. Marumi, maanomalya at kasuklamsuklam ang pandaraya na ginawa ni Duterte. Mas matindi ang pandaraya ni Duterte sa malawakang dayaan sa mga halalan ng 2010, 2013, at 2016 sa ilalim ng automated election system. Naging automated o mas mabilis at laganap ang pandaraya ni Duterte kaysa ginawa ni Marcos sa mga halalan sa ilalim ng kanyang ganap na pasistang diktadura.

4. Maliban po sa pagkatalo ni dating BAYAN MUNA Party-list Rep. Neri Colmenares sa pagka-senador, malaki po ang posibilidad na lumiit ang bilang ng mga progresibong mambabatas. May kinalaman po ba rito ang mistulang pangangampanya ng mga ahensiya ng pamahalaan laban sa mga progresibong partido? Gaano po kaya katindi ang kagustuhan ng kasalukuyang administrasyon na alisan ng representasyon at boses ang mga mahihirap at api sa Kongreso Nangangahulugan po ba ito na hindi pa handa ang sistemang pulitikal ng bayang Pilipino sa pagkakaroon ng isang “maka-Kaliwang” senador o presidente kung ang pagbabatayan ay ang electoral track record ng mga progresibo?

JMS: Dapat lumaki pa ang boto at tiyak na manalo si Neri Colmenares dahil sa siya ang pinakamatatag, matalas at magaling na lumaban sa mga kriminal na patakaran at kilos ng rehimeng Duterte. Isinusuka ng bayan su Duterte at mga kandidato niya dahil sa kanyang tiraniya, kataksilan, maramihang paspaslang ng mga suspek, panunupil sa mga kritiko, aktibista at oposisyon, pandarambong, pagsisinungaling at pangungutya sa mga mahirap, kababaihan at mga Kristiyano.

Hindi mabisa ang red-tagging at iba pang paninira na ginawa ng mga ahensiya ng pamahalaan laban sa mga progresibong partido. Kita ng taumbayan na sinungaling ang mga buruktarata at armadong alipores ni Duterte, electioneering ang ginagawa at lumalabag sila sa mga demokratiko at elektoral na karapatan ng mga progresibong kandidato at mga tao. Kaunti lang malilinlang.

Matindi at desidido ang rehimeng Duterte na alisan ng representasyon at boses ang mga mahihirap at api sa Kongreso. Kung gayon, sadyang dinaya si Neri at Anakpawis at binawasan nang malaki ang boto ng mga progresibong party list. Kung walang pandaraya sa anyo ng automated cheating, tiyak na lumaki ang boto ng mga makabayan at progresibong kandidato sa paligsahang senatoryal at party list. Abangan ang mga darating na panunupil bunga ng pandaraya ng rehimeng Duterte sa halalan.

5. Lumalabas na naman po ang mga pagturing sa masa bilang mga “bobotante” dahil sa napipintong tagumpay ng karamihan sa mga kandidatong maka-Duterte sa pagka-senador. Dapat po ba talagang sisihin ang personality politics hinggil dito? O sadyang bulok lang po talaga ang sistemang panlipunan at pampulitika para kumapit ang masa sa patalim pagdating sa pagboto? Ano po ba talaga ang kahalagahan ng halalan para sa masa pagdating sa kanilang kalagayang panlipunan?

JMS: Dapat panagutin ang rehimeng Duterte sa pandaraya at hwag sisihin ang masang Pilipino at kutyain pa silang “bobotante”. Hwag sisihin ang mga biktima ng pandaraya ni Duterte. Ang gumagawa ng panininisi ay mga lingid na pro-Duterte at ilang tunay na anti-Duterte na masyadong mataas ang tingin sa sarili, laluna sa hanay ng mga petiburges na kulang ang tiwala sa masang anakpawis.

