The Philippines will not withdraw from Ayungin Shoal in the disputed West Philippine Sea (South China Sea) amid Beijing’s allegation that it agreed to remove a grounded Philippine naval ship that has served as Manila’s military detachment in the area since 1999, the Department of Foreign Affairs said on Friday.

Manila maintained the shoal, also known by its international name - Second Thomas Reef - is part of the country’s continental shelf “over which the Philippines has sovereign rights and jurisdiction.”

China's Foreign Ministry claimed the Philippine government had made a commitment to withdraw the vessel from the Ayungin, which Beijing claims as part of its territory.

The exchange of diplomatic barbs is the latest manifestation of the two nations' long-standing territorial feud, reignited in recent years by tense confrontations between Chinese and Philippine vessels in two disputed shoals – Scarborough and Ayungin – off Manila’s western coasts.

Seven Filipino navy personnel are guarding the outpost that was set up in 1999 to mark Ayungin as part of Philippine territory.

Further, the DFA, in a statement, said “the BRP Sierra Madre, a commissioned Philippine Naval Vessel, was placed in Ayungin Shoal in 1999 to serve as a permanent Philippine installation in response to China's illegal occupation of Mischief Reef in 1995.”

Mischief Reef is a Philippine-claimed territory in the South China Sea or West Philippine Sea that was occupied by China in 1995.

The DFA said the installation of the BRP Sierra Madre in Ayungin was prior to the signing of the Declaration of Conduct of Parties or DOC in the South China Sea in 2002.

The DOC is a non-binding code of conduct signed by Beijing and the 10-member Association of South East Asian Nations, of which the Philippines and other South China Sea claimants Vietnam, Malaysia and Brunei, are members.

Singapore, Indonesia, Thailand, Cambodia, Laos and Myanmar are other members of the ASEAN.

It calls on all claimants to exercise restraint and stop new occupation of territories in the South China Sea, which is claimed by China nearly in its entirety despite objections from its Asian neighbors. However, DOC lacks the power to sanction states that will violate its provisions.

The Philippines filed a case against China before an arbitration tribunal in The Hague, Netherlands early last year, to complain against China’s “excessive” claims. A resolution is pending.

China, Taiwan, Philippines, Vietnam, Brunei and Malaysia lay claim on parts or virtually the entire contested region, islands and reefs where undersea gas deposits have been discovered in several areas.

Many have feared the conflicts could erupt into a military confrontation.

China objects to third-party intervention to the disputes, particularly the involvement of the United States, which declared that it is in its national interest to ensure unfettered access to the busy sea lanes and peaceful resolution of the row.

Beijing prefers to negotiate one on one with other claimants-- which would give it advantage because of its sheer size, compared to rival claimants which are smaller and have less military force.

China is likewise pushing for the shelving of disputes and for joint development in the strategic waters pending a final resolution of the claims.

Filipino and American Marines have been conducting field and amphibious training in Palawan, with more exercises scheduled as another United States warship is set to visit Manila next week.

The drills and naval visits come amid negotiations between the Philippines and US on the increased rotational presence of American troops in the country and continuing tensions between Manila and Beijing over territory in the West Philippine Sea.

They also precede the visit next month of US President Barack Obama.

The US embassy in Manila said the USS Blue Ridge (LCC 19), flagship of the 7th Fleet, will be docking at Manila South Harbor on March 18 “for a routine port call and a four-day goodwill visit.”

Vice Admiral Robert L. Thomas, 7th Fleet commander, will attend the welcoming ceremony for the warship, which is based in Yokosuka, Japan.
Last Sunday, the Ticonderoga-class guided missile cruiser USS Cowpens (CG63) also docked at Manila. The cruiser has a crew of 360, 20 of them Filipino-Americans.

US warships have been visiting the country more frequently since tensions with China picked up.

In Palawan, Philippine Marines and the US Marine Corps’ 3rd Reconnaissance Battalion began their first field training exercise on March 10 as part of the Philippine Marine Engagement Program, a regular bi-lateral training program.

This will be followed by another “subject matter expert exchange” with I Marine Expeditionary Force based in San Diego, California at Philippine Marine headquarters in Fort Bonifacio, to be followed by a maintenance management exchange in Manila and Palawan.

The Philippine panel for the Enhanced Defense Cooperation Agreement (EDC) on Friday stressed that having access to the proposed US facilities, which will be set-up in the country once the talks are completed, is always a "primordial concern".

"The issue of access by Philippine authorities has always been a primordial concern for the panel and right from the beginning we have voiced this out to the US panel that this would be an important requirement for the PHL panel with respect to the negotiations of this agreement," said Defense undersecretary Pio Lorenzo Batino, head of the Philippine panel.

Batino issued this statement during a briefing Friday at the Armed Forces of the Philippines Commissioned Officers Club in CampAguinaldo, Quezon City.

He said this view was also shared by panel member Ambassador Eduardo Malaya who stated that areas, which USfacilities may be constructed, are within existing Philippine military bases.

"If I may add, the areas to be shared are areas within existing Philippine military bases or facilities so these areas are within those bases so in essence access is assured,"Malaya said.

It could be said that access is a given, what is being discussed is the sharing of responsibilities with respect to security and I think at this time both panels have reached agreement on languaging, and we would be able to hammer down the specifics as to who would be securing what area but as a concept, access is assured this being within Philippine military bases and that the right of the base commander to have access to specific area will be shared with them, as it has already been agreed in principle by both panels," he stressed.

According to Batino, all structures and activities by US forces, once the EDC is okayed, will be limited or confined to existing AFP facilities.

After the reconstitution of the Philippine negotiating panel and before the fifth round of talks last Jan. 30-31, the Philippine side presented a full draft text which more comprehensively articulated the Philippines’ position which are consistent with the Philippine Constitution and relevant laws as well as informed by the country’s historical experiences.

At the instance of the Philippine panel, the United States agreed to the inclusion of provisions on environment and safety, and opportunities for potential Philippine suppliers of goods, products and services.

Batino emphasized that, as in the preceding five rounds, the Philippine negotiating panel was guided by the principles of full respect for Philippine sovereignty, non-permanence of US troops and no US basing in the Philippines, mutuality of benefits and respect for the Philippine Constitution, including the prohibition against nuclear weapons.”

The other members of the Philippine negotiating panel are Ambassador Lourdes Yparraguirre, Justice undersecretary Francisco Baraan III and DND assistant secretary for strategic assessments Raymund Jose Quilop.

The strong collaboration of the provincial government of Davao del Norte and the Armed Forces of the Philippines (AFP) has given the province greater advantage in winning peace.

Governor Rodolfo del Rosario said Capitol’s partnership with the AFP has fueled the localized peace process by bridging essential government services to the geographically isolated and depressed areas of the province.

The province and the AFP, through the 10th Infantry Division, rolled out the Convergence for Peace and Development from 2011 to 2013, together with the Philippine National Police, other agencies and the private sector.

The initiative brought together government resources to far-flung, politically threatened areas directly benefitting a total of 169,364 Dabaonons.

But the most important impact of the program, according to the governor, are the rising number of rebel returnees and the liberation of some 52 barangays from the influence of the New People’s Army last year.

Del Rosario noted the success of the alliance has bolstered human security that set the groundwork for human development, which is the core of the governor’s P.E.O.P.L.E. agenda.

“Human security is holding ground here in Davao del Norte through our concerted efforts,” the governor said in his keynote address at the recent 6th founding anniversary of the 1003rd Infantry brigade.

The governor further revealed the province and the army have stepped up their convergence operation towards reducing risks caused by natural calamities through the Oplan A.N.D.A.M. (Advocacy on Natural Disasters Awareness and Management) program.

The program was launched last December to reduce the vulnerability and build the resilience of communities to disasters, with the support of the army, PNP, the Department of Education and the local government units.

Del Rosario is optimistic the fresh partnership will effectively address the growing threat to people’s lives, not only due to political conflicts but also due to natural disasters.

Government troopers from various services captured two top-ranking New People’s Army (NPA) commanders in an encounter Friday morning in Sitio Batakanina, Batan, Barangay Sablayan, Juban, Sorsogon.

The government soldiers were combined elements from the 903rd Infantry Brigade, 22nd Infantry Battalion, 8th Special Forces Company, Naval Special Operations Group and Naval Intelligence Special Forces of the Naval Forces for Southern Luzon.