Hindi lamang rehimeng Duterfe ang sisihin kundi ang buong naghaharing sistema ng mga tuta ng mga dayuhang monopolyo kapitalista, mga malaking komprador at asendero at mga burukrata kapitalista tulad ni Duterte. Nasusupil ang tinig ng masang anakpawis dahil sa panunupil at pagsasamantala ng buong sistema at alinmang rehimeng reaksyonaryo. Kasunod ng ganitong katotohanan, ang tinguriang personality politics sa hanay ng mga nagriribal na karamihan ay mga reaksyonaryong pulitiko.

Dapat isyu rin ang paggamit ng Smartmatic-TIM automated electoral system. Labis na magastos at madaling imanipula ng alinmang kriminal na rehimen o presidente tulad ni Duterte. Ihambing ang naturang sistema sa automated system sa Alemanya o Netherlands. Manual count pa rin na open to the view of the public and sa competing parties sa precinct level at secure transmission of vote results by ordinary computers. Malayong mas mura at madaling bantayan. Pinili ng mga korap ng pulitiko ng Pilipinas ang Smartmatic-TIM automated electoral system dahil mas magastos at mas madaling kunan ng kurakot at mas madali pang imanipula.

6. Dahil sa mga lumalabas na ulat hinggil sa mga seryosong alegasyon ng malawakang dayaan, mayroon po bang posibilidad na magkaroon ng isang malawakang alyansa na magpapakita ng pagkondena sa malawakang dayaan at pagtatakwil sa marumi, maanomalya, at kuwestiyonableng pagsasagawa at resulta ng halalan? Unti-unti na po kasing lumilinaw ang mga kondisyon para sa isang malawakang alyansa ngayong panahong ito dahil po sa mga pahayag ng pagkondena ng iba’t ibang personalidad, grupo at organisasyon sa malawakang dayaan, gaya na lang nina Atty. Glenn Chong, Atty. Larry Gadon, BAYAN, KONTRA-DAYA, MAKABAYAN, BMP, CARITAS-NASSA, at MMDM.

JMS: Dahil sa garapal na pandaraya ng rehimeng Duterte, ibayong may batayan para sa isang malawakang alyansa at kilusang protesta ng malawak na masa para kondenahin , itakwil at patalsikin ang rehimeng Duterte. Malinaw ang pagnanais ng mga lider at masa ng BAYAN, KONTRA-DAYA, MAKABAYAN, BMP, CARITAS-NASSA, MMDM at iba na magpalakas ng alyansa at palitawin ang lakas at bisa ng people’s power (kapangyarihan ng bayan) laban sa rehimeng tiraniko. Ewan kong totohanan sina Gadon at Chong sa pagpuna nila sa dayaan.

Kailangang-kailangan ang malawak na nagkakaisang hanay at militanteng kilusang protesta ng masa para maagap na salungatin ang mga mas masama pang patakaran at kilos ni Duterte bunga ng matagumpay na pandaraya niya sa halalan. Dapat maglunsad ng mga malaking pagtitipon aat martsa sa mga pampublikong lugar at sa loob at kapaligiran ng mga simbahang Kristiyano. Sa kalaunan, dapat may higanteng pagtitipon ng people’s power upang ibagsak ang imbing na rehimen ng halimaw na katulad ni Marcos.

7. Magiging independyente at makabayan po ba ang Senado, Kamara, at mga pamahalaang lokal gayong karamihan sa mga mananalong kandidato ay maka-Duterte? Mayroon po bang tsansa na magkaroon ng mga public official na tutuligsa sa mga patakaran at programa ng kasalukuyang administrasyon?

JMS: Hindi magiging independyente at makabayan ang Senado, Kamara, at mga pamahalaang lokal na maka-Duterte at nakinabang sa pandaraya at makikinabang pa sa patuloy na pagsalakay sa masang Pilipino at sa kabang-yaman ng bayan. Habang may pang-aapi at pagsasamantala, laluna kung lulubha pa, magkakaroon ng mas malakas pang masa at mas magiting na lider na nalalaban sa mga masamang patakaran at programa ng rehimeng Duterte. May ilan ding public official na nakalusot sa matindi at malawakang pandaraya ni Duterte.