Chief Supt. Victor P. Deona, Police Regional Office 5 director, identified those captured as Elias Pura alias Kumander Ka Soling and one known only as Ka Ino, allegedly the finance officer of the Bicol Regional Party Committee, operating in Sorsogon.

Deona said the encounter took place at about 6:15 a.m. Friday while the joint police and military forces were patrolling the area after receiving information that a big group of armed men went there.

He said that based on estimate, there were 30 armed rebels that the government forces encountered.

After a 30-minute firefight, Ka Ino was wounded while Pura was apprehended while trying to escape.

Other rebels fled the encounter scene when then realized that they were fighting a superior group and ran towards different directions while some blended with the village folk, Deona said.

The government men recovered M653 baby armalite rifle, two .45-caliber pistols, improvised explosive device, a grenade, a laptop and personal belongings from Pura and Ka Ino.

They brought Ka Ino to the hospital and is now under tight security.

Meanwhile, members of the 92nd Reconnaissance Company of the Philippine Army recovered two M16 armalite rifles, a carbine, cellphones, anti-government documents, materials for making explosives and personal belongings from NPA rebels they encountered in Barangay Jangan, Balud, Masbate, at about 6:10 a.m., also on Friday.

A report said the Army soldiers encountered about 15 armed rebels in the incident, who immediately retreated towards and unknown direction.

Dahil sa maayos na posisyon at koordinasyon ng bawat fire-team, mahusay na nakapamutok ang mga Pulang mandirigma, na nagresulta sa pagka-demoralisa ng kaaway kaya nabigo ang tangkang kubkob sa yunit ng BHB.

Habang nagkakaputukan naanalisa ng kumand ng BHB na palayo at matataas na ang putok na nanggagaling sa kaaway. Dito na nakakuha ng pagkakataon ang mga Pulang mandirigma na magmaniobra palayo sa lugar. Sa prosesong pag-atras, maayos at ligtas nilang nilisan ang pinangyarihan ng labanan dala ang isang sugatan na agad namang nalapatan ng pangunang lunas at kasalukuyang nasa maayos na kalagayan.

Tumagal ng hindi bababa sa 20 minuto ang ng labanan. Batay sa ulat ng mga masang nakakita sa mga umaatras na kaaway, may naunang dalawang inusungan na sugatan at may dalawa pang isinunod na ikinarga sa duyan, kaya apat ang kumpirmadong nasugatan sa panig ng mga elemeto ng 42ndIB.

The Philippine Coast Guard South-eastern Mindanao District formally presented 20 speedboats to be used in its search and rescue, law-enforcement and oil-spill control functions.

Commodore George Ursabia, Jr., commander of the Philippine Coast Guard in the South-eastern Mindanao District said the six-meter- aluminum speed boats were initially acquired from the Department of Transportation and Communication for deployment.

He said seven of the speed boats will be assigned in Davao Region, three in Davao Oriental, two in Balut, Island, Davao del Sur, three in Surigao del Sur while the rest will be deployed in Sarangani Province and General Santos City.

Ursabia said the new floating assets are part of the PCG’s effort to improve its response capability.

“More equipment will be coming to upgrade the capability of the Philippine Coast Guard,” he said.

Ursabia assured that the new equipment is durable and not prone to corrosion.

The speedboats are powered by four-stroke-40-horse-power-outboard-motor-engine and are designed to be deployed only at sea.

He said every boat is manned by three personnel and can carry up to nine to 10 drowning victims during search and rescue operation.

Ursabia admitted that the boats cannot be used in running after smugglers and terrorist group like the Abu Sayyaf since their boats use high-powered engines.

He assured that the government is acquiring more sea crafts for the sole purpose of running after and interdiction of smugglers and terror groups.

Retired Brig. General Loreto Rirao, director of the Office of Civil Defense 11 welcomed the new equipment calling it a new boost to the upgrading the capability of responders on water-based disasters.

He said the new equipment is very relevant given that many communities in the Davao Region are along the sea.

“We congratulate the Coast Guard for acquiring the new speed boats,” Rirao said.

The governor of Davao del Sur urged residents to organize anew the anti-communist vigilante group Alsa Masa in the aftermath of two guerrilla attacks on two remote towns last week.

While the Army here endorsed the move, a ranking police official cautioned against forming an armed vigilante group to avoid creating more security problems.
 
Davao del Sur Gov. Claude Bautista publicly endorsed on Tuesday the organization of Alsa Masa in the province to counter another outbreak of guerrilla attacks. He made the endorsement in a meeting with the mayors.
 
He called a meeting after the New People’s Army guerrillas raided the police station in Matanao town, killing two policemen and wounding three others. Seven soldiers were killed in the pursuit operations after the truck they were riding was blasted by a land mine that the rebels planted.
 
The NPA suffered two dead and the Army claimed it captured nine others.
 
The NPA raid came only three days after it ambushed an Army patrol in a remote village in Bansalan, also in the province. An Army attempt to retrieve its 11 wounded soldiers in the evening was met by a land mine explosion that damaged three ambulances.
 
Maj. Gen. Ariel Bernardo, commander of the 10th Infantry Division, said he supported the governor’s plan to form the Alsa Masa.
 
He said this was the appropriate move of the province to thwart any other guerrilla moves in the area. He said he did not see any wrong in it.
 
However, Chief  Supt. Wency Pascual, regional police commander, that while he was amenable to the plan, he cautioned any action to arm any vigilante, warning that an armed vigilante group could cause more trouble.
 
Pascual said he would support an unarmed Alsa Masa.
 
The Alsa Masa was formed in Davao City in the middle of the 1980s to counter the growing presence of NPA urban guerrillas, locally known as the Sparrow Unit.
 
At the height of Sparrow Unit operations in Davao City, at least two policemen, many of them just directing vehicular traffic or helping children cross the street, were gunned down by the communsit rebels daily.
 
Davao del Sur formed its counterpart armed vigilante group called Nakasaka.
 
In forming the Alsa Masa, the government military also tested the effectiveness of an armed vigilante group as a frontline unit to counter the NPA partisan actions. Local and international human-rights organizations documented several cases of civil-rights abuses, including forced disappearances, arbitrary killings and beheadings, prompting the government to disband both vigilante groups years later, when the Sparrow Unit problem had subsided.

The reigning Sultan of Sulu and North Borneo has condemned the series of kidnappings in the southern Philippine of Sulu and urged the public to stay vigilant and also warned them against the spread of false and unfounded accusations against local authorities and provincial leaders.

“As the reigning Sultan of Sulu and North Borneo, I am condemning this act of crime to the highest degree and I am calling my constituents to be vigilant for only these kidnappers will benefit from false and unfounded accusations,” Sultan Muedzul-Lail T. Kiram said.

He said some sectors in the province are pointing to the local government, the military and the police being behind the kidnappings. “This is a baseless accusation for I am in constant touch with these authorities concerning the peace and order of the province. I would like to appeal to the people to refrain from issuing such baseless statements,” Sultan Kiram said.

“They are doing their best to solve this problem or perhaps eradicate it. One thing we know for sure the kidnappers are the one feeding you these false information and to capitalize on the situation,” he added.

Sultan Kiram also branded the spate of kidnappings in the Muslim province as “un-Islamic in any perspective.”

He said even ordinary citizens were kidnapped and ransomed off for a small amount of cash. And because of the kidnappings, some citizens were reportedly arming themselves into a vigilante group, but Sultan Kiram said this move could further complicate matters in Sulu.

“Some concerned citizens are now trying to arm themselves and form a vigilante group (and it’s like an eye for an eye, a) tooth for a tooth. There is nothing wrong with the vigilantes, but what is wrong is when they will put the law into their hands and the more it will complicate the matters,” he said.

No to kidnappings

Locals have condemned and others protested the spate of kidnappings in Sulu and some also launched online campaign in social media to denounce the kidnappings in the province.

But while local government officials and multi-sectoral groups work hand in hand to address the rising criminality and the threats posed by the Abu Sayyaf and other lawless elements, some people with political agenda have resorted in spreading false reports of kidnappings and killings and other black propaganda in social media, including Facebook, to further scare the public and destroy the reputation of different leaders in Sulu.

Sulu police chief Abraham Orbita also confirmed the spread of black propaganda, but said this will not affect law enforcement operations in Sulu.

“There are a sudden and massive disinformation campaign and a lot of false reports being spread by unscrupulous people,” he said.

Orbita said they will continue to protect the citizens from lawless groups and urged locals to support the campaign by helping authorities in providing information about suspicious persons in their community.