8. Ano po ba ang maasahan ng masa sa huling tatlong taon ng kasalukuyang administrasyon? Mayroon pa po bang tsansa na maitulak ang kasalukuyang administrasyon na magtaguyod ng mga patakaran at programang makabayan at maka-masa? Mayroon po ba kayong nakikitang posibilidad hinggil sa tunguhin ng reporma, pakikibakang ligal, armadong rebolusyon, reaksyon, at maging ng kampanya para sa pagpapatalsik sa kasalukuyang administrasyon sa mga susunod na taon?

JMS: Walang maasahan ng masang Pilipino sa huling tatlong taon ng rehimeng Duterte kundi ibayong pang-aapi at pagsasamantala. Mahirap at hindi tama na umasa na ang rehimeng ito ay magbabago at magtataguyod ng mga patakaran at programang makabayan at maka-masa. Wala o malayo ang posibilidad na magbago ang rehimen at pumayag sa mga makabukuhyan na repromang sososy-ekonomiko at pampultika.

Balak ng rehimeng Duterte na magtayo ng pasistang diktadura at pagsilbihan niya ang mga dayuhang monopolyo, mga malaking komprador at asendero at ang makitid niyang pangkatin ng mga mandarambong at berdugo. Disidido ang rehimeng ito na supilin at puksain ang malawak na nagkakaisang hanay, ang legal na kilusang masa at ang armadong rebolusyon. Kung gayon, walang mapagpipilian ng mga mamamayan at mga pwersang makabayan at progresibo nila kundi lumaban hanggang tagumpay sa pagpapaalis kay Duterte sa kapangyarihan.

Magpalagay man si Duterte na kaya niyang patayin ang legal na demokratikong kilusan na nakalantad sa mga mga kalunsuran, hindi niya talaga kaya kundi lalo pa niyang itutulak ang masang Pilpino na magbalikwas. Lalong hindi kaya ni Duterte na patayin ang armadong rebolusyon ng bayan. Lalong dadami ang mga armadong rebolusyonaryo dahil sa panunupil sa mga makabayan at progresibong pwersa at mamamayan sa mga lungsod at nayon.

May pambansang saklaw at malalim na nakaugat sa masang anakpawis ang mga armadong rebolusyonaryo. Kaya nilang labanan at talunin ang rehimeng nabubulok at may limitadong lakas at rekurso at napakaraming kahinaan dahil sa lumalalalng krisis sa ekonomiya at pulitika ng naghaharing malakolonyal at malapyudal na sistema.###

Inilabas ng Korte Suprema ang writ of amparo at habeas data pabor sa mga grupong Karapatan, Gabriela at Rural Missionaries of the Philippines nitong Mayo 24. Sa ilalim ng mga kautusang ito, inoobliga ang mga ahensya ng estado na itigil ang pagtugis at pagbabanta laban sa mga grupong ito habang hindi nito napatutunayan o nabibigyang-katwiran ang ganitong mga hakbangin.

Ang apela ay isinampa ng naturang mga grupo matapos ang walang-lubay na pagbabanta ng Armed Forces of the Philippines (AFP) laban sa kanila sa anyo ng pagtaguri sa mga ito bilang mga “prenteng organisasyon” ng PKP. Iginigiit ng mga grupong ito na ang sunud-sunod na pagpatay, pagsasampa ng gawa-gawang kaso, panggigipit at paninindak sa kanilang mga myembro ay karugtong ng mga pampublikong pagbabanta ng AFP laban sa kanila.

Ang writ of amparo ay proteksyon ng Korte Suprema sa mga grupong tinutugis ng estado. Ang habeas data naman ay nag-oobliga sa ahensya ng estado na ilabas at sirain ang lahat ng dokumento o impormasyon na tinipon ng militar at pulis laban sa mga grupong ito.

Kung maisasabatas, lilikha ito ng Human Rights Defenders Protection Committee na pangungunahan ng Komisyoner ng Commission on Human Rights at anim pang kasapi na inonomina ng mga organisasyon.

Nakapagtala ang Karapatan ng pagpaslang sa 697 tagapagtanggol sa karapatang-tao simula 2001 hanggang 2018.