Various sectors and civil society organizations have thrown their support to the efforts of the provincial government and local authorities to address to the peace and order situation in Sulu. One resident of Sulu has use Facebook to appeal to fellow Tausug for cooperation and unity.

In her emotional appeal, she said: “The distressing events that have unfolded over the past few days are intolerable. Sulu is our home. The Tausug people are our brothers and sisters. We are a family and family members are supposed to take care of each other. From one private citizen who is deprived of my freedom to enjoy the beauty of my province because of negative elements that are threatening my sense of security, I plead to my fellow Tausugs to galvanize in unity to thwart the wrong doers.”

“Let us be vigilant. Let us look after one another. Let us help the local government, in our own little way, with their efforts to bring back the peace that some are trying to steal away from us. Let us not be selfish and think only of ourselves. Let us refuse to live in fear. Let us fight for our right to have a good life. If we work hand in hand, barbarity can never dominate us. Again, Sulu is our home. Let us protect and defend it with our very own life. This province belongs to the majority and not to the very few whose only aim is to wreak havoc. The majority wants peace and that is what should prevail. No amount of bullet can surpass the power of prayers. So tonight let us pray for everyone's safety. As cliché as it may sound but this too shall pass,” she said.

Appeals

Authorities have also appealed to the public to cooperate and be vigilant in their day to day activities. “Please report to authorities any suspicious persons or activities in your community. Your cooperation in crime prevention is very important,” the Sulu Area Coordination Center said.
“The relentless barrage of evil acts by lawless and dubious elements against peace-loving communities of Sulu can never cow the Tausug residents and their authorities to stoop down to mimic their ill-fated ways. Some call for oppressive interventions, in clear endorsement to imitate their preferred style, as a mean for reprisal against those criminals. But Sulu's leadership and its network of allies for peace and development will never ever deviate from the rule of law and respect for human rights that is the better option.”

“The nemeses are the culprits, not the authorities, no matter deficiencies may have been committed by those in the front line. Help them to be stronger and more effective, not help lawless to strike them down. All are in agreement that more solid actions must be taken, though the current leadership has never been remiss in the collective resolve to combat lawlessness,” the coordinating body said.

The Sulu Area Coordination Center - built during the time of then Sulu Gov. Sakur Tan - is where various agencies converge to address issues, resolve conflicts and find the best solution to current problems besetting the province. It is headed by local government officials and the military and police as members.

It was is a facility established as a proactive, reactive, and post conflict mechanism to address various concerns at regional and local levels of governance and to solve problems of coordination and response.

The Sulu Area Coordinating Center also functions both as a system and as a council for planning, integrating, directing, supervising, and implementing line-up government programs and projects particularly on political, socioeconomic, cultural, religious, development, security and information issues.

The province has a total of 20 Area Coordinating Centers – one for each of Sulu’s 19 towns and the central headquarters in Patikul town.

Two elite Army soldiers were killed and three others wounded when New People’s Army guerrillas ambushed troops of the 12th Scout Ranger Company in Magpet town, North Cotabato Saturday morning.

It was the latest incident involving the communist NPA this week, which began with Monday’s raid on the police station of Matanao, Davao del Sur in which two policemen died and three others were wounded, quickly followed by the ambush of troops of the 39th Infantry Battalion joining pursuit operations against the raiders, which left seven soldiers dead and eight others injured.

Another soldier was killed later in the week in a clash with NPA fighters in Compostela Valley.

Lieutenant General Ricardo Rainier Cruz III, head of the Eastern Mindanao Command (Eastmincom), declined to give the names of the casualties in Saturday’s ambush, which happened around 9:57 a.m., saying their families had not yet been informed.

He said the ambush triggered a firefight that was continuing as of this posting.

“The NPA has, likewise, suffered undetermined casualties,” Cruz said.

COTABATO CITY --Several 81-millimeter mortar rounds were found on the busy corner of Governor Gutierrez Avenue and Sinsuat Avenue near a known food chain here past 9 p.m. Friday.

Initial information from Cotabato City Police Director Rollen Balquin said some street children found the rounds inside a carton.

The children even played with them, alarming some residents who saw them.

Members of the Philippine Marines immediately went to the site to check on the report.

Balquin said he believes the rounds have been in the area for a long time before they were found.