Nagsasawa na maging ang tauhan ng US na si Delfin Lorenzana sa mga kasinungalingan at pambobobo ni Rodrigo Duterte. Noong Mayo 29, hayagan niyang sinalungat ang ilang buwan nang panloloko ni Duterte na mayroong sabwatan sa pagitan ng mga lehitimong organisasyon, oposisyon sa pulitika, mga mamamahayag, abugado at kahit mga personalidad sa telebisyon, at ang rebolusyonaryong kilusan para patalsikin siya.

Dahilan ni Lorenzana, hindi totoo ang planong pagpapatalsik dahil wala siyang naririnig na ugong kaugnay nito sa hanay ng militar. Binabalewala ni Lorenzana ang kilusang pagpapatalsik para maliitin ito at salagin ang mga balita na may bitak sa hanay ng mga sundalo at pulis.

Ang pahayag ay matapos ang ilang linggo nang panloloko ni Sal Panelo, tagapagsalita ni Duterte, kaugnay sa dalawang matrix na naglalaman ng mga pangalan ng mga sangkot diumano sa planong pagpapatalsik. Ginamit nina Panelo at Duterte ang mga matrix noong panahon ng eleksyon para siraan ang oposisyon. Pinirmahan noong Enero 10 nina Armed Forces of the Philippines (AFP) Chief of Staff Benjamin Madrigal Jr. at Philippine National Police (PNP) Chief Oscar Albayalde ang Joint AFP-PNP Campaign Plan “Kapanatagan” 2019-2022 upang pahigpitin ang ugnayan at tulungan ng mga pwersang militar at pulis sa kontra-insurhensya at kampanyang panunupil.

Deklaradong layunin nito ang “sugpuin ang lahat ng banta sa seguridad ng bansa.” Nakaangkla ang “Kapanatagan” sa inilabas na Executive Order 70 ni Rodrigo Duterte na nagtatag ng National Task Force to End Local Communist Armed Conflict.

Sa ilalim ng “Kapanatagan,” bubuuin sa mga rehiyon ang mga Joint Peace and Security Coordinating Committee kung saan kabilang ang AFP, PNP, mga lokal na gubyerno at sibilyang ahensya. Kontrolado ng AFP ang pondo ng mga operasyon ng “Kapanatagan.” Mayroon din itong direktang kumand sa PNP at halos walang kapangyarihan ang mga otoridad ng mga lokal na gubyerno sa mga sakop nilang kapulisan. Sa National Capital Region, tinawag itong Implementation Plan “Kalasag.”

Pangungunahan ng militar ang pag-atake sa mga inaakusahan nitong “komunista” at mga organisasyon na umano’y mga “prente ng komunista” sa kanayunan man o mga syudad. Sa ilalim ng “Kapanatagan,” ang ipinatupad na Oplan Sauron sa isla ng Negros noong Disyembre 2018-Enero 2019. Parehong mga taktika ang ginagamit sa ibang bahagi ng bansa.

Sa Masbate, iniulat ng BHB noong Mayo 31 ang pananalasa ng “Kapanatagan” sa mga barangay ng Dalipe, Panan-awan, RM Magbalon, Guiom, Taberna, Cabayugan, Calumpang at Iraya sa bayan ng Cawayan. Hinahalihaw ng 2nd IB at PNP-Masbate ang lugar at pinipilit ang mga punong barangay na pumirma ng kasunduang nagbabawal sa mga residente na sumama sa mga rali. Pwersahang pinasok ng mga sundalo at pulis ang mga bahay at ninakaw ang mga personal na gamit, kabilang ang 80 kaban ng palay, mga alagang hayop at P11,000 ipon ng mga residente.

Dalawang taon nang nabubuhay sa takot at hirap ang mamamayan sa Mindanao bunsod ng batas militar ni Rodrigo Duterte. Wala nang naniniwala na ipinataw niya ang batas militar para sugpuin ang diumano’y banta ng terorismo ng grupong Maute. Matagal na itong nabunyag bilang isa sa kanyang mga pasistang hakbang para itayo ang walang-sagka at walang taning na pasistang diktadura sa buong bansa.

Ang pagpataw ni Duterte ng batas militar noong Mayo 23, 2017 ay isa sa pinakamalaki niyang kaso ng pag-abuso ng kapangyarihan. Ang 5-buwang pambobomba niya sa Marawi City, kung saan daan-daang sibilyan ang napatay, karamihan mga Maranao, at P18 bilyong halaga ng kanilang mga ari-arian ang nawasak, ay maituturing na krimen laban sa sangkatauhan. Ito, kasama ang ekstrahudisyal na pamamaslang dulot ng kanyang gera kontra-droga, ay maaaring isampa sa mga internasyunal na korte.

Pagdurusa ng mga Maranao

Hanggang ngayon, wala pa ring disenteng tirahan ang 100,000 residente ng Marawi na napalayas nang kubkubin ng AFP ang syudad. Ayon sa inilabas na ulat ng International Committee of the Red Cross noong Mayo, nakatigil ang mga bakwit sa mga sentro ng ebakwasyon, sa mga toldang nagsisilbing pansamantalang tirahan at sa mga bahay ng kanilang kamag-anak sa ibang bahagi ng Mindanao, Visayas at hanggang Luzon. Marami sa mga bakwit ang dumaranas ng gutom, sakit at depresyon. Mula nakaraang taon, humina na ang pagdating ng ayudang pagkain mula sa mga mapagkawanggawang institusyon. Napakalimitado ng ayudang pampinansya. Naiulat noong Mayo na P10,000 lamang ang ipinamahagi ng Office of the Civil Defense (OCD) mula sa P36.92 milyong donasyon na nalikom para sa mga bakwit. Sadyang pinahihirapan ng OCD ang mga bakwit sa pagkuha ng pondo sa pamamagitan ng paghahanap ng mga papeles na nawala kasabay ng pagkawala ng kanilang mga ari-arian at tahanan.

Dagdag dito, wala pa ring nangyayari sa hiling ng mga taga-Marawi na naghahanap sa kanilang mga kamag-anak. Hanggang ngayon, naghihintay pa rin sila sa resulta ng mga DNA test para kilalanin ang mga labi ng mga inilibing na lamang sa mga komun na libingan. Tinataya ng mga akademiko na nasa 2,000-2,500 ang napatay sa pagkubkob ng Marawi, malayo sa 1,200 na taya ng rehimen.

Ikinagagalit ng mga taga-Marawi ang sadyang pagbabalewala sa kanila sa pagpaplano at rekonstruksyon ng kanilang syudad at pagpapaubaya dito sa mga dayuhang kumpanya at kanilang mga kasosyong kumprador. Sawa na sila sa usad-pagong na proseso ng rehabilitasyon sa kabila ng mabilis na pagtatayo ng AFP ng isang kampo- militar sa sentro ng syudad. Lalo silang nagalit sa pagbansag ni Duterte sa kanilang syudad bilang “pugad ng droga” at pagpahayag na dapat ang mayayamang Maranao na lamang ang gumastos para ibangon ang syudad.

Daan-daanlibong abuso

Umaabot sa 800,000 ang mga biktima ng pang-aabuso sa karapatang-tao sa Mindanao na naisadokumento ng Karapatan mula nang ideklara ang batas militar. Kabilang dito ang 93 aktibistang pinaslang, 136 tinangkang patayin, 1,400 inaresto at ikinulong, 29,000 tinakot, ginipit at hinaras, at 423,500 ang pwersahang napalayas sa kanilang mga komunidad. Naitala rin ng Karapatan ang 4,428 kaso ng paggamit ng mga sibilyang imprastruktura para sa mga operasyong militar.

Sa pangalawang taon ng batas militar naganap ang matitinding krimen tulad ng pagmasaker sa pitong kabataan sa Patikul ng mga sundalo ng AFP at ang dalawang pagpapasabog sa simbahang Katoliko sa Jolo, pareho sa Sulu. Ginamit ng AFP na dahilan ang “gera kontra-terorismo” para patindihin ang militarisasyon sa mga komunidad ng mga Moro. Dahil dito, maraming Moro ang napapalayas sa kanilang mga lugar, dagdag sa dati nang mga bakwit. Sa unang kwarto lamang nitong taon, nasa 16,300 na ang naitalang nagbakwit dahil sa walang awat na mga operasyong militar.