President Benigno S. Aquino III can technically reversed the ruling issued by the Cadet Review and Appeals Board (CRAB) against Cadet First Class Aldrin Jeff Cudia who was earlier ordered dismissed from the Philippine Military Academy (PMA) after being found guilty of violating the "Honor Code".

This was disclosed by PMA Commandant of Cadets, Col. Rozzano Briquez.

This is despite the CRAB dismissing Cudia's earlier motion for appeal, thus standing by the decision of the "Honor Committee".

"Technically the answer is yes, technically, the President may not approve the administrative separation because he is the Commander-in-Chief of theArmed Forces of the Philippines but it is now in the process of being endorsed, so the Chief-of-Staff will endorse it to the Secretary of National Defense and the Secretary of National Defense endorses it to the Commander-in-Chief our President, and finally, the final disposition of Cadet Cudia will rest on the President or the Commander-in-Chief," he added.

As this develops, Briquez said that PMA Department of Naval Warfare head Cmdr. Junjie Tabuada may be investigated for claiming that a certain Cadet First Class Lagura, a reported member of the "Honor Committee", was pressured to change his vote so that Cudia will be found guilty.

"A separate investigation (may be conducted) for Cmdr. Tabuada but this has nothing to do with the 'Honor Code' because the 'Honor Code' is for the cadets and this has something to do with Conduct Unbecoming of an Officer and a Gentleman (which) falls under the Articles of War," he added.

AFP spokesperson Major Gen. Domingo Tutaan, Jr., earlier announced that the CRAB has found nothing irregular in the ruling of the "Honor Committee" which ordered the dismissal of Cadet First Class Aldrin Jeff Cudia for violations of the "Honor Code".

"I was informed by the superintendent of the PMA, Major Gen. Oscar Lopez, that he has already submitted to (AFP) general headquarters the result of the CRAB as regards the case of Cadet Cudia. The CRAB has looked into all the things as far as the case is concerned and has found regularity in the procedures that was followed from the time Cadet Cudia was reported for violation of the 'Honor Code' till the time the recommendation for dismissal was made, " he added.

"Major Gen. Lopez made mentioned that they are reaffirming the first recommendation of the former superintendent as far as the dismissal of Cadet Cudia and by its conduct of review has found regularity in this and now has submitted a second recommendation for upholding the dismissal of Cadet Cudia, this review has been submitted to the (AFP) chief-of-staff dated march 10 2014 and General Headquarters, AFP has already endorsed this with the same recommendation to the Office of the President through the office of the Secretary of National Defense," Tutaan stressed.

In effect, Cudia will not be joining PMA Class of 2014 during its graduation this coming March 16.

Malacanang said on Saturday the Philippinesand the United States are currently threshing out the language on the framework agreement that would allow greater USmilitary presence in the country.

Philippine defense officials have considered increasing US presence to achieve a minimum credible defense, particularly with the aggressive posturing of China in the West Philippine Sea (South China Sea).

Deputy presidential spokesperson Abigail Valte said in an interview on state-run dzRB Radyo ng Bayan that according to Defense Undersecretary Pio Batino, the sixth round of their discussions had been productive.

“They are threshing out the language… According to Undersecretary Batino, productive po ‘yung sixth round ng kanilang mga pag-uusap,” Valte said.

“They were able to hammer out a few details on certain issues at handa rin po sila to move forward again,” she added.

When asked if the agreement would be finalized before the visit of US President Barack Obama in April, Valte said it is ideal if it could happen, but maintained that ironing out all details is more important.

“Parang ang punto po ng ating panel, kung maayos po before the visit of President Obama, okay din po ‘yon; ngunit kung hindi, ang importante po ay maplantsa po lahat ng detalye,” she added.

Valte noted that the guidance of President Benigno S. Aquino III to the panel is to make sure that everything that is being discussed and that is being agreed upon conforms with the 1987 Constitution and is under the framework of the existing Visiting Forces Agreement (VFA).

She added that the challenge is to make sure there are no gray areas in the agreement.

The Philippine Army (PA) headquarters will host the Centralized Regional Annual Administrative Tactical Inspection (RAATI) which will be conducted this March 16.