Kasabay ng mga atake sa mga komunidad ng Moro ang walang habas na pang-aatake sa mga komunidad ng Lumad at magsasaka. Partikular na target ng militar ang mga eskwelahang Lumad na pinuruhan ng atake ng AFP. Sa nakaraang dalawang taon, ipinasara ng pasistang rehimen ang 79 eskwelahan na may 2,782 guro at estudyante. Tatlong estudyante ng mga ito ang pinatay ng mga sundalo at mga paramilitar. Palagian namang nanganganib ang mga eskwelahang nakatayo pa at gumagana lamang dulot ng tapang ng mga komunidad at suporta ng iba’t ibang sektor sa kanila.

Medalya at promosyon ang gantimpala ni Duterte sa kanyang mga alipures sa Armed Forces of the Philippines (AFP). Noong Hunyo 5, kinumpirma ng Commission on Appointments (CA) ang promosyon ng 50 upisyal ng militar na nanguna sa militarisasyon at pag-abuso sa kanayunan. Ang mga promosyong ito ay rurok ng inhustisya, ayon sa Kilusang Magbubukid ng Pilipinas. Duguan ang kamay ng mga mersenaryong sundalo ni Duterte at bawat medalyang iginagawad sa kanila ay dagdag na pagpaslang sa mga katutubo at magsasaka.

Kabilang sa kinumpirma ng CA sina Lt. Gen. Felimon T. Santos, kumander ng Eastern Mindanao Command, na hanggang sa kasalukuyan ay naghahasik ng teror at mga paglabag sa karapatang-tao sa mga rehiyon ng Davao at Caraga. Itinaas din ang ranggo ni Maj. Gen. Gilbert Gapay, kumander ng Southern Luzon Command, na lumusob sa mga komunidad ng mga magsasaka at katutubong Mangyan sa Mindoro at Dumagat sa Quezon. Nambomba ito sa Mindoro na nagresulta sa sapilitang pagbabakwit ng halos 1,000 Mangyan mula sa kanilang mga tahanan at kabuhayan.

Dagdag pa sa listahan ng mga ginawaran ng promosyon sina Col. Jonathan Gayas, upisyal sa saywar ng 3rd ID at Brig. Gen. Alberto Desoyo ng 303rd IBde na kapwa nakabase sa Negros. Responsable ang dalawa sa walang habas na militarisasyon, tortyur at masaker sa isla.

Samantala, itinalaga naman noong Mayo 27 bilang pinuno ng National Commission on Indigenous Peoples si dating Col. Allen Capuyan. Bago nito, si Capuyan ay itinalaga ring Executive Director ng national secretariat ng National Task Force to End Local Communist Armed Conflict.

Ilan pa sa nabigyan ng promosyon ang mga upisyal ng batalyon at brigada ng AFP na naglulunsad ng mga operasyong intel, saywar at sapilitang nagpapasurender ng mga sibilyan.

Hindi maitatwa maging ng mga ahensya ng gubyerno ang negatibong epekto ng TRAIN law sa lokal na ekonomya. Ayon sa pag-aaral ng Philippine Institute for Development Studies noong Disyembre 2018, negatibo ang epekto ng bagong mga buwis sa sektor ng manupaktura at sa kalagayan ng pinakamahihirap na pamilyang Pilipino.

Idiniin ng isang pag-aaral ang pagkitid ng sektor ng pagmamanupaktura at lalong pagliit ng bilang ng mga trabahong nalilikha bilang matagalang epekto ng mga bagong buwis na ipinataw sa karbon at mga produktong petrolyo na ginagamit na panggatong sa produksyon at sa transportasyon ng mga produkto. Pinakaapektado ang maliliit at katamtamang-laking negosyo dahil sa kawalang-kakayahan ng mga ito na umupa ng malalaking trak para sa transportasyon ng kanilang mga produkto. Sa isa pang pag-aaral, idiniin naman ng ahensya na malaki ang nababawas ng dagdag na buwis sa pagkain at mga inuming may asukal sa kita ng pinakamahihirap na pamilya.

Kinumpirma ng dalawang pag-aaral ang dati nang kongklusyon ng Ibon Foundation na regressive taxation ang ipinatutupad sa ilalim ng batas na TRAIN. Ibig sabihin, malaki ang kinakaltas nito sa mga pamilyang may mababang kita kumpara sa nakatataas o katamtaman ang kita. Sa kabila ito ng kunwa’y eksempsyon sa mga kumikita ng P250,000 kada taon. Marami na ang bumatikos sa panlolokong ito lalupa’t kasabay ng eksempsyon sa personal na kita, dinagdagan naman ang buwis sa pagkain at transportasyon.

Sa taya ng Ibon, nadagdagan pa ang kita ng mga indibidwal na may matataas na kita nang 40% habang lumaki ang nababawas sa kita ng masang anakpawis sa isang taong implementasyon ng TRAIN. Ang mga may kitang mahigit sa P25,000 kada buwan ay nadagdagan nang P1,000-P33,000 kada taon. Ito ay habang nakakaltasan nang P800 hanggang P4,000 ang kita ng 60% ng mga pamilyang kumikita ng sapat o mas mababa pa sa kanilang mga pangangailangan.

Lalong pinahihigpit ng Asian Development Bank (ADB) ang kontrol nito sa pagpapatupad ng programang K-12. Nitong Mayo, pinirmahan ng ADB at ng rehimeng Duterte ang Secondary Education Support Program, isang kasunduan sa pautang na nagkakahalagang $300 milyon. Partikular na layunin ng programa na higit pang “pinuhin” ang kurikulum ng K-12 alinsunod sa kagyat na pangangailangan ng mga kapitalista. Sa pamamagitan ng pautang na ito, idinidikta ng ADB ang mga hakbangin at programang ipatutupad sa ilalim ng K to 12 mula 2019 hanggang 2023.

Dayuhang kontrol sa K-12

Mula nang unang isinabatas ang K-12 noong 2013 alinsunod sa rekomendasyon ng World Bank (WB), ang pagpapatupad nito ay mahigpit na ikinukumpas at kinokontrol ng ADB (Japan) at WB (US) sa pamamagitan ng mga pautang.

Ang bagong pautang ng ADB na tinawag na Secondary Education Support Program ay pagpapatuloy ng naunang $300 milyong pautang na Senior High School (SHS) Support Program (2014-2020).

Nakabalangkas ang pagbibigay ng pondo sa pagtupad ng gubyerno ng Pilipinas sa mga itinakdang target ng ADB. Kabilang dito ang pagsasaayos ng kurikulum ng SHS, kabilang ang Technical Vocational and Livelihood, para gawing mas mabenta ang lakas-paggawa ng mga nagtapos sa lokal at pandaigdigang pamilihan sa paggawa.

Itinutulak nitong palakasin ang kaalaman sa Matematika, Agham at Ingles para maitaas ang iskor ng mga estudyante ng SHS sa National Achievement Test at sa national certificate assessment para sa mga kumuha ng kursong teknikal-bokasyunal.

Partikular na kikinisin ang pagsasanay sa mga espesyalisasyon na magbibigay ng kahandaan sa mga trabaho sa agri-fishery, pagluluto, information technology, welding, mga serbisyong may kinalaman sa dagat at iba pa. Ito ang mga kursong pangunahing kailangan sa Japan, Canada, mga bansa sa Middle East at US.

Dagdag pa rito, magsasagawa rin ng mga pagsasanay para sa mga pampublikong guro na magtuturo sa mga espesyalisadong asignatura.