This will be conducted by the National Capital Region Regional Community Defense Group (NCRRCDG), Army Reserve Command (ARESCOM), at the ROTC Hunters Guerilla Field, in FortBonifacio, TaguigCity.

Around 3,000 cadets from the Reserved Officers Training Corps (ROTC) units of different schools, colleges and universities within the National Capital Region will participate in the actual inspection.

The RAATI is a yearly activity of the NCRRCDG, ARESCOM which entails actual inspection of all activated PA ROTC units in the area operation.

The inspection aims to test the units’ degree of administrative efficiency, training management, proficiency, and quality of training attained by the Corps of Cadets.

It also intends to test the operational readiness of the ROTC units and allow the students to experience the real meaning of basic soldiery.

Meanwhile, in celebration of the PA's 117th founding anniversary, the Philippine Army Museum will be opened to the public from March 17 to 22.

An alert security guard of a drug store along a busy commercial district here prevented what could have been another blast that could maim or kill innocent people, police said.

Senior Inspector Reynaldo Delantin, police station 2 chief, said the improvised explosive device fashioned from 81 mm mortar was found by the security guard of a drug store at the corner of Sinsuat Avenue and Gutierrez Avenue, this city at 12:20 dawn Saturday.

Delantin said the IED was complete with accessories but has no capability to blow up as the vital ingredient was missing. He did not elaborate.

Delatin said the IED was last seen being carried by a unidentified child with mental disorder who left it in front of a known food outlet.

Bomb experts from the Philippine Marines deactivated the improvised bomb while investigation was still on going.

Delatin said police are now reviewing the closed circuit TV of business establishments beside the spot where the IED was found by the security guard to determine who left it there.

The site where the IED was found was about 20 meters away from the site where a car bomb went off last August 2013 that left a dozen persons killed and scores wounded.

The car bomb was set off while the service vehicle of Cotabato City Mayor Japal Guiani was to pass the area.

Lawyer Cynthia Guiani Sayadi, city administrator who was on board the mayor's vehicle, claimed her younger brother-mayor was the target of bomb attack.

The mayor, however, was not inside his vehicle when the blast occured.

Local leaders in Maguindanao will host a traditional Muslim "Kanduli" immediately after the signing of the Comprehensive Agreement on Bangsamoro (CAB) between the government and the Moro Islamic Liberation Front (MILF) as thanksgiving, officials here said Saturday.

"Kanduli" is a centuries-old Muslim traditional gathering, either as thanksgiving or to celebrate an important event.

Maguindanao Gov. Esmael Toto Mangudadatu said local officials in the province have been elated by the announcement made by Presidential Adviser on the Peace Process Teresita Deles that the agreement will be finally signed on March 27.

The venue is yet to be announced.

Mangudadatu said his province is more than willing and ideal place for the historic signing of the accord.

"We have been very supportive of the peace process, it is but fitting and proper to rejoice over this signing of the CAB,” Mangudadatu said in a statement.

Mangudadatu, who publicly expressed support to the peace process since he assumed office in 2010, said Maguindanao being the hotbed of Moro rebellion could be an ideal venue for the historic event.

"We are willing, we shall appreciate that, if ever," he said when asked if the province could be the host.

Gov. Mujiv Hataman of the Autonomous Region in Muslim Mindanao, who repeatedly said he is ready to step down once the new political leaders are ready to assume the post for the new political entity, said he is planning to declare March 27 a special non-working holiday in the region.

ARMM is composed of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi.

"This is very historic and unprecedented because it will end four decades of bloody uprising," Hataman said in a statement.

The Comprehensive accord is the result of 17 years of peace process interrupted by several hostilities, the bloodiest was in 2008 when both the MILF and the government were to sign a Memorandum of Agreement on Ancestral Domain (MOA-AD).

The botched signing led to skirmishes in North Cotabato, Maguindanao and Lanao del Sur. The botched signing led to the emergence of Bangsamoro Islamic Freedom Fighters (BIFF) composed of former MILF rebels frustrated with the slow pace of the peace process.

Talks began in 1997 but gained headway when Malaysia came into the picture as third party facilitator and the entry of International Monitoring Team and International Contact Group.

On Friday, Deles said the agreement will not only benefit the Moro people but all Filipinos.

"It will benefit not only the Bangsamoro but the entire country, and will radiate beyond our borders to the regional community, and perhaps the whole world,” Deles said.