Sa pamamagitan ng pautang, itinatakda rin ng ADB na maglaan ng $1.55 bilyon ngayong 2019-2023 (mula $1.52 noong 2014-2019) para sa Education Service Contracting at SHS Voucher System na popondo sa mga pribadong paaralan na tatanggap ng mga estudyanteng di kayang ipasok sa mga paaralang pampubliko. Ito ay mga programang idinisenyo batay sa prinsipyo ng Public-Private-Partnership (PPP) sa sektor ng edukasyon. Itinatakda naman ng naunang pautang na itaas hanggang 40% ngayong 2019 ang porsyento ng mga mag-aaral na nag-eenrol sa mga pribadong hayskul mula 20% noong 2012.

Dagdag pa rito, inoobliga rin ng bagong pautang ang gubyerno na maglaan ng $2.92 bilyon para sa pagtatayo ng mga pasilidad sa edukasyon gaya ng mga silid-aralan, laboratoryo, at mga workshop sa ilalim ng mga kontratang PPP. Doble ito sa idinikta nitong $1.42 bilyon sa ilalim ng naunang pautang.

Pagsasanay gamit ang pondo ng bayan

Kunwa’y itinataas ng bagong reporma ng ADB ang kalidad ng mga magtatapos ng Grade 12. Pero sa aktwal, inaayon lamang ng ADB ang kanilang pagsasanay para sa partikular na mga pangangailangan ng mga dayuhang kumpanya. Ito ay para higit pang mapiga ang kanilang lakas-paggawa nang hindi na gumagastos para sa kanilang pagsasanay ang mga pribadong kumpanya. Sa ngayon, halos ang mga lokal na kumpanya sa pagkain (Jollibee, Chowking at iba pa) at mga lokal na gubyerno ang tumatanggap ng mga gradweyt ng SHS. Kahit noong wala pang SHS, tumatanggap na ang mga ito ng mga gradweyt sa hayskul na 18-taong gulang.

Ang mamamayang Pilipino, sa pamamagitan ng badyet sa sekundaryong edukasyon, ang nagpopondo para sa pagsasanay ng mga manggagawa ng mga dayuhang kumpanya. Sa nakaraang dalawang taon, nagbuhos ng bilyun-bilyong pondo ang estado para sa programa. Para sa 2018, naglaan ito ng di bababa sa P7.1 bilyon para sa imprastruktura at pagtuturo sa mga pampublikong hayskul habang P20 bilyon ang ipinasa nito sa mga pribadong paaralan bilang “subsidyo” sa mga estudyanteng hindi na kayang tanggapin ng mga pampublikong paaralan. Malaking bahagi ng pondo sa pampublikong hayskul ay para sa teknikal-bokasyunal na mga pagsasanay.

Labas pa ito sa lampas P100,000/estudyante na ginastos ng mga magulang para sa 2-taong dagdag na pag-aaral sa pampublikong hayskul at mahigit P200,000/estudyante kung pribado ang paaralan.

Mura pero di mabentang lakas-paggawa

Noong 2018 nagtapos ang kauna-unahang bats ng Grade 12 sa ilalim ng programang K to 12. Nasa 1.25 milyong kabataang Pilipino ang nagtapos at umasang makakukuha agad ng trabaho. Tatlumpu’t-siyam na porsyento sa kanila ang nagtapos ng Technical-Vocational-Livelihood track.

Taliwas sa ipinangako ng programa, mismong mga negosyante sa pangunguna ng Philippine Chamber of Commerce and Industry (PCCI) ang nagpahayag ng pangamba na hindi handa sa trabaho ang mga nagtapos.

Ayon sa PCCI, hindi sapat ang 80 oras ng imersyon sa trabaho bilang minimum na bilang ng oras para maging handa sa trabaho ang mga bagong gradweyt. Gayundin, dalawa sa sampung nag-eempleyo lamang ang handang tumanggap ng mga nagtapos ng SHS.

Sa kasalukuyan, dalawang bats na ng Grade 12 ang nagtapos sa balangkas ng kurikulum na ito. Sa muling pagbubukas ng klase ngayong Hunyo, tinatayang nasa tatlong milyon ang bilang ng mga papasok sa SHS.