After the signing, both sides will focus on the draft Bangsamoro Basic Law that will pass through Congress before it will be submitted for plebiscite in the proposed territory.

Policemen on the lookout for a kidnapping suspect instead arrested a man with a hand grenade on Friday, authorities said.

Elements of the Kabacan Police Station and the 7th Infantry Battalion conducting checkpoints along the national highway following intelligence reports a kidnapping suspect was to pass by flagged down a motorcycle with two men on board.

Supt. Jordane Maribojo, Kabacan police chief, said the suspect, Kadil Sultan Dandang of Barangay Kuyapon, Kabacan yielded a fragmentation grenade.

"He was acting suspiciously and when frisked, a live hand grenade was taken from his pocket," Maribojo said.

Maribojo said the arrest of Dandang was done in connection with "Operation Kapkap Bakal," a campaign against the proliferation of loose firearms.

According to Maribojo, Dandang is included in the watch list of persons believed to be involved in kidnapping, carnapping, robbery-holdup and extortion activities in the town.

Maribojo said at least a dozen persons have been arrested for possessing loose firearms, illegal drugs, carnapped motorbikes and other illegal activities.

He said the "Oplan Kapkap Bakal" will be intensified following the rash of shooting and grenade attacks in Kabacan poblacion.

Maribojo appealed to the public to help the police in containing criminality that already claimed the lives of innocent civilians.

Since January, at least 10 grenade-throwing incidents had been reported in Kabacan.

Police authorities in North Cotabato have launched a province-wide manhunt against two men who shot and seriously wounded an engineer working for a government irrigation project in the province.

Supt. Danilo Peralta, North Cotabato police provincial director, has directed the PNP in Pikit, North Cotabato to also intensify manhunt against two men riding tandem on a motorbike who shot 50-year-old Engr. Akmad Adam Pangilamen of Masulot Construction.

Pangilamen of Limbo, Sultan Kudarat town in Maguindanao was riding in tandem with Mustapha Galay, 31 of Barangay Tapodoc, Aleosan, North Cotabato from Pikit to Midsayap town when shot by the suspects.

Both sustained gunshot wounds in the legs and neck, according to Senior Inspector Mautin Pangandiman, Pikit police chief.

The shooting happened in Barangay Langayen, Pikit, at 8:50 a.m. Friday.

Both are now recuperating at a hospital in nearby Midsayap town, police said.

"The shooting could be borne out of personal grudge between Engr. Pangilamen and the suspects," Pangandiman said.

The victim is working with Masulot construction company which is subcontracting with the government on the Malitubog-Maridagao irrigation project that supplies water to about 16,000 hectares of farmland in North Cotabato and Maguindanao.

Helping the police in the manhunt are members of the 7th Infantry Battalion based in Pikit.

Despite the stand of Senator Miriam Defensor-Santiago, an expert on constitutional and international law, Malacañang on Saturday, March 15, said the Philippines' military deal with the United Statesdoes not need the approval of the Senate.

Santiago earlier said the agreement, which would allow the US military wider and prolonged access to Philippine bases, should be considered a treaty to avoid violating the 1987 Philippine Constitution.

The senator, who heads the chamber's foreign relations committee, added: "The Senate is going to screen [the deal] because we always fight in the Senate for our power to concur with any ratification made by the President. That will become a constitutional issue. That case will be automatically elevated to the Supreme Court."

Chief Presidential Legal Counsel Benjamin Caguioa disagreed. He said in a statement released through Communications Secretary Herminio Coloma Jr: "It is the Philippine panel's position that the agreement on enhanced defense cooperation merely implements the general provisions of the Mutual Defense Treaty and the Visiting Forces Agreement."

Caguioa added, "These two treaties have been concurred in by the Philippine Senate in separate instances. Thus there is no need for Senate ratification for this implementing Agreement on Enhanced Defense Cooperation."

In 1951, Manilasigned a Mutual Defense Treaty with Washington, which states that the two countries shall separately and jointly develop capacity to resist an armed attack.

But Santiago said the bases access deal cannot be considered an implementing document of the treaty.

The Philippine panel asserted the agreement abides by the Constitution. The two sides will hold another round of talks in Manilaon March 25 ahead of the visit of US President Barack Obama in late April.
